The body of Ramesh Ku- mar (43) was found lying on the road outside the house while bodies of his wife Savita (35), two daughters Anushka (14) and Deepika (12) and son Keshav (10) were found inside the house. 2 JeM militant associates arrested in Pulwama SRINAGAR: Security forces have arrested two militant associates of Jaish-e-Mohammad from south Kashmir’s Pulwama district, who have been in- volved in aiding and as- sisting terror activities in Awantipora and Tral area among others, besides being in constant touch with the JeM command- ers, officials said. Police identified the two as Umer Ramzan and Javid Ahmad Mala. Ramzan is from of Bra- bandina and Mala is from Khelan Pulwama. Both were in touch with JeM commanders. The two were arrested by a joint team of police, Army and the Central Re- serve Police Force. Man held with Rs 17 lakh smuggled gold at Jaipur Airport JAIPUR: A passenger was detained on Monday with over 342 grams of gold worth Rs 17.20 lakh after landing from Sharjah on Air Arabia flight at Jaipur International Air- port, a Customs official said. During search of his checked-in baggage and hand baggage, unusually dark images of some ob- jects in the wheels were noticed, which indicated concealment of some heavy or precious metal like gold, the official said. The passenger, however, denied being in posses- sion of any such item. As he could not provide any satisfactory explana- tion, the wheels of bag- gage were cut open and they were found to have concealed inside them eight solid rods of pure gold of different dimen- sions, he said. The Election Laws (Amendment) Bill 2021, piloted by Law Minister Kiren Rijiju, was passed by a voice vote after a brief discussion during which some opposition members de- manded that it be referred to a parlia- mentary panel for scrutiny. After the Bill's passage, Lok Sabha was adjourned for the day amid contin- uous protest by opposition members. Rejecting the demand for referring the Bill to a panel, Rijiju said various pro- posals which are part of the bill have already been suggested and recom- mended by the Standing Committee of Law and Personnel. The minister further said that the bill will cleanse the election system and eliminate multiple entries. He further said the government wanted a full debate on the Bill but could not do so because of the uproar in the House. The minister said that the Bill, which is gender neutral and has four qualifying dates for entry into electoral roll, is in consonance with the Supreme Court's ruling. Most of the opposition members demanded that the Bill may be referred to the standing committee for scrutiny and detailed de- liberations. Leader of Congress Adhir Ranjan Chowdhury and Supriya Sule of the NCP wondered why this impor- tant Bill was being pushed in a tearing hurry by the government. J-K delimitation commission proposes 43 seats for Jammu, 47 for Kashmir AGENCY NEW DELHI, DEC 20 The Delimitation Com- mission of Jammu and Kashmir during its meeting on Monday pro- posed the allocation of Assembly seats in Kash- mir and Jammu regions. According to sources close to the de- velopments, the panel proposed six additional seats for the Jammu re- gion and one for the Kashmir Valley. With this, the total Assembly seats in the Jammu region mounted to 43 and in the Kashmir region it rose to 47, sources informed. The panel held its second meeting at Ashok Hotel in the national capital on Monday. AGENCY NEW DELHI, DEC 20 Bollywood actor Aishwarya Rai on Monday joined the Enforcement Di- rectorate investigation in the Panama Papers leak case. She reached the ED office here in the second half of the day following the agency's notice. The agency needs to record the statement of the 48-year-old actress in the case over allegations of stashing wealth abroad under the Foreign Ex- change Management Act, 1999. The actress had earlier submitted records on the foreign payments under inves- tigation. The ED had issued notices to the Bachchan family asking them to ex- plain their foreign remittances since 2004 under the Liberalised Remit- tance Scheme (LRS) of the Reserve Bank of India. Sources in the agency informed that Bachchan was summoned earlier too but she could not appear and sought next dates at least two times. The Panama Papers pertain to leaked documents that point towards fraud and tax evasion by many indi- viduals and corporate entities across the world. Aishwarya Rai Bachchan's name featured in the list of 500 Indi- ans who were named in the massive leak of 11.5 million tax documents exposing their secret offshore deal- ings. "The Panama Papers" case is a sprawling investigation spanning mil- lions of documents stolen and leaked to the media in 2016, which involves allegations that the world's rich and powerful set up offshore accounts or shell companies to avoid taxes. Besides this, three other bills were also tabled in the House today including, The Haryana Pond and Waste Water Management Authority (Amendment) Bill, 2021, The Haryana Scheduled Roads and Con- trolled Areas Restriction of Unregu- lated Development (Amendment and Validation) Bill, 2021 and The Panchkula Metropolitan Develop- ment Authority (Amend- ment) Bill, 2021. These bills will be passed later after detailed discussion. The Private Universi- ties (Amendment) Bill, 2021 has been passed to further amend the Haryana Private Universities Act, 2006. There is a need for creation and expansion of education- al institutions for improving opportu- nities of higher education for the youth of the State. In order to accom- modate the unprecedented growth of students in higher education, and also to cross the target of 50 percent gross enrollment ratio (GER), as per National Education Pol- icy, 2020, we need to rough- ly double the number of in- stitutions at all levels by 2021. The Government in- tervention would not be ad- equate to meet this bench- mark in higher education. We need to enlist the partic- ipation of private sector in a major way. Haryana Private Universi- ties Act, 2006 has been brought es- sentially to rope in private sector to supplement the initiative of Govern- ment in expanding the capacity in higher education and upscaling its standards. AGENCY NEW DELHI, DEC 20 Himachal Pradesh Chief Minister Jairam Thakur on Monday said that the Omi- cron variant is a matter of concern and urged tourists to come after getting fully vaccinated. CM Jairam Thakur said, "Omicron is a matter of con- cern. Himachal Pradesh has done good work as far as COVID-19 vaccination is concerned. In a way we can say that it is a fully vacci- nated state. I hope that the variant will not have much of an impact on the state." He added that a lot of tourists come to Himachal Pradesh on the occasions of Christmas and New Year. As per the WHO, the first known confirmed B.1.1.529 infection was from a specimen collected on November 9 this year. PM to transfer 1,000 cr to SHGs today AGENCY PRAYAGRAJ, DEC 20 Prime Minister Narendra Modi will on transfer Rs 1,000 crore into the bank ac- counts of Self Help Groups (SHGs), benefitting around 16 lakh women members in Uttar Pradesh. This will be done when the Prime Minister will visit Prayagraj on Tuesday. A programme is being held as per the vision of the PM to empower women, es- pecially at the grassroot lev- el, by providing them neces- sary skills, incentives and re- sources. The bank transfer is be- ing done under the Deenday- al Antyodaya Yojana-Nation- al Rural Livelihood Mission (DAY-NRLM), with 80,000 SHGs receiving Community Investment Fund (CIF) of Rs 1.10 lakh per SHG and 60,000 SHGs receiving Re- volving Fund of Rs 15,000 per SHG. The event will also wit- ness Modi encouraging Busi- ness Correspondent-Sakhis (BC-Sakhis) by transferring Rs 4,000 as first month's stipend in account of 20,000 BC-Sakhis. When BC-Sakhis start their work as providers of doorstep financial services at grassroot level, they are paid a stipend of Rs 4,000 for six months so that they get sta- bilised in their work. The PM will also transfer over Rs 20 crores to more than one lakh beneficiaries under the Mukhya Mantri Kanya Sumangala Scheme. The scheme provides conditional cash transfer to a girl child at different stages. The total transfer is Rs 15,000 per beneficiary. The stages are at birth (Rs 2,000), on completing one year com- plete vaccination (Rs 1,000), on admission in class one (Rs 2,000), on admission in Class 6 (Rs 2,000), on admission in Class 10 (Rs 3,000) and on admission in any degree or diploma course after passing Class 10 or 12 (Rs 5,000). Narcotics worth more than Rs 30,000 crore smuggled through Gujarat coast have been confiscated in the last three to four years, as per government data. Mediation Bill sent for consideration into Standing Committee NEW DELHI: Amid Opposition uproar, the Centre on Monday introduced the 'Mediation Bill, 2021' in Rajya Sabha to promote and facilitate media- tion, especially institutional mediation. The government subsequently moved the Bill for further consideration into the Parliamentary Standing Committee on Law and Justice on demand of the Opposition parties. The Bill also seeks for resolution of disputes, com- mercial or otherwise, enforce mediated settlement agreements, provide for a body for the registration of mediators. The purpose of the Bill is to encourage community mediation and to make online mediation an acceptable and cost-effective process. 980 doctors to be recruited soon: Vij CHANDIGARH: Haryana Health Minister, Sh. Govt scraps 40,000pending VAT cases

CHANDIGARH: Giving a much needed relief to trade and industry inthe state, the Punjab Government has exempted around 40,000 statuto-ry form related outstanding cases under Central Sales Tax / Value AddedTax (VAT), out of over 48,000 cases related to each of the financialyears 2014-15, 2015-16 and 2016-17. Notably, Punjab Chief MinisterS. Charanjit Singh Channi had announced the decision at the Progres-sive Punjab Investors Summit in Ludhiana. An official spokesperson ofthe Taxation department said that the department has completed the as-sessment in remaining around 8500 cases for FY 2014-15 and initiatedthe process to settle these cases by asking the traders to deposit just 30%of the tax liability. Giving further relief to them, they will only have todeposit 20% of the aforesaid tax liability during the current fiscal andthe balance 80% by the end of next financial year. The state governmentis fully committed to create a conductive ecosystem for ease of doingbusiness in the state. The fulsome support to trade and industry will helpthe Punjab to emerge as the front runner state across the country. Thisindustry-friendly initiative would go a long way to instil confidence andboost morale to invest in the State, he added. The spokesperson furtherinformed that the Taxation department has also initiated a process forfaceless administration of GST and VAT, under which traders and in-dustrialists have not to be physically present before taxation officers.

PM to lay foundation stoneof Dhaulasidh project

Work on diverting the Beasriver has also started at a fastpace. The project will be ready

by May 2025. The main dam willbe built on the Beas river alongwith the Dholsidh temple, whoseheight will be 69.75 meters. Thepower house will be built nearthe temple and construction workon a tunnel to divert the Beasriver is going on a war footing.The 253-meter tunnel will beready by January 2022.

Delhi records season’s lowest temperatureat 3.2 degrees; IMD issues yellow alert

Cold wave conditions continueto sweep Delhi, as the minimumtemperature plunged to theseason’s lowest, registerring 3.2degrees Celsius, five notchesbelow the normal on Mondaymorning, said the IndiaM e t e o r o l o g i c a lDepartment(IMD).

The weather agency alsoissued a yellow alert (severelybad weather) for Delhi forMonday and there is also apossibility of drizzling onDecember 24 or 25, cautionedthe department.

The IMD had predictedsevere cold wave conditions inparts of northwest India tillDecember 21.

“The minimum temperatureon Monday is likely to settle at

around 3 degree Celsius and themaximum could be 19 degreeCelsius,” it said.

Meanwhile, Delhi’s air

quality slipped to the 'very poor'quality on Monday morningwith the overall Air QualityIndex (AQI) clocking 327.

The air quality was in the‘poor’ category on Sunday, withan AQI of 290.

The concentrations of PM2.5 and PM 10 stood at 133 inthe 'poor' and 222 in the'moderate' category respectively,according to the System of AirQuality and Weather ForecastingAnd Research (SAFAR).

According to the data byCentral Pollution Control Board(CPCB) the neighbouring partsof Delhi, also recorded airquality in the 'poor to very poor'category, Faridabad was at 299,Ghaziabad at 231, Gurugram(288) and Noida sector 62,(298).

An AQI between zero and 50is considered 'good', 51 and 100'satisfactory', 101 and 200'moderate', 201 and 300 'poor',301 and 400 'very poor', and 401and 500 'severe'.

Haryana ranked fast growing stateHaryana has been ranked as the fastest-

growing state in the NITI Aayog's Sus-tainable Development Goal Index 2020-

2021 but the situation is grim in Haryana in thearea of health and nutrition. The fact sheetof NFSH(National Family Health Sur-vey)-5(Haryana) provides information onkey indicators and trends for Haryana.This survey is the most comprehensivesurvey to date on the health and nutritionindicators of India’s men, women, andchildren. In Haryana information wasgathered by a sample of 18,229 house-holds, 21,909 women, and 3,224 men.

According to NFSH-5, the sex ratiohas improved in Haryana from 876 (2015-16) to 926 in. The fertility rate has declined from2.1 to 1.9 in NFHS-5 which is better than the na-tional average. Infant and child mortality ratehas improved. About 80% of women and 91% ofmen are literate (refers to women/men whocompleted standard 9 or higher and who canread a whole sentence or part of a sentence.).Inthe case of women empowerment, 87% of fe-

males usually participate in household decisionsand 39% of women are owning a house or landin their name, and 73% of women are having abank account that they themselves use. About

50% of women are having theirmobile phones and 18% ofwomen have ever experiencedspousal violence.

Although in the above indi-cators Haryana is ahead of thenational average, there is also ablack side of the picture. About70% of children up to age 6 areanemic in Haryana which isgreater than the national aver-age which is 67.1% . Infant

mortality rate(35.2) has improved if we compareit with NFHS-4 but the prevalence of anemia ischronic in Haryana and it is among the top 5states in India as for as extent of anemia is con-cerned. The more alarming thing about the na-tional average is the 8 percentage points rise inthe fraction of children suffering from anemiafrom 59% in NFHS-4 to 67% in NFHS-5. About

27.5% of children are stunted and 21.5% are un-derweight in Haryana in the age group of 0-5years. According to a report the anemia is foundmore chronic in women in comparison to men.In India, About 59% of females are anemic inthe age group of 15-19 and 57% in the age group15-49, whereas in Haryana 62% of women areanemic in the age group of 15-19 and 60.4% areanemic in the age group of 15-49.

While the results of the NFHS are usuallymixed, and improvements in certain sectors ridealong with stagnation and deterioration in othersectors, this year, there have been radical im-provements in maternal and child health, sex ra-tio, and population control.

A greater proportion of births than ever be-fore is now happening in institutions, more chil-dren in the 12-23 months age group have re-ceived their vaccinations, and, most interesting-ly. The Fertility rate in India as well as inHaryana is decreasing. In Haryana it is 1.9which is below the national average (2.0), indi-cating that India has contained the populationexplosion. Policies, as in the case of the family

planning sector, seem to have borne fruit, yearsafter they were implemented. While gender ra-tio has, for the first time, recorded more womenper 1,000 men, the gender ratio at birth in thelast five years still underlines the persistence ofa deep-rooted son preference especially in themiddle class of Haryana, one that has to becountered, through policy and law.

The initiative of the central govt. increasingthe marriage age from 18 to 21 years will defi-nitely improve the health and nutrition levels inthe near term by putting more girls in collegeand enabling women to achieve greater financialindependence in the long run in India includingHaryana and other states.

Still, malnutrition and anemia is the biggestchallenge before the economy in achieving theSustainable Development Goal of ending allforms of malnutrition among children under 5.Poor public health is always the most importanthurdle in development The major reason behindmalnutrition and anemia is poverty among thelower class and the unhealthy lifestyle of themiddle class. The mortality rate and longevity of

life have improved because of health facilitiesbut still, there is a need for a targeted distribu-tion system of healthy food for poor people inthe state. Mid-day meal scheme should includenutritious food. A health slogan of ‘food shouldbe medicine and medicine should be food‘should be started in near future.

Although only 8% of people are below thepoverty line in Haryana according to NITIAayog’s multidimensional poverty measures butthe poverty among this small section is severe.NFHS-5 is nationally and sub-nationally at thestate and district levels representative, so itsfindings on children’s nutritional status can helppolicymakers identify critical areas where betterpolicy can provide course correction. Since In-dia has the most malnourished children in theworld, it’s worth analyzing what NFHS-5 has tosay about India’s progress towards achievingUN Sustainable Development Goal (SDG) 2.2.

Use two wheelsinstead of fourIn October, as the countdown to schools reopening

commenced, a local news channel in Kerala did anengaging story. School buses were not in the pink

of health. Many had suffered neglect during the near-ly two years when schools had stayed shut due toCovid-19. It would cost a small fortune to restore thebuses to operational efficiency. Students may have toseek other means of transport, the news report indi-cated. A week later in Thrissur, three people werechatting about cycling, when one person, a keen cy-clist, suggested petitioning the authorities to ensurecycling lanes for students. While the idea was topical(given the emergent problem with school buses) andutterly relevant (physical exercise is good for mindand body), Thrissur seemed hardly safe for cycling. Avisible rise in the number of private vehicles has gift-ed Kerala a traffic that is heavy and often inconsider-ate to those not on motorized wheels.

As elsewhere in India, in Kerala too, the automo-bile industry’s triumph has been the creation of a self-perpetuating pattern of safety wherein the safestmethod to be out is on a set of motorized wheels witha steel cage on top.

There are other reasons fuelling private-vehicleownership in Kerala. Although the state has a goodpublic transport system, the local paradigm of successis quite partial to asset ownership and requires a car, amotorcycle or a small collection of the same as badgeof having arrived. Greenland's nutrients changingwith global impact

Scientists at Bigelow Laboratory forOcean Sciences have discovered theavailability of carbon in Greenland's

waters is shifting poleward and appearingearlier than in previous decades.

The research was published in the jour-nal Progress in Oceanography by lead au-thor Maria Vernet from the Scripps Institu-tion of Oceanography at the University ofCalifornia, San Diego.

This finding will enhance understand-ing of carbon cycling and nutrient avail-ability in this rapidly warming and chang-ing environment.

Phytoplankton are arguably the mostimportant organisms in the ocean. Directlyor indirectly, almost all life in our globalwaters depends on their activity. In a newstudy, a team of researchers have mappedhow the activity of these microscopicplants affects critical waters around Green-land, which impact important regional fish-eries and even nutrient availability aroundthe globe.

The researchers found that the season-al availability of carbon produced by phy-toplankton is shifting poleward and appearsfor longer than in previous decades. Thediscovery will enhance scientists' under-standing of carbon cycling and nutrientavailability in this rapidly warming andchanging environment.

During photosynthesis, all plants con-vert carbon dioxide into food by harnessingenergy from the sun. The food they create,in the form of organic carbon, is critical tolife. This process is called primary produc-tion and plays a major role in the globalcarbon cycle. In the ocean, almost all pri-mary production is performed by phyto-plankton.

"Everything depends on the carbonproduced by phytoplankton, no matterwhere you are in ocean waters," saidBigelow Laboratory Senior Research Sci-entist Paty Matrai, one of the paper's co-au-thors. "If there is no primary production,then there is no new carbon being created,

and the many animals that depend on ithave nothing to feed on."

Arctic phytoplankton growth patternshave already been significantly altered dueto climate change. The fish that feed onthem have had to adapt, along with the in-dustries that rely on them. A better under-standing of these changes is needed to planahead.

The researchers looked at a 10-yeartime period from 2008 to 2017 in seven re-gions around Greenland to understandwhere and when primary production washappening. They found the rates to be high-er in southern regions where water is moreinfluenced by the North Atlantic. They alsodiscovered that phytoplankton blooms be-gan in the south around April and in thenorth around June.

"There is extreme seasonality and greatdiversity in what's happening with respectto primary production in these waters," Ma-trai said. "Greenland sits at an influentiallocation, and understanding the watersaround it may give us unique insights intoglobal ocean processes."

Greenland is at the intersection of com-plex interactions between Arctic Ocean andAtlantic Ocean currents, and the waters offits shores are part of both systems. As theplanet warms, more temperate conditions,along with the nutrients and organisms thatprefer them, are moving up from the south.

Its waters are also a mixing spot forsaltwater and melting freshwater. Over 80percent of its landmass is covered by theGreenland ice sheet. As it melts due toglobal warming, it sends an influx of cold

freshwater into the ocean from the north.This could have significant impacts on thephysical and biological processes in theNorth Atlantic including ocean convection,nutrient availability, and primary produc-tion. The waters around Greenland are no-toriously difficult to study. Rough weather,complex ocean conditions, and shifting seaice make sampling dangerous. Althoughthe fjords on its western side have been bet-ter studied, less is known about the fjordsand continental shelf to the east.
