A regular meeting of the Governing Board of the Shasta Union High School District was called to order at 5:30pm by Trustee Vericker in the Shasta Union High School District Board Room. ROLL CALL: Trustees Jamie Vericker, Joseph Ayer, Constance Pepple and Ron Zufall were present.

Trustee Vericker presided. Also present: Jim Cloney – Superintendent, David Flores – Chief Business Official, Jason Rubin – Associate Superintendent/Human Resources and Milan Woollard – Associate Superintendent/Instructional Services.

There were no requests from the audience to speak to any items on the closed session agenda. The Board adjourned to closed session to discuss the following: 1) Public Employee Discipline/Dismissal/Release/Complaint (G.C. 54957) and 2) Conference with Labor Negotiator (G.C. 54957.6) Agency designated representatives: Jim Cloney – Superintendent, David Flores – Chief Business Official, Jason Rubin – Associate Superintendent/H.R. and Milan Woollard - Associate Superintendent/Instructional Services. PUBLIC COMMENTS: Angela Radford and Pamela Dunlap with the UC Davis Educational Talent Search (ETS) provided an update to the Board on the program. ETS encourages and assists middle school and high school students from low-income families pursue a postsecondary education. RECOGNITION OF STAFF: The Board of Trustees and Administration recognized Shasta High School (SHS) Teacher Myrna Papac, North State Independence High School (NSIHS) Junior Jaelyn Heller and Foothill High School (FHS) Administrative Secretary Melinda Kinder.

Board of Trustees MINUTES 10-8-19 Page 3 PRESENTATIONS: District Department Chair Updates: Social Science Department Chair John Waters, Counseling Department Chair Brian Beasley, Visual Arts Department Chair Tami Watson, CTE Department Chair James Leedy, Special Education Department Chair Jill Borba, Physical Education Department Chair Annette Wilson, Culinary Department Chair Ashley Marsh, Business Department Chair Layne McLean and Foreign Language Department Chair Lisa Ferguson each provided the Board with a brief update on their departments. Shasta Charter Academy (SCA) Update: Director Ben Claassen provided an overview on SCA including history, staff, enrollment, CA Dashboard performance scores and goals. He explained SCA’s personalized learning model of education and shared photos of the campus. Mr. Claassen noted various accomplishments including SCA receiving the CA Charter Schools Association Charter School of the Year award for the 2018-19 school year. He invited the Board and Administration to attend SCA’s 20th anniversary on November 7th. University Preparatory School Update: Superintendent Shelle Peterson provided an overview on UPrep’s focus areas which include community, relationships, student empowerment and preparedness for a four year university. She also presented on program outcomes and updates including advanced placement courses, dual enrollment, curriculum, parent engagement, WASC, administrative intern program and a post-employment benefit option policy. Ms. Peterson presented data on the CA Dashboard, PSAT and test scores compared to the state. REPORTS FROM SHASTA UNION HIGH SCHOOL DISTRICT ORGANIZATIONS: SSEA President Gary Connolly stated that he emailed the Board and District Administration his negotiations proposal last Friday. He thanked Layne McLean and Sheena Thurston for putting in the effort on the presentation and stated that the Board should not be afraid of deficit spending. Mr. Connolly reported that the end of the first quarter is this Friday. After reviewing data at the service center, he explained that the District needs to be competitive in salary and benefits in order to attract quality staff. ESP President Rhonda Minch was not present. CSEA President David Martin stated that the District needs more bus drivers and that negotiations continues next week. REPORTS FROM PRINCIPALS: Enterprise High School: Ryan Johnson was not present. Foothill High School: Steve Abbott reported that last week’s homecoming was a success. Due to the PG&E power shutoff, FHS will be without power tomorrow and the school will remain open for a minimum day. FHS will have water and generators will be running for emergency services. Shasta High School: Leo Perez stated that he utilized the translation feature on the all call system updating parents on the PG&E power shutoff. SHS will not be affected. Mr. Perez reported that SHS will host a blood drive tomorrow and a Google Training will be provided to teachers next week. SHS competed against Pleasant Valley for their homecoming game. Alternative Education: Tim Calkins reported that NSIHS held their first of two finaincial aid meetings this semester for parents. He stated that staff will pilot a youth science program for career exploration to the senior class. Pioneer students recently toured the Shasta Caverns and attended the Redding job fair. Mr. Calkins was pleased to announce that Pioneer students have increased credits by 2.5 per student in comparison to last year. He accredits this increase to the new schedule that has been implemented this year which provides students more options.

Board of Trustees MINUTES 10-8-19 Page 4 REPORT FROM SUPERINTENDENT: Jim Cloney stated that PG&E may begin proactively shutting off power for safety concerns tonight due to winds and high fire danger. If FHS loses power, school will remain in session for a minimum day. No other schools will be affected by the power shutoff. Mr. Cloney stated that the District will update parents and media on a daily basis as information becomes available. He reported that new legislation requires school districts to hold the annual organization meeting on or after the second Friday in December. Mr. Cloney stated that in order to meet this new requirement, the Board will take action at the fall study session to move the December 10th regular Board meeting to a date within the required timeframe. Mr. Cloney suggested moving the meeting to December 17th. TRUSTEE COMMENTS AND LIAISON REPORTS: Trustee Zufall stated that he met with Director Mike Borba and Supervisor Steve Denney of the Maintenance and Operations Department regarding facility use. Mr. Zufall asked to discuss cutbacks at the fall study session since the District is using the same amount of facilities with decreasing enrollment. He reported that he had lunch with CTE Administrative Intern Dennis Cahill and Simpson University President Normal Hall to discuss a potential partnership with sports medicine. DISCUSSION: Monthly Financial Report: Jim Cloney stated that the District is trending where we should be for where we currently are in the school year. Bond Program Update: Jim Cloney reported that the District had a kickoff meeting for the FHS solar project today. He stated that the project should be completed within six months pending weather. Mr. Cloney reported that the District successfully sold the remaining $21.9 million bond funds. $7.9 million was sold through Bond Anticipation Note (BAN) bridge loan with a very low interest rate. The District will receive the funds by October 17th in order to fund the phase two projects. He stated that the District will not have to raise the $19 tax rate. Mr. Cloney raised concerns regarding the preliminary numbers for the track and field upgrades stating that they are much higher than anticipated. Foothill High School Agriculture Building: Jim Cloney stated that the District received two responsive bidders and staff recommends awarding the bid to the lowest responsive bidder, SnL, who bid $1,833,869. Shasta High School Athletic Storage Building: Jim Cloney stated that the District received five responsive bidders and staff recommends awarding the bid to the lowest responsive bidder, Ark Design Construction, who bid $149,500. Designation of Sierra Casework Inc. as a Specific Brand: Jim Cloney stated that the District recomends Sierra Casework Inc. be designated as a specific manufacture pursuant to public contract code section 3400 for the island peninsulas and tables in the Gen7 Science classrooms at Shasta and Enterprise High Schools. Mr. Cloney noted that Sierra Casework is a subcontractor for AMS. Change Orders: Jim Cloney stated that he met with David Flores and Trustee Ayer for a Bond Subcommittee Meeting last week to review the change orders. District staff recommends approval. (Grades 11 & 12) An advanced baking and cake decorating course that emphasizes culinary arts preparation skills including techniques that are used in the professional production of pastries, breads, cakes and decorative arts. Students work with recipes in standard and metric measurements as well as formula production. A ServSafe Food Protection Certification will be earned along with valuable employability skills. Students will work individually to develop the skills required in the bakery industry, create a professional portfolio and have the opportunity to develop leadership skills.

Second Semester: Contemporary and International Cuisine: (Grades 11 & 12) In a fast paced restaurant­based kitchen environment, students plan, organize, and prepare menu items typically served in an upscale dining establishment specializing in European, Asian, and American regional cuisine with an emphasis on contemporary menu trends, cross-cultural influences, flavor combinations and plate presentation.

Students are evaluated by observation, written test and oral presentations. All students will work within a group setting. Guest speakers and tours of professional facilities are additional to this curriculum. The following are the units of study. This Career Technical Education Course (CTE) is aligned with the Anchor Standards (AS) and Pathway Standards (PS) for the Hospitality and Food Service Industry Sector. fiction leaves open the possibility of cross-curricular instruction.

What criteria were used to evaluate this book?

Literary merit, cross-curricular connection, student appeal. This novel would serve well as a springboard

for literary analysis, and it would dovetail nicely with the study of slavery and/or segregation. Moreover,

the protagonist is a woman who suffers from oppression, a condition to which many students relate.

A special meeting of the Governing Board of the Shasta Union High School District was called to order at 3:00pm by Trustee Vericker in the Shasta Union High School District Large Conference Room. ROLL CALL: Trustees Jamie Vericker, Joseph Ayer and Ron Zufall were present. Trustee Vericker

presided. Also present: Jim Cloney – Superintendent, David Flores – Chief Business Official, Jason Rubin – Associate Superintendent/Human Resources and Milan Woollard – Associate Superintendent/Instructional Services.

There were no requests from the audience to speak to any items on the closed session agenda. The Board adjourned to closed session to discuss the following: 1) Public Employee Discipline/Dismissal/Release/Complaint (G.C. 54957) and 2) Conference with Labor Negotiator (G.C. 54957.6) Agency designated representatives: Jim Cloney – Superintendent, David Flores – Chief Business Official, Jason Rubin – Associate Superintendent/H.R. and Milan Woollard - Associate Superintendent/Instructional Services. Employee Organizations: Shasta Secondary Education Association (SSEA), Educational Support Professionals Association (ESP), California School Employees Association (CSEA) and Management/Supervisory/Confidential. DISCUSSION: Graduation Requirements: Milan Woollard stated that the state requires three years of science under the Next Generation Science Standards. The class of 2021 is the first class in the District required to meet this new standard. Mr. Woollard reported that the California State University system has proposed requiring applicants to take an additional course in quantitative reasoning in high school to qualify for admission to its campuses which would be implemented in 2026. Examples of courses that would meet the requirement include physics, computer science or a fourth year of math. Currently the District requires students to take a computer proficiency class or pass a test in order to graduate. Mr. Woollard stated that this requirement is a hindrance for students because it limits what options are available to them especially with the new standards implemented by the state. He reported that Shasta

Board of Trustees MINUTES 10-21-19 Page 2 DISCUSSION (continued): Graduation Requirements: College no longer requires the course and feels it would be in the best interest of our students if we also eliminated the requirement. Jim Cloney stated that many of the skills students learn in the computer proficiency class overlap in other classes. Mr. Cloney stated that enrollment would drop in the Business Department. Mr. Woollard stated that the Business Department would become a career pathway for students allowing them to develop the skills they need such as becoming certified in Microsoft Office. General consensus of the Board was in agreement with the recommendation to eliminate the computer proficiency graduation requirement. Mr. Cloney stated that District will meet with the Business Department and that the Board will be asked to take action on the District graduation requirements at a future meeting. Standardized Assessments and Statistics Report: Milan Woollard presented data on 2017-2018 and 2018-19 Advanced Placement (AP) scores. He stated that enrollment numbers have gone up and in most cases, the District scores higher in comparison to national averages. Mr. Woollard presented a summary of the 11th grade California Assessment of Student Performance and Progress (CAASPP) test results in English Language Arts and Math from the previous three school years. He stated that the District is above the state averages and noted that Shasta High School has had a decrease in their English scores. The California School Dashboard provides parents and educators with information on school and district progress so they can participate in decisions to improve student learning. Mr. Woollard shared the dashboard results for the District and each comprehensive school in the following categories: suspension rates, graduation rates, college/career, English language arts and math. He reported that the District scored higher in all categories except for suspension rate in comparison to the state. A handout was provided explaining the different components of the college/career readiness category. Mr. Woollard also reviewed where the District and each school falls on the Five-by-Five Placement Report for each of the above-mentioned categories. The District does not qualify for the English Learner Progress category because of low enrollment percentages. The overall graduation rate for the District is green. Local Control and Accountability Plan (LCAP): Jim Cloney updated the Board on the development and implementation of the 2020-21 LCAP. The District is currently in the third year and final installment of the LCAP. Next year’s LCAP will have a new template and will be the first installment of a three-year plan. Mr. Cloney stated that the District is required to have goals that address the eight state priorities of the LCAP. Mr. Cloney asked the Board for their input on the following goals: (1) successful completion of the CA State Standards and Next Generation Science Standards aligned a-g, (2) successful completion of Career Technical Education (CTE) pathways; and (3) improve student engagement, support school climate and safety. Mr. Cloney stated that as part of the planning process, the District will engage with a variety of stakeholders (parents, administrators, staff, students, Board) in the spring semester. Stakeholders will provide input on what actions and services the District should focus on to achieve the goals set by the Board of Trustees. Mr. Cloney would like to have the goals set by April 2020. General consensus of the Board were in support of the three goals. Revision of December Board Meeting Date: Jim Cloney reported that new law states that starting in 2019, annual organizational meetings need to be held on or after the 2nd Friday in December. The Board is scheduled to meet on the second Tuesday of December which is not in compliance with the new law. Administration is recommending the Board move the December meeting from December 10, 2019 to December 17, 2019. The meeting will be held at the same time in the same location and will serve as the annual organizational meeting. Bond Program Update: David Flores provided the Board with an expenditure report broken down by year since 2016-2017 covering revenues, expenditures and changes in the ending balance. Total Revenue is $35,859,971 and as of October 18, 2019, the District has spent $28,470,537 of the $56.9 million bond. Mr. Flores stated that the District successfully sold the remainder of the bond. A sale of $14 million in General Obligation bonds and a $7.9 million Bond Anticipation Note (BAN) bridge loan will fund the majority of the phase two projects. Mr. Flores provided the Board with a handout listing the next phase of projects. The projects will be funded through the bond, RDA, state modernization funding, developer fees and deferred maintenance. Mr. Flores stated that in order to preserve bond funds, these funding sources will be utilized.

Board of Trustees MINUTES 10-21-19 Page 3 DISCUSSION (continued): Bond Program Update: Mr. Flores provided an overview of the current and future bond projects. The boiler project is almost complete District wide and the EHS boys’ locker room water heater project is finished. The SHS storage building is being built. Construction crews broke ground at FHS for the covered solar parking project. Mr. Flores met with NM&R architects for an estimate on the track and field upgrades. Initial estimate came in very high around $8 million. Mr. Flores will meet with NM&R to review the estimates and stated he will research a statewide bidding procurement contract on track and fields in order to reduce costs. Trustee Candidate Interviews: Jim Cloney stated that the District received four qualified applications for the SUHSD Board vacancy following advertising in the Record Searchlight, school bulletins and on the SUHSD website. The Board reviewed the interview process, noting that candidates would be called in one at a time to be interviewed on an individual basis in public session and that the Board would make a determination regarding which candidates to appoint at the conclusion of the interviews. Candidates had previously been asked to wait in the lobby of the District Office so as not to hear the interview questions or the responses from the other candidates prior to their respective interview. Candidates interviewed were: Ryan Richardson, Gregory Hartt, Kerri Schuette and Bryan Rheem. Each candidate was asked to explain his/her reasons for wanting to become a member of the SUHSD Governing Board, and all candidates were asked the same interview questions. Trustee Candidate Selection: Following the interviews, the Trustees discussed the strengths of each of the four candidates, and noted that they were seeking individuals with the background and experience that would best compliment the Board. The Trustees were impressed by the qualifications presented by all of the candidates. The Board determined that the background and previous experiences of candidate Gregory Hartt best met the qualifications sought by the Board, and selected him for appointment to fill the vacancy on the Board. All candidates will be notified of the Board’s decision tomorrow. Gregory Hartt will be sworn in at the next Board meeting by Superintendent Jim Cloney and will be officially seated on the SUHSD Governing Board. Mr. Hartt will hold their position on the Board for a four-year term, ending December 2022. ADJOURNMENT: The Board reconvened to closed session at 8:03 p.m. to continue discussion on topics listed from closed session. # Description Amount17.1 The District requested changes, additions to the electrical and fire panels to give

the M&O and IT departments better access and control of this equipment. Additional conduit runs, pull boxes, enclosures and coring was added to the job. This is similar to the SnL change order #5 for the Shasta High School Gen 7 project. $37,231.92

19.1 AMS buildings came with CPVC piping for acid waste. The site work plans called for "Orion" Polypropolene piping. The two types of piping are not compatible to each other and required a special coupling to connect them. There were a total of 12, 4" couplers and 2, 2" couplers purchased for installation.

$4,182.4420 The connection of four existing rain water leaders along the cafeteria wing that did

not show being connected to the new storm drain system. $2,435.5221 The connectin of rain water leaders on new AMS buildings that were not in the

scope of work for AMS to connect. Trent Construction installed the fittings to connect the rain leaders. $1,821.46

22 AMS issued their point of connection plans after the drawings had been put out to bid. The bid plans had point of connections in a different location than where the AMS buildings had them. The fix was to core through the walls to install the gas piping to all buildings. $2,744.53

23 Removal of concrete flat work in the quad area to facilitate a cleaner point of connection with the new concrete flat work. The concrete removed was located in front of the north gym. $904.80

24 Removal of stucco and paint work from scope of work. Removed as this work will be tied in with a project that includes work to the roof of the building. ($3,033.45)

25 This is a no cost change order detailing the number of days lost to rain delays. Total number of days lost to rain is 21 which will be added on the back end of the project, allowing the contractor to make up these days. $0.00

Specification section 22 00 00, 2.2, E, 1 - also calls out for polypropylene acid waste piping for above and below ground. Upon site survey, the existing acid waste piping that the building manufacturer has provided and appears to be stubbing out to each P.O.C is CPVC acid waste piping . I cannot find any reference in the spec or building plans that notes the use of this CPVC acid waste piping which is not compatible to be connected to the specified polypropylene pipe - without a special coupling .

Will the building manufacturer be providing these couplings for all points of connections? If they are not, a cost impact is to be expected.

Detaii11/C1.5 shows the modular building's RWLs running below grade and turning 90 Deg to run into the site contractor's provided concrete clean-out boxes. Upon conducting site survey of RWLs already installed on Building 'A' & 'B': It appears that the RWLs are 2" x 3" galvanized rectangular tube RWLs and they run below grade approximately 12" to 18", but they do not have a 90 degree turn installed as shown in the detail. Will the building manufacture be installing these on-site? If not, please clarify who will be terminating the RWLs into the site contractor provided clean out boxes. If it is desired that the site contractor perform this work, please provide an alternate connection detail, as our site RWL piping is 4" round PVC pipe and the RWLs are 2" x 3" rectangular tube.

Per Plan sheets M1.01 and M2.00 the Site Contractor's scope of work for gas piping was bid to include the underground gas main lines and terminate @ the exterior of each building @ the buildings gas piping stub out. This included the riser pipes, regulators, earthquake valves and associated unions and fittings to connect to the stub out piping. This did not include any interior gas piping- either under the building or inside the building . As per theM sheets BLDG 'B' & BLDG 'C' are per plan with a 2" threaded gas pipe stubbed out of the exterior wall for connection to the site utilitys at approxx. 18" above finished floor. Per the M sheets the scope was the same for BLDG 'A', the only difference being, is that it shows there being (4) stub out locations on the exterior of the building- which we included in out bid. In the AMS P.O.C drawings that were issued post bid time, it was noted that the Site Contractor was to determine the sleeving location in the foundation wall (this is a cop-out on AMS's part), and install the gas piping to the HVAC unit up through the floor of the modular unit. None of this work was included in our original scope of work, and since an exact sleeve location was not provided, no sleeves were installed. All site underground gas has been installed for BLDG 'A' as per the M sheets to terminate approx. 18" A.F .F at each HVAC closet location . We understand from conversations between PBK & AMS, that they will not provide the interior gas piping to the HVAC unit as they have done in BLDG's 'B' & 'C', and they would like the site plumbing contractor to provide this piping . As we are well past the point of piping up through the floor of the buildings (the foundation walls are backfilled and there are no core holes) and per our scope of work the site piping is set up to come through the wall approx. 18" AFF- the attached pricing reflects this.

Please see attached pricing breakdown and back up for labor and materials to install this interior gas piping to the HVAC units at (4) locations on BLDG 'A'- coring through the exterior wall above grade into the HVAC closets to make the connections.

# Description Amount4 Footing for the planter wall had to be increased in size to connect with the

retaining wall to building A and the hadicapped parking retaining wall. The change was driven by the DSA plan review. The original plans did not have these walls connecting. 20,648.00

5 This is related to upgrades made in the electrical and fire alarm plans as requested by the district. Fire panels were modified and circuit breakers were added to accommodate the equipment upgrades. The District requested that fiber and or copper wiring be pulled between panels, and additional fiber be installed in certain areas. 46,103.20

6 The District requested that broken, uneven asphalt be removed from the green parking lot to create a safe path of travel and parking for students and staff. 18,000.00

7 The purchase and installation of four IDF cabinets to hold IT fiber and switching gear in the new buildings. These cabinets should have been included in the original plans. $4,813.60

☐ Information BACKGROUND: The state requires three years of science under the Next Generation Science Standards. The class of 2021 is the first class in the District required to meet this new standard. The California State University system has proposed requiring applicants to take an additional course in quantitative reasoning in high school to qualify for admission to its campuses which would be implemented in 2026.

The District currently requires students to meet the computer proficiency graduation requirement by taking a course or passing an exam. This requirement limits what options are available to students especially with the new standards implemented by the state. Shasta College no longer requires the course. Associate Superintendent Mr. Woollard discussed the elimination of the computer proficiency graduation requirement with the Board at the October 21, 2019 Board meeting. Administration feels it would be in the best interest of our students if we eliminated the requirement. The District has modified Board Policy 6146.1 High School Graduation Requirements outlining the new graduation requirements. Changes can be found in bold. Board Policy High School Graduation Requirements BP 6146.1 Instruction The Board of Trustees desires to prepare all students to obtain a high school diploma so that they can take advantage of opportunities for postsecondary education and employment. (cf. 5127 - Graduation Ceremonies and Activities) (cf. 5147 - Dropout Prevention) (cf. 6011 - Academic Standards) (cf. 6143 - Courses of Study) (cf. 6146.3 - Reciprocity of Academic Credit) Course Requirements To obtain a high school diploma, students shall complete the following courses in grades 9-12, with each course being one year unless otherwise specified: 1. Three courses in English (Education Code 51225.3) (cf. 6142.91 - Reading/Language Arts Instruction) 2. Two courses in mathematics (Education Code 51225.3) At least one mathematics course, or a combination of the two mathematics courses, shall meet or exceed state academic content standards for Algebra I or Mathematics I. Because the prescribed course of study may not accommodate the needs of some students, the Board shall provide alternative means for the completion of prescribed courses in accordance with law. However, a foster youth, homeless student, former juvenile court school student, child of a military family, or migrant student who transfers into the district or between district schools any time after completing the second year of high school, or a newly arrived immigrant student who is in the third or fourth year of high school and is participating in a newcomer program, shall be exempted from any graduation requirements adopted by the Board that are in addition to statewide course requirements. This exemption shall not apply if the Superintendent or designee makes a finding that the student is reasonably able to complete the requirements in time to graduate by the end of the fourth year of high school. Within 30 days of the transfer or of the commencement of participation in a newcomer program, as applicable, the Superintendent or designee shall notify any eligible student of the availability of the exemption and whether the student qualifies for it. Persons may be considered to have departed California against their will if they were in custody of a government agency and were transferred to another state, were subject to a lawful order from a court or government agency that authorized their removal from California, were subject to a lawful order and were permitted to depart California before being removed from California pursuant to the lawful order, were removed or were permitted to depart voluntarily pursuant to the federal Immigration and Nationality Act, or departed due to other circumstances determined by the district that are consistent with the purposes of Education Code 48204.4. In determining whether to award a diploma under these circumstances, the Superintendent or designee shall consider any coursework that may have been completed outside of the United States or through online or virtual courses. 2. Former students who were interned by order of the federal government during World War II or who are honorably discharged veterans of World War II, the Korean War, or the Vietnam War, provided that they were enrolled in a district school immediately preceding the internment or military service and did not receive a diploma because their education was interrupted due to the internment or military service in those wars Deceased former students who satisfy these conditions may be granted a retroactive diploma to be received by their next of kin. 3. Administrative Regulation Staff Teaching English Learners AR 4112.22 Personnel Definitions English learner means a student who is age 3-21 years, who is enrolled or is preparing to enroll in an elementary or secondary school, and whose difficulties in speaking, reading, writing, or understanding the English language may be sufficient to deny the student the ability to meet state academic standards, the ability to successfully achieve in classrooms where the language of instruction is English, or the opportunity to participate fully in society. An English learner may include a student who was not born in the United States or whose native language is a language other than English; a student who is Native American or Alaska Native, or a native resident of the outlying areas, who comes from an environment where a language other than English has had a significant impact on the individual's level of English language proficiency; or a student who is migratory, whose native language is a language other than English, and who comes from an environment where a language other than English is dominant. (Education Code 306; 20 USC 7801) Instruction for English language development (ELD) means instruction designed specifically for English learners to develop their listening, speaking, reading, and writing skills in English. (Education Code 44253.2) Specially designed academic instruction in English (SDAIE) means instruction in a subject area, delivered in English, that is specially designed to meet the needs of English learners. (Education Code 44253.2) Primary language instruction includes both primary language development designed to develop English learners' listening, speaking, reading, and writing skills in their primary language and content instruction delivered in the primary language in any subject area. (Education Code 44253.2) (cf. 6174 - Education for English Learners) Teacher Qualifications Only a teacher who possesses an appropriate authorization issued by the Commission on Teacher Credentialing (CTC) shall provide ELD, SDAIE, and/or primary language instruction in a class with one or more English learners.

All certificated teachers and instructional coaches assigned to district schools shall be prepared to meet the needs of English Learners. Effective July 1, 2019, all newly hired certificated teachers and instructional coaches shall be required to hold an authorization to teach English Learners (EL Authorization) or be enrolled in a CLAD (Cross-Cultural Language and Academic Development) preparation program to be eligible to receive an offer of employment. While in the program, the employee must maintain satisfactory progress towards completion within the two years of employment. By June 30, 2025, all current tenured teachers and instructional coaches assigned to district schools shall hold an EL Authorization. An authorization to teach English Learners shall be required of all current tenured teachers assigned to district schools to be eligible for continued employment after June 30, 2025.
