On behalf of the Country of Turkmenistan, I would like to welcome all of our guests who are coming to participate at Ashgabat 2017 5th Asian Indoor and Martial Arts Games, taking place for the first time in our country.

We are working hard across all levels of the government to develop sport in Turkmenistan, and are working together with International Federations and sporting organisations throughout the world to share knowledge and experience.

I hope that Ashgabat 2017 will establish Turkmenistan’s position on an international level, spread our Country’s love of sport throughout the world and strengthen our friendly relations between nations.

During the Games, Asian and Oceanic athletes will have the opportunity to share their experiences, demonstrate their sporting skills and build lasting friendships.

We have been working hard to deliver the Games to a high level. The Ashgabat Olympic Complex covers total area of 157km2, we have over 30 different sites within the complex, including 15 sport competition venues.

The Athletes village and accommodation for our guests offers international world class catering, relaxation, cultural and entertainment facilities. All of this contributes to the great experience we want our guests to have along with a greater cooperation with Asian, Oceanic and international sport federations.

“Health, Inspiration and Friendship” was chosen as the motto of the Games. This motto is reflective of our healthy society, our nation’s inspiration and the importance of developing friendly relations with all nations of the world.

National values, ancient traditions and the rich culture of our nation are depicted in the logo, mascot and brand of Ashgabat 2017. The logo, mascot and brand of the Games, which represent past and present history, and the great future of our nation, will form a starting point for a unique opportunity for our guests to experience our ancient heritage, national legacy, spiritual and cultural values through to modern day times of our country.

Our nation’s healthy life style is embedded in each and every one of our citizens. One of the leading principles of the state is to protect our nation’s health, to ensure that our citizens enjoy a peaceful and prosperous life, to assure our young generations enjoy sport and to major sporting events in our country.

In September 2017 Ashgabat will host the 5th Asian Indoor and Martial Arts Games; attracting athletes from 64 delegations from Asia and Oceania to participate across 21 sports.

This is a historic moment for the country, as Ashgabat 2017 will be the first major multi-sport event to be hosted in Turkmenistan. The vision after these games will be for the city of Ashgabat and the wider country to host future major sporting events at an international level.

5th Asian Indoor and Martial Arts Overview

The Games are owned, co-organised, and regulated by the Olympic Council of Asia (OCA).

The first Asian Indoor Games were held in 2005 in Bangkok. After three editions of the Asian Indoor Games, the Olympic Council of Asia merged the event with the Asian Martial Arts Games. This merger created the Asian Indoor and Martial Arts Games, with the 4th AIMAG taking place in Incheon, Korea in 2013.

In 2010 the 5th edition of the Asian Indoor and Martial Arts Games was awarded to the city of Ashgabat, Turkmenistan.

The 2017 Asian Indoor and Martial Arts Games will be held in Ashgabat from 17–27 September 2017.

Ashgabat 2017 5th AIMAG Executive Committee

The Ashgabat 2017 5th AIMAG Executive Committee was established in 2013 under the direction of the President of Turkmenistan Gurbanguly Berdimuhamedov. The Chairman of the 5th AIMAG Executive Committee is Mr. Dayanch Gulgeldiyev.

There are 15 competition venues, with all sports except Equestrian Jumping and Futsal taking place within the Ashgabat Olympic Complex. Equestrian Jumping will take place at the Ashgabt Equestrian Centre located in the north east of the city and Futsal at the Ice Palace located less than 500m from the Ashgabat Olympic Complex.

Twenty-one sports will be contested during the 5th Asian Indoor and Martial Arts Games. The Games will include five Olympic sports: Track Cycling, Equestrian Jumping, Taekwondo, Wrestling and Weightlifting.

1.3 Logo

The Ashgabat 2017 logo is made up of several different elements:

Akhal-tekeThe akhal-teke horse is a national symbol of Turkmenistan. These horses are renownedfor their speed, endurance and intelligence. The horse represents Health.

MoonThe crescent Moon is a recognised symbol shown on the Turkmenistan national flag. The Moon represents Inspiration.

StarThe star is the symbol of the Olympic Council of Asia, which represents welcoming Asian countries to Turkmenistan. The star represents Friendship.

Together the elements of the logo and the colours come together to represent Health, Inspiration and Friendship within Turkmenistan, and the circular shape reflects unity and sharing these values with the world.

1.4 Mascot

The Ashgabat 2017 Mascot is called Wepaly – meaning Loyal Friend in Turkmen.

He is an Alabai, a traditional Turkmen dog which is renowned as a beautiful and

courageous animal that for many centuries has helped Turkmen shepherds to

safeguard flocks of cattle in heavy conditions in the sandy desert. Today the Alabai

is treasured by the Turkmen people not only as a courageous protector, but also as

a loyal friend. Wepaly wears traditional ceremonial dress and a white telpek fur

hat while waving the State Flag of Turkmenistan and the symbol of the Olympic

Council of Asia.

2. Accreditation and Validation

The Asian Indoor and Martial Arts Identity and Accreditation Card (AIMAGIAC) is both a visa-waiver document for entry into Turkmenistan for the 5th AIMAG and an identity and access device for access into Games venues.

AIMAGIACs will be distributed to all eligible Games participants via IFs/AFs (Technical Delegates and federation staff), NOCs(athletes and team officials), or the Ashgabat 2017 Executive Committee Sport Team (Technical Officials). The cards will be distributed in the form of a Pre-Valid Card (PVC) which must be validated at an official Games Accreditation location prior to being used to access Games venues.

For updates on the status of applications, please contact the IF/AF or NOC that is responsible for your application. Please alsocontact the relevant responsible organization if you do not receive your PVC before the end of August 2017.

PVCs should be carried with the passport during travel to Turkmenistan – participants may need to show the PVC to airline check-in or border control officials during departure or transit to prove eligibility to enter Turkmenistan. The PVC is a visa waiver document for entry into Turkmenistan between 18 August and 12 October 2017 – participants in possession of a PVC do not need to apply for a separate entry visa for Turkmenistan during this period. The PVC however does not act as a transit visa for any country – participants are required to make their own arrangements for transit visas where required.

Upon arrival into Turkmenistan, the Accreditation Card should be presented with the passport to the border control officials.The passport must be the same as the information submitted as part of the application for accreditation, and it must be validuntil at least 28 December 2017.

Validation of the PVC

PVCs must be validated at an official Games Accreditation location before accessing Games venues. Each participant must attend in person with their passport to complete the process.

There will be Accreditation Validation Counters at Ashgabat International Airport (ASB) from 1 September 2017 – all participants arriving into Turkmenistan through ASB are required to complete the validation process at the airport before proceeding to their accommodation.

3. Accreditation Locations and Services

Lost, Stolen and Damaged PVCs and AIMAGIACs

If your PVC is lost prior to departure for Turkmenistan, is lost in transit or is damaged, please contact your IF/AF or NOC in the first instance. They will communicate with the 5th AIMAG Executive Committee to discuss options.

If your AIMAGIAC is damaged in such a way that the photograph, name or access codes are not easily read, or if the barcode area is damaged so that it will not scan at the access control points, please report to any Accreditation Centre where a replacement card will be issued.

Lost or stolen AIMAGIACs should be reported to any Accreditation Centre at the earliest possible opportunity so that it can be cancelled. A new AIMAGIAC will be issued upon completion of a declaration form, and presentation of a valid passport to confirm identity.

4. Transportation

4.1 Transport Services for Arrival and Departure

Shuttle Bus Services will be provided for arriving and departing athlete and team officials, depending on arrival and departure information and flight details. Before departure Shuttle Bus Services require advanced reservation.

4.2 Transport services for Competitions

Shuttle Bus Services for athletes and team officials participating in non-team events will be provided between athletes Village and the competition venues as per the competition schedule.

4.3 Transport Services for Training

Shuttle Bus Services for athletes and team officials participating in non-team events will be provided between Athletes Village and the training venues as per the training schedule.

4.4 Transport Services for Spectating

The Athlete Village to venue Shuttle Bus Service will be provided to athletes and team officials wishing to watch other sportcompetition events. The service is also available to all athletes and team officials who are involved in the same events, priority however, will be given to athletes and team officials participating in their own events. Due to the close proximity of the Athletes Village to the Olympic complex the option to walk is available to non-participating athletes and team officials.

4.5 Other Transport Services

The luggage belonging to athletes and team officials should, in principle, be loaded onto the bus they take. If not possible due to insufficient storage space, another vehicle will be provided to transfer baggage to the destination.

5. AccommodationAshgabat 2017 aims to provide a secure and comfortable environment for athletes and team officials to relax, perform at theirbest and enjoy the atmosphere of the first Athletes Village in Turkmenistan.

The Athletes Village is conveniently located in the heart of Ashgabat, in near proximity to the city centre and other business, leisure and commercial attractions.

Located across the road from the Ashgabat Olympic Complex (see map), the Athletes Village contains 14 buildings with 12 floors each. The apartments have between two and three bedrooms.

6. Media

6.1 Mixed Zone

There is a mixed zone in every venue, for every sport. Athletes are required to go through the mixed after competition. Themixed zone is made up of broadcasters and written media. Athletes do not have to stop and speak to media but they are required to go through the mixed zone. Generally the mixed zone will have media from the athlete’s country.

6.2 Media Conference

Media conferences may occur depending on the sport and the level of media interest. These are arranged through NOCs Media Teams.

7. Medical ServiceMedical stations for athletes will be installed at all competition venues and training facilities.

On-site medical treatment and emergency transfer service will be provided during the operating period. The polyclinic in the Athletes Village will provide treatment and consultation by professional medical staff across the departments of internal medicine, general surgery (including orthopedics), ophthalmology, stomatology, medical imaging, physical therapy, pharmacy etc.

It will also have an emergency room open 24 hours per day, with standby ambulance. Any patient who needs further diagnosis and treatment will be transferred to designated hospitals of the Games.

Where accredited persons including OCA Family, VIP guests, NOC guests suffer from acute diseases, acute exacerbations of chronic diseases or acute injuries, they can receive treatment in the Polyclinic or designated hospitals free-of-charge. Services may include emergency treatment, in-patient service, special consultation and ambulance transfer, if required. However, free medical services will not include selective or unnecessary treatment.

8. Host Country/City Information

8.1 Turkmenistan in Brief

Turkmenistan is located in the western part of Central Asia. The country extends 1100 km from west to east and 650 km from north to south.

The area of Turkmenistan is 491,210 km². In the south, Turkmenistan borders with Iran and Afghanistan, with Kazakhstan in thenorth, Uzbekistan to the north and east, and with the Caspian Sea in the west.

Over 80 percent of Turkmenistan’s territory is covered by the Karakum desert, which mainly spreads across the centre of the country. Approximately 15 percent of the territory of Turkmenistan is occupied by hills and mountains. The highest peak in the country is Mount Airy Baba with an altitude of 3139m.

Turkmenistan is divided into 5 provinces – Ahal, Balkan, Dashoguz, Lebap and Mary. Each province is divided into districts. There are 50 districts, 24 towns, including 15 district-wide towns, 76 villages and 553 rural councils (rural municipal units) and 1903 rural settlements in Turkmenistan.

Turkmenistan - is a democratic, legal, secular state and its government is a presidential republic, led by President GurbangulyBerdimuhamedov.

The Constitution of Turkmenistan is the main law of state, according to which the state structure of Turkmenistan is based on the principle of separation of powers into legislative, executive and judicial branches, which operate independently, balancing eachother.

The Turkmen President is the guarantor of national independence, of the country’s neutrality status, its territorial integrity, the respect for the constitution and international obligations.

On 27 October 1991 Turkmenistan became an independent state and since then this date is celebrated as the country's Independence Day.

On 12 December 1995 with the unanimous support of all 185 Member States of the United Nations General Assembly Member States Turkmenistan was recognised as a permanently neutral state.

8.2 Ashgabat in Brief

Introduction to Ashgabat

The capital city of Turkmenistan is Ashgabat, and the largest administrative and cultural centre of the country.

The city's name comes from the words "Ashk" – love and "abad"- city, giving it the name "city of love". Ashgabat is located in the south of Turkmenistan, 25km north of the border with Iran from which it is separated by Kopetdag mountains, while on the other side the city borders with the Karakum desert.

Settlements on the territory of modern Ashgabat date back to the Neolithic era, around 6000 BC.

History and Culture

Turkmenistan has been at the crossroads of Civilizations for centuries. In medieval times, Merv was one of the great cities of the Islamic world and an important stop on the Silk Road, a caravan route used for trade with China

until the mid-15th century. In Turkmenistan there are over two thousand historical and cultural sites. These include open-air museums Of Ancient settlements such as Old Nisa, Kunya Urgench, Atamyrat, Ancient Dehistan,

Old Sarakhs, Abiverd and Geoktepe fortress. All of them have become a place of Cultural Pilgrimage for many tourists and scientists from around the world.

Currency

The national currency is manat, put into circulation on November 1, 1993. Currently, the ratio of the national currency to a freely convertible currency is: 3.50 manat = 1 US dollar.

Population

The population of Turkmenistan is more than 6.2 million people. Turkmenistan is a multinational state. There are more than 100 nations and ethnic groups living in the country.

Language

Turkmen is the official state language. The educational institutions of Turkmenistan ensure learning of three languages –Turkmen, English and Russian. In addition, the higher educational institutions and some specialised secondary schools includestudy of French, Chinese, German, Japanese and some other foreign languages.

9. Weather ConditionsIn September the average temperature in Ashgabat is 23.1C, with an average daily maximum of 31.5C and an average daily minimum of 15.4C (source: http://www.ashgabat.climatemps.com/temperatures.php ).

There is only a 3% chance of rain on any given day, and an average 9 hours and 23 minutes of sunshine per day in September.

Important information

Import & Export of Equines to TURKMENISTAN

The OIE (World Organisation for Animal Health) & Turkmenistan Veterinary Authorities have been working towards the creation of an ‘Equine Disease Free Zone’ (EDFZ) within Turkmenistan

The EDFZ has now been established and an official publication that can be found at the OIE website.

In addition, the application dossier for the regionalisation of the EDFZ to the EU has been accepted and the publication of thisdecision by the PAFF (EU Committee for Plant, Animal, Fish & Food) has taken place.

The EDFZ will permit easy & rapid import & return of horses from outside of the region for those coming from countries/regions of similar health status.

For horses from those countries still required to undergo quarantine, a State of the art Quarantine Centre within Turkmenistan has recently been completed.

Comprehensive veterinary facilities will be available at the Games and will be provided by a respected Veterinary Service Manager & experience international equestrian event Veterinary Team

5. Competition Rules

The Equestrian competition is conducted in accordance with the Rules and Regulations of Federation Equestre Internationale(FEI) in force during the Games time. Any unforeseen cases not covered by the regulations shall be resolved in accordance with the Olympic Council of Asia (OCA) Constitution and Rules. In case of any disagreement in the language interpretation of the rules and regulation, the English version shall prevail.

The events will be organized in accordance with:

FEI Veterinary Regulations, 13th edition 2015, effective 1st January 2017

The Jumping Rules and its Annexes, 25th edition, 1st January 2014, updates effective 1st January 2017

Equine Anti-Doping and Controlled Medication Regulations (EADCMR), 2nd Edition, effective 1st January 2017

FEI Anti-Doping Rules for Human Athletes (ADRHA), based on the 2015 revised WADA Code, effective 1st January 2015

All subsequent published revisions, the provisions of which will take precedence.

An arbitration procedure is provided for in the FEI Statutes and General Regulations referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court ofArbitration for Sport (CAS) in Lausanne, Switzerland.

6. Competition Format

6.1 Each NOC may enter a maximum of five (5) athlete/horse combinations but can only send a maximum of four (4) athletes and five (5) horses to the Games (which includes a reserve horse). The Jumping Team Competition is

open to a maximum of four (4) or a minimum of three (3) athlete/horse combinations. Following the declaration of horses and athletes, substitution of horse can be made for veterinary reasons only until one hour prior to the 1st Round of the Team Competition, and only if supported by a letter from the Veterinary Delegate.

The Jumping Competitions consists of a Team competition (run over two rounds with possible jump-offs for first, second or third place in case of a tie on penalties for first, second or third place following the second round of the Team competition) the 3rd Individual qualifier and the Individual Final competition (run over a single round with possible jump-offs for first, second or

third place in case of a tie on penalties for first, second or third place following the initial round of the Individual Final competition). The Team Competition Round 1 and Round 2 and a 3rd Individual Qualifier serve as qualification for the

Individual Final Competition.

The Official Training Session will proceed according to Article 323.

6.2 Jumping Team Competition(JT) (135cm)

The total Penalties of the best three Athletes per team in the first round are added to the total Penalties of the best threeAthletes per team in the second round. All teams return for the second round. The team with the lowest combined penalties will be declared the winner. The team with the second lowest total penalties will be awarded second place, and so on. In the event of equality of penalties for the first, second or third place, there will be a jump-off against the clock, in which all team athletes take part. If more than one jump-off is required to decide medal placing, the jump-off for third place takes place before the jump-off for first and second place. The total penalties and time of the three (3) best placed athletes in each team in the jump-off will decide the winner and other medal placing.

Starting Order

The Starting Order in Round 1 of the Team Competition will be established by a draw in accordance with Article 252.1.1.1 and 252.1.1.2.

The Starting Order in Round 2 of the Team Competition will be established according to the reverse order of penalties incurred in Round 1. Teams with equality of penalties retain the same order of starting as in Round 1. Individual athletes will start prior to Team athletes in Round 2.

The Starting Order in the jump-off takes the same order as in Round 2.

The jump-off for the 3rd medal place is prior to the jump-off for the 1st and 2nd medal placing.

In the event of equality of penalties and time for any places after the jump-off, the Teams in question are placed equal.

Type of competition:

The Team Competition takes place over two rounds, over the same course and during the course of the same day.

The Team Competition is judged under Table A not against the clock with a time allowed in both rounds.

The Course – technical requirements

The course must include a water jump (optional in indoor arenas, where the spread may be less than indicated above) . Refer to JRs Art. 211.1 and Annex VII for details relating to the construction of the water jump. The measurements for the water jump given above include the take-off element.

No combination obstacle may require more than three jumping efforts, except in the case of permanent obstacles, banks, mounds or slopes at outdoor Events.

The course must include at least one double or one treble combination, but not more than three doubles or one double and one treble combination.

The length of the course in indoor arenas may be less than indicated above.

Participation

Participation in the Team Competition-s is subject to the following conditions:

The Chef d’Equipe will, on the day preceding the Team competition, declare the four Athletes and Horses, including their starting order;

When a team can only provide three Athletes and three Horses, its Chef d'Equipe must start his three Athletes and Horses;

Except in circumstances beyond control recognized as such by the Ground Jury, participation in this Competition is compulsoryfor all NFs officially represented by at least three Athletes.

In the event of an accident or illness to an Athlete and/or Horse, between the submission of the declaration and one hour before the start of the Competition, the Athlete and/or Horse may on production of a certificate from an officially recognized medical doctor and/or with the permission of the Veterinary Commission and after approval by the Ground Jury be replaced by another Athlete and/or Horse entered with the definite entries for the official team (see JRs Art. 253). In the event of substitution, the starting order remains unchanged.

Order of starting

The starting order of the teams in the first round is determined by a draw in the presence of the Ground Jury and the Chefs d'Equipe. The draw will take place at a time fixed by the OC in agreement with the Ground Jury.

Including in Round 1 of the Team Competition where Individuals are interspersed in the overall starting order, all the numberones start first in succession, then all the number twos and so on. The Chefs d'Equipe of teams comprising only three Athletes may choose in which of the three positions out of four they will start their Athletes.

For the second round, the Athletes in each team start in the same order as in the first round.

Elimination and retirement

If two or more Athletes of a team, participating with four Athletes in the first round, are eliminated or retire, the whole team is eliminated from the competition.

If two or more Athletes of a team, participating with four Athletes in the second round, are eliminated or retire, the whole team is eliminated from the second round of the team competition.

If one Athlete of a team, participating with three Athletes in the first round, is eliminated or retires, the whole team is eliminated from the competition.

If one Athlete of a team, participating with three Athletes in the second round, is eliminated or retires, the whole team is eliminated from the second round of the team competition.

If a team is qualified to take part in the second round, an Athlete eliminated in the first round

may start in the second round.

A team, which is qualified to take part in the second round, may only withdraw from the second round with permission of the Ground Jury.

6.3 3rd Individual Qualifier (145cm), speed 375 m/min, not against the clock

The 3rd Individual Qualifier is limited to the thirty (30) best placed athlete/horse combinations, including those placed equal for the 30th place, according to the total penalties incurred in the qualifiers (Team Competition Round 1, Team Competition Round 2). A maximum of three (3) athletes per NOC are allowed to participate in the 3rd Individual Qualifier.

Starting order

The starting order for the 3rd Individual qualifier will follow the reverse order of penalties incurred in the two rounds of the Team competition, excluding the penalties in the jump-off. Those with equality of penalties retain the same

starting order as in the 2nd round of the Team competition. The athlete with the most penalties will start first, the athlete with the least penalties will start last.

6.4 Individual Final (145cm), speed 375 m/min, not against the clock.

The Individual Final Competition is limited to the Twenty (20) best placed athletes, including those placed equal for the 20th place, according to the total penalties incurred in the Team Competition Round 1, Team Competition Round 2 and the 3rd Individual Qualifier. A maximum of two (2) athletes per NOC are allowed to participate in the Individual Final. This will be based on the two combined best results from each NOC from the 3 Individual Qualifying Rounds. In case of a tie for the second placefor any NOC the Chef d’Equipe will decide which athlete will take part in the Individual Final.

All athletes start with zero penalties in the Individual Final.

The individual Final will be judge under Table A Against the Clock. The final classification for the Jumping Individual FinalCompetition will be decided by adding together the penalties incurred in the Individual Final

The athlete with the lowest penalties will be declared the winner, and so on. In the event of equality of penalties for the first, second or third medal placing, there will be a jump-off against the clock. The total penalties and time in the jump-off will decide the medal placing. In case of more than one jump-off is required, the jump-off for the 3rd place takes place prior to the jump-off for the 1st and 2nd place.

7. Sport Entries

7.1 Eligibility

- Only OCA member NOCs & Oceania NOC’s are entitled to send athletes to participate in the Equestrian competition of the 5th Asian Indoor and Martial Arts Games.

- Only athletes who comply with the OCA Constitution and Rules and its Bye-law are entitled to participate in the Equestrian competition.

- All athletes (horses & riders) must be registered with the FEI.

Only horses that comply with FEI Veterinary Regulations health requirements are eligible.

7.2 Entry Timeline

3) One groom per Athlete and one Veterinarian per team can be included.

4) FEI Passports or FEI Recognition Cards (for those Horses with a national passport approved by the FEI), are compulsory for FEI Events, with the exception of CNs and CIMs.

International Technical Officials, i.e. Technical Delegates, International Judges, Stewards, Veterinary Surgeons and Course Designers and Member of Appeal Committee are consulted by Turkmenistan Equestrian Federation and Ashgabat Asian Indoor Games Organizing Committee (AAIGOC), and appointed by Asian Equestrian Federation/Federation Equestre Internationalefrom relevant FEI Lists. National Technical Officials are nominated by Turkmenistan Equestrian Federation and appointed by Ashgabat Asian Games Organizing Committee (AAGOC).

Asian Equestrian Federation(AEF)/ Federation Equestre Internationale (FEI) has the right to appoint the Technical Delegate and ITOs in coordination and approval of OCA. In case of violation of the FEI/AEF Rules and Games Rules and Regulations by any participant, the OCA has the right to revoke the AD Card and propose change of the person to the concerned party.

10. Protests and Appeals

Protests and Appeals lodged against decisions made by Ground Jury shall be submitted to Appeal Committee and be submitted in accordance with FEI Article 163. All appeals related to sport technical issues will be the responsibilities of the FEI.

11. Equipment, Clothing and Saddlery

Equipment used and clothing worn by athletes and other relevant participants in competition must comply with the rules and regulations of the OCA and FEI in force at the time of the event. Horses and competitors shall be equipped with proper saddlery in line with relevant rules and regulations, and Stewards are responsible for the Enforcement of the rules and regulations. Neither athletes nor technical officials can attach any form of commercial advertising to his or her competition uniform withoutprior agreement with the OCA and AAIGOC.

The time and date of arrival of athletes and horses and their means of transport must be given to the OC in order to assist themon arrival. Local transport running from the Games Village to the showground and back according to a preliminary fixed schedule will be made available free of charge for the Team leaders (Chefs d’Equipe) and the athletes and grooms during the competition.

13. Veterinary Services

13.1 Upon arrival at the Ashgabat Int'l Airport, horses will be escorted to Ashgabat National Hippodrome by competent veterinarians and quarantine officers followed by ambulances. The same procedure will be applied when returning from Ashgabat Hippodrome to the airport.

13.2 Veterinary Matters - FEI Veterinary Regulations, 13th edition 2015, effective 1st January 2017 will apply.

13.6 Transport of horses

Horses must be fit to travel and be transported in vehicles suitable for the transport of horses. Any government requirementsfor disease testing and control must be requested well in advance, and the Horse be in compliance by the time of arrival at the border of the country where the Event is taking place. Athletes, or their representatives, have a responsibility to be in compliance of national legislation in both the country of origin & return, and the host nation of the Event; where necessary Athletes must contact local government authorities or veterinary advisors for information regarding animal health requirements and transport legislation. Within the European Union (EU), this includes EU Council Regulation (EC) No 1/2005 concerning the protection of animals during transport within the Member States of the EU.

13.7 VENUE ARRIVAL INFORMATION & FITNESS TO COMPETE

PASSPORTS

General Regulations Article 137

For all issues relating to FEI Horse Passports/FEI Recognition Cards please contact your National Federation

All Horses competing at FEI Events must be registered with the FEI.

FEI Passports or FEI Recognition Cards (for those Horses with a national passport approved by the FEI), are compulsory for FEI Events, with the exception of CNs and CIMs as outlined below.

Athletes who do not present a Horse’s Passport and/or Recognition Card, or one that is not correctly validated, or failing tomeet other passport requirements including micro-chipping, vaccination and Equine Anti-Doping and Controlled Medication control (Veterinary Regulations Article 1030) will be subject to Sanctions in accordance with Annex II of the Veterinary Regulations and may not be allowed to compete.

Athletes will be required to write their name and counter sign next to any passport irregularity entry noted, as an acknowledgement, prior to receiving the passport and leaving the show ground. Following a warning being issued for such an irregularity the Athlete will have 30 days to correct this, failure to correct such irregularities within 30 days will result in a sanction being imposed.

VACCINATIONS - EQUINE INFLUENZA

Horses competing at FEI Events must comply with the requirements for Equine Influenza vaccination in accordance with the Veterinary Regulations and as summarised below.

Exceptions to the requirement for FEI equine influenza vaccinations currently exist only for those Horses competing at CNs orCIMs where there are no national requirements for influenza vaccination in both the Event host country and the Horse’s country of origin (General Regulations Article 137).

EXAMINATION ON ARRIVAL

2017 Veterinary Regulations Article 1032

On arrival at an Event venue, all Horses must undergo an examination by a veterinarian to confirm their identification from their passport and microchip (where present), their vaccination status and general health. To protect all horses attending events, any Horse with a questionable health status, with regards to vaccination, disease or other concerns, must be stabled within the isolation facilities provided by the Organising Committee pending a decision on entering the venue.

HORSE INSPECTIONS

2017 Veterinary Regulations Article 1033, Table 2

All Horses will be assessed for their orthopaedic fitness to compete during the Horse Inspection. Any Horse demonstrating questionable fitness may be referred to the Holding Box for further veterinary examination. Horses not deemed fit to compete by the Inspection Panel are permitted to continue in the competition.

LIMB SENSITIVITY EXAMINATION

2017 Veterinary Regulations Article 1034

Horses are not eligible to compete when a limb, or part of a limb, is hyposensitive or hypersensitive (both of which shall constitute “abnormal limb sensitivity”). Hypersensitive limbs have an excessive or abnormal reaction to palpation. Hyposensitive limbs include any alteration in sensitivity induced by a neurectomy or chemical desensitisation for as long as the alteration in sensitivity persists.

All Horses are subject to Examination under the Protocol for abnormal limb sensitivity throughout the Period of an Event, including, but not limited to, between rounds and before the Jump Off. Horses may be examined once or on multiple occasions during the Period of an Event.

Horses may be selected for Examination under the Protocol randomly or they may be targeted. All Horses selected to be tested must submit promptly to the Examination or are subject to immediate Disqualification. There is no obligation to examine any specific number of Horses at an Event.

14. Doping Control and Medical

Doping Control during the 5th Asian Indoor Games will be conducted in accordance with OCA Anti-Doping Rules applicable to the Asian Games and will follow the standards and procedures under the World Anti - Doping programme and the FEI Anti-Doping Rules for Human Athletes (ADRHA).

Equine Anti-Doping and Controlled Medication Program (EADCMP) samples are analyzed by a laboratory in line with relevant FEI procedures.

AAIGOC, in collaboration with the Medical Committee of the OCA will have in place the resources to assist in the investigation of any cases of disorders of sexual determination, should the need arise. The need for such tests and the processes to be followed will be as per the rules/procedures laid down by the OCA.

15. Equine Anti-Doping Testing

Anti-Doping Tests will be made to detect the presence of prohibited substances according to the 2017 FEI Equine Prohibited Substances List. These tests will be carried out by a FEI Testing Veterinarian. 10% of the participating horses in each competition, chosen randomly or as directed, will be subjected to the tests of prohibited substances. This 10% should be at least the first four classified in the Individual Final Competition, and in the event of Team Final Competition, a horse of eachteam classified in the first four places.

The procedures used for the Veterinary Control will follow the effective FEI Veterinary Regulation for year 2017. All horsesmust bring a valid Official FEI Passport. Any supportive veterinary treatments may only be given with the authority of the Veterinary Commission and by FEI Treating Veterinarians, registered by the Veterinary Commission and in possession of an FEIPermitted Treating Veterinarian Identity Card. A sufficient number of designated treatment boxes will be made available. Horse EADCMP blood and urine samples will be analyzed by:

EQUINE ANTI-DOPING AND CONTROLLED MEDICATION PROGRAMME (EADCMP)2015 Veterinary Regulations, Chapter VI

SAMPLING

All horses competing at FEI Events may be subject to sampling for the presence of FEI Equine Prohibited Substances in accordance with the FEI Equine Anti-Doping and Controlled Medication Regulations (EADCMRs). Horses may be selected for sampling in accordance with obligatory testing, targeted or random sampling procedures (2015 Veterinary Regulations Article 1057 and 1058).

CLEAN SPORT INFORMATION

The current FEI Equine Prohibited Substances List of Banned Substances and Controlled Medications (the EPSL) is available on the FEI Clean Sport website: www.FEICleanSport.org as a PDF document, database or smart phone app. Detection times are also provided for a limited number of Controlled Medication substances where available.

Elective Testing (Article 1056) may be carried out, by Competitors for their Horses, prior to an Event to check for the presenceof prohibited substances (please refer to www.FEI.org/veterinary for information and details).

16. Victory Ceremony

Gold, silver, and bronze medals will be awarded to the athletes/teams ranked top three places of each event respectively.

Medalists must wear their NOC official uniforms.

The best three competitors of each event are awarded with gold, silver and bronze medals. All horses and athletes required for any medal ceremony must be ready to take part in the ceremony immediately following completion of the competition.

17. Media Interview

Athletes and officials may take part in media interviews at various times throughout the Games. For athletes, this may take place in the mixed zone or at media conferences. Additional media interviews may take place, but these are generally arrangedthrough the teams.

All athletes must pass through the mixed zone but are not obligated to provide interviews.

Athletes will also be required to pass through the press and media ‘mixed zone’ area whenever requested by the OC. Dress and saddlery of all athletes (horses and riders) required to attend the medal ceremony must be the same as in the competition.

18. Miscellaneous

18.1 INSURANCES AND NATIONAL REQUIREMENTS

Equestrian sports involve inherent dangerous risks. To the greatest extent permitted by law, the FEI and the FEI Event Organisershall NOT be liable for any damages relating to loss of property or injury of any kind to Athletes, Owners, Support Personnel orHorses at or in connection with an FEI Event and the FEI expressly excludes all such liability.

18.2 ATHLETES, OWNERS AND SUPPORT PERSONNEL

18.2.1. Personal Accident and Health Insurance

It is your responsibility as an Athlete/Owner/ Support Personnel to ensure that you have adequate personal accident insurancein place to cover your participation at FEI Events and in particular to insure against any personal injury or medical expenses arising from an accident, injury or illness which may occur at a FEI Event.

You should check with your National Federation to confirm if your National Federation’s insurance policy (if any) covers personal accidents and/or illnesses which may occur when you are attending/participating in FEI Events.

If your National Federation does not have a personal accident/health insurance policy or if the National Federation’s insurance policy does not cover personal accident or health claims, then you should obtain your own personal accident and health insurance policy to cover your attendance/participation at FEI Events.

18.2.2. Personal Property Insurance

You should also ensure that you are insured against property loss, theft or damage which may occur at an FEI Event.

Again, the advice is to check with your National Federation to confirm if they have an insurance policy in place which would cover you in case of such property loss, theft or damage. If not, then you should obtain your own personal property insuranceto cover such situations.

18 3. ATHLETES AND OWNERS

18.3.1. Third Party Liability Insurance

As an Athlete/Owner you are personally responsible for damages to third parties caused by you, your employees, Support Personnel, your agents or your Horses. You are, therefore, strongly advised to take out third-party liability insurance providing full coverage in relation to FEI Events at home and abroad, and to keep the policy up to date.

The FEI and the Organiser will NOT be responsible for any damage caused to third parties by you, your employees, Support Personnel, your agents or your Horses.

18.3.2. Additional Liability Information

It is a condition of entry that all athletes (horses & riders) are adequately insured for third party liability.

18.3.3. Horse Insurance

As an Owner you should ensure that your Horses are adequately insured against any injuries or illnesses they may sustain while participating at a FEI Event. It is a condition of entry that all athletes (horses & riders) are adequately insured for third party liability.

19. STEWARDING

· If an athlete is uncertain as to whether the boots he/she intends to use during an event are allowed, he/she or his/her representative should show the boots to the Chief Steward for his/her opinion before the boots are used in training or in competition.

· In addition, athletes are to be made aware that hind boots must be removed and placed again on the horse’s legs in the presence of a Steward while in the warm-up arena prior to entering the competition arena for certain competitions. (If bandages are used in place of boots, athletes are not required to remove the bandages in the warm-up arena.) This procedure is compulsory for competitions for which boot and bandage control is mandatory, that is the Nations Cup, Grand Prix, and the competition with the highest prize money, and is at the discretion of the Chief Steward for other competitions.

· As an alternative to carrying out this procedure at the time designated by the Steward an athlete may ask his/her groom to take the boots to the in-gate and place them on the horse’s legs in front of the Steward prior to the combination entering the arena.

· The Steward has the authority to intervene if a boot is deemed excessively tight by instructing that the boot be removed and put on again correctly. [Stewards are to note that it is normal for a horse’s gait to be somewhat affected immediately after boots have been removed and re-placed.] If an athlete or his/her groom refuses to remove and re-place the boot(s) when instructed to do so by the Steward, a Yellow Warning Card will be issued to the athlete in question.

· If it is deemed impossible or unsafe to remove the hind boots in the warm-up arena prior to the combination entering the competition arena, due to an extremely excited or nervous horse, the boots of the horse in question are to be removed by the athlete/groom following the athlete’s round upon leaving the arena and inspected by the Steward. This inspection may be carried out during the boot and bandage control if the boot and bandage control is carried out for the competition in question.

20. DISPUTES

In the event of any discussion concerning the interpretation of the schedule (in translated languages), the English version willbe decisive.

21. MODIFICATION TO SCHEDULE

In exceptional circumstances, together with the approval of Chefs d'Equipe, host NF delegate, if any, and the Ground Jury, the Organiser may change the schedule in order to clarify any matter arising from an omission or due to unforeseen circumstances.Any such changes must be notified to all athletes and officials as soon as possible and they must be reported to the FEI Secretary General by the Technical Delegate, the President of the Ground Jury or the Foreign Judge, as applicable.

22. Sport Information Center

The major distribution point for Sports Information is the Sport Information Center (SIC) at the Village Plaza in the Athletes’ Village which provides clients with information relating specifically to training and competition for each of the 21 sports. Therole of the Sport Information Center is to help the Sport Competition Management team communicate generic Games and Sport specific competition information to Chefs de Missions, Deputy Chef de Missions, and Team officials.

III. HEALTH INFORMATION

I, the undersigned, certify that the Horse described above meets the following requirements:

It comes from a country where the following diseases are compulsorily notifiable: African Horse Sickness, Dourine, Glanders, Equine Encephalomyelitis (of all types including Venezuelan Equine Encephalomyelitis), Equine Infectious Anaemia, Rabies, Anthrax.

b) It has been examined today on the day of loading, or on the last working day before loading, for dispatch and shows no clinical sign of an infectious or contagious disease, is free of external parasites and fit to travel.

c) After due inquiry and based on the Declaration of the owner or his representative, the horse has been resident during the 40 days immediately preceding the dispatch in the country of export. During the 30 days immediately preceding the dispatch, it has been resident on holdings under official veterinary supervision.

d) It comes from a country in which:

Dourine has not been reported during the six months prior to dispatch,Glanders has not been reported during the six months prior to dispatch,African horse sickness has not been reported during the last two years and vaccination has not been carried out during the 12months prior to dispatch,Venezuelan Equine Encephalomyelitis has not been reported during the last two years, and vaccination has not been carried outduring the 12 months prior to dispatch;

e) It does not come from a holding which was subject to prohibition for animal health reasons nor had contact with equidaefrom holdings which were subject to prohibition for animal health reasons for the indicated period prior to dispatch of the above described horse:During six months in the case of Vesicular Stomatitis,During six months in the case of Equine Encephalomyelitis, beginning on the date on which the equidae suffering from the disease are slaughtered,In the case of Equine Infectious Anaemia, until the date on which, the infected animals having been slaughtered, the remaining animals have shown a negative reaction to an AGID tests carried out on two samples taken three months apart,During one month from the last recorded case, in the case of Rabies.During 15 days from the last recorded case, in the case of Anthrax.ORIf all the animals of species susceptible to the disease located on the holding have been slaughtered or killed and the premisesdisinfected, the period of prohibition shall be 30 days, beginning on the day on which the animals were destroyed and the premises disinfected, except in the case of Anthrax, where the period of prohibition is 15 days.

f) To the best of my knowledge, it has not been in contact with equidae suffering from an infectious or contagious disease in the 15 days prior to this declaration.
