PROPOSAL EDSO FUTSAL TOURNAMENT 2014 For information: 2002 - EDSO receive 17 men and 8 women teams preliminary entries

2006 - EDSO receive 22 men and 10 women teams preliminary entries

2010 - EDSO receive 27 men and 14 women teams preliminary entries

2014 - ??? 30 men and 16 women ???

EDSO will have every intention to ensure the Championship regulations are in parallel with UEFA / FIFA regulation. For World Deaf Futsal Championship, will remain as per ICSD regulation, top 10 teams will qualify from European Championship.

PROPOSAL Option 1 OPEN Application This is the current system and schedule may not comply with UEFA Regulation, depending on the number of teams. PRO (Positive) Open tournament, more match opportunities and experience for lower teams CON (Negative) Standard of Futsal is low due to higher diversity in strength of team High number of teams, caused complication to match schedule. More players easily prone to injuries, due to heavy schedules of matches. Not very cost effective for organisation.

PROPOSAL Option 2 Limit to 16 teams for both sexes in Final Tournament Add new mini tournament for men. Women is possible to have mini tournament, depending on the number of teams participation. Mini Tournament will be place at the location of the Top 10 teams from the last European Championship 2010. Mini Tournament will take place at 7 difference locations and will only take place at weekend (Friday - Sunday). Mini Tournaments are to be taken place in between January and March 2014. Each location will have at least 6 matches (4 matches on Saturday and 2 matches on Sunday). Each location will have 4 teams and had to be geographically / economic location. Top two teams from mini tournament shall qualify to the Final Tournament Host of the Final Tournament and the 2010 European Champion are automatic qualify. This system is very much the same as current UEFA Futsal Tournament PRO (Positive) Standard of Futsal will be higher, due to less diversity in between strength of team Less number of teams, easier on match schedule. More rest in between matches Less players usage More cost effective for both organisation and participation teams Good opportunities for lower teams and cheaper in term of travel cost if nearer to appropriate location and more competitive. CON (Negative) Mini Tournament may cost more for the top 8-10 teams if they are qualify to Final. Only if there is NO subsidy from UEFA.

DEAFLYMPIC QUALIFICATION DEAF FOOTBALL The reason for this qualification based on the technical regulation and with the recent introduction of ICSD World Championship and separate qualification route for Deaflympic as agreed from ICSD Congress at Salt Lake City 2007. ICSD had handed their accountability to the regional confederation as agreed from ICSD Congress, Taiwan 2010. This had caused many complications to the schedule and economic factors for the EDSO Affiliated members

PROPOSAL Option 1 6 or 7 teams qualify from EDSO to Deaflympic

Automatic qualification from European Championship to World Championship and automatic of the European team from World Championship to Deaflympic. This is the old system. PRO (Positive) Very low cost of expenditure Prevent the team from withdrawing from World Championship European Championship will not lose it platform for Deaflympic CON (Negative) Lack of competitive Football for lower team (No development) Team will have to wait 4 years for the next competitions. (No opportunities) Slow progress of standard in competitive football.

PROPOSAL Option 2 6 or 7 teams qualify from EDSO to Deaflympic Qualification in 2 stages, All matches start in September (2015) until September in the following year (2016), no matches one month before World Championship 2016. First stage will be play by new or lower teams, and two matches (2 teams) or round robin with 3 teams. Second stage will be by top 6 or 7 seeded teams from EM against team qualify from first stage.

Explanation:

Reason for Increase Membership. EDSO have a big goal: Get an employee and an office. An opportunity that EDSO can do to apply for funding from the EU. Their claim is that EDSO must pay at least 20% of the financing. Working capacity has increased sharply and need a staff that can work for keeping EDSO activities and get more partnerships with several international sporting federation. Memberships fee for EDSO have been so low for many years

Explanation:

Reason for change: Old Authorisation fee perform poorly. Many lands are not good at sending apply Authorisation form and does not send report after the competitions end. Referring to the reasons above the EDSO EC proposes to the EDSO Congress to accept a new strategy for the authorisation payments. In case at least five different countries or five sports clubs from five different countries are participating in a tournament to take place in Europe only 100€ authorisation fee will be collected (including men and women). In case there are less than five countries 50€ authorisation fee is collected.

In accordance with the Article 8.02 of the Constitution applications concerning the Statutes and Regulations and questions

should be submitted in writing and in English)

Application for unitary regulations for the host of European championships fully valid for all kind of sports. The

regulations of 19/20 May 1994 shall be updated respectively and the following topics shall be included:

• cost-free transport on site = point of arrival to & from hotel – hotel to & from competition – hotel to &

from training. (see athletics indoor EC Tallin/EST).

• in case the point of arrival is far away from the competition venue, transport costs should be restricted

to a payable amount.

• the city of the competition venue shall provide convenient international transport access.

• separate specification and invoicing of all costs, which do not belong to the competition or sports like

farewell parties and trips.

• accommodation – each host is obliged to offer at least three different price class accommodation

options.

• all above mentioned costs should be announced in due time – e.g. October of the previous year for the

budgeting of the coming year and the raising of governmental funds and sponsoring.

• no country shall be awarded with the host of a championship, which does not have an own team starting in

the tournament in question (see women football EC Albena/BUL).

Explanation:

Unitary regulations ensure a smooth and equal preparation for all – EDSO, hosts and participants.

• The EDSO should keep in mind that exploding transport, accommodation and participating costs will

lead to lower chances for less affluent countries to take part in international events. Due to the critical

economic situation in various countries, each country should have the chance to take part at lowest costs possible. Otherwise the development of Deaf Sports in Europe may become more and more regressive, as

less and less countries may afford their participation in international sports events.

• A country which has no own team of the sports of the European championships in question may not have

well-founded, organisational experience in the respective sports requirements.

Explanation:

In order to avoid any misunderstanding as well as procedural error concerning votes, memorandums or decisions and to provide the required transparency for all concerned. All decision, votes etc. made at technical meetings can

be filed, tracked and reviewed at any time from any party concerned.

Explanation: In order to avoid any trouble/misunderstanding/confusion like it occurred in connection with the football qualification

for DEAFLYMPICS or the awarding of hosts. In the past it had been handled inconsistently (awarding of the

basketball and table tennis EC at the technical meetings, for the football EC at an extraordinary meeting on occasion

of the ICSD congress)

The report shall be available for EDSO members on demand at any time.

Explanation:

In order to provide experience and proficiency to prospective hosts and organisers of European Championships as

well as to avoid any procedural errors/mistakes in future.

Championships, fully valid for all host countries, if so in accordance to the ICSD anti-doping regulations.

Explanation:

Anti-Doping is a very crucial topic in competitive sports, the EDSO as the European governing body has to adapt its guidelines to remain professional and accredited.
