DATA COLLECTION DESCRIPTION Arne L. Kalleberg, David Knoke, and Peter V. Marsden NATIONAL ORGANIZATIONS SURVEY (NOS), 1996-1997 (ICPSR 3190) SUMMARY: The 1996-1997 NOS consists of data on 1,002 United States work establishments and was conducted from June 10, 1996, to June 13, 1997, using a stratified random sample from approximately 15 million work establishments in Dun and Bradstreet's Information Services data file. The study concentrated on United States work establishments' employment contracts, applying an interorganizational network perspective to explain two basic human resource practices: how employers interact with other organizations to obtain and train new workers. Topics covered the use of contingent employees and relationships with organizational providers of contingent employees, staffing methods, internal job ladders and promotion chains, high performance work organization, job training programs, and employee benefits and incentives. Additional items gathered basic information about each organization's formal structure, social demography, environmental situation, and productivity and performance. UNIVERSE: Approximately 15 million work establishments in Dun and Bradstreet's Information Services file. SAMPLING: A stratified random sample was used to select 1,002 U.S. work establishments. NOTE: (1) Although missing data codes were created by the principal investigators where appropriate, the archived version of the SPSS portable file did not declare any of these values to be missing. Users should consult the codebook to determine which codes for which variables they wish to treat as missing values. (2) The codebook is provided by the principal investigator as a Portable Document Format (PDF) file. The PDF file format was developed by Adobe Systems Incorporated and can be accessed using PDF reader software, such as the Adobe Acrobat Reader. PROJECT OBJECTIVES The 1996-1997 National Organizations Survey (NOS) is a representative sample of U.S. work establishments, physical sites where paid employment occurs. Principal investigators were Arne L. Kalleberg (Univeristy of North Carolina), David Knoke (University of Minnesota) and Peter V. Marsden (Harvard University). It was sponsored by a grant from the National Science Foundation (SBR-9507914 �Collaborative Research: Interorganizational Networks and the Changing Employment Contract�). The data collection was carried out by the Minnesota Center for Survey Research (MCSR) at the University of Minnesota under the direction of Rossana Armson. Preparation of the 1996-1997 NOS for distribution was done at the University of Minnesota-Twin Cities by David Knoke and Lisa Janoweic-Kurle. These data were released to the public in 2001, to be distributed by the Inter-university Consortium for Political and Social Research. The 19961-997 NOS consists of data on 1,002 U.S. work establishments. The survey concentrated on the establishments� employment contract, applying an interorganizational network perspective to explain two basic human resource practices: how employers interact with other organizations to obtain and train new workers. Items asked about the use of contingent employees and the relationships with organizational providers of contingent employees, staffing methods, internal job ladders and promotion chains, high performance work organization, job training programs, and employee benefits and incentives. Additional items gathered basic information about each organization�s formal structures, social demography, environmental situation, and productivity and performance. These data offer opportunities for researchers to test explanations of interorganizational relationships and impacts on employees, with a representative sample having high generalizability. SAMPLE DESIGN The sampling design was basically a simple one that was capable of providing a current sample of all types, sizes and ages of work establishments. We used the Dun and Bradstreet (D&B) Information Services to select a sample of establishments to be interviewed by MCSR. D&B drew a random sample of establishments stratified by employee size. Stratifying by size is essential because the overwhelming majority of work organizations in the U.S. is small (more than 80% have fewer that 20 employees) and thus are relatively undifferentiated with regard to many important aspects of the employment contract. To ensure that the sample contained many mid-sized and large organizations (which were more likely to train employees internally and to have diverse employment relations), D&B sampled organizations with probability proportional to size. (This design parallels the 1991 NOS multiplicity sample, which used the General Social Survey respondents to identify employers, thus assuring that the NOS establishments were drawn proportional to employee size; see Spaeth and O�Rourke 1996.) The resulting sample is reasonably representative of U.S. profit-making work organizations, since D&B�s file contains nearly 15 million companies (see Kalleberg et al. [1990] for a discussion of the advantages and limitations of this

sampling frame). D&B also provided us with a sample of non-profit work organizations, though their coverage of these kinds of organizations is not as exhaustive as the former. For each organization sampled, Dun and Bradstreet�s �Market Identifiers Plus� service provided us several important pieces of information, including: company name, address and telephone number; up to four executive contacts (including the CEO); information on industry affiliation and parent company; banking and accounting firm relationships (a potentially valuable source of network information); size (in terms of number of employees as well as sales volume); year started; business trends for the past three years. In addition, historical information on the sampled organizations is available from the Dun�s Historical Files. This historical information may prove useful for explaining present interorganizational training and other labor contract relations. DATA COLLECTION Based on the results of earlier studies (the 1991 NOS), it was clear that the MCSR data collection effort would be intensive and time consuming. The study design allowed for many more contacts than would be attempted in a standard population sample. Data collection began on June 19, 1996 and continued through June 13, 1997. A median of nine contact attempts were required to complete an interview, with a range of 1 to 111. Twenty percent of completed interviews required more than 20 calls to complete. Since extensive factual data were required, 11 percent of interviews were done with more than one respondent per establishment. The length of the interviews range from 12 minutes to more than 117 minutes, with a median of 47 minutes. Our expectation than data collection would require considerable time and effort was amply borne out. Table 1 shows the outcomes of the 1,835 potential interview attempts. Of these establishments, 56 percent were finalized by telephone (44.6 percent were completed, 3.3 percent were partials, and 8.1 percent refused to be interviewed). Questionnaires were mailed to 44 percent of the establishments (15.9 percent returned completed surveys, and 84.1 percent refused). Six establishments completed both telephone and mail surveys; the six mail surveys were deleted from the data set and six the corresponding telephone surveys were retained. The combined telephone and mail questionnarie completion rate was 54.6 percent of the establishments. TECHNICAL INFORMATION ABOUT THE DATA FILE The data file was subjected to the following cleaning procedure: All the completed mail questionnaires were keyed and verified. Telephone surveys were conducted using Computer Assisted Telephone Interview (CATI), using the CI3 software from Sawtooth Technologies. Data cleaning involved using a computer program to evaluate each case for variables with out-of-range values, in addition the file was examined manually to identify cases with paradoxical or inappropriate responses.

A system file was created at the MCSR using the Statistical Package for the Social Sciences (SPSS-X) program for mainframe computers. Raw frequencies were generated for all variables on the file. An SPSS export file was created. The final 1,002-case 1996-1997 NOS data set became publicly available as an SPSS export file (NOS1996.POR). Although missing data codes were created where appropriate, the archived version of the SPSS-X file did not declare any of these values to be missing. Users should consult the codebook in this manual to determine which codes for which variables they wish to treat as missing values. A copy of the codebook for all the variables in the 1996 NOS data is included at the end of this technical manual. DOCUMENTATION FOR USE OF THESE DATA The data set released to the public is the version used by the principal investigators. It is important that the original collectors of this data as well as the distributor of the data not be held responsible for secondary use of the data and for interpretations and findings presented in print by secondary users.
