Farmer Ravinder,Neeraj said that the support price of PR paddyhas been given by the government at Rs 1888per quintal. But 1509 is a fine variety of pad-dy, yet between 1600 and 1700 dry rice is be-ing sold. Traders are buying the crop as pertheir choice. There is no one to interrupt themor someone is going to say. There is also a dis-pute between farmers and traders about theprice of the crop. Aman said that last year alsothe value of 1509 paddy has been up to Rs2800 but now the prices have reached verylow.

The Chief Minister said hisgovernment has consistently andpersistently opposed any move todilute the rights and interests of thefarmers, not only in the high-pow-ered committee on agricultural re-forms but in the state Assemblyand on all public forums. It was hisgovernment which had initiated theresolution in the Vidhan Sabha re-jecting the ordinances, he pointedout, adding that he personally hadwritten twice to the Prime Ministerseeking the withdrawal of the anti-farmer and anti-farmer legislationsthat would spell the death-knell of

the farming community in Punjab. The report of the high-poweredcommittee, of which Punjab wasmade a member weeks after it wasconstituted, nowhere suggested

Terms Union Min's remarks violation of parliamentary propriety

CHANDIGARH: Punjab ChiefMinister Captain Amarinder Singhon Tuesday said the presentationof the farm ordinances in Parlia-ment yesterday by the Centre hadtotally exposed the farce of Shiro-mani Akali Dal’s pretense of pro-tecting the interests of the farmersof the state.

With the BJP-led NDA gov-ernment going ahead with layingthe ordinances on the table of theHouse on the very first day of theParliament session, instead of ac-cepting SAD’s so-called plea todefer the same, the Akali charadeon the issue had been laid bare, said the Chief Minister. The factthat Sukhbir Singh Badal hadstayed away from the House onMonday, when the ordinanceswere presented for legislation, showed that the entire drama ofseeking postponement of their en-actment was played out by theSAD president to appease thefarmer organisations, which havebeen up in arms against the ordi-nances, Captain Amarinder said. There is clearly a conspiracy to

undermine the farmers’ interestsand that of the states, which areConstitutionally mandated to beresponsible for Agriculture, saidthe Chief Minister, asking “whyelse would Sukhbir convenientlyremain away from Parliament onthe opening day itself?” The SADpresident knew all along that theordinances, which had the explicitstamp of Akali approval, would bebrought to the House for legisla-tion, he added.

This is what the Akalis haddone in the Vidhan Sabha duringthe 1-day session too, he pointedout, adding that even then theSAD had chosen not to attend toavoid having to vote the anti-ordi-nances resolution. CaptainAmarinder said the SAD, whichhad endorsed the anti-farmer andanti-federal ordinances as part ofthe ruling coalition at the Centre, was now indulging in the drama ofseeking clarifications and amend-ments to the ordinances for theconsumption of the farmer organ-isations and unions, which hadseen through their gimmickry.

The life and work of former Union minister for ru-ral development and leader of the Rashtirya Jana-ta Dal Raghuvansh Prasad Singh, who passed

away on Sunday in New Delhi due to Covid-19 relatedailments, reflect how a visionary, grassroots level leadercan impact the lives of millions of people, and still re-main behind the curtain. One of the chief architects ofthe Mahatma Gandhi National Rural Employment Guar-antee Act (MGNREGA), which ensured sustenance ofmillions of rural poor across the country for more than adecade, Dr Singh was the real champion of the cause ofrural India. Dr Singh, a PhD in mathematics and a for-mer professor, had his political baptism in theJayaprakash movement against the Congress govern-ment and the Emergency in the seventies and grew upalong with Lalu Prasad Yadav and Nitish Kumar. DrSingh was always part and parcel of the socialist bloceven as it went through several splits and metamorpho-sis until he sent a resignation letter two days before hisdeath from his party, the RJD.Dr Singh, who was a five-term Lok Sabha member anda minister in Bihar and Union governments severaltimes, was the face of rural India in the corridors of pow-er. He never left his rustic characteristics despite his pro-fessional and academic standing and being part of thepower structure for most part of his political life. Hesteadfastly worked for the uplift of the rural poor, whoseliving conditions were very familiar to him. It took hispersuasive skills as well as first-hand deep knowledge ofthe ground situation to get the MGNREGA through, even though it was part of the election manifesto of thefirst edition of the UPA as many had felt it would put anunnecessary hole in the exchequer without offering com-mensurate returns. Today, the scheme is the lifeline ofrural India; it has been one of the most efficient routes toreach the people during the pandemic Covid19. PrimeMinister Narendra Modi and the National DemocraticAlliance were skeptical about it before they came topower. However, to their credit, they realised its meritand steadily increased budgetary allocations to strength-en it. Dr Singh also represents the section of leaders withcalibre and character who were catapulted to the politi-cal leadership while being part of democratic restorationmovements. Oppression by the powers-that-be could re-coil into mass movements as was seen in the Seventiesacross India. Such movements would also attract peoplewho would have otherwise gone their way of profes-sional or occupational route. As Karl Marx said,“philosophers have only interpreted the world, in vari-ous ways.

Literature & HealthScientists predict that Covid-19

will become a seasonal virusAnew review published in Frontiers

in Public Health suggests thatCOVID-19, the illness caused by

the SARS-CoV-2 virus, will likely becomeseasonal in countries with temperate cli-mates, but only when herd immunity is at-tained. Until that time, COVID-19 willcontinue to circulate across the seasons. These conclusions highlight the absoluteimportance of public health measuresneeded just now to control the virus.

"COVID-19 is here to stay and it willcontinue to cause outbreaks year-rounduntil herd immunity is achieved. There-fore, the public will need to learn to livewith it and continue practicing the bestprevention measures, including wear-ing of masks, physical distancing, handhygiene and avoidance of gatherings,"said senior author of the study Dr. Has-san Zaraket, of the American Universi-ty of Beirut in Lebanon. Collaboratingauthor Dr. Hadi Yassine, of Qatar Uni-versity in Doha, affirms and states thatthere could be multiple waves ofCOVID-19 before herd immunity isachieved. We know that many respira-tory viruses follow seasonal patterns, especially in temperate regions. For in-stance, influenza and several types of coro-naviruses that cause common cold areknown to peak in winter in temperate re-gions but circulate year-round in tropicalregions. The authors reviewed thesevirus">seasonal viruses, examining the vi-ral and host factors that control their sea-sonality as well as the latest knowledge onthe stability and transmission of SARS-CoV-2. The researchers explain that virus

survival in the air and on surfaces, people'ssusceptibility to infections, and human be-haviors, such as indoor crowding, differacross the seasons due to changes in tem-perature and humidity. These factors influ-ence transmission of respiratory viruses atdifferent times of the year. However, incomparison to other respiratory virusessuch as the flu, COVID-19 has a higherrate of transmission (R0), at least partlydue to circulation in a largely immunolog-ically naive population.

This means that unlike the flu and oth-er respiratory viruses, the factors govern-ing seasonality of viruses cannot yet halt

the spread of COVID-19 in the summermonths. But, once herd immunity is at-tained through natural infections and vac-cinations, the R0 should drop substantial-ly, making the virus more susceptible toseasonal factors. Such seasonality has beenreported for other coronaviruses, includingthose that emerged more recently such asNL63 and HKU1, which follow the samecirculation pattern like influenza.

Arecently publishedstudy revealed that therisk of modern slavery

is higher than at any pointsince 2017 in manufacturinghubs across Asia. The studywas issued earlier in Septem-ber by Verisk Maplecroft, aUK-based consultancy thatspecialises in working withmultinational organisationson ESG (environment, socialand corporate governance)and human rights risks. Theyhave offices in the UK, theUS, Canada and Singapore.

The report goes on to addthat Asian manufacturinghubs have witnessed a signif-icant increase in modernslavery over the last fouryears, and the risk is set togrow as the economic falloutfrom COVID-19 takes fullhold.

In the latest annual edi-tion of the Verisk MaplecroftModern Slavery Index, among Asian countries, workers in Bangladesh facethe highest risk of labour ex-ploitation in Asia and is in18th place globally. It is fol-lowed by China (20th posi-tion globally), Myanmar(23rd), India (25th), Cambo-dia (32nd), Vietnam (35th)and Indonesia (44th). Allthese Asian countries sit attheir lowest point in the rank-ing of 198 countries since2017. The index measuresthe risk to business of thepossible association withslavery, trafficking in per-sons and forced labour insupply chains, operations and

service providers. For thefirst time, Bangladesh andIndia, key manufacturingcountries for the apparel sec-tor, have dropped into the'extreme risk' category of theModern Slavery Index. Theyjoin China and Myanmar in agroup of 32 countries wherepopulations face the highestlevels of risk.

The index identifiesBangladesh as not only see-ing an increase in violations, but also a weakening of en-forcement of labour lawsover the last few years. In In-dia, a notable decline in en-forcement is largely respon-sible for its slip from 'high' to'extreme' risk. Reuters quot-ed the Clean Clothes Cam-

paign pressure group report-ing that Asian garment work-ers supplying global fashionbrands lost up to USD 5.8billion in wages from Marchto Mayas the COVID-19pandemic led to store clo-sures and cancelled orders.About 60 million peoplework in Asia's garment in-dustry and falling sales haveput many jobs at risk.

According to the index, the risk of modern slavery ishighest in North Korea,Yemen, Syria, South Sudan,Iran, Somalia, Sudan, DRCongo, the Gambia and Bu-rundi. However, it is thecountries where a majority ofretail goods and a swathe ofraw materials are produced

that will be of the highestconcern for sustainablesourcing departments ofcompanies, responsible in-vestors and ethical con-sumers across the board.

The United Nation's In-ternational Labour Organisa-tion (ILO) estimated that in2016, at any given time, about 40.3 million people arein modern slavery, with 24.9million in forced labour and15.4 million in forced mar-riage. It means there are 5.4victims of modern slavery forevery 1,000 people in theworld.

The ILO said that as a re-sult of the COVID-19 pan-demic, the earning capacityof an astounding 1.6 billion

informal workers has beendamaged. With more than 65per cent of Asia's workforceemployed in the informaleconomy with little or no ac-cess to labour protections, they will be increasingly ex-posed to the risk of forcedlabour. These risks also ex-tend beyond the manufactur-ing sector to encompass con-struction, agriculture, servic-es and hospitality.

Asian manufacturing hassuffered from the falloutcaused by the collapse inconsumer demand as well aslockdown restrictions. Withfactory workers out of workdue to companies going bustor downsizing, millions havelittle choice but to turned tothe informal economy andmore exploitative forms ofwork to stay afloat. This in-creases modern slavery risksin countries where labourprotection is lacking. Thedata from the study shows akey factor for the drop inranking for many of Asia'smanufacturing giants hasbeen an increase in the sever-ity and frequency of viola-tions. Growth in such abuseshas been witnessed acrossBangladesh, Cambodia, Chi-na, Indonesia and Vietnam.

Of the Asian manufactur-ing hubs, Vietnam hasrecorded the greatest increasein violations in recent years. The fallout from the pandem-ic threatens to tip the countryinto 'extreme risk', particular-ly as more forced labour cas-es emerge. Cambodia has

seen the largest fall in rank-ings, dropping 32 places inthe last year, and 48 spotssince 2017, due not only toan increase in violations, butto a significant deteriorationin enforcement capabilities.Poor labour law enforcementis also behind China's wors-ening score.

The study was not opti-mistic about the labour situa-tion even as countries emergeout of lockdown and makethe slow transition to fully re-opening their economies. Itpredicts that the heightenedrisks of modern slavery willlinger and corporate expo-sure to slavery will expanddue to continued uncertainty, particularly within procure-ment in countries that werepreviously already grapplingwith this issue.

As the world's manufac-turing hub, Asia's heightenedmodern slavery risks willpresent an increasingly com-plex picture for corporates, especially when it comes tomeeting mandatory modernslavery or other ESG-relatedreporting requirements. Theauthor of the report, SofiaNazalya, Human RightsAna-lyst at Verisk Maplecroftcommented, "Travel restric-tions have also left the abili-ty of companies to carry outaudits in their supply chainsin disarray, meaning the rep-utational risks to brands fromassociation with modernslavery are now higher thanat any other time over recentyears."

Has Covid-19 increased the riskof modern slavery in Asia?

Intensive therapy isnot necessarily bestwhen it comes to

treating the loss of lan-guage and communica-tion in early recovery af-ter a stroke, suggestsnew research from theEdith Cowan University.

Aphasia is a neuro-logical disorder affectingspoken language, com-prehension, reading, andwriting. It affects one-third of around 17 mil-lion people worldwidewho experience a strokeeach year and is treatedwith speech therapy. Ear-ly care is vital, but not in-tensity. The research, published in the Interna-

tional Journal of Stroke, found that unlike physi-cal and motor skill reha-bilitation, recovering lostlanguage caused by acondition known asaphasia after stroke is amarathon, not a sprint. Italso showed that earlyintervention is crucial.

Lead author, Associ-ate Professor ErinGodecke from ECU'sSchool of Medical andHealth Sciences, said thefindings have importantimplications for the treat-ment of aphasia becausethey mean service deliv-ery options are likely tochange. "Previously peo-ple with aphasia got the

majority of their therapyin the first 6-8 weeks af-ter stroke," ProfessorGodecke said.

"Our research showsthat there is no benefit tothis. It is likely that thesame therapy could bespread over a longer pe-riod to enhance recovery, rather than getting aburst at the start and verylittle over the nextmonths or years," shesaid. Professor Godeckesaid aphasia therapy andearly intervention are vi-tally important for recov-ery outcomes afterstroke. However, in-creasing the intensity ofthe treatment doesn't

equate to better results."We found that when

we provided early apha-sia therapy people had amassive increase in theirability to communicate at12 and 26 weeks aftertheir stroke. They couldtalk better and had lessdifficulty finding and us-ing the right words.

"Importantly though,we also found that if weprovided around 10hours of therapy perweek versus nearly 23hours a week the resultsweren't any different. Wedidn't see any harm, butwe didn't see any bene-fit," Professor Godeckesaid.

Study suggests intensive therapy not bestfor treating loss of language after stroke

Staying close to home andavoiding crowded placescan help older adults re-

duce their risk of COVID-19.But a new national poll sug-gests it comes with a cost, es-pecially for those with healthchallenges.

In June of this year, 56 percent of people over the age of50 said they sometimes or oftenfelt isolated from others - morethan double the 27 per cent whofelt that way in a similar poll in2018. Nearly half of thosepolled in June of this year alsosaid they felt more isolated thanthey had just before the pan-demic arrived in the UnitedStates, and a third said they feltthey had less companionshipthan before. Social contactssuffered too, with 46 per cent ofolder adults reporting in Junethat they infrequently interact-ed with friends, neighbours orfamily outside their household- doing so once a week or less -- compared with 28 per centwho said this in 2018.

The new findings comefrom the National Poll onHealthy Aging, which is donefor the University of Michi-gan's Institute for HealthcarePolicy and Innovation withsupport from AARP and Michi-gan Medicine, U-M's academicmedical centre. Both the 2020

and 2018 polls on loneliness in-volved a national sample ofmore than 2,000 adults aged 50to 80.

The poll points to somebright spots, too. For instance,46 per cent of older adults whosaid they interacted with peoplein their neighbourhood at leastonce a week were less likely tosay they'd experienced forms ofloneliness. Technology alsohelped many people over 50connect with others, includingthe 59 per cent who reportedusing social media at least oncea week, and the 31% who usedvideo chat at least once a week. And many older adults saidthey engaged in healthy behav-iours despite the pandemic --including 75% who said theywere getting outdoors or inter-

acting with nature, and 62%who said they got exercise sev-eral times a week. But those ex-periencing loneliness were lesslikely to engage in thesehealthy behaviours.

"As the pandemic contin-ues, it will be critical to pay at-tention to how well we as a so-ciety support the social andemotional needs of olderadults," says John Piette, Ph.D.,a professor at the U-M Schoolof Public Health who workedwith the poll team. "The inter-section of loneliness and healthstill needs many studies, buteven as we gather new evi-dence, all of us can take time toreach out to older neighbours, friends and relatives in safeways as they try to avoid thecoronavirus."

Loneliness doubled amongolder adults in Covid-19

handigarh :IndiaTech.Org (TSIA), a non-profit organization focused on building the world’s largest internet commerce Cecosystem, today unveiled the findings of itswhite paper -

‘Online Fantasy Sports: Adding Value to the Indian Sporting Ecosystem’. The paper brings to light the playing pattern of OFS users, the current regulatory landscape, misplaced perceptions plaguing the industry and the positive impact of the industry on Indian sports and the overall economy. The study finds that 80% of the online fantasy sports (OFS) users prefer participating in the ‘free-to-play’ format and 98% of the 20% who ‘pay-to-play’, have either won or lost less thanINR 10,000net in their lifetime (past 3 to 4 years). This reinforces the fact that fantasy sports are a competitive digital sports engagement platform and clearly not in the nature of addiction. The average ticket size of the participation in the pay-to-play format is usually as low as INR 35/- (typically the cost of a snack). It is explicit that Fantasy sports are unlike all forms of online games that do not need a real-life player to be actually playing a real sports match to decide the outcome for the participant. The very fact that it is dependent on actualities, seasonality and availability of real-time sports matches makes it a non-addictive form of play which sets it distinctly apart from online games that are commonly perceived to be in the nature of gambling and/or betting. The format of fantasy sports ensures that sports enthusiasts follow the game more keenly and this directly results in increased focus and attention towards sports. This contributes to an increased viewership & higher sports fan engagement that naturally contributes to more qualitative investments, up-gradation and packaging of these sports
