SUBIC BAY FREEPORT — The Subic Bay Metro-politan Authority allocated a total of P140.6 million for the shares of local gov-ernment units contiguous to the Subic Bay Freeport Zone during the second half of 2021.

SBMA chair Wilma T. Eisma said the LGUs and their respective shares to be released next week are:

MEXICO, PAMPANGA – The national govern-ment is undertaking a disaster-resilient hous-ing project sustainable for communities residing at the country’s eastern seaboard and other di-saster-prone areas.

The new modality shelter dubbed as My Balai is an igloo-shaped structure with two bed-rooms, one toilet and bath in a 45 sqm lot area which costs P250,000.

Department of Human Settlements and Urban Development (DHSUD) Secretary Eduardo del Rosario together with regional director Felix Brazil and Homeown-ers Partylist first nomi-

nee and former assistant secretary Leira Buan in-troduced and inspected the archetype housing unit located at Amber Trail Water Park Resort in Barangay San Pablo here on Saturday, Janu-ary 22.

According to del Ro-sario, the new housing modality will help fam-ilies and communities have a safer home as the dome-shaped struc-ture is designed to with-stand strong winds and adapt to climate change by allowing energy con-servation and better in-sulation.

“This kind of ty-phoon-resilient housing is what we need. The cost is low which makes it reasonable. This will

help those kababayans who live in the eastern coastline,” said del Ro-sario.

The housing secre-tary added that the ini-tial beneficiaries will be the residents of Batanes province as they plan to construct at least 100 to 200 units.

“We are talking to the governor of Batanes, we will invite him to see if it is acceptable to him and to his constituents. We will provide assistance. Buan, for her part, said she plans to priori-tize housing projects for Filipinos especially the vulnerable sectors. She vowed that if elected, she will regulate DHSUD policies to ensure conti-nuity of its housing proj-ects and maintain assis-tance at the grassroots level.

The COA report noted that according to one of the accounting person-nel, “the non-submission of liquidation documents was due to voluminous at-tachments for each type of transaction.”

511501 dated Jan. 16, 2020 payable to Phil-Health amounting to P20,073,600.00 was not supported with the list of members including amount of contribution/premium from Jan. 1 to Dec. 31, 2019, barangay identification documents, and certificate of indigen-cy or its equivalent thus impeded the verification/determination of quali-fied members. Absence of said documents cast doubt on the propriety and regularity of the claim.

Under Local Disas-ter Risk Reduction Man-agement (LDRRM) Fund, Check No. 528439 dated Jan. 27, 2020 payable to 5-1 Construction Corp. for payment of 100% com-pletion for improvement of Guyabano St. (Manhole and RCPC-Reinforced Concrete Pipe Culvert), Barangay San Francis-co, the Acceptance Re-port merely contained the final inspection con-ducted but not the ac-ceptance of the project from the contractor/sup-plier, other basic require-ments for all types of pro-curement through pub-lic bidding were not also attached or submitted; Check No. 529651 dated Feb. 19, 2020 payable to Zacarias Enterprises for

payment of construction materials for the repair and maintenance - build-ing and other structures (MRF-Dapdap) amount-ing to P757,142.86, the delivery date on sales in-voice with No. 0522 was erased and the date Oct. 3, 2019 was affixed.

Two sales invoices were undated thus cast-ing doubt whether the items purchased or pro-cured were delivered on time and as scheduled. Actual delivery dates are necessary in the determi-nation of prior and current year transactions.

Under Check No. 533354 dated March 14, 2020 payable to Theya Enterprises amounting to P473,214.29, purchased items distributed to bed-ridden beneficiaries was not supported with the list of recipients which shall include information on complete name, ad-dress, contact number, items/date received, sig-nature or thumb mark of recipients thus cast doubt whether the items were received by the intended beneficiaries/recipients.

Under the Trust Fund and LDRRM Fund, the procurement of rice and food items amount-ing P17,207,925.82 and P14,310,356.34 re-spectively or a total of P31,518,282.16 to be dis-tributed to Mabalaquenos who are affected by the ECQ were not support-ed with the distribution list or its equivalent thus, derailed the verification/confirmation whether the items were received by the end-user/Mabalaque-nos.

Although the claims were supported with req-uisition and issuance slip and the items were re-ceived by the city officials, the distribution list or its equivalent is still need-ed to determine the ac-tual number of recipients/end-users including the quantity/quality of items received;

Liquidation documents of cash advances total-ing P6,650,000 were not yet submitted to the au-dit team although the pur-pose of the grant has al-

ready been served, COA noted.

The audit team sent to the Mabalacat City gov-ernment a letter request dated Jan. 18, 2021 re-questing for the submis-sion of accounts. Ac-countable officers were Rosanno S. Paquia (P150,000.00 Check No. 532768 March 02, 2020), Marlene M. Mendiola (P3,000,000.00 Check No. 533356 March 20, 2020), Aurora A. Rodril-lo (P3,000,000.00 Check No. 533357 March 20, 2020), and Patrick Fiel Sacay (P500,000.00 Check No. 533459 March 25, 2020).

SummaryIn its summary, the

COA report listed total suspensions amount-ing to P142,931,084.05, and disallowances of P133,275,642.52. No charges however were imposed.

COArecommendations

The auditors recom-mended that Mayor Garbo instruct the city accoun-tant, in coordination with other offices concerned “to: (a) work on the imme-diate liquidation of cash advances as soon as the purposes of the grant have already been served; (b) expedite the comple-tion and submission of the documentary defi-ciencies or requirements including distribution list or its equivalent of pro-cured rice and food items to the audit team; and (c) ensure the completeness of the required support-ing documents for every transaction and provide all the required data/informa-tion before any payment is made.”

The report said the Ma-balacat city government has not yet commented on the audit recommen-dations.

CITY OF SAN FERNAN-DO — The Department of Public Works and High-ways’ First District Engi-neering Office (DPWH’s 1st DEO) has presented the design of a new com-munity hospital to Gov. Dennis Pineda and Apal-it Mayor Jun Tetangco on Wednesday.

The first phase, worth P70.2 million, was fund-ed by the General Ap-propriations Act under the National Building Program, according to Engr. Alfie Lejarde, main-

tenance section chief of DPWH’s 1st DEO.

The four-storey hos-pital features 24 5-bed wards including rooms for radiology, ob-gyn, maternity, pharmacy, dental, pediatrics and surgery.

It needed around P170 million more, which is be-ing sourced, for addition-al works, Lejarde said.

Governor Pineda thanked the DPWH for helping secure the initial funding. The provincial government will over-

see the operations of the community hospital, he said.

The local govern-ment of Apalit donated a 1,496-square meter of land in Barangay Sam-paloc, Tetangco said.

“Go na go na po ang first phase,” the governor said, adding this would be the 11th public hospi-tal in Pampanga.

The province operates the Diosdado P. Maca-pagal Memorial Provin-cial Hospital and 10 dis-trict hospitals.

In our Responsorial Psalm the Word of God is proclaimed as SPIRIT AND LIFE. It also lists down what it does to those who take it to heart: it “refreshes the soul, gives wisdom, rejoices the heart, enlightens the eye, etc.”

Our 2nd reading from 1 Cor 12, Paul tells us how we are given to drink (the Word of God) from the one Spirit, and how it unites us and builds us into the One Body of Christ.

And in the Gospel, Luke’s prologue is re-ferring to the original witnesses as “ministers or servants of the Word.” It is tied up with that scene at the synagogue in Nazareth, where Jesus using the words of the proph-et Isaiah, proclaims that his whole mission is to fulfill this Scripture by giving hope to the poor, liberating those in bondage, giving sight to the blind, etc.

I invite you therefore to reflect with me on the power of the Word to TRANSFORM. I mentioned that our psalm calls the Word Spirit and Life that has the power to cre-ate and renew. That is what we say in our traditional prayer to the Holy Spirit: “Send forth your Spirit and they shall be created, and Thou shalt renew the face of the earth.” Firstly, it changes us. Then it renews the world through us.

I remember how I began my own ministry as a SERVANT OF THE WORD when I was ordained to the diaconate. I never forgot the bishop’s exhortation as he handed to me the book of Gospels.

“Receive the Word of God whose her-ald you now are. BELIEVE WHAT YOUR READ, TEACH WHAT YOU BELIEVE, AND PRACTICE WHAT YOU TEACH.” They are the three things that unleash the power of God’s Word to change or transform us.

Believe what you read! Meaning, we don’t just read it, we reflect on its meaning, we allow it to enlighten our thoughts, and, most of all we take it to heart. Meaning, we read with faith.

Teach what you believe. Meaning, it is not enough to receive it. Share it. We are gifted with the Word so that we can give it too. But WE ARE TO TEACH ONLY WHAT WE BELIEVE, only what we are convinced about, only we are ready to die for.

And most of all, PRACTICE WHAT YOU TEACH, meaning, put it into action or allow it to take flesh in us.

“Huwad” ang tawag natin sa hindi totoo—ibig sabihin, hindi orihinal, peke, o kopya la-mang. Wala namang masama na kumopya o tumulad kung ang resulta ay malapit sa tinutularan. Iyon ang ibig sabihin ng hu-waran. Kapag bukambibig natin si Kristo sa turo natin pero malayong malayo na kay Kristo ang mga buhay natin, hindi na tayo huwaran kundi huwad. Hindi totoo.

Mahirap magturo kapag hindi tayo totoo, kapag hindi tugma ang iniisip sa binibigkas o ang binibigkas sa ginagawa. Paano natin matuturuan ang mga bata ng mga prinsipyo ni Kristo kung hindi nila nakikita ang mga prinsipyong itinuturo natin sa ating pagkatao?

Noong bata pa ako, nakita kong nagalit

ang tatay ko sa isang bisita na nagbibigay sa kanya ng maraming pera sa portfolio. Namula si tatay. Nakasilip ako sa may pin-tuan ng silid malapit sa salas at narinig ko siyang nagsabing, “Makakaalis na ho kayo, bago ako mawalan ng paggalang sa inyo.”

Saka ko lang nalaman na sinusuhulan pala siya para paboran sila sa isang kasong hawak niya noon bilang fiscal sa Prosecu-tor’s Office ng Maynila. Maraming beses pinasoli niya ang mga regalong padala ng kung sino-sino.

Nasabi niya minsan sa amin nang maki-ta niyang mabigat ang loob namin na iso-li ang mga imported goods na niregalo ng isang nanunuhol: “Mga anak, tandaan nyo, hindi lahat ng regalo ay totoong regalo. Ang iba ay parang bulateng ginagamit na paen ng namimingwit. Para kang isda na hinuhuli para prituhin ka nila nang buhay kapag ku-magat ka sa paen nila.”

Ganoon ang pagtuturo na tunay na na-tatanim sa isip at puso. Malakas ang dating, may integridad (galing sa wikang Latin na in-tegritas—ibig sabihin buo). Hindi hati kundi buo ang salita: iniisip, binibigkas, ginagawa. Di ba iyon ang sinasabi natin sa panatang makabayan? Ang “ako’y maging isang tunay na Pilipino sa ISIP, SALITA, at GAWA.”

Kaya nga tinuturuan tayo na kilatising mabuti ang mga iboboto natin sa eleksyon. Kahit naman ang walang pinag-aralang bu-moboto, nag-iisip din naman siya, may likas na talino. Kung hindi man niya lubos na nai-intindihan ang mga isyu, alam naman niya kung sino ang pwede niyang pagtiwalaan na hindi magliligaw sa kanya.

Kailangang umubra sa ating pagpili ang mga prinsipyong ating pinaniniwalaan, binibigkas at ginagawa sa ating paraan ng pagboto.

Bakit? Dahil ang desisyon natin ngay-on ay makakaapekto sa kinabukasan ng mga anak at apo natin. If we want genuine change in our country, it should begin with ourselves. It is how the Word of God creates and renews—it begins with us being enkin-dled with the fire of God’s love, so that God can carry on with his ongoing work of re-newing the face of the earth through us.

I can’t recall the name of the spiritual writer who wrote in his journal with a tone of regret:

“When I was 16, I wanted to change the world. Then I turned 26 and I wanted to change my country. I got married and at 40 I wanted to change at least my family. Now I am 60 and I just want to change myself. Perhaps if I had started working on myself already at 16, then I would have changed a bit of my family, a bit of my country and a bit of the world.”

WANNABE-PRESIDENT Ferdinand “Bongbong” Mar-cos Jr. on Monday Jan. 24, said statement of assets, li-abilities, and net worth could be weaponized for political attacks and therefore rejected their being made public.

“Depends what the purposes are for making them public; if the purpose is going to be a political attack, then why would we want to do that?” he said said, citing as ex-ample the 2012 impeachment of then Chief Justice Re-nato Corona for failing to file his SALN.

“If you look at it even more closely, it was a political decision. It was not an effective decision or objective judgment of what he had done. So, if that is going to be the purpose for it, some political agenda, then I don’t see the reason that the SALN should be given,” Marcos Jr. noted, adding: “Maybe my experience with the Corona impeachment has a lot to do with it. It really does. Be-cause they made something out of nothing.”

Furthered he: “Kasi kung lahat lahat ng politiko may kalaban, eh makakahanap yan, makakagawa ng issue. And my prime example is Corona. Walang issue eh. Gu-mawa sila, tinanggal siya, manipulated the analysis of his SALN to make it look like he was hiding something.”

At the time a sitting senator, Marcos Jr. voted NO to the impeachment of Corona.

PRESIDENTIAL ASPIRANT Ferdinand “Bongbong” Marcos Jr. said on Tuesday, Jan. 25, he is willing to show his SALN if elected president.

“Ako? Oo,” Marcos Jr. said when he was asked in a presidential interview with radio station DZRH.

He said he would ensure that his SALN would be open to the public, as well as the SALNs of his appoint-ive officials in government, but with the proviso that this should be voluntary for other government officials that are not under the executive branch.

“Kapag nahalal ka, I think it should be voluntary. Iyong tao, kung gusto nila ipakita, ipakita nila. Kung ayaw nila ipakita, they will have to suffer the consequences for that, the political consequences for that,” Marcos Jr. explained.

“Kung appointive position na nasa gobyerno, ikaw ang naglagay eh kapag hinahanap sa kanila, bakit nin-yo itinatago? Delikado iyan. Pero iyong other elected of-ficials, hindi mo pwede pagsabihan mga senador na sa ‘ayaw mo o sa gusto mo ipakita mo SALN mo,’ hindi mo pwede sabihin sa Supreme Court Justice na ipakita mo SALN mo, hindi po pwede utusan iyon ng ganoon. I can only speak for myself and if elected, then those I have brought into the government,” he added.

If the American actor Woody Allen is cor-rect, Bongbong has a man-size problem , with emphasis on the ‘man’. Presence, says Allen, is 50 percent of success. Before the Jessica Soho presidential interviews, from which he begged off because he felt , or his horse-whis-perers did , that the award-winning journalist was biased against him, he was comfortably towing the pack by 53 percent, according to a survey. But before TV sets nationwide could be turned off on that fateful day, his numbers were heard tumbling down.

It could be his undoing. Humpty Dumpty, so the nursery rhyme goes, fell off the wall and nothing could be done to bring Humpty Dump-ty back together again. Rhymes are there to provide a moral lesson not only to poets and politicians but even to the simplistic.

The general presumption was that, with BBM out of the interview, the Soho show will just be a ho-hum marginal discussion of is-sues. As it turned out, BBM’s “chickening out”, transformed it into a radical distinction of the aspirants. The purported guest who made himself scarce gave the 2022 election conver-sation a serious , healthy agenda for the na-tion more than it has ever been in the public mind.

Is he for real? There are several take-aways from BBM’s no-show at Soho’s show.

First off, he’s afraid of her. He had faced her once and he was burned. No way it would happen again. He doesn’t deserve her; she’s biased.

Second off, he’s a terrible spoiled brat. Why not? Well, he’s the son of a once pow-erful man, dictator, if you will. What the son wanted, the son go, like having his own golf course. He is used to having his cake and eat-ing it, too. He preferred talk shows like the one where he was invited by an” inaanak” and it was fun revising history from his arm chair.

Third off, he’s spooked by the nation’s dark past under his father’s dictatorship or martial regime. He’s more comfortable at telling the lie, that it was the country’s golden age and he’s destined to rein again in another in his own, sweet time. That’s his fantasy.

Fourth off, he’s not comfortable with tough questions from a tough truth-chaser like Soho. His chief of staff, lawyer Vic Rodriguez is in denial. They don’t tolerate negavity, he says, the alibi, which he knows is the weakest de-fense. Unfortunately, journalism is adver-sarial becauses it opposes the powerful and the false prophets. The presidency is a tough job, says Soho’s station, so Rodriguez’s client must be ready to face tough questions.

At least seven, his namesake’s favorite number. Actually, there’s a laundry list, ad in-finitum, ad nauseam.

“If you have run with the footmen and have wearied you,” the Lord told Jeremiah,” then how can you contend with horses”. “And if in

the land of peace in which you trusted they wearied you, then how will you do in the flood-ing of the Jordan?”

Axiomatically, a president is there to solve problems. How can he do that if he cannot, will not, face honest, hard, tough questions?

Like a boxer who’s well ahead of points into the last rounds, BBM’s would rather coast along rather than mix it up, especially with Ro-bredo. He knows a haymaker that would send him off to dreamland is always a possibility. In other words, he and his camp believed in the soundness of the strategy. There is more to lose than to gain in engaging Soho. Because truths hurt. Better leave them alone, him un-scarred, unscathed, rather than stoke the flame they will certainly create.

Accountability of public servants is one of three solutions eagerly offered by Robredo to end corruption in the land where the North and the South meet. BBM’s convenient snob-bing of Soho’s invite, and her potential ques-tions that would demand accountability no less from him, is the anti-thesis to Robredo’s proposal. She made it clear in the interview that BBM is one factor, arguably the biggest, behind her decision to run for president. What can be the better argument against her case without missing the point?

Of course, he’s must have been fairly warned by his lawyers that answering Soho’s questions may unwittingly provide supporting evidence to the disqualification cases pending against him in the COMELEC which may go all the way up to the Supreme Court. A slip before the fall. A former Supreme Court jus-tice, after reviewing the recent poll body’s dis-missal of one petition, saw a legal loophole but stopped short, for legal reason. Arms length but encouraging.

Robredo might have smelled blood with the public’s widely unfavorable reaction to BBM’s deliberate absence from the inter-view. She hasn’t showed her “killer” instinct yet. She will need it this time. She may ask her fellow aspirant,Manny Pacquiao, to whom she professes admiration for his sincerity, for a few tips on how to do it. BBM has shown his fragile chin. That should be her target. Forget about Ping Lacson, who’s in the outer space . or Yorme, who has discovered the bounty of politics to his heart content.

Sooner than later, BBM will not be let off the hook from the many questions that he runs away from. There will be another time and place for that. He who fights and runs away, lives to fight another day. Soho may not be there. The same questions will dog him. It’s his fault, he’s whetted the appetite of a nation that has, for so long, bought into the myth. His.

By refusing to face the music, BBM has stripped his own myth to the core. The would-be emperor with new clothes? Bets are now off.
