North Kitsap High School Drug/Alcohol Policy

ASB Executive Officers and Senators Philosophy and Purpose: The Washington Interscholastic Activities Association (WIAA) and the North Kitsap School District (NKSD) recognize the use of mood-altering chemicals as a significant health problem for many adolescents, resulting in negative effects on behavior, learning, and the total development of each individual. The misuse and abuse of mood-altering chemicals for some adolescents affects co-curricular participation and the development of related skills. Executive officers and senators are strongly advised against attending social functions in which there are alcohol and controlled substances present. They have 30 minutes to vacate the area ensuring that their friends and acquaintances are safe. They are officials that represent the school and the students of NKHS, so they are expected to be appropriate positive role models. ASNK Bylaw: Article III,Section II,Clause II and Article III, Section VI, Clause 8 During the school year, regardless of quantity, an Executive Officer or Senator shall not: (1) consume a beverage containing alcohol; (2) use tobacco; (3) use or consume, have in possession, buy, sell or give away any other controlled substances (including steroids); (4) possess drug paraphernalia: A. This rule applies for the entire length of the term of office that begins as soon as the student is elected and ends the last day of school at the end of the term. B. It is not a violation for a student to be in possession of a controlled Substance specifically prescribed for the student’s own use by her/his Doctor. The medication must be on file in the school’s main office (NK School Board Policy 3416). CONSEQUENCES FOR ASB OFFICER’S CODE VIOLATIONS: A. FIRST VIOLATION Executive Officer or Senator may possibly be removed from office and stripped of Title. • There will be a MANDATORY Candidate Meeting for all candidates. This meeting will be held online on September 25 with Mr. Prince. Failure to attend the mandatory meeting may deem you ineligible for the current election process.

• Speeches and videos need to be approved by Mr. Prince and are due by October 2.

• Distribute the confidential Teacher Evaluations to your current teachers via email. Remind each teacher to submit the evaluation to Mr. Prince’s email by the deadline of October 2. These evaluations comprise a considerable portion of your election total.

• Descriptions of positions are found in the constitution section (available on the school website under ASB). As a candidate, you are responsible for knowing all aspects of the position you are running for.

CAMPAIGNING RULES Campaigning may begin immediately after the mandatory orientation meeting if the Petition for Candidacy, Candidate Application and three Teacher Evaluations have been received. If you are found ineligible based on these items, you will be notified, and must cease all campaigning efforts.

1. All candidates must run individually and NOT as a team or pair. 2. Each candidate is allowed to create a video and/or speech to be posted on the website and via social

media (see website for details and guidelines). 3. Speeches must be:

• ALL SPEECHES NEED TO BE SUBMITTED TO MR. PRINCE BY 3 PM ON OCTOBER 2

• A maximum of two minutes in length

• Focused on building yourself up in a positive way by sharing strengths, passions and why you would be invaluable as an elected leader on campus

• Avoid of any negative campaigning of fellow candidates or promoting of one candidate over another 4. Candidates are responsible for the validity of all signatures on their petitions.

• Repeated signatures from classmates could eliminate you from the election.

• Any repeated signatures will not be counted, and if you end up short of the required number of signatures, you will be deemed ineligible.

ANY OF THE FOLLOWING MAY RESULT IN REMOVAL FROM CAMPAIGN AND/OR SCHOOL DISCIPLINE:

• Electronic campaigning outside of guidelines

• Negative campaigning of fellow candidates

ELIGIBILITY A candidate must meet the following eligibility requirements, in addition to having all forms turned in:

• Minimum 2.8 GPA

• Satisfactory citizenship

• Excellent attendance

• Abide by all school regulations

• And any other requirements established by the student election policy or ASB constitution

• Student will be required to take and attend zero period Leadership for the school year if offered.

VOTING AND VOTING RESULTS

• Voting will take place October 9 via Election Runner app.

• Election results will be announced and posted after voting is finished.
