Pierce reports the disinfection of the Norwegian bark Palla8 at the Tampa Bay Quarantine, Mullet Key, Fla., November 4, 1902, on account of a case of tuberculosis, and the master of the vessel was instructed as to precautions to prevent further infection. The Monthly Bulletin says:The record of the month for healthfulness has been good. There Mwas

a low summer mortality, and September follows with 500' fewer deathsthan the average of past years. The saving has been in diarrheal ainddigestive diseases. Acute respiratory diseases which had an excesivemortality through the summer have continued about 10 per cent abovethe normal rate for the month. Diseases of the kidney have likewisebeen moderately excessive. There were 417 deaths from pneumoniaand 385 from Blight's disease. Acute diarrheal diseases have beenreturned uuder various phases and names. The nomenclature of 47Odeath returns have the following numerical ratio: Cholera infantuni,227 deaths; gastro-enteritis, 57; entero-colitis, 43; enteritis, 28; ileo-colitis, 16; colitis, 7; dysentery, 68; diarrhea, 24. Of the last they werevariously named infantile diarrhea, cholera morbus, choleraic diarrhea,summer complaint or summer diarrhea, bowel trouble, and diarrhea.Of these. 11 occurred in infancy, 5 in middle life, and 8 past the age of 60years. Various contributory causes of deaths were given. There werebut 17 of the entire number in which meningitis was given, and 18 werecomplioated with convulsions. these sometimes being noted as the chiefcause of death. Dentition, lack of proper food, malassimilation, milkinfection, innutrition. marasmus, stomatitis are frequently noted as attend-ant and contributory causes of death. Of the 227 deaths from cholerainfantum, 167 occurred in the first year.of life, 34 in the second year, 15in the third year, and 2 were so called in whom death occurred at the ageof 5 years. Of deaths returned as from gastro-enteritis, 40 were in thefirst year of life, 2 in the second, 1 at 40, and 13 past 60 years, 30 of the57 having no contributory cause given. Entero-colitis caused 30deaths in infancy, 8 in childhood (between 2 and 10 years of age). and5 past 60. Of 28 deaths from enteritis, 10 fell in the first year of life,6 in the second, 2 in middle life, and 10 past 60 years of age. Twowere defined as catarrhal enteritis and 1 as likewise cholera infantum.Ileo-colitis was given as a cause of death only in infancy and earlychildhood. They were all attended with meningitis, convulsions,marasmus, and malassimilation. Six were noted as ulcerative ileo-colitis, all occurring at one locality on Long Island. Colitis, sometimesnoted as acute catarrhal and once as ulcerative, caused 7 deaths, 4 ininfancyand 3 past 60 yearsof age. Dysentery was given as the cause of 68deaths, 15 per cent of the whole number. They were distributed in allparts of the State, and in no special locality, 4 occurring in WestchesterCounty and 2 on Long Island. Bloody dysentery was the term appliedto 2, and intestinal hemorrhage occurred in 3 others. Meningitis, con-vulsions, improper food, and senility were given as contributory, butwith 50 no comment was made. Thirteen of the deaths were in thefirst year of life, 9 at 4, 3 at 10, 12 between 30 and 50, and 31 were past60 years of age. Of the entire number 470 deaths for diarrheal dis-eases occurring in all parts of the State, both rural and urban (NewYork City and Buffalo not being included), 352 occurred in the firstyear of life, 22 in the second year, 6 in youth, 20 in middle and 70 inold age, the majority of the last being past the age of 70 years.Orno-Cleveland.-Month of September, 1902. SR: I beg to state that the following is an extract of a letter datedOctober 5, 1902, from the consular agency at Hodeidah re cholera:

I regret to have to report that the disease is spreading in Hodeidah, as well as in theinterior, and consequently the international sanitary board of Constantinople hasextended the ten days' quarantine for all arrivals from above Yambo, down to Mokha,both ports included.

90 deaths from the following causes: Arterio-sclerosis, 4; beriberi, 4;bronchitis, 3; diarrhea, 1; enteritis, 1; puerperal fever, 1; malarialfever, 5; gastritis, 5; hepatitis, 3; senile debility, 5; stillborn, 9;syphilis, 3; tuberculosis, 9, and from other causes, 37. September 29, 1902, the consul at Iquique reports an epidemic ofsmallpox at Pisagua, and some cases in the villages between Pisagua andIquique.October 13, 1902, the consul reports that after careful investigation

he is able to asco,rtain the existence of only 6 cases of smallpox at Pisa-gua, and that reports of an epidemic have been exaggerated.

SIR: I have the honor to transmit herewith the latest informationregarding plague and chQlera, obtained from the imperial health office(Kaiserliches-Gesundheitsamt) at Berlin:

Plague.

RUSSIA.-During the period from September 30 to October 7 therewere registered in Odessa 5 new plague cases and 1 death.TURKEY.-The 18-year-old waiter, attacked with plague in Smyrna,

died on the sixth day of his illness.According to a report, dated September 17, from Syria, it appears

that in the district of Beni-Cheir 9 plague cases and 8 deaths have beenrecorded.EGYPT.-During the period from October 3 to October 10 no fresh

cases of plague have been recorded. Only in Alexandria were 4 plaguepatients still under treatment on October 10. On October 11, however,1 new case of plague was registered in Alexandria.BRITISH INDIA.-In the Bombay Presidency between September 21

and September 27 there occurred 9,931 plague cases and 7,443 deaths-that is to say, 682 cases and 712 deaths more than during the foregoingweek. In the city of Bombay 78 plague cases and 63 deaths wererecorded; in the town and port of Karachi there occurred 19 cases and13 deaths.MAURITIUS.-During the period from August 8 to September 4 there

were registered 6 plague cases with 5 deaths.MOZAMBIQUE.-In MIagude, according to a report dated September

15, 2 cases of suspected plague have been registered.CAPE COLONY.-During the period from August 17 to September 13,

according to the official bulletins, no fresh plague cases have occurredin the colony, but dead rats which have succumbed to plague are stillfound from time to time in Port Elizabeth.

obtained from the imperial health office (Kaiserliches-Gesundheitsamt)at Berlin:RussIA.-According to the official reports published in the Govern-

ment Gazette (Regierungs-Anzeiger) of October 9, there occurred in theAmur district between September 29 and October 5, 22 fresh choleracases, of which 3 cases occurred on river steamships; the remaining 19cases were distributed as follows: Blagoweschtschensk, 1; Nikolajewsk,1; Vladivostock, 8, and Chabrowsk, 9. The total number of casesrecorded in the Amur district since the outbreak of the disease amountsto 1,183, of which 888 (75 per cent), occurred in the 3 most inmportanttowns of this territory, Blagoweschtscheusk. Vladivostock, and Chaba-

rowsk. In the Kwantung district, during the period from September28 to October 1, there were recorded in Port Arthur 5 cholera cass,and in DalnU 1 case. Altogether in these 2 towns there have beenregistered, between July 13 and October 1, 1,015 cholera cases.TURKEY.-In Syria the cholera is spreading from the south in the

direction of Jerusalem. According to a report dated October 6, severalcases of cholera have been notified in two districts from four to six hours'journey from Gaza. In Gaza itself an alarmingly high rate of mortal-ity prevails, and on October 18 the place was officially declared to beinfected with cholera. Two days previously a similar declaration wasmade concerning Lydda, near Bamleh. According to a report datedOctober 18 traffic between Jaffa and Ramleh has been interrupted. InHodeida, according to a communication dated October 5, 25 case ofcholera have been registered.EGYPT.-During the week ended October 6, 1,971 villages were

reported to be infected with cholera; 1,571 cases and 1,546 deaths.KoREA.-In Chinnampo, up to August 29, 139 cholera cases and 79

deaths had been registered.JAPAN.-According to a report issued by the ministry of the interior,

there had been registered, up to August 29, 4,329 cases of Asiatic chol-era, with 1,650 deaths. To these must be added 213 cases which hadoccurred up to August 26 in Formosa, of which 133 ended in death.

SIR: I have the honor to state that I arrived here yesterday, October13, 1902, and immediately visited Mr. Pearson, the United States consulat this port.

I learn that there is no disease in the city at present of interest froma quarantinable standpoint.The water supply is extremely good, being obtained from the moun-

tainas some distance away from the city.The streets are very clean. This was one of the first things I noticed

on arrival, and Mr. Pearson tells me that the entire city is in a cleanand healthy state.There is very little malaria in the city, there being very few places

Measures to preven the #pread of cholera in Seoul.[No. 513.]

SEOUL, KOREA, October 4, 1902.SIR: In my dispatch No. 509, of September 23, I handed you a copy

of a joint note sent to the Korean minister for foreign affairs by theforeign representatives in Seoul regarding measures to be taken for thesuppression of the cholera. The very hour that we had our meetingfor that purpose the Emperor took voluntary steps in the same direc-tion and postponed the October celebrations as well. This action wassupposed to have been taken to anticipate the attitude of the foreignrepresentatives.

I now have the honor to hand you inclosed a copy of a very promptreply to this joint note, being but an account of the action taken by theEmperor in the direction of that indicated by our joint note.

sickness, and we hear that lately there are severe case of cholera among the people,which disease is very sudden and there is no time to try with medicine to cure it. Also,the poor people may not be able to get medicine for it, so there may be some untim.elydeaths, which we are very sorry for. Therefore, we furnish $5,000 to the sanitaryboard, and the officials of that board shall invite all the doctors to discuss very carefullyand write out a proper prescription and a plan of preventing its spread, and to buy goodmedicine and think out a way of rescuing the people without the danger of dyingbecause the patients are not at once attended. This prescription they make out to bealso sent to the country districts to do the same way. In case anyone neglects to attendit in the same way and cause the disease to increase or spread, it can not be said that hedid according to our earnest desire for the good of the people So have the homedepartment to instruct all the governors and magistrates accordingly."Under this decree I think the officers and doctors of the sanitary board will do what

is proper to answer His Majesty's gracious desire, and I also have written to the homedepartment to dispatch policemen to help as much as they need.

Report from Vera ruz.VERA CRUZ, MExIco, October 27, 1902.

SiIR: I have the following report to make for the week ended October25, 1902: From all causes there were reported 55 deaths-l0 cases and3 deaths from yellow fever, 5 deaths from pernicious fever, 6 fromremittent fever, and 6 from tuberculosis.The health conditions in the shipping have been very good. The

captain of the steamship Frey had a malarial attack while in port.The American schooner O8car G, from Pascagoula, arrived here on

the 25, with 1 man suffering from malarial fever, having been sick sincethe second day at sea, October 12. During the voyage the first officerdied after having been sick for eight days, probably also from malaria.No more sickness has occurred aboard. The forecastle and cabin werefumigated and the water casks emptied. The casks were found to bebreeding places for mosquitoes.

Yellow fever at Tampio.TAMPICO, MEXICO, October 81, 1902.

SIR: I desire to make a final report on the yellow-fever situation inthis city. Since the date of my last report there have been officiallyreported 7 deaths from this disease. It is impossible to learn the num-ber of cases occurring in this city, but the number is large and typegenerally mild. In short, the disease is epidemic, and unless the win-ter turns quite cool there is an excellent promise of an extensive out-break next spring.

MAURITIUS.

Plgue, surra, and other disease8.PORT LouiS, MAURITIUS, September 20, 1902.

SIR: It is now over four years ago since bubonic plague broke out inMauritius, and has continued its ravages and devastation up to dateamongst all clases of the population, except with slight cessation atoccasional intervals.To add to the many other misfortunes of the island, this town was

threatened a short time since with Asiatic cholera and smallpox broughthere by Indian troops and contract coolie laborers regularly importedto work on the sugar plantations. On the arrival of the vessel in portit was reported that several cases of cholera and smallpox had occurredon board during the voyage from India to Port Louis. The passengerswere at once sent to a quarantine station, about 30 miles distant fromthis port. By the last reports from this station it appears that the dis-ease is abating and the health of the quarantined improving.

Unfortunately, on the other hand, it will be seen from the inclosednewspaper reports that surra in an epidemic form has broken outamongst the cattle, horses, mules, asses, and oxen used as beasts of bur-den in the colony.

All the horses in use here are imported from Australia, oxen fromMadagascar, mules and asses from South America. There is no stockwhatever raised on the island, except a few goats for the use of theMohammedans and Hindoos, whose religion proscribes the use of otheranimal food.
