In exercise of the powers conferred by Section 4 of the Goa, Daman and Diu Highways Act, 1974

(Act 10 of 1974) (hereinafter referred to as the ―said Act‖), the Government of Goa is pleased to

appoint the Superintending Engineer-III and Superintending Engineer-IV, PWD as ―Highway

Authority‖ for North and South Goa respectively for all the roads i.e. State Highways, Major District

Roads, Rural Roads in the State of Goa under their jurisdiction for the purposes of the said Act.

This Notification shall come into force from the date of its publication in the Official Gazette.

This is issued in supersession of the earlier Notification No. PCE-PWD-ADM(I)/1417 dated 31-03-

2005.

Notification

In exercise of the powers conferred by second proviso to section 54A and section 54B of the Goa,

Daman and Diu Highways Act, 1974 (Act 10 of 1974), the Government of Goa is pleased to exempt

the following mechanical vehicles from the payment of fees leviable under said Act for the use of

State highway, district road, village road and permanent bridge:—

(i) All types of three wheelers, four wheelers, six wheelers or more than six wheelers except

commercial vehicles which are registered in the State of Goa in any Regional Transport

Office of Goa.

(ii) Vehicles having VIP symbols or belonging to the President and Vice-President of India,

Central and State Ministers, Members of Parliament, Members of Legislative Assembly.

(iii) Defense Vehicles, Police Vehicles, Ambulances, Post and Telegraphs Department

vehicles and Central and any other State Government vehicle on duty.

(iv) All types of two wheelers whether registered in the State of Goa or outside the State of

Goa.

Government of Goa hereby amends the Government Notification dated 08-02-1977 published in the

Official Gazette, Series II No. 47 dated 17-02-1977 (hereinafter referred to as the ―Principal

Notification‖) as follows:

In the Principal Notification, in ‗TABLE B‘ after entry at Sr. No. 52, the following new entry shall

be inserted namely:

―53, Chopdem-Morjim junction to Ashvem-Mandrem junction‖.

of Goa hereby exempts the following motor vehicles from the payment of fees under the said Act,

with immediate effect, namely:—

(i) Vehicles belonging to the President of India;

(ii) Vehicles belonging to the Vice-President of India;

(iii) Vehicles belonging to the Governor;

(iv) Vehicles belonging to the Chief Minister;

(v) Vehicles belonging to Members of Parliament;

(vi) Vehicles belonging to Ministers;

(vii) Vehicles belonging to Members of Legislative Assemblies;

(viii) All Defence vehicles including transport vehicles;

(ix) All Government official vehicles;

(x) All two wheelers;

(xi) Ambulances;

(xii) Hearse Van;

(xiii) Trust vehicles (Non-Profitable Institute) duly registered with the State Government only.

And whereas, over the years, improvements and developments of the National Highway was

undertaken and in places where widening of existing National Highway was not feasible due to

builtup sections and congested areas, such length of the National Highway have been bypassed and

the new bypasses as specified in the TABLE ―B‖ below have been constructed from funds of the

Ministry of Road Transport and Highways (MORTH);

And Whereas the new bypasses as specified in above TABLE ―B‖ on commissioning and opening

to traffic, have become the part of the National Highway network and the old lengths of the National

Highway which have been bypassed stood discarded and such old National Highway land got reverted

to the State of Goa which is confirmed by the Circular No. NH III/P/9/77 dated 30-11-1977 and

Circular No. RW/NH III/P/77 dated 23-04-1982 issued by the MORTH.

Now, therefore, in exercise of the powers conferred by section 3 of the Goa, Daman and Diu

Highways Act, 1974 (Act No. 10 of 1974), the Government of Goa hereby classifies the discarded and

abandoned lengths of the National Highways as specified in Table ―C‖ below as Other District Roads

(ODR) with ROW of 20m.

5. Old Goa, Bainguinim, Sao Pedro, Panelim, Ribandar, Ribandar causeway, Divja circle upto junction of NH-17 at KTC.

6. Mangueshi, Mardol temple upto Veling junction.

7. Junction near Sateri temple, Curti, St. Anne‘s Church, Ponda Bazar, Old bus stand upto Maruti temple junction.

8. Usgaon junction of NH-4A, Usgaon Central Hospital upto MRF junction of NH-4A.

This Notification shall come into force with immediate effect.

In exercise of the powers conferred by second proviso to sub-section (1) of Section 54A and 54B of

The Goa, Daman and Diu Highways Act, 1973 (Act No. 10 of 1974) (hereinafter referred to as the

―said Act‖) and in supersession of the Government Notification No. 5-1-PCE-PWD-EO/2015-16/272

dated 15-12-2015, published in the Official Gazette, Series II No. 38 dated 17-12-2015, the

Government of Goa hereby exempts the following motor vehicles from the payment of fees under said

Act, with immediate effect, namely:-

(i) All the vehicles registered in the State of Goa;

(ii) Vehicles belonging to the President of India and his/her convoy;

(iii) Vehicles belonging to the Vice-President of India and his/her convoy;

(iv) Vehicles belonging to the Governors and their convoys;

(v) Vehicles belonging to the Chief Ministers and their convoys;

(vi) Vehicles belonging to the Members of Parliaments.

(vii) Official vehicles of the Ministers.

(viii) Vehicles belonging to the Members of the Legislative Assembly of Goa and other States including their private vehicles;

(ix) All defence vehicles including their transport vehicles;

(x) All official vehicle of the Government of Goa, other States and the Government of India;

(xi) All two wheelers and three wheelers;

(xii) Ambulances;

(xiii) Hearse Vans;

(xiv) All vehicles registered in the district of Sindhudurg in Maharashtra and district of Belgaum and Karwar in Karnataka.

New Delhi, the 1st May, 2017

.— In pursuance of powers conferred under sub-rule 4 of rule 108 of the Central Motor Vehicles

Rules, 1989, the Central Government hereby specifies that the vehicles on office duty which are

designated for the following emergency and disaster management duties may be allowed to use multi

coloured red, blue and white light on its top, namely:—

(a) the duties relating to control of fire;

(b) the duties by police, defence forces or paramilitary forces for maintenance of law and order;

(c) the duties relating to management of natural disasters including earthquake, flood, land slide,

cyclone, tsunami and manmade disasters including nucleardisaster, chemical disaster and biological

disaster.

2. The multi coloured light shall not be put to use when the vehicle is not on the designated duty.

3. Every year, the Transport Department of the State or Union territory Administration, as the case

may be, shall issue a public notice bringing to the notice of the general public the list of authorities to

whom the permission to use the vehicles specified in clauses (a) and (b) of paragraph 1 has been

granted and such vehicles shall display on its windscreen the sticker issued by such Transport

Department which shall be in the following format, namely:—

“Government of (Name of issuing State Government of Union territory Administrations).

Designation of the Officer (s) .......................

Vehicle Number ........................................ ”.

4. Only one sticker shall be issued to the designated officer for one vehicle at one point of time.

5. The sticker shall be on security printed water mark paper and shall carry hologram as specified

by the Transport Department of the concerned State Government or Union Territory Administration.

The Goa Highways (Amendment) Act, 2017

(Goa Act 22 of 2017) [24-10-2017]

AN

ACT

Further to amend the Goa, Daman and Diu Highways Act, 1974 (Act No. 10 of 1974).

Be it enacted by the Legislative Assembly of Goa in the Sixty-eighth Year of the Republic of India

as follows:—

1. Short title and commencement.— (1) This Act may be called the Goa Highways (Amendment)

Act, 2017.

(2) It shall come into force at once.

2. Amendment of section 3.— In section 3 of the Goa, Daman and Diu Highways Act, 1974 (Act

No. 10 of 1974),

(i) in clause (iv), after the expression ―Village Road‖, the expression ―or a Urban Road‖, shall be

inserted;

(ii) the following proviso shall be inserted, namely:—

Provided that no road within the limits of the City of Panaji Corporation or a Municipal Council

upto the distance terminating to National Highway shall be declared as State Highway.
