F. Pace of Play: A group of three (3) players should take no more than 15 minutes, on average, per hole to play. This is approximately 4.5 hours for the round. The first group will be subject to being timed (SBT) if, at any point in the round, the group is taking more than 13 min to complete a par 3, 15 minutes to complete a par 4 and 17 minutes to complete a par 5. Any subsequent group will be SBT if it falls one hole behind and is behind time-par. Time-par is the cumulative total time it should take to complete a hole or any number of holes. A group of four (4) players should take no more than 17 minutes, on average, per hole to play. This is approximately 5 hours for the round. The first group will be subject to being timed (SBT) if, at any point in the round, the group is taking more than 15 min to complete a par 3, 17 minutes to complete a par 4 and 19 minutes to complete a par 5. Any subsequent group will be SBT if it falls one hole behind and is behind time-par. Time-par is the cumulative total time it should take to complete a hole or any number of holes.

G. The IESA will be conducting "live scoring" on the course. Volunteers will be spaced every three holes on the greens to ask the golfers their scores of the last three holes they played. This information will be radioed to tournament central and placed on the IESA website. Scores online will be unofficial.

IV. Tournament Policies A. No outside coolers, food, or beverages of any kind will be allowed into the facility. Please

remind your fans that no one will be permitted to bring outside food or beverages onsite. Kellogg does have a concession stand available, drink carts on course, water coolers/cups stationed throughout the course and coolers of water donated by the Peoria Park District.

B. The possession, distribution, sale and/or consumption of alcoholic beverages by contestants, coaches, and spectators are strictly prohibited at the state tournament. Persons at the state tournament determined to be in violation of this policy will by removed from the premise.

C. Any golfer, coach or other person connected with a school shall not be permitted to use tobacco products at the course either during practice or while the competition is in progress.

D. Coaches will be allowed to coach anywhere on the course except on the putting green. They must wait until the last player on the green putts out before communicating with their player. Coaches may not delay teeing off on the next hole.

E. No motorized pull carts will be allowed at the state tournament. Participants may bring their own pull cart or rent one from Kellogg. The cost of a pull cart is $3.00.

F. Appropriate golf attire should be worn. G. Range Finders (distance measuring only) are allowed. Portable communication devices (cell

phones, radios etc. used for coaching) can be used to call a rules official or using the course local golf app. These devices cannot be used for coaching or personal music systems. Coaches/Administrators may use cell phone for emergencies only. ANY participant found using the device during their stipulated round could be DISQUALIFIED.

H. Caddies: Per USGA Rules, a player is prohibited from using a caddie during the state series.

V. Spectators A. During the IESA state series tournament games, the display of signs, banners, placards, balloons is

prohibited. Such devices obstruct the view of spectators, are unsightly and in many instances may become safety hazards. (By-law 3.142)

B. Golf Carts are not permitted on the course. Only spectators with a permanent and official disability placard may rent a cart at the facility. If approved for a golf cart then a spectator must stay on the cart paths and designated areas. Letters from doctors and visible injuries will not warrant a golf cart without the presentation of the disability placard.

The Rules of Golf as approved by the USGA shall apply as recommended by the USGA for certain play and abnormal conditions, as well as local rules published in the IESA Golf Terms and Conditions. The on-site committee decision

in regards to the rules of golf is final and not available for appeal. FORMAT: 18-hole Individual Stroke Play Event. TEES: Boys: White Tees Girls: Red Tees DECIDING TIES: Ties for 1st place only will be decided by an on course playoff. SLOW PLAY: Each competitor shall play without delay. A group losing more than their starting interval will be subject to monitoring which may result in a penalty. EMBEDDED BALL: Rule 25-2 is in effect “through the green;” everywhere except hazards, the putting green and teeing ground of the hole being played. The ball may be lifted, cleaned, and dropped, without penalty, as near as possible to the spot where it lay but not near to the hole. PRACTICE: A player must not play any practice stroke on or near the putting green of the last hole played. If a practice stroke is played on or near the putting green of the hole last played, the player shall incur a penalty of two strokes. Note – when two or more rounds of a stroke-play competition are to be played over consecutive days, a competitor must not practice between those rounds on any competition course remaining to be played; penalty for breach is disqualification. SUSPENSION OF PLAY: When play is suspended by the Games Committee for a dangerous situation, if the players in a match or group are between the play of two holes, they shall not resume play until the Games Committee has ordered a resumption of play. If they are in the process of playing a hole, they shall discontinue play IMMEDIATELY and not resume play until the Games Committee has ordered a resumption of play. If a player fails to discontinue play immediately, he/she is disqualified unless circumstances warrant waiving the penalty as provided in Rule 33-7. Note: A suspension shall be signaled by one prolonged horn blast. USE OF ALL ELECTRONIC DEVICES: Range finders (distance measuring only) are allowed. Portable communication devices(cell phones, radios etc.) may be used to call a rules official or for the local course app. These devices cannot be used as a personal music or for coaching in any IESA-sanctioned events. Any participant found using the device during their stipulated round will be disqualified. SCORING: Scores must be verified and recorded at each hole. Questions on procedure or dispute of the Rules of Golf must be referred to the Onsite Committee. Upon completion of the round, proceed immediately to the designated scoring area. The scorecard must be double checked for accuracy and then signed by each the competitor and the scorer. After both signatures are on the scorecard, it shall be placed in the IESA Official Scoring Box. After the scorecard is placed in the box, no further corrections can be made; if a scorecard is missing a signature or if the competitor signed for a lower score, then the competitor will be disqualified. FLOWER BEDS & WOOD CHIPS: A mandatory drop is required from all flower beds and wood chips surrounding newly planted trees. Proceed under Rule 24-2. Mulch and wood chips not in flower beds are considered loose impediments. OUT OF BOUNDS (OB): Defined by inside edge of white stakes, white lines and/or property fence posts at ground level. When present, white lines take precedence and the line itself is in bounds. Note: A ball, which crosses a public road defined as out of bounds and comes to rest beyond that road, is out of bounds, even though it may lie on another part of the course. STONES IN BUNKERS: The local rule is in effect for all IESA-sanctioned events allowing the removal of stones in bunkers by declaring them to be moveable obstructions under Rule 24-1 as described in Appendix I of the Rules of Golf. HAZARDS: Regular water hazards are defined by yellow stakes. Lateral water hazards are defined by red stakes. When both stakes and lines are present, the stakes indentify the hazard and the lines define the hazard. THERE WILL BE BALL DROPS LOCATED OVER THE HAZARD ON THE BOYS COURSE HOLES #1, 11, 15, 18 GIRLS COURSE HOLES #2, 6, 9, 15.

GOLF STATE FINALS REMINDERS

COMMITTEE: The on-site committee has sole authority over the event and all decisions regarding the Rules of Golf during the event. WEATHER: If weather is an issue you may hear one horn blast which means that you should mark your ball if it is near and return to the clubhouse. Three horn blasts will resume play. RULE 3-3: If there is any doubt as to your procedure under Rule 3-3, play two balls and make sure and tell a staff member of your actions even if the score is the same with both golf balls. GROUND UNDER REPAIR: This will be identified/outlined with a white painted circle. Players may opt to take a free relief from ground under repair - no nearer to the hole with no penalty. WATER HAZARD - 'Drop Zone': In the event of a ball hit into a water hazard and is deemed unplayable, proceed to the drop area and relief is given with the addition of one penalty stroke. All drop areas are located on the opposite side of hazard from where original stroke was taken. Drop (do not place) another golf ball in the white circle that is marked "Drop Zone." For scoring purposes: If the ball that went into the water was a second shot, a penalty stroke will be taken for the ball that went into the water (3rd shot), the “Drop Zone” ball would then be the 4th hit/shot. Proceed from there.

RATIONALE Unlike many sports, golf is played without the supervision of a referee or umpire. The game relies on the integrity of the individual to show consideration for other players and to abide by the rules. All players should conduct themselves in a disciplined manner, demonstrate courtesy and sportsmanship at all times, regardless of how competitive they may be; this is the spirit of the game of golf and the IESA. If individuals consistently disregard the spirit of the game during a round of golf or over a period of time to the detriment of others, the Games Committee will take the appropriate action against the offending spectator, player or school representative. The code of conduct is designed to protect the interest of the majority of the golfers who wish to play within the spirit of the game, the rules of golf and the IESA. In cases of a serious breach of etiquette during the state tournament, a player may be disqualified or a non-player may be removed from the course during the day of the tournament. REPORTING PROCEDURES Games Committee At the state series, a Games Committee will be appointed to oversee the code of conduct of spectators and players. Coaches will report, in writing, code violations to the Games Committee. Procedure for Reporting a Code Violation It is the responsibility of all coaches of participating schools to monitor conduct. Any coach, Games Committee member or tournament personnel who personally observes a code of conduct violation may invoke a code of conduct penalty. The coach will give notice to the offending player, assess the code of conduct penalty on the scorecard and follow up with a written notification of the incident to the Games Committee. Players and coaches will be allowed to appeal the first and second offense by submitting, in writing, an inquiry

concerning the penalty. The inquiry must be submitted by the end of the same day of the incident. The coach and player appealing the first or second penalty will provide an explanation of the incident to the Games Committee and the decision of the Games Committee is final.

PARTICIPANT CODE OF CONDUCT PENALTIES

1. For willful acts of defacing the golf course, club throwing/breaking, or abusive language, a player will be assessed a 2-stroke penalty for unsportsmanlike conduct.

2. For a second occurrence of unsportsmanlike conduct in the same day, the player will be disqualified and ejected for the day. The head coach must submit a special report to the IESA - a link to the special report form can be found on the IESA website.

3. A third occurrence of unsportsmanlike conduct any time during the tournament or a single act of gross misconduct will result in a disqualification from the contest and in accordance with IESA By-Laws, the player will be ineligible for the next interscholastic contest at that level. Again, the head coach must submit a special report to the IESA - a link to the special report form can be found on the IESA website.

SPECTATOR COACHING AND PENALTIES All school personnel and fans with the exception of the school designated coach(es) are considered spectators. There can be no communication between the players and spectators that could be deemed advice of any nature for the duration of the 18 holes.

1. The first offense of spectator coaching is a warning to the spectator. 2. The second offense of spectator coaching is a 2-stroke penalty to the golfer. 3. The third offense of spectator coaching will result in disqualification of the golfer.

PARTICIPANT CODE OF CONDUCT

Scoring Procedure After Round Completion 1. Each group will report to the score tent. 2. The IESA representative will read an opening statement prior to the recording of scores. 3. The representative will then announce the first competitor's name (alphabetical order by players' last

names). 4. The competitor who kept that card then goes through the player's score card hole-by-hole to verify that

each hole has been correctly recorded. 5. If, after going through each hole, the card is correct, the competitor and his/her scorer shall sign the card

and return it to the scorecard box. No alterations may be made on a scorecard after the competitor has put it in the box.

6. If there is a dispute, the committee shall resolve it before allowing the card to be signed. 7. The process shall be repeated for the remaining players in the group (alphabetical order by players' last

names). 8. After the card is signed and put in the scoring box, scoring personnel shall add the hole-by-hole scores to

determine a player's total. NOTES A player's card shall be considered final once he/she puts it in the box. All results are considered final and subject to no further review once they have been verified by the IESA

not later than 24 hours after the completion of each state tournament.

GOLF SCORING PROCEDURE

PARTICIPANTS Participants may not use caddies, motorized golf carts or motorized pull carts during the state series. Participants may use manual pull carts. Coaches, spectators, and parents may not carry golf bags for participants at any time. A written request for an accommodation for a student-athlete to use a motorized golf cart must be submitted to the IESA by the student's principal by the online roster deadline. Golf carts are not to interfere with play and must adhere to tournament policies. If approved, the player shall ride with the observer and not drive the cart. COACHES Coaches may purchase golf carts at the sectional tournament only. SPECTATORS Sectionals: Spectators may purchase carts on a first come first serve basis at the sectional tournament only. State: Only spectators with a permanent and official disabled parking placard/sticker may rent a cart from the host facility. Spectators approved for a cart must stay on cart paths/designated areas and not give players any assistance. Spectators with an official disabled sticker must purchase cart rental from the course directly. Letters from doctors or visible injury will not warrant a golf cart without the presentation of an official placard.

3. All school personnel and fans with the exception of the school designated coach(es) are considered spectators.

4. The use of tobacco or mood altering substances on the course or within the tournament property is prohibited during the school competition.

5. Uninvited interference with the rules committee before, during or after making a ruling is prohibited. 6. The use of motorized carts by able-bodied spectators is not allowed. 7. Per USGA Rules, spectators are prohibited from serving as caddie for a player. 8. Cell phones must be silenced.

homepage of the IESA website- www.iesa.org b. If the tournament is postponed the rain date for the tournament is TBD

II. Prior to the Tournament

A. Complete the enclosed form and return it to the IESA by 9 am on Wednesday. a. This is the information that will be used to contact your team regarding

weather/tournament updates. IT IS CRITICAL THAT YOU COMPLETE AND RETURN THIS INFORMATION.

III. Day of Tournament

A. Evaluate the road conditions and travel route. B. If you will be unable to reach the tournament site due to weather/road conditions, please

contact Chris Frasco at 309-706-3953. This number is for coaches and administrators only.

1. Parent / Student will go to The Cubby Hole website www.cubbyholeonline.com and go to the pre-order section. They will select the sport in which they are pre-ordering items for and click the link.

2. There will be a speci�c buying window prior to the event that will allow people to purchase. The store will close a few days prior to the event so that there is time to ful�ll the orders. At that time, no more pre-orders will be accepted. They will have the opportunity to buy at the event or at the online store after the event is over.

3. Once in the store, they will select the items they wish to purchase and check-out of the store. They will be required to pay with a credit / debit card at the time of purchase.

4. At events where The Cubby Hole is present, the parent / student will pick up their order from The Cubby Hole. At events where The Cubby Hole is not present, orders will be picked up as a team, by a team representative in the same manner as years past.

How will this a�ect me? What will be asked of you?

1. For most, helping us get the word out to your students about the new procedure and pointing them to our website is all that you will need to do. We will no longer have a need for the printable PDF or the form that you enter orders into. People will use the store to purchase and those orders will be processed from there.

2. For those that host events that we are not onsite for, there will still be the need to distribute the pre-ordered merchandise. We will have them grouped in teams and they will still be picked up by a team representative, as in years past. The only change is that there will be no money collected for these orders since they are pre-paid.

1. Purchase a personalized IESA STATE Photo Plaque at the event. 2. The photo location will be behind the clubhouse. Bring a club to the photo. 3. Beautiful state souvenir photo plaques will be made from the photo taken. 4. To purchase a photo plaque for $30, complete
