The Local government unit of Pinamalayan under our leadership remains focus, steady and firm to you sworn commitment to Pinamaleños. The new mandate from our populace signifies that government interventions and efforts in reaching the most vulnerable communities are being felt and well appreciated. Hence, we acknowledge the need to level up, upgrade and customize all of your started endeavors in order to address the unique needs of our people as well as to the adopt the demands of the changing world.

As such, it is with great honor and pride that we present this compilation of Thematic Plans and Programs 2020, a navigational plot towards the developmental framework and program intervention of the Local Government for the Fiscal year 2020.

Moreover, we practice good governance and participatory style of leadership to assure the general public that all of our identified projects and programs are based on series of planning, discussions and consultation involving all sectors. Furthermore, with the unwavering support and active participation of all stakeholders, we can vouch that no sector is being left behind and guarantee the inclusivity of all programs.

Also, our heartfelt commendation and appreciation goes to the selfness man and women of the Municipality who made this plan possible and genuine.

Failure to protect children from any inflicting situations is undeniable and a widespread universal crisis. This universal crisis states clearly a major violation of children’s rights and an unacceptable situation. It affects the community and the country’s goal to achieve the development objectives relating to child survival, health, education and even socio-economic growth. This issue must be given serious attention and immediate action, no matter how and what the cost is. The government is the one responsible in solving this predicament, hence, the Municipal Action Plan of this local government unit for the Protection of Children has been crafted. The main core of this plan is to prioritize the best interest of the children, protect them from any kind of abuse, neglect, exploitation, and discrimination and to ensure that their welfare i s safeguarded and promoted. Likewise, enable them to grow up free from any kind of violence and give them proper care, guidance and nutrition. Let us commit ourselves to protect every child from any harm, keep them safe, and promote their rights and welfare for “Children are the world’s most valuable resource and its best hope for the future” – John F. Narrative Description :

The policy of the State to promote the rights of children to survival, development, participation and special protection with full recognition of the nature of childhood and its special needs and to support parents in their roles as primary care giver

and as their children's first teachers and shall institutionalize a National System of Early Childhood Care and Development (ECCD) that is comprehensive with integrity and sustainable that involves multi-sectoral and inter-agency collaboration at

the national and local levels among government, among service providers, families, communities, and among the public and private sectors, non-government organizations, professional association and academic institutions.

Special Education FundRehabilitation of Child Development Center

Children below 6 years old or 3 -5 years old were under the supervision of MSWDO in coordination to the Child Development Workers covering 37 barangays. The Child Development Workers being a substitute mother as this stage were the one

providing parental care and stimulating activities for a total development of a child 3 - 5 years old while her/his parents are unable to take care of her or him during part of the day because of work and some other situation. On the other hand, the

MHO catered 0 - 71 months old and the Department of Education ages 6 - 12 years old (primary level).

At present, the new Administration headed by Hon. Aristeo A. Baldos, Jr., being the chairperson of the Local Council for the Protection of Children reactivated the Council to led the planning, programming and implementation of the Child Protection

policy and other related laws pertaining to children such as health and nutrition, early education and social services programs that provides for the basic, holistic needs of young children from birth to ages 6 years and to promote their optimum

growth and development.
