실제로 한국은 ｢경제발 경험 공유 로그램｣ (KSP: Knowledge Sharing Program)
을 2004년부터 운 하여 큰 호평을 받고 있다. 이 로그램의 목 은 정책형성과
집행에 련된 한국의 경험을 공유하고 개도국이 직면하고 있는 문제에 한 해법
을 공동으로 찾는 것으로서 형 인 정책 컨설 의 성격을 갖고 있다. 실 을 보
면 2004년부터 2008년까지 13개국에 83건의 컨설 을 제공하 고, 2009년에는 11개
국에 컨설 을 제공한 바 있다. KSP 로그램은 경제정책에 특화된 사업이지만 공
간정보 분야의 개도국 정책 컨설 로그램을 개발하는데 많은 시사 을 다.

하지만 아직까지 공간정보 분야는 로젝트 주의 무상원조를 주로 제공하는
반면, 정책 컨설 은 매우 빈약했다. 1991~2008년 기간동안 공간정보가 포함되어 있
는 정보통신분야에서만 체 무상원조의 9.9%에 해당하는 1,822억 달러를 원조하
으나, 부분이 로젝트 개발 지원이나 인력양성에 집 되었고 개발계획 수립과
같은 정책 컨설 은 극히 부분 으로 제공되었을 뿐이다. 한 로 2008년의 경우
KOICA 무상원조 정책 컨설 에 해당하는 개발조사는 체의 4.4%에 해당하는
122억 달러가 제공되었으나 주로 산업에 지, 농어 개발에 집 되었고 정보통신
혹은 공간정보 련된 컨설 은 무하 다.
정보통신분야에서는 타당성조사(Feasibility Study)가 많이 이루어졌지만 주로 사업
시행여부를 단하기 한 사 조사 성격이었고 본격 인 기술지원 원조로는 이루
어지지 못하 다. 농어 등 다른 분야에서 2008년에만 인도네시아 수마트라 간선
도로망 마스터 랜 수립, 라과이 배 분야 마스터 랜 수립 시범사업, 캄보디
아 수자원개발 종합계획 수립 등을 지원한 것과 크게 조되는 상이다.
