II. EXECUTIVE SUMMARY
The monsoon in June 2013 arrived almost two weeks earlier than expected in Uttarakhand. From
June 15 to 17, 2013, cloud bursts 6 and heavy (64.5 - 124.4 mm) to very heavy (124.5 – 244.4 mm)
rainfall hit several parts of the higher reaches of the Himalayas. This unprecedented rainfall resulted
in a sudden increase in water levels, giving rise to flash floods in the Mandakini, Alakananda,
Bhagirathi and other river basins, also causing extensive landslides at various locations. Continuous
rains caused Chorabari Lake to rise and the Lake’s weak moraine barrier gave way and a huge
volume of water along with large boulders came down the channel to the east, devastating the towns
of Kedarnath, Rambara, Gaurikund and others in its wake. According to official sources, over
900,000 people have been affected by the event in Uttarakhand.
The districts of Bageshwar, Chamoli, Pithoragarh, Rudraprayag and Uttarkashi were most affected.
This region is one of the most important pilgrimage circuits in India. Since disaster coincided with
the peak tourist pilgrimage season, it significantly increased the number of casualties, missing, and
affected population. A total of 580 human lives were lost; over 5,200 people are reported missing7;
4,200 villages were affected; 9,200 cattle/livestock were lost; about 3,320 houses were fully
damaged; about 995 public buildings were damaged; close to 9,000 km of roads were affected; and
85 motor bridges and 140 bridle bridges were damaged. This event also left over 70,000 tourists and
100,000 local inhabitants stranded in the upper reaches of the State.
Landslides and toe erosion by the sediment loaded rivers damaged roads/highways at many
locations and washed away multiple bridges (steel girder, beam, and suspension/cable bridges).
Traffic was disrupted along all national highways and link roads in the region, along with the
disruption of telecommunication lines, all adding to the impact of the disaster. Many hotels, rest
houses and shops around the temple in Kedarnath were completely destroyed.
The World Bank (the Bank) and the Asian Development Bank (ADB), upon receiving a request
from the Department of Economic Affairs (DEA), GoI, fielded a Joint Rapid Damage and Needs
Assessment (JRDNA) Mission that visited the State from July 29 to August 07, 2013. In
collaboration with the Government of Uttarakhand (GoUk), the JRDNA Mission undertook a multi-
sectoral assessment of the damages and laid the groundwork for an immediate recovery and
reconstruction needs framework. The assessment relied upon the damage and loss assessment
carried out by the State government.
The unprecedented event has severely impacted all the communities that are scattered in the
mountainous terrain. The report estimated the cost of damage reconstruction to be about US$661
million. Based on the findings of the JRDNA, the DEA, GoUk, ADB and the Bank agreed on a
framework for assistance in the disaster recovery and future risk reduction.

Implementation Support:
This component will support the incremental operating costs of the Project, including the operation
of the Project Management Unit (PMU) and the respective Project Implementation Units (PIUs).
The component will also include the creation of small, temporary field implementation offices with
necessary equipment, furniture, etc. In addition, the component will include consultancies required
for the preparation and supervision of specific activities, trainings, exposure visits and knowledge
exchange programs. An agency will be appointed to provide technical and social support to the
Owner Driven Construction of Houses (ODCH).
High Powered Committee (Approving) & Core Committee (Review & monitoring):
A High Powered Committee was constituted to grant approval for new works and a High powered
review committee was constituted to review the progress of works in all sectors. The continuous
monitoring of the Project and its achievements are being taken up by the Core Committee. The first
HPC was held in November 2013 and a total of 39 HPCs have been conducted since then.

III. CONSOLIDATED PHYSICAL ACHIEVEMENT
Setting up of PMU and Staffing
• The Project Management Units & Project Implementation Units have been set-up under
SDMA for this project vide GO number 1060/XVIII-(2)/F/13-15(31)/2013A & 1634/XXX-
1-2013.
Setting up of PIU and Staffing
The Project Implementation Units (PIU) have been set-up for each of the four-project sectoral
programs in UDRP.
• PIU, Roads & Bridges, (R&B), PWD;
• PIU, Resilient Infrastructure Reconstruction (RH&PB) and
• PIU, Technical Assistance and Capacity Building for Disaster Risk Management
(TA&CBRM)
Accomplishments during the Quarter (July to September, 2017)
1. Resilient Housing & Public Buildings: ODCH Component completed.
2. Public Buildings (PB): 16 Packages are being constructed under this component
having 26 buildings in 21 Location including USDMA building, Construction work
started in total 25 buildings under 15 Packages. Total estimated cost of the component is
138.13 Cr. The Consultant for USDMA Building has been appointed and concept design
has been presented by the design Consultant.
2. Roads & Bridges (R&B)
Roads
Construction of 13 number of roads, 55 km length have been completed during this quarter.
A total 136 number of roads, 936 km length have been completed worth INR 413.00 Cr.
Bridges
Contracts have been awarded for the construction of 25 numbers of bridges of 1771 m span
and construction has been started in 25 bridges. Out of which One ACROW Bridge at
Sonprayag, District Rudraprayag, one Bridge at Garhmirpur and three No. Box Culverts in
District Haridwar have been completed and opened for traffic.
Machines
28 numbers of machines of worth INR 6.00 Cr, have been already procured.
3. Technical Assistance & Capacity Building for Disaster Risk Management
(TA&CBDRM)
Risk Assessment, Modeling and Capacity Enhancement of Uttarakhand Space Applications Centre
(USAC):
Tranche 2b reports have been submitted by the consultant on 22 May and revised report was
submitted on 5th Sep. 2017 and the same were forward to the TTF & IIT Roorkee for
technical review. This report is approved by TTF & IIT Roorkee.
During this period consultant have carried out Seismic attenuation modeling, review of
retrofitting cost estimation for all district, hazard modeling and hazard profile.

Establishment of a Decision Support System (DSS):
Earlier two times the bid process was initiated for Design, Development, and Operation of
Modular Decision Support System for Disaster Risk Management but due to some
administration and Management issues both the bid processes got cancelled.
Now new bid process is started after changing the TOR, now this project will be for total 12
months. This was sent to WB for NOL and after receiving NOL from WB the NIT was
published in Newspaper on 27th
Sept., 2017 and last date of submission of REOI is 27th
Oct.,
2017.
River Morphology Study:
Revised Data Collection and Survey report for Phase- II was submitted on 20th
May 2017 and
this report was sent to TTF members and vetting agency on 23rd
May 2017 for the review.
The comments on this report of TTF and vetting agency were submitted to consultant on19th
June 2017. The consultant had revised this report accordingly and submitted report on 05th
July 2017. This report was approved by the TTF members and Vetting agency.
A meeting held on 11 July 2017 with vetting agency (i.e. IRI) at Roorkee to discuss the
methodology of River Morphological report and modeling of rivers.
The consultant have submitted Draft DPR’s for Devlibagar (excluding social and Env. part)
and Kaleshwar on 13th
September 2017 and the same was forwarded to TTF and Vetting
agency on 21st September 2017.
The consultant have submitted Software Requirement Specification (SRS) for URMIS on 25th
August 2017, and on 23rd
September a presentation was delivered by the consultant on
URMIS.
The consultant have submitted draft River Morphological report of Mandakini River on 8th
September 2017 and this report was forwarded to the TTF and vetting agency on the same
day.
Slope Stabilization Study
Revised DPR’s for all the slopes were submitted by the consultant on 5th August, 2017 and
the same was submitted to Vetting agency (THDC) on 10th August, 2017.
A meeting between consultant and TTF members held on 25 August, 2017 to discuss these
DPRs.
THDC Ltd. submitted their comments on 12 Sept, 2017 and the same were forwarded to
WAPCOS on 14th Sept, 2017.
Strengthening Hydro-meteorological Network and Early Warning Systems (EWS):
Under the project it is planned to install 109 AWS, 26 SFO (combination of Single Stevenson
screen + Optical Rain Gauge +Automatic Weather Station), 28 ARG and 16 SG covering all
13 districts of the state.
Specification of instruments is finalized with the help of India Meteorological Department.
Land to install the instruments is identified with the help of district administration.
MOU has been signed between USDMA and IMD on 27.09.2017 for establishment of
hydromet network within the state.
MOU with ISRO-SAC for modeling of field hydromet data has been approved by ISRO –
SAC.

Strengthening Emergency Response Capacity:
Procurement of S&R equipments amounting INR 20.39 Cr has been done for SDRF Phase -I
& II.
Demonstrations for all equipments proposed under SDRF Phase-III for 16 packages have
been completed.
The list of the packages to be procured under phase-III of Procurement of Search & Rescue
Equipments have been finalized for an estimated value of INR 24.08 Cr and has been sent to
WB for NOL.
Seismic Vulnerability Assessment and preparation of DPRs of 90 Health Centers:
A Contract was signed on 11th
July 2017for doing SVA and DVA of 90 heath buildings of
Uttarakhand State with DDF.
Kick Off workshop held on 29th
July 2017
Consultant has submitted Inception report on 28th
August 2017 and this report was sent to
TTF members on 31st August 2017.
Works Contracts:
Under Resilient Infrastructure Reconstruction component a total of 2382 beneficiaries were
identified in five disaster affected districts of Uttarakhand i.e. Bageshwar (96 beneficiaries),
Chamoli (529 beneficiaries), Pithoragarh (636 beneficiaries), Rudraprayag (826 beneficiaries) and
Uttarkashi (295 beneficiaries).

Scope of Work – Construction of damaged public buildings during disaster and few new Building
including USDMA (Uttarakhand State Disaster Mitigation Authority) Building are within the Scope
of work. The Buildings are to be furnished with furnitures & Equipments. The district wise

Under Road and Bridges component, contracts have already been signed for 142 packages (111
for Roads, 22 for Bridge and 03 for supply of machineries) worth Rs. 1071.00 Crore and work have
been started in 111 packages of road works and 22 packages of bridges.
Under Technical Assistance & Capacity Building for Disaster Management (TA&CBDRM)
program Under Phase I, all 11 lots of Rescue and safety equipments worth INR 641.97 lacs have
been procured and handed over to State Disaster Relief Force (SDRF). Under IInd Phase Contracts
(Goods) of INR 958.06 lacs with suppliers were signed and under execution for procuring search
and rescue equipments like power tools, Medical first responders (MFR), Flood Rescue, Tents,
Extreme High Mountains rescue equipments, Avalanche Air Bag, Radio Communication Set etc).
Consultancy Contracts
Under Resilient Infrastructure Reconstruction component 01 NGO firm was procured to assist
in the beneficiary validation, motivation, facilitation of shifting, setting up of bank accounts,
facilitating rentals, etc. under the Owner Driven Construction of Houses (ODCH) subcomponent.
The contract has already completed in July 2016.
01 Design consultancy has been awarded for packages under the Public Building component.
Under Road & Bridge component 06 Design / Supervision consultancies have been awarded i.e
04 Design & Supervision Consultancies (DSCs) for Road & 01 Design & 1 Supervision
Consultancy for Bridges, out of which 01 contract of Design for Bridges 01 Contract of Design and

Supervision Consultancy (DSC-05) is completed & 1 Contract of Design and Supervision
consultancy (DSC-01) also completed.
Under Technical Assistance & Capacity Building for Disaster Risk Management component
For all the five components under Technical Assistance & Capacity Building for Disaster Risk
Management (PIU-TACBDRM), Technical Task force has been formed. Final Consultancy
Contracts for River Morphology Study, Disaster Risk Assessment, Slope Stabilization Work &
SVA and prepration of DPR of Health Center has been signed with DHI (India) –RITES JV on 05th
December 2015, DHI (Singapore) - AIT-ERN JV on 24th
May 2016, WAPCOS Ltd on 25th
June
2016 and DDF Consultant on 11th
July 2017 respectively. For engaging Technical Consultant for
Decision Support System (DSS) and establishment of Hydro-meteorology Network is under
progress.
Under Project Management Unit (PMU) M/s Parul Goyal & Company have been engaged for
assisting the field units of the PIU – Road & Bridge in accounting of UDRP project in tally
software. M/s Ansul Agarwal & Co. was engaged to conduct Internal Audit of the project for FY
2013-2014, FY 2014-2015 FY 2015-16 & FY 2016-17. M/s Samaj Vikas Development Support
Organisation have been engaged as an Independent Environment and Social Auditor.

IV. PROJECT COVERAGE, BENEFITS
The Primary beneficiaries from the project activities are the local communities in the State. The
main benefits of the project:
Resilient Housing: Multi hazard resilient houses and up-gradation of public buildings are relevant
for the beneficiary households, as they would not only minimize future infrastructural damage
costs, but also improve vulnerable households’ ability to secure their belongings during future
disasters.
Public Buildings (PB): The Primary beneficiaries from the project activities are the local
communities in the State. The proposed Public Buildings are multi hazard resilient Structure,
having all comprehensive facilities to run a Public utility buildings like schools, offices, hostel,
police chowki, foodgodown, health Center, Hostel Community Center, Anganbadi and USDMA
building.

Rural Road Connectivity: The benefit of investments to restore rural road connectivity (roads and
bridges) is likely to cover both the State of Uttarakhand, including households and businesses, and
the neighboring States if between-State trade is a significant part of the local economy. Till 30th
September, 2017 works have been started in 215 village roads/other district roads out of that 136
roads are completed benefitting approximately 273,543 people of 477 villages.

Technical Assistance and Capacity Building for Disaster Risk Management:
1. Risk Assessment Study: This will provide technical assistance to institutions to plan, set-up
and implement a multi-hazard risk assessment of Uttarakhand. This subcomponent will
include: (i) development of the framework and implementation of multi-hazard risk
assessment models for Uttarakhand; (ii) development of a historic hazard and loss database;
(iii) establishment of a technical advisory group for the multihazard risk assessment; (d)
acquisition and processing of high-resolution satellite data for risk assessment; (iv)
development of training of trainers courses to build sustainable risk assessment capacity; (v)
development of a monitoring and evaluation framework; (vi) development of tools that will

allow the optimal utilization of risk information and increase the resilience of the
communities and DRM capacity of the state; (vii) capacity enhancement of USAC.
2. Establishment of a Decision Support System (DSS): This will entail setting up a DSS that
will integrate and analyze information from multiple sources in an integrated geo-spatial
system. The system will be designed to display information and provide access in a user-
friendly manner.
3. River Morphology Study: This will support the study of the entire morphology of some
key rivers impacted by the disaster. The study will also analyze and identify critical
protective infrastructure works needed for river bank strengthening.
4. Slope Stabilization Study: This will include learning about slope stabilization from existing
successful techniques, ongoing cutting edge work and research in this sector. It will also
introduce appropriate technology for slope stabilization for Uttarakhand through small
demonstrative works.
5. Strengthening of the Uttarakhand State Disaster Management Authority (USDMA):
This will entail developing the institutional set up of the USDMA, technical enhancement of
the facilities at the DMMC, training programs and regular drills for the emergency
operations center staff and Disaster Management Officers at the District and State levels.
6. Strengthening Hydro-meteorological Network and Early Warning Systems (EWS):
This will review existing hydro-meteorological capabilities at the State and National level,
and will develop and implement a hydro-meteorological modernization plan for
Uttarakhand. This will also review existing EWS, identify gaps and establish a robust, fail
safe EWS in the State including optimum use of strengthened networks and facilities.
7. Strengthening Emergency Response Capacity: This will focus on strengthening the
capacity of the State’s disaster response force, fire services personnel and other immediate

VI. COMPONENT – 1: RESILIENT INFRASTRUCTURE RECONSTRUCTION
a. Resilient Housing: Owner Driven Construction of House (ODCH)
Relocated Cluster Housing and Public Building work will be carried out by the Uttarakhand State
Infrastructure Development Corporation (USIDC), Owner Driven Construction of Houses (ODCH)
will be implemented by the PMU through the office of respective District Magistrate (DMs).

Insurance of ODCH beneficiaries:
Committee finalized the Insurance for the ODCH beneficiaries on 10 years replacement values. As
per the PAD of UDRP the budget for each house was INR 500 but as per the lowest bidder for the
insurance is INR 973.00. The approval from The World Bank before payment to Insurance
Company, HPC approval has been given. Insurance of 2450 houses has been done and insurance
certificate have been handed over to beneficiaries.
This component has been finalized and Closure Report submitted to the Bank.
b. RESILIENT PUBLIC BUILDINGS: Reconstruction of damaged and new public buildings at
21 locations like, Police Station, School, Educational Institute, Health Centers, FoodGodown,
Aanganbadi, Community centre & USDMA building etc. are being taken in six districts of
Uttarakhand i.e. Rudraprayag, Pithoragarh, Pauri, Bageshwar, Dehradun & Chamoli have been
taken under this component.
This component is supporting the reconstruction of damaged public buildings, such as the Primary
school, Inter colleges, Health Sub center, Police Thana, and technical education institutes. The

Monitoring Mechanism of Public Building:
Supervision and monitoring of Public Buildings are being done through the trained
technical staff from the Uttarakhand State Infrastructure Development Corporation
Ltd (USIDCL), now new name is Bridge, Rope way and other Infrastructure
Development Corporation of Uttarakhand Ltd. (BRIDCUL). A Govt of Uttarakhand
undertaking. All the 16 packages (25 buildings) which are under construction, have
been divided in 4 Sub unit for easy monitoring. Each Sub unit is headed by an
Engineer (Equivalent to Assistant Engineer/Resident Engineer). There are total 10
Junior Engineer (Civil) and 2 Junior Engineer (Electrical), who have been appointed
to supervise the project under the four Resident Engineers. Apart from this,
Contractor’s Staff/Engineers are also appointed for all the sites to supervise the
project as per contract agreement. Junior Engineers from USIDCL/BRIDCUL are
closely monitoring the work on site and also take joint measurements along with
Contractor’s representative. Junior Engineer from USIDCL/BRIDCUL has been
assigned with the duty to take accurate measurements (100%) in measurement book
and concerned Resident Engineer (AE) is required to counter check the
measurement as per departmental policy (i.e. minimum 50% Test check).
All materials that are being used at site are also checked by the Field Engineer
beforehand. All necessary tests are being conducted at field laboratories and also at
other laboratories i.e. NABL/PWD etc, if required.
The bill submitted by the contractors is also checked by the Field Engineers
with respect to measurements taken/recorded in the measurement book.
After recommendation for payment by the Field Engineers to the contractor’s
bill, the abstract of cost made by Field Engineers along with measurement book is
counter checked at PIU-PB (HQ) level by the trained Technical staff and Accounts
staff. After due checking and due correction at Head Quarter level as per contract
agreement the contractor’s payment is recommended for payment to further senior
level of DPM, FC and PM. Hence all necessary measures are being taken for quality
control at field level by USIDCL/BRIDCUL staff. The quality of construction has
also been checked by the design consultant at time to time.

VII. COMPONENT–2: RURAL ROAD CONNECTIVITY
The objective of this component is to restore the connectivity lost due to the disaster through
the reconstruction of damaged roads and bridges including: village roads, Other District
Roads. The roads and bridges are being designed to withstand earthquake and flood forces as
per the latest official design guidelines. The affected rural areas are being benefitted by the
restored access to the market thereby increasing the economic growth in these areas and
timely access to health and education services. Project Implementation Unit (Roads and
Bridges) is being executed by the Public Works Department (PWD).

VIII. COMPONENT–3:
TECHNICAL ASSISTANCE AND CAPACITY BUILDING FOR DISASTER RISK
MANAGEMENT (TA&CBDRM): The objective of this component is to enhance the capabilities of government entities and others in
risk mitigation and response. Technical Assistance and Capacity Building for Disaster Risk
Management will augment government agencies, institutions and others to develop, set-up and
manage risk assessment tools and models, and set up DSS and communication systems in risk
mitigation and response. Staffing of the agency, capacity augmentation, initiating technical work of
risk assessment targeted towards decision making and risk financing will be taken up under the
Project. The GoUk has already initiated the process of operationalising the USDMA.

hydromet data has been approved by ISRO – SAC.

morphological analysis is
to identify vulnerable

develop Uttarakhand
River Information
Management System
(URIMS).
Revised Data Collection and Survey report for
Phase- II was submitted on 20th
May 2017 and this
report was sent to TTF members and vetting agency
on 23rd
May 2017 for the review. The comments on
this report of TTF and vetting agency were
submitted to consultant on19th June 2017. The
consultant had revised this report accordingly and
submitted report on 05th
July 2017. This report was
approved by the TTF members and Vetting agency.
A meeting held on 11 July 2017 with vetting agency
(i.e. IRI) at Roorkee to discuss the methodology of
River Morphological report and modeling of rivers.
The consultant have submitted Draft DPR’s for
Devlibagar (excluding social and Env. part) and
Kaleshwar on 13th
September 2017 and the same
was forwarded to TTF and Vetting agency on 21st
September 2017.
The consultant have submitted Software
Requirement Specification (SRS) for URMIS on
25th
August 2017, and on 23rd
September a
presentation was delivered by the consultant on
URMIS.
The consultant have submitted draft River
Morphological report of Mandakini River on 8th
September 2017 and this report was forwarded to
the TTF and vetting agency on the same day.

Seismic attenuation modeling, review of retrofitting
cost estimation for all district, hazard modeling and
hazard profile.

IX. IMPLEMENTATION SUPPORT
This component will support the incremental operating costs of the Project, including the operation
of the Project Management Unit (PMU) and the respective Project Implementation Units (PIUs).
The component will also include the creation of small, temporary field implementation offices with
necessary equipment, furniture, etc. In addition, the component will include consultancies required
for the preparation and supervision of specific activities, trainings, exposure visits and knowledge
exchange programs. An agency will be appointed to provide technical and social support to the

X. MANAGEMENT INFORMATION SYSTEM (MIS)
A MIS has been developed by the project team for monitoring of works and compliance on social
and environmental aspects. The PMU/PIU is strengthening the existing MIS and regularly
improvising it on need basis for the management of the information database, which is an online
tool for gathering updates by the implementing units. This database is also available on the Project
website http://www.ukdisasterrecovery.in as part of regularly sharing information with the public.
The Project Performance Monitoring System is managed by Mr. Manoj Kumar Bisht, Monitoring &
Evaluation Expert (Executive Engineer, PWD), at PIU (R&B), PWD, UDRP.
The following new features have been recently added to the project MIS:-

Pics Blog System:
This has Reference to the pictures being uploaded on the project website. Under this section an
Individual can comment over photographs based on common parameters like Environments
Safeguards, Quality of works, Social Issues, Suggestion & any other photo related issue. This blog
has been placed in picture section, wherein individual experts/officials can comment on the photo
uploaded by the field PIU or concerned staff, to ask a question or objection over the picture.
The experts / officials can ask questions or suggest changes etc, on the blog portion and the person
who have uploaded the picture shall get an email to respond to the same. In this system, the data
collector also receives a message alert on his telegram messenger as soon as the comment gets
posted by any expert on his picture. The email is also sent to the comment user, data collector and
related PIU as well as DSC of the sub projects.

Quality Perception Report:
Under this section an Expert who are moving to field, can give their ratings to the related work
carried out according to the work program. Quality report describes the materials which are being
used in the field. The rating parameters are Excellent, Very Good, Good, Average, Poor &Worst.
After rating the User/Expert can give some remarks for the activity, also put comment as Over All
Remark. Concerned Experts, PIU and related FPIU also get email as a remark alert by our website.

Ranking & GAP Report:
GAP Report is to analyse the lead / lag report of subproject from the management information
system for following parameters, such as Physical progress, Quality report, environment & Social
report, total number of pics uploaded per month and test report. This report is a combination of the
all the major reports available in our MIS.

File Tracking System:
The File tracking system is to help the management analyze the movement of files in the Project’s
internal system. Under this system the following can be measured:-

File moves from one office to another and at times work gets delayed at some point due to some
reasons, this system can calculate time of movement. In this system, the user have to create file and
attempt the instance for sending file to another hierarchy. User also receives a message alert via
SMS when file is acknowledged by another recipient. The email is also sent as an alert to the both
user, and a reminder is also given to users as per suitability. The system has been created to check
the movement of files and to remove any discrepancy in file movement.

XI. COMPREHENSIVE REPORT ON SAFEGUARD COMPLIANCE
The social and environment safeguards specialists appointed at the PMU conducted various
trainings and workshops for UDRP staff, Field PIU officials, Design and Supervision Consultants
(DSC), Engineers, Contractors. Two training programs / workshops were conducted in the month of
September one each at Garhwal and Kumaon region. These workshops were intended to share the
findings of the Environment and social Audit. Regular field visits were also undertaken by the team
on most of the project sites. Attempts were made to visit most sites when work was in full swing
and conduct surprise checks so as to capture the ground reality. It was ensured that the copies (both
Hindi and English) of the ESMF are with the PIU’s, field PIUs and DSCs for reference.
The compliance on social and environmental safeguards is also captured in all Monthly Progress
reports submitted by the DSCs as well as the UDRP MIS. Below is a snapshot of the progress on
various social and environment indicators as captured in the MIS. For comparison purposes we
have provided a snapshot up to 31st March, 2017 and 30
th June 2017 respectively.

UDRP is the first project of its kind where such emphasis has been laid on socially and
environmentally sustainable reconstruction practices. The entire team of UDRP had been sensitized
about this and encouraged to question any practices or activities going against the basic principles
as outlines in the ESMF.
Implementation of environment and social safeguards under the project has helped the team
understand the importance of repeated and constant reinforcement when attempting to usher in a
behaviour change. The social and environmental experts at the PMU, through trainings, workshops
and field visits have tried to educate the project staff as well as contractors about how these
safeguards have to be perceived as an integral part of the reconstruction process. The significant
increase in compliance reflects the awareness of the contractors towards the social and environment
compliances.
Grievance Redressal Mechanism
A robust grievance redress mechanism plays a crucial role in the successful implementation of a
project. A grievance redress system serves to enhance transparency. It ensures that various
stakeholders have a place/portal to register their concerns, questions and rightfully seek answers
from the appropriate authorities. An effective system will also ensure that an issue or concern is
routed to the appropriate authority in case the beneficiary is unaware of this information.
Additionally, GRM also serves as a feedback mechanism necessary for the growth of the project.
With these goals in mind, a Grievance Redress System was set up for the Uttarakhand Disaster
Recovery Project. This process was initiated at the Project Management Unit on 20/03/2014. A two
member team, led by a Social & Community Development-Gender Specialist (SCDGS) was
constituted to operationalize this system. A grievance page was added to the
www.ukdisasterrecovery.in website and the phone number (0315-2708376) designated for
registering complaints was publicized. This number was given out to all PIUs, Field PIUs, district
administration and local media to ensure widespread awareness. The state Disaster Mitigation and
Management Center (DMMC) was also asked to circulate the phone number in all affected districts.
In district Chamoli, public announcements were also used by the district administration to ensure
that people knew about the grievance mechanism amongst other aspects of the project.

At the district level, the District Disaster Management Officer (DDMO) is the nodal point for
receiving grievances. A GRM committee has been constituted at the district level in all affected
districts to register and resolve grievances or direct them to appropriate authority. The DDMO
maintains a register of all complaints/issues received related to the project and escalates the issue as
required.
Notwithstanding the way the grievance is received, each reported issue is registered on the project
website along with all necessary details. This is available for public view. A beneficiary or his
representative can also register their grievances directly on the website if they have internet access.
This log of grievances is reviewed weekly by the social and community development specialist at
PMU and a letter sent to the respective PIU urging them to resolve these at the earliest. The GRM
Executive/DEO also contacts the district administration, Field PIU or any other person who may
have the required information to resolve an issue.
Once an issue is resolved, the status is updated on the website. It is also ensured that the
beneficiaries are updated about the progress of their registered complaints and action taken through
calls from the GRM executive/DEO.
