tornadoes claimed lives in north central Texas. Six people lost their lives in Granbury as a tornado produced EF4 damage in the Rancho Brazos Subdivisions. These were the first tornado fatalities since the Anna-Westminster tornado of May 9, 2006.

Severe weather is inevitable in Texas. Can you recognize the clues that suggest large hail, flash flooding, or a tornado? Do you want to become part of the severe weather warning system in your county? As part of its area-wide weather preparedness campaign, the National Weather Service Office (NWSO) in Fort Worth will answer these and many other questions at the SKYWARN severe weather program on Wednesday, Feb. 5 from 7 to 9 p.m. The program will be held at the Civic Center in Gainesville and is in partnership with Cooke County Emergency Management and the Gainesville Fire Department.

The program will discuss thunderstorm formation, ingredients, and features associated with severe storms. The presentation will also review tornado formation and behavior, and will give some insight as to why some storms produce tornadoes and some do not. Additionally, we will discuss non-threatening clues which may be mistaken for significant features. Most importantly, we will discuss what you can do to keep you and others safe when thunderstorms threaten. The program will also discuss spotter operations and recommended reporting procedures. The two-hour presentation will be in multimedia format, featuring numerous new pictures of storms, as well as new video from the 2013 severe storm season.

“Once again, we have plenty of

new material for the training session,” said Mark Fox, Warning Coordination Meteorologist at the Fort Worth NWSO. “We will be showing the 2013 storms in detail, highlighting the subtle, yet important features.”

The fundamental purpose of the spotter training - and of the storm spotter network as a whole - remains unchanged. “Weather Radar is a great tool, but it only tells part of a storm’s story. Spotter observations are fundamental to the protection of life” said Tom Bradshaw, Meteorologist-in-Charge of the Fort Worth office. “The combination of spotter reports and radar data gives us the best possible picture of the storms and what’s going on inside them.”

The program is free and open to the public. No advanced registration is necessary. “By coming to this program you will learn a lot about thunderstorms” Fox said. “Even if you don’t become an active storm spotter, you will learn about how storms work and the visual clues you can identify when storms are in your area. This will better prepare yourself and your family for the threats that storms pose.”

The Cooke County severe weather program is one of over 60 training sessions that the Fort Worth NWSO will conduct between January and March 2014. The National Weather Service in Fort Worth provides forecasts, warnings, and weather services for 46 counties in north and north-central Texas. This month kicks off my sixth year as your community manager here at Lake Kiowa.

Many changes have taken place in our community over that period. Most have been to the benefit of the community such as the new entrance to Lake Kiowa and the rebuilding of the golf course. Some have posed, and continue to pose, problems for the residents of Lake Kiowa.

Most notably, this includes algae in the lake and increased costs of maintaining our amenities and infrastructure. We continue to work to find solutions to those problems; however, one gradually worsening problem we face that we are powerless to solve is this persistent drought we are experiencing.

According the National Weather Service, a year ago nearly two-thirds of the State of Texas was suffering severe drought. Significant rains, primarily in Central Texas, have reduced the affected area to just 15%, but unfortunately North Texas is not included in that reduction.

In fact, nearly every reservoir across North Texas remains below conservation level. KXII News reported that Lake Texoma is at its lowest level in 30 years. The record low level was set in 1957 at 599 feet above mean sea level (msl). Currently the lake level is at 609 feet above msl and continues to fall.

We have our own problems concerning our lake that only are exasperated by the lack of rain and the low water level. And I’m afraid the rain predictions are not favorable for the coming months. At this point, all that we can do is to conserve as best we can where we can and protect the quality of the water that we do have. I have met with golf course superintendent Bryan Brown to discuss and formulate a plan to reduce water consumption on the golf course. We need to accomplish this task for two reasons. First and foremost, it’s the right thing to do due to the lake level and the poor prospects of appreciable rain amounts in the coming months. Second, it is imperative that we conserve another limited resource: our capital. In January, the Lake Kiowa SUD increased the wholesale water rate by 15% affective Feb. 1. This represents an annual increase of nearly

$10,000 in the cost of irrigating the golf course. Thus, changes in how we irrigate will have to be considered.

Several months ago, LKACC Secretary Mike Bitsche wrote a CommuniQué article regarding phosphorus in lawn fertilizer and its introduction into the lake from runoff contributing to the algae bloom. Please keep this in mind when fertilizing your lawns this spring.

Regardless of whether you live on the lake or not, all lawns fertilized with phosphorus can have a deleterious effect on the water in the lake so please consider an alternative. Thus,

after my discussions with golf course superintendent Bryan Brown, the fertilizer we will be using this spring on the golf course will not contain phosphorus. Instead, we will be using a 19-0-19 formula. Bryan said that soil analysis indicated that the phosphorus level in the soil was at optimum levels, so why add something that’s not needed?

Going forward, we all need to commit ourselves to taking a proactive approach to protecting our lake right now, not only for us, but for future generations still to come.

During its brief existence and due in the main to the tremendous effort Nancy Mountcastle has expended, to date the Gainesville State School Clothes Closet has provided clothing for over 600 boys as they prepared to leave that facility to get on with their lives. Nancy initiated this effort several years ago and operated initially out of two bathrooms. Donations of clothes racks followed and a bit of jaw-boning on her part convinced the institution’s leadership that this was a viable operation. The Clothes Closet now comprises three rooms!

Jack Skinner and Brown and Jamie McCrory, have been selected to be part of the Fourth Annual Butterfield Stage “I Do, I Don’t” game show on Valentine’s Day, Feb. 14. The annual game show has become a staple for Butterfield having sold out the three previous presentations. Based on TV‘s popular “Newlywed Game” format, “I Do, I Don’t” features local couples vying for the coveted “Leg Lamp” trophy (shown in the photo from last year’s show).

Six local couples are chosen to participate and are quizzed with interesting and insightful questions about their personal lives. The questions often elicit very different answers from the spouses, which provides for hilarious responses from the audience. Past contestant couples include Sheriff and Mrs. Mike Compton, Mayor Jim Goldsworthy, Chamber Director Lynette Pettigrew, and Judge John Roan, among many others.

Lee Skinner has been a long-time Butterfield actress starring in plays such as “On Golden Pond,” “Rex’s

Exes,” and the memorable “Driving Miss Daisy.” She is a Past President of Butterfield and has just accepted an invitation to re-join the Board of Directors.

Lee and Jack will be pitted against the five other couples selected based on their years of marriage–three married less than 10 years and three more than 10. The Skinners admit they are in the latter group!

The McCrorys are cast in the under-10 group being the newlyweds they are. Brown, the long-time golf pro at Kiowa, along with his wife Jamie will light up the night as they try to match their answers.

The other contestants (in the over-10 group) include John and Galene Morris and, of KGAF fame, Dee

Blanton and his wife, Gayla. Micha and Laurie Davenport and Kimberly and Chism Kane comprise the under-10 group. They will have the audience laughing the entire evening!

The host for the evening will be Barry Otts, local businessman and one of the founders of the Summer Sounds Music events. Barry’s sometimes glib personality and always quick sense of humor will

add to the evening of fun. And, in a supporting role, channeling the Vanna White role on “Wheel of Fortune” will be Gainesville’s own Sandy Geyer. She appears for the third time in the role of “Score Keeper” and provides additional comic relief throughout the show.

Gainesville attorney Lee Tatum is a candidate for Cooke County Court-at-Law Judge and will be on the March 4 Primary ballot, running against incumbent John Morris. Tatum seeks to improve the Court-at-Law docket output. “So much more can be done,” Tatum said about the office. “I would like to make available a concurrent jurisdiction with the Cooke County District Court.” Tatum said that a request could be made to the Cooke County Commissioners Court for a statute amendment to the State

Legislature that would allow a concurrent jurisdiction with the District Court with what should be at no added cost to the taxpayers or additional employees. “Other counties have had this statute enacted that allows family law cases to be heard in the County Court-at-Law courts,” Tatum said. “The caseloads between the County Court-at-Law and District Court are heavily one-sided and allowing the County Court-at-Law to have the ability to hear family law cases would help lighten the load of family law cases in the District Court.” Tatum said that since Nov. 1 until Jan. 3 the

County Court-at-law had approximately 350 cases on its docket and no jury trials compared to the District Court with 500 cases on the docket, two criminal trials with one taking more than a week to complete. “I encourage people to look at the Cooke County Court’s websites,” Tatum said. “The Cooke County Court-at-Law as well as the District Court website has dockets posted.”

As an example, Tatum said that the County Court-at-Law dockets will typically have one full day, a couple days with a few cases set and a couple days with nothing set.

“Our District Court will have one hearing after another all day long almost everyday unless there is a trial set,” Tatum said. Tatum also said that during the week of Jan. 6, the County Court-at-Law has 34 cases on its docket compared to 123 cases on the District Court docket. “Expanding the jurisdiction of the County Court-at-Law would help to balance the work load of the two courts,” Tatum said. “Our courthouse opens at 8 a.m. for a reason,” Tatum said. “If I’m the County Court-at-law Judge, I will be there, either in the courtroom, my chambers, or working with the court coordinator and be available to the community at 8 a.m.

LAKE KIOWA COUPLES CAST IN BUTTERFIELD'S “I DO, I DON’T”TAX ASSISTANCE BEING OFFERED AT COOKE

COUNTY LIBRARYBeginning late last month, free tax

assistance has been offered at the Cooke County Library. This service will continue to be offered weekly on Tuesdays between 3 and 7 p.m. until April 15.

There will be three AARP Tax-Aides to help provide free help with preparing tax returns, answering tax questions, and providing electronic tax return filing for low- to moderate-income taxpayers. No appointment is necessary. Senior citizens will have priority, but all taxpayers are welcome to seek help.

For any general questions regarding this free tax service, call the Cooke County Library at (940) 668-5530. The library is located at 200 S. Weaver St. in Gainesville.

The Lake Kiowa Chapel would like to welcome everyone at Lake Kiowa to services on Sunday morning. These services are held in the Assembly Room of the Lodge from 8 to 8:30 a.m. Rev. John Hare and Rev.

J. Ray Smith are the pastors delivering their messages on alternate Sunday mornings.

In February Rev. Smith will continue his series entitled “When God Trumps Nature: The Seven Sign Miracles in the Gospel of John.” His message on Feb. 2 will be entitled “Do You Really Want a Miracle?” with text from John 5:1-9.

Rev. Hare’s message on Feb. 9 will be “Say What” with text from Luke 9:28-36.

“The Supernatural Source” is the title of Rev. Smith’s message on Feb. 16 with text from John 6:1-14.

Rev. Hare will deliver his message entitled “The Devil’s Sermon” on Feb. 23. The text is Philippians 3:17-4:1.

Chapel Choir practices on Monday mornings in the Lodge at 8 a.m. They welcome anyone that enjoys singing to join them and add to the joyful noise on the third Sunday of each month.

VISTO is the recipient of food contributed to the box in the entry to the Lodge. All packaged groceries are appreciated, but VISTO will make very good use of monetary donations as well. Buddypack items for the many children who do not have a supportive

home environment, i.e. weekends, are also greatly needed. You may sponsor a child for the school year for $130 and this child will receive a backpack of nourishment every weekend. The Lake Kiowa Chapel meets every Sunday morning from 8 to 8:30 a.m. in the Lodge. This is an interdenominational service that may precede your regular church service or a round of golf. 2014 - ANOTHER CHALLENGING YEARHaving been of service locally for

over 30 years, the Kiwanis Club looks forward to another outstanding year of service to this wonderful Lake Kiowa community. During the past decade, the club has adopted the Callisburg Elementary School and tried to meet as many of its needs as possible. To this end, some of our upcoming projects include:

*Continuing to support the “Perfect Attendance Program” whereby every student, by attending any six-week period with no absences, has their name entered in a drawing for their grade at the end of the school year and qualifies them to win a new bicycle. By displaying the bikes in front of the school office, this generates much interest and has proven a very popular program.

*During Spring Break, the club will refurbish deteriorating playground equipment. In the past, we have provided outdoor tables for the school’s Outdoor Learning Center. We will continue to meet the school’s needs, if possible, as they are identified.

*Last year we provided 24 computers, one for each classroom, so

students could become familiar with communications in the 21st Century.

*We provide Thanksgiving dinners to those needy children and their families who have been identified by school personnel as deserving of our assistance.

*Each Christmas, children needing assistance are provided gifts from their “wish lists” along with a two-

week supply of food for their families to assure no one will go without during the holiday season.

We are only able to continue to assist the school and our community because of the outstanding support and continuing attendance of so many Lake Kiowa residents at our July 4th and September BBQ/Picnic each year, plus your participation in recycling

In May of 2013, my wife and I moved to a lake front property at

Lake Kiowa because we knew this is where we wanted to make a home and spend the rest of our lives together. My wife and I have been married for 36 wonderful years, have raised 3 beautiful children and we also have the joy of two very active grandchildren. In our community, I am a member of the Men’s Golf Association, my wife is a Women’s Club member, and we both belong to the Friends of the Lodge organization.

I am a passionate leader who has a proven track record of success by leading dynamic teams. I build loyalty and trust in organizations by being confident, thorough and providing continuous feedback. My greatest professional accomplishment was my 29 year career with Pitney Bowes, the largest mailing and shipping equipment manufacturer in the world. Through my extensive experience in successful

management as the Director of Operations, I exceeded targeted sales goals while maintaining a $48 million budget, led teams of over 90 people and introduced numerous Quality Improvement Programs. In addition, I accepted a challenging role in our Learning & Development Department where we developed training programs for new hires and managers plus created educational programs for new initiatives.

I have lived in 6 states in my life and have always taken an active role in local activities. In 2006, I was elected to the Board of Directors for the Greater Dallas Postal Customer Council for a 2 year term and re-elected for an addition 2 year term in 2008. with a Bachelor of Science degree in

Electrical Engineering from Texas A&M University.

I am a licensed Property Tax Consultant through the State of Texas and work at Merit Advisors in Gainesville. My client base is centered on the oil and gas industry and is focused in several states across the country. I also manage the software development of Merit’s property tax applications.

Prior to joining Merit Advisors, I served as the Vice President and Comptroller for an entrepreneurial group in College Station, Texas. In this role, I managed all financial aspects of operations for five high tech start-ups, with oversight of corporate and operational finance, tax compliance, accounting, and contract management. Having been a key player in the launching of four of these companies, I was heavily involved in structuring the corporate framework and developing the operational procedures, activities,

financial models and projections for each new venture.

Lake Kiowa has been my home for four and a half years. I am the current President of the LKPOA Board of Directors. Prior to serving as President, I spent my first year on the Board as the Secretary and my second year as Vice President. I have served on the Ways and Means Committee, the Long Range Planning Committee, the Lake and Parks Committee, the Investment Committee and the Community Advisory Committee.

I was also one of the three founding directors of the Indian Creek Volunteer Fire Department and served as Secretary for that Board from its inception through February 2013, and I will serve on the Cooke County United Way Board of Directors through 2016.

moved to Lake Kiowa four years ago. A gentleman told me

while we were house hunting that we would “be crazy” not to move here. I believe that man knew of what he was speaking. Lake Kiowa has been a wonderful place to live and the people are so warm and caring. During my time here I have served in various volunteer organizations and positions as 1) Secretary of the Anglers Club, 2) Projects Manager of the MGA, 3) Vice President of the MGA, 4) Secretary of Friends of the Lodge, 5) President of the Friends of the Lodge, and 6) been a member on the Lodge and Tavern Committee of the POA.

I grew up in Longview, Texas and graduated in 1974 before attending Kilgore Jr. College as well as The Brooks Institute of Photography in Santa Barbara, California. I ran a successful commercial photography business for 12 years. Before being bitten by the food service bug. After studying at El Centro College in Dallas I began a 25-year culinary

career. During that time I was Executive Chef at three country clubs, owned a catering business, and helped create the Mid East Texas Chapter of the American Culinary Federation, a society of over 22,000 chefs and cooks across the United States. I was privileged to be elected Chapter director twice and won Chef of the Year on four occasions. I also was honored to be named one of the top three chefs in East Texas by East Texas Magazine. While living in Longview I was a member of Pinecrest Country Club and served as a member of the Greens Committee, also as President of the MGA.

I have decided to run for the Lake Kiowa board of directors, not because I have solutions to any particular problems, but because I am willing to thoughtfully search for solutions, as those problems occur. The quality of our water, the security of our property and our self-governance are key issues in the success of Lake Kiowa. This is our home and I will work to see that it remains the extraordinary place that it is today.

2) Regarding the land purchased on the west side of Lake Kiowa and the use of it, it is my opinion that the board should first decide on its use. If there are a couple of ideas that both have great merit and the board cannot come to a conclusion, then the membership should be given a vote on the best use for it.

My main thoughts on the best use of this land would be either to develop it, or to provide infrastructure space. First we would have to look at the cost benefit comparison along with the return on investment, not just directly in dollars and cents, but in community benefit so we continue to keep and draw new people to Lake Kiowa.

3) To reconcile the past due POA dues I think you must approach this just like in business. It is not a collection issue it is a sales issue. You must set up the expectations of payment and penalty to encourage prompt payment. We might have to reexamine the penalty or offer alternative payment methods such as credit card payments at the POA office. The laws are very specific on how to go about collecting these unpaid dues. We must first give notice, then offer payment plans, and finally

foreclosure. Sadly sometimes people get over extended and are unable to meet there financial obligations.

4) I have no agenda items to bring to the board for action. I was called and asked to serve on the board to which I agreed to do just that, serve not to promote our own agenda items.

5) The Boards responsibilities to the community are to make the best decisions for the betterment of our Lake Kiowa. Therefore, my responsibility falls directly in line with that, as a board member we should only have this as our guide; will this be good for us as a whole? Although not everyone will necessarily agree with each decision made, you can rest assured that it will have been looked at from every angle possible and measured against this standard of overall community benefit.

6) My vision for Lake Kiowa for the next three years is the same reasons that my wife and I moved our family to Lake Kiowa. The reasons include the unique sense of community, safety, increased property value and the one of a kind amenities offered in the Cooke County area. The vision cannot be as short sighted as three years, but must be to preserve this

community for the future generations. This being said we must continue to be proactive in managing our number one asset which is the Lake as it is the heart of Lake Kiowa.

We need to continue to support our Callisburg Schools to help them to be the best in the area as this will help to draw families to our community and also invest in our future. Finally we need to focus on doing all the little things right to insure that the overall brand of Lake Kiowa continues to demand its respect, the respect it deserves.

should have a voice and vote in the use of this property. Currently, the long range planning committee is looking into future opportunities for the property. Personally, in the short term I believe the ground should be used as a repository for the silt and sludge removed during the dredging process of the lake. The entire dredging process must be completed by 12/31/14 per the Corps of Engineers extension guidelines.

require less than 60 days to complete and then could be spread across the acreage. An additional thought for the property would be to commission a developer and management firm for a multi-family facility located on the property.

3) I believe we should identify and name the past due individuals in the CommuniQue just as we do now for repeat offenders and restrict their access and use of the facilities.

4) A. The top priority is the removal of the silt build up in Lake Kiowa. The problem has existed for years and continues to get worse as time progresses. There are many golf course communities in North Texas but few offer a lake setting as well. It is the core of what sets us apart and is responsible for our property values. By letting either fail we will change the viability of the community. Lake Kiowa has been provided several extensions over the past years and many believe we have reached the end and will not be granted further extensions. Many of my fellow lake front property owners have not been able to launch their boats for 2 years

due to the low water levels. As time goes on, word about the limited lake access will spread and all of our property values will suffer as a result. We must take action now to insure the continued success of Lake Kiowa. The deadline is 12/31/14 for completion.

B. Improvement of the quality of the food and service provided by The Lodge. I believe we should expect and receive a higher level of quality product and services than we are receiving today. We need to bring qualified individuals on board who can meet budgets and provide a quality dining experience in The Lodge. We are losing revenue to competition right outside of the gates of Lake Kiowa.

C. The development of an ongoing plan for the control of the Chara over growth. Discussion and ideas are being brought forward but we need to make definitive long range plans for its control along with the reed infestation.

5) Be willing to contribute time and expertise in the management of POA funds and assets. I have an extensive background in the management of budgets and people, which I believe will be beneficial to the success of Lake Kiowa. The Board is responsible

for meeting and attaining budgetary goals while providing the best services and products to the Lake Kiowa community.

6) I would like to see Lake Kiowa continue to grow and improve its products and services to the community. We currently have a beautiful and challenging golf course wrapping its way through and around a wonderful lake setting. We must improve the current lake silt and Chara situation allowing current lake property owners access to the lake or all of us will feel the impact on our property values which should continue to grow not falter. I believe that with proper management and direction we can turn The Lodge into a profit center providing outstanding food and service that we can be proud of. I am seeking a position on the board to provide this type of leadership and direction. Past Board members have done a good job in providing leadership. I believe new skills, knowledge and leadership will add diversity and energy to get plans implemented and completed in a timely manner. I look forward to serving the community of Lake Kiowa.

I see a number of possible uses for this property: single family homes similar to what we now have in Lake Kiowa, smaller homes with reduced sized lots, patio homes, an assisted living facility, a nursing pavilion, some form of golf course facility (par-3 or putting course maybe). I really think that some combination of the above, with maybe something else such as a sports activity center also included, might be the best use of the land.

I am specifically interested in the possibility of adding a retirement/assisted living facility to Lake Kiowa as I think it is a shame that members have to move away to get the services and treatment they need. We should try our best to keep our members here among their friends.

D NOBLE2. It is my belief that the board

showed great vision when purchasing that land. One only has to look at the widening of FM 902 and the development along US 380 to know that it is just a matter of time before the push of Dallas northward will reach us. As to the lands final use, I do believe that the homeowners should have a vote. This land is blank canvas that does not have to painted at this time. I have no thoughts on its use.

3. Dues become past due for different reasons. I believe that each case should be considered on it’s own merit. Without consulting the attorney for Lake Kiowa as to our legal options, it would be inappropriate for me comment further.

4. The two items I would like to bring up for consideration to the board would be a re -landscaping of the trailer storage area and a pergola like structure attached to the pro shop. The

storage area is just an eyesore. Let’s come up with a different plan. As for the pro shop, the current extending shades simply do not come out far enough to cover the amount of space utilized by the WGA, the Couples, and the MGA. Even with the umbrellas people are fighting for shade.

5. It is the responsibility of the Board to assist the community manager in the month-to-month operations by being a sounding board of the citizens, and taking care of the legal requirements of the State. My personal responsibility is to insure that we maintain a wide representation of ideas to that end.

6. Lake Kiowa is a wonderful place filled with incredible people. My vision is to help it stay as close to this as I can. I am running for the board because I believe that it is the responsibility of every citizen in a community to donate their time and effort for the betterment of that community. To paraphrase the old folk tale, The Little Red Hen, if I am going to eat the bread, I need to help produce the bread.

The current past due amount is approximately $94,000 from 75 lots per the Nov. Treasurer’s Report and is up significantly in the last few months. I believe the Community Manager has been and is working diligently to reduce the outstanding amount, but unfortunately, other than possibly filing suit more promptly against the delinquent members, I don’t see any different courses of action available per Article 7.03(g) of the Bylaws. Of course the Bylaws could be amended if we can identify an improved process, but at this point I do not see any better solution. But we do need to keep the pressure on to collect as much of the past due amounts as possible.

4) A) Fund and staff an Information Technology staff position, at least part-time. The LKPOA is a “business” and needs to have an expert on staff to address problems immediately, and to keep the Board and staff aware of future new technologies and opportunities in IT that we could take advantage of.

B) Add an outdoor patio to the Lodge. It would provide additional seating space at minimal cost

compared to expanding the building itself. (And yes, I realize both of these items have been brought to the Board in the past, but I still feel both would be very beneficial to Lake Kiowa)

5) My responsibility as a Board member is to always act in the best interests of Lake Kiowa as a whole – in my votes, in my actions, in my statements.

The responsibility of the Board is to govern the LKPOA by adhering to the requirements of the Covenants and Bylaws, to properly maintain the physical assets of the community, and to ensure the financial stability of the LKPOA.

6) My vision is pretty simple: to preserve Lake Kiowa as a great place to live and play, to maintain and enhance the financial security of the LKPOA, to ensure that our facilities are properly maintained and improved as needed if adequate finances are available, to work with the Lake Kiowa SUD to ensure an adequate supply of water for our community, and to ensure we work as closely as possible with the representatives of Cooke County to the benefit of all.

I am seeking a position on the Board because I want to try to ensure Lake

Kiowa does continue to be a great place to live and work. Also, since my wife and I do not live full-time at Lake Kiowa, I believe I will bring a beneficial “week-ender” perspective to the job.

2) The specific use for this property should be determined by the Board based on the memberships’ needs and desires. The opinions of the POA membership matter greatly and should have significant influence on the future use of the 52 acres.

3) Legislation enacted by the 82nd Legislative Session became law on January 1, 2012, limiting the power of HOAs and POAs in collecting delinquent member dues. LKPOA must operate within the scope of the law for collections. Our delinquency payment plan is on file with the Cooke County Clerk, as required by law. To compel timely payment from our members, the Board, for example, could consider adopting stricter use penalties for delinquencies such as an immediate suspension of the use of

facilities for any member who has not paid their dues on time.

4) A) I’d like to see the creation of a new committee tasked with developing a comprehensive plan to address the renovation or replacement of our longer life assets that are not covered by the Asset Replacement Reserve Fund. This plan should prioritize the assets included, provide suggestions for funding mechanisms, and provide a solid timeline for the project.

B) I’d ask to approve purchase of a club management package that would bring all of our member account services under one application. This program is a fully integrated software solution that can streamline our billing operations at the POA office and at the Lodge; provide a direct deposit option for the POA employees, which isn’t currently available; and give us an

option for member ID cards for direct lot charges.

5) The first and foremost responsibility of the Board is to safeguard the investment of our owners by maintaining the Association’s current assets and devising strategies to improve the community through the addition of new services and amenities. Part of that strategy must be identifying future needs to foster the growth and development of Lake Kiowa. The 52 acre land purchase is one example of the Board fulfilling this function.

The Board also has the duty to offer an equally enjoyable quality of life for each member by having amenities available for everyone; the obligation to provide for the security and safety of our members and guests; and a responsibility to encourage member

participation within the community.6) I think people moving to Lake

Kiowa today expect more out of our facilities, our services, and our business practices. We need some changes: our facilities could be more modern as should the services we offer. The purchase of the 52 acres was a defining moment providing for future development and protection of our members’ investment. Being a part of Lake Kiowa’s leadership puts me in a position where I can do my part in helping protect and maintain the lifestyle and community that brought me to Lake Kiowa in the first place and to help it grow for the future. I look forward to the opportunity to serve you on our Board for another three years.

When you lose your smartphone, you’re losing two things. First of all, you’ve lost a very expensive piece of technology.

But you’re also losing something worse - control of a great deal of sensitive data! Your smartphone is loaded with contacts, emails, photos, chat logs and notes. And if you shop or bank on your phone, there are probably sensitive logins and credit card numbers there too. I’ll show you how to lock down your iPhone, Android or Windows phone so that criminals don’t get their hands on your valuable information. And these steps work for tablets, too!

1. Set a PIN or passwordDid you know that one-third of

smartphone users don’t set up the lock screen on their phones? I don’t mean the “Swipe to unlock” screen – that won’t stop a bad guy.

You need to use the lock screen and come up with a good number code. (That means 1-1-1-1 and 1-2-3-4 are out! It doesn’t take a master hacker to crack those codes.)

iOS 7 has you set up a passcode for the lock screen the first time you use it. It might be time to beef it up. For Android, go to Settings>>Lock screen to set a pattern or passcode. And

here’s an important point. Be sure you set the phone to lock automatically after a few minutes. An hour gives a criminal plenty of time to poke through your phone.

For Windows phones, go to the Start screen and tap Settings>>Lock screen to set up your passcode.

2. Only install trusted appsBad apps are loaded with malware

that can infect your gadget with viruses and steal your information.

You want to check reviews and visit the app’s official website to confirm it’s trustworthy. Or grab the link from a trustworthy site.

Still, even legitimate apps can grab information from your phone that you might not want to share. Also, read each app’s privacy policy. Find out what information it collects and what it does with that information.

3. Keep your smartphone to yourself

Would you let just anyone hold your wallet unattended? Probably not. Avoid lending it out, and if you do let someone borrow your phone, don’t leave it unattended.

It only takes a couple of minutes for criminals - and sometime even a family member or friend - to install

a spy app on your phone. And please: Don’t leave it sitting out in plain sight in a restaurant or coffee shop – or anywhere else.

4. Protect your phone with free security apps

Your smartphone isn’t immune to viruses. If it gets infected, it leaves you open to hackers and anyone else trying to steal your information. Your first line of defense should be a powerful antivirus and spyware program. Grab an app like avast! or Lookout Mobile Security to thwart dangerous attacks.

5. Enable remote location and wiping

But some day, to some of us, the worst is going to happen. If your gadget is lost or stolen, tracking apps can tell you exactly where your phone is. These apps also let you wipe sensitive information remotely. If your phone does end up landing in the wrong hands, you can at least make sure they don’t get your information.

iOS users have Find My iPhone. To enable it, go to Settings>>iCloud. Look for Find My iPhone and turn it on.

For Android, use Where’s My Droid? To enable tracking, launch the app and click on GPS Setup. Make

sure “Enable GPS feature” is checked. Select the Enable Location Services button and make sure all location settings are enabled. A security app like Lookout Mobile Security will also include tracking.

For Windows phones, there’s the Find My Phone feature. To set it up, go to Settings>>Find My Phone. Make sure the slider is set to on.

6. Stay safe on public Wi-Fi networks

Free public Wi-Fi is a smart way to surf on your smartphone without eating into your data plan. But there’s a dangerous side to public hotspots.

Stay safe by doing banking or shopping at home. Just make sure your home Wi-Fi is secure.

7. Wipe your old phone before donating, selling or recycling

Make sure to wipe your old phone before you sell or recycle it. You definitely don’t want the information on your phone getting into the wrong hands. Hackers and other criminals can easily recover deleted information. I mean wiping the phone’s internal memory so that no trace of personal information is left behind.

Marsha Day was our hostess for our January Bible Study led by Nancy Flores. We enjoyed a study of Lydia and Dorcas, two New Testament businesswomen. These women were important to their communities and were certainly examples for us to follow today.

Our next meeting will be on Feb. 25 at the home of Johnnye White, 1222 Kiowa Dr. E. Nancy will lead us as we learn about Esther, an Old Testament woman of strength and dignity. Her story is found in the book named after her. The circumstances in Esther’s life remind us of God’s control in the events of our lives.

Susan Kleven, Director of the Frank Buck Zoo, and a few of her “very special friends” will be with us on Feb. 13. You won’t want to miss this opportunity to hear Susan speaking to us about “Forty Years of Friendship with the Frank Buck Zoo” as we continue our anniversary celebration.

Susan joined the City of Gainesville staff as zoo director in 2004 while the zoo was closed during a major expansion. The zoo celebrated its grand re-opening in March, 2005. In 2011 under Susan’s direction, the zoo earned accreditation by the Zoological Association of America (ZAA).

Susan and husband Dave founded Animal Edutainment®, Home of Critterman Safari Guides, a wildlife education outreach company, in 1990. They have worked with Discovery Channel, Animal Planet, Jungle Jack Hanna, Jeff Corwin, Steve Irwin, and others.

Susan has extensive professional associations and is currently the Chairman of the Education Committee for the Zoological Association of America.

With the ice behind us and planting season near, Garden & Nature had good reason

to get together and celebrate at our January meeting. Twenty-one ladies enjoyed the now famous brunch followed by Dr. Lisa Bellows. As always, Lisa presented an amazing program on research and education on soil management.

February is typically a busy month for gardeners. If you will be growing vegetables this year, you can spade or till the soil as soon as it is dry enough. It is always important to carefully plan before you plant. If you don’t have the benefit of years of experience, check with our extension service or do your research for varieties proven to produce in our area. You may transplant existing shrubs or trees to new locations at this time.

Many of us will be doing a spring landscape cleanup soon so I would like to add a few words of caution about pruning. Roses may be trimmed after Valentine’s Day. Never simply shear the top but rather remove old, dead canes and open up the center of the bush. Crape Myrtles are often pruned unnecessarily and incorrectly. Topping is always a bad decision! Please refer to one of the many available articles on their proper care. Never cut back any plant until you have a purpose and a plan.

KWC Fashion Show is only two months away. This year, Jayne Sweet and the creative members of her committee have selected a Roaring 20’s speakeasy as the theme. Gangsters, gamblers, and flappers attending clandestine nightclubs called speakeasies during Prohibition lived during an exciting and scandalous time in U.S. history.

A brunch will be served at the fashion show instead of lunch so plan on eating earlier than usual. To give KWC members priority, tickets will go on sale at the February KWC meeting for $20 each.

In March, tickets will go on sale to everyone, so get your tickets before then. Also for your convenience, tickets will be sold at two local businesses: My Empty Nest and J.B. Cole Insurance. The Quilt Bee gathered at the home of Sharon Catlett on Jan. 6. After cancelling the December Quilt Bee Christmas gathering twice because of icy weather, Sharon invited us all to her home in January instead of the Lodge. It was a New Year’s party and a grand start of 2014.

There was a large group there and plenty of quilting projects to share. Our challenge for 2013 was a “western-themed” project but many of our members had given their projects as Christmas gifts so they were unable to share them with the group. However, there were many other quilts to show and share.

It was a great party with lots of wonderful food and conversation. Thank you, Sharon, for a great Bee! The next Bee will be Feb. 3 at 7 p.m. at the Lodge.

NCTC ANNOUNCES HONOR LISTS FOR FALL 2013 SEMESTER

Gainesville – North Central Texas College announced its official listings of students recognized for outstanding academic achievement during the recently concluded 2013 fall semester.

Students named to the NCTC President’s Honor List are those who achieved a perfect 4.0 grade point average (GPA) while enrolled in at least 12 semester credit hours. The Dean’s Honor List includes those students earning a GPA of 3.5–3.99 while taking 12 or more hours.

“We’re very proud to honor our students in this way,” said Dr. Larry Gilbert, Arts & Sciences dean. “Performing at this high level in all courses is not easy; particularly for the large number of our students who work either full-time or part-time while attending classes.

“For their hard work and for their pursuit of excellence in their studies, we congratulate all of these students and wish them the very best as they continue their education or move into the workplace.”

GAINESVILLE — Important dates for the 48th Annual Community Art Exhibit have been set.

Sponsored by the Visual Arts Department of North Central Texas College (NCTC), the exhibit will be on display to the public March 24 through April 4, from 8:30 a.m. to 4 p.m., Monday through Thursday, and 8:30 a.m. to 2:30 p.m. on Friday.

Registration will be March 17-20 from 8:30 a.m. to 6:30 p.m. daily.

Artists will need to pick up their work between Monday, April 7 and Thursday, April 10 from 8:30 a.m. to 4 p.m., and Friday, April 11 from 8:30 a.m. to 2:30 p.m.

All exhibit events will take place in the Visual Arts Center on NCTC’s Gainesville campus.

The theme for 2014 is “Connection.” Entries are not required to reflect this theme, but an additional award will be given to the work which best does so.

Again in 2014, exhibitors in the Open Division will have two payment options. They will be able to pay for their entries online, or in person at NCTC’s Business Office. The dates these two new payment systems will be active will be announced on the

NCTC website in March.After registering online, exhibitors

in the Open Division will simply print a receipt and bring it with them when

they drop off their artwork in the Visual Arts Center. For exhibitors without Internet access or a printer, payment may be made in person at NCTC’s Business Office during normal campus hours. Payment for registration cannot be accepted by the Art Exhibit Coordinator.

An entry fee of $10 will be charged for each individual work entered in the Open Division. Entries are limited to three total entries per artist. Artists are required to meet three terms of eligibility. The work should be fully original in concept; all work should have been completed within the past two years; and pieces must not have been shown in any previous NCTC community art exhibit.

The Youth Division categories remain unchanged from last year. Five youth categories according to school grade are K–2, 3–5, 6–8, 9–10 and 11–12. The top entries in each category will receive awards from the Gainesville Area Visual Arts club, the Cooke County Arts Council, First State Bank, NCTC and other sources. There

is no entry fee, but there is a limit of three works per school per grade level, and a limit of one entry per individual. One entry per individual also applies for home school students, clubs, or students exhibiting independently from their schools.

The Reception and Awards Ceremony is scheduled for Friday, March 28 from 6 to 8 p.m. All area art lovers are invited to attend. The reception will again be catered by Labeth Nall and the staff of NCTC’s Great Western Dining Service.

Hors d’oeuvres and refreshments will be served.

Juror for the exhibit will be announced at a later date.

We hope you attended the ICVFD Candidate Forum on Dec. 15 hosted by the Auxiliary at the Lodge. Our original date had to be changed due to the ice storm in early December but we still had a large crowd eager to learn about the candidates. Nine of the 10 candidates running gave bios and then answered three questions that were then posted in the January CommuniQué. We learned a lot about the candidates, five of whom will be selected for the board next month. Don’t forget to vote for the ICVFD Board!

The chief stated that when the department didn’t have the camera, the firefighters had to make many holes in a suspect wall to locate a “hot spot.” With the camera, the firefighters can now see the “hot spots” in a wall and minimize damage to a home. To demonstrate the effectiveness, Chief Pistor had Captain Hatton hold his hand on his chest and then move his hand. The camera detected the heat signature of his hand even after he moved it. It was amazing! We could also see the studs in the walls as they were a different temperature than the walls. Ben stated that the TIC that the ICVFD has is the only east of I-35 in Cooke County besides the Gainesville Fire Department (which has paid firefighters). Our firefighters recently used the TIC to locate hot spots in a thick smoky atmosphere. We should be proud that our department has

such an effective piece of equipment that makes the job of our firefighters easier.

After the demonstration, attendees asked several questions about the device, such as how the TIC can help the firefighters, what equipment the department plans to purchase, and what else the department needs.

Chief Pistor stated that the fire department needs five to eight more pagers for the firefighters at a cost of about $510 each. Captain Hatton and Chief Pistor also explained that they need more bunker gear and this

new gear must be NFPA compliant. A complete set consists of a jacket, pants, boots, gloves, head sock, and so forth and costs approximately $2500. The jacket alone is $900.

I am back after being gone since the first of September, and it feels great to be back at Lake Kiowa. I want to thank everyone for the cards and phone calls. I also wish to thank the Ladies Auxiliary for the flowers. Assistant Chief Bryan Buchanan filled in as acting chief and kept the department running smoothly. He was able to obtain some grants that help with our needs. The biggest one is the tanker that is being manufactured now. This tanker will be a huge step in the fire department providing better service to our citizens.

I would be remiss if I did not thank the Board of Directors, Captain Ben

Hatton, and Lieutenant Mark Bitsche. Of course the fire department could not function without the firefighters who stepped up and performed above and beyond the call of duty.

In December awards were given out to several firefighters and one citizen who were very important to the success of the fire department. The Firefighter of the Year award was presented to Firefighter Lou Vander Molen. Lou was always available to help respond to calls, training, and work details. The fire department responded to 313 calls for service in 2013. Awards were given to the top three responders: Lieutenant Mark Bitsche with 241 responses; Firefighter Lou Vander Molen with 174 responses, and Assistant Chief Bryan Buchanan with 93 responses. A special award was given to Annie Anderson for all her assistance to the Fire Department. I would like to congratulate and thank all the recipients of the awards.

Of the 313 calls for service, 208 of them were medical-related; the remaining calls were fires, fire alarms, and other emergencies that our citizens had called us to respond. The split of the calls inside Lake Kiowa and the remaining part of the district was pretty even, with 153 calls inside our community and 160 outside the

gates. The majority of the fire loss that occurred was outside the gate that totaled $762,600, with the total inside the gate being $39,300. The busiest time for calls was between 10 a.m. and 1 p.m. and the busiest days for calls for service were Mondays and Saturdays.

Training is very important so that we can do our job correctly. There were over 21 classes for a total of 258 man-hours. A lot of the man-hours were for finishing up the Firefighter I

and II class. The firefighters responded to 182 non-incident related activities. These included fundraisers, station and vehicle maintenance, preparing to open the fire station, and department meetings. At these activities the officers and firefighters donated another 804 man hours to the department. If you add all the man-hours that the officers and firefighters gave to their community, it totals 3087 hours.

through regular playdays on Wednesday, monthly

scrambles, tournaments, meetings, and luncheons. We

also have a Working/Weekend Group that plays on Saturday. Awards are given at the end of the year for “Most Improved,” “Most Birdies,” “Most Chip-ins,” and “Hole-in-One.” An end-of-the-year Christmas dance concludes our activities and provides an entertaining evening with all the new and old friends you have enjoyed throughout the year. Get your membership form in by Feb. 1 to get your name into the directory. This directory is a great tool with names, addresses, phone numbers, and email addresses. It provides a list of all golfing events throughout the year, along with the list of WGA officers, committees, and the constitution and bylaws.

As is customary, the first duty of the new WGA Board is to take down the Christmas decorations in the 19th Hole. Members met on Dec. 30 and

in record time everything was taken down, sorted, boxed, and hauled to the storage unit for another year. With such a great team working together, things got done in a very speedy and efficient manner.

Our first WGA meeting under the leadership of newly-elected President Karen Brewton had 42 members turn out on Jan. 8. The ladies enjoyed lunch after the business meeting.

President Brewton welcomed members and introduced the 2014 officers and committee chairpersons. If you have questions, you can contact one of your officers, who will be able to either answer your question or direct you to the right person. Treasurer Peggy Lewis reported our ending bank balance as of 12/31/13 was $4,204.56. Additionally, we have $4,154.56, from previous years, which has been earmarked for future use. Allocations for the use of these funds are $2,000 for the purchase of tables and chairs for the Pro Shop patio, $500 for upgrades for the putting contest, and the remainder will be used for golf course landscaping. This leaves the WGA with $50 to carry over into 2014.

Membership Chairperson Lori Brindle reported the WGA has 143 members for 2014. We welcome first-time members to the WGA: Laquita Barton, Reba Chisum, Jackie Ditman, Peggy Dunning, Kim Kent, Anita Morris, Lynn Switzer, and Linda Taylor. Members are encouraged to invite these new golfers to join them in playing and helping them become familiar with our course.

WGA NewsThe Dream Team challenge has

been scheduled for the April 2 Scramble. The 2013 Dream Team of Dee Dorman, Molly Worthen, Janice Richey, and Audrene Robison will play a challenge against the rest of the field of WGA players. The entry fee to play will be $5. If no one beats the Dream Team, the Dream Team will share the total money pot. Any team or teams that beat the Dream Team will split the money pot. Standings for the 2014 Dream Team will be tracked by Marcy Titus. Points will be awarded for participating in and also for placing on Scramble days and tournaments.

The WGA is always trying to come up with ideas and make changes to encourage members to come out on our playdays. One such change is to have an early meeting before the scrambles in May and June and then have refreshments and awards in the Pro Shop patio area after play. Luncheons will be handled as in past years on the other meeting days. Paulette Andrews and Nancy Bryan are your contacts for making your lunch reservations.

Janice Richey, 18-Hole Chairperson, shared plans for playdays. On all scramble days, 18-hole and 9-hole players will be combined. However, if 9-hole members have at least eight players, they have the option to have their own scramble. If there are fewer than eight players who only want to play a 9-hole scramble, then those ladies can play a regular 9-hole round of golf. The fee to participate on

playdays has been changed. The fee to play in the 18-hole scramble will be $5. Members do not have to pay to participate in the scrambles. There will not be a fee on other playdays; however, some type of award will be given. Janice also suggested that we maintain in the Pro Shop a list of women who are looking for groups with which to play during the week.

Members also have the option of playing on Saturdays with the Working/Weekend Group. Danette Morrison, coordinator for this group, needs to know by the Wednesday before play on Saturday if you plan to participate. Plans are to have three (3) All-WGA Saturday scrambles.

It’s time to be thinking about what we would like the WGA to do for a charity tournament in October. One suggestion has been that we support our local Abigail’s Arms, a local family crisis center. This center can house 44 women and children when they open their new crisis shelter this spring. Plans are to have Abigail’s Arms make a brief presentation to membership at a future meeting. President Brewton asked the membership for additional recommendations for other possible charities. Any group desiring to make a presentation would need to make available how any monies raised would be spent and how they could support the WGA in running a tournament benefitting their organization. The deadline for a decision for the charity selected is May.

Even though we are in the winter months, we must continue to be aware of the need to fill divots. Please look

around you and fill any other divots that are close by. Let’s show our new golf superintendent that we will do our part to help maintain the quality of our course.

Our next WGA meeting/luncheon is Wednesday, Feb. 5 at 11 a.m. We hope to see you there!

On Jan. 11, the Men’s Golf Association (MGA) met at the Lodge. President Tom Blackwell called the meeting to order at 12:30 p.m. He introduced the 2014 MGA Board of Directors, as follows: Bob Wilsford – Vice-President; Dwayne Hopson – Treasurer; Gerald Smith – Membership; John Seefeldt – Secretary/PR; Neil Wright – Tournament Director; Rod McCutcheon, Bob Shugart, and Jim Poker – Assistant Tournament Directors.

Tom recognized last year’s President, John Seefeldt, and thanked him for his service to the MGA and presented him with an engraved box.

John Seefeldt provided a report on upcoming tournaments:

(1) February Playday: The field will be divided into A/B/C/D flights. Each flight will have its own tournament. Players will be paired into two-man teams with team handicaps being as equal as possible. Format will be a two-man scramble.

(2) Spring Kicker tournament will be April 5, 6: two-man teams (member/

member). Field will be flighted based on team handicap, with six teams per flight. Each team will play the other five teams in its flight in (five) 9-hole matches. Three matches will be played on Saturday (27 holes) and two on Sunday (18 holes).

the USGA Handicap System can also help you play faster? The USGA Handicap System’s mandatory procedure of Equitable Stroke Control (ESC) puts a cap on individual hole scores for handicap purposes. Note that the cap is only applied for handicap purposes. ESC is automatically applied to both tournament and non-tournament scores when the scores are posted to the handicap system. ESC maximum scores are based on your course handicap. For an 18-hole course, the maximum ESC for a course handicap of 0-9 is double bogey. For a 10-19 it’s a 7; a 20-29 is an 8; a 30-39 is a 9; and a 40+ is a 10. Let’s say your course handicap is 12 and you had three 8’s on the last day of the club championship for an 18-hole score of 90 on the tournament scoreboard. When that score is posted to the handicap system it is reduced by ESC and shows up as an 87 on your handicap record. ESC is designed to make your handicap more representative of your ability. So how does ESC help you play faster? Let’s again say you’re a 12 course handicap and you’re not playing in a tournament. Instead of lining up that third putt for a snowman while the group behind you is waiting in the fairway it would not only speed up play but also be courteous to pick up, put your ESC maximum of 7x on the score card and move on to the next tee. It may not seem like much, but every little bit helps improve the pace of play.

Okay, Folks. If you follow my articles, you have read my stories about the lake and the issues that we have. So now it is time to tell you that “YOUR LAKE NEEDS YOUR HELP!” The Lake Kiowa Angler & Conservation Club (LKACC) is going to step up and do its best to help with lake management. We are, after all, the conservation club as well as a bunch of storytelling fishermen. Our mission beginning right now is five-fold: 1. Increase our membership and raise funds to offset a portion of the maintenance cost of the lake; 2. Educate the community on the needs of the lake in order to promote support; 3. Help develop a high-level conservation and maintenance plan for the lake; 4. Help develop and support long-term goals to improve Lake Kiowa; 5. Continue to provide outdoor activities for the youth, their families, and friends. Your club is requesting the support of every lot-owning, dues-paying Kiowa resident, weekender, and holiday enthusiast that call Lake Kiowa theirs.

The LKPOA budget is not set up

for long-term maintenance of the lake. Our best answer at this time is to create a method similar to the approach the MGA and WGA use to raise money. This needs to happen now! This ever-changing ecosystem we call Lake Kiowa is screaming at us to help prevent conditions from getting worse. There is no overnight fix for our 46-year-old problems. We are going to have to start small and then grow our plan from year to year. This will be a trial-and-error process.

The first thing our club would like to do is build control points in the lake. Many of you will remember the cages that previously were built and installed at various locations around the lake. The goal was to determine if the grass carp were making a difference in the vegetation that once clogged the lake much like the Chara is doing today. With this in mind, we suggest building similar cages and creating controlled environments to study the different approaches that have been implemented to control the Chara.

We would put different numbers of Tilapia in cages and determine if they in fact will eat the Chara and see how efficient these fish might be as a control. Another approach is to treat another cage chemically, put it in place, and then observe and collect data on how effective this chemical is

in treatment of the Chara. Or, install yet another cage and cover it, blocking the light from the floor of the lake to see how effective lack of light is at controlling the Chara. We plan to test each method and hopefully identify a viable approach. We will submit our recommendations to the Lakes & Parks Committee.

By the time you read this, the Lakes & Parks Committee will have already addressed the LKPOA Board with recommendations on how to spend the limited dollars we have for 2014. We need the entire community’s

help to make the necessary changes required to maintain our very valuable asset. In your February LKPOA bill, you will find a copy of the LKACC 2014 membership application. This application will provide each lot owner a vehicle with which to contribute to maintaining the lake. We need your help.

RULES FOR LAKE BLACK BASS RECORD PROGRAM

1. Black Bass must be caught from Lake Kiowa

2. Black Bass must be caught on artificial bait

3. Black Bass must be weighed on official LKACC scales

4. Black Bass must be measured by hard measuring rule

5. Black Bass must be photographed

6. Black Bass must be witnessed by at least one of the established members listed with security

7. Black Bass must be witnessed, released alive in Lake Kiowa or transferred to the ShareLunker Program

8. Black Bass records shall be effective from October 1 through September 30

9. Each Black Bass record caught within each time frame will be given a $100 prize from the LKACC

10. One Black Bass replica shall be awarded for that year’s largest record Black Bass

11. Each replica shall hang on the wall in the 19th-Hole at the Lodge until a new record is established, at which time

the defeated replica shall be returned to the owner

12. If the record is not broken each year the latest record shall remain in place until defeated

13. Each year that a new record is not established, the $100 prize shall roll over to the next year. (Example - no new

record for 5 years, prize pot would be $500) The cumulative pot shall not exceed $1,000 at any time

14. If the record is broken at any time, the next prize awarded will return to $100

Nominees for the LKACC Board of Directors were announced during our January 2014 meeting. Mike Bitsche was nominated as club president. Tim Purks agreed to continue as vice president. Leanne Bitsche agreed to return as club treasurer. New resident Joann Broughton was nominated as event coordinator and Linda Seal was nominated as membership chairperson. We had an email from Trent Coleman stating that he would be interested in the Treasurer position. In his absence, I nominated him as secretary. I hope that he will accept this position. Nominees will be voted on at the March meeting.

One quick announcement: the next bass tournament will be held Feb. 22

with signup at the Pavilion at 8:30 a.m. and a start time of 9 a. m.

The New Year has been ushered in by the frigid winds of the Polar Express but even so, it is not too early to be thinking ahead to warmer temperatures and the advent of the 2014 boating season. January is an ideal time to beat the rush by obtaining the new boat decal for all registered watercraft. There is never a better time than the present to emphasize safety in all activities whether they be on water or on land.

The recent disturbing trend of golf cart-related incidents continued into this reporting period as Security, ICVFD and EMS personnel responded to two single-cart accidents resulting in injuries. Another potential accident was averted when Security patrol stopped a golf cart carrying nine occupants. Nine traffic stops were logged, including six for speeding and two for reckless driving, and a hit-and-run accident involving a pickup and a brick driveway border was investigated. Citations were issued for public intoxication and for reckless driving.

Security patrol personnel were dispatched to assist five motorists,

performed four welfare checks and secured four unlocked doors. Response was also indicated to two business alarm activations, a 9-1-1 hang up and a report of a suspicious vehicle. Warnings were issued to three residents for putting trash out on the street too early and to two golf cart operators for not employing lights on their carts after sunset. Two minor acts of criminal mischief were reported from Blackfoot Trail and Colt Drive. One incident of the unauthorized use of a firearm was investigated.

Cooke County Sheriff’s Office deputies responded to Lake Kiowa for two welfare checks, a medical emergency and for a domestic disturbance. A Texas DPS officer investigated the aforementioned hit-and-run accident. Animal control activities for the period included twn stray dog calls and eight varmint control actions. Guardhouse personnel prepared run sheets for thirty-two ICVFD emergencies. Security medical first responders were activated on six occasions.

REPEAT OFFENDER VIOLATIONSFebruary 2014

If you have received a citation and have questions, all rules can be found on the Lake Kiowa Website; additionally, you may call Gary Davidson at (940) 665-3221 or Randy Schmaltz at (940) 665-1055. All written notifications will be mailed directly to you as soon as possible. Parents or guardians of minors will be notified immediately if their child has received a citation.

In accordance with Rule 4.2.7.c, the LKPOA is required to post the names and lot numbers of repeat rule offenders. Rule 4.2.7.c states: “Two or more infractions of the same rule, two or more infractions in the same category, or more than one Serious or Major infraction in any combination and regardless of the rule or category within (1) year are considered a repeat offense. In all cases the names of repeat offenders will be printed in the Association newspaper.”

By rule, the following property owners are classified as repeat offenders:

Nancy Williams, Lot 445: Rule 4.3.4.d. Improved Lot Condition – 6/26/13, 8/6/13, and 11/6/13.

We have had some cold weather over the past month. Several cold fronts have moved through. This has affected your days of golf and also what we are able to do.

We covered the greens during the ice storm in early December. When we removed the covers, we got a little surprise. Some Poa Annua (annual bluegrass) had germinated under the covers. We have sprayed a herbicide to take care of that. This should take between 7-10 days to kill the Poa. What is left will be hand-picked.

I have scheduled a pre-and post-emergence herbicide application for the end of January. This process is time consuming and may take up to a week to complete. We will do our best to work around play. Please be patient when you see our spray applicator. This will keep our course clean of weeds through the summer. Also, we will do our best to avoid a repeat of last year when we had weedy greens surrounds.

The weather for the next ten days is promising and looks as if we can get back to our drainage addition to several approaches.

Please continue to fill your divots and repair ball marks on the greens. Thanks to MGA members who have committed to filling divots on Mondays. This is a tremendous help.

The month of December was extremely busy for us all here. Due to the ice storm we had to move a Christmas party to the month of January, which worked well. Now we are halfway through the month of January and are gearing up for February.

We are in the works for our annual Valentine’s Day party on Feb. 14. We are working with the Friends of the Lodge group to make it bigger and better. We have entertainment and a wonderful dinner planned. Keep a lookout for details in this issue of the CommuniQué. We will advertise there with all the information you will need to make your reservations.

The Christmas decorations have been removed for another year. Hopefully the holidays were good for everyone.

Winter schedules of operation are in place with the cold weather that has been experienced. Temperatures have moderated lately and the ice storm earlier has passed. A reminder that ice is the worst thing to deal with on the roads and care should be taken when icy conditions exist.

PARKS AND LAKEThere have been a couple of good rains recorded, but the runoff has not been

enough to help the lake levels. The lake elevation remains near 698.2, which is almost two feet below the full elevation level. This requires careful attention when operating watercraft on the lake.

Dead trees and limbs are the main concern with the winds and they are being removed from the parks and along the roadways.

ROADS AND BRIDGEWork has been in progress to renew road signs and barrier markers around

the road system. No message or speed limit changes have been made.Road patches have been made in nearly all of the water department cuts.

Indian Creek Volunteer Fire Dept. - President Stewart told us that this meeting was called in order to find out the process for the election of board members for the Indian Creek Volunteer Fire Department. Ed Tomlin, the President of the present Board of Directors for the Fire Dept. was asked to be at this meeting, but he declined. With no one from the Fire Dept. at the meeting to answer the questions, it was decided that we could not have an effective meeting. The POA Board discussed the Indian Creek Volunteer Fire Department Constitution and Bylaws to determine what is the timeline for voting and what is the process to register to vote.

IV. Executive Session - Brent Reed made the motion to enter into an executive session at 6:33 p.m. and was seconded by Jay Titus. All were in favor. Motion carried.

(b) Consideration and possible action regarding approval of HR Committee recommendation for salary and wage adjustments and/or bonuses: A motion was made Vice President Jack Thies and seconded by Director Bill White to enter executive session pursuant to Section 551.074 of the Texas Open Meeting Act to discuss personnel matters at 9:09 a.m. and all approved.

A motion to enter back into regular session was made by Vice President Jack Thies and seconded by Director Bill White and all approved. Director Bill White made a motion to accept the HR Committee’s recommendations concerning the employee wage adjustments and bonuses. Director Bill Richey seconded the motion and all approved.

(c) Consideration and possible action regarding Resolution to congratulate Rodney Brown on 25 years of service to Lake Kiowa and Lake Kiowa SUD: Director Bill White made a motion to adopt the Resolution to congratulate LKSUD employee Rodney Brown on his completion of 25 years of service to Lake Kiowa and LKSUD. The motion was seconded by Vice President Jack Thies and all approved. General Manager Ronny Young then recognized Rodney and presented him with a gift card as a token of appreciation from the District and thanked him for all he has done for the District.

(b) Consideration and possible action regarding approval of Statement of Qualifications for Engineering Services with CobbFendley: Director Bob Bergbower made a motion to approve the Statement of Qualifications presented and to use CobbFendley as our engineer for the future water project(s). Director Bill Richey seconded the motion and all were in favor.

(c) Consideration and possible action regarding approval to purchase 150,000-gallon ground storage tank from Superior Tank to replace tank at the dam location: General Manager Young explained that he had been in contact with our engineer to request bids from approved tank installers. Manager Young sent emails or letters to four qualified installers and received only one bid. He stated that the tank was deteriorating quickly and he was told it would take three to four months to get a tank ordered and get installed. Director Bill White made a motion to contract with the lone bidder of Superior Tanks out of Houston, Texas to remove the existing tank and purchase and construct a 150,000-gallon coated galvanized tank for the dam location at a cost not to exceed $90,000. The contract should be brought back to the Board at the next meeting for final approval.

Director Bob Bergbower seconded the motion and all approved.

7. General Manager’s report re: review of financial documents; water system maintenance and status; status of various projects; and recommendations for improving the water system and customer relations; and recent activities of the North Texas Groundwater Conservation District: Manager Young stated that we had a few problems during the recent ice storm that were handled in a timely manner. He also went over the current financial statements and reports. He stated that the North Texas Ground water Conservation District was unable to meet this month so there would not be a report.

8. Review and accept monthly financial report(s) and payment of bills: Director Bill White made a motion to accept the monthly report and approved the payment of bills. It was seconded by Director Bob Bergbower and all approved.

9. Future agenda items: Contract for 150,000 gallon tank, Personnel Polices.

10. Adjourn: Vice President Jack Thies made the motion to adjourn the meeting, Director Bill White seconded and all were in favor.

Tomich made the motion to approve the minutes from December 16, 2013 meeting and was seconded by Jay Titus. All were in favor. Motion carried.

IV. Nominating Committee Report - Kelley Stewart read a note from Jim Mead, Chairman of the Nominating Committee, that Deke Alexander, who was a candidate for the upcoming Board of Directors election, had withdrawn his name. There will now be five candidates for the election.

V. Treasurers Report - Brent Reed, Treasurer made a report about POA lot and property sales in 2013. He said we had sold three (3) lots for a total of $20,990.48 and two (2) properties for a total of $23,600. This gives us a total of $44,590.48. This money will go into the CDRF fund along with money paid from CARF fund for the front gate. The total projected balance for the CDRF fund as of June 30, 2014 will be $167,621.

VI. Managers' Report:a. Randy Schmaltz discussed the

water consumption for the golf course the past year. We used 57,087,789 gallons and returned 64,002,500 gallons. The amount used is less than the projected amount planned. The total cost for water was $64,039.38, which is below budget.

b. Randy Schmaltz discussed the contract with Merit Advisors, Property Tax consultants. They advise us on the property we own and go to the tax office to get our taxes reduced. A motion was made by Bill Turner to renew the contract with Merit Advisors, LP for $1,000 annually. Leslie Tomich seconded the motion. All were in favor. Motion carried.

VII. Additional Business - Craig Lamkin reported that he would email all board members a copy of the Long-Range Plan. He would present the plan at the next board meeting for adoption.

VIII. Adjourn - Bill Turner made the motion to adjourn at 6:14 p.m. and was seconded by Bill Morris. All were in favor. Motion carried.

Chairman of the Golf Committee, submitted the 2014 Golf Tournament Calendar. He said that the MGA would have five men’s tournaments and the WGA would have five women’s tournaments, with three fundraiser-type tournaments and the East/West tournament. He also explained that all the tournaments offer play for almost all types of golfers at Lake Kiowa.

A motion to approve the 2014 Tournament Calendar was made by Leslie Tomich and seconded by Jay Titus. All were in favor. Motion carried.

VIII. Treasurer’s Report - Brent Reed gave the Treasurer’s report explaining about the different groups and how well they were staying near the budget. He explained that Security was over by $5,000 partly because of overtime needed because some illness with workers. He pointed out that the community budget was $62,000 better than projected.

IX. Managers’ Report - Randy

Schmaltz presented the Message Board Policy for the electronic gate signs at the West and East gates. After some discussion, Jay Titus made the motion to accept the policy and was seconded by Craig Lamkin. All were in favor. Motion carried.

X. Additional Business - There was no additional business.

CALL TO ORDER: President Ed Tomlin called the meeting to order at 7:02 p.m. Board members present were: Ed Tomlin, Bonnie Woodruff, John Prudenti, and Steve Dumovich. Board member Osborn-Stewart arrived at 7:06 p.m. A quorum was established. Also in attendance were: Board candidate Jack Thies, Board candidate Bob Hughes, Assistant Fire Chief Bryan Buchanan, Chief Bob Pistor, Captain Ben Hatton, our newest firefighter – Monroe Salsman, Lieutenant Mark Bitsche, Election Chairman Lloyd Marshall, Kathy Reed from the ICVFD Auxiliary, PR Chairman Annie Anderson, and the website designer, Mrs. Joe Conner.

APPROVE MINUTES: Vice President Steve Dumovich made a motion to approve the minutes from the December 11th meeting. The motion was seconded by Bonnie Woodruff. Motion carried.

TREASURER’S REPORT; Treasurer Woodruff submitted the following for the month of December: Beginning balance was $99,399.77. Revenue $5,720.00, expenditures were $6,115.11. The ending balance for December 31, 2013 was $99,004.66. Vice President Dumovich made a motion to accept the report as submitted. Board member Prudenti seconded. Motion carried.

Treasurer’s Woodruff computer is scheduled to arrive January 15th. Financial records for the accounting year of September 2012 to June 30, 2013 have been forwarded to Bria Ballard for filing our year end taxes.

ELECTION CHAIRMAN – LLOYD MARSHALL: Voting opened on time and appears to be going well. Approximately 50 voters have gone to the website to vote. The second notice came out in the “Weekly News of Cooke County.” There was a question of duplicate voting and Lloyd stated that his committee has that handled.

PR COMMITTEE – ANNIE ANDERSON: Chairman Annie Anderson submitted a packet of pictures with captions to the board for their approval. Vice President Dumovich made a motion to approve the pictures submitted with minor changes the board requested in the wording. Treasurer Woodruff seconded. Motion carried. Throughout

the evening additional photographs were approved. They included pictures of the Board of Directors and Annie Anderson receiving the Helmet Shield Award for being the Top Supporter of 2013 for the fire department.

Annie Anderson then requested the approval of the Board to update and maintain the Facebook account for the department. In lieu of a new Facebook, the Assistant Fire Chief agreed to supply Annie with the password so that she could update it. Again, any changes will require the Board’s approval prior to work being done. Secretary Osborn-Stewart made the motion to turn the Facebook responsibilities over to the PR committee. Vice President Dumovich seconded. Motion carried.

The last item brought to the Board’s attention was a request for Mail Chimp. This is a mass mailing program that allows email blasts to the fire district members. It could be used to remind people to vote, sign up for the fundraiser golf tournament, to see the equipment in a parade, etc. There is not a cost to use this program. Secretary Osborn-Stewart made a motion to approve the Mail Chimp program. Treasurer Woodruff seconded. Motion carried.

JOE CONNER – WEBSITE DESIGNER: Our website designer, Mrs. Joe Conner was introduced to the board. She reviewed the website and election information. Also since we are a non-profit, public agency, her rate to us is reduced by 50%. Her invoice was presented for $575 for the website design, as well as $99.00 for the Election site. This amount was less than the $790 originally quoted.

Secretary Osborn-Stewart made a motion to retain Mrs. Conner for a twelve-month period to do monthly maintenance. This will include removing the election page, updating pictures, adding phone numbers, etc. Her rate to do this work will be $35 per hour, time-based only. Board member John Prudenti seconded. Motion carried.

FIRE CHIEF’S REPORT: Chief Pistor was welcomed back. The last meeting he was able to attend was September, 2013. Chief Pistor thanked everyone for their notes, cards, phone calls, and visits. He will miss the February meeting to attend his youngest daughter’s wedding.

Chief Pistor’s first order of business was to present an award to Annie

Anderson for being ICVFD’s Top Supporter of 2013. In honor of this, a helmet shield was prepared with the Anderson name on it. Annie thanked the department for the award.

Chief Pistor then passed out the December incident report. The new report format will now compare 2014 vs. 2013. In December there were 27 calls as opposed to 33 in December 2012. There were 3 building fires, 1 exterior fire, 1 brush fire, 18 medical assists, 1 gas leak, 2 persons in distress and 1 assist police. Seven (7) calls were inside Lake Kiowa, twenty (20) were outside. Chief Pistor also gave a 2013 year-end report, which will be presented at the annual meeting on the fourth Saturday of February.

Assistant Fire Chief Buchanan then took over to update the board on the Tender/Tanker under construction. The pump and tank are ordered; the 2013 chassis is at the factory. Two trips to the factory are included in the purchase price. The first trip will be to inspect the fabrication and wiring. The second trip will be for the final inspection prior to delivery. Assistant Fire Chief Buchanan expects it to be delivered before the April fundraiser.

Two quotes were received for labor to reskin the building. The first quote was for $6,200. The second was for $7,500. Signage was then discussed. President Tomlin made a motion to get lettering for building not to exceed $1,000. Treasurer Woodruff seconded. Motion carried. At this point, resident Annie Anderson submitted a personal check for $1,000 to pay for the purchase of the temporary sign.

Assistant Fire Chief Buchanan told the board that we are still in the running for the FEMA grant. No further steps have been taken to prepare an invitation for an ISO evaluation. The DSHS grant remains open to purchase an EMS vehicle with a 50% matching grant of $12,500. This grant closes in August, 2014.

Lieutenant Mark Bitsche will pick up the chains for E801 tomorrow at Barthold Tires in Gainesville.

Also, if the chains are on the engine due to icy conditions, then mats must be placed on the fire department floors to protect the floor coating. These mats were purchased and are in storage.

Assistant Fire Chief Buchanan explained the error with the phone numbers selected by the board. He will be visiting with the phone company tomorrow. The assigned

numbers worked, but were for the Wichita Falls area, making any calls to these numbers a long-distance charge. Bryan will advise the board when the correct phone numbers are received and working.

OTHER BUSINESS: President Tomlin reported that he will have to get with VFIS again to get the final cost of the automotive insurance. The policy still reflects the 1995 E801 as part of the equipment owned. They did not remove it when the 2000 E801 was added. There will be an $1800 check issued to the department for the liability insurance being reduced from $10,000,000 to $1,000,000. The value of the 2000 fire engine was upgraded to $85,000 to reflect its current appraised value. Overall the board should anticipate a 6 – 8% increase in the policy from last year. Our current quarterly payment is approximately $1,912. Adjustments in the policy will be made with equipment changes.

President Tomlin then discussed his research on whether our bunker gear being ten years or older would affect our firefighters and claims for injury or death. According to Elizabeth Huchton, the HR Director for Cooke County, bunker gear does not affect the death benefit. Injury while on the job is determined case-by-case. VFIS is checking into this information and will get back with President Tomlin with their policy on bunker gear age and personal injury. Currently we have five sets of bunker gear that are legal. Board member Prudenti asked Captain Hatton to submit a cost for 10 complete sets of bunker gear at our February board meeting.

The paperwork for Bria Ballard as our registered agent was resubmitted. She will be our Agent of Record.

The Cooke County contract is in effect. We need to submit our year-end tax return in order to pick up the $9,000 check for the fire department.

There were no updates on the April fundraiser.

President Tomlin called for an Executive Session at 9:15 p.m. Then at 9:45 President Tomlin ended the Executive Session. A motion for adjournment was made by Vice President Dumovich, with a second by John Prudenti. Motion carried.

The next meeting date will be February 12, 2014 at 7 p.m. at 550 Kiowa Drive West.

As the younger generation would say: “OMG, what a party.” Again, the FOL’s New Year’s Eve party was a huge success!! Guests started off the evening by “Walking the Red Carpet,” having pictures taken with Oscar, sampling the hors d’oeuvres, having a libation, and listening to Toney Walsh crooning some movie tunes to stay within the theme of “A Night at the Oscars.” People recapped their 2013 experiences, talked to friends whom they hadn’t seen in a while, enjoyed the scrumptious buffet, and danced to the fantastic music.

Now let’s talk about the couture. There were baubles, bangles, and beads, and that was just the guys!

Seriously, everyone looked just “mahhhhhvelous.” Before the strike of midnight, party bags were distributed to all seventeen tables and we’ve never seen a room of adults have so much fun donning gold sparkly top hats and beautiful tiaras, enjoying blowing bubbles, blowing horns, and popping “poppers.” At the strike of 12 midnight champagne toasts were made and Auld Lang Syne sung to ring in 2014. And then came the pièce de résistance – the inaugural FOL New Year balloon drop that was spectacular. However, the fun really began when everyone tried to pop all the balloons floating around the floor.

Marfice (our shopper extraordinaire), Norma and Marvin Crew, Lynn (Glue Gun Annie) and Tom Keckonen, Jerry and Corina Nichols, Jerry and Linda Slater, Jennifer, Pippa, and Joe Mason, Sharon Clements, D and Sam Noble, our Prez Gerald Smith, our photographer – Terry Walker, who did an outstanding job (and we all can’t wait to see the plethora of photos he took), and our outstanding party planners, Leslie Tomich and Donna Marfice (Gerald’s words, not ours).

This event, from Lynn’s new love of the glue gun, Sam’s material draping skills, Jerry Slater’s seating chart, to all the prep work done by Gerald with the Lodge setting up the menu and securing Toney Walsh’s band, was a

group effort. The kind of energy and results that come about absolutely are amazing when you get creative minds together. A JOB WELL DONE BY EVERYONE!!

The 2014 Board members were announced: Gerald and Jeanne Smith; Marvin and Norma Crew; Leslie Tomich; Donna Marfice; Jennifer Mason; Mike McDonald; Lorraine Barletta; Tom and Lynn Keckonen; Bill and Paula Brinson; and Randy and Toni Andrews.

FRIENDS OF THE LODGE (FOL)

After a very eventful December for poker with games cancelled due to ice storms, parties, and holiday events at the Lodge, it was wonderful to get back to normal in January. We are grateful to have a new recruit running poker and would like to extend a big welcome to Jerry Bergeron for taking on the position. We also had sad news with the loss of two of our poker players, Bill Dalton and James Pollard, who both passed away in December. We all have our own fond memories of them, and our thoughts are with Jan and Geri during this difficult time.

It feels as though it has been ‘family month’ at poker. First, Tom Blackwell and Elaine Blackwell both had four-of-a-kind twice. Tom actually had four 4’s and four 9’s in the same tournament. Elaine had four Q’s one evening and four 5’s on a different evening. Second, Paul Mason and Sharon Smith decided to have a twin night and dress alike.

I have to say, the ensemble looked decidedly better on Sharon. Finally, Roger Hereema had four 8’s, and Paul Mason also had four 9’s this month.

The points leaders for the month were Curtis Walker in first place with 558 points. George Chapman took second place with 504.5 points and Marvin Crew finished third with 433

points. In addition, the winners of the championship game held on the last Friday of the month were Brent Buck and me, Jennifer Mason. The Lodge generously donates a token of its appreciation to both the points leaders and monthly winners each month. We are very appreciative of their support for the poker group.

We hope to see you at the Lodge at 6:45 p.m. on Wednesdays and Fridays to join us for a friendly, free, fun game of Texas Hold’em.
