1. EXECUTIVE SUMMARYGiven the importance of establishing a uniform Accreditation System for Open and Distance Learning(ODL) Institutions nationwide, Inter University Consortium (IUC) of Indira Gandhi National OpenUniversity (IGNOU) organized a one day National Conference of Vice Chancellors of OpenUniversities on 26th June 2014 at IGNOU, New Delhi.

The Conference was inaugurated by Sh. Ashok Thakur, Secretary, Ministry of Human ResourceDevelopment, Government of India and Chaired by Prof. M. Aslam, Vice Chancellor, IGNOU.

Vice Chancellors and representatives from fourteen Open Universities and five Directors ofDirectorates of Distance Education Institutes (DEls) attended this Conference.

In his inaugural address, the Chief Guest, Sh. Ashok Thakur, Secretary, MHRD, emphasized theneed and scope for accreditation of ODL based education in the country. He appreciated the initiativetaken by IGNOU in this regard and called upon IGNOU to take a lead in developing a frameworkfor accreditation, in partnership with other Open and Distance Learning institutions.

Prof. M. Aslam, Vice Chancellor, IGNOU, highlighted the need for developing an accreditation systemwhich provides space for institutions to improve their academic standards progressively. He emphasizedthe significance of an accreditation model which is based on scope for expansion, improvedperformance and evolving excellence.

Prof. Sushma Yadav, Pro Vice Chancellor, IGNOU, made a presentation on the rationale and broadframework of accreditation. Through her presentation, she illustrated the main objectives, importanceand benefits of developing a common framework of accreditation for ODL institutions. She alsoput forth a draft of the mission and vision of the accreditation body.

Conference participants deliberated on various important issues related to accreditation in two separategroups. Group 1 focused on identification of basic issues and core values for accreditation. Group2 identified broad parameters and an action plan for implementation of the accreditation system,and also listed indicators for developing accreditation parameters.

After in depth deliberations, it was agreed that it is of critical importance to develop and establisha standardized system of accreditation for ODL institutions in the country. However, while doingso, the constraints of ODL and the State Open Universities (SOUs) must be kept in mind.

A Committee was constituted to prepare the initial draft of the proposal which would be circulatedin the wider group for suggestions and further development.

2. BACKGROUNDIn the 21 st century, Open and Distance Learning plays a vital role as an alternate means ofmaking education available to huge segments of the society, many of whom may belong todeprived or disenfranchised groups. As one of the largest distance learning universities in theworld, IGNOU recognizes the need to put in place a strong and standardized accreditationsystem to ensure the quality of academic programmes offered through distance mode. Such asystem will enhance the recognition, value and prestige of accredited ODL programmes andenhance employment opportunities for those who have completed such programmes. Currently,programmes in widely diverse areas and at different levels are being offered to more than 2.5million learners through ODL, who constitute nearly 25 per cent of the total enrolment in highereducation. In order to maintain equivalence and credibility of the programmes offered by theODL institutes, it is of critical importance to develop a mechanism for quality assurance of theODL system.

The Inter University Consortium at IGNOU has previously organized three annual conferencesfor Vice Chancellors of Open Universities to discuss common goals and concerns related toopen and distance learning. The 41h Conference focused on the crucial issues of assessmentand accreditation system for ODL institutions.

..Accreditation and its Benefits

Accreditation implies that an institution, programme, or course of study meets certain establishedstandards after having been put through a rigorous assessment of these standards by theaccrediting authority. Accreditation ensures a commitment to quality and an assurance of qualitymaintenance. It allows both the learner and the institution to benefit from quality assurance andthe prestige that is attached to accreditation. It enables institutions to raise their profiles, promoteacademic programmes, enhance faculty and learner strength, and grow in substantial ways whilekeeping a check on the standards of the quality of education being provided by them. It mayalso help to network with other ODL providers and help strengthen ODL as a viable modeof providing education alongside conventional education. From the perspective of learners,accreditation enhances the recognition, prestige and employability of the degrees, diplomas andcertificates awarded by the accredited institute.

In order to achieve accreditation, an institution must submit all the necessary evidence requiredby the accrediting authority and agree to the assessment procedures, recommendations anddecisions of the accrediting authority. Assessment parameters may include the full range of servicesoffered to learners from registration, course content, delivery, learning outcomes, evaluationsystems to programme completion.

Review of Previous Benchmarks

Previous available models of accreditation were examined by a team of members from the TEEG(Technology Enabled Education Group), IGNOU, in preparation for the conference. Startingfrom the premise that National Assessment and Accreditation Council (NAAC) has alreadydeveloped a system for accreditation of the formal higher education system which grades variousuniversities and institutions on the basis of certain parameters, IGNOU had taken an initiativetowards developing a similar mechanism for ODL institutions. In 2009, the erstwhile DistanceEducation Council which was then a part of IGNOU, developed a handbook on assessmentand accreditation of Open and Distance Learning institutions in consultation with the ViceChancellors from different open universities of the country.

Internationally, most established Open Universities such as UK Open University (UKOU), HongKong Open University (HKOU), Athabasca University adhere to established systems ofaccreditation. The Baldridge model, although based on a competitive western business framework,promotes a dynamic approach to higher education. It emphasises performance -excellence tobe the mainstay for Accreditation System in ODL. It is proposed to take into account bothnational and international precedents and standards to identify parameters for the accreditationsystem, as well as the specific requirements of ODL in the current Indian scenario. 3. CONFERENCE OBJECTIVES

The main objectives of this Conference were to:

• Explore the basic issues and core values pertaining to the assessment and accreditationof ODL system.

• Examine the role of participating Open Universities in developing the accreditation systemfor ODL institutions.

• Identify the broad parameters for quality assurance of various systems and sub-systemsof ODL for the purpose of accreditation.

• Formulate a plan of action for development and implementation of the accreditation system.

4. PARTICIPANTSThe 4th Conference was attended by Vice Chancellors or their representatives from all the fourteenOpen Universities and Directors of five DirectorateslInstitutes/CentreslDual Mode Universitiesof Distance Education of viz. Institute of Distance & Open Learning (IDOL, University ofMumbai), Directorate of Distance & Continuing Education (DDCE, Utkal University), Schoolof Open Learning (Panjab University), Directorate of Distance Education (Jamia Hamdard) andCentre for Distance Education (North-Eastern Hill University). The participants also includedan Advisor from Ministry of Human Resource Development, as well as Pro Vice Chancellors,Registrar, and Directors of various schools and divisions of IGNOU. All the members of InterUniversity Consortium (lUC) also took part in the deliberations (see Appendix-II for completeList of Participants).

CONFERENCE PROCEEDINGSInaugural Session

,. The inaugural session was held at 10.30 am of June 26,2014 in the Conference Room of Dr. RadhakrishnanBlock, IGNOU, New Delhi. Besides the invited dignitaries,the inaugural session was attended by various Directorsof Schools and Heads of Divisions of IGNOU.

Prof. M. Aslam, Vice Chancellor, IGNOU welcomedShri Ashok Thakur, Secretary, MHRD, GOI and all theVice Chancellors of State Open Universities (SOUs),their representatives and Directors of Distance Education

Institutes (DEls) present in the conference. He emphasized on the development of an accreditationmodel which includes scope for expansion and which is based on performance and excellence. Hehighlighted the need for developing a system which works progressively to become the best - firstat the local level, then regionally, and finally at the national level. We should develop a system ofaccreditation which has scope of growth and development so that it does not stagnate. In this manner,we could develop a system which continuously evolves to become a model to be emulated in thecontemporary world.

He also mentioned that the Technology Enabled Education Group (TEEG) workingon drafting an accreditation model at IGNOU has examined several national andinternational systems and prepared a draft, a brief presentation on which wouldbe made during the Conference. The Vice Chancellor expressed his concernsregarding opening of State Open Universities (SOUs) in every state of the country.He mentioned that in order to face educational and human resource developmentchallenges in a country like India, where large numbers are involved, the ODLsystem should be utilized to its fullest strength. He reiterated the need forrecognition and strengthening of the ODL system. This could be achieved if SOUsand IGNOU work together in coordination and collaboration to face somecommon challenges.

Prof. Sushma Yadav, Pro Vice Chancellor, IGNOU ilpresented a broad framework of accreditation, which ~included some aspects of the Baldridge model ofperformance excellence. She discussed the need andrationale of accreditation for all ODL institutions. and accreditation system. She also put forth a draft of the mission and vision of the accreditationbody. While discussing the assessment and accreditation of the ODL institutions, she highlightedthe common eligibility criteria of accreditation both for SOUs and DDIs. She explained the frameworkfor performance excellence based on the Baldridge model - this model includes self-study / self-assessment, peer review, site visit, identification of strengths and opportunities for improvement andmonitoring of ongoing progress. At the end of her talk, she emphasized upon the need to exploreseriously the possibility of developing a common framework for assessment and accreditation of ODLinstitutions and programmes offered by IGNOU, SOUs and DDIs.

Inaugural Address

Shri Ashok Thakur, Secretary, Ministry of Human ResourceDevelopment, in his inaugural address, mentioned that ODL hasa huge scope in this country, and this sector cannot be ignoredin the light of our higher education goals. He said that this is avery critical time in terms of delivery of quality education. He alsomentioned that teacher/faculty training for quality teaching at all thelevels is the need of the hour. This can only be met through theODL mode. He informed about the National Mission on Teachersand Teaching which would shortly be put into place, and pointedout that the ODL system would be a part and parcel of this mission.In this context, he desired precise inputs from the ODL leaderspresent in the conference, so that their suggestions become partof the mission.

He also mentioned about Massive Open Online Courses (MOOCs), and highlighted a few initiativestaken by the Indian Institutes of Technology (UTs) in this direction. He said that ODL could takea lead in design, development and implementation of MOOCs. He cautioned about private and non-serious parties that are ready to reap undue advantage from such ventures. He also observed thatcountries around the world have not accepted MOOCs based degrees. However in India becauseof massive demand, MOOCs could be developed in such a way that they have credibility.

Shri Thakur appreciated the initiative taken by IGNOU for organizing the conference of the Vice-Chancellors of open universities for developing an accreditation framework and creating benchmarksand norms for accreditation of ODL institutions and programmes. He remarked that in order toconfront questions regarding the credibility of the degrees offered by ODL institutions, there is astrong need for putting in place a robust accreditation system. He mentioned that the accreditationsystem should have good gate keepers so that only quality institutions and quality programmes areoffered. He observed that accreditation of an institution provides the learners and their parents atransparent way of selecting programmes and institutions. He also expressed that ODL institutionsin India should compare their standards with those of worldwide ODL institutions to come up withglobal standards.

He emphasized that IGNOU & SOUs should create a body for accreditation in which VC, IGNOUcould take a lead and this body may be duly recognized by the government. He also mentionedthat a group should be created from IGNOU and other State Open Universities which should comeout with a proposal within the next two months. This proposal may be discussed and approved.He desired that the accreditation body for the ODL system should be rolled out by this year itself.

5.2 Discussions of Group 1: Identification of Basic Issues and CoreValues for Accreditation of ODL system

The conference witnessed a thought provoking discussion among the group coordinated byProf. P. Prakash, Pro Vice Chancellor, IGNOU. The Group consisted of Vice Chancellorsof State Open Universities, Representatives of other ODL institutions and Mr. P.K. Mohanty,Deputy Educational Advisor (CU), MHRD. The session was moderated by Prof. P. Prakash, Pro Vice-Chancellor, IGNOU.

Group members unanimously agreed that accreditation should work as an engine in driving institutionsto raise their profile, promote academic programmes, enhance faculty and learner strength and growin substantial ways. It should also keep a check on the standards of the quality education beingprovided by ODL institutions. Accreditation will also strengthen ODL as a viable mode of providingeducation alongside conventional education.

However, members also voiced serious concerns about the problems and challenges faced by OpenUniversities, which can become major bottlenecks in the implementation of accreditation in ODLsystem. The unequal and discriminatory treatment meted out to ODL centres by conventional institutionshas been a major road block in terms of gaining recognition for the work being done by the former.Hence the importance of recognizing the uniqueness of the ODL system and its distinction from theconventional mode was emphasised during discussions. It was opined that Open Universities shouldwork out a way to receive financial grant from UGC in lieu of 2(F) and 12(B) Act of UGC, whichenables conventional educational institutes to receive funds from UGC.

A common concern voiced was about the type of accreditation, that is, whether it should be institutionalor programme based. It was also suggested that the accrediting body and its jurisdiction shouldbe decided. Funding was mentioned as a problem by some members of the State Open Universities.Lack of funds translates into lack of faculty and human resources and inability to create quality courses,conduct research or innovations. It was suggested that five years of consolidated time may be provided

to State Open Universities during which basic necessities should be provided to them to ensurethat they meet nominal quality standards.

It was felt that there should be a commonly accepted format for course development across ODLinstitutions. This would make it easier to put in place a standardized accreditation system. However,some flexibility may be allowed as disciplinary requirements may differ, and these would impact theformat for course development. It is also important to put in place a standard style sheet for formattingconsistencies across all ODL course materials.

The possibility of credit transfer for learners taking courses in different ODL institutions was discussed.Although, the idea of credit transfer is laudable, some practical difficulties relating to the awardinginstitution, type of degree, mode of degrees, etc would need to be ironed out before credit transferbecomes feasible.

Issues related to skills for employment, vertical mobility of learners, use of technology, credibility,quality assurance, relevance, adaptability and student centeredness were also discussed.

It was observed that the role of Open Universities under Rashtriya Ucchatar Shiksha Abhiyan (RUSA)also needs to be clarified. The constraints of offering lab based programmes through distance modewere also brought out.

Identification of Core ValuesProf. Manoj Soni, Vice Chancellor, BAOU, Gujarat, represented the group for making the presentationof Group 1. According to him, the following core values were identified during deliberations:• Accessibility to Disadvantaged Groups: Importance of ODL for reaching out to underprivileged

groups, which included economically weaker sections of society, and other marginalized groups.The important role played by ODL in reducing the skewed gender ratio in equal access toeducation was also pointed out.

• Holistic Curriculum: importance of imparting life skills to distance learners.• Employability Quotient: importance of linking education to future employment possibilities.• Enlightenment in Terms of Indian Ethos: the plurality embraced within the Indian ethos could

be imparted through ODL.• Innovative Creativity: in various aspects, including development, design, delivery, technology,

student support, research.• Geographic Accessibility: outreach to various remote groups, links between geographical

remoteness and gender issues.• Development of Suitable & Distinct Parameters: different parameters for evaluating different

Dual and ODL based educational institutes.

It was emphasized that the core values identified were unique to ODL system as they distinguishthem from conventional universities. The difference in the learner profile was also highlighted.

Actionable PointsIt was proposed to create a diverse group consisting of people from ODL, conventional institutions,industry, students, etc. in order to draft a document on accreditation. This draft may then be circulatedfor comments from the wider group.

5.3 Discussions of Group 2: Identification of Broad Parameters andAction Plan for Implementation of Accreditation System

The discussions of Group 2 focused on identifying broad parameters for accreditation, and suggestinga suitable action plan for the implementation of the accreditation system.

The session was moderated by Prof. NageshwarRao, Pro Vice-Chancellor, IGNOU. The maintopics for discussion were. the following:

1. Identification of Broad Parameters; and

2. Action plan for Implementation of the Accreditation System.

The Group Members appreciated the idea of developing an Accreditation System. The Group focusedon identification of Broad Parameters and Action Plan for implementation of the Accreditation System.The following issues emerged as part of the discussions:

• The pros and cons of institutional accreditation and programme accreditation from the perspectiveof SOUs were discussed. It was agreed that there should be clarity regarding institutionalrecognition and program recognition. The accreditation process will only become clear oncethis disparity is clarified.

• There should be a separate body/ governing body for accreditation with representatives fromous.

• Emphasis of accreditation process should be on counselor/ tutors, not on the faculty membersof Ol.ls.

• As there is no provision! promotion of research at Ol.Is by UGC, the assessing of researchmay be difficult and consequently, the parameter of Research will be of little use.

• The accreditation system must have some of the broad parameters for accreditation identifiedby the NAAC for other Universities. However, certain parameters which are specific for aDLsystem should be developed and quantified.

• All the group members were in consensus that there should be quantification of the parameters.The grading of parameters and scaling in terms of three point, five point or seven point mayalso be decided. The accreditation parameters should have objectivity.

• Institutional mechanisms for reaching the unreached are also to be developed. Specific indicatorsmay be identified at district level for Adivasis, backward and economically disadvantagedcommunities.

• The process of accreditation should have emphasis on Teaching Learning Process, Student.Support Services and application of IT to reach distant learners.

• More intensive deliberations are required at the local level by each of the participants in theirown institutions to achieve better results for developing accreditation mechanisms.

• Time for developing the accreditation system is required and needs to be defined in terms ofvarious phases.

• Faculties from formal aDL system should be identified for developing the accreditationmechanism.

• There should be around 10 broad parameters and there can be other sub-parameters.

• A consortium like body can be constituted and an Internal Quality System without grading shouldbe developed in the iriitial phase of implementation of accreditation system.

Indicators for Developing Accreditation Parameters

Prof. Ras Bihari Prasad Singh, VC, Nalanda Open University, Patna, represented the group duringthe Presentation Session. Prof. Singh listed the following indicators which may be considered fordeveloping accreditation parameters for aDL system:

• Institutional Mission and Vision

• Effectiveness of the Mission to Society

• Employability Factor

• Meeting Regional and Local Educational Needs

• Human, Physical, Virtual and Financial Resources, Leadership and Governance

• Process for preparing Learning Resources and Mechanisms for Adaptation of SLM

6. CONCLUDING REMARKSAfter serious deliberations on the group reports, it was agreed that recognition and accreditationmay not be clubbed together as they have different functions in the education system. The exampleof Council of Scientific and Industrial Research (CSIR) was discussed in the context of promotinga model based on self-assessment and progressive improvement linked to promotions of ODL institutes.

It was felt that the possibility of credit sharing/ transfer between courses of IGNOU and SOUscould also be looked into. However, it was agreed that the practical difficulties raised in this regard,would need to be addressed first.

A common, universal virtual platform could be a future possibility for sharing digitized course materialas well as other teaching and learning e-resources between various ODL institutions. The ViceChancellor, IGNOU informed the group that while IGNOU was working on developing such a virtualplatform, complete readiness would have to be ensured before exploring the possibility of a universal,shared digital platform for all participating institutions.

7. RECOMMENDATIONSThe group agreed that the development and implementation of an accreditation system for Openand Distance Education is an important and necessary step towards assuring quality of open anddistance education, academic prestige of ODL institutions, and greater employability for learners.Accreditation would also ensure substantial growth in the ODL sector in the country, alongsideconventional education.

It was proposed that broad parameters specific to ODL system should be developed based onthe indicators identified during the conference. These parameters should be quantifiable to enablescaling and to promote objectivity. Deliberations at local and regional levels should take place inorder to develop a viable accreditation system. It was emphasized that this system may be developedin phases over a period of time, taking into account inputs from various stakeholders. Once finalized,a separate governing body/mechanism for accreditation may be constituted with representatives fromOpen Universities.

It was decided that a concrete proposal on accreditation System for ODL needs to be developedon the basis of an exchange of ideas among the participating institutions through e-mail. A committeecomprising of at least five members may be constituted to oversee the process of drafting thepreliminary proposal for accreditation. The following six members volunteered to be part of the SteeringCommittee:

It was agreed that the Committee along with the TEEG members will circulate the draft proposalfor comments and suggestions. The process may be coordinated by IGNOU.

1. EXECUTIVE SUMMARY

Inter University Consortium (IUC) of Indira Gandhi National Open University (IGNOU) has been

organizing national meetings/conferences of Vice Chancellors of Open Universities to discuss

issues and concerns of ODL institutions. The 5th Conference of this series was organized on 4th

March, 2016 to take forward the work of previous conferences and discuss the pressing issues for

ODL institutions.

Vice Chancellors and representatives from twelve Open Universities and six Directors of

Directorates of Distance Education Institutes (DEIs) and Director, CEMCA attended this

Conference.

Prof. Gayatri Kansal, Director, IUC, IGNOU, welcomed the august gathering and made a

presentation on the activities being undertaken by IUC. She also highlighted the issues to be

discussed in the conference-Accreditation, CBCS and NIRF.

In his inaugural address, Prof Rash Bihari Prasad Singh talked about some of the pressing concerns

of ODL institutions. He stressed on need to establish a clear model of equivalence of credit of ODL

system with that of conventional system. This will increase the market acceptability of the learner.

The distinguished guest Prof. Pawan Kumar Singh, IIM , Indore appreciated the vast reach of ODL

institutions and their role in increasing the GER. Prof. Nageshwar Rao, Vice Chancellor, IGNOU,

expressed that ODL system in India is the biggest success story. He said that ODL system is

reaching to the marginalized and weaker section of the society at low cost and it should not be

stifled as this would result in loss of their hopes and dreams.

Conference participants deliberated on important issues of NIRF, CBCS besides discussing the

draft document on Assessment and Accreditation of ODL Institutions in two separate groups. After

in depth deliberations, it was agreed that the draft document developed by IUC will be accepted

after a round of revision suggested by the members.

All the OUs and DDEs will collectively write to UGC for ODL contextualization of NIRF and

CBCS. All members unanimously agreed to adoption of CBCS once ODL aspects are added to it.

2. BACKGROUND

The Inter University Consortium (IUC) at IGNOU has previously organized four annual

conferences /meetings for Vice Chancellors of Open Universities (OUs)to discuss common issues

and concerns related to Open and Distance Learning (ODL). Given the increasing presence of ODL

as a viable and alternate means of making education available to large segments of the society, there

was need to establish the recognition, value and prestige of ODL institutions. This can be achieved

by Accreditation of ODL institution.

National Assessment and Accreditation Council (NAAC) has already developed a system for

accreditation of the formal higher education system in India, which grades various universities and

institutions on the basis of seven criteria. However it does not cover the ODL institutions. Earlier in

2009, the erstwhile Distance Education Council (DEC) which was then a part of IGNOU, had

framed a handbook (unpublished) on „Assessment and Accreditation of Open and Distance

Learning Institutions‟ in consultation with the Vice Chancellors from different Open Universities of

the country.

After the separation of erstwhile DEC from IGNOU, IUC took the initiative of reviving this

important activity during the 4th

Vice Chancellor conference held on 26th

June, 2014 which was

dedicated to discuss the Assessment and Accreditation System in ODL. Discussions lead to

identification of sixteen parameters for accreditation of ODL institutions. A five member Steering

Committee (SC) was also constituted during the 4th VC conference to draft the preliminary

framework for Assessment and Accreditation of ODL Institutions. The list of sixteen parameters

was quite comprehensive and IUC prepared the list of sub-parameters which were discussed in the

Steering Committee (SC). The Steering Committee met on 18th June, 2015 and consolidated the

parameters to nine parameters : Governance, Leadership & Management; Resources; Curricular

Aspects; Pedagogy; Learner Support Services; Assessment & Evaluation; Technology support;

Research, Extension& Collaborations; and Innovations & Best Practices.

IUC was entrusted with the responsibility to prepare a draft document on Assessment and

Accreditation of ODL institution. It was decided that the draft document will be placed before the

5th VC conference for review and feedback. Besides this pressing issues of National Institutional

Ranking Framework (NIRF) and Choice Based Credit System (CBCS) were put forward to be

discussed in the conference. NIRF is a system of ranking all universities and colleges on

predefined parameters taken up by UGC. Many of the NIRF parameters are not applicable to ODL

system and thus cannot be applied to the ODL system. IGNOU has written to UGC on this issue.

Certain key indicators in NIRF are developed for conventional system and cannot be applied

without modification in ODL system like Teacher student ratio, metric for library and laboratory

facilities, sport facilities. So it will not be fair for the ODL institutions to register for NIRF. A Draft

on mapping of the NIRF parameters in ODL context was prepared and put for discussion in the

conference.

Another urgent and pressing issue which needs immediate attention of ODL leadership was CBCS

in ODL system. As ODL system is going through the crisis of non recognition of Degree, the

adoption of CBCS in the ODL system will establish parity between conventional and ODL system.

This can also solve the issue of non recognition of Degrees offered through ODL. Therefore,

mobility and acceptability of ODL students to conventional system and vice versa will be solved.

The Distance Education Bureau (DEB) of UGC has not provided any guidance to translate the

CBCS in ODL mode nor resolved the queries put forward by ODL institution. A draft document

was prepared for discussion in the VC Conference forum.

3. CONFERENCE OBJECTIVES

The main objectives of this Conference were to:

Discuss and finalize the draft framework on „Assessment and Accreditation of ODL

institution‟;

Formulate a plan of action for implementation of the accreditation system;

Discuss the National Institutional Ranking Framework (NIRF);

Formulate a plan of Action for Choice Based Credit System (CBCS).

4. PARTICIPANTS

The 5th

VC Conference was attended by Vice Chancellors or their representatives from twelve Open

Universities and Directors of six Directorates/Institutes/Centres/Dual Mode Universities of

Distance Education i.e. Institute of Distance & Open Learning (IDOL, University of Mumbai),

Directorate of Distance & Continuing Education (DDCE, Utkal University), School of Open

Learning (SOL, University of Delhi), Directorate of Distance Education (DDE, Jamia Millia

Islamia & DDE, Maulana Azad National Urdu University), Centre for Distance Education (CDE,

North-Eastern Hill University) and Director, CEMCA New Delhi.

The participants also included former Pro Vice Chancellors of IGNOU, Registrar, and Directors of

various schools and divisions/units of IGNOU and distinguished professors of IGNOU. All the

members of IUC also took part in the deliberations (see Appendix 1 for complete List of

Participants).

5. CONFERENCE PROCEEDINGS

5.1. Inaugural Session

The inaugural session was held at 10.30 am on March 04th

, 2016 in the Conference Room of Dr.

Radhakrishnan Block, IGNOU, New Delhi. Besides the invited dignitaries, the inaugural session

was attended by various Directors of Schools and Heads of Divisions/Units of IGNOU.

The inaugural session began with lighting the

lamp by dignitaries on the dias and bouquet

presentation to the guests. The dignitaries on the

dias were Prof. Nageshwar Rao, VC, IGNOU;

Prof. Pawan Kumar Singh, IIM-Indore and Prof.

Rash Bihari Prasad Singh, VC, Nalanda Open

University(NOU).

IGNOU threw light on the activities IUC is

currently undertaking and Accreditation is

one of them. IUC is a platform for

collaborative efforts among the institutions

working for the growth and development of

ODL in the country. IUC's responsibility has

increased when the Distance Education

Council is out of any institutional location.

Distance Education Bureau has been placed under

the UGC which right now is not able to address the

issues of ODL effectively. This has increased the need of collaboration, networking and sharing to

strengthen the ODL education in the country. An issue of concern to ODL institutions is Choice

Based Credit System (CBCS) which may facilitate learner's mobility between conventional

system and ODL system. It can address the issue of non recognition of degrees awarded through

ODL. Another pressing concern is of National Institutional Ranking Framework (NIRF) for Indian

universities and colleges started by UGC. This can not be applied in ODL context as operational

processes of ODL institution are different from conventional system. She expressed that the august

gathering will be able to come up with some pathbreaking solutions to theses issues.

Inaugural Address began with Prof Rash Bihari Prasad Singh elaborating on importance of

Accreditation and CBCS system in ODL system. He

emphasized that we need to establish our outstanding

credibility with reference to face to face education

system. ODL as a system is passing through a stressful

time as there is no freedom to ODL institution for

research and starting new courses. It is only the ODL

system which can bring improvement in GER in

Higher Education. He said that CBCS should be

flexible, enabling a learner with Hindi as a core

subject to be able to select “Nano Technology” as one

of the elective subject. This will in turn improve the

market acceptability of the learner. He stressed that there is a need to establish clear model of

equivalence of credit of ODL system with that of face-to-face system. Sports and cultural

activities, frequent interaction among learners should be

organized by ODL institutions.

The distinguished guest Prof. Pawan Kumar Singh reiterated

the fact that ODL system has huge responsibility to cater to

the large number of the learners. The jurisdiction of the ODL

institution is very large and it reaches far off corners of the

country. He complemented the high standards of study

material of IGNOU. He suggested that ODL universities

should create an environment where in every ODL teacher

should get an opportunity to interact with learner for around

30 hours per year.

The Presidential Address by Vice Chancellor, IGNOU Prof. Nageshwar Rao started on a bright

note. He said that ODL system in India is the biggest success story. The OUs and DDEs are

working hard to increase the GER while maintaining high

standard and quality. He shared his concerns about the issues

ODL system is facing today like curtailing autonomy of

open universities in starting new course, closing down of

the research degree programmes and professional

programmes like Engineering, Law, Health, M.Ed. There is

urgent need to change the mind set of people with respect to

creditability of ODL system.

The ODL system is reaching marginalized and weaker

section of the society at low cost. It should not be stifled as

this would result in loss of their hopes and dreams.

The inaugural session ended with a vote of thanks by Sh. Sudhir Budhakoti, Registrar

(Administration), IGNOU. The session was reported by Dr. K. Gowthaman, DD, IUC and Mr.

Ashish Awadhiya, AD, IUC and hosted by Dr. Anshu Miglani, AD, IUC, IGNOU.

5.2. Group Discussion Sessions

The Inaugural Session was followed by the Group Discussion Sessions. Participants were divided

into two Groups to brainstorm on the issues of Accreditation, NIRF and CBCS. The draft document

on Assessment and Accreditation System of ODL Institutions in Higher Education, was placed for

review by the august gathering. The conference witnessed thought provoking discussion among the

groups. The Groups consisted of Vice Chancellors of State Open Universities, representatives of

other ODL institutions.

5.2.1. Group 1: Discussions on NIRF, CBCS & draft document on

Assessment and Accreditation System of ODL Institutions in Higher

Education.

The group 1 was chaired by Prof. Rash Bihari Prasad Singh, Vice Chancellor, Nalanda

Open University moderated by Prof Parvin Sinclair, Former Pro VC, IGNOU. The

Group members unanimously agreed that accreditation should work as an engine in driving

institutions to raise their profile, promote academic programmes, enhance faculty and

learner strength and grow in substantial ways. The National Education Policy has

recommended for separate Assessment and Accreditation Agency for ODL system. After

going through the draft document the committee members in principle accepted the draft

framework of 'Assessment and Accreditation of ODL Institutions'. Since all felt that micro

level data was being asked for in the document, it was suggested that macro level

information which will give quantitative data should be sought from ODL institutions. The

peer team on the basis of quantitative data provided, will make the qualitative report and

grade the ODL institution. Suggestions in the Self Appraisal Report (Appendix-2) were

provided by the members which were duly incorporated in the draft document. The

nomenclature of the parameters were suggested to be revised like Curricular Aspects be

renamed as Curricular Design; Pedagogy be called Pedagogy and Learning.

Discussions on CBCS began with unanimous agreement regarding implementing CBCS in

ODL and adequate time is required to implement it. It was agreed that the present UGC

document of CBCS cannot be adapted to ODL due to innate differences in operational

processes of ODL institution like calculation of credit hours. Discussions with UGC in this

matter should be taken up at priority basis.

NIRF was also discussed and it was decided that as the case with CBCS , the same

parameters cannot be applied in ODL and the case should be collectively pursued with

UGC.

Actionable Points:

1. The delivery aspect, payment norms for counselors should be included in draft framework

of Assessment and Accreditation of ODL Institutions.

2. The VCs of OUs may depute two senior professors of the university to review the draft

framework of Assessment and Accreditation of ODL Institutions and send their comments.

3. OUs should pursue with UGC for seamless migration of learner from face-to-face to ODL

and vice versa especially with reference to implementation of CBCS in ODL institution. As

ODL offers more diverse courses than conventional system , learners should be allowed to

enroll in ODL for some courses and in F2F for some other courses.

4. A representative group of ODL institutions should pursue the issues of CBCS and NIRF

with UGC and MHRD.

The group started with discussions on Assessment and Accreditation System of ODL Institutions in

Higher Education. The group suggested inclusion of guidelines on Regional Centers (RCs), Study

Centers (SCs) in the draft document and incorporation of features like security features of degrees;

gender sensitisation; academic feedback; presence of bank/ post office; facilities for student

registration; quality of user services; finance and accounts software; use of ICT in examination and

results; originality of the programmes.

The document should also include reference to the draft handbook on „Assessment and

Accreditation of Open and Distance Learning Institutions‟ developed by Distance Education

Council (DEC) in 2009 under the „Introduction‟ and „Background‟ head.

Members proposed that the weight age of parameters for OUs and DDEs should be same and thus

amalgamated into one table. The nomenclature of the parameters along with their scores have been

revised like Curricular Aspects be renamed as Curricular Design; Pedagogy be called Pedagogy and

Learning; Innovations, Best Practices be renamed as Innovations, Best Practices & Green

Initiatives . The original & revised scores of the parameters is given below.

The group further deliberated on the NIRF framework. It was unanimously felt that all the parameters

listed in the NIRF of universities and colleges for national ranking are not applicable to ODL system.

Therefore, NIRF will not be true representation of the ODL University and thus ranking will not be

valid. Some modifications were suggested in the NIRF parameters. In the parameter on Teaching,

Learning and Resources (TLR) under the sub-parameter (1A) of Teacher Student Ratio it was

suggested that emphasis on Permanent Faculty cannot be applied for ODL system as it is supported by

a large number of Academic Counselors (ACs) who are teachers appointed in UGC recognized

institution. They ought to be included as part-time faculty. Besides this ODL institutions use Self

Learning package and ICT facilities like mobile vans, multimedia content available in website and

various user devices for imparting education, therefore this point is not applicable to ODL as such. It

was further suggested that every ODL institution must have at least one permanent faculty at head

quarter and all faculty members should fulfill the minimum eligibility as per UGC norms. Under sub

parameter (1C) Combined Metric for Library and Laboratory facilities it was discussed that in OUs

main library is situated at the headquarter though regional centers (RC) and every study centre (SC) has

a small reference library for learner‟s use. ODL institutions are in the process of digitizing books and

publishing them on university website for use of learners. Use of OER, e-books, tablets etc. can be

further promoted. Under sub parameter (1D) Combined Metric for Sports and Extra Curricular

Facilities, it was suggested that ODL institutions may provide sports facilities through RCs and SCs.

Yoga and fitness facilities may also be provided. Open University sports competitions (national level)

may be arranged through RCs and SCs. Under the parameter of Research Productivity, Impact and

IPR (RPII), all unanimously said that the ODL institutions should be allowed to purse research and

this should be taken up with UGC. In parameter Graduation Outcome (GO) the sub parameter (3A)

Combined Performance in University Examinations cannot be applied to the ODL system as here the

ODL learners are allowed to complete their course at their own pace. It is a flexible system so different

learners pass out at different time. Learners are not penalized nor differentiated according to the time

taken to complete the courses. The 4th parameter Outreach and Inclusivity is hallmark of ODL

system as accessibility, inclusivity and outreach are part of ODL system and help increase GER. It is

more suitable for economically & socially disadvantaged and differently abled learner. In the fifth

parameter of Perception (PR) the sub parameter (5B) covers Application to seat ratio. In most of UG

courses in OUs admission number is open and there is no restriction of the number of the seats

available. Limitation of the number of seats is only for some specialized UG and PG programmes.

Therefore, the application of seat ratio cannot be assessed in case of ODL institutions for all

programmes. However, this is applicable in certain professional courses run by ODL institutions.

The group also deliberated on the CBCS wherein it unanimously agreed for the adoption of

CBCS in ODL institutions. It was felt that the implementation of CBCS will benefit ODL institutions.

It will give recognition and establish parity of ODL degrees

vis-a-vis degrees from conventional universities. However, the implementation should be in phased

manner. The most critical problem which most OUs were facing was the conversion of syllabus from

annual system to semester system. Other problems discussed were universalisation of syllabus, grading,

cost equivalence of credits.

Actionable Points:

1. The broad parameters for accreditation may also include SLM, Communication Channels, Use

of ICT, Program Delivery Mode, Learners‟ Assessment and Evaluation, ODL Research,

Capacity Building and Governance.

2. Based on the suggestions, the draft document on Assessment & Accreditation of ODL

institution needs to be updated and circulated among all members for final comments.

3. It was also suggested to create either Email/ Google group of all the members so that the

document can be circulated and discussed.

4. There should be a separate governing body for Accreditation of ODL institution with

representatives from OUs.

5. The implementation of CBCS will benefit ODL institutions and should be done in phase

manner.

6. The NIRF should be contextualized to ODL and this should be collectively pursued with UGC.

6 Concluding Session

The concluding session was chaired by Hon'ble Vice Chancellor, Prof. Nageshwar Rao and co-

chaired by chairpersons of the two discussion groups i.e. Prof. M P Dube and Prof. Rash Bihari

Prasad Singh . Moderators of the two group presented the reports of the proceedings of the two

groups. The report of the Group 1 was presented by Prof. Parvin Sinclair. The main points were:

1. The Assessment and Accreditation document was in line with the previous VC Conference and

Steering Committee meeting. The document seeks micro level information which should be

changed to macro level with emphasis on quantitative inputs which brings objectivity to

assessment and accreditation.

2. The revised Assessment and Accreditation document should be circulated again among the

members for comments. Each participating SOUs and DDEs should depute two senior faculty

members for reviewing the documents and sending the feedback/comments.

3. CBCS was endorsed by all the SOUs and DDEs as it is being practiced by all ODL institutions in

one way or the other. However, all agreed that UGC version of CBCS does not address ODL and

,therefore, a committee should be formed to prepare the CBCS framework for ODL. ODL

institution should collectively pursue this with UGC.

The report of the Group 2 was presented by Prof. S C Garg. The main points were:

1. The proposed framework for Assessment and Accreditation of ODL institutions was

accepted in principle by all members. Modification were suggested like changes in

weight-age and nomenclature of some parameters, inclusion of guidelines of RCs and

SCs, quality of user services, Finance and Accounts software, use of ICT in examination

and results, security feature of the degree.

2. ODL institution provide education through self-instructional package and thus teachers

and student ratio is not applicable as such, particularly in view of ICT facilities like

mobile vans, multimedia content available in website and various user devices. Every

ODL institution must has have at least one permanent faculty per course at head quarter

fulfilling the eligibility laid by UGC. ODL institutions are in the processing of digitising

books and publishing them on university website.

3. Research parameter should only be applicable to ODL system when the ODL is allowed

to do research. Thus research must be allowed in ODL.

4. Accessibility and outreach is hallmark ODL and it is inclusive of all the weaker section of

the society, be it minority, gender, differentially abled etc. In fact ODL system is proactive

in this area.

5. The group strongly opined that OUs should be permitted to do the research programmes

with due compliance to UGC issued applicable guidelines. Also a group of VCs of OUs

should meet MHRD for re-starting research degree programmes.

Members interacting during Concluding Session

The conference members also made some suggestions during the concluding session:

The recommendations of this 5th VC Conference should be collectively pursued with UGC

as a forum.

Another conference of VCs of OUs should be organized to take forward the

recommendations of the 5th VC conference.

It was suggested that DDEs should be allowed to start new courses as the OUs.

Revenue generated through the DDEs should be used for benefit of ODL learners.

The next phase of Accreditation should be programme/course wise accreditation similar to

AICTE.

Some of the OUs have implemented the best practices in use of ICT in various aspects of

ODL system like ERP learning package, e-contents, mobile based e-content, online

registrations and admission etc. These best practices should be shared with other OUs and

DDEs for further collaboration and adopted.

The august gathering was informed of GoI initiative under NMEICT of e-acharya platform

which is being developed and SOUs can upload their e-content for wider dissemination.

Head quarters of OUs should have user services for learners such as wash rooms for

learners/Divyangs, waiting room, etc.

The constitution and composition the accreditation body for ODL was also discussed.

The concluding session ended with vote of thanks by Dr Nisha Singh, DD, IUC.

7 RECOMMENDATIONS

The members agreed and accepted in principle the draft framework of Assessment and

Accreditation of ODL institutions. The pressing issues and concerns for ODL institutions like

CBCS, NIRF were also discussed at depth. There were many suggestions and agreements among

the members during the conference.

The recommendations of the Conference were:

There should be a separate independent Accreditation Body on the lines of NAAC for

Accreditation of ODL institution with representatives from OUs.

The revised document on Assessment and Accreditation of ODL institutions will be sent to

all members for feedback. All the inputs will lead to a comprehensive Assessment and

Accreditation document which will be sent to UGC/MHRD. Once finalized, This may be

taken up by a separate governing body/mechanism for accreditation with representatives

from OUs.

The NIRF cannot be applied to ODL institutions in its present form and needs to be

contextualized to ODL system. The inclusion of ODL aspects in NIRF should be

collectively represented to UGC. This will help in valid ranking of ODL institutions in the

country. This may be coordinated by IGNOU.

Similarly the CBCS cannot be applied to ODL institutions in its present form and needs to

be contextualized to ODL system. A committee for CBCS in ODL should be made which

will look for the issues related to applicability of CBCS in OUs and DDEs.

The members unanimously opined that OUs should be permitted to do the research

programmes like M.Phil and P.hD with due compliance to UGC issued applicable

guidelines. In this context a group of VCs of OUs should meet MHRD for re-starting

research degree programmes.

OUs should share their best practices with other OUs and DDEs. This will strengthen the

ODL system. This may be done through collaboration.
