Dear Members,

As you all know, this is last message before our term

ends in the month of October. We know that whatever

begins, ends. The same way our tenure will.

During this whole year, we visited different branches,

HQ, Government offices, print & electronic media, members

hospitals & so many other places. We had different

experiences & we learnt a lot from those exposures.

So at the outset we humbly thank all our members and

specialty those seniors who put their faith in us to bestow

the responsibility on us. We have worked hard through the

whole year but still might not have fulfilled all expectations.

We humbly bag your pardon for the same at this time. That

might be our limitations. But never intention.

Many branches have done so many activities during

this year & we have witnessed few of them. Specially the

ongoing community activities by so many branches have

really inspired & motivated us. We are really proud of

heading such a noble body.

During this time many branches are having their change

functions, we mean Installation of new Team. One more very

important & proud moment for all of us during this period

will be Installation of our own, respected & legendary Leader

DR KETAN DESAI as PRESIDENT OF WORLD MEDICAL

ASSOCIATION. That's a real proud moment for all of us.

We also congratulate & assure our whole hearted

support to incoming President of GSB IMA Dr Yogendra Modi

& his entire team during his tenure.

At the end our best wishes are always with our members

and Association. We will be happy for the service of our own

01-07-2016 IMA Morbi arranged a series of Adolescent health related

lectures at Gyanpath and Tapovan School. Dr. Ramesh Boda

and Dr Bhavna Jani took lectures at those places. Total approx

800-900 boys and girls of adolescent age group took part in

lectures

IMA Morbi and Navyug School arranged a Social lecture on

Doctors’ day and Father’s day on 01-07-2016 at Navyug School.

Dr. Satish Patel and Dr. Jayesh B. Patel took the lectures. Total

Pl. Mr. R. S. Dodiya dicussed the protection against Violence and

Criminal Litigation.

Advovocate Mr. Vinay Shukla guided & educated about various

IPC for Medical negligency and how to face Legal Proceeding.

11-09-2016 IMA Thangadh Chotila branch arranged camp at Gayatri temple

Vankaner.About 400 patient s were examined and treated.

21-08-2016 "Pediatric Dermatology" by Dr. vivek Jain. The session was very

interactive.

ORS week celebration by Dr. Bakulesh Chauhan. This was

another informative session on ORS, its advantages & role in

prevention of Diarrhea related diseases & its morbidity. This was

community oriented subject. The applets or handbills related to

the ORS were distributed.

15-08-2016 The first meeting of IMA Students' Wing - Gujarat State was held

at KGP Children Hospital, Karelibag, Vadodara with support of

IMAVadodara.

The meeting was done by all members of IMA Students' Wing

(IMA SW) - Gujarat State including nearly 80 participants

(students of medical colleges) from the entire state representing

majority of the medical colleges of the Gujarat state. Constitution

and formal launching of various posts like President, Secretary,

Treasurer, Zone wise Presidents, Coordinators and other posts

were done in this meeting.

A very rich experience sharing about association and some

practical administrative tips were given by Dr. Chetan Patel to all

the students. He also discussed with students an attractive topic:

"What are the qualities of a good leader??"

PROPOSED DRAFT OF CONSTITUTION

I. Title : "FAMILY WELFARE SCHEME

GUJARAT STATE BRANCH IMA (FWS GSB IMA)"

II. Commencement of the Scheme.

The Scheme shall be known as

of Gujarat State

Branch Indian Medical Association and will be treated as a mutual benefit

scheme.

The Scheme shall be operative with effect from 1st April, 2017 with the

minimum membership of 1000 members.

To provide financial assistance to the family of a member of this Scheme in the

event of his / her death.

1. Any life member of the Gujarat State Branch of I.M.A. who is existing or

retired member of Social Security Scheme GSB IMA (SSS GSB IMA) is

eligible to become the member this scheme Family Welfare Scheme GSB

IMA(FWS GSB IMA).

2. Any existing or retired member of Social Security Scheme GSB IMA

(SSS GSB IMA) above the age of 50 years is eligible to become the

member of this scheme Family Welfare Scheme GSB IMA (FWS GSB

IMA) on or before 01/04/2017. (i.e. This scheme is open for them only

upto 01/04/2017).

3. Member above the age of 50 years is not eligible to become a member

after 01/04/2017.

4. Members who have joined this scheme on or before 01/04/2017 are

"FOUNDER MEMBERS" of this scheme.

: A member will have to give the names of 2 (Two) nominees

(C) Advanced Fraternity Contribution (AFC) will remain as security

against the death fraternity contribution payable by the member. This

AFC amount of Rs. 5000/- shall be refunded on termination or after

the death whichever is earlier after settling the account.

(D) The scheme will have the right to ask for the additional amount of

Advance Fraternity Contribution (AFC) (i.e. Additional Deposit) if

necessary.

All the Members have to pay every year

continuously Death Fraternity Contribution (D.F.C.) of Rs.200/- on the

event of death of member. Out of the above amount Rs.200/- shall be paid to

the nominee of the deceased member.

All the Members of the scheme have to pay Rs.300/- as Death Fraternity

Contribution (DFC) for the death of the member who has continuously paid

every year Death Fraternity Contribution (DFC) for 25 years or more. In the

event of such death, Rs.300/- will be paid to the nominee of the deceased

member.

XII. Member's Disqualifications:

. Member of the Scheme who died below the age of 40 years and having the

continuous membership of the scheme for 03 (Three) years or more, In such

cases All the Members of the scheme have to pay Rs.300/- as Death

Fraternity Contribution (DFC) and in the event of such death, Rs.300/- will

be paid to the nominee of the deceased member.

All the members of the scheme have to pay every year Death Fraternity

Contribution Notice Fee (DFC Notice Fee) and it will be collected at the time

of issuing DFC Notice, which will be decided from time to time by Managing

Committee of the scheme and that will go towards the administration and

maintenance fund of the scheme.

1. In the event of a death of member the nominee will inform the same to

the local branch secretary and will make a claim by submitting

prescribed claim form available with the office with the necessary

documents.

2. The claim amount will be paid to first nominee only. In case of death of

the first nominee the claim amount will be paid to the second nominee

(submission of death certificate of first nominee is mandatory)

3. Computation of Fraternity contribution Payment: The fraternity

contribution is calculated according to the membership strength on the

day of death of deceased member.

(1) If a member fails to pay his Death Fraternity Contribution (DFC) within

30 days of the demand made by the Hon. Secretary he shall be treated as

a defaulter and he shall pay an extra amount of Rs. 100/- (1st notice), Rs.

200/- (2nd notice), Rs. 300/- (3rd notice), if the default continues

beyond the period of 90 days, then a notice by REGISTERED AD post

shall be issued to such member and he shall pay Rs. 500/- extra for this

notice and if such a member does not pay the demanded sum within 30

days of the receipt of such notice, then his membership shall stand

terminated forthwith.

(2) If a member supplies any wrongful information in his application

form or at any time during his membership term by which he violates

any provision of this scheme and thus he tries to obtain any benefit

under this scheme, then after giving him an opportunity of being heard

before the Managing Committee, if his explanation is not found

satisfactory, the Managing Committee of the scheme shall terminate

the membership of the member.

(3) After the termination of membership of any member, he can rejoin the

scheme as a new member by paying fresh admission fees and other

scheduled fees paid by him as per the eligibility of the scheme.

(4) If any member, at any time, for any reason ceases to be a member of

Gujarat State Branch of I.M.A. his membership of this scheme shall

cease automatically but if such a member revives his membership of

I.M.A. within a period of one year, he can get his membership of the

scheme revived on payment of Rs.500/- and arrears of demand, if any.

If he does not get his membership revived within the stipulated period,

he will be treated as a voluntarily retired member and his AFC will be

refunded after adjusting all dues.

On the receipt of information from a nominee about the death of the

member, his/her nominee shall be paid Fraternity Contribution

through the Local Branch Secretary (Rs. 200/-x number of members on

that date and Balance if any lying on A.F.C. account of member).

In such case nominee has to

present police file number (FIR) and postmortum report. On receipt of

information from a nominee about the death of the member, his/her

nominee shall be paid Fraternity Contribution through the local branch

Secretary (Rs.200/- x number of members on that date and Balance if any

lying onA.F.C. account of member).

XIII. Member's Right :

Benefit of Fraternity Contribution of the scheme is liable only after

completion of one year of membership of Family Welfare Scheme

Gujarat State Branch IMA(FWS GSB IMA). However nominee of the

member is entitled for benefit if death of member occurs in accident

even within one year of joining the scheme.

XIV. Management of the Scheme :

Ordinary General Body Meeting

Scheme by virtue of his post)

6. MEMBERS : One member from Each Zone.

7. Office of the Scheme will be located at the Head QuarterAhmedabad.

The General Body Meeting shall consist of all the members of this Scheme. It shall

be supreme deciding body in the Management of the Scheme. It shall ordinarily

meet once in every year.

The quorum shall be 5% of the total number of members registered on that day or

50 members whichever is less. A Non-quorum meeting shall be adjourned for 30

minutes and subsequently Non-quorum meeting shall transact the business on the

Agenda only.

Ordinary General Body shall take decisions by a simple majority.

Notice for such a General Body Meeting to deliberate on Constitutional

Amendments shall be a minimum 7 (Seven) clear days. Agenda shall include the

original articles of constitution as existing in the Constitution and Proposed

amendments if thereof. Quorum for such a meeting shall be a minimum 50

members. Non-quorum meeting shall not transact any business pertaining to any

Constitutional amendments. The decision of such a General Body Meeting shall

be taken by 2/3 majority of the members present. Constitutional amendment

meeting shall discuss only that business that appears on theAgenda.

AGeneral Body meeting can be requisitioned through signatures of minimum 100

members. Such a requisitioned meeting shall be convened by the office within a

stipulated period of one month from the day on which the Notice is received.

Requisitioned meeting shall have a quorum of 200 members. A Nonquorum

meeting shall not transact any business and shall automatically stand dissolved.A

requisitioned meeting shall not be requisitioned again for the same agenda for a

period of six months from the date of said notice. Decision for requisitioned

meeting shall be taken by 2/3 majority of the members present at the meeting.

The Hon. Secretary of the Social Security Scheme shall in consultation with the

Chairman, convene an Emergent meeting of the Scheme to transact any

Emergent business. Clear 72 hours notice shall be given to members for such a

meeting.

It shall atleast meet twice in a year.

It shall receive, discuss, and amend or approve the reports and accounts by the

Hon. Secretary and Hon. Finance Secretary for the period between the time of the

two consecutive Managing Committee meetings. The Managing Committee

shall decide the policy regarding the disbursement and/or investment of the funds

at the disposal of the Scheme. The quorum of Managing Committee shall consist

of a minimum 50% of the members of the Managing Committee.

The Hon. Secretary shall carry out day-to-day functions of the Scheme and shall

implement the decisions taken by the Managing Committee. He shall be in

overall charge of the membership enrolment, fees collection, routine

administration and besides other duties and functions as specified by the

Managing committee. He shall be assisted by the Joint Secretary in discharging

his duties.

Joint Secretary shall help the Secretary in all routine work and perform the duties

of the Secretary in his absence.

Hon. Finance Secretary shall maintain day-to-day accounts of the Scheme and

submit the accounts for approval to the Managing Committee and General Body.

He shall submit a statement, of the audited Annual Accounts and the Budget to

the Managing Committee and General Body for approval.

The president of the State Branch shall chair all the meetings of the Managing

Committee and General Body. In the absence of the President, Chairman shall be

elected from amongst the members present.

Note : (A) All the members of the Managing Committee shall be paid two-

way first class Rail-Fare as TravellingAllowance.

(B) The Hon. Secretary, Hon. Joint Secretary and Hon. Finance

Secretary shall be paid Two-way First Class rail fair / Two way taxi

fare / Actual Travel Expenses as Travelling Allowances to attend

meeting and discharge the duties of the Scheme.

(C) Travelling Allowance shall be claimed only from the Scheme

provided No T.A. has been claimed for the same from the Gujarat

State Branch of I.M.A.

(1) Hon. Secretary and Hon. Finance Secretary shall be elected by the

State Council of Gujarat State Branch of I.M.A. from amongst the

members of the Scheme from Head Quarter Zone.

(2) (i) Hon. Joint Secretary from the Head Quarter Zone

(ii) Zonal Representatives – One from Each Zone shall be elected

by theAnnual General Body meeting of the Scheme.

Hon. Secretary shall invite nominations for Joint Secretary and Zonal

Representatives atleast 15 days before schedule of the General Body meeting.

The above election will be held at theAnnual General Body meeting.

(1) A separate Bank A/C. shall be opened in any Nationalized Bank

and shall be operated jointly by any two of the Three Office

Bearers viz. The Hon. Secretary, Hon. Finance Secretary and Joint

Secretary.

(2) The financial year of the Scheme shall be from the 1st April to 31st

March.

(3) The Managing Committee shall approve account submitted by

Hon. Finance Secretary duly audited by the chartered Accountant

appointed by the Gujarat State Branch of I.M.A.

(4) Audited account of the Scheme passed by the Managing

Committee and General Body Meeting of the scheme, shall be

ratified by the State Council of Gujarat State Branch I.M.A.

(1) Every member shall specify his two nominees for obtaining benefit

under this Scheme.

(2) Any income derived from the property of this Scheme shall be

utilized only for the objects of this Scheme.

(3) If the total disbursement in any year is more than the fraternal

contribution of the members of the Scheme, the managing

committee shall have rights to utilize, the Corpus-Fund for such

deficiency. It is absolutely made clear that the Corpus Fund of the

Scheme shall always bear a charge for meeting the obligation under

this Scheme.

(4) In the event of any member wishing to relinquish his rights for

obtaining benefit under Clause, he can do so by making and

affidavit and submitting it, to the managing Committee. After

submission of suchAffidavit his rights shall lapse.

If it becomes impossible to carry out the objectives of this Scheme and or the

member of this Scheme in an Extra-Ordinary General Body meeting of the

members of the Scheme, conveyed by the Secretary and attended by the

majority of members enrolled on the Scheme as on the day of the notice,

decide by the votes of 3/4 of the members who attended the meeting, the

Scheme shall stand dissolved subject to ratification by the State Council of

the Gujarat State Branch I.M.A. and another such Extra Ordinary General

Body meeting of the members of the Scheme shall thereupon decide the

final disbursement of the Corpus Fund after, meeting the liabilities and

debts and recovering the assets, keeping in view of the objectives of the

Scheme that is mutual benefit and charitable purpose of the members

concerned this decision taken by the Extra Ordinary General Body Meeting

shall be final, legal and non-negotiable.

Ceftaroline fosamil, the prodrug of the active metabolite, ceftaroline, is a

new, broad-spectrum cephalosporin recently approved for the treatment of

acute bacterial skin and skin structure infections (ABSSSIs) and

community-acquired bacterial pneumonia (CABP). Literature has described

it as a fifth generation cephalosporin. Ceftaroline parenteral cephalosporin

with broad-spectrum antibacterial activity in vitro against Gram-positive

bacteria, including methicillin-resistant Staphylococcus aureus (MRSA)

and multidrug resistant Streptococcus pneumoniae and Gram-negative

bacteria, including Haemophilus influenzae and Moraxella catarrhalis, but

not Pseudomonas aeruginosa. Ceftaroline has demonstrated a low potential

for the selection of resistance in vitro for drug-resistant Gram-positive

organisms, including MRSA, as well as for Gram-negative respiratory

pathogens.

Chemical structure:

MOLECULE OF THE MONTHCeftaroline

Spectrum of action:

Ceftaroline is active against pathogens such as S. pneumoniae, S. aureus,

Haemophilus influenzae and Moraxella catarrhalis. It demonstrates

coverage across a broad range of pathogens typically encountered in clinical

practice. Ceftaroline is also very active against common pathogens seen in

ABSSSIs such as S. aureus (methicillin-susceptible S. aureus and

methicillin-resistant S. aureus) and Streptococcus pyogenes.

Mechanism of action of Ceftaroline fosamil is little different from penicillin.

Beta-lactam antibiotics inhibit bacterial peptidoglycan synthesis by binding

the penicillin-binding proteins (PBPs) in the bacterial cell wall. Inhibition of

PBPs leads to irregularities in cell wall structures, such as elongation, lesions,

loss of selective permeability, and eventual cell death and lysis. In particular,

ceftaroline can effectively bind to and inhibit PBP-2a, the type of PBP

produced by methicillin-resistant S. aureus (MRSA) and not well inhibited

by other antibiotics currently in clinical use.

Ceftaroline exhibits dose-proportional pharmacokinetics following

intravenous (iv) administration similar to other renally excreted

cephalosporins. Elderly patients greater than or equal to 65 years of age are

more likely to have decreased renal function. So care should be taken in dose

selection in this age group as in younger patients with impaired renal

function.

Dosage adjustment is required in patients with moderately (30 to 50 ml/min)

or severely (<30 ml/min) impaired renal function.

Side effects of ceftaroline are diarrhea, nausea, vomiting, constipation,

headache, rash, pruritus, increased transaminases, anemia, eosinophilia,

neutropenia, thrombocytopenia, bradycardia, palpitations, abdominal pain,

fever, hepatitis, hyperglycemia, hyperkalemia, dizziness, convulsion, renal

failure and urticaria.

Ceftaroline fosamil has been classified as pregnancy category B, and has not

been studied in paediatric populations.

Known serious hypersensitivity to ceftaroline or other members of the

cephalosporin class.

Anaphylaxis and anaphylactoid reactions have been reported with

ceftaroline.

No clinical drug-drug interaction studies have been conducted with

ceftaroline fosamil. In vitro studies in human liver microsomes indicated that

neither ceftaroline fosamil nor ceftaroline inhibits the major cytochrome

P450 isoenzymes. Therefore, neither ceftaroline fosamil nor ceftaroline are

expected to inhibit or induce the clearance of drugs that are metabolized by

these metabolic pathways in a clinically relevant manner.

1. Community-acquired bacterial pneumonia (CABP)

2.Acute bacterial skin and skin structure infections (ABSSSIs).

Ceftaroline fosamil is dosed at 600 mg iv every 12 h over 1 h in adults 18

years of age. Dosage adjustment is necessary in patients with moderate to

severe renal impairment. In patients with moderate renal impairment (CLCR

>30–50 mL/min), the dosage should be reduced to 400 mg iv (over 1 h) every

The issue of amendments in PC & PNDT Act also has been the demand of IMA.

On IMA's effort, an inter Ministerial Committee is looking into these

amendments. IMAis also fighting these issues in Central Supervisory Board.

IMA is happy to note that IRIA is also taking up these issues in the form of an

agitation starting today.

IMA fully support IRIA on the following demands:-

1. Clerical errors in Form F/not wearing of apron/non display of notice

board/not keeping hand book on PC & PNDTAct should not be equated with

Sex Determination and Criminal offence.

2. Punishment should be graded (in line with the offence).

3. There should standardize implementation of PC & PNDTAct throughout the

country.

4. Ultrasound machines should not be sealed and medical registration of

Radiologists should not be cancelled/suspended on minor clerical errors.

5. The Gazette Notification dated 5th June, 2012 regarding restriction to

Radiologists for visiting more than two Ultrasound Centers in a

district/intimation of change of Radiologist and Equipment one month in

advance should be de-notified or suitably amended.

6. Renewal of PC & PNDT Registration should not be denied until and unless

case is proved in the court of law.

7. Court cases against doctors using Ultrasound Machine for minor clerical

errors in Form F/not wearing of apron/non display of notice board/not

keeping hand book on PC & PNDTAct should be reviewed/withdrawn.

In addition IMA is also fighting for

1) Non Pelvic Ultrasonoloigsts, with an undertaking that they are not doing any

ante natal work, be kept out of PC & PNDTAct.

2) Non Radiologists ultrasound Machine Users in future to have six months

training in IMA/IRIAapproved or of repute training institute.

3) Those who are already registered under PC & PNDTAct to get re-registration

without retraining.

Indian Medical association has request the media reports and w riters not to prefix

“Dr” in front of people w'ho do not possess valid recognised medical degree. It

defame the medical profession and brings a bad image of the modern doctor on

front of public eyes, said Dr SSAganwal President and Dr KKAggarwal Honorary

“A quack is not a doctor and no reporter or rightcr should prefix Dr in front of a

quacks name. It hurts and defames the medical professions” said DrAggarwxd.

Recently a quack Santosh Pol has been named by the media “Dr Death” who

admitted to have killed at least six people, including four women between 2003

and 2016 at Wai, a sleepy Maharashtrian town.

He is not a doctor and is not qualified to prescribe allopathic medicines. He has a

degree in electropath homeopathy (BEHS) and according to the Maharashtra

Medical Council, doctors w ho hold degrees in alternate medicines cannot practice

allopathy medicine and technically they are known as quacks.

1. MCI Ethics Committee: “Doctor” may be used by the registered medical

practitioners in the modern medicine, Ayurveda, Homeopathy and Unani. No

other group of workers in the field of medical profession whether nursing or

para medical staff should use the title “Doctor”. The said recommendation of

the Ethics C ommittee were adopted by the Executive Committee of the

Council at its meeting held on 19.04.2003 wherein the Executive Committee

further recommended that the same should be placed before the General Body

of the Council lor a policy decision thereon. The General Body of the Council

at its meeting held on 20.10.2003 decided that a legal opinion should be sought

on the matter. Accordingly, the legal opinion was furnishedby the Learned

Counsel of the Council on 03.02.2004, wTerein amongst other things it was

brought out that the official stand of the Medical Council of India is correctly

depicted by the decision taken by the Ethics Committee and approved by the

General Body of the Council.

2. This was based on the basis of the provisions of Indian Medical DegreesAct of

1916 which clearly shows that the basic purpose of the said enactment was to

ensure that certain persons are not permitted to pose to the public as

possessing qualifications in medicine and surgery which they do not possess.

The main focus is with reference to Section 6A of the Act wherein it has been

clearly laid down that it is not permissible for any person to add to his name

any title, description, letter or abbreviation which imply that he holds degree,

diploma, licence or certificate as his qualification to practice any system of

medicine unless and until he actually holds such degrees, diploma or

3. Government of India Ministry of Health & Family Welfare (Research Desk),

Nirman bhavan, New Delhi Dated , the 25th November, 2003:

....''Government constituted a 'Standing Committee of Experts' under the

Chairmanship of Director General, Indian Council of Medical Research and

members were drawn from various fields of medicine to consider & give its

recommendations to the Government on the efficacy / merits of various

streams of alternative medicine and also examine feasibility of making

legislation as suggested by the Hon'ble Court. The Committee developed

essential & desirable criteria for grant of recognition to a new stream of

medicine and analyzed the different streams of 'Alternative medicine viz,

Ayurveda, Siddha Unani, Homeopathy, Yoga & Neuropathy, Electropathy /

Electro Homeopathy, Acupuncture, magneto therapy, Reiki, Reflexology,

Urine Therapy/ Autourine Therapy, Hypnotherapy, Aroma therapy, colour

Therapy, Prank Healing, Gems & Stone Therapy and Music Therapy. The

Committee did not recommend recognition of any of these alternative

medicines except the already recognised traditional systems ol medicines,

viz, Ayurveda, Siddha. Unani, Homeopathy and Yoga & Naturopathy which

were found to fulfill the essential desirable criteria developed by the

Committee for recognition of a system of medicine. The Committee has,

however, recommended that certain practices as Acupuncture and

Hypnotherapy which qualified as modes of therapy could be allowed to be

practiced by registered practitioners or appropriately mined personnel. The

Committee further suggested that all those systems of Medicine not

recognized as separate Systems should not be allowed to continue full time

Bachelor and Master's degree courses and the term “Doctor” should be used

only by practitioners of Systems of medicine recognized by the Government

of India. Those considered as mode of therapy can be conducted as certificate

courses for registered medical practitioners whether modern medicine of

Indian Systems of Medicine and Homeopathy. After carefully examining the

various recommendations of the Committee, the Government accepted these

recommendations of the Committee. Accordingly, it is requested that the

State/UT Govt, may give wide publicity to the decision of the Govt. They may

also ensure that institutions under the State/UT do not grant any degree/diploma

in the stream of medicine which have not been recommended for recognition

and the term 'Doctors' is used by practitioners of recognized systems of

medicine.

4. DO letter dated 13.05.2008 from Dr SC Goyal DGHS, Nirman Bhavan and a

report of the Subcommittee appointed by the Supreme Court with regard to

Paramedical and Physiotherapy Central Council Bill - 2007 answers the same.

1. Noise has a lot of ill effects on our health and it is the leading cause for

permanent deafness.

2. Noise is a silent killer and affects all systems especially central nervous,

cardiovascular, endocrine and immune systems.

3. Decibel (dB) is the unit of sound intensity. Zero dB is the minimum hearing

capacity of a healthy person in Noise free environment. Every 10 dB is 10

times more powerful.

4. Exposure to sounds above 80 dB for even shorter periods have serious effects

on our health.

5. Traffic sounds are a major source of noise in Indian cities (90 to 120 dB).

6. Use of loudspeakers in public places after 10 pm and before 6 am is illegal.

7. DJs and cinemas have a noise level of 110 to 120 dB and limit your exposure

to less than 2 hours in a week. Please note that even this much period is

harmful to young children and pregnant ladies.

8. Staying away for intervals of 5 to 10 minutes from very noisy situations

reduces the ill effects of noise to a great extent.

9. Use of ear plugs or muffler is highly recommended in very noisy situations, it

will reduce the sound exposure by 15 to 20 dB.

10. Participate actively in the IMA Safe Sound Initiative for a better, healthy in

India.

IMA Safe Sound Points

1. Doctors and technicians were assaulted early hours of 6th September

2. IMA learnt about it at 8.30 am. Team IMA reached the premises at 9 am,

met the authorities and conveyed their concern and oblige protest.

Team IMA assured JDA (Junior Doctors Association) about their whole

hearted support.

3. IMA office bearers talked immediately to DCP Shri Rakesh Barot and

insisted to lodge IPC 332, 186 and according to Gujarat Medicare act and

within 1/2 hour ,this was supplemented in FIR.

4. After meeting with victims, team IMA helped to make statements of

each victim to strengthen the FIR.

5. The team visited the victims and assured them full support. Had

meeting with three deputy comm of SMC as well as Dean and Supdt and

apprised them about the situation and concerns of members of JDA. JDA

proposals were put forward by JDA office bearers and supported by

team IMA.

6. Team IMA alongwith JDA and teachers staff met Comm of SMC, Shri

Torawane and apprised him of the demands. The meeting concluded

with all demands met by comm except immediate arrest of culprits. The

comm assured the house of doing the needful.

6. Comm conveyed the feelings of JDA, TEAM IMA to CP, SURAT Shri Bhatia.

On 9th. Team IMA meets Collector alongwith JDA. 17 culprits arrested

and booked under various penal codes including 2012 ACT. STRIKE

CALLED OFF

7. Comm. and Dean, Team JDA thanked team IMA for their positive role in

the whole episode.

Two radiologists were sentenced to one-year imprisonment for lapses in

maintaining record under various provisions of the Pre-Conception and Pre-Natal

Diagnostic Techniques (Regulation and Prevention of Misuse) Act, 1994,

amended in 2002, just five days after the fraternity's nationwide strike demanding

decriminalization of minor mistakes in paper work was withdrawn.

First class judicial magistrate Gajanan Nandanwar awarded the jail term to

radiologists Viren Kulkarni and Rajesh Kankal under various provisions of the

act. Nadanwar also told Kulkarni and Kankal to pay fines of Rs16,000 and

Rs18,000 each, failing which they would have to undergo imprisonment of 10

more days.

After the sentence, Kulkarni said, "I sought the bail soon after the conviction. The

court has allowed me to go in appeal in the higher court. Barring sonography test, I

can render other radiological services. The conviction is only for minor paper

work-related mistakes and not for sex determination. The court also observed

this."

The convicted radiologists have been practising in Pune for more than 15 years. A

criminal case was registered against Kulkarni and Kankale, running Ankur

Diagnostic Centre on Kharadi Bypass, in October 2011. Health officials of the

Pune Municipal Corporation (PMC) had found several lapses at the facility during

routine inspection.

"This is the third conviction under the PCPNDT Act in Pune city since 2011. For

the first time, two radiologists were found guilty and sentenced to one-year

imprisonment," said Vaishali Jadhav, the appropriate authority (AA) entrusted to

ensure effective enforcement of the act in Pune city.

"It only proves that finding evidence and following all procedures laid down under

the PCPNDTAct are extremely important for an appropriate authority to bring the

erring person to justice," she added.

The lapses in record-keeping included not maintaining the mandatory Form F in

the prescribed format, missing signature of radiologists on Form F and declaration

form, indication of sonography test not mentioned on the Form F and non-

maintenance of register at the centre - mandatory to record details of pregnant

women.

"During our inspection carried out at the Ankur Diagnostic Centre on October 18,

2011, we found that the mandatory Form F was not maintained in the prescribed

format, signatures of radiologists were not put on the Form F and also on

declaration form, patients' and referral doctors' detailed addresses were not

mentioned," said Jadhav, who spearheaded the inspection and filed criminal cases

against the doctors.

When Kulkarni pleaded before the court that he be acquitted as he had not

performed female foeticide and was the sole breadwinner of his family, the court

said he had been found guilty and that he could argue only about the quantum of

punishment.

"Both the accused did not even bother about appending their respective signatures

on vital documents like Form F and sonography report. These show the

perfunctory attitude of the accused towards the act," the judgment order states.

Section 4 (3) of the PCPNDTAct says if anybody is found maintaining incomplete

records then it shall be presumed that the person has violated sections 5 and 6 of the

act. The violation would attract punishment under section 23 of the act, amounting

to rigorous imprisonment up to three years and fine up to Rs10,000.

The court ordered the doctors to surrender the sonography machine and asked

civic officials to organize an auction calling registered sonography centres to bid.

The money thus collected shall be deposited in the government treasury.

We hope, you have found the articles in our Gujarat Medical

Journal (GMJ) issues very useful and interesting. We have taken

utmost care to maintain our established standards and norms. It was

our Endeavour to make GMJ the front runner medical journal in the

country. For decades, our members do research work in Gujarat and

they furnish data and information in the form of research papers. Like

that GMJ provides them an important platform. Now our GMJ has

became an Indexed Journal and so an original article, case report or

letter to the editor published in GM] accordingly provides earning of

credit hours to the author. However, because of some technical

reasons we could publish only one issue of GMJ till this date but we are

hopeful to publish second issue in November or December 2016.

We thank all those esteemed learned colleagues for their

contribution and work. To us, they are not only doing research work but

they are serving the society also. Our learned and experienced

referees and reviewers are very strict and vigilant in selection of

articles. We are thankful to them all for helping us in maintaining our

laid down standards.

While selecting the articles, we were conscious to see that the articles

cater the need and interest of practitioners of all the specialties.

We thank President GSB IMA Dr. Atulbhai Pandya and state

year 2015-2016.

Year 2015-2016 Total - 1995

We have added (1) new life member during this year.

Vadodara Branch of Indian Medical Association had successfully

organized C.M.E. programme in collaboration with the College of G.P.

G.S.B. I.M.A. from 21-02-2016 to 28-02-2016 at Conference Hall,

Kashiba Children Hospital, Karelibaug, Vadodara.

The inauguration function was attended by Dr. Atul D. Pandya,

President IMA GSB, Dr. Jitendra N. Patel, Hon. State Secretary, Dr. Kirit C.

Ghadhavi, Director, College of G.P., Dr. Devendra R. Patel, Hon. Treasurer

Hasmukh Shah, Asst. Hon. Secretary, Vadodara sub chapter were

present in inauguration function. The programme was well attended by

40 Doctors. Total 14 lectures were taken by specialist/Consultant.

11-09-2016 at AMA Premises at Ahmedabad.

FAMILY WELFARE PLANNING CENTRE ACTIVITY(URBAN PRIMARY HEALTH CENTRES)

Respected Members,

Gujarat State Branch, Indian Medical Association runs ‘Urban Primary Health Centres’

in different wards of Ahmedabad and such centres also in Rajkot, Rander, Junagadh,

Khambhat & Surat.

The Centres in Ahmedabad City work according to NUHM (National Urban Health

Mission) project under the guidance and supervision of Family Welfare Officer & Nodal

officer Ahmedabad Municipal Corporation. The activities mentioned below are done in all

these centres on regular basis.

A daily medical O.P.D. in morning and afternoon session. The table below shows the

number of cases seen in the O.P.D., centre wise.

Immunisation facilities in the Centers on Monday - Wednesday - Friday

Outreach sessions for immunization in the slums where vaccines are given to

mothers & children.

Observing “ Mamta-Day” in Slums where-in registration of antenatal mothers,

vaccination with Inj., T.T., providing them with IFA tablets and Calcium Tablets and

necessary advice is given, mothers meeting & Adolescent Care is also given.

High risk mothers are timely referred and advised for institutional deliveries under

“Chiranjivi Yojna”. Benefits of Janani Suraksha Yojna, Kasturba Poshan Sahay Yojna,

JSSK, etc. are given to the benefeciaries, through these centres.

‘Vitamin A’ supplementation is given to children along with deworming, biannually in

the month of February & August.

Treatment for Sexually transmitted Diseases and suspected cases of leprosy, TB and

Cancer are referred.

Family Planning Services, which includes copper-T insertion; distribution of condoms

& oral contraceptive pills.

Beneficiaries for Tubal ligation & Vasectomy are provided free of cost operations.

Basic laboratory facilities are also provided in these centres like Haemoglobin

estimation, Blood grouping, Random Blood sugar, Hb Electrophoresis for

Intra domestic house to house survey done during the year 2015 - 2016 twice a

month covering the whole area under UPHC

Pulse-Polio Immunization rounds for migratory population were done during the

following periods.

(1) 26-4-15 to 28-4-15 (2) 21-6-15 to 23-6-15 (3) 29-1-15 to 30-11-15

Under “School Health Programme” from 3 months all the students from standard

1st to 12th of the schools of AMC and private were examined. Also the children of

Balwadi, Aaganwadi, and Children not going to schools were examined.

Pulse-Polio (National Immunisation Day) Programme was done in 2 rounds.

Medical Camps were conducted in different slum areas of wards

Urban Health Centres are striving hard to implement various Government

schemes for the benefit of public at large.

"Speical Immunisation Week" Under the direction of Government of Gujarat, for

intensification of immunisation of children was done during "Special

Immunisation Week" wherein defaulters were vaccinated as per their age, in the

following weeks.
