The researchers at Children's Hospital of Philadelphia (CHOP) in the US employed the same approach used to elicit an immune response against cancer cells to stimulate an immune response against the novel coronavirus. Using this strategy, the re- searchers believe a resulting vaccine would provide protection across the human population and drive a long- term immune response. "In many ways, cancer behaves like a virus, so our team decided to use the tools we developed to identi- fy unique aspects of childhood can- cers that can be targeted with im- munotherapies and apply those same tools to identify the right protein se- quences to target in SARS-CoV-2," said John M Maris, a pediatric oncol- ogist at CHOP, and a professor at the University of Pennsylvania. "We think our approach provides a roadmap for a vaccine that would be both safe and effective and could be produced at scale," said Maris, senior author of the research pub- lished in the journal Cell Reports Medicine. CHANDIGARH: Consumer and public health groups have urged GST Council to consider a special COVID -19 cess on tobacco products to raise additional tax revenue which can further helps funding the COVID-19 stimulus package. Groups are appealing for a COVID cess on cigarettes, bidis and smokeless tobacco products that can provide revenue of Rs. 49,740 crores (497.4 billion) which could cover about 29% of the stimulus package. Imposing COVID cess on all tobacco products will not only help raise the much needed revenue to fund the stimulus, it will also prevent the further spread of the virus especially amongst vulnerable populations by making tobacco products unaffordable and forcing them to quit. According to Surinder Verma, Chairman, Citizens Awareness Group, India has the second largest number of tobacco users (268 million or 28.6% of all adults in India) in the world with 269 million tobacoo consumers. Out of these at least 12 lakh die every year from tobacco related diseases. The total direct and indirect cost of diseases attributable to tobacco use was a staggering Rupees 1.04,500 crores in 2011 or 1.16% of India’s GDP.

It’s a paradox that India is reopening its places ofworship as part of Unlock 1.0 at a time when itshospitals are increasingly coming under pressure.

The Union government allowed opening of religiousplaces as part of the strategy to gradually re-open soci-etal institutions, albeit with strict conditions, whichwere closed after India went into a national lockdownon March 25. Unfortunately, it is happening at a timewhen hospitals in some of the worst-affected cities areon the brink with patients swarming them. The pres-sure is so much that the Delhi government has pro-posed to restrict services in the hospitals to the resi-dents of the city. The constitutional, legal and moralquestions on the decision of the Delhi government canwait as the Lt Governor has overruled it. But the signalit sends out about the capital funded by the entire na-tion cannot wait. The prestigious Nizam’s Institute ofMedical Sciences in Hyderabad had to close down fiveof its key departments after several doctors tested posi-tive for Covid-19;doctors in two other leading hospi-tals in the city — the Osmania Medial College andGandhi Medical College — have also been infected.Hospitals in Mumbai have already been overwhelmed.Given India’s dismal performance in containing Coron-avirus, the move in all likelihood will put the hospitalsunder further strain. Experts in India and abroad hadlong pointed out the inadequate healthcare infrastruc-ture in the country and warned about the perilous situa-tion if the number of infections exploded. They hadalso pointed out that countries with relatively better fa-cilities such as Italy and Spain, and even the UnitedStates, found it tough to properly take care of its peo-ple. A community spread of the virus, which many sus-pect has already happened, could result in the situationspinning out of control. The argument that the openingof religious places could increase the chance of com-munity spread gets a boost by the latest guidelines is-sued by the Centers for Disease Control and Prevention(CDC) of the US. As per the CDC, the virus spreadseasily between people and “is spreading very easilyand sustainably between people.” The virus travelsthrough the droplets a person produces when talking orcoughing, according to the CDC. Another recent reportpointed out that a choir practice in Washington state inMarch had become a super-spreader event when oneinfected person passed the virus on to 52 others. Whatwe see today can easily be described as a product ofadhocism that ruled the policy-making process of theUnion government with regard to the containment ofthe pandemic.

Opening up places ofworship is paradoxical

YUGMARG, CHANDIGARH, WEDNESDAY, JUNE 10, 2020

Editorial

Literature & CultureI trusted you, you did treacheryDuring his lifetime, a per-

son does not give waterto any animal or to feed

him in any form. In such a situa-tion, there has been at least onetrusting relationship betweenhumans and these animals. Ofcourse, no person keeps an ele-phant in his house, but when theman touches the elephant, thereis a trust between the two thatneither of them will harm any-one.

In the country, the symbolof Gajanan's form of feeding apregnant elephant with fire-crackers in the form of food, with the bruising in her stom-ach, the horrific incident of herlife being brutally destroyed, takes place in the same country, where the virtue of virtue Thebirds are fed with grain-waterand ants with flour. The firstbread made in the kitchen is eat-en by cows and dogs.

Presently, this incident inKerala is a breakdown of trustbetween man and animal.

At present, on the one hand,post-human is being talkedabout, on the other hand, on 29August 2016, scientists an-nounced that our earth has en-tered a new Anthropocene erafrom the Holocene era. The con-cept of posthumanism, in fact, considers everything related tonature, even stone, as equal tohumans, whereas the Anthro-pocene era is the result of an im-

balance created by human-na-ture conflict. The number of ele-phants has dropped from 10lakhs in the country to 27 thou-sand in the last decade, an ele-phant is killed every three tofour days in Kerala itself. Manyelephants are hostages in the cir-cus. Around 2 thousand to 2500elephants have been kepthostage throughout India. Andaround 1800 elephants arehostages in the temples. Only500 such elephants are in cap-tivity in Kerala.

Human greed for the devel-opment and pressure of increas-ing population is creating a situ-ation of confrontation betweenhumans and animals. The exis-tence of many egrets is in crisistoday. For your information, tellthe Great Indian Bustard only inthe late 60s. There was talk ofdeclaring India's national bird, but due to our ignorance, todayits number has reduced to just200.

Significantly, as long as theforests were in sufficient quanti-ty, humans and wildlife weresafe in their border areas. Butwith the changing times, thepressure of the growing popula-tion proved to be a curse for thesurvival of the forests and themass harvesting of forests start-ed. Expansion of agriculture, housing for a growing popula-tion, increase in urbanizationand industrialization, animal

husbandry, deforestation due tovarious human needs, changelike forests due to fodder, multi-purpose river-valley projects, jhum (shifting) agriculture suchOnly a few reasons are thecause of these conflicts.

Recently, the traffic on NH766 passing through theBandipur Tiger Reserve hasbeen suspended from 9 am to 6am because of the protection ofthe environment and wildlife. The purpose of this stop is to re-duce the disturbance to wildlife. For your information, let usknow that about 35 elephantsand 11 tigers have died in thelast three years due to the rail-way track passing through theseprotected areas, but there isstrong opposition to this prohi-bition by the local people. Is anexample of Let me tell you thatthis is not the first case of hu-man-animal conflict. Some timeago, the Ministry of Environ-ment and Forests had given theauthority to kill some wildspecies of three states Uttarak-hand, Bihar, and HimachalPradesh by placing them in thecategory of criminals. There isalso a provision to not chargeany animals instead of killingthese animals. was given. Forexample, Nilgai in Bihar, Hi-machal Pradesh, and other stateswas told not to be prosecutedfor killing wild boar.

"We have a number of reportsfrom countries who are doing verydetailed contact tracing. They'refollowing asymptomatic cases, they're following contacts andthey're not finding secondarytransmission onward. It is veryrare -- and much of that is not pub-lished in the literature," she said.

"We are constantly looking atthis data and we're trying to getmore information from countriesto truly answer this question. Itstill appears to be rare that anasymptomatic individual actuallytransmits onward," she added.

Van Kerkhove also said thatwhat appear to be asymptomaticcases of Covid-19 often turn out tobe cases of mild disease.

"When we actually go backand we say how many of themwere truly asymptomatic, we findout that many have really mild dis-

ease," Van Kerkhove said."They're not quote-unquote

Covid symptoms, meaning theymay not have developed fever yet, they may not have had a signifi-cant cough, or they may not haveshortness of breath -- but somemay have mild disease," she said."Having said that, we do knowthat there can be people who aretruly asymptomatic."

Many people with Covid-19who may appear to be asympto-matic actually could just have mildor atypical symptoms -- or theycould be pre-symptomatic, Dr.Manisha Juthani, an infectious dis-eases specialist and associate pro-fessor of medicine and epidemiol-ogy at Yale School of Medicine, said in an email to CNN on Mon-day.

Pre-symptomatic refers to theearly stages of an illness beforesymptoms have developed, where-as asymptomatic may refer to hav-ing no symptoms throughout thecourse of infection -- a distinctionthat Van Kerkhove hinted at duringMonday's media briefing. A studyin April found that viral shedding -- when people may be able to in-fect others -- could begin two tothree days before symptoms ap-peared. In addition, the US Centersfor Disease Control and Preven-tion estimates in planning scenar-ios that 40 per cent of coronavirustransmission is occurring beforepeople feel sick.

Chinese aggression todesperately annex theborder territories

claimed by India along theLine of Actual Control(LAC) through brazen ac-tions has only provoked In-dia to either lump its lossesor escalate the tensionthrough force if the ongoingarmy-level negotiations be-tween the two neighboursyield meagre results.

"The current Sino-Indianborder crisis has revealedthat China has little respectfor India's long-standing ef-forts to freeze the status quoalong the two countries' dis-puted frontiers or for NewDelhi's cautious efforts toavoid the appearance of bal-ancing against Beijing,"Carnegie Endowment for In-ternational Peace said in itsreport.

"Rather, treating India'sinternal actions regardingJammu and Kashmir as aprovocation, it has chosen toexpand its control over newparts of the Himalayan bor-derlands through brazen ac-tions that confront Indiawith the difficult choice ofeither lumping its losses orescalating through force ifthe negotiations presentlyunderway yield meagre re-turns.

According to the reportby a think tank, by so doing,it has forced India to join therest of Asia in figuring outhow to deal with the newestturn in China's salami-slic-ing tactics, which now dis-tinctively mark its trajectoryas a rising power.

The disputed territoriesalong the Indo-China borderdid not hold a continual Chi-nese presence until in Janu-ary 2020 when Beijing start-ed making a motorable roadin Pangong Tso, and in theGalwan Valley, where it isreportedly building bunkersand barracks.

Even if China withdrawsas a result of successful Indi-an negotiations, the new in-frastructure it has createdwould likely survive as aready asset to be utilized insome future contingency, thethink tank said.

The Chinese militarynow appears to have occu-pied some 40-60 squarekilometres of territoryclaimed by New Delhi inthese areas, as per reportscited by the think tank.

The current crisis un-

folding along the LAC ap-pears on one level to be acontinuation of the trendswitnessed in foregoingyears. But this time, there isone important difference:unlike the discrete and geo-graphically localized con-frontations of the past, thelatest encounters are occur-ring at multiple locationsalong the LAC in Ladakh inthe eastern section of Jammuand Kashmir, which sug-gests a high degree of Chi-nese premeditation and ap-proval for its military's ac-tivities from the very top.

Also, the current Chi-nese efforts to suddenly seekphysical control over newlocations in the Himalayashave been widely attributedto the general increase inBeijing's friskiness in the af-termath of the coronavirus

pandemic, the think tanknoted.

According to this read-ing, signs of new Chineseaggressiveness along theSino-Indian border is all of apiece with the new securitylaw Beijing has enacted tocontrol Hong Kong, theenunciation of new adminis-trative structures in theSouth China Sea, and thenew language on Taiwanesereunification used during theMay 2020 National People'sCongress plenary session inBeijing.

"In other words, China ispushing back on all fronts tosignal resolution when thereis widespread internationaldismay about its contribu-tion toward the spread of thepandemic. There is a danger, however, in conflating coin-cidence with causality where

the current Sino-Indian crisisis concerned: China's ag-gressiveness in the high Hi-malayas is qualitatively dif-ferent from the other devel-opments exemplifying in-creased Chinese assertive-ness," the report said.

China's territorial dis-putes with India in Ladakhdate back to the modernfounding of the two coun-tries. And Beijing's claimlines have shifted west on atleast two occasions, each in-volving demands for addi-tional territory amounting tomany thousands of squarekilometres.

From the early 1990suntil as recently as the 2018summit in Wuhan betweenChinese President Xi Jinpingand Prime Minister Naren-dra Modi, a series of agree-ments and understandingshave been negotiated. Thesemeasures were intended toprevent violent conflict atthe LAC in order to give po-litical authorities on bothsides a chance to resolve theborder dispute through nego-tiations, which would in turnpermit the delineation of asingle common boundarybetween the two rivals.

Citing a very similar oc-casion, the Indian and Chi-nese military commandersare once again across thetable to peacefully resolvethe situation in the border ar-eas in accordance with vari-ous bilateral agreements aswell as keeping in view theagreement between the lead-ers that peace and tranquilli-ty in the India-China border

regions is essential for theoverall development of bilat-eral relations, as per theMinistry of External Affairs.

In recent weeks, Indiaand China have maintainedcommunication through es-tablished diplomatic andmilitary channels to addressthe situation in areas alongthe India-China border, itsaid.

As the commanders lev-el talks did not result in anyimmediate change in groundpositions on Saturday, Indiaand China have decided tocontinue to hold discussionsat both military and diplo-matic level to address thepresent dispute on LAC inthe Eastern Ladakh sector.

But the think tank alert-ed at the same time that In-dia now has to desperatelytry to catch up building per-manent settlements alongborder lands and build up itsown infrastructure commen-surately, upgrade road aswell as air networks alongthe Himalayan borders in or-der to thwart Chinese effortsto freeze its current superior-ity indefinitely.

By occupying new seg-ments of Indian Territory, the think tank warned Bei-jing that "aims to change thefacts on the ground either toenhance its bargaining lever-age in future negotiations, tosimply annex spaces it cov-ets for political or militaryreasons, or to compel Indiato abort the ongoing infra-structure modernization thatcould advantage it in any fu-ture conflict".

In a sense, the Min-neapolis cop’s kneethat pressed down on

George Floyd’s neck issymbolic of the whiteAmerican knee that haspinned down millions ofblacks for centuries.

The identity of theoppressor does not mat-ter: Derek Chauvin couldhave been any of the copswho have been killingblacks with impunity foryears. According to oneestimate published inLondon's Observer re-cently, around 1,000 un-armed African Americansare killed every year. Of-ten, this unprovoked vio-

lence against the blackcommunity has triggereddemonstrations and de-mands for change. Afterthe obligatory display of"shock and horror" bypoliticians, things goback to normal. Guiltycops are seldom charged, leave alone convicted.

Way back in 1962,James Baldwin, one ofthe finest American writ-ers of his generation, wrote an essay titled"The Fire Next Time"that has been recentlyreprinted in the NewYorker. Baldwin con-cludes his long piece onthe condition of blacks

with this Biblical quote:“God gave Noah the rain-bow sign, No more water, the fire next time.”

So are the widespreadprotests that have shakenAmerica and shocked theworld a portent of the fireto come? There is astreak of guilt gnawingaway at the conscience ofwhite America. Havingdecimated the substantialpopulation of NativeAmericans in order tograb their land, whitecolonists then proceededto import African slavesby the hundreds of thou-sands. These unfortunatepeople, torn from their

land, culture and familieswere then forced tolabour at farms, homesand roads, and subjectedto vile punishments. Infact, they built a largepart of the Americaneconomy at the time.

And although theywere emancipated afterthe bloody American civ-il war, they are not yetfree of oppression and asense of inferiority im-posed by a dominantwhite culture. White su-premacists, supported byDonald Trump, rule theroost in the South where,to this day, lynchings arecommon.

on present cricketAGENCYNEW DELHI, JUN 9

Rahul Dravid has no qualms conceding that he wouldn't "survive" international cricket of today by batting at the pace he did at his prime but neither does he believe that defensive technique will become redundant even though the "value is decreasing".
