FOREWORD Twelfth in the unbroken series of decennial exercises of

vast administrative magnitude (if the head-count in 1872 i, counted as the first) Census 1981 in the state (alongwith the rest of the country) was conducted from 9th, to 28th February, 1981. March 1st was notified as the reference date and the revisional round was laid down from 1st to 5th M~ch, 'for up­dating the record.

The field operation W,as the culmination of preceding two and a half year of energetic planning and hectic acttvity to ensure that no area was left out and no individual was ignored.

Paper I of Census 1981

Close on the heels of the operations We had presented Paper I of 1981 census I for the state (that was released on 23rd March, 1981). It contained basic data and the 4 tables (along­with maps) showing distribution of population, sex ratio, growth rate and density of population by districts; decadal variation m population since 1901; literates and literacy (rates by sex in the districts 'and population and similar other basic characteristiCi observed in the cities (with a population of 1 lae and above) respectively. These provisional figures were rushed after compilation and scrutiny by the civil officers (as assisted by the senior staff from this directorate) entrusted for conducting census in the districts.

A brief analysis indicating t:p.e various discernible trends was also given in the paper. Supplement to Paper I

After receipt of truckloads of censused material from the various charges/sub-divisional levels in the entire length and breadth of the state at the Regional Tabulation Offices (as set up at Jalandhar, Patiala and Bathinda) the otficers and stafJ from this directorate almost worked round the clock for proper stack­ing.· Almost simultaneously they took out the charge and enumerators' abstracts (numbering over 27,000), checked them up with the material as received and held preliminary scrutiny. They then proceeded to compile necessary data for transmission to this directorate for preparation of ithe next set of 5 tables as indicated below:

In addition to the above tables, Prim.ary Census .Abstracts (peA's) giving area) population by sex, density.Qf population, sex ratio, number of literates and literacy rates. num.ber of TIlale and &,emale -workers (cultivators, agricultural labo~rers, workers in hOusehold industry and other W"orkers), marginal workers and non-workers (by sex) in each distric~ up to tahsil level, :for rural and urban areas separately, have also been appended at the, end~

The threEbt.RTDs set up by this directorate are functioning a1: Jalandhar, '·P~tiala and Ba~a and a few hundreds of tabulators adequately supervised are 21'lanually 'tVorking for PCA!Js . Censused do(!um.ents, nmnely household schedules and Individual slips, will be scrutinized, Dl.atched and edited, and errora that might have crept in due to VV'jrong posting of figures and their totalling will be reconciled. The PCA"s then shall be developed at the vi.ll,age level for the rural areas and at ward level for the urban areas.

These volumes would deal with vatious aspects of general populatiol'l, econonUe, SOcial and cultural analysis, facts as deduced from.· migration and fertility data, bouses and house­holds' etc., in ithe state. Directory of the state and a set of ~oks entitled 'District Census Handbooks' giving varied. information upto the town -and. village level withinithe district in one volume. RURAL AND URBAN POPULATION IN PUNJAB

Classi!:fication of rural and urban areas

The c~nsus data ~s traditionally 1;f

presented by two major classificatIons -the rUral and the urban.

In so far as rural area is concerned, ,0

we have adopted the 'Village' as our lowest census unit, whi:ch means any area

(a) for which a separate reco'rd of rights eocists; or

\ (b) which has been separately assessed to land revenue, or would have 'Qeen so assessed if the land revenue had not been released, compounded or re­deemed; or

(c) which the State Government may by general rule or special oreers declare to be an 'estate'.

The term urban area Em1braces :

(a) all places with a municipality, corporatiJOln, cantonment hoard or a notified town area commit­tee

(b) all other places _ which satisfy the following criteria :

(i) a minimum population of 5,000 ;

(ii) at least 75 per cent of male working population engaged in non-agricultural pursuits ; and

(iii) a density of po:eulation of at least; 400 perik>DS' per sq. km.

Concept of Urban Agglomeration (UA)

,As ilntroduced at the time of 1971 census, an UA is defined as a continuous urban spread constituting a town and its adjoining urban outgrowths, or two or rilore physically contiguous towns' together with continuous well recogmsed urban out­growths, if any, of such towns.

within the revenue limits of villages of growing towns).

Of the 37 U As formed at the time of J.971 census, only 19 remained after the, merger of out-growtts in the core towns, due mainly to the expansion of the juris­d:ilCtion of local body concerned during the inter-censal period. (These are listed in Table 6 also).

'City' is an urban area with a popula­tion of one lac and above.

Urban frame of the state for 1981 census

Statutory local bodies numbered 132 and comprised of municipal corporatiiOns (3), municipal committees (9'), notified area committees (29) and cantonment boards (3). Under the second criterion mentioned above the following two census towns were added

Talwara Township: It had been NAC at the time of 1911 census and though abolished since, it has all the characteristics of the urban areas.

SAS Nagar (Mohall) : The State Government has still to giVe a local body status to this modern industriJal sprawling township in the immed~ate neighbourhood of €handigarh.

In 1971 there were 108 towns in the state; of them three namely Chhe~arta, . Tankanwali and Rajpura Township merged respectively in Amritsar Corporatilon, Firozpur Me and Rajpura MC. Others were new creations in the inter-censal period as shown in table 6.

This pos:iJtion stabilised towards middle of 1980 by which time the first field operations connected with the census namely, houselisting were through. How­ever, by a series of notifications in early October 1980, the state governml\1lt abo-' lished 16 NACs and further abolition of a few NACs was reported to be under consi-

. deration of the Staite Government.

However, for 1981 census, the list of 134 towns (dealt in table 6 in the text) were adhered to, since it was found neces­sary to freeze the urban frame as on 30th September, 1980 because of the following exigencies :

(i) Enumeration blocks had been carved out in the entire state and census charges had been created. Any --change at that point of time would have en­tailed a fresh exercise for which there was little time.

(iii) SWnple design, introduced during the current enumeration for the first time, had already concluded with the drawing up of samples. Any disturbance in the jurisdiction would have disturbed the sample and, result­ant conclusions based thereupon.

(The provisional totals indicate that the population of these 16 abolished NACs (listed at the bottom of table 6) wh:,ch have been retained in the urban frame in census 1981 is of the order of only 95,517 and substracts only 0.57 per cent from the urban population as netted in the state).

r Table 5 that follows, gives rural and

urban composition of population in the state, dilstricts and tahsils as provisionally compiled now, percentages of urban to total population both at the time of 1971 census and now and decennial growth rate of the popUlation separately for rural and urban components in these administrative units.

Analysis of rural and urban composition

As against 23.73 per cent population liv­ing in urban areas in 1971, the 1981 census

count has revealed an urban com.position of 27. 72 per cent.

District Ludhiana whlch had the high­est com.ponent of urban population (34.79%) in 1971 continues at the top with 42.12 per cent of population living in urban areas (Map 1). Hoshiarpur which had the lowest population living in urban areas earlier, maintains the same position in 1981 with only 14.56 per cent of population living in urban areas in the district.

In 1971, Ludhiana, Amdtsar, Jalandhar and Patiala (the districts each of which then contained a city) returned a propor­tion of urban population higher than the state average. The 1981 census has only added Kapurthala district to the list.

In all other tahsils the growth has been below the state average in both the censuses. It however, kept neafer the state average in Firozpur, Sangrur and N abha tahsils.

All against a decadal growth rate 23 .01 per cent recorded tor the state as a whole, urban areas returned a growth rate of 43.66 per cent and the rural areas 16.59 per cent. The corresponding decadal growth rates for 1961-71 for rural and urban areas were 2.0.63 per cent and 25 .27 per cent respectively. Obviously, there has been a shift in the growth pat­tern of urban and rural populatllon in the state. The urban growth has increased by 18.39 per cent points and for rural areas it declined by 4.04 per cent points.

The state average growth rate lor urban areas as mentioned above is 43.66 per cent. The growth patterns of towns by size class of population have been indicated on Ma.p 2. Of the 134 towns mentioned above, 29 (arranged in descending order of gro'\\'th ,rate below)* have recQrded an in­crease above the state average.

The first six towns in the ~ list have recorded an increase of over 100%. The tOoP porotion \ belongs to Gobindgarh (Patiala) - known as the steel town of Punjab which has recorded an increase OIl 163.85 per cent - increasing it, actual population from 9,387 to 26,645 during the deeade.

Apart from the migration from. rural to urban areas, it may be that in certain cases the increase has been reflected by expansion in the munkipallilmits of the concerned towns during the inter-cenRl period. However, the subject promi~ re­warding study.

Classi:fiea6on of Towns

Towns, for the purposes of comprehen-­sUlve analysis of different demographic characteristics, have been divided into the following classes by sizes :

Class I - consists of towns with a popu. lation of one lac or more and these towns are styled as 'cities'

Class n - has a range of 50,000 to 99,m

Class m - 20,000 i:{) 49,999

Qlasg IV - 10,000 to 19.999

Class V - 5,000 to 9~999· and

finally Class VI are towns with a population of less than 5,000.

To give an idea of the trends the table 6 indicates the urban population by lize-class of towns.

It will be noticed from this table that largest-moo towns Class I, referred to as cities, account for 46.40 per cent of the total urban population in the state as com~ pared to 40.62 per cent in 1971. (In cYe the twin towns of )l'irozpur and Firozpur Cantt. which lie cheek by jowl and canton­ments of Amritsar and Jalandhar in res­pectilve corporations, wherein they lie, are included therein, the proportion in thils class rises to 49.62 per cent). Their number also increased from four in 1971 to seven in 1981. Again it is this class w~h shows hi ghest growth rate.

Location of industries and concentra~

tion of trade and commerce which create potential for employment seem to be the main factors that contiinue to draw mig­rants.

The decrease in the proportion of urban population in class II towns (by 2.40% points) may be attributed to the fact that the three towns of Pathankot, Batala and Bathinda have qualified to be treated as class I cities and thus crossed the class.

There is increase in the growth rates of class V and class VI towns but it may be due to the creation of new NACa during the inter-censal period.

The appreciable increase in the growth of class III towns may be partly due to the extension in the jurisdiJction of the existing local bodies.

The substantial decrease in the growth of class IV towns appears to be due to up­grading of the medium-sized towns to higher class consequent upon the recent head...count.

The figures in column 10 in the above table depicting sex ratio corroborate the oft~held belief that in the bigger towns, due to higher number of industrial workers and paucity of accommodation sex ratio is lower and it increases as one approaches comparatively smaller towns where life would be better engulfed in the family. In other words the sex ratio has an inverse relation to the size-class of the town.

One may add that though basically the movement by a rural illlhabitant to an urban area in the state is apparently moti­vated by material considerations viz. for seeking a better living, as in other parts of the country but in case of the Punjabi, he takes more than one step as it comes to migration and rests content only with land­ing in one of the biggest cities where there is a greater promise of prosperity. This partly also explains his characteristic

approach of invading the big cities in UK, Canada, Mrilca and other countries abroad and back home to places like Ludhiana and Jalandhar, for otherwise he finds his vil­lage to be quite congenial and productive place to stay.

I t is in this area as to how far the big suffocating cities of the state should be allowed this invasion that further studies would be rewarding.

WORKERS AND CATEGORIES OF WORKERS

Work may be defined as participation in any economically productive activity. Such participation may be physical or mental in nature. Work involves not only actual work but also efiectiNe supervision and direction of work.

In the economic questions, canvassed in 1981 census, there has been some differ­ence. The 'work' concept in 1961 and 1971 censuses, as opposed to the 'income' or 'economic independence' concept of thlil earlier censuses was adopted for 1981 census. But, the criterion for classifica­tion of persons as workers was changed. While in 1961 and 1971 censuses different approaches, namely, usual status and cur­rent status, were adopted with reference period of one year and one week for seasonal and for regular work respectively, at the 1981 census the usual status approach was adopted uniformly for all work.

For 'main worker' the time criterion of engagement in work for the major part of the year Le. at least 183 days was adopt­eci while those who worked for some time during the last year but not for the major part were treated as 'marginal workers'. Those who had never worked during the last year were 'non-workers'.

Table 8 shows main workers and their percentage to total popUlation as compiled districtwise.

Analysis of work particitpatioln.

Even though the 1981 census has returned work participation rate of 29.03 per cent (Map 3) as against 28.87 per cent of 1971 census and accordingly there has been a marginal increase, we will have to wait for fuller tabulation of all types of workers and analysis to unearth if the

change in definilf;ion as indicated above, has also contributed to this picture of marginal increase or if the increase hail been sizeable with the inclusi,on of marginal 'V'orkers.

The male work participation rale in 1981 has a marginal decrease from 52.82 per cent; it is now 52.01 per cent. (The female work participati()n rate on the con­t.rary has increased to 3.09 per cent from 1.18 Der cent).

The highest (56. 53o/r) proportion of male workers continues to be in Sangrur district as was the case in last census also, but on the bottom side Gurdaspur (46.69%) bas now replaced Hoshiarpur (47.37%) from 1971 figures. Whereas all the other districts in the comparative study of 1971 and 1981 have retained their respective positions of workers vis-a-vis the state ewerage, only Ludhiana has rehuned a lower than the state average f1gures of the male workers and has instead achieved the highest return in work participation by females (3.94%).

As against this (3.94%) proportion of female workers in Ludhiana district, the lowest (2.07% was recorded in Bathinda district. Patiala had the highest and Sangrur the lowest proportion of female workers in 1971 (1.44% and 0.82% respec­tively). Even though 3.94 per cent by itself is a low proportion, it is significant to observe that the proportion of female workers has more than: doubled i. Ludhiana; it was 1.43 per cent in 1971.

This is a significant indilCator. As projected in Paper I there has been distinct improvement in female literacy in the state 'and in that respect Ludhiana district is at the top with 45.44 per cent amongst the females as literates, against state average of 3'4 _14 per cent_ (A picture of present literacy in the state is depicted in the Map 4). Apparently educated females are taking to jobs for augmenting family in­come these days.

Distribution of workers by categories :

Workers have broadly been divided into four categories viz., (i) cultivators, (ii) agricultural labourers, (iii) workers en­gaged im household industry and (iv) other workers. The last category includes factory workers, those in trade, commerce, business, traJlsport, construction, all goverrunent servants, municipal employees, teachers etc.; in fact all workers execpt those not specifically falling in the first three well-defined categories.

Table 9 further supplemented by Map 5, shows the distribution of workers by the various categories. It also presents a comparative study of the proportion of workers in these four categories as obtain­able now and as exigting in 1971.

Analysis of various categories of workers

A perusal indicates that the hilghest percentage (47.84) of male workers engaged in cultivation was recorded in Bathinda and the lowest (27.04) in Ludhiana. Districts Kapurthala, Rupnagar and Patiala which had a higher proportion of male workers engaged in cultivation in 1971 have recorded a lower proportion in 1981. In all other districts the position has remained the same on both the occasions.

The highest percentage (27.68) of male workers as engaged in agricultu'l-al labour was recorded in Faridkot and the lowest (17.84) in Rupnagar. Firozpur, Patiala,

Sangrur and Faridkot districts which had higher (than the state average) proportion of male workers engaged as agricultural labourers in 1971 continue to reflect similar­ly higher proportion now. Ludhiana, Jalandhar, Kapurthala and Rupnagar dis­tricts which had a lower proportion in this category continue in the same position. Amritsar and Bathlnda have returned lower than the state average in this aate­gory as against their position im 1971, while Gurdaspur and Hoshiarpur have reversed the position by returning a higher propor­tion than the state average now as to what was obtainable in 1971.

The highest percentage (5.83) of male workers engaged in household industry was recorded in Ludhiana distriCt while Firozpur district returned the lowest

, (2.09). Sangrm district whlCh had a

higher proportion (than the state averaae) in 1971 has now a lower proportion, while Gurdaspur has switched places and from the lower proportion in 1971 hrul now a proportion higher than the state average.

In the case of females in these cate.­gories the number hat'! been too small and rather insignificant for any comparative study to be attempted and trends to be adduced.

In the last category cA. 'other workers' (males) Ludhiana district has recorded the highest (48.50%) and Sangrur districts- thAt (24.89%). Gurdaspur and Hoshiarpur dis­tricts that had higher proportion of 'other workers' than the state average in 1971 have a lower proportion now. On the con­trary, Rupnagar and Patiala district that had a lower proportion then :In this cate­gory have higher than the state average now.

This table summarises the results of the work participation rates in Punjab and the districts. The main significant point to note ilS that the percentage of cultivators has declined by 6.24 per cent !points as compared to 1971 census, while the percen­tage of agricultural labourers and other workers has increased by 2.72 per cent points and 3.25 per cent points respectively. (It is interesting to note that absolute non­workers have increased silgnifican~ly al­though the proportion of workers to the total population has increased marginally).

The decrease in the proportion of cul­tivators suggests greater use of tractors and other mechanised agricultural implements for cultivation.

As was expected in the state like Punjab, the agricultural labour has increased by 2.72 per cent points at the cost of cultiva­tors. Fuller reasons for this shift shall form sound basis for further investigations.

The interesting feature of work partici­pation rate in the state has been that the proportion of workers in primary sector has gone down whereas the proportion of workers in secondary and tertiary sectors has recorded an increase of 3.52 per cent over 1971. This appears to be a definite indicator to suggest that the economy in the state is moving ahead.

ACKNOWLEDGEMENTS

Census Paper I of 1981 for Punjab, presenting provisional population totals, with certain basic characteristics, was issued on 23rd March, 1981. It was the outcome of the co-operative efforts of 27,080 enumerators, 5,405 supervi.sors and 374 charge officers who covered the entire length. and breadth of the state. But for their unstinted co-operation and dedica­tion to war k, we could not have released the figures in record time.

The total results from the state were in hand on 5th March, which were, in turn, promptly conveyed to the office of Census Commissioner of India. Punjab was one of the first states, in the country to compile and convey the provisional totals, and within the state, Sangrur and Rupnagar were among the first districts to communicate them.

The paper Wjas sent to a vast nwnber of data users, amongst the various departments, corporations and offices of the government; local bodies and other boards, universities, colleges and other concerned institutions in addition to Ministers, Legislators and Secretaries. It was well received.

Shri P. Padmanabha, Registrar-General and Ex-officio Census Commissioner of India complemented :

"It has been well produced and I am Sure must have given a lot of satisfaction because it represents the end product of the most difficult phase of our work."

AI:rnost simultaneously compilation of data for presentation in this Paper commenced with the assistance of the ldirectorate staff posted in these RTOs.

PROSPECTIVE

A comprehensive tabulation plan to bring out the housing stock, the quality of housing, the extent of physically handicapped, the socio-economic, cultural and demographic profile of the population in general and of the scheduled castes and scheduled tribes in particular and the household economic situation has been drawn up to meet the requitretments of various departments of Govetl"nment and other data users subject to the limitations of time and data input facilities.

Of these the H-Series of tabulatio.n is based on the houselist, the HH-Series on the hom;ehold schedule and aU the remaining series, except the Village and Town Directoriies, on the individual slip. The Village and Town Directories are mainly based on information external to. the census.

Since EnterpriJse List was canvassed on behalf of the Central Statistical Organisation during the houselisting operations, tables .thereupon (earlilelr included in E-Series) will be developed by the 'Central Statistical Organisation and similarly in the erstwhile G-Series .. tables relatilng to the data on graduates and technical personnel, presentation shall be by the Department of Science and Techno.logy on who.se behalf the graduate and technically qualified per90nnel data was canvaseed.
