LGBTQ+ RIGHTS IN ITALY

In the rainbow map of ILGA and FRA, out of 49 countries examined, Italy is at 35th place.In 2020, in 49% of the states surveyed, ILGA records that there are no positive changes. Meanwhile, the COVID-19 emergency has hit the most vulnerable sections of the population and has been used by some governments as an alibi to accelerate their plans against human rights.76% of European citizens agree that LGBTQ+ people should have the same rights as heterosexu-als, although the average varies widely between different states.

In Italy, only 68% of the Italians interviewed said they were

in favour of this, remaining well below the Europe-

an average.

HATE SPEECHIn 2013, a survey showed that Italy was the second country in Europe where the language of politicians was considered highly discriminatory, second only to Lithuania.Public and political attention has focused on Poland this year, but anti-LGBTQ+ rhetoric from political and religious leaders has been present in 18 countries in Europe and Central Asia.

RAINBOW FAMILIESThe current political context, with the growth of populisms, has led to a backlash against the rights of the rainbow family in some countries, especially Italy.At the moment, in Italy, civil unions are the only recognized right on an 11-item list drawn up by ILGA-Europe

HOMO-BI-TRANSPHOBIAOne of Italy’s main problems is the total ab-

sence of a law against homo-bi-transphobia. A law has been proposed this year, but the

outcome of the parliamentary debate is uncertain.

TRANS RIGHTSItaly also lags behind for the rights of transgender people: unlike what happens in most Western

European countries, in our country there are still restrictions on the age and on the choice of legal name. The trans community is highly subject to discrimination. In recent years trans people are

experiencing a continuous emergency linked to the fact that it’s hard for them to find the medicines for the transition. Furthermore, in Italy the change of name for those who intend to start the

transition process depends on the intervention of the judicial authority.

INTERSEXIn February 2020, the European Parliament adopted a resolution on the rights of intersex

people, recognizing the continuing human rights violations they face today in Europe. In many parts of the world - including Italy - the practice of correcting the genitals

of intersex children is still in use. Doctors decide which gender should be the most appropriate to the child and use surgery to aesthetically define them. This practice

can be compared to real genital mutilation. The UN Commission for the Rights of the Child has recommended Italy to implement a human rights-based health

protocol for intersex children that avoids this bodily abuse.

INTERSECTIONALITYDiscrimination becomes even harder if we added the issue of

intersectionality. Members of the LGBTQ+ community who live with disabilities, are elderly, homeless or with HIV or who are part

of ethnic minorities can be victims of further discrimination.

Although all 54 African states have signed the Universal Declaration on Human Rights, the International Covenant on Civil and Political Rights, as well as the African Charter on Human Rights, these international treaties have generally not been translated into practical rights protection actions human for LBGTQ+ people.In particular, among countries bordering the Mediterranean Sea, homosexuality is considered illegal in several countries.In Egypt homosexuality is not criminalized by law but de facto, while in other countries it is punished with prison. In Mauritania, Sudan and northern Nigeria those belonging to the LGBTQ+ community risk the death penalty.In Eritrea and South Sudan LGBTQ+ people can face sentences of 7 to 10 years. Both Libya and Cameroon (where there are also economic sanctions) provide for detention of up to 5 years. In Morocco and in Tunisia detention is up to 3 years, while in Algeria and Chad the crime is punished with 2 years in prison.

For some years now, Italian and European LGBTQ+ communities have been wondering how to welcome LGBTQ+ migrants from different parts of Africa. Today, associations - like ours - for the protection of human rights have to deal with different laws in each country. Therefore it is more and more urgent to open a discussion and find together a common and consistent approach to the aim. This is the purpose of the Conference.We will invite African activists who experience these issues firsthand and listening to their testimonies and opinions will be of great help for the Conference.

COORDINAMENTO TORINO PRIDE1971: the first Italian gay rights association, the

FUORI! movement, was born in Torino. Between 1971 and 2000 the Torino LGBTQ+ associations

multiplied and Torino became an increasingly welcoming and inclusive city.

The Coordinamento Torino Pride, that brings together almost all the associations, was born

as a committee in 2006 for the organization of the National Pride in Torino, then in

Biella in 2008 and subsequently in Torino all the following years. In 2008 it joined

ILGA Europe.

Besides Pride, the Coordinamento Torino Pride annually promotes the celebration of ‘World Day against Homophobia’ (May, 17th) and TDOR, Transgender Day of Remembrance (November, 20th). Our organization also includes the Training Group aimed at adults (civil servants, teachers, professionals) and students.Torino is also the city of the Italian Lovers Film Festival - Torino LGBTQI Visions. It was born in 1986 as a gay themed film festival, with the name ‘From Sodoma to Hollywood’ and later became one of the most important international LGBTQ+ themed festivals.

TORINO: A NOMINATION REPRESENTING ALL OF ITALYThe Coordinamento Torino Pride is applying to host the EPOA Annual Meeting 2021 together with

the Pride Organizations of Milano, Padova, Pavia, Roma, Sardegna, Toscana, Umbria and Varese and with the local institutions.

A candidacy, therefore, that represents all of Italy.Italian hospitality, famous all over the world, at the service of a fundamental moment of sharing experiences and skills that sees

the main European prides as protagonists.

TOHOUSING (co-housing based in Torino) is the very first housing project targeting the LGBTQ+ community in Italy. Starting in January 2019, TOHOUSING is hosting vulnerable LGBTQ+ people, providing them with a safe house and the chance to overcome difficult living conditions through psychological support, training and work counselling.While addressing the primary need of a safe house, TOHOUSING aims at improving the independence and well-being of LGBTQ+ people.Thanks to the Local Public Housing Agency, the TOHOUSING project counts 5 apartments, hosting up to 24 guests. The residence is temporary and guests are welcome to stay till 10 months.

TEATRO REGIOThe Teatro Regio di Torino is one of the oldest opera theatres existing today: its origins date back to 1740. After almost two centuries of uninterrupted activity, the old building was destroyed in a violent fire in 1936. The programming of the Regio continued in other theatres across the city until the opening of the present structure. Unique in all the world for its design, thanks to the genius of architect Carlo Mollino, it was opened in 1973 with I Vespri siciliani by Verdi, in the one and only stage direction of Maria Callas and Giuseppe Di Stefano.

MOLE ANTONELLIANA AND THE NATIONAL MUSEUM OF CINEMAThe National Museum of Cinema is among the most important in the world for its rich heritage and the diversity of its scientific and educational activities. The museum is housed in the Mole Antonelliana, the landmark monument and symbol of Torino. The Mole was initially conceived as a synagogue, before being bought by the Torino Municipality and made into a monument to national unity. Planned and begun by architect Alessandro Antonelli in 1863, it was the tallest brick building in Europe at the time. The panoramic lift was inaugurated in 1961. Today it still allows visitors to go up to

the panoramic terrace which is 85 metres high and take in the

spaces dedicated to the extraction of herbs, the combination of ingredients and the conservation

of extracts, the Carpano Museum unfolds, which revives the most important chapters of the history

THE CESARE LOMBROSO MUSEUM OF CRIMINAL ANTHROPOLOGY

The Museum of Criminal Anthropology of Torino University displays the Cesare Lombroso’s collections dating the second half of the nineteenth and early twentieth centuries: anatomical preparations, drawings, photographs, bodies of crime, artisan productions and artistic, even valuable, made by interns in asylums and prisons.

Cesare Lombroso was an Italian doctor, anthropologist, academic philosopher and jurist as famous as he was discussed.

THE TORINO NIGHTLIFETorino is universally recognized as one of the most elegant cities in Europe but today it is also a capital of ‘good living’ and fun.During the AGM it will be possible to get to know some of the fun places of the city: Piazza Vittorio, the Quadrilatero Romano and Piazzetta V Marzo - which host the most fashionable bars and restaurants - and take part to Bananamia, one of the oldest and most famous LGBTQ+ club events in northern Italy.

THE EGYPTIAN MUSEUMThe Egyptian Museum is the oldest museum in the world - and the second largest - dedicated entirely to Egyptian culture.Research and internationalization are the areas in which the Egyp-tian Museum continues to invest to continue the path of growth and affirmation: a choice that does not appeal only to the scientific commu-nity, but to all those who recognize in the institution’s dynamism the ability to open up to an ever wider and heterogeneous audience.

A bizarre journey through those places in Torino marked by the passage of illustrious people, whom we have not been told everything about…

Tuttaltrastoria (‘not just any story’) is a city walking tour unique in its kind. Created as part of the ‘Friendly Piemonte’ project, the initiative

is run by the Quore Association for the promotion of Torino and its region for the LGBTQ+ community.

The tour lasts around 2 hours and offers an unconventional perspective on the history of Torino and the Piemonte region through an evocative narration

centred around the life of 12 illustrious figures who made their mark in our region, and, in some cases, inspired change.

From an investigation into the private life of these people unexpected events emerge, stories with details that have often been hidden by scholars and in official biographies.

TORINO CITTÀ MAGICA TOURTorino is known to be the city of magic. Even on the

municipality’s website, the books of the journalist Giuditta Dembech Torino Città Magica are quoted,

explaining how the Piedmontese capital is crossed by mysterious energies neatly channelled along

precise paths marked by monuments covered with esoteric symbols. Moreover, Torino - built

at the confluence of two rivers Po and Dora, home to the Holy Shroud and to the famous

psychic Gustavo Rol - is the only city in the world to be vertex in both Black and White

Magic triangles. Together with London and San Francisco in the first, and with Prague

and Lyon in the second.This is an intriguing and unusual journey

through disturbing faces, Masonic enigmas and esoteric symbols that will lead you -

among other riddles - through the mystery of the Devil’s Gate, the ghostly dragons,

the legend of the alchemical caves, up to the veiled woman holding the Holy

Grail cup, under the careful eye of the best known ghosts.

REGGIA DI VENARIALa Venaria Reale is a grandiose estate just outside Torino. It is a natural and architectural masterpiece that was declared part of the World Heritage by UNESCO in 1997 as all the Royal House of Savoy residences. It reopened to the public in 2007 after completing the EU’s largest cultural restoration project to date. The monumental palace or Reggia boasts some of the finest examples of universal Baroque as the elegant Hall of Diana or the imposing complex of the Juvarra Stables.The Gardens of the Reggia bring together the ancient and the modern in a harmonious whole, a dialogue between archaeological sites and contemporary artworks.
