Applicant: Phinda Power Producers (Pty) Ltd.

Location: The 320MW Emergency Risk Mitigation Power Plant (RMPP) is proposed on Remainder of Erf 1854

and Portion 2 of Erf 1854, situated within Alton, located approximately 8km south west of Richards Bay.

The project site is situated in the City of uMhlathuze Local Municipality which falls within jurisdiction of the

King Cetshwayo District Municipality, KwaZulu-Natal Province.

Proposed Activity: The development of an 320MW RMPP with a generating capacity of up to 320MW,

liquid petroleum gas (LPG) storage up to 10 000 m3, and all associated infrastructure. The power

generated by the facility will connect via an underground 132kV cable located approximately 2km south

of the project site (to be authorised separately).

Environmental Impact Assessment (EIA) Process: In terms of Sections 24 and 24D of the National

Environmental Management Act (No 107 of 1998), as read with the EIA Regulations, GNR 982-985 of 4

December 2014, as amended, a Scoping and EIA process is required to be undertaken for the proposed

320MW RMPP and its associated infrastructure.

Atmospheric Emissions Licence (AEL): In terms of Section 38 (3) of the National Environmental

Management: Air Quality Act, No. 39 of 2004, an AEL is required for the proposed 320MW RMPP.

EIA Report & Atmospheric Impact Report (AIR) Available for Review: The EIA and AIR Reports are available

for review and comment. These reports can be viewed at https://savannahsa.com/public-

documents/energy-generation/ from Friday, 19 February 2021 until Tuesday, 23 March 2021. The due

date for written comment is Tuesday, 23 March 2021.

Public Participation Process: Savannah Environmental (Pty) Ltd has been appointed as the independent

environmental consultant responsible for undertaking the EIA, AEL and Public Participation processes in

support of these applications. To obtain further information on the project and to register on the project’s

Tenders may only be submitted on the tender documentation that is issued. Requirements for sealing, addressing, delivering, opening and assessment of tenders are stated in the Tender Data. Method 4 will be used for functionality and bidders will be required to score at least 70% to proceed to next stage for UMHL/18/2020/2021 and 60% for UMHL03/2020/2021 and UMHL20/2020/2021.

Proposed Activity: The development of an Emergency Risk Mitigation Power Plant with a generating capacity of up to

450MW and naphtha storage up to 90 000 m3 on the project site, a liquid petroleum gas (LPG) storage facility up to

15 000m3, and all associated infrastructure for the power plant, naphtha storage and LPG storage facility. The power

generated by the facility will connect via underground 132kV cables to the existing unused Bayside overhead distribution

lines located approximately 2km south of the project site.

Location: The 450MW power plant and associated naphtha storage is proposed on Remainder of Erf 1854 and Portion 2 of

Erf 1854, with the associated LPG storage facility located on Remainder of Erf 1795 and Portion 1 of Erf 1795 which are

situated within Alton, located approximately 8km south west of Richards Bay. The project site is situated in the City of

uMhlathuze Local Municipality which falls within jurisdiction of the King Cetshwayo District Municipality, KwaZulu-Natal

Province.

Environmental Impact Assessment Process: In terms of Sections 24 and 24D of the National Environmental Management

Act (No 107 of 1998), as read with the EIA Regulations, GNR 982-985 of 4 December 2014, as amended, a Scoping and EIA

is required to be undertaken for the proposed 450MW Emergency Risk Mitigation Power Plant and its associated

infrastructure. A separate Basic Assessment process is being undertaken for the associated 132kV Transmission

infrastructure.

Public Participation Process: Savannah Environmental (Pty) Ltd has been appointed as the independent environmental

consultant responsible for undertaking the EIA and Public Participation processes in support of this application for the

environmental authorisation.

Scoping Report Available for Review: An application has been submitted to DEFF and the Scoping Report is available for

review and comment. The report can be viewed at https://www.savannahsa.com/public-documents/energy-

generation/450mw-emegency-risk-mitigation-power-plant/, from 30 November 2020 – 21 January 2021. The due date for

written comment is 21 January 2021.

Proposed Activity: The development of an Emergency Risk Mitigation Power Plant with a generating capacity of up to 450MW and naphtha storage up to 90 000 m3 on the project site, a liquid petroleum gas (LPG) storage facility up to 15 000m3, and all associated infrastructure for the power plant, naphtha storage and LPG storage facility. The power generated by the facility will connect via underground 132kV cables to the existing unused Bayside overhead distribution lines located approximately 2km south of the project site.

Location: The 450MW power plant and associated naphtha storage is proposed on Remainder of Erf 1854 and Portion 2 of Erf 1854, with the associated LPG storage facility located on Remainder of Erf 1795 and Portion 1 of Erf 1795 which are situated within Alton, located approximately 8km south west of Richards Bay. The project site is situated in the City of uMhlathuze Local Municipality which falls within jurisdiction of the King Cetshwayo District Municipality, KwaZulu-Natal Province.

Environmental Impact Assessment Process: In terms of Sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with the EIA Regulations, GNR 982-985 of 4 December 2014, as amended, a Scoping and EIA is required to be undertaken for the proposed 450MW Emergency Risk Mitigation Power Plant and its associated infrastructure. A separate Basic Assessment process is being undertaken for the associated 132kV Transmission infrastructure.

Public Participation Process: Savannah Environmental (Pty) Ltd has been appointed as the independent environmental consultant responsible for undertaking the EIA and Public Participation processes in support of this application for the environmental authorisation.

Scoping Report Available for Review: An application has been submitted to DEFF and the Scoping Report is available for review and comment. Location: The 450MW power plant is proposed on Remainder of Erf 1854 and Portion 2 of Erf 1854, with the associated LPG

storage facility located on Remainder of Erf 1795 and Portion 1 of Erf 1795 which are situated within Alton, located

approximately 8km south west of Richards Bay. The project site is situated in the City of uMhlathuze Local Municipality

which falls within jurisdiction of the King Cetshwayo District Municipality, KwaZulu-Natal Province. The following properties

have been considered for the 132kV power line route alternatives:

Proposed Activity: The development of an Emergency Risk Mitigation Power Plant with a generating capacity of up to

450MW on the project site, a liquid petroleum gas (LPG) storage facility up to 10 000 m3,and all associated infrastructure

for the power plant, LPG storage facility, and 132kV transmission infrastructure. The power generated by the facility will

connect via an underground 132kV cable to the Bayside Substation located approximately 2km south of the project site.

Environmental Impact Assessment Process: In terms of Sections 24 and 24D of the National Environmental Management

Act (No 107 of 1998), as read with the EIA Regulations, GNR 982-985 of 4 December 2014, as amended, a Scoping and EIA

is required to be undertaken for the proposed 450MW Emergency Risk Mitigation Power Plant and its associated

infrastructure. A separate Basic Assessment process is required to be undertaken for the associated 132kV Transmission

infrastructure.

Public Participation Process: Savannah Environmental (Pty) Ltd has been appointed as the independent environmental

consultant responsible for undertaking the EIA and Public Participation processes in support of these applications for EA.

Proposed Activity: The development of an Emergency Risk Mitigation Power Plant with a generating capacity of up to 450MW on the project site, a liquid petroleum gas (LPG) storage facility up to 10 000m3,and all associated infrastructure for the power plant, LPG storage facility, and 132kV transmission infrastructure. Environmental Impact Assessment Process: In terms of Sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with the EIA Regulations, GNR 982-985 of 4 December 2014, as amended, a Scoping and EIA is required to be undertaken for the proposed 450MW Emergency Risk Mitigation Power Plant and its associated infrastructure.
