(pg. 17) 2.8 Agdez Detention Center This detention center, which is located in the Legulaui Palace in the city of Agdez, consists of a two-floor, 6,500 m 2 bunker. It was constructed in 1948 of sand, similar to the Leglaui palaces in the region. The French authorities utilized the center during the colonial period. During the 1960s, it was used by residents to celebrate weddings and the festivals of Ahuach. Beginning in 1976, it was used to hold prisoners who had been detained during the events of 1973 and were transferred from the Takounit detention center, as well as Saharawi prisoners who were interned following the wave of imprisonments that began in November of 1975. Almost 200 men and women were detained in the regions of Zak, Lebouirat, Lemsayed, Tarfaya, Goulimin, Rabat, Meknes, Asafi, Agadir, and Inzegan. The majority of them were taken in civilian vehicles to the national security headquarters in Agadir before being transferred to Agdez on July 3, 1976. On October 23, 1980, the prisoners were transported in terrible conditions from Agdez to the Magouna detention center. They were carried in military vehicles with their feet and hands tied and their eyes blindfolded. Such conditions caused the death of one of the prisoners during transfer. 2.8 Agdez Detention Center

The French authorities utilized the center during the colonial period. During the 1960s, it was used by residents to celebrate weddings and the festivals of Ahuach.

Beginning in 1976, it was used to hold prisoners who had been detained during the events of 1973 and were transferred from the Takounit detention center, as well as Saharawi prisoners who were interned following the wave of imprisonments that began in November of 1975. 2.9 Kalaat Magouna Detention Center

The Fort El Glaoui, in the city of Kalaat Magouna (Magouna Castle), is situated on a hill that dominates the city, and is the proprety of the Auxiliary forces.

Chapter 1. Clarification of the whereabouts of the 210 people from the southern provinces that had disappeared:

1.1. Those who died during the armed battles in the southern provinces:

144 people died during the armed confrontations of the conflict in the southern provinces, classified as the following:

• 40 people were killed and buried on the sites of the battles, 8 of whom were buried in Zmoul Iniran, 8 in Uad Lehbaichi in Hauza, 1 in Argub, 4 in

Lehraichia, 3 in Oum Dreiga, 2 in Sabjet Aridal, 2 in Mahbes, 1 in Daora, 1 in Ichrakan, 2 in Bucraa, 1 in Bojador, 4 in Aguerguer, 1 in Legzal near Farsia, 1 in Janguet Znaitmat in Amgala, 1 in th north of Benamira in Farsia.

• 88 people died during different battles in various regions of the southern provinces of the Kingdom between 1975 and 1989, in Farsia, Hauza, Smara, Guelta Zemur, Irni, Amgala, Bir Lehlu, Lemaalek, Achaab, Tartak, Tifariti, Chbai, Douihib, Zak, Lemzareb, Ghnaiyat, Lektaifa, Mahbes, in addition to the aforementioned sites.

• 12 people could not be identified because their bodies were burned on the battlefield.

• 4 people perished in hospitals after having been wounded in the battles and taken for medical care because of their wounds, which proved to be mortal. They were buried in the cities of Marrakech, Agadir, El Aaiun, and Salé.

1.2. Prisoners delivered to the International Committee for the Red Cross

66 people were captured during the battles and handed over to the International Committee of the Red Cross, which took responsibility for transferring them to Tindouf in the southern region of Algeria on October 31, 1996.

2. Those who died during forced disappearances in detention centers in the southeast:

The Task Force was able to clarify the identity of 90 people who died during imprisonment and observe the places where they were buried in Tazmamart (32), Agdez (32), Kalaat Magouna (16), Takounit (8), Karama (1), and Presa Mansour Dahbi (1).

V- Regarding the elaboration of the lists:

This appendix contains the complete list of victims whose final whereabouts were previously unknown, classified according to the offenses to which they were submitted, the centers where they were imprisoned, or by group. The groups have been broken down – where possible – according to the type and date of the offense.

To begin, each group is identified with a summary of what the Task Force and the Consultative Council discovered, as well as the ordering of the members to the group.

To elaborate the facts included in this annex, the Task Force based its conclusions on the results reached by the Consultative Council or the task force according to the applications handed over by the families to the Council, the details included in the judgmental resolutions it issued or that were issued by the independent committee of reparation, the lists adopted by the human rights organisations and international organisations and the works of investigation including the testimonies of the victims and the survivors and the answers of the authorities.

VI- The list of the survivors of prolonged forced disappearance and those who died after arbitrary dentention and disproportionate use of force, as well as those who were sentenced to death,

classified according to the timeline of the events and the centers in which they were detained.

3. Those who died in arbitrary detention between 1961 and 1992 – a total of 191 people, among them 14 children and 11 women:

During its mandate, the Institution Justice and Reconciliation organized closed-door interviews with the participation of victims of arbitrary arrest from the largest and most infamous centers. The participants were selected based upon previously established criteria. The interviews were arranged with the following objectives in mind:

• Investigate the circumstances surrounding the arbitrary arrest and the mistreatment involved in them, especially physcial and psychological torture.

• Collect information regarding the names of those who died in these centers and the circumstances surrounding their deaths.

The interviews allowed for the comparison among the lists published by the associations, the claims placed before the Task Force that correspond to the same time period, and the facts included in the responses from security forces. Furthermore, the activities of the Follow-Up Committee allowed for the discovery of the whereabouts of pending cases of the disappeared, as well as the verification of their deaths during detention.

The Consultative Council has information on the places where many of the following victims have been burried. The resolutions published by the Task Force and the Follow-Up Committee include recommendations to the government to continue all necessary means to identify the places of burial and inform the concerned relatives.

3.1.5 Those who died in clandestine centers in Casablanca (3 cases):

Hassana Omar Skena Belaou:

Born in 1945 in El Aaiun, he was an employee of the Ministry of Equipment. He was taken on June 12, 1987, from the hotel in Casablanca where he was staying while completing administrative training. There is strong evidence suggesting that he died during detention.

3.2.6 Those who died in clandestine centers in Rabat (6 cases):

El Houssein TAMEK

Born in 1956 in Assa. He and a friend were arrested on a street in Rabat in May of 1977 after being followed by civilian police officers. His friend was injured durin the pursuit and was taken to a hospital, from which he was able to escape. Meanwhile, Mr. El

Houssein Tamek was taken to a clandestine center in Rabat. There is strong evidence suggesting that he died during detention.

3.3. Those who died on military bases in the southern provinces (115 in total, and among them 14 children and 11 women):

3.3.1. Children:

During the trace operations carried out in the desert of the southern provinces by the Moroccan military in an attempt to limit the attacks of the Polisario Front, a number of children were captured with their families and held on military bases in conditions that were not appropriate for their needs, 14 of them died during their imprisonment due to their ages and their physical resistance. The following is a list of their names and the circumstances surrounding their deaths:

Aziza Brahim Sid:

Captured with her mother in February of 1976 and incarcerated together in the base of the Rapid Reaction Forces of Inzegan. After approximately one month of being detained, she died at the age of three or fourth months.

Raguia Zahou:

Born on July 20, 1963, in Goulimin. In January 1976, Raguia, along with her brother Mohamed Zahou and her sister Safia Zahou, was taking care of the family livestock in Zouisel when they were attacked by an army unit, which detained them and transported them – with their hands bound and their eyes blindfolded – to a denetion center in Tan Tan. After 7 months, her sister Safia was released because of her detiorating health. There is strong evidence suggesting that she died during detention.

Teslem Salami:

Detained at 5 AM one morning in February of 1991 by civil police officers traveling in a Renault 4 vehivle. There is strong evidence suggesting that she died during detention.

Batoul Mousaoui:

Born in 1964, she was captured with her brother while they were caring for livestock in January 1977. There is strong evidence suggesting that she died during detention.

Mohamed Zahou:

Born on December 10, 1961 in Goulimin. He was detained with his sisters Raguia and Safia in January 1976 in Zouizel. They were relocated to a detention center in Tan Tan. After 7 months, his sister Safia was released because of her deteriorating state of health, but the whereabouts of Mohamed and his sister Raguia are still not known. There is strong evidence suggesting that he died during detention.

El Walid Belgadi Mahfoud:

Born in June 1975, he was incarcerated with a number of his family members, including his mother, who was detained during the same month. They were held together in the

military base in Smara. His mother was released in 1977, but the child died during his detention.

Mohamed Mouloud uld Brahim uld Mahmoud:

Born in 1968. He was detained with his father in 1976 and was held in the military base in Smara. After this, no news of him was given. There is strong evidence suggesting that he died in the military base in Smara.

Mustapha uld Brahim uld Mahmoud:

Born on May 7, 1966, in the region of El Aaiun. Along with his brother and his father, he was detained in January 1976 near Smara. They were relocated to the military base in Smara. He died at the end of January 1976.

Abderrahman Barra uld Salma:

Born in 1972. He was detained with other members of his family in October 1975. They were relocated to the base of the auxiliary forces of Teglit near Goulimin, where he died.

Mohamed Barra uld Salma:

Born in 1973 in Saguia el Hamra. He was detained with his mother in October of 1975. He was relocated with her to the base of the auxiliary forces of Teglit near Goulimin, where he died in the same year.

Horma Barra uld Gali:

Born in 1975. Being an infant, he was detained with members of his family in October 1975. They were relocated to the base of the auxiliary forces of Teglit near Goulimin, where he died.

Taleb Dih uld Mohamed uld Ali:

Born in 1966 in Goulimin. He was detained with his mother at the beginning of February 1976. They were relocated to the base of the auxiliary forces of Teglit near Goulimin, where he died in July 1976.

Brahim Barra uld Mohamed Salem uld Ali Salem uld Ahmed:

Born in 1970 in Smara. He was detained with his mother Fatma ment Bouya Amer in 1976 in the region of Tifariti. There is strong evidence suggesting that he died during detention.

Bachir uld Khatri uld Ali:

Born in 1962 in Bucraa. He was captured and imprisoned in 1976. There is strong evidence suggesting that he died during detention.

3.3.2 Women:

There were 11 women that died in detention in military base. The following is the list of their names and the circumstances surrounding their deaths:

Fatma ment Naser:

Born in 1949. Captured by the army in the Um Sabaa zone of the region of Tan Tan in September 1975. She was taken to military base in Lemsayed, near Tan Tan, where she was held in difficult conditions, which caused her death in 1976.

Embarka ment Daf uld Sid Salek:

Born in 1923 in Saguia El Hamra in Smara. She was detained by the royal army in Smara in June 1976. She was relocated to the military base in Smara. There is strong evidence suggesting that she died during detention.

Fatma ment Bouya Amer:

Born in 1944 in Saguia El Hamra. She was detained by the army in Smara at the beginning of 1976. She was taken to a military base in Smara. There is strong evidence suggesting that she died during detention.

Khira Talbi:

Born in 1953 in El Aaiun. She was detained on Jne 15, 1976. There is strong evidence suggesting that she died during detention.

Lekbira ment Mohamed Lamin uld El Houssein:

She was captured by the army in the Izic zone in south of El Aaiun in February 1978. There is strong evidence suggesting that she died during detention.

Mgaibila ment Mohamed Salem:

She was captured by the army in the city of Tan Tan in 1979. There is strong evidence suggesting that she died during detention.

Salka Bachri Bay:

Born in 1940 in Saguia El Hamra. She was taken from her home in Marrakech by the pólice on May 1, 1980. There is strong evidence suggesting that she died during detention.

Khnata Ayad:

Born in 1942 in El Aaiun. Although pregnant, she was detained in June 1983. She was held in the headquartes of the Rapid Reaction Force in El Aaiun. She died one week after being detained.

Djimmy Fatimetou ment Ahmed Salem Abbaad:

Born in 1927 in Saguia El Hamra. She was detained by the police in Agadir on April 4, 1984, and held in the headquarters of the Rapid Reaction Force in El Aaiun in difficult conditions, which caused her death.

Gaili El Bourhimi:

Born in 1951. She was detained by the pólice on February 22, 1985. She was held in the headquarters of the Rapid Reaction Force in difficult conditions, which caused her death.

Fatma Lehmadi Cheikh Ahmed:

She was detained in the Miran region on July 22, 1993, along with her sister Mariam Lehmadi in the security center in Smara. There is strong evidence suggesting that she died during detention.

3.3.3 Men:

There were 91 men who died while benig detained in military base. Here is the list with their names:

Sidi Mohamed Bachir Abaii:

Born on June 3, 1953, in Tifariti (Smara region). He was detained in October of 1975 and taken to military base in Smara. There is strong evidence suggesting that he died during detention.

Salek uld HayAllah uld Mohamed uld Sidi El Abd:

He was detained in January of 1975. He was taken to military base in Zak where he died.

Said uld Salem uld Baa:

He was detained in the fall of 1975 and taken to military base in Zak, where he died.

Mohamed Fadel Leghdal:

Born in 1923 in Assa. He was captured in Assa Zak province of the Leouinkat region on May 28, 1977. He died during his detention.

Mustapha uld Saleh ul Hnini uld Loud:

Born in 1948 in Saguia El Hamra. He was detained by the army in Hauza in 1976. He was held in military base in the same area. There is strong evidence suggesting that he died during detention.

Mohamed Mohamed Embarek El Bouhal:

Born in 1950 in Saguia El Hamra. He was detained in 1975 and held in military base in Hauza. There is strong evidence suggesting that he died during detention.

Born in 1950 in Smara. He was detained in 1975 and held in military base in Hauza. There is strong evidence suggesting that he died during detention.

Born in 1927 in Ydeiria. He was detained on November 12, 1975, and taken to military base in El Msayed near Tan Tan, where he was held in extremely difficult conditions, which brought about his death during his detention.

Born in 1925 in Ticharaj. He was detained on November 12, 1975, and taken to military base in El Msayed near Tan Tan, where he was held in extremely difficult conditions, which brought about his death during his detention.

Mohamed uld El Bou uld ElBachir:

Born in 1948. He was detained on November 12, 1975, and taken to military base in El Msayed near Tan Tan, where he was held in extremely difficult conditions, which brought about his death during his detention.

Laarusi uld Salem uld Bela:

Born in 1952 in Saguia El Hamra. He was detained on November 12, 1975, and taken to military base in El Msayed near Tan Tan, where he was held in extremely difficult conditions that brought about his death during his detention.

Sidi uld Mohamed uld El Kouri uld Salek :

Born in 1934. He was detained in the Taghajijt region in 1975 by army elements and the military police. He was taken to military police headquarters in Tan Tan where he was held in extremely difficult conditions, which brought about his death during his detention.

Abba Ali Zaid:

Born in 1944 in Saguia El Hamra. He was detained on December 30, 1975. He was held in the military base in El Btana until his death in 1976.

Uld Ahmed Didi Bachir Mohamed Saleh:

Born in 1954 in Jdeiria. He was detained on November 12, 1975, and taken to military base in El Msayed near Tan Tan, where he was held in extremely difficult conditions that brought about his death while in detention.

Abdellah uld Masaoud uld Abdelkader:

He was detained in March of 1975. There is strong evidence suggesting that he died during detention.

Taleb uld Mohamed Mouloud:

Born on May 5, 1954. On November 17, 1975, he was detained in the street along with his brother, both of whom were taken to the military base in Hchaicha. His brother was released on July 30, 1976, while Taleb remained in internment with Mr. Faisel El Othmani. After one year and eight months, Faisel El Othmani was released while Taleb was kept in the same base. There is strong evidence suggesting that he died during detention.

Mohamed Lamin uld Sid uld Laabeid uld Hamma:

Born in 1948 in Smara. He was detained along with his uncle on November 25, 1975. He was taken to military base in Smara. There is strong evidence suggesting that he died during detention.

Mohamed Hmaidi:

Born in 1956 in El Aaiun. He was detained in November 1975. He was taken to military base in El Aaiun and held until his death during internment.

Bounan Lehbib:

He was detained in November of 1975 along with his father. There is strong evidence suggesting that he died during detention.

Makhlouf Mohamed Salem ul Laabeid uld Hamma:

Born in 1925 in Smara. He was detained on November 25, 1975. He was held in the military base in Smara. There is strong evidence suggesting that he died during detention.

El Fater Hamoudi Abdi:

Born in 1935. He was detained by the army in 1975. He was held in military base in Bouizakaren. He was later relocated to a detention center in Agadir, where he died at the end of 1975 as a result of his asthma.

Sidi Ahmed uld Sidi Hamad Charki:

Born in 1946 in Agraguer near Bir Enzaran. He was detained at the end of 1975. He was taken to military base in Bir Enzaran, where he was held until his death.

Lehdad Salem:

Born on January 1, 1953, in Tan Tan. He was detained on July 10, 1975, in Foum Lehsen. He was taken to the military police headquarters in Bouizakaren where he was held. There is strong evidence suggesting that he died during detention.

Mnaisir Lehbib uld Abdellah:

Born in 1936 in Smara. He was detained in the Foum Lehsen region in 1975. He was held in the centers of Tan Tan, Bouizakaren, Inzegane, and Agadir. He was then taken to military base in Sidi Ifni, where he remained until his death in 1977.

Samni Salama:

Born in 1954 in El Aaiun. He was detained in November of 1975. He was held in military base in the Lehchaicha region. There is strong evidence suggesting that he died during detention.

Malainin uld Salek uld Hay Allah uld Mohamed El Abde uld SIdi:

He was detained during November of 1975. He was taken to military base in Zak. There is strong evidence suggesting that he died during detention.

Abdu uld Ahmed uld El Fater:

Born in 1945 in Saguia el Hamra. He was detained in Taghajijt near Bouizakaren in 1975. He was relocated to military base in Foum Lahsen. There is strong evidence suggesting that he died during detention.

Khatri uld Hamdi uld Lehbib Badda:

Born in 1917 in Smara. He was detained in 1976 in Tafilalet. He was relocated to military base in Tafilalet. There is strong evidence suggesting that he died during detention.

Ahmed Baba uld Yahya Dleimi:

Born in 1953 in Dakhla. He was detained near Bir Enzarane in January 1976. He was held in the military base in Sidi Ifni until his death at the end of 1977.

Mahfud uld Mohamed Ahmed uld Hmen:

Born, according to Spanish records, on March 9, 1954. He was detained near Bir Enzaran on February 28, 1976. He was held in military base in Sidi Ifni, where he remained until his death at the end of 1977.

Ahmed Barra:

Born in 1901 in Tafudaret (El Aaiun). He was detained in the Uad Draa region near Tan Tan on January 12, 1976. He was held in military police headquarters in Tan Tan and Agadir. He was later relocated to military base in Sidi Ifni, where he remained imprisoned until his death in 1978.

Mohamed Yeslem uld Mohamed Ismail uld Otman:

Born in 1953 in Dakhla. He was detained near Bir Enzaran in January 1976. He was held in military base in Agadir. He was later relocated to military base in Sidi Ifni, where he remained until his death in 1977.

Haboub uld Mailed uld Sidi:

Born in 1941 in Saguia El Hamra. He was detained near Zak on January 4, 1976. He was relocated to military base in Foum Lahsen where he died on January 8, 1976.

Embarek Badda:

He was detained in 1976 in the Um Dreiga region. He was held in military base in Guelta Zemur for closet to six months. There is strong evidence suggesting that he died during detention.

Sidi Mohamed Fadel El Alaoui:

Born in 1953 in El Aaiun. He was detained in the Izic region south of El Aaiun and held in military base. There is strong evidence suggesting that he died during detention.

Brahim Mayara Mahyub:

Born in 1951 in Negyia. He was detained on February 17, 1976, in the regino of Yreifia near Bojador. He was relocated to military base in Bojador. There is strong evidence suggesting that he died during detention.

Hassena uld Bachri uld Sidi:

He was detained with his brother Hamdi uld Bachri uld Sidi in March of 1976 in the region of Ydeiria after a military attack on the area. There is strong evidence suggesting that he died during detention.

Hamdi uld Bachri uld Sidi:

He was detained with his brother Hassena uld Bachri uld sidi in March of 1976 in the region of Ydeiria after a military attack on the area. There is strong evidence suggesting that he died during detention.

El Hafed uld Hamma uld Embarek:

He was taken from his home at 10 AM on July 10, 1976, in front of his wife and his son. After one week of imprisonment, his family was allowed to bring food and blankets to the base where he was being held. The family was never again given any news about him. There is strong evidence suggesting that he died during detention.

Saidi Embarek:

Born in 1944 in El Aaiun. He was detained with his sister Um Barka in 1976 in the Uad Bucraa region. His sister was released, while his whereabouts are not known. There is strong evidence suggesting that he died during detention.

Nayem uld Brahim uld Ahmed Salem:

Born in 1955 in Smara. He was detained in 1976 along with his brother Sid Ahmed Brahim Lemouahed in the Tazua region of Smara. There is strong evidence suggesting that he died during detention.

Radi uld Brahim uld Laulad uld Abdellah:

Born in 1957 in Ydeiria. He was taken from his home in Ydeiria in 1976. He was imprisoned in military base. There is strong evidence suggesting that he died during detention.

Brahim Salem uld Ahmed uld Hmeida:

Born in 1953 in Ydeiria. He was detained in July 1976 in Amgala. He was relocated to military base in Smara, where he died during his detention.

El Gadi Jalil Emhamed El Musaoui:

Born in 1920 in El Aaiun. He was detained in 1976 and imprisoned along with a group of others in a detention center in Kenitra until 1980. There is strong evidence suggesting that he died during detention.

Babit Sidi Mahyub:

Born in 1956 in El Aaiun. He was taken from his home on September 20, 1976. There is strong evidence suggesting that he died during detention.

Chuij uld Ali:

Born in 1959 in Lemsayed. He was taken from the house of his family in Lemsayed in 1976, along with his brother. There is strong evidence suggesting that he died during detention.

Mohamed uld Ali:

Born in 1962 in Lemsayed. He was taken from his family’s house in Lemsayed in 1976, along with his brother. There is strong evidence suggesting that he died during detention.

Braira Mojtar uld Embarek:

Born in 1925 in Hagunia. He was detained by military pólice on March 26, 1976, in Hagunia. He was relocated to military base in Hagunia where he died during his detention.

Mohamed Fadel uld Ahmed uld Ali Ahmad:

Born in 1925 in Hagunia. He was detained by military police on March 26, 1976, in Hagunia. He was relocated to military base in Hagunia where he died during his detention.

Nafaa Bachir Abdelkader:

Born in 1924 in Hagunia. He was detained on March 27, 1976, in Hagunia. He was relocated to military base in Hagunia where he was held until his death.

Ala Jatri Mohamed Embarec:

Born in 1945 in El Aaiun. He was detained by the army in January 1976 near Dcheria (El Aaiun) and taken to military base. There is strong evidence suggesting that he died during detention.

Abdelyalil Garai:

Born in 1956 in El Aaiun. He was taken from his family’s home in 1976. He was taken before a military court. There is strong evidence suggesting that he died during detention.

Bedad Tagui uld Sid Ahmed:

Born on January 8, 1921, in Tarfaya. He was detained by military police in Hagunia on March 26, 1976. He was relocated to military base in Hagunia where he was held until his death.

Mohamed Lamin Ouissi:

He was detained along with his father in October 1976. Both were taken to the base of the Rapid Reaction Force in Tan Tan, where they were held in difficult conditions, resulting in his death.

Mohamed Farayi Salem uld Suelem:

Born in 1943 in Daora El Aaiun. He was detained on April 6, 1976, and taken to the military police center in El Aaiun. He died during his detention there.

Bachir uld Mohamed uld Abdi uld Sidi Ahmed:

He was detained in Smara in 1976 and taken to the military base in Smara. There is strong evidence suggesting that he died during detention.

Baba Sidi Omar El Moussaoui:

Born in 1912 in Smara. He was detained in July of 1976 and taken to the military base in Smara. There is strong evidence suggesting that he died during detention.

Salama uld Mohamed Ali uld Sidi Ahmed El Karcha:

Born in 1940 in Smara. He was detained in July of 1976 and taken to the military base in Smara. There is strong evidence suggesting that he died during detention.

Litim Faryi:

He was taken from his family’s house in El Aaiun by the army in 1976 and brought to military base. There is strong evidence suggesting that he died during detention.

Mohamed Fadel uld Bachir uld Sidi Ahmed:

Known as Hainan, he was born in 1939 in Smara. He was detained in Smara in February 1976. He was taken to one of the military bases in Smara. There is strong evidence suggesting that he died during detention.

Gali Mojtar Sidi Hamad:

Born in 1921 in Uleitis in Smara. He was detained by the army in the Amgala region of Smara in 1976. He was taken to a military base in Smara. There is strong evidence suggesting that he died during detention.

Mohamed uld Mohamed Embarec uld Brahim El Almi:

Born in 1948 in Ydeiria in Smara. He was detained in December and taken to a military base in the city. There is strong evidence suggesting that he died during detention.

Mustafa uld Brahim uld Mahmud:

Born in 1966. Along with his father, he was detained in 1976 and was held on a military base in Smara. There is strong evidence suggesting that he died during detention.

Brahim uld Mahmud:

Born in 1936. He was detained with his two young boys in 1976 and was taken to a military base in Smara. There is strong evidence suggesting that he died during detention.

Abeiri Mehdi Salek:

Born in 1956 in Mahbes. He was detained in July of 1976 and held on a military base in Smara. There is strong evidence suggesting that he died during detention.

Amehnan uld Ahmed uld Nafii:

Born in 1936 in El Aaiun. He was detained in Smara in February of 1976. He was taken to the royal military police headquarters in Smara. There is strong evidence suggesting that he died during detention.

El Hafed uld Hamma uld Embarec:

Born in 1937. He was detained in Smara on July 10, 1976. He spent around three months interned at the military base in Smara. There is strong evidence suggesting that he died during detention.

Mailed uld Brahim uld Salem:

Born in 1953 in Smara. He was detained by the royal army in Smara in January 1976 and taken to a military base in Smara. There is strong evidence suggesting that he died during detention.

Haimad uld Omar uld Bahia:

Born in 1932 in Saguia el Hamra. He was detained by the army in Amgala in 1976 and taken to a military base in Smara. There is strong evidence suggesting that he died during detention.

Salma uld Daf uld Sidi Salec:

Omar uld Buzeid uld Belmuden:

He was detained by military pólice and the army on July 10, 1976, and taken to a detention center in Smara. There is strong evidence suggesting that he died during detention.

Mohamed Abdellah uld Ramdan uld Mohamed Lamin ul Saiba:

Born in 1925 in Smara. He was detained by the army on February 22, 1976, in Amgala and driven to a military base in Smara. There is strong evidence suggesting that he died during detention.

Mohamed Salem Embarec:

Born in 1942 in Smara. He was detained in Rbaib in Smara on July 10, 1976, adriven to the headquarters of the military pólice, and later transferred to a military base in Smara. There is strong evidence suggesting that he died during detention.

Mohamed Lamin Mohamed Fadel Cheij:

Born in Smara in 1925. He was detained in Smara on July 10, 1976, and was first taken to a military base before disappearing. There is strong evidence suggesting that he died during detention.

Mohamed uld Bachir uld Aila:

Born in 1958 in Smara. He was detained in Smara on July 10, 1976, and spent approximately three months interned in a military base in Smara. There is strong evidence suggesting that he died during detention.

Mohamed Salem uld Ahmed El Abde uld Yahdih:

Born in Smara in 1948. He was detained in 1977 in a wave of imprisonments that affected many herders in the Jreifia region. There is strong evidence suggesting that he died during detention.

Jalil uld Didi:

Born in Smara in 1948. He was detained in January of 1977, 18 km from the city of El Aaiun. He was imprisoned in th Marsa jail of El Aaiun. There is strong evidence suggesting that he died during detention.

Mohamed El Kori El Musaui:

Born in 1957 in El Aaiun. Along with his brother, he was detained in January of 1977 when the two were tending to livestock in the Izic area of the region of El Aaiun. There is strong evidence suggesting that he died during detention.

Ahmed uld Sidi uld Abdelhadi:

He was detained in 1977 and jailed with a group of prisoners in a military prison in El Aaiun. There is strong evidence suggesting that he died during detention.

Abba Mohamed Salem:

He was detained on January 27, 1977, in Uad Msik and was taken by helicopter to a base in Tan Tan. There is strong evidence suggesting that he died during detention.

Mohamed Lamin uld El Husein:

He was detained in the region of Izic, south of El Aaiun, in February of 1978 and taken to a military base. He died during his detention.

Ali Zergui:

Born on November 16, 1961, in Raisani. He was detained in 1978. There is strong evidence suggesting that he died during detention.

Sidi Baya El Idrissi:

Born in 1964 in El Aaiun. He was detained near the Hassan II Airport in El Aaiun in 1979. He was taken to the air force base in El Aaiun, where he was kept in difficult conditions, which resulted in his death in 1979.

Mohamed Fadel Yed Ahlu Sid:

He was detained near El Aaiun on October 25, 1986, after being hit by a bullet in an armed battle. He spent four months – from October 1986 to February 1987 – at a military base. There is strong evidence suggesting that he died during detention.

Mohamed Ayach:

Born in November 1968 in El Aaiun. He was detained on November 20, 1987. He was taken to an auxiliary forces base, known as the base of El BIR situated in El Aaiun beach, and thereare strong evidences suggesting that he died during detention.

Uahman Nafii uld Mailed Hamma:

Born in 1957 in Tan Tan. He was detained in 1988 near Smara and jailed with a group of prisoners at an army base in Uad Saguia El Hamra. There is strong evidence suggesting that he died during detention.

3.4. Those who died in the civilian prison in El Aaiun, and they were 23 men:

Abah Ali Salem Embarec:

He was detained in Bir Lehlu in 1976 and taken to civilian prison in El Aaiun, where he was held in difficult conditions, resulting in his death.

Ali Salem Bachri Brahim Alamin:

He was detained in Smara on July 10, 1976. He was taken to a military base in Smara and later transferred to the civilian prison in El Aaiun, where he was held in difficult conditions, resulting in his death.

Emrabih Mohamed Embarek:

Born in 1953 in Smara. He was taken from his store in Smara on July 10, 1976. He was taken to a military base in Smara and later to the civilian prison in El Aaiun, where he was held in difficult conditions. He died in 1977 during his imprisonment in said prison.

Bachri Alamin Alamin:

Born in 1953 in Amgala. He was detained on July 10, 1976, in Smara. He was taken to a military pólice center in Smara and later to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death in 1977.

Hamma El Bilal Mohamed Salem:

Born in Smara in 1933. He was detained in Smara on July 10, 1976. He was taken to a military base in Smara and later to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death in 1977.

Hamadi uld Baba uld Embarec:

Born in Guelta Zemur in 1956. He was detained in march of 1976 in El Aaiun. He was taken to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death.

Sidi Ahmed Brahim Lemouahed uld Ahmed Salem:

Born in 1945 in Dakhla. He was detained in the region of Tazua in 1976. He was taken to the civilian prison in El Aaiun, where he was held in extremely conditions, which resulted in his death in said prison.

Ali uld Nayem uld Fekou:

Born in 1953 in Uelitis. He was detained in Smara on July 10, 1976. He was taken to a military police center in Smara and later to the civilian prison in El Aaiun where he was held in extremely difficult conditions, resulting in his death in 1977.

Mohamed Ahmed El Arbi:

Born in 1954 in Smara. He was detained in Smara on July 10, 1976. He was taken to a military police center in Smara and later to the civilian prison in El Aaiun, where he was held until his death.

Mohamed uld Salec uld Nayem:

He was detained in Bir Lehlu to 1976. He was taken to the military police center in El Aaiun and later to the civilian prison in El Aaiun, where he was held in extremely difficult conditions until his death.

Uadadi uld Brahim uld Saleh:

Born in 1932 in Miyek in the Sahara. He was detainde in the region of Bir Lehlu in March of 1976. He was taken to the civilian prison in El Aaiun where he was held in extremely difficult conditions, resulting in his death.

Abba Ali uld Mustafa uld Mohamed Sgueir:

Born in 1922 in Uad Saguia El Hamra. He was detained on July 10, 1976. He was taken to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death.

Ahmed Mohamed Salem El Arbi:

Born in 1945 in Smara. He was detained on July 10, 1976, in Smara. He was taken to a military pólice center in Smara and later to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death in 1977 in said prison.

Bachir uld Lehbib uld Lebuihi:

Born in 1959 in Guelta Zemur. He was detained in Smara on July 10, 1976. He was taken to the military base in Smara and later to the civilian prison in El Aauin, where he was held in extremely difficult conditions, resulting in his death.

Hamada Sidia Mohamed:

Born in 1945 in Guelta Zemur, in Smara. He was detained on July 10, 1976, in the region of Rbeiyeb. He was taken to a military base in Smara and later to the civilian prison in El Aiun, where he was held in extremely difficult conditions, resulting in his death.

Khatri Mohamed Lamin Baiya:

Born in 1930 in Smara. He was detained on July 10, 1976. He was taken to the royal military police center in El Aaiun and from there to the civilian prison, where he was held in extremely difficult conditions, resulting in his death.

Sid Ahmed Brahim Mohamed Sid Ahmed:

Born in 1945 in Smara. He was detained in Smara on July 10, 1976. He was held on a military base in Smara and later taken to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death.

Sidi Ahmed uld Babih Bahia:

Born in 1924 in Rauda. He was detained on July 10, 1976, in Smara. He was taken to the military pólice center in Smara and later to the civilian jail in El Aaiun, where he was held in extremely difficult conditions, resulting in his death.

Abidin uld Buzeid uld Alal:

He was detained in Um Dreiga, Guelta Zemur, in May of 1976. He was held in the Bir jail near the El Aaiun beach and later taken to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death.

Abdati Mohamed Salem Brahim:

Born in 1924 in Smara. He was detained in Smara on July 11, 1976. He was held at a military base in Smara and later taken to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death.

Mohamed Yeslem Mohamed Emhaimed:

Born in 1943 in Smara. He was detained in Smara on July 10, 1976. He was held at a military base in Smara and later taken to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death in 1977.

Mohamed Salem uld Salek uld Belgasem:

Born in 1950 in Smara. He was detained in Smara on July 10, 1976. He was taken to the military police headquarters in Smara and later to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death in 1977.

Mohamed Mulud El Mousaoui:

Born in 1902 in Smara. He was detained on May 15, 1976 in the region of Daora (near El Aaiun). He was taken to the civilian prison in El Aaiun, where he was held in extremely difficult conditions, resulting in his death in early 1977.

3.5. Those who died at the bases of the Rapid Reaction Forces (PCCMI) of El Aaiun and Dakhla, of whom there were 8:

El Hairech Bachir Limam:

He was detained by the pólice on May 20, 1977. He was held on the base of the Rapid Reaction Force in El Aaiun. He died during his internment.

Hanni Salama uld El Husein uld Brahim:

Born in 1960. He was detained on the highway between Smara and El Aaiun in September of 1980. He was taken to the base of the Rapid Reaction Force in El Aaiun, where he was interned. He died on May 4, 1990.

Abdelgani Araboub uld Abdeslam:

He was detained by the pólice on May 20, 1988. He was first held in the pólice headquarters and later was taken to the base of the Rapid Reaction Force in El Aaiun. There is strong evidence suggesting that he died at the same base.

Sidi Baya El Idrissi:

Born in 1964 in El Aaiun. He was detained near the Hassan II Airport in El Aaiun in 1979. He was taken to the airport’s military base where he was held in extremely difficult conditions, resulting in his death in 1979.

Mohamed Ahmed Rabani uld Mohamed Abderrahman:

Born on January 21, 1949. He was detained in El Aaiun in 1981. He was held at the base of the Rapid Reaction Force in El Aaiun. There is strong corroborating evidence suggesting that Mr. Mohamed Ahmed Rabani uld Mohamed Abderrahman died during his internment at said base.

Bumehdi Mulay Abdellah:

Born in 1969 in El Aaiun. He was detained by the pólice in a hotel in Casablanca on October 16, 1988. He was taken to Bojador, and from there to the base of the Rapid Reaction Force in El Aaiun, where he was held until he died.

Karum Ali uld. Abdeluadud :

Born on August 5, 1962, in Smara. He was detained in Smara on January 1, 1988. He was held at the base of the Rapid Reaction Force in El Aaiun, where he died on October 10, 1990.

Hamiya Hamdi :

He was detained by the pólice on May 20, 1977. He was held at the base of the Rapid Reaction Force in El Aaiun. He died during his detention.

3.6. Those who died after being taken to hospitals, of which there are three:

Omar Drach:

Born in 1921 in Sabkhet Saleh Mirleft. He was detained in the city of Tinznit at the end of August 1978. During his internment, he was taken to the hospital of Agadir, where he died on September 10, 1978.

El Kairaoun Said Mohamed Ahmed:

Born on October 28, 1965. He was detained by the pólice in El Aaiun on October 18, 1992. He was held at the base of the Rapid Reaction Force in El Aaiun. When his health deteriorated, he was taken to the hospital on November 2, 1992, where he died.

El Kotb El Hafed uld Yadih Ahmed Salek:

Born in 1973 in El Aaiun. He was detained by the pólice in El Aaiun on November 7, 1992. He was held at the base of the Rapid Reaction Force in El Aaiun. When his health deteriorated, he was taken to the hospital, where he died.

4. Victims of prolonged forced disappearances

During its mandate, the Justice and Reconciliation Task Force was able to organize interviews with groups of survivors from the centers in the southeast, along with the guards who guarded their cells. In these interviews – in which participated the survivors and their guards or the relatives of the survivors and the guards - the following objectives were completed:

1. Investigation of the circumstances surrounding the forced disappearances and the accompanying mistreatment.

2. Creation of a list of the detainees in these centers, including the survivors and those who died.

3. Determining of the dates of the deaths and the places of burial.

The interviews were also allowed the Task Force to identify the most important realities surrounding the forced disappearances in these centers:

• The complete denial of the violations by the public authorities throughout the entire process.

• The practice of forced disapearence against 62 prisoners belonging to the groups that participated to the two failed coup d’etat and who were sentenced by court, while others of the same group were not brought before justice.

• The duration of forced disappearances varied between one year and 16 years in the cases of those held in Agdez and Kalaat Magouna, but reached 18 years for those held in Tazmamert and 19 years for the Oufkir family.

The Task Force also visited burial sites in order to determine the precise dates of death of those buried, and proceded to the edentification of the tombs following the systems used by the guardias of the prisons in burying the dead bodies.

The Follow-Up Committee continued the investigations with the help of forsenic science experts.

Those cases studied concern the period from August 1972 until July 1991. The total number of victims of forced disappearances in the three centers is 394, among them 98 women. Of the 394, 92 died while imprisoned, among them three women.

4.2.4. Those who died in Agdez and Kalaat Magouna:

The Task Force had nine meetings with officials from the Ministry of the Interior, and visited Zagoura, Agdez, and Takounit between March 24-26, 2005, to verify the burial sites of those who died in the Magouna center. On April 16-18, 2005, it also carried out investigations in conjunction with the local authorities of Ouarzazat, Agdez, Zagoura, and Magouna, which allowed it to review the civil registry of the city of Agdez and confirm the deaths and their dates. It also heard testimony from former officials and agents of the auxiliary forces who were responsable for guarding the Agdez center.

After verifying the places of burials, the members of the Task Force performed three rounds of the Agdez center in the presence of witnesses who participated in the burials or witnessed them. The latter confirmed the death of 32 people, including three women, who died during their imprisonment and were buried in two areas that were separated from the rest of the tombs of the Agdez cemetary. The first areavcontained 11 tombs, and the second 21 tombs.

The Task Force determined the approximate dates of the deaths, which allowed it to identify each burial site and place a tombstone on top of it.

The Follow-Up Committee has continued its investigations to determine the identity of those buried in the tombs, enlisting the help of forsenic scientists and genetic analysts.

Those who died in Agdez, arranged according to manner of death, date of death, and place of burial – 32 total died, among them three women.

- The women who were buried in an area separated from the rest of the tombs in the Agdez cemetary, with 21 tombs:

o Fatma Bourhema Naaja ment Ali: Born in 1955 in Tan Tan. Detained, along with her mother and brother, in early 1976. All three were taken to Agadir. After spending almost six months in internment, the mother and brother where released while Fatma Bourhuma remained imprisoned. Transferred to the Agdez center where she died on June 10, 1976, as a result of the mistreatment she received during imprisonment.

o Fadma Ouharfou (ciudadana marroquí):

o Batoul ment Sidi Ali: Born in 1930. Detained in early 1976. Held in the Agdez center where she died on June 16, 1977, as a result of the mistreatment she received during her imprisonment.

- The men are buried in two areas that are separated from the rest of the tombs in the Agdez cemetary – 11 are buried in the first area and 21 in the second:

First area:

o Yich Benaser: Born in 1900 in Tan Tan. Detained in Zak in 1976. Held in various unofficial centers before being transferred to Agdez, where he died on June 29, 1976, as a result of mistreatment he received during his imprisonment.

o Salami Mohamed Said uld Oubeid: Born in 1928 in Saguia El Hamra. Detained in early 1976. Held in the Agdez center until his death on August 28, 1976, as a result of mistreatment he received during his imprisonment.

o Baira uld Hseina uld Mohamed Zamouti: Born in 1910 in Uad Draa in Assa. Taken from his house in Lebouirat in early 1976. Held in Tan Tan for one month, and was later transferred to the Agdez center until his death on August 30, 1976, as a result of mistreatment he received during his imprisonment.

o Did Dih uld Mahjoub: Born in 1929. Detained in early 1976. Held in various unofficial centers before being transferred to Agdez, where he died on September 2, 1976, as a result of mistreatment he received during his imprisonment.

o Cheikh uld Hamouda: Born in 1943 en Tan Tan. Detained in early 1976. Held in various unofficial centers before being transferred to Agdez,

where he died on September 23, 1976, as a result of mistreatment he received during his imprisonment.

o Nina Brahim uld Bouzeid: Born in 1906 in Zak. Detained in early 1976. Held in various unofficial centers before being transferred to Agdez, where he died on September 27, 1976, as a result of mistreatment he received during his imprisonment.

o Mohamed Embarec uld Sidi Mouloud: Born in 1928 in Saguia El Hamra. Detained in the region of Zak in early 1976. Held in various unofficial centers before being transferred to Agdez, where he died on October 4, 1976, as a result of mistreatment he received during his imprisonment.

o Haj Mohamed Lamin: Born in 1933. Detained in the region of Zak in early 1976. Held in various unofficial centers before being transferred to Agdez, where he died on October 8, 1976, as a result of mistreatment he received during his imprisonment.

o Ouissi Hamdi uld Bouseid Rabani: Born in 1950 in Assa. Detained in the region of Zak in early 1976. Held in various unofficial centers before being transferred to Agdez, where he died on October 15, 1976, as a result of mistreatment he received during his imprisonment.

o Habdi Khatri uld Mohamed: Born in 1940 in Tan Tan. Taken from his store in early 1976. Held in various unofficial centers before being taken to Agdez, where he die don October 21, 1976, as a result of the mistreatment he received during his imprisonment.

o Charamha Ahmed uld Bachir: Born in 1927 in Tan Tan. Detained in early 1976. Held in various unofficial centers before being transfered to Agdez where he die don October 21, 1976, as a result of the mistreatment he received during his imprisonment.

o Nafaa uld Abdellah uld Mayara: Born in 1926 in El Aaiun. Detained in Zak in early 1976. Taken to TaTa, then Goulimin, and later to Tan Tan, only to be transferred again to Agdez, where he died on November 20, 1976, as a result of the mistreatment he received during his imprisonment.

o Najib Aloua uld Taher: Born in 1927 in Goulimin. Taken from his house in Ouarzazat at 4 AM on February 29, 1976. Held in various unofficial centers before being transferred to Agdez, where he died on January 29, 1977, as a result of the mistreatment he received during his imprisonment.

o Mohamed Maalainin uld Laarussi: Born in 1931 in Saguia. Detained in 1975 in Uenat Aitoussi. Transferred to Tan Tan and later to the Agadir hospital. Returned to Tan Tan and from there transferred to the Agdez detention center, where he was held in difficult conditions until his death on February 12, 1977.

o Moumen uld Hmedanah: Born in 1933 in Saguia. Detained in 1976 in the region near Foum Lahsen. Held in various unofficial centers before being transferred to Agdez, where he was held in difficult conditions until his death on April 18, 1977.

o Lekhal Bilal uld Lehbib: Born in 1927 in Tan Tan. Detained in 1976 in Tan Tan. Held in Goulimin and later in Agdez, where he was held until his death on May 7, 1977.

o Ayad Damari uld Ali: Born in 1931 in Asrir in the Goulimin province. Detained in 1976 in Tan Tan. After two days of internment, transferred to Agadir and later to the Agdez detention center, where he was held until his death on May 19, 1977.

o Bouba Mohamed Abderrahman uld Ali: Born in 1924 in Zak. Detained in 1976. Held in various unofficial centers before being transferred to Agdez, where he was held in poor conditions until his death on June 10, 1977.

o Souheili Abeid uld Mohamed: Born in 1932 in Aitmoussa ou Ali. Detained in 1976 in Goulimin. Transferred to Agadir and later to the Agdez detention center, where he was held in poor conditions until his death on July 22, 1977.

o Boulsan Salek uld Abdessamad: Born in 1914. Detained on March 23, 1976, in Tarukalet near Tarfaya. Held in Tan Tan and Agadir before being transferred to the Agdez center and from there to the Kalaat Magouna center, where he was held in poor conditions until he die don May 27, 1983.

o Mohamed Bouda uld Brahim: Born in 1902 in Goulimin. Detained on February 28, 1976. Held in the Agdez center for five years and later transferred to the Kalaat Magouna center, where he was held in poor conditions until his death on November 13, 1985.

o Daidih Lehbib uld Ahmed Lahsen: Born in 1916 in Tan Tan. Detained on January 25, 1976 and taken to Tan Tan and later Agadir, before being imprisoned in the Agdez center. From there he was transferred to the Kalaat Magouna center where he was held in poor conditions until his death on April 17, 1986.

o El Mahjoub Lemdaimigh uld Laarussi: Born in 1927 in Tan Tan. Detained in 1976. Held in Agadir, Agdez, and later in Kalaat Magouna where he was held in poor conditions until his death on May 18, 1986.

o Mohamed Mansour uld Abdellah: Born in 1914 in Tan Tan. Held in the Agdez center and later transferred to the Kalaat Magouna center, where he was held in poor conditions until he died on December 21, 1989.

o Yahya Dahi uld Mohamed Najem: Born in 1925 in Zak. Taken from his home in Tan Tan in early 1976. Held in the Agdez center and later transfered to the Kalaat Magouna center, where he was held in poor conditions until he died on February 23, 1990.
