UNITED ARAB EMIRATES

The nation-wide disinfection program from date: 26 March 2020 to 05 April 2020 (The disinfection

PORT OPERATIONS:

Hamriyah Port - Sharjah

CREW CHANGE:

Abu Dhabi Ports – Crew change sign on/off for all Vessels from outside Abu Dhabi waters limit

Strictly prohibited, no crew member allowed to disembark the vessel during call at the Abu Dhabi

ports.

Crew members disembarking will be allowed only in case of emergency and subject to port harbor

master prior approval.

In line with the precautionary strategies laid down by the Government of the UAE to limit the spread

of the Coronavirus (COVID-19), and to safeguard the wellbeing of the Port Users and Workers, we

request to kindly follow the below guidelines for vessel crew changes and disembarking:

• Crew change is strictly prohibited for vessels arriving from outside the United Arab

Emirates.

• Any crewmember will not be allowed to disembark the vessel during its call at DP World's

Ports. This includes access to the berth/jetty. Shore leave will not be permitted including

access to the Seafarers Club.

• A crewmember will only be allowed to disembark in case of emergency with the Port

Authority’s approval.

• Boarding on any vessel by vessel agents/owners/representatives will be permitted only in

exceptional circumstances and will be subject to prior approval from the Port Authority.

Fujairah port – NTA 36/2020 17.03.2020- Crew change in port Fujairah & Fujairah

Offshore anchorage has been suspended until further notice.

Sharjah port – published date: 16th March 2020 – Instruction regarding health declaration crew list

& health screening.

1. No crew allow to get down from the vessel upon vessel’s berth until port medical team arrives.

2. All crew including master to come down the gangway when the medical team arriving for

screening.

3. Upon screen completed and all found with no symptoms the crew will be transferred by the bus

to MOH screening and stamping of the crew list and berth 8.

4. After the crew list being stamped, stevedores and shore staff will allow to board the vessel.

5. If any crew found having symptoms of COVID-19, the individual crew will be isolated on the ship

and Ministry of Health team will proceed with the further action.

6. NO SHORE STAFF OR STEVEDORES will allow to board the vessel until the clearance is given by

port health team.

7. Agent should be present at the gangway with the crew list to get it stamped upon completion of

health screening.

8. No crew allow to disembark from the vessel, No visit to duty free shops and Duty fee shop staff

should not be allowed to enter the vessel.

2020 23:59 Local Time.

- This does not apply to the following:

a) aircraft operated for the purpose of evacuation (this Safety Decision does not alleviate the need

for obtaining necessary authorisation from UAE Ministry of Foreign Affairs and International

Cooperation);

b) UAE registered aircraft that are out of base on 24 March 2020 23:59 Local Time will be allowed

SAUDI ARABIA

Order curfew effective from 23.03.2020 (Monday) evening, from 19:00hrs to 06:00hrs

Exemption: The employees of the vital parts of public and private sector whose work require

continued performance during the prevention period

PORT OPERATIONS:

Refer to Mawani Saudi Port Authority circular no: 37/2020 date: 09.03.2020

1. To stop all voyages temporarily between the Kingdom and following coronavirus affected

countries (UAE, Kuwait, Bahrain, Egypt, Lebanon, Syria, Iraq, Italy and Korea) excluded

from this evacuation, shipping and trade voyages.

• The commercial operation is not affected at this stage in Saudi. Vessels are calling

and operation is as usual going on/ Crew signed on/sign off being stopped.

2. To suspend travel of citizens and residents to and from (UAE, Kuwait, Bahrain, Egypt,

Lebanon, Syria, Iraq, Italy, and Korea) and prevent the entry of travelers who arrive

directly from these countries or who were there within (14) days prior to their arrival to

the Kingdom.

3. To suspend the assigning in/off procedures for on board- seafarers to all types of ships

that arrive at Saudi ports and those coming from (UAE, Kuwait, Bahrain, Egypt, Lebanon,

Syria, Iraq, Italy, and Korea) directly or who were there with in (14) days prior to his their

arrival to the Kingdom

RESTRICTION ON VESSELS CALLING

As per Saudi Transport General Authority Circular 01/2020 dated 13. Feb 2020.

1. All vessels visited any Chinese port during the last 30 days must, must be reported before

3 days minimum from the date of their arrival to the first port of the Kingdom,

provide the following:

2. Submit a statement from the master to the relevant authorities (Port Administration,

Border Guard, and the Ministry of Health office) that crew members or passengers are

free of any pathological symptoms including high fever, sore throat, persistent coughing,

breathing difficulties, and other symptoms that may indicate infection the Corona virus

with his acknowledgment of data veracity.

3. Report any person in crew members or passengers who have symptoms of infection

with the new Coronavirus, while taking the necessary measures to reduce the spread

of infection on board the ship as isolating the suspect in a single room.

LIST OF DOCUMENTS REQUIRED:

To submit Health declaration form prior vessel arrival.

A coronavirus declaration statement signed from the vessel master must be submitted, stating

that all crew members and passengers are free from any symptoms including high fever, throat

infection, coughing and difficulty in breathing etc. which can be indication of corona virus

infection with an acknowledgment that all the statement is correct, also enclose the arrival

notification.

No berthing for the ship until Ship/Shore meeting is conducted and all the requested documents

submitted to the terminal .

RAS TANURA OR AL JUAIMAH PORTS: Published date 23.03.2020

Any Vessels arrive at ports of Ras Tanura or Al Juaima'h, below is required: -

• Papers/Documents being sent to Quarantine must be sent also to Port control.

• Any vessel came from an infected country within a period of less than 14 days, a medical

team from Aramco will go onboard vessel to check same before berthing.

• Any seamen crew went onboard the vessel from any port within a period of less than 14

days, will be checked onboard by a medical team from Aramco before berthing.

• Vessel clearance must be fulfilled quickly to avoid delay in berthing.

CREW CHANGE:

Effective from 19.03.2020 local crew change on offshore vessels (personals residing in Saudi

Arabia) is being stopped until further notice by the coast guard.

For commercial and tanker calls required the coast guard granting special permission for inward

clearances, they are not allowed to go on board.

BAHRAIN

01.04.2020 – Bahrain no curfew to date.

ROAD MOVEMENT - Bahrain/Saudi Arabia

Border crossing on the causeway has been temporarily suspended due to Coronavirus (COVID-

19).

PORT OPERATIONS:

In line with instructions and preventive measures issued by the Ministry of Health, APM Terminals

will be implementing temperature screening of all visitors to Khalifa Bin Salman Port –

Commercial Port - effective today 14th March 2020. This precautionary step will be undertaken

at all entry points into Khalifa Bin Salman Port and will cover all visitors including but not limited to

our employees, customers, service providers, sub-contractors and transporters.

PORT RESTRICTIONS:

Ministry of Transportation and Telecommunications Circular no: 2/2020 dated: 26 Feb 2020

All cruise vessel calls are suspended effective from 25th February 2020 for 2 weeks until 10th

March 2020, the suspension is subject to extension depending on the overall situation.

to temporarily disembark from the vessels or enter the Kingdom of Bahrain, except for the

following cases which will be subject to the evaluation of the Nationality, Passports & Residence

Affairs and Ministry of Health.

1. Crew joining vessels arriving via Bahrain International Airport.

2. Emergency cases that requires hospital admission.

CURRENT WORKING STATUS OF PORT AND CUSTOMS

2. Our customers are requested to evaluate the possibility of restricting port visits, personal

contact and face to face meetings to the extent possible, by carrying out business through

e-mail exchanges & phone calls, thus helping to mitigate the risk of transmitting the virus.

3. While at APM Terminals Bahrain, you are requested to maintain basic hygiene and

precautionary practices especially when using public areas in the Company such as

elevators, access control systems and washrooms.

We kindly urge you to follow the below mentioned basic best practices in the workplace and at

home:

1. Wash your hands with soap and disinfect with alcohol-based hand sanitizers regularly.

2. Maintain social distancing (1-1.5m) and avoid crowds.

3. Avoid touching eyes, nose, and mouth.

4. Practice food safety during preparation, cooking and eating.

5. Wear a mask (surgical/medical and formed so it covers the mouth and nose) when you may

come close to persons sneezing/coughing, and to persons who may have a fever.

6. If you experience fever, coughing or breathing problems – seek medical care.

If you experience a fever, a cough or have difficulty breathing, or have travelled to one of the high-

risk countries or interacted with a person who has travelled to a high-risk country, please follow the

instructions of the Bahrain Ministry of Health:

1. Quarantine yourself at home in a separate room.

2. Call 444.

3. Follow the instructions given by the medical team.

Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia,

Slovenia, Spain, Sweden, Switzerland, United Kingdom and USA in the past 14 days are not

allowed to transit and enter Bahrain.

• This does not apply to military personnel.

• This does not apply to passengers with a special approval from Nationality,

which is presented prior to boarding.

3. Passengers who have been in Hong Kong (SAR China), Italy, Japan, Lebanon, Malaysia,

Singapore or Thailand in the past 14 days must have a valid visa prior to arrival.

• This does not apply to nationals of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and

United Arab Emirates.

• This does not apply to passengers who reside in Bahrain.

• This does not apply to passengers with a valid letter of Prior Permission Granted

which is presented prior to boarding.

4. All passengers arriving in Bahrain will immediately be taken to undergo enhanced testing

procedures as a preventative measure for Coronavirus (COVID-19) and will be subject to

quarantine.

EGYPT

Egyptian prime minister announced curfew effective from 25th March 20 from 7PM till 6AM for 2

weeks.

PORT OPERATIONS:

ALL SUEZ CANAL TRANSITS IS TOTALLY NORMALLY & SMOOTHLY OPERATING WITH NO

INTERRUPTION .

PORT RESTRICTIONS:

16.03.2020 - announced by the Egyptian authorities / the prime minster various additional measures

and procedures including the closure of all Egyptian Airports / Flights In / Out of Egypt - will be all

suspended as from Thursday the 19th till the 31st Mar 20.

19.03.2020 The cargo flight in / out of Egypt is permitted and working normally with no

restrictions.

CREW CHANGE:

16.03.2020 announced by the Egyptian authorities / the prime minster various additional measures and

procedures including the closure of all Egyptian Airports / Flights In / Out of Egypt - will be all

suspended as from Thursday the 19th till the 31st Mar 20.

UPDATE 17.03.2020 – the government announced today that during the passenger flight suspended

period in Egypt (from 19 – 31 Mar’20), cargo flight in / out of Egypt is permitted and working

normally with no restrictions.

JORDAN

On March 29, 2020, the Government of Jordan announced that the nationwide curfew which began

March 21 will be extended until April 15. The curfew prohibits the movement of people and closes

all shops. People who are found in violation of the curfew order will be immediately imprisoned

for up to a year.

HEALTH INSPECTION/FREE PRATIGUE

1. Port Agents and crew on board must wear full protective suits, glasses, masks and gloves.

2. The Fumigation/ sanitization of every vessel is mandatory while vessel is drifting.

3. After fumigation, vessel will be alongside for free pratique to be conducted. A team from

Ministry of Health will board the ship for inspection and perform a health check up on

every crew on board.

Health will board the ship to inspect it and do a health checkup on everyone on board.

3) Passengers and crew to be checked upon going ashore through a new scanning machine

3) The declaration letter explaining latest crew change operation, where it took place, date, nationality

4) The letter issued by Captain of vessel concerning any cases or suspected cases of coronavirus

5) The health certificate of all crew on board

IRAQ

The Iraqi government has imposed a curfew in the capital Baghdad as of March 17 until March 24

to prevent coronavirus from spreading.

On March 26, authorities extended a 24-hour curfew in Baghdad from March 17 to April 11, 2020.

The curfew excludes: pharmacies, medical stores, grocery stores, bakeries, and gas stations.

Additionally, it excludes medical, security, and media personnel, and the staff of internet service

providers.

31.03.2020 - Iraq curfew was extended and it is very strictly/prohibited only at ports / trucks

allowed to move only for essential items such as medical/foods.

On March 28, the GOI extended the suspension on all flights to and from Iraq from March 17 to April

11, 2020. As the situation changes rapidly, travelers should be prepared that this could be extended

March 22, authorities banned travel between all Iraqi provinces

As of March 13, the GOI bans entry to citizens of China, Iran, Thailand, South Korea, Japan, Italy,

Singapore, Kuwait, Bahrain, Turkey, France, Spain, Qatar, Germany, and Nigeria. The ban also

applies to travelers arriving from these countries, irrespective of citizenship or residency.

Diplomats, official delegations, and Iraqi nationals are exempted from the ban.

As of February 25, the GOI closed the following border crossings: Bashmakh, Haji Omaran,

Parwezkhan, Munthiriya, Summar, and Safawan. The Shalamija, Shib, and Zurbatya border

crossings are open only to Iraqi citizens.

Quarantine Information

Iraqi citizens who have been in China, Iran, Thailand, South Korea, Japan, Italy, Singapore, Kuwait,

Bahrain, Turkey, France, Spain, Qatar, Germany, and Nigeria in the past 14 days will be quarantined

for 14 days.

QATAR

01.04.2020 – QATAR no curfew to date.

PORT OPERATIONS:

Masaieed Port – is working closely with the ministry of public health in collaboration with other

local medical entities to prevent and contain any outbreak of COVID-19 in the state of Qatar through

port.

PORT RESTRICTIONS:

MASAIEED PORT Circular: VI/M/IP(M)/20/0007 publish dated 01 March 2020

➢ Any person boarding (or disembarking) from a vessel must wear PPE as face mask and

gloves, PPE to be worn during the entire stay on the vessel.

➢ Masters and crew members to practice appropriate principles of infection prevention

and control when interacting with all shore personnel and agency staff on the vessel,

physical contact of any kind is not allowed.

➢ Any suspected case shall be quarantined and Mesaieed Port notified immediately by

calling Mesaieed Traffic on VHF channel 11, and via agent. Port authority will then

coordinate with State Authorities to safely transfer the patient for testing and care.

➢ These measures are effective immediately and in force until further notice.

Ras Laffan Port – Circular: VI/RIIP(L)/20/111/0022 Published dated 01 March 2020

All persons boarding a vessel (including Shipping Agents, Loading Masters and Government

Authority Representatives) must wear the following mandatory personal protective equipment PPE

at all times when onboard: surgical mask & surgical gloves.

There is no specific measure has been implemented by the Port Authorities for Offshore vessels

operating within Qatar territorial waters.

Halul Island Port - Any offshore attendance persons visiting island should have medical test done

by Hamad Medical.

Mwani Qatar Ports( Hamad, Doha and Al Ruwais) port instruction:

Notify all vessels calling Mwani Qatar Ports under your shipping agency which are coming directly

or having last port or transited through China to report any suspicious medical case on board

(Fever, Sore throat, coughing or breathing difficulties) before reaching the Sea border of the Port.

RESTRICTION ON VESSELS CALLING

Masaieed Port - No restriction to ships to call the port except for the vessels calling directly from

Iranian ports that will be subject to 14 days waiting period before allowed entry.

CREW CHANGE:

Ras Laffan Port – Circular: VI/RIIP(L)/20/111/0022 Published dated 01 March 2020

➢ No crew member from a vessel originating from an international point of origin is permitted

to alight from the ship without prior, explicit, written consent from the Ras Laffan Port

Authority.

➢ No crew change is authorized until further notice. Unless under some special

circumstances, the seven-day advance notification is required.

➢ Master and Crew members are requested to practice general principles of infection

prevention and control when interacting with all shore personnel and agency staff

embarking the vessel. Physical contact of any kind is to be avoided.

➢ If any member of a vessel crew has a fever or exhibits other flu like symptoms, the Vessel

Master shall immediately call the Vessel Traffic Control (VTC) and await further

instructions.

➢ All the vessels to submit declaration of Medical Health at least 48 hours prior arriving at any

electronic payment, provide cargo release order (CRO) with port operator electronically and stop

paper handling, Stop auditor’s halls and offices for port operators, shipping companies and freight

forwarder and provide service remotely via electronic.

DUQM PORT

16.03.2020 Duqm Port Email circular - Port of Duqm is taking all precautionary measures prior to

berthing vessels related to Coronavirus (COVID-19).

All vessels calling Port of Duqm Company will be allowed to enter the port only after completing

14 days at sea after last port of call.

Once the vessel is alongside, MOH’s Doctor will inspect all the ship crew and operation will start

after getting a confirmation from MOH.

SALALAH PORT

3. Signed on/Signed off facility will be approved only in case of emergency. Security

embarking/disembarking at anchorage will be permitted subject to quarantine approval.

4. Passenger vessel is permitted only for bunkering operation at anchorage. No other services

will be provided.

5. Motor Yacht (without passenger) is permitted for bunkering at berth. No other services.

6. If vessel is coming from China, South Korea, Iran, Italy & Egypt less than 14 days. Shore

personal are permitted with proper PPE only to board vessel on main deck for cargo

operation, NOT PERMITTED TO ENTER INSIDE VESSEL ACCOMODATION. Vessel crew are

not permitted to embark & disembark from vessel.

RESTRICTION ON VESSELS CALLING

PORT RESTRICTIONS:

Published 12.03.2020 - as per the instructions from government of sultanate of Oman has suspended

of receiving cruise vessels in the country ports for 30days period with effect from 15th March 2020

as a measure of prevention of Corona virus spread.

SALALAH PORT - Port of salalah suspended receiving of any cruise vessels with effective from

12.03.2020 for one month (11.04.2020) unless the government make any amendments on this

resolution.

PORT SULTAN QABOOS (PSQ) and PORT OF KHASAB(POK) will not accept cruise ships for

passenger embarking and disembarking for 30days period with effect from 15th March 2020.

EXCEPTIONTION: Cruise ships arriving for any other purpose such as bunkering, water supply,

provisions supply, security embarkation etc. will be accepted for the purpose of providing such

services (and no passenger embarkation or disembarkation would be allowed).

CREW CHANGE:

• All agent instructed to declare vessels arriving high risk affected countries ie. China, South

Korea, Italy, Egypt, and Iran well in advance to Ministry of Health Quarantine Team, Port

Control & HSSE Departments with all required documents, including last 10 ports of call.

• Information about the crew member on board and all additional information requested by

Port Health for free pratique must be sent to Ministry of Health Quarantine team and

HSSE/Port control well in time by the agents to avoid any delays.

• Crew from vessels that have visited China, South Korea, Italy, Egypt and Iran and

nationalities of said countries are not permitted to proceed ashore even after 14 days of

sailing.

• Vessels berthing from affected countries will require everyone onboard to be checked by

quarantine doctor inside the vessel once docked in the port.

• Crew disembarkement will be limited and all crew members will be checked by quarantine

doctor on board from the port.

• Crew must wear clinical gloves and protective masks and take precautionary measures

if/when entering port premises.

• Staff boarding the vessels arriving at the port must wear clinical gloves and masks provided

by HSSE Department.

vessels into Kuwait Territorial waters, and in order to regulate the safety of navigation in Kuwait

Territorial waters and facilitate commercial maritime trade.

All marine agencies are required to provide a copy of Ship’s log book for last 30 working days on

board (in English) in additional to the list of Part I – required documents of the above Notice, as

well as (KSN/MTD Circ 3 / Add 1).

Marine Movements: -

Berthing / Unberthing operations continue 24 Hrs except Pilot break / Shift change times

• Usually Pilot Break / Shift change between 0500 – 0830).

• Berthing / Unberthing @ Shuwaikh subject tide requirements

Overland Road Movements:

• Effective 23-Mar-20, Saudi borders (Khafji/Nawseeb) restricted to move only Essential

• No new visa for drivers issued. Existing visa for drivers restricted only for essential

commodity move.

• Boarder authorities in KSA recommending other commodities to move by Sea or Air

23.03.2020 updated

State of Kuwait implemented curfew from 17:00 to 04:00 daily, from 22-Mar-20 till further notice.

Container Terminals will continue operations to discharge / load vessel whilst deliveries during

curfew will hamper.

The major impact on Container Terminal (delivery ports for Bulk & General cargo )

port operations :

• Port gate will close at 15:00 daily and will only open at 04:00

• No trucks/trailer allowed on the roads 17:00 to 04:00

• Stevedore mobilization estimated at 0600, while operations to suspend at 1500 hrs daily

This lack of transport will have an significant impact on the cargo operations, we expect transport

delays in coming days and weeks until the curfew is lifted.

State agency M/s Minatank (KOTC Marine Agency Branch) confirm that Berthing / Unberthing

remains unaffected though curfew implemented in Kuwait.

It is observed that Loading / Discharge at Kuwait Oil Terminal remains unaffected.

RESTRICTION ON VESSELS CALLING

12.03.2020 - Kuwait Ministry of Health, Ministry Of Communication and Kuwait Port Authorities have

taken the following measures:

➢ Borders of Maritime have been RESTRICTED for entry to vessels which have visited the

following countries in the last 14 days: China, Hong Kong, Korea, Japan, Thailand,

Singapore, Italy.

➢ Borders of Maritime have been CLOSED for entry to vessels which following countries

in their list of last ten port calls: Iran & Iraq.

Note: However, MOC will review the list of last ten port calls, along with the port

clearance of each port and make a final decision on whether the vessel will be permitted.

PORT RESTRICTIONS:

Ministry of Communication – MOC Vessel registration:

➢ All vessels that enter Kuwait need to be registered with MOC prior arrival (5 days) and

secure permission to enter Kuwait.

➢ In addition to standard documents/certificates, signed/stamped Port clearance copies of

the last 10 Ports to be submitted to MOC for registering the Vessels to enter Kuwait.

➢ Vessel with Iran/Iraq as one of the last 10 Ports of call and within14 days before Kuwait call

will only be registered after MOC reviews all the documents.

LIST OF DOCUMENTS REQUIRED:

These documents are to be submitted at least three working days prior to vessel arrival with

authorities

1. All vessels have been requested with documentation including Last 10 Ports,

2. Vessel Health Declaration,

3. IMO Crew List,

4. List with Last embarkation date of Crew,

5. Vessel certificates,

6. Last two ports Quarantine certificate,

7. Crew Medical certificates as necessary.

CREW CHANGE:

Crew change or any vessel attendance cannot be performed for the following reasons:

➢ Issuance of all types of visa are suspended till further notice, effective date 10 March 2020.

➢ Kuwait International Airport will be closed from 13 March 1200 hours LT till further notice,

DGCA announced on 11 March 2020.

HEALTH INSPECTION/FREE PRATIGUE

MOH, with support of Kuwait Port Authority, is inspecting all vessels for Shuwaikh & Shuaiba at

anchorage before confirming Pilots for boarding vessels to navigate for berthing.

Pilot Tugs are used for anchorage inspection and return inspectors to port.

Anticipate delays for berthing instead of pilot boarding on arrival. KPA has advised that applicable

Pilot boat hire charges are on vessel account.

CURRENT WORKING STATUS OF PORT AND CUSTOMS

Due to exceptional measures taken by Kuwaiti government in cabinet meeting of 11th March, we

have provided the current working status of port and customs.

INDIA

Update: 24.04.2020

Indian Prime Minister announced complete lockdown for entire country from 24th March 2020

midnight to 14th April 2020( 3 weeks). No one is allowed to step outside of house.

PORT OPERATIONS:

Shipping services are required to continue to be operational.

Goods by sea should not disrupted without the compromised the safety of life and protection of the

environment.

RESTRICTION ON VESSELS CALLING - ALL VESSELS

• The master of a vessel, before arrival at its first port of call in India, shall ascertain the state

of health of each person on board the vessel and submit the Maritime Declaration of

Health to the concerned health authorities of the port and to the port authorities

• The Maritime Declaration of Health shall be forwarded at least 72 hours prior arrival of the

vessel at the port.

• Any crew onboard exhibiting with COVID-19, it should declare in Maritime Declaration of

Health being forwarded to the health authorities and to the port.

• Any fault declaration of crew on board. The master will be prosecuted by law.

• Any suspected of COVID-19 on board. The master shall ensure the suspected person is

isolated in the ship’s hospital, or other suitable location on the vessel. All other persons

who may have come in contact with the suspected person shall also be isolated at

appropriate locations as decided by the master.

• The suspected of COVID-19 person in the vessel will need to be monitored by Health

Authorities and put in quarantine if necessary. Samples from the suspected person will be

taken and tested as per the instructions of the health authorities. If the samples are tested

positive, the vessel will remain in quarantine and the infected person(s) will be dealt with

as per the procedures laid down by MoHFW, Govt. of India. Vessels with infected person

shall also be sanitized as per the extant protocols for dealing with COVID-19 pandemic.

• In case of medical emergency, the health authorities shall supervise transport of the patient

to the designated hospital

• In the unfortunate incident for a vessel to deal with deceased person suspected of having

COVID-19, the guidelines on dead body management issued by MoHFW, Govt. of India,

will apply.

• Vessels arriving from ports of infected countries identified for mandatory quarantine and

travel ban by MoHFW, Govt. of India before 14 days of departure from the infected port, or

having seafarers embarked on the vessel who have been in infected regions within 14 days

of arrival at any Indian port shall need to comply with additional measures requirement

below.**Vessels arriving from any port in China to have the necessary quarantine period

of 14 days.

• Stoppages of a vessel at any port of infected countries only for bunkering purposes shall

not be counted for the calculation of 14 days from port of departure.

• Vessels that have arrived at Indian port after 14 days of departure from an infected port

need not comply with the ANNEX 1 - additional requirements below**.

• Ports which are not able not comply with the additional requirements specified in Annex 1

ANNEX 1 - additional requirements below shall not allow the vessels to berth for vessels

which have arrived within 14 days from the infected countries.

• Pilot shall not be assigned to any vessel unless pratique is granted to the vessel. Prior

boarding the vessel, the master of the vessel shall reconfirm to the pilot that all persons on

board the vessel are healthy and there are no suspected cases of persons infected by

COVID-19 on board the vessel. The master of the vessel shall also ensure that all the areas

through which the pilot is likely to pass are appropriately disinfected and sanitized as per

the required protocol and shall further confirm about the same to the pilot before the pilot

boards the vessel.

• Prior boarding the vessel, the master of the vessel shall reconfirm to the pilot that all

persons on board the vessel are healthy and there are no suspected cases of persons

infected by COVID-19 on board the vessel. The master of the vessel shall also ensure that

all the areas through which the pilot is likely to pass are appropriately disinfected and

sanitized as per the required protocol and shall further confirm about the same to the pilot

before the pilot boards the vessel.

• If after boarding the vessel, the pilot observes any deviation regarding health aspects

declared by the master, he shall forthwith inform the port and initiate appropriate action as

instructed by the authorities. Such pilots may need to self quarantine, if required by the

health authorities.

• Food or water consumption shall nonnally be avoided by the pilot on board the vessel.

However, if any food items are required to be consumed by the pilots, the master shall

ensure that such items are provided in hygtenic packages/ utensils.

• It shall be ensured that the number of persons required to board the vessel is kept to the

bare minimum. Personnel who may be required to board the vessel such as ship agents,

cargo personnel, custom and immigration authorities etc. shall always be aware of the

pandemic and have appropriate PPE while on board the vessel

• All crafts and vehicles carrying pilot and other persons required to board the vessels shaH

be sanitized at appropriate intervals. Also the used PPE shall be disposed as per the

appropriate protocols.

ANNEX 1 - ADDITIONAL REQUIREMENT**:

Vessels arriving from ports of infected countries within 14 days of departure from the infected

port, or having seafarers embarked on the vessel who have been in infected regions within 14

days of arrival at any Indian port shall comply with the following additional measures:

1. Health authorities shall grant pratique prior berthing as per necessary health protocols.

2. The mooring ropes and pilot ladders of such vessels shall be sanitized.

3. The pilot shall be provided full body protection suit.

4. Mooring boat and mooring gang to be provided with adequate PPE, if applicable.

5. Gangway to be kept in raised condition at all times.

6. No person to be permitted on board without specific permission from port authorities.

7. All personnel’s boarding the vessel for cargo operations shall wear full body protection

suit. Also the used PPE shall be disposed off as per the appropriate protocols.

8. Vessel staff assisting in cargo operations to also wear full body protection suit and

maintain safe distance of at least 6 feet.

9. Vessel to sanitize and disinfect after the completion of cargo operations.

PORT RESTRICTIONS:

23.03.2020 – Government of India prohibited /impost restriction on non-essential services.

Transport service for carriage foods by water and any service connected with loading and

unloading movement or storage of goods in any port are essential service.

The essential services :

all vessels have to complete 14 days compulsory quarantine anchorage. 14 days quarantine

includes sailing days.

All ships personnel who are likely to interact with the pilot should be wearing appropriate

Personal Protective Equipment (PPE). In addition, the bridge team shall be wearing appropriate

PPE at all times while the pilot is on the vessel. Pilot shall also be wearing appropriate Personal

Protection Equipment (PPE).

CREW CHANGE:

• There is no restriction of sign on and sign off of Indian seafarers in port in India.

• Husbandry work is limited to crew change of Indians only at India port except Sikka

( Reliance), however signed off crew have to go through 14 days quarantine period at

Hospital.

Indian ports.

SRI LANKA

RESTRICTION ON VESSELS CALLING

All other vessels which had called at a port in (16.03.2020:South Korea, Iran, Italy, France, Spain,

Germany, Switzerland, Denmark, Netherland, Sweden, Austria, Belgium, United Kingdom and Norway)

countries within 14 days or if there is a Sea marshal or crew member who has come from or visited

the below mentioned countries within 14 days, disembarkation of any foreign Sea Marshal or crew

member from such vessel will not be permitted.

The countries in the list will be changed according to the global trend of the disease and such

changes will be communicated with relevant stakeholders in advance.

PORT RESTRICTIONS:

CRUISE SHIP : Disembarkation of passengers and crew members of Cruise Ships will not be

permitted in Sri Lankan ports until further notice.

There will be no restriction for docking and other service operations of Cruise Ships in the port.

CREW CHANGE:

16.03.2020 – Email circular from Sri Lankan Port Authority - the embarkation / disembarkations of

crew and Sea Marshals will be allowed subject to below described conditions.

Disembarkation Process for Sea Marshals and Ship's crew ( Foreigners and Sri Lankan Nationals)

1. As per the letter PA/DDG/(PHS)/PQ/21/2019 dated 02.03.2020 by the Director General of health

services, no crew member or a passenger of cruise ships are allowed to go ashore or disembark at

any seaport in Sri Lanka.

2. All other vessels which had called at a port in below mentioned countries within 14 days or if

there is a Sea marshal or crew member who has come from or visited the below mentioned

countries within 14 days, disembarkation of any foreign Sea Marshal or crew member from such

vessel will not be permitted.

3. If a Sri Lankan national is to be disembarked from such a vessel, he will be sent for compulsory

quarantine until completion of 14 days from the date of disembarkation.

The countries in the list will be changed according to the global trend of the disease and such

changes will be communicated with relevant stakeholders in advance.

4. For all vessels which are not falling in to above category, disembarkation of foreign crew

members are permitted subject to arrangements being made for their direct repatriation. When a

sea marshal is disembarked and will wait for an onward vessel, he will have to be kept at the

designated location under supervision of Sri Lanka Navy. Sri Lankan nationals are allowed to

disembark from such vessels subject to self-quarantine for 14 days.

5. Transportation of Sea marshals and ship crew to quarantine for designated places should be

arranged by the relevant agent under the supervision of Sri Lanka Navy. Quarantine guide lines to

be followed at all times.

List of countries as at 16.03.2020 are South Korea, Iran, Italy, France, Spain, Germany,

Switzerland, Denmark, Netherland, Sweden, Austria, Belgium, United Kingdom and Norway.

Government of Maldives Stopped All Passenger ships calls

3. Passengers traveling as tourists and airline crew who have been in Bangladesh, China (People's

Gyeongsang Provinces in Korea (Rep.), Ile-de-France and Grand Est (regions of France) and

Bavaria, North Rhine Westphalia and Baden-Wuerttemberg (regions of Germany) in the past 14

days are not allowed to enter the Maldives.

• This does not apply to nationals of Maldives and their spouses.

4. All passengers traveling to the Maldives for a purpose other than tourism will be quarantined for

14 days at a place designated by the Government.

The Pakistan local Government has announced a lock down in entire city (KHI) and province of

Sindh, from today midnight i.e. 00:01h 23rd March until further orders.

PORT OPERATIONS:

Despite official lock down in the country against COVID-19 spread, yet the Essential Services

including Port & Shipping operations at both the main Pakistani ports of Karachi and Port Qasim

remain functional. With extremely reduced resources and diminished work hours of Port and

Custom offices, all the activities being conducted in the order of National priority.

RESTRICTION OF VESSEL CALLING:

Subject to compliance with all the mandatory official requirements promulgated by the concerned

PORT OPERATIONS:

Mauritius Ports Authority instruction:

Any vessels coming from China cumulating a sailing time of less than 14 days shall not be allowed

entry in Port Louis Harbour.

PORT RESTRICTIONS:

A protocol to service vessels calling at Port Louis having sailed less than 14 days from the last port

of call is being finalised with the Health Authorities and will be communicated to you in due course

from 19.03.2020.

The Vessel calling for cargo operations / Bunkering / loading spares / provisions / under water

services will be operating normally without any restriction subject that the vessel has been at sea

for more than 14 days.

Boarding of vessels calling for spares / provisions / bunkering only Duty Port Health Officers will

be boarding for inward clearance.

For Customs formalities, all documents must be sent through email and no Customs Preventive

Officers will board vessels as for the 15 days of lock down, Vessel Agent will not be allowed to

The precautionary measures that have been taken by the Port of Aden towards all ships calling the

Port of Aden with the immediate effect.
