Now using “robo calls” instead of other traditional forms of

notification

Some residents recently have been star-tled by the perceived surge in the frequency and number of notifications they’ve received from law enforcement about the presence of registered sex offenders living in the city.

East Providence Police Detective Lieuten-ant Raymond Blinn said he recognizes the concern, but cautions those most affected to understand there is not an increase in the amount of convicted sexual predators residing here, only that his department is doing a more efficient job of making the community aware of their presence.

Lt. Blinn said EPPD personnel are work-ing off a directive of Chief Christopher Parella, who in response to some unrest expressed by homeowners in the neighbor-hood around the Rumford Motor Inn late last year, sought to improve the way the department alerts residents when sex offenders return to or move into the city.

Instead of hand-delivering flyers to homes or providing them to students at nearby schools, the EPPD is now informing residents through robotic phone calls, “robo calls,” according to the lieutenant. He said it is a more effective, expedient means of delivering the information in a timely man-ner. This process is done for Level II and III offenders. By law, police cannot notify resi-dents of Level I offenders, the lowest status of transgression according to Rhode Island General Law.

“After that meeting we felt there was more we could do. Chief Parella asked us to figure out a better way of getting the information out to the residents, so that’s when we insti-tuted the robot calls,” Lt. Blinn explained. “It’s not that there’s an influx of sex offend-ers living in the city. It’s just that we’re doing a better job of notifying the community.”

As of late last week, 22 Level II and III offenders were listed on the state Parole Board’s Sexual Offender Registration and Community Notification website as cur-rently residing in the city. Lt. Blinn said when adding all those convicted of sex offender crimes whose last listed address was in East Providence, that number rises to approximately 60. At any given moment or any given day, he said the actual total is usually between 56 or 58.

“In recent years we’ve had around 60 reg-istered sex offenders that live in the city. That number has been pretty consistent,” Lt. Blinn said. “But that number also includes some who are still in prison or who may not live here anymore, but East Provi-dence is their listed address. So, it fluctuates up and down around 60.”

Where registered sex offenders can live is also a topic of keen interest. According to current RIGL Chapter 11-37.1-10, convicted sexual predators cannot live within 300 feet of schools, daycare or residences specific to their crimes. An addendum to the law passed by the General Assembly in 2015, which would have increased the limit 1,000 feet, is in litigation. The enforceable dis-tance remains 300 feet.

With that in mind, the EPPD monitors convicted sex offenders and updates the list on a regular basis, said Lt. Blinn. The depart-ment has an officer dedicated to the matter, Detective Corporal Mark Jones. Cpl. Jones’ duties also include representing the EPPD on the U.S. Marshals’ Fugitive and Sex Offender Task Force.

“Basically, what we want people to know is that there isn’t an influx of sex offenders in the city. It’s consistently been around the same number, 60. About a third of those are Level II’s and III’s,” Lt. Blinn added. “If peo-ple have any questions or concerns, they can contact us or check on the probation and parole website (http://www.parole-board.ri.gov/sexoffender/olist/search.php). We’re constantly updating it and try-ing to make the community aware.”

Christine Santurri was stabbed to death by ex-boyfriend at her home

PROVIDENCE — The perpetrator in the murder of a city woman on Mother’s Day 2015 acknowledged guilt and accepted a life sentence during proceedings Wednesday morning, May 24, in Superior Court.

Yuland Stanfield, aka Yuland Stansfield, 45 and of Providence, pleaded guilty to the May 10, 2015 stabbing death of his ex-girlfriend, 42-year-old Christine Santurri of East Provi-dence.

Mr. Stanfield did so before Justice Sarah Taft-Carter and in front of distraught family members of the victim, some of whom spoke during the sentencing.

Mr. Stanfield pleaded to one count of first degree murder, domestic, and two counts of violating a restraining order, third offense domestic. Under the terms of the plea, Mr. Stanfield was sentenced to life in prison on the count of murder and 10 years each on the counts of violating a restraining order. The sentences will run concurrently.

According to findings of the East Provi-dence Police investigation led by Lieutenant Raymond Blinn and Detective Matt McNulty, Mr. Stanfield fatally stabbed Ms. Santurri, a mother of three, at her home on Providence Street at approximately 11 a.m. the day of the incident. The victim had a restraining order against the suspect. At the time, police said Ms. Santurii’s 21-year-old daughter witnessed the tragedy.

According to EPPD report, officers were called to the scene at 11:10 a.m. Mr. Stanfield attempted to flee the scene through the

woods before he was ultimately apprehended in the muddy waters off Bullocks Cove. East Providence Police Chief Christopher Parella said then officers had previously responded to domestic disturbance calls at the same address.

According to a statement from Attorney General’s office penned last week, had the case proceeded to trial the state was prepared to prove Mr. Stanfield killed Ms. Santurri. Pre-senting more details about the day of the incident, prosecutors said Mr. Stanfield, in violation of the restraining order, sent multi-ple texts to Ms. Santurri, many being threat-ening in nature. He later took a bus from Providence to East Providence and waited for Ms. Santurri in the apartment complex where she resided. After returning from a visit with her mother, Ms. Santurri was attacked by Mr. Stanfield. He forced her inside her apartment and stabbed her multiple times in the head and torso.

Following Wednesday’s proceedings, Attor-ney General Peter Kilmartin wrote in a state-ment, “Mother’s Day is a day for families to celebrate, thank and treasure moms like Christine Santurri, a mother of three loving children. Tragically, the defendant shattered that day with unconscionable rage and vio-lence. His violence has left a grieving family struggling to understand why this happened and a son who doesn’t understand why his mother – his best friend – is no longer there. While today’s sentencing closes a chapter in this case, it can never heal the wounds of grief and loss felt by those who knew and loved Christine.”

Assistant Attorney General and chief of the Domestic Violence and Sexual Assault Unit Daniel Guglielmo prosecuted the case.

Stanfield pleads guilty to 2015 Mother’s Day murder of city woman

Yuland Stanfield pleads guilty in Superior Court last week to the May 10, 2015 stabbing death of his ex-girlfriend, 42-year-old Christine Santurri of East Providence.

Surprised is the word that came to mind to most in city when asked for their reaction to Jeanne Boyle’s decision to leave her position as East Providence Planning Director for a similar, though more encompassing job as director of

commerce for Pawtucket. Word of her move was confirmed recently in a letter penned by Mayor Don Grebien to the Pawtucket City Council.

Ms. Boyle’s decision to depart the Planning Department after 27 years left many here understandably dismayed at the prospect of the city going forward without her, that’s

how integral she’s been to the revitalization of East Providence in the last decade, especially.

Jeanne’s efficiency, attention to detail and, as Councilman Joe Botelho put it, her

“institutional knowledge” of all things E.P. are attributes few have, nor do many have her resume.

In his letter announcing the hire, Mayor Grebien recounted Ms. Boyle’s noteworthy collection of honors while here. The letter read in part, “Under her leadership East Providence and their Planning Department have received recognition from the American Planning Associa-tion, New England Environmental Business Council and the State of Rhode Island. Ms. Boyle is a graduate of Wil-liams College, New York University Graduate School of Public Administration, and participated in the Harvard Kennedy School’s Executive Education Program. She serves on numerous professional boards and committees and is a recipient of RIPEC’s 2014 Robert M. Goodrich Public Ser-vice Award and RI-American Planning Association’s Dis-tinguished Leadership Award.”

The list is certainly impressive and reinforces the fact that the next person to lead East Providence’s Planning Department has some very big shoes to fill.

In the end, no one is irreplaceable. But if there is anyone close, it would be someone like Jeanne Boyle.

With that we say, goodbye and good luck, Jeanne. Thanks for everything you've done for the city. You will be missed.

Monies will be used locally to refurbish Watchemoket Square

East Providence will soon be one of the beneficiaries of the Main Street Rhode Island Streetscape Improvement program. The city has been pegged to receive $75,000 ear-marked to improve landscaping, lighting and façade upgrades in Watchemoket Square.

The program is administered through the office of Governor Gina M. Raimondo and the Commerce RI initiative. It’s the second round of funding to be disseminated through the effort.

“We were very pleased to have been selected for funding for Commerce RI's Main Street program,” said East Providence

Planning Director Jeanne Boyle. “We will be using the funds for a combination of items including adding more landscaping at key locations such as the base of Warren Avenue and the new sculpture park. We also would like to include decorative lighting and the streets cape improvements we did a few years ago on the lower stretch of Warren Avenue. We anticipated this by including the electrical conduit we will need for the light-ing.

“Regarding the facade improvement por-tion, the intent is to assist the businesses in Watchemoket Square with work they may need to do on the exterior of their proper-ties. The assistance will come in a combina-tion of grants and loans and will be putting together the program guidelines in the near future.”

According to Commerce RI, the Main Street Rhode Island Streetscape Improve-

ment Fund awards grants or loans on a competitive basis for improvements to com-mercial districts. Funding is available for projects that improve the streetscape, such as enhanced sidewalks, new street furniture, new wayfinding signage, upgraded building facades or improved street lighting. Appli-cants must have matching funds of at least 30 percent of the total project cost, though matching funds can take multiple forms.

“There's been a lot of private investment in Watchemoket Square recently and we see

it as a nascent arts and entertainment dis-trict and gateway to the Waterfront District,” Ms. Boyle added. “This assistance from Commerce RI will help to further the revital-ization of Watchemoket Square.”

Added East Providence' chief Economic Planner Jim Moran, who wrote the grant for the city, "These grant funds will assist in the city’s efforts to establish Watchemoket Square as a growing arts and entertainment district with strong links to our increasingly exciting waterfront development efforts."

East Providence gets monies from second round of Main Street Grants

Leave role as city’s Planning Director for new job

Jeanne Boyle is leaving her position as Plan-ning Department director for the city to take over as the new director of commerce in Paw-tucket. Her last day is supposed to be June 21. Ms. Boyle will earn a salary of $105,000.

The move was announced in a letter sent to the Pawtucket City Council by Mayor Donald Grebien dated May 15. Ms. Boyle departs East Providence after 27 years working in the Plan-ning Department, most of that tenure serving as its director. Ms. Boyle also held the title of Executive Director for the East Providence Waterfront District Commission since that body’s inception in 2004.

According to Mayor Grebien’s letter, Ms. Boyle will be tasked with leading Pawtucket’s “economic development efforts, administer economic development and job creation

programs, and assist in the attraction of new businesses and retention of existing busi-nesses. The Director will be working closely with the economic development agencies,

business and community organizations, as well as the state and federal gov-ernment to promote and maximize resources avail-able for economic devel-opment efforts. In addi-tion, a major focus will be on an effective marketing strategy to bring aware-ness and attract business-es to Pawtucket.”

Ms. Boyle’s decision to leave East Providence surprised and sad-dened some in the city, including Waterfront Commission Acting Chairman Bill Fazioli.

Mr. Fazioli also authored a letter on the subject directed to his commission peers. It read in part, “With some very mixed feelings I wanted to let you know that Jeanne Boyle has

informed that she has resigned as Planning Director for the City to take a position with the City of Pawtucket. As we all know Jeanne has been a driving force for the City for almost 30 years and was instrumental in the develop-ment of the Waterfront Commission. Much of our success is directly attributable to her efforts, dedication and vision. We will miss her professionally but also personally as well. Her guidance during the formative years of the Commission was invaluable which has result-ed in many of the projects that are now blooming within the District.”

East Providence City Councilman Joe Botelho likewise expressed his disappoint-ment over the loss of Ms. Boyle. Mr. Botelho was re-elected to the council from Ward 3 last year but had previously represented the dis-trict on the body back in 1990 when Ms. Boyle was hired into the Planning Department.

“Jeanne has a brilliant mind. She has a lot of institutional knowledge about the city that we will miss. It was shocking to hear that she was leaving,” Mr. Botelho said. “Through thick

and thin, she was able to get things done in this city, which isn’t always easy. I’ve talked to a lot of developers who have told me they would not be here if it were not for Jeanne.”

Ms. Boyle departs East Providence having helped reinvigorate development of the city’s waterfront, which had been stunted by the “Great Recession of 2008.” Her efforts have been at the fore of increased activity at the shoreline in recent years, including the Kettle Point development currently well on its way to fruition.

Mr. Botelho said the council was made aware of Ms. Boyle's decision through corre-spondence by City Manager Tim Chapman, who is tasked with finding a suitable replace-ment. The current Planning Department staff includes a number of potential qualified can-didates to serve the position on either a per-manent or interim basis including James Moran, Economic Planner; Diane Feather, Chief Planner; Patrick Hanner, Senior Plan-ner; and Wayne Barnes, Senior Planner/Dep-uty EMA Director.

Never-Ending Book Sale at East Providence LibrariesCome check out the latest selections added to the Never-Ending Book Sale at Weaver and Riverside Libraries. The Friends of the East Providence Public Library stock the ongoing book sales at the libraries with gently used selections three times a week, so there is always something different on the shelves. The Never-Ending Book Sale is held during regular library hours, Monday through Thursday from 9 to 8 and Friday and Saturday 9 a.m. to 5 p.m. at Weaver Library, 41 Grove Aven. The Riverside Branch sale is held Monday through Thursday from 9 to 8; and Friday and Saturday from 10 a.m. to 5 p.m.. Registration for Dolly Searle golf tourney nearsThe East Providence Recreation Depart-ment is announcing the 62th annual Dor-man "Dolly" Searle Golf Tournament on Monday, July 17. This years tournament will be held at the Agawam Hunt Club and it will include the carts, a luncheon, that will consist of both a hamburger and hotdog, and also a gift. ‘Pucks for Paws’ hockey game returns on June 10Seekonk Police and Fire personnel will hold its second annual “Pucks for Paws Hockey Benefit” in memory of Karen McHugh, a Seekonk town employee and long time devoted member of the Seekonk Save A Pet Society whose life was cut short two years ago by a hit and run driver. Please join us to honor Karen’s memory when the Seekonk Police and Fire hockey team takes on the Freetown Police and Fire team on Saturday, June 10, from 5– 6:30 p.m. at the New England Sports Village, 1395A Com-merce Way, Attleboro. Admission to the game is free with a donation of your choice to the Seekonk Save A Pet Society, which benefits the homeless animals at the Seekonk Animal Shelter. All donations are welcome but with kitten season upon us the most needed donations are dry and wet kitten food, baby food, cat treats, catnip, cat toys, paper towels, as well as monetary, gift cards, etc. T-shirts will be available for purchase at the event for $15 and there will be raffle items. E.P. Athletic Club tees up annual charity golf eventThe East Providence Athletic Club (EPAC) will hold its 21st annual John J. Chalmers Charity Golf Tournament on Saturday, June 3, at Firefly Golf Course in Seekonk. The event, which has raised close to $79,000, benefits Hasbro Children’s Hospital, the Leu-kemia and Lymphoma Society and Kyle Page Fund. Tee time is 8 a.m. The fee of $65 per player includes a steak dinner at the EPAC which is located at 118 Mauran Ave. Donations of raffle prizes and gift cer-tificates from area businesses are welcome. Riverside Middle School students receive notable awardAileen Charron and Colby Nelson, grade 8 students at Riverside Middle School were recently honored as Middle Level Scholar Leaders at a banquet held on May 23 at the Crowne Plaza in Warwick. The stu-dents were presented with an award whose criteria included demonstrating aca-demic initiative and scholarship, providing service to classmates and school, exempli-fying positive attitudes and demonstrating leadership in the classroom and school activities. Over 300 students, educators and parents attended this banquet to cele-brate the achievements of the middle level students who are representative of the many fine young adolescents in all middle school level schools in the State of Rhode Island. Sixty-three students from 32 schools were honored at the Eighteenth Annual Middle Level Scholar Leader Awards banquet. The event was organized by the Rhode Island Middle Level Educa-tors (RIMLE) and the New England League of Middle Schools (NELMS) with a sup-porting sponsorship from Lifetouch Nation-al School Studios and College Bound Saver.

state-funded Pre-Kindergarten Classrooms. Children are selected for the State Pre-K classrooms via a lottery managed by the R1 Department of Education. Applications will be accepted through June 30. R.I. Foundation opens scholarship application processThe Rhode Island Foundation is offering students and their families more than $1.8 million in scholarships. Dozens of individual, family and organizational donors estab-lished scholarship funds at the Foundation to help students defray educational expens-es such as tuition, room and board, fees and books. The Foundation expects to help hundreds of students with financial aid. In addition to general scholarship assistance, some funds target specific geographic areas such as East Providence. The Maria E. Pinheiro Memorial Scholarship, Amaral Family Scholarship Fund and Harriet M. Briggs Memorial Scholarship are among

the awards available to East Providence High School graduates. Other funds provide assistance based on area of study, family income or special circumstance. The Wil-lard and Marjorie Scheibe Fund targets nursing majors while the Melvin and Patty Alperin First Generation Scholarship is ear-marked for high school seniors whose par-ents did not graduate from college. A com-plete list of scholarships, application dead-lines and eligibility requirements is posted on the Foundation’s website at www.rifoundation.org.

MMS Theatre Company performs ‘Aladdin’Martin Theatre Company presents its first musical, Aladdin, on June 2 and 3. Worcester Polytechnic Institute has announced that Bradford Bonanno of Riverside, a member of the class of 2019 majoring in computer science, and electrical and computer engineering, was named to the university's Dean's List for academic excellence for the spring 2017 semester.

Victoria Hayes of East Providence has been named to the Champlain College Dean's List for the Spring 2017 semester. Students on the Dean's List have achieved a grade point average of 3.5 or higher during the semester. Hayes is majoring in Computer Networking & Cybersecurity.

HONOR ROLL: Bay View Academy recognizes third quarter academic achievers

Scholarship Foundation phone-a-thon reaches new milestoneTo The Post

Volunteers reached a milestone in this year’s scholarship phone-a-thon. Scholarship Foundation of East Providence’s recent fundraiser topped their $100,000 goal. Thanks to the support of local families, businesses and organizations, more than 100 students from East Provi-dence will receive $1,000 scholar-ships this year.

Volunteers spent two evenings in March making calls to East Provi-dence residents and raised $57,000. The Carter Fund matched the first $45,000 received. The total current amount of $102,000 will be awarded as scholarships to high school and college students living in East Provi-dence.

Students from East Providence High School and La Salle Academy, as well as college students who were past scholarship recipients and

their families took part in the fund-raising event. Representatives of community groups and board members of Scholarship Founda-tion of East Providence joined in contacting thousands of East Provi-dence residents.

New scholarships of $200 or more were established through the phone-a-thon, including: The Alice Fontes Memorial Scholarship, in memory of the past Scholarship Foundation of East Providence Enrolled Scholarship Chairman; Barbara and Edward Cronan Sr. Memorial; East Providence High School Class of 1940; EPHS Class of 1966; A. B. Hennessey School PTA; Geisser Engineering; Lois Carlson; and T-Max/C-Max. A number of new scholarships were established by families of past scholarship recipients, including the Chalmers Family; Cook Family; Joe Phillips;

Sophie Fredrick Memorial; and Raymond and Jeannette Goulet. New book awards (donations of $100-$150 which supplement scholarships) this year include: the East Providence Career and Techni-cal Center; and the Mackevich Fam-ily, a past scholarship recipient fam-ily.

Six East Providence schools, from elementary to high school, contin-ued to participate in Dress Down Days and made their contributions during the phone-a-thon. In addi-tion, employees of East Providence City Hall and School Department Central Office took part this year. Eight school PTAs also supported the phone-a-thon effort. Together, the school-related organizations raised more than $10,000.

A number of reunion classes con-tributed or sent volunteers to the phone-a-thon to make calls to

increase the amount they award. Alumni from East Providence High Schools Classes of 1940, 1950, 1955, 1964, 1965, 1973, 1974 and 1985 col-lectively raised more than $17,000 in scholarships.

Contributions to the phone-a-

thon are still welcome. Local resi-dents who have not yet sent in their pledge or who did not receive a phone call can send their check payable to SF of East Providence to P.O. Box 154438, East Providence, RI 02915.

Cape Verdean Museum celebrates Children’s DayIn celebration of International Chil-dren’s Day, the Cape Verdean Muse-um will host a program for children with storytellers, Sylvia Ann Soares and Yvonne Smart on Saturday, June 3, from 1 to 2 p.m. Sylvia Ann and Yvonne will take you on an imagi-nary trip to the Cape Verde Islands

Artist Gillooly Caho on plans gallery openingThe HeARTspot Art Center and Gal-lery, under the direction of city resi-dent and educator Jennifer Gillooly Cahoon, plans its opening on June 3 from 6 to 9 p.m. The event is free and features paintings by Gillooly Cahoon, live acoustic music by local band Scarlett, a soft opening of the new gift shop, food and beverages. The art center will feature a class-room space, a gallery and an artist consignment gift shop. Programming will include classes and workshops for children and adults, paint and wine nights (some with a twist!), and periodic gallery openings featuring the work of local artists. CHADD hosts talk on Functional PsychiatryThe Rhode Island Chapter of CHADD, an ADHD support and infor-mation network, will host Dr. Lilia Romero-Bosch, MD a board certified psychiatrist on Wednesday, June 7, at 7 p.m. in the Pine Room of Bradley Children’s Hospital in East Provi-dence. She will address medical and medical supplement questions relat-ed to ADHD. Dr. Romero-Bosch works with young children, adoles-cents and adults. Dr. Bosch is one of the only physicians in southern New England to practice Functional Psy-chiatry, which focuses on the self and not just treating a "diagnosis.” Dr. Bosch examines blood work and DNA results to see what your body's unique needs are then uses micronu-trients, diet, hormones, herbal sup-plements and medications when needed. Her Functional Psychiatry techniques help improve: ADHD, Depression, Anxiety and other com-mon psychiatric disorders, which are often not helped by medications alone. City celebrates Day of Portugal on June 7On June 7, at 11 a.m., Councilwoman Anna M. afternoon diversion to a grand local tradition and one of the

region's most popular attractions

"We've been calling it the 25-year over-night success," says Dan Keating, team USA captain and founder/president of Newport Polo, referring to the exponential growth in popularity of the annual summer series over the past several years. "A lot of people remember that 15 years ago you could pull in at 3 in the afternoon and get a tailgate space, and that was great."

Those days are gone, with the mere 78 pre-cious tailgate spaces snapped up well in advance of the season, but it's still great — and a Saturday afternoon at Newport Polo is still accessible. There are just a few more people accessing it with you.

General admission is still only $12 for adults, with kids under age 15 admitted free. And you can still enjoy a picnic on the grounds (albeit about 100 yards from your parked car. "Because of how it used to be, there's been an over-focus on the tailgate aspect," Keating said. "We've asked our-selves how we can grow and introduce new fans to this sport without leaving our loyal fans out in the cold."

One way they have accomplished this is with a two-week priority access period when they open their reservations for the season. The relatively recent addition of a pavilion with box seating and bar service affords a ringside view for people who couldn't snag a tailgate spot. No matter where you are sitting, watching Newport host — and hopefully defeat — an opponent (teams have hailed from Ireland, Germany, Spain, England, Argentina, France, Egypt, India, Australia, Costa Rica, Ghana, Canada, Chile, Jamaica, Nigeria, Portugal, New Zealand, Barbados, Scotland, South Africa, Hungary, Dominican Republic, Netherlands, Kenya, Brazil, China, Italy, Mexico, Sweden, Singapore and Mona-co) is a spectacular way to spend a late after-noon on a summer Saturday.

Keating, a lifelong rider, began playing polo in a club north of Boston after graduat-ing from college. He moved to Rhode Island

in 1990, renovated Glen Farm, and estab-lished the Newport Polo Club, the function-ing body of the Westchester Polo Club, America’s first polo club, in 1992. For Keating and his wife Agnes, who runs the business end of Newport Polo, it has become a year-round venture. The "off" season finds them training their horses, hosting the Roger Wil-liams University (national men's champions this year!) and Brown University teams, an interscholastic high school team that is open to players within 100 miles of the club, and

offering lessons to the community.Keating has worked hard to make polo

available to as large a cross section of the community as possible and has pioneered innovative youth, women's and co-ed polo programs. It's accessible to athletic people who'd like to add a new sport to their reper-toire, and neither age nor gender are an impediment — though it is a contact sport. "Men and women tend to bring different skills as beginners. I don't want to draw any lines in the sand, but generally, more women

than men come with riding skills; while men bring typically bring good hand-eye coordi-nation and team sports experience," said Keating. But in the end, a good polo player is a good polo player. "It's the only contact sport in which men and women compete equally."

Just about every fiscal fiasco in Rhode Island started out as the brainchild of some “smart people”, a/k/a politi-

cally connected campaign contributors, who sold the idea to the state, put the tax-

payers on the line for underwriting their initia-tives, and when things went bust exited the proj-ect without one penny of their money at risk. Let’s take a walk down memory lane before we let the present Paw Sox owners stiff the taxpayers again through a fall campaign.

RIHMFCThis so-called low interest mortgage

loan plans was raided by applicants who borrowed funds for house construction or purchase, and never paid off the money they borrowed. Never once did they and their cronies have to pledge their personal guarantee. This repertoire of announcing “noble plans” when they presented the proposals, then raiding the pot of money for multiple dips into the treasure chest was possible precisely because they had no personal risk through their own guar-antee.

RISDICThe credit unions with RISDIC insur-

ance which failed were the personal piggy banks for those developers who were cam-paign contributors, who got humongous “loans” for their respective development projects and never lost a dime — unlike the depositors. These developers were allowed to borrow millions of dollars

through their respective corporations of which they had many as conduits to suck up the funds, and when the credit unions went bust precisely because of their perfi-dy, they walked away unscathed since they weren’t asked to personally guarantee their loans.

order to access that pot of gold. At least Curt Shilling put some of his own money into the venture but he didn’t have to guar-antee one red cent. Taxpayers were on the hook.

Paw Sox developmentNow that we see the legislation put for-

ward by the billionaires behind the Paw Sox ownership, we see they don’t have to personally guarantee anything beyond $1 million each — pocket change to them. All the risk is on the public. The remaining $71 million would be borrowed by 3 sets of bonds with taxpayers on the hook. The monies would allegedly come to pay off the bonds from attendance at the 90-plus games (so patrons really are paying while the owners pay no real estate taxes) which translated means that the taxpayer has to hope that the trend of losing 200,000 attendees over the past years doesn’t con-tinue. McCoy stadium generated insignifi-cant dollars from ancillary events but now the tooth fairy is going to somehow gin up related activities, like an off-season water park. Another source would be things like sales tax revenues which are dependent upon shoppers to the new mall around the stadium once the stores open. These sources would also allegedly be used to pay sales taxes to the City of Pawtucket for them to pay off their bonds. In short, all the risk falls on the public. To underscore the reality of the taxpayers being on the hook, the Governor has to include money in her budget proposals to ensure full pay-ment of the state and city shares of the debt, i.e. a taxpayer guarantee.

Fortunately, for now, Speaker Nick Mat-tiello hasn’t swallowed the kool-aid. Let’s pray that he doesn’t get a summer thirst!

According to the American Academy of Derma-tology, 20% of Americans will develop skin cancer in their lifetime. Along with hats and protective clothing, sunscreen is one the most important tools used to prevent skin damage and skin cancers.

But how do you know you are picking the right sunscreen for you and your family? Knowing what the language written on the back of a sunscreen package means is half the battle.

Broad spectrum sunscreen protects us from both UVA and UVB sun rays. UVA rays penetrate deeper into the skin causing wrinkles and breaking down the structure of the skin. UVB rays are more superficial and cause sunburns. By protecting your skin from both UVA and UVB you are ultimately helping prevent skin damage that can end in skin cancer, premature skin aging, and sunburns.

Sun Protection Factor, or SPF, is defined as how well sunscreen protects you from sunburn. It is important to note there are no sunscreens that filter out 100% of sun’s UVB rays. The AAD rec-ommends using at least SPF 30 which filters out 97% of UVB rays.

What is waterproof sunscreen? THERE IS NO SUCH THING. Sweat and water wash sunscreen from our skin. However, the FDA does recognize water resistance and has broken down sunscreens into two categories:

• Water resistant: these sunscreens are effective for approximately 40 minutes in water. After that time, reapplication is needed.

• Very water resistant: these are effective for up

to 80 minutes in water but then re-application is needed.

If no water is present, sunscreens are effective up to 2 hours. Alternately, if you are toweling off sweat or water, you are also toweling off sun-screen and will need to immediately re-apply.

So now that you know the terminology, let’s discuss types of sunscreen.

There are two major types of sunscreen, chem-ical sunscreens and physical sunscreens. What’s the difference?

• Chemical sunscreens absorb the sun’s rays to decrease skin penetration. They also typically contain chemicals like oxybenzone and avoben-zene.

• Physical sunscreens, however, deflect the sun’s rays and contain minerals like zinc and ti-tanium dioxide. These sunscreens tend to be rec-ommended for babies and those with sensitive skin.

• People with sensitive skin should also consider physical sunscreens that do not have fragrance, oil, PABA or chemicals

It’s no secret that we spend a lot of time out in the Rhode Island summer sun. Sunburns usually occur in not enough sunscreen is used, if there is no reapplication, or if the product is expired. If you are planning on spending time in the sun, make sure you pick out the best product for you and make sure you reapply as needed. Or better yet, stay shady Barrington!

PLANNING YOUR LANDSCAPEWhen trying to lay out your landscape, it works best to draw

the space on a good size paper to scale. Start by understanding the function of each space and how

they are going to be used. Entry areas are seen year ‘round so they need to look good all the time, so choose plants that have leaves or needles winter and summer. For confined spaces choose dwarf plants.

For back yard areas are not seen in winter, deciduous shrubs that bloom in the summer like hydrandeas and Rose of Sharon might be good choices. Add plants that have winter interest that can be seen from the house if you have room. Winterberry, a native shrub has bright red berries most of the winter offers early arriving birds some food before insects become available. Witch hazel (Arnold’s Promise) blooms from mid-February most years for an early sign that winter is ending soon.

With spring comes many deli-cious vegetables — follow the tips below to prepare arti-

chokes and snap peas.

1. Artichokes. Arti-chokes can be roasted or steamed whole. To eat, scrape the meat off the artichoke leaves with your teeth. Try them dipped in garlic-infused olive oil.

For steaming: n Peel off the outer lay-

er of leaves. n Use kitchen shears to snip sharp

spikes off ends of leaves. n Cut off stem.n Cook in a large pot of boiling water

with lemon covered for 45 minutes or until leaves peel away easily.

To roast: Follow the same steps as above, except do not bring water to a boil.

n Remove thistle (this appears hairy) with a small spoon.

n Drizzle with olive oil, salt, and pepper.n Roast for 30-45 minutes at 350

degrees.2. Sugar snap peas. Blanched sugar snap

peas are a great addition to pasta dishes and salads.

To prepare: Remove strings from sugar

snap peas. n Take a small knife and cut off the

rounded end of the pea.n Pull fibrous string all the way off and

discard.

To blanch: Bring a large pot of water to a boil.

n Boil the sugar snap peas for 2-3 min-utes.

n Drain the peas and put them in a large bowl of ice water. This stops the cooking process and keeps them crisp.

Servings: 4

n 2 tablespoons olive oil

n Juice of 1 lemon

n 2 tablespoons Dijon mustard

n Basil, finely chopped

n 1 pound sugar snap peas

n 1 bunch radishes, thinly sliced

1. In a large bowl, whisk together olive oil, lemon juice, and Dijon mustard. Add basil.

2. Blanch sugar snap peas according to direc-tions above.

3. Add sugar snap peas and thinly sliced rad-ishes to a large bowl. Pour dressing over and toss to coat with dressing.

4. Serve as side dish at room temperature or chilled. Enjoy!
