Borough Clerk M ildred Adams. In January 1986, she retired and he was appointed clerk. InJanuary of th is year, he was named tax collector, succeeding F. Leroy Garrabrant Jr., who retired.

The borough council, in recognition of Joel Popkin’s service, adopted a resolution ofcom m endation at its April 18th m eeting. The resolution also notes the state celebration of M unicipal C lerk’s Week, May 8-14.

The Council declared, "It is appropriate that we recognize theaccom plishm ents of our Municipal Clerk, Joel Popkin, who preserves the past with an eye always on the future of our democratic process."

Born in Eatontown, son of M ildred and Emanuel Popkin, who were owner- operators of a wholesale fru it and vegetable business in Freehold, he was graduated from Freehold Regional High School in 1964 and Monmouth College in 1969, where he was awarded a B.A, degree in Psychology and a N.J. teaching certificate. Since entering borough adm inistration he has been approved by the •state as a Registered

Municipal Clerk and a Certified Tax Collector.

It was in 1970 that he married Gerri Chappell, daughter of Pete and Cecelia Chappell of Neptune City in the Memorial U.M. Church, here.

GERRI and JOEL POPKIN met at Monmouth College, where she received an A.A. degree and later earned a B.A. degree in government and history from Thomas Edison College. She was graduated from Neptune High School in 1968.

Gerri launched a new career as her children grew older, elected to the Neptune City Council in 1981 and stepping down to run for the State Senate against Democrat Frank Pallone. She made many new friends around the county, but she lost in her Republican challenge.

She is presently Director of Purchasing fo r the County, having served in the past as D irector of Community Affairs, Senior Field Representative for the N.J. State Lottery. In 1982, she was a substitu te teacher in the Neptune Twp. school system.

In 1985, she was se lected as an "Outstanding YoungWoman of America." She is currently president of the Monmouth CountyFederation of Republican Women and is a past president of the Neptune City Republican Club.

She is also a member of the coun ty ’s Hazardous Waste Advisory Council, a d irector of the Monmouth Council of Girl Scouts, chairman of the adm inistrative council for the Neptune City Memorial U.M. Church, member of the borough ’s W oman’s Club, Playground

I would like to thank the many volunteers, volunteer groups, p lot owners and Neptune Township workers for a great days effort at Mt. Prospect Cemetery. On Saturday, May 7, trees were removed, prunning, trim ming and grass cutting were perform ed and approxim ately 35 tons of debris was removed.

Mt. Prospect Cemetery was in great need, and for those who showed up, the ir help was greatly appreciated.

The United States was ce lebrating the 100th anniversary of the Declaration ofIndependence and Ocean Grove was observing its seventh birthday when W.F. Day and his brother Pennington Day founded Day’s Ice Cream Garden on its present site. After they opened the ir doors in August 1876, thisnewspaper editoria lized "Day & Bro.’s Ice Cream Garden commands the admiration of all visitors to Ocean Grove. This new feature of socia l life has given the greatest satisfaction, and we hope the enterprising proprietors w ill have a financia lly prosperous season."

And now in 1988, The Times repeats the desire that the new lessees have "a financia lly prosperous season."

He started in food and beverage services at the Newark Airport Holiday Inn, then managed Red Bank’s Old Union House restaurant, leaving for the Peninsula House.

He is head of the firm ’s business operations and is m arried to the form er Eileen Flanagan of Allenhurst. They reside in Sea Bright w ith the ir children, Jenna, age 3 1/2, and Michael, 9 months.

C hris Conway, who was born in New York City and came to Rumson with his fam ily as a youngster, was graduated from Shore Regional High School and Brookdale Community C ollege in 1976. He had been chef at the Quay in Sea Bright, the Pear Tree in Rumson and the former Dam Site in T inton Falls before jo in ing the Peninsula House executive staff.

He and his wife, the former Mary Ann Meehan of Upper Montclair, reside in Long Branch and are expecting the ir firs t child in December. Chris heads kitchen and purchasing for his firm.

M ary C yg le r, who was born in Colonia, attended the University of Idaho and worked part-tim e in beverage services. He was later with Best Western and Holiday Inn out in Idaho, returning to New Jersey to jo in the Peninsula House staff in 1984.

They Said Goodbye In England, They’ll Meet Again In Hawaii

Neptune Twp. - The year was 1944. Evelyn Mary Lowe Clarke was living in England when she said "good-bye" to her brother Paul, who went off to India to figh t in World War II. It was the last tim e Mrs. Clarke ever saw her brother. Now, 44 years later, a reunion between the two w ill happen when Evelyn travels to Honolulu, Hawaii, to see Paul, her s ister-in-law Betty, her niece, Suzanne, and nephew Andrew whom she has come to know through his visits to the U.S. The Lowes currently live near Sidney, Australia.

"I’m so excited about my two week trip. We have so much catching up to do," Mrs. Clarke stated. By the time the war ended in 1945, I was m arried to James W. Clarke, who flew

in 69 bom bing missions while serving in the American A ir Force. Surpris ingly, before we were engaged, he had met Paul in England at his American A ir Force base and the two became very good friends."

Mrs. Clarke, who resides on Norwood Lane in Avon- by-the-Sea and who was a resident of Shark River H ills, Neptune, for 14 years, sold her home two years after her husband passed away. She is a vo lunteer of Jersey Shore Medical Center. She has 6 ch ildren and 9 grandchildren. Thisinterview was conducted at the home of her daughter, Mary Ann Berardi of Fletcher Dr., Neptune. Her husband, Louis, is a m ember of the Neptune Twp. Board of Adjustment.

be under way there. ALL of the bu ild ings from the Asbury Park c ity line south to Corlies Avenue had" been removed. The demolition left a huge tract clear between South Main and the railroad right-of- way.

The once-bustling area has taken on an aura of lethargy.

The discussion turned to yesteryear.

South Main Street boasted two movie theaters -- the Main Street and the Rialto. Many a Saturday afternoon, half the k ids of Ocean Grove and Neptune laid out a dime and took the ir seats in the Main Street Theater. There they saw a com edy, a newsreel, a "short sub ject," a preview of com ing attractions and a fu ll-length movie starring Tom Mix or Richard Barthelmess or any of a score of the other cinema pioneers.

After the show, those who still had a nickel or a dime went to D isbrow ’s candy and ice cream store nearby for a sweet treat.

D itto the Rialto, a few doors north of the Main Street Theater.

Vaudeville, too, was often part of the 10 cents treat. Dancers, comedians, acrobats and vocalists puton a half-hour show som ewhere between the com edy film and the main feature film.

Old maps of the block depict several private homes, a cobbler shop, a pool room, and two coal yards, with the ir own rail sidings. One of those fuel businesses was Morris Hess’ fuel oil station, forerunner of the gigantic Amerada Hess Co. of today. As years went by, there were Merrill Thompson’s coal and fuel yard and the G.P. Farmer Company.

Just north of Corlies stood a rem odeled residence which many years ago became the M unicipal Office of the Township of Neptune, housing its governing body, its assessor and

Asay fam ily after 18-year- old Kristine Asay was critically injured in an auto­truck accident Dec. 14, 1987 near her college campus in Erie, Pa., where she is a m ember of the freshman class at Edinboro University. Miss Asay was rendered unconscious when the truck and a car in which she was a passenger collided. She remained in a coma early this week, nearly five months after the collision.

At Garden State Rehabilitation Center, Toms River, it was reported that she was showing some response to orders to swallow, as attendants offered her solid food.

Insurance coverages are taking care of many of Kristine Asay’s hospital and rehabilitation expenses, but the fam ily has been put to trem endous expense in traveling to Erie, where she was hospitalized until the first week of February, and to Toms River, where she has been treated at both Community Memorial Hospital and the Rehabilitation Center.

U.S. Navy Lt. Robert I. Randall, a prisoner of war in North Viet Nam from July 11, 1972, to March 31,1973, was given a rousing welcom e home inNeptune. He was joined in the pub lic ce lebration in front of the Neptune Municipal Complex by his parents, Mr. and Mrs. James I (Irv) Randall, his w ife Jane and 3-year-old daughter Libby. Lt. Hear Story Of Mother’s DayOcean G rove - At the

recent May 6th meeting of the Ocean Grove Women’s Republicen Club, the officers discussed getting in teresting speakers who have great clout in helping to prom ote Republican pro jects. All attending members were also asked to give fu rther ideas for helping to make the Ocean Grove W om en’sRepublican Club a worthwhile prom otional group for the ir politica l faction.

The next m eeting, June 3rd, w ill have Captain O’Neil of the Neptune Police Departm ent, who will give useful information fo r ind iv idual means of local crime prevention. The Sept. 9th meeting of the Ocean Grove W omen’s Republican Club will have local political candidates as guests.

After the business of the day was com pleted, the m eeting fin ished up over coffee and cake and social chats. At one point, the com ing up M other’s Day was m entioned and an in teresting background of the memorial was given by Ada Myers, one of Ocean Grove Women’s Republican Club V.P.’s. Mrs. Myers is o rig ina lly from Grafton, West V irginia, where M other’s Day was firs t celebrated. Mother’s Day never started in Philadelphia, as has been publicized. It was founded by Miss Anna Jarvis in honor of her own mother.

The Jarvis fam ily of Grafton, West Virginia,

was an in teresting one. Anna Jarvis’ father was the local doctor and her mother, after whom Anna was named, worked hard for the welfare of the Grafton com m unity. Mrs. Jarvis also taught Sunday School in AndrewsM ethodist Church in Grafton. When Mrs. Jarvis d ied, her daughter was devastated and wanted a memorial created to rem em ber her very beautiful parent.

Young Anna Jarvispressured the Governor of West Virginia, W illiam Glassman, until M other’s Day became a State holiday in 1910. Mrs. Anna Jarvin then went to W ashington, D.C. - d id a great deal to publicize her project to get backing from youngpeople everywhere - and managed fina lly to have President Woodrow Wilson proclaim M other’s Day a

national holiday in 1913. Anna Jarvis loved her mother so deeply that she spent her entire considerable inheritance on th is pro ject and died in Philadelphia living on Welfare.

The Ocean Grove Women’s Republican Club ended the day’s meeting vowing to celebrate this Mother’s Day for women everywhere and to keep this wom en’s club busily prom oting Republican pro jects and necessities locally.

107-8.1. Multi-Family Residences.

All multi-familyresidential properties, including apartments, townhouses, condominiums and all other multiple dwelling complexesconsisting of more than six (6) dwelling units (as defined in 113-5 of the Borough Code), shall provide dumpster facilities for use by the residents thereof as the exclusive method of disposal of their garbage and rubbish. The excess of the appropriation made for each of the improvements or purposes aforesaid over the estimated maximum amount of bonds or notes to be issued therefor, as above stated, is the amount of the down payment for each purpose.

Section 4. All bond anticipation notes issued hereunder shall mature at such times as may be determined by the chief financial officer; provided that no note shall mature later than one year from its date. The notes shall bear interest at such rate or rates and be in such form as may be determined by the chief financial officer. The chief financial officer shall determine all matters in connection with notes issued pursuant to this ordinance, and the chief financial officer's signature upon the, notes shall be conclusive evidence as to all such determinations. All notes issued hereunder may be renewed from time to time subject to the provisions of N.J.S.A, 40A:2-8(a). The chief financial officer is hereby authorized to sell part or all of the notes from time to time at public or private sale and to deliver them to the purchasers thereof upon receipt of payment of the purchase price plus accrued interest from their dates to the date of delivery thereof. The Chief financial officer is directed to report in writing to the governing body at the meeting next succeeding the date when any sale or delivery of the notes pursuant to this ordinance is made. Such report must include the amount, the description, the interest rate and the maturity schedule of the notes sold, the price obtained and the name of the purchaser.

Section 5. The capital budget of the Borough of Avon-By-The-Sea is hereby amended to conform with the provisions of this ordinance to the extent of any inconsistency herewith. The resolution in the form promulgated by the Local Finance Board showing full detail of the amended capital budget and capital program as approved by the Director of the Division of Local Government Services is on file with the Clerk and is available there for public inspection.

Section 6 . The following additional matters are hereby determined, declared, recited and stated:

(a) The purposes described in Section 3 of this bond ordinance are not current expenses. They are all improvements that the Borough may lawfully undertake as general improvements, and no part of the costs thereof has been or shall be specially assessed on property specially benefited thereby.

(b) The average period of usefulness, computed on the basis of the respective amounts of obligations authorized for each purpose and the reasonable life thereof within the limitations of the Local Bond Law, is 8.76 years.

(c) The Supplemental Debt Statement required by the Local Bond Law has been duly prepared and filed in the office of the Clerk, and a complete executed duplicate thereof has been filed in the office of the Director of the Division of Local Government Services in the Department of Community Affairs of the State of New Jersey. Such statement shows that the gross debt of the Borough as defined in the Local Bond Law is increased by the authorization of the bonds and notes provided in this bond ordinance by $292,100, and the obligations authorized herein will be within all debt limitations prescribed by that Law.

(d) An aggragate amount not exceeding $30,000 for items of expense listed in and permitted under N.J.S.A. 40A;2-20 is included in the estimated costs indicated herein for the purposes or improvements.

Section 7. Any grant moneys received for the purposes described in Section 3 hereof shall be applied either to direct payment of the cost of the improvements or to payment of the obligations issued pursuant to this ordinance. The amount of obligations authorized but not issued hereunder shall be reduced to the extent that such funds are so used.

Section 8 . The full faith and credit of the Borough are hereby pledged to the punctual payment of the principal of and the interest on the obligations authorized by this bond ordinance. The obligations shall be direct, unlimited obligations of the Borough, and the Borough shall be obligated to levy ad valorem taxes upon all the taxable real property within the Borough for the payment of the obligations and the interest thereon without limitation of rate or amount.

Section 9. This bond ordinance shall take effect 20 days after the first publication thereof after final adoption, as provided by the Local Bond Law.

Marjorie Nealon of Heck Ave. won 2nd place in the w om en’s division of the recent 3rd annual Sunrise Run-Bike-Run at Seven President’s Oceanfront Park in Long Branch. Her time was 1:31.34 and she was beaten by Stephanie W oolnich-Hoizman of Philadelphia, 1:31.08. Marjorie, who won this competition, will be invited to enter the U.S. Biathlon Assn.’s NationalChampionship in New York City.

Sunday a tour of Universal Studios, Grauman’sChinese Theatre, Beverly Hills estates, and finally Rodeo Drive shops and galleries where Peter Max and other artists’ showings were enjoyed. They drove to Santa Monica Beach (the pier is being rebuilt) and spent an hour on Venice Beach visiting shops and dodging roller skaters.

Senior Center Bids ReadvertisedNeptune Twp.

Although bids had been accepted and a ground- breaking- cerem ony has been celebrated, the Township Committee, under advice from attorney Charles Uliano, will receive new bids on construction of the proposed Senior Center this morning (Thursday). The orig inal bids that were accepted last month did not include subcontractors in its

specifications that were prepared by the township engineer.

O rig inally, the township accepted a bid from Everett H. Thorne Co., Red Bank. But c iting a state law requiring any construction bids to list subcontractors when preparing bids, AGIA Mason, Inc., Bradley Beach, objected to the awarding of the bids.

Funding fo r the pro ject, an estim ated $689,950 is

provided by the Monmouth County CommunityDevelopment Block Grant Program.

Tuesday the drive up the coast en route to San Francisco was delightfu l! Time out for a stop in Santa Barbara where the M unicipal Build ing was explored, copied in the 1960’s after a 14th century Moorish Castle, and shops visited at El Paseo Center. Overnight was spent in San Simeon, w ith a tour of Hearst Castle early the next morning. At Big Sur, lunch was enjoyed at The Phoenix, with an overlook of the area. Surprisingly, several bikers were seen on the steep, curving long stretch of mountain roads. A vis it to Carmel, its beautiful homes and boutiques was a must, and a stop at "The Hog’s Breath", Clint Eastwood’s Restaurant, made our day!

Arrived at The Raphael, Union Square, San Francisco, and that evening had d inner at Barbara Troop’s China Moon Cafe, a long-tim e desire of Peg’s, having seen Barbara on TV many times

showing her unique Chinese cooking expertise. A world apart, breakfast at Lori’s, an Art Deco 1950's d iner atmosphere with red and chrome fixtures, black and white large tiled floor and posters of Elvis, Ricky Nelson and Marilyn, and old music from a juke­box greets patrons.

The last morning in our rented Chevette, we toured the City, driving up and down the steep hills, past such sites as: Berry Street - named for Benjamin Berry, essayist, Frank’s great-grandfather, and Ada Berry HoM’s grandfather, who went West with the Forty-Niners Gold Rush and was named the first C om ptro ller of the City; along the Embarcadero, the ferries and piers toFisherm an’s Wharf;Telegraph Hill, Russian Hill, Nob Hill and the length of Chinatown. It was fun to ride the cable cars to the Wharf, and seeing the Fairmont Hotel, setting for the TV show "Hotel". We ferried to Sausalito for lunch and shopping in a quaint atmosphere. An evening meal at the famous "Scom a's" at The Wharf was worth the wait. Sand dabs and a seafood platter were delic ious. Peg had the good fortune to meet Phyllis Scoma, who came

At the same time, they w ill receive the ir awards, report Thelma Rainear, music d irector, and Lois Pyle, assistant. This annual musical h igh ligh t, undersponsorship of the Choir Mother’s Guild, first started in the mid-1940’s.

It was M other’s Day in Virginia and Joan Brown of the Pathway Market was there with family to see her son, Alan, graduate from the University of R ichmond with a B.A. degree in English and History. Joan enjoyed this special day with husband, Herman; her mother, Mrs. Meta Davis; and a daughter, A lan ’s sister and husband, Brenda and Ken Rice of Schenectady, N.Y.

Tracey Odell and daughters Rebecca, 3 1/2 years, and Jessica, 7 months, have returned home to Manchester, N.H., after spending five days with her father, Bryan Rush, Sr., 101 Mt. Carmel Way. They were here to participate in her brother’s wedding. May 7th to Mary Stavast. Tracey was a bridesmaid and Becky was the flow ergirl. Also in town for the wedding were Laura and Dave Hooley of Grantham, N.H., and Jackie and Hugh O’dell of Newport, N.H.

M other’s Day is an eventful time for Ethel and Bill Barnett, 140 Main Ave., who were wed on that day in 1938 and marked the ir 50th anniversary on "mom’s" Sunday this year.

Ethel Coulson of Jersey City and Bill Barnett of Ocean Grove were united in her home church, Simpson Grace Methodist. They had met here the previous summer when she was vacationing with her parents. Family friends from Jersey City, Mr. and Mrs. Harry Openshaw, were then operating a stationery store on Main Ave. and "put in a good word for B ill," who was manager of the American Store next door at the corner of Pilgrim Pathway. After the ir marriage. Bill developed a m ilk delivery business in Bergen County.
