2/1/2018 At least four people, including two suicide bombers, have been killed and 44 others injured in

multiple bomb attacks on a refugee camp in Nigeria northeast Maiduguri city. Two suicide bombers

sneaked into Dalori 1 camp for displaced victims of Boko Haram insurgency, Bashir Idris Garga, an official

of National Emergency Management Agency (NEMA) in the region said in a statement. Two other

explosions occurred outside the camp. No group has claimed responsibility for the attack but residents

blamed Boko Haram.

forces and a civilian were wounded in the attack. There was no immediate claim of responsibility for the

attack, which bore the hallmarks of the extremist Islamic State group, now leading a long-running

insurgency in Sinai.

MONTHLY ASSESSMENTS

AFRICA ASSESSMENT

1. BACKGROUND:

In general, a significant decrease in IED-related incidents has been registered in Africa in February

in comparison to the previous month. According to the data collected by the C-IED COE, the three

main affected countries by IED incidents in Africa during January 2018 were Somalia (8), Egypt (4),

Algeria (4) and Libya (3). A significant increase in such incidents in Algeria compared to previous

month is noteworthy.

2. MONTHLY HIGHLIGHTS:

ALGERIA

On 14th February, a hand-crafted mine exploded causing the death of five elements of the

ANP in the south of Bir El-Ater.

CAMEROON

On 27th February, an operation took the battle to the terrorists of Boko Haram in their

enclaves at Kusha-Kucha, Surdewala, Alkanerik, Magdewerne and Mayen villages, all

situated along the Nigerian – Cameroonian border.

EGYPT

On 4th February, a roadside bomb has targeted a pickup truck carrying members of the

security in the south of El-Arish, killing two and 5 wounded.

On 14th February, the Egyptian forces killed 15 terrorists and destroyed 11 shelters and

hideouts in North Sinai Province.

LIBYA

On 9th February, a bag with explosives was blown up near the entrance to the Abu Huraira

Mosque in the Majuri area.

On 21st February, a car bomb attack at a checkpoint on the road leading to Tripoli, in the

central Waddan region.

MALI

On 10th February, five civilians were killed and 18 wounded due to an explosion when

their passenger vehicle struck a landmine on the road between Dera and Konna in the

Mopti region.

On 28th February, four United Nations peacekeepers were killed and other 4 four injured

by a roadside bomb in Mopti region.

NIGERIA

On 1st February, at least four people, including two suicide bombers, have been killed and

44 others injured in multiple bomb attacks on a refugee camp, Dalori 1 camp in Nigeria.

On 17th February, three suspected Boko Haram suicide bombers infiltrated a local market

in Sabon Gari, as a result, twenty one people including the three suicide bombers were

killed and 22 injured."

SOMALIA

On 5th February, at least 4 people have died an explosion inside a house in Odweyne

Village located in Deynile district after a bomb being assembled went off.

On 23th February, twin car bombs went off in Mogadishu and have killed 18 people and

wounded 20 others. The bombs were targeting the presidential palace and a hotel.

ALGERIA

On 20th February, two Algerian soldiers were killed and one was wounded following the explosion

of a roadside bomb in Cherchar, province of Khenchla.

TRENDS:

The number of IED explosions has been taken as an indicator of the IED networks activity, whilst

the number of finds/caches is considered to be an indirect indicator of the security actors’

effectiveness.

3. ASSESSMENT:

Algeria, several operations have been carried out throughout the country and several weapons

deposits have been discovered.

Mali, in the month of February, Barkhane (French Force) carried out a major operation in northern

of Mali that managed to neutralize several terrorists. Both MINUSMA and Barkhane continue to

make great efforts in the area.

Morocco, there was the dismantling of a terrorist cell that was operating in the north of the

country. It continues throughout the country in the fight against terrorism.

Egypt, the army forces launched a massive anti-terror operation during this month. The operation

mainly targets the Daesh terrorist in the North Sinai bordering Israel and the Palestinian Gaza

Strip. They discovered many hideouts in the region.

Somalia, the terrorist group Al Shabaab has continued with its policy of committing attacks both in

the center and in the south of the country. It continues to spread terror where it happens and the

number of deaths is increasing.

AMERICA ASSESSMENT

A. NORTH AMERICA

1. BACKGROUND:

The following analysis based on Free Open Sources Intelligence collection, and therefore this

report may not reflect entirely IED incidents in this area of study.

In the period covered by the analysis, there were six incidents recorded in Canada and sixty eight

incidents in the United States. Following the norm in this region, all incidents were either non

important or hoax/false incidents.

2. MONTHLY HIGHLIGHTS:

This month there were no IED incidents meant to harm population in any way.

In Hadley, Massachussets, a company offering storage containers alerted police when an storage

container that was going to be auctioned appeared to be full with several weapons and a white

christalline substance. After the investigation the weapons were a shotgun with no ammunition and a

LAW rocket launcher empty and inert. The substance appeared to be metanfetamine.

In California, the police registered a house after an unknown person left a note on the front door

of a home and found two packages of explosives, similar to C-4, in the backyard. The investigation led

to another location, a barn in Happy Valley, were “ a large amount” of blastin caps were found.

In Missuoury, at least eight Wallmarts had to be evacuated the same day due to calls claiming that

a bomb was set in the shop. Police is investigating if all the incidents are related.

In Chelsea, Oclahoma, an IED was found when searching several labs of metanphetamine. Six

people were arrested on drugs complains.

3. TRENDS:

The month of February showed no serious IED incidents, and the number of IED related incidents

such as false or hoax incidents, or drug related incidents was high, but no higher than other months.

As mentioned in previous months, the population concern of terrorists attacks results in a lot of false

incidents, for one hand, and the possibility of using false alarms with different motivations, such as

revenges or just closing a certain installation.

The number of incidents in this month was high, but roughly average in relation with the

preceding months.

B. SOUTH AMERICA

1. BACKGROUND:

The following analysis based on Free Open Sources Intelligence collection, and therefore this

report may not reflect entirely IED incidents in this area of study.

In February there were just nine incidents in this subcontinent, but seven of them them were

actual attacks. Again, most of the incidents were in Colombia, with the exception of an attack in

Bolivia and two false/hoax incidents in Jamaica and Mexico.

2. MONTHLY HIGHLIGHTS:

The first incident was two attacks in the city of Oruro, in Bolivia, during the celebration of

Carnivals. The attacks were conducted by IEDs made by dynamite, three kilograms in the case of the

second attack. In the first attack eight people were killed, and in the second attack there were four

killed and nine injured. Both attacks occurred in streets close by, and police is investigating the

possible perpretators, as the attacks were not claimed by anyone. Both devices were most likely

TOIEDs.

In Colombia, the Caño Limon-Coveñas oil pipeline suffered two attacks aimed to cut the fuel flow.

These attacks were conducted in Saravena and La Guajira, and both were claimed by the ELN. There

were no victims, and only material damage.

Also in Colombia, a train circulating in the railway line supporting the largest coal mine, Cerrejon,

was attacked with an IED, but only the rails and tracks were damaged. Perpretators were not revealed

by the police, but most likely it was the ELN, the marxist gerrilla who is now in an offensive attacking

key industrial infrastructure of Colombia.

The ELN also conducted an IED atack against a military convoy circulating near the border with

Venezuela. At least five soldiers were killed and ten were wounded.

Finally, in Colombia, two pipe IEDs were found by the military Task Force Zeus, and were meant to

be used by the FARC in attacks against population and military. The pipes were loaded with anfo and

srhapnel.

3. ASSESSMENT:

The ELN continues with its offensive after the closing of the peace talks last month by President

Santos. In the two first months of the year, the Caño Limon-Coveñas oil pipeline has suffered 11

attacks, while last year it suffered 43 attacks. Appart from the pipeline, the attack to the railway

supporting the mine of Cerrejon was also most likely conducted by the ELN, seeking to harm the big

enterprises operating in the country.

ASIA ASSESSMENT

1. MONTHLY HIGHLIGHTS:

PAKISTAN

On 9th February, the Pakistany Police arrested

two suspected terrorist in Gujrat (province

Punjab) and recovered 175 kg of explosives

from them.

Based on OSINT police recovered the

explosives from a car stopped at a picket in

Lala-Musa. The explosives were being

transported in sacks to Gujrat.

Remarks:

In January, the counter terrorism department

(CTD) arrested two suspected Tehreek-e-Taliban

Pakistan (TTP) terrorists on their way on Satiana

Road to carry out a terrorist attack at a sensitive

installation in the city, they recoverd recovered

three kilogrammes of explosives, two

detonators and other equipment from their possession. At least six suspected TTP terrorists were killed

over the past three months by the CTD in Faisalabad region.

On 2th February Officials of the Pakistan Customs declared that they seized 15,520 litres (worth $1.5

million) which was shipped from Poland under the label “summer Fluid” which is used for producing

shampoo. Acetic anhydride is a dual use precursor, a major component for producing HME main charges

for IED and is also used in the manufacturing of heroin.

On 5th February the police seized 500 grammes of explosives, bullets, batteries, remote and wires during a

raid aginst a group which was involved in an IED attack on 29th January in Qasimabad.

On 24th February the Counter-Terrorims Department in Faisalabad, claimed to have foiled a terrorism

plan with the arrest of two terrorists of Tehreek-i-Taliban Pakistan and seized explosives from their

custody on Friday.

On 24th February the police have claimed to have traced the whereabouts of a man who allegedly

ordered 1.000kg of gelatin sticks, which was seized by the police after intercepting a lorry at Mukkom. The

manufacturer of these explosives used a non-existing company name. Over 8000 gelatin sticks were found

hidden in 44 secret boxes in the truck.

On 27th February the Police seized possible IED components from an abandoned house at Talbandh

village in the Mohammadbazar police station area. According to police, 18.000 pieces of detonator, 8.000

gelatin sticks and around 100 kg ammonium nitrate were stocked in the house close to the Jharkhand

border.

ASSESSMENT:

The information about this incident is based on a single source and can’t be confirmed. Even if there is no

information available which allows to analyse this incident, it is probaly that the police seized this

ammount of unknown explosives. Based on OSINT several incidents are happening each month in Pakistan

regarding all kinds of explosives, precursors such as fertilizer and beside these the illegal availability of

small arms and explosives or their precursor components and the information to use them seems to be

still high. Pakistan should initiate a better control of precursors and possible IED components like civilian

mining detonators and theses charges.

2. REGION ASSESSMENT.

According to open sources information, we can observe steady reduction of overall IED activities in Asia

which is more than significant in comparism with the same period one year earlier. However the numbers

of VOIED and TOIED increased. Dramatical and continuous reduction of “others” IEDs which should be

usually better understood as “unknown” that we can see during thle last year is most probably sign of

praiseworthy improvement of local security forces’ exploitation cappabilities.

The majority of casualties is still in Afghanistan and Iraq, followed by Syria, Pakistan and Yemen.

Two rockets fired by PKK-affiliated People's Protection Units (YPG) terrorists from Syria's Afrin hit a

restaurant and a house southern Kilis on Thursday, injuring at least five people. Turkish border units

detected the areas where rockets are fired and bombarded the area with artillery fire. Since the beginning

of Turkey's Operation Olive Branch to clear PKK/KCK/PYD/YPG and Daesh terrorists from northwestern

Syria's Afrin, terrorists have indiscriminately targeted the border, killing five civilians and injuring some 65

others.

In Ankara an explosion at a tax office was caused by a bomb. The suspected (who had trained with Kurdish

militants in Syria) was killed in a police operation and eight people were detained under suspect of links to

the alleged terrorist. The explosion did not cause any casualties.

In border provinces of Hatay, Kilis, two civilians died and at least 12 others injured by rocket attacks

launched by PYD/PKK terrorists from Syria across the Turkish border. The rockets landed in various areas,

notably on a house and near a public market.

A Turkish soldier was killed in a rocket attack by PKK terrorists in targeting the Zer Tepe military base in

the Çukurca district in eastern Hakkari province.

Police also arrested 568 others for suspected ties to the Fetullah Terrorist Organization (FETO) and 10

improvised explosive devices and mines were destroyed in controlled detonations in different provinces.

UNITED KINGDOM

A shopping Centre alongside its bus station and multi-store and car park were evacuated in Great

Yarmouth after a “hoax bomb threat” in a sports bar.

Police launched an investigation after of a small explosion at a house in west Belfast. This was a viable

bomb. No-one was injured in the incident

In the Creeslough Court area a viable pipe bomb caused an explosion in the rear garden at a house. A

number of items have been removed for further examination. No one was injured in the incident.

In Darlington a cash machine was blown up in an attempt to steal money. It looks like thieves have gone

overkill on explosives and the explosion shook houses but only material damage was produced.

Lintot Square in Sussex was evacuated after suspected explosive device was found near a flat. Police

cordoned the area. It was a false alarm.

A house was attacked with a petrol bomb in Banbridge. Only material damage was produced and no

reason is known to attack this house.

A suspicious package was received in the offices of the newspaper “comet” in Stevenage and all the staff

was evacuated. The incident was declared as false alarm.

The Royal Opera House and surrounding buildings in central London were evacuated. Police cordoned the

area and they were investigating a "bomb scare" or suspicious package. It was declared as false alarm.

The bomb disposal unit attended to an incident after a suspicious device was discovered in Glasgow.

Police cordoned the area as they attempted to make the device safe. It was declared as false alarm.

An IED exploded next to blocks of flats in Stockport. The device partly exploded and there was minor

damage to a garage door, but no one was injured during the incident.

The Explosive Ordnance Device (EOD) team examined a suspicious item found in a waste bin near to

houses in Uddingston although nobody was evacuated. It was declared as false alarm.

FINLAND

A flight from Helsinki to Stockholm was canceled at the Helsinki Airport after an anonymous bomb threat

was made. Police found nothing in a search of the plane.

GREECE

In Athens an explosive device went off outside a store of Greece's opposition leader's wife near the

Acropolis hill. There are minor damages to the store but nobody was injured in the incident.

UKRAINE

One Russian fighter was killed and another Injured in a landmine blast in Donbas. Both fighters are

deployed in the occupied areas.

SERBIA and MONTENEGRO

An unknown person committed a suicide with an explosive device at the US Embassy in Montenegro.

Immediately before, that person threw an explosive device into the US Embassy compound. The blast

killed the attacker but did not injure anyone within the Embassy compounds, which was closed at the

time.

SWEDEN

Stockholm city Centre was evacuated after a person found a suspicious packaged in the city’s central

public square. Police bomb squad was called and cordoned off the area. It was a false alarm.

IRELAND

Army bomb disposal team was called following reports of a suspicious vehicle. The area has been

cordoned off for examination. It was a false alarm.

GERMANY

A bomb disposal specialist walks inside Ostbahnhof train station after the building was evacuated because

a suspicious package was found on one of the platforms. German police confirmed it was a false alarm.

PKK supporters set off smoke bomb, throw paint at Turkish Embassy in Berlin. Police are now searching

for four suspects, who fled to a nearby park after the incident.

Germany has witnessed a growing number of radical protests and violence by PKK/PYD supporters in

recent weeks, as the group launched a campaign against Turkey's counter-terrorism operation in

northwestern Syria.

RUSSIA

Over 4,000 people were evacuated from the Okhotny Ryad shopping mall in central Moscow after an

anonymous bomb threat call. Russian police confirmed it was a false alarm.

3. ASSESSMENT:

In general terms, in February the number of IEDs decreased in relation to the previous month.

Several events were reported but many of them were considered hoax or false incidents. Other IED

incidents were related to domestic terrorism or conflict.

To highlight the attack committed in Serbia and Montenegro against the US embassy. At this moment the

investigations are ongoing to determine the motive for the attack although police stated the attack was

not an act of terrorism.

OCEANIA ASSESSMENT

1. BACKGROUND:

The following analysis based on Free Open Sources Intelligence collection, and therefore this

report may not reflect entirely IED incidents in this area of study.

According to the data collected by the C-IED COE, there were seven incidents and all of them were

routine false or hoax incidents.

2. ASSESSMENT:

As is the norm in this continent, the month of February there were no incidents recorded of any

importance. Four of the incidents were just reactions to abandoned packages or suitcases, and three

of them were intended false alarms (Hoax incidents) meant to provoke the reaction or closing of a

specific installation, such as the Broome International Airport in the northeast of Australia.
