Executive Summary

The holiday activities and food programme 2021 is a Department for Education initiative toexpand healthy food and enriching activities to disadvantaged children for Easter, Summer,and Christmas holidays 2021. The holiday provision is for children who receive benefits-related free school meals, with dissemination of funding via local authorities.

Young Barnet had been working on holiday hunger with the Mayor's Fund for London sowere familiar with the concept/proposed project. Within Barnet, Young Barnet Foundationhas partnered with the Local Authority (LA) to support delivery with a specific focus on theCYP VCSE (Young Barnet Foundation members) to supplement the statutory provision,bringing together a wealth of activities and services across the Borough for those aged 5-16.

Building on from Easter delivery, organisations were asked to provide enriching activities,physical exercise, health food education and a nutritious hot meal, over 4 days, 4 weeks ofthe Summer 2021 holiday period with a minimum of 4-hour sessions. A holiday brochure wasdeveloped to accompany the programme, produced by the LA, which contained usefulinformation, guidance, and signposting. COVID hampered planning to a degree so preparation lead time for applications, setting upactivities and sourcing food were shortened due to the changes in COVID restrictions. Foodpartners were limited as traditional routes were not available as council food partners didnot have staff available during the holidays. Utilising contacts, Young Barnet Foundationsourced nutritious healthy hot food within budget with an extremely short turnaround fromproviders within the voluntary sector.

Despite these challenges, the number of activities and places available was above theprojected targets and covered a broad range of activities from sport, art, and outdooreducation. Young Barnet Foundation received a total of 24 applications; one withdrew priorto delivery as COVID restriction changes had implications on their projected attendance.Therefore 23 organisations provided a total of 406 sessions and provided 20,992 healthy hotmeals that were free-to-access by children on free school meals or from disadvantagedbackgrounds.

Herein is a report on the activities that took place and includes the outputs of the projectsalong with feedback from the young people involved in the programmes. This has proved a great opportunity for the LA and the VCSEs to work together to meet theneeds of our disadvantaged children/young people. Taking the 360 of a child’s life, we havehome, school and community/faith, this partnership has given us the opportunity to furtherenhance the community offer and strengthening the existing trusted relationship within ourcommunities by providing funding to 'up' the local community offer.

10-year-old girl: "I have attended for 2 weeks. Ienjoyed the performing arts and Kahoot quizsessions, I liked the sandwiches more than the otherfood".

Axis organised an enrichment activityprogramme encouraging the children andyoung people to engage in play by offering arange of materials and ideas to inspire andchallenge them. This included exciting and funsessions such as art, outdoor sports activitiese.g. football, basketball, athletics and cycling inthe multi-use game area. There were alsoindoor sports activities such as table tennis,dance and acting. Sandwiches, healthy snacks,and refreshments were served during lunchbreak. Assemblies on ‘Healthy Eating andKeeping Well’ and a reward assembly tocelebrate the achievements during theprogramme were held.

We had a successful holiday activity programme. Our6 staff and 2 volunteers worked in rotation to providerich activities and personally engaged with the pupils.The numbers on some days were lower than expectedand there was an attendance issue throughout. Thefood was not always appetizing but overall theprogramme served its purpose.

Arts Depot collaborated with ImpactTheatre and offered a summer camp over11 days from the 16th-27th Augustculminating in a performance in ArtsDepot's Pentland Theatre. The opportunitywas offered for those aged 6-16, with afree hot lunch for all participants.Pamphlets and posters promoting ahealthy diet whilst offering insight into thedietary benefits of fruit & vegetablesincorporated in the menu were on displaythroughout.

We were so delighted to work with Impact Theatrewelcoming 38 children & young people to the venuefor 2 weeks this Summer making a professionalstandard production of Bugsy Malone. The YoungBarnet Foundation grant enabled us to provide a freecooked lunch every day for participants who areusually in receipt of free school meals.

Alexz Educational provided summeractivities for children aged 6–14 living inBarnet. Our project supported and enabledchildren and young people affected byCOVID19, living in poverty to overcometheir situation by offering them access toeducation and activities that will improvetheir life including storytelling throughdrama, art and craft, connecting withnature (STEM activities) and sport activitiessuch as a Tri Golf day.

Every child needs to join free holiday activities nomatter of their parents’ financial situation. Beinginvolved in different healthy activities will help them togrow harmonious and develop themselves into aresponsible adult.

Young Person R, a male of 9-years-old said "Me andmy friends have been to lots of different summeractivity clubs but this one is our favourite".

Barnet Borough Scouts provided youngpeople in Barnet the opportunity to learn newskills whilst having loads of fun and makingnew friends. Each session was tailored to theage range of the young people withappropriate activities and skill sets. Activitiesfor older children was focused on softer skillsof teamwork, co-operation, andcommunication skills. Activities for youngerchildren had the same themes and wasdelivered in a different way. For youngerchildren we focused on developing dexterityskills through arts and crafts and learningnew skills like how to tie knots or origami.

My main point of feedback is the booking system. Aswe previously discussed the booking portal was notvery user-friendly for us as the end-users. See notesin feedback and Recommendations.

16-year-old female. "The seaside trip was the bestever trip I have been on with the lunch club - the BBQwas great, and all the leaders are really good fun"

Young people were offered a series ofactivities and a cooked meal as a part of aSummer Lunch Club. Each day there were2 sessions each lasting for 2 hours. Thefirst session was sports-based activities.The second was a range of art, craft andfood activities as well as games andgardening activities, in addition to sessionsrun by expert tutors/coaches. At the end ofthe session children were given anutritious 2-course meal freshly cooked onthe premises. There were organisedoutings, to forest schools, outdooradventure playgrounds, the ScienceMuseum, theatre shows and the cinema.

"We were very lucky this year to secure the fundingfrom HAF. This enabled us to increase the staff,volunteers, hours and the range of trips and activities.This was one of the best summer programmes wehave ever run, and the young people and parents werereally happy with it."

"The sessions have been great this summer and I am comingback next year to play again. I love the T-shirts! A lot of peoplehave asked how I got it. Also, this season I am going to joinBarnet Bulldogs as the coach has given me the clubs details. Myfavourite player is Kevin Durant and I hope I can play like himone day".

The basketball & activity sessions weresuitable for 9‐16-year-old, male andfemales. Sessions were devoted tobasketball coaching sessions, and the restof the time devoted to approximately 1hour for nutritional education. The otherhour was to be used to deliver a range ofsocial and personal welfare discussions.

This summer has been very successful the weather has beengood, so the outside session has been able to be delivered. Weengaged a lot of new participants, and it was really satisfying tobe able to feed the participants lunch and in a lot of cases, itwas needed. Those who attended regularly enabled friendshipsto grow between participants and the coaches which enhancedthe atmosphere day by day. We gave all participants T-shirtsand being able to provide free lunch to everyone was greatlyappreciated.

A 14-year-old male said, "I enjoyed coming most daysjust to meet my friends. However, the program was sowell organised. I felt I couldn't miss a second of it. Iwould not have had much to do if not for the SummerProgram."

Chaverim offered a program to youngpeople and children - who wouldn'totherwise get the opportunity to enjoy theirholiday time - with fun, structure, andenjoyment. Those attending don't go awayon holidays and their families generallydon't offer them any form of activity in theirholiday time. The children and youngpeople were involved in activities andprograms with an educational structurethat gives each young person that joined,the opportunity to build their confidence,feel accepted, and learn life in addition tohaving a holiday whilst being home.

This summer was always going to be a big challenge.However, the support we received enabled us todeliver a well organised meaningful summer programwith structure to enable each young personparticipating to feel nurtured, safe, and have a goodtime in a positive environment.

Fresh Arts ran a programme of drama, dance,art, and music. The drama sessions were usedto teach children about healthy eating in a funand active way.

The key achievements of our project were working with 94 childrenfrom Barnet who were in receipt of Free School Meals alongside ourpaid participants over a period of three weeks. Children had theopportunity to work with our highly skilled professional artisteducators and participated in daily arts and crafts, dance, drama,and singing as well as wellbeing activities. Throughout the day therewere themes which the artists would feed into each subject abouthealthy living. There was a particular focus on this in Drama and inthe art projects undertaken. A key achievement of our project is thatchildren were able to perform songs, dances, and drama pieces toeach other at the end of each week. Children grew in confidenceand self-esteem and reported that they enjoyed the activities. Inmusic and dance, children worked on the musicals Matilda, Charlieand the Chocolate Factory, and Mamma Mia and Oliver. In art, theydid tie-dye which was incredibly popular, made clay models of fruitand vegetables and painted them, made a healthy food wheel,created canvases based on identity, and did lots of painting.Children enjoyed games and competitions throughout the day andwent home with a daily prize. We were incredibly pleased thatseveral children who had signed up for only one week stayed withus for the full three weeks as they enjoyed the sessions so much.

One young female aged 10, who attended theactivities at Grahame Park said: "Overall the activitieswere good, and I really enjoyed the offsite trips. A lotof the things at youth club I have not done before."

FUSE engaged children and young peopleliving in social housing through funsessions and social activities whichconsisted of sport, arts and crafts, hair,and beauty, filming and healthy eatingprogramme. Outings were organised totrampoline parks, swimming, and kayaking.

We had a many young people attending the summeractivities, a lot of young people who were attending theproject for the first time. it was great that we were ableto cater to those both on free school meals and thosethat weren’t within the funding as we received fromHAF and the National lottery.

Young Person B, an 11-year-old female said: I thinkthat Fresh Arts Holiday Camp is fun and exciting,and all the teachers are nice and help with activities.I like the activities because they are physical andcreative, and I love doing the activities that are arty,but I also very much enjoy dance and drama. I havenever learned a dance sequence before and it wasfun to try it out. I love drama and art the mostbecause they're very creative and I love to takedifferent character roles.

10-year-old male said: "I enjoyed making new friendsand the whole farm experience!"GROW ran a 10-day outdoor learning, well-

being, and farming holiday programme for9–11-year-old free school meal recipientsfrom the Underhill Ward, delivered at theGROW Farm.

It was such a joyous 2 weeks to run. We had some visitors tothe farm on the last day and 3 of the children showed themround, sharing their knowledge with them about howtomatoes are grown, why polytunnels are used and whybeans are grown vertically. We had a ceremony at the end ofthe week and the children were so proud to receive theircertificates. Children and parents led in a survey, and wehad over 80% rate the club 10/10 and all parents state thatthey would send their child again.

Young person AA, a 14-year-old male said: "This projectwas the highlight of my summer, all I would be doing if Iwasn't coming here would be playing PlayStation orhanging around on the street with friends. It's been a goodsummer; I've been able to meet and play with new peopleand I've made some good friends"

Kickoff@3 CiC (Barnet Ballers) inpartnership with Kick Action Academysupported by Pro Touch delivered a four-week multi-sports and nutritional educationalactivity programme for children and youngpeople aged 12-16 years old. A generalstreet safety workshop was delivered by aserving Police officer.

The KickOff@3 in partnership with Kick Action Academy 'BarnetBallers' programme which was run for 4 weeks over the summerholiday turned out to be a great initiative with those youngpeople that attended thoroughly enjoying themselves andenjoying the activities that were on offer to them. Feedback fromparents and young people themselves suggested that a projectof this nature should be delivered more often and that many ofthem would love to come back if it was to be delivered again. Our biggest challenge on this project was trying to get moreyoung people to attend, especially those that receive free schoolmeals. As this project was planned quite late, I believe that wedid not have enough time to promote it properly, especially as allschools had closed by the time, we had put the plan to action,this meant that we couldn't approach schools to spread theword. There are many learning curves that have come from thiswith the main one being more planning time and betterpromotion, however, I believe if we do deliver this again it will bea greater success. Overall, this has been an enjoyableexperience for us as an organisation and for the young peopleand we hope to be able to deliver it again

In the scheme I really like playing air hockeyand talking to my friends about frogs.

Langdon ran a programme for childrenand young people across the Jewishcommunity who have autism and learningdisabilities. The programme focused on funactivities, including arts, crafts, cookinghealthy meals, drama, dance sports andfitness and building social communicationskills.

We received very positive responses from Brady SummerScheme’s participants. They clearly enjoyed coming on summerscheme and solidified friendships or made new ones when theywere with us. 80% of participants said that they felt moreconfident because of their attendance on the scheme. Memberslike the staff and feel that they organised the scheme saliently.Over 90% of the respondents said that they would be returningfor more activities run by Brady in the future. Our results seemto indicate that the summer scheme runs for an appropriateamount of time, both with regards to its daily hours and thedates that it’s scheduled for. One area for review would seem tobe the outcomes for Jewish identity from our scheme. Just overhalf of respondents said that they felt more Jewish after ourscheme and around 65% of them said that they felt more of aconnection to Israel. While these show several positiveresponses, it also highlights our need to, and more ways thatJewish and Israel education can be an effective and relevantpart of our summer schemes.

The programme consisted of sociallyinclusive activities of food arts: duringwhich healthy meals and cooking weredemonstrated in daily groups led bysupervised Youth Team Leaders,physical fitness exercises inside and inopen safe spaces, mental andemotional challenging activities withboard games, music/dancing andoutings to various educational andamusement establishments and socialeducational outings.

"I had a lot of fun playing football and doing other activities at thecamp. There were lots of kids my age, so I was happy and reallyenjoyed my summer holiday because I met new friends and I learntnew football tricks", Young Person A, a 12-year-old female.

Pro Touch delivered a programme ofmulti-sport workshops outdoors aroundnutrition, food, and healthy eating.Activities included, Fencing, Mini-Tennis, Table Tennis, Speed and Agilitycourses, Football Tennis, Skipping andnon-contact boxing.

We achieved multiple goals that we set out to accomplish.Foremost of these was getting children active andinteracting with their peers after a long lockdown. We gaveout healthy balanced meals to our attendees as well aseducating them on healthy diets, habits, and exercise. Weprovided high quality football fun, where skills andfriendships could develop.

I Z, male, aged 8 "I don’t like celery or hummus. (Staffconvinced me to try it). I still don’t like it, but I like it alittle bit more now that I’ve tried it.

D, female, aged 10 "I love hummus, I love makinghummus, I didn’t know this vegetable (green andyellow pepper) tasted so good with hummus. Iknew carrots did which is why I’m having these(carrots and peppers with homemade hummus)".

Resources for Autism provided a specialistholiday play scheme to autistic children andyoung people aged 8-16 years. Activitiesincluded art and creative opportunities, role play,simple cooking, and team games.

Our young people engaged in enriching activitiesthat developed their communication, social skills,and confidence. We were able to successfullyintroduce all our participants to healthy food.

This is a good way to communicate withfriends and family and have fun together. Itfeels like we are a family having fun together.

Children and young attended ourcentre and participated inenriching sports/arts-relatedactivities all whilst educatingabout the importance of healthyeating and living. The activitiesincluded both indoor and outdooractivities; boxing, martial arts, art,basketball, football, and muchmore and hot meal was provided.

Overall it was a great project and has allowed theyoung people an opportunity to feel at ease postCOVID restrictions. A lot of people had reported areduction in their young people feeling anxiousbecause of coming to the centre and many have putin requests for us to do some of the activities duringour weekend club.

FUSE at One Stonegrove lead thedelivery, of a programme of activitiesfocused on engaging children & youngpeople centred on activities thatdeveloped social and life skills and offsite trips.

Our young people engaged in enriching activities thatdeveloped their communication, social skills, andconfidence. We were able to successfully introduce allour participants to healthy food.

Weprovided various learning, social, andfitness activities such as keep fit, t-shirtdesigns, cooking, arts & craftsincluding an activity that providesnutritional education. Great Success so many children and surprised to

see that many youngsters

"My 8yr old daughter E and 5yr old son went to the Basing Hill ParkSummer camp for nearly four weeks in the summer holidays. Theyhad so much fun riding bikes, playing badminton, basketball, tennis,and many other activities. They made many friends at the camp.They were there regardless of the weather. Anthony, Dominique,Brian, the staff, and volunteers are extremely friendly and hard-working. This is the best place to take kids for the summer holidaysfor activities. My children enjoyed every single meal they served atthe camp. They are looking forward to going back to the campduring the holidays. I sincerely hope this camp will receive thefunding it deserves."

THOCH ran camps for low-income families whouse Basing Hill Park and engaged them inleisure activities, community workshops aboutnutrition and sports such as cycling, walking,basketball, volleyball, badminton, and tennisduring the school holidays.

We regularly entertained the children four days a week throughthe month of August and delivered nearly 1000 hot meals togreat success. Attendees were diverse and came from thewhole of the borough of Barnet. We were pleased most becameregulars even though similar programs were available to themand usually closer to their homes. We were informed by theparents that this was because their children enjoyed theactivities, food, and the diversity of attendees. We inducted two12 year old children into our stable of young volunteers. Thechildren and sometimes the parents participated in cycling,badminton, tennis, and basketball games, painting andcolouring classes and Chess games. The children expressedtheir delight at the opportunity to participate fully in all theactivities without being charged and thoroughly enjoyed theirmeals. They were disappointed when the program completedbut are looking forward to future dates. We would tell anyonewho did not know about the scheme that it was the bestsummer of activities and food the attendees had. Friendshipswere built by the children and parents, and we have madefriends too. The children and their families were as committedto the scheme as the program leads and this promoted acommunity feel.

Tzivos Hashem ran multi activity funprogramme for boys aged 6-11, along withnutritional education.

We want to thank Barnet Young Foundation andSpace2Grow for reaching out to us and partneringwith us in ours summer scheme. Over the 2-weekperiod, we saw how the children excelled, each in theirown area: some in sports, some in crafts, some indrama and acting. It was beautiful to see the childreninteracting with one another, many of whom did notknow each other before the summer. "An armymarches on its stomach". By us being able to provideproper meals for the children, not only was theiremotional wellbeing being taken care of, but theirphysical too. We thank you again for reaching outguiding us throughout the process.

"I really liked making new friends and the differentactivities we did. I loved searching and paintingstones to take home, and the games like hide andseek.

A free-to-access woodland-basedholiday club (in Coppetts Wood). Anexploration of the great outdoors in asafe, supportive environment with a hotnutritious lunch.

We were able to offer 120 session places tochildren in local schools who were on free schoolmeals. We worked hard to have full turn out everyday and for the children to have 4 hours of fun, playand exploring in the local woodlands.

Wonderful activities and amazing people.Grange Big Local, worked with SOTO CICto run a two-week summer scheme, aimedat children from 5- 16 years old. Thesessions were for mixed abilities andmixed genders. Sessions consisted ofmulti-activity, including a mixture ofactivities: Dance, Drama, Singing, MusicalTheatre, Multi-sports, Mixed Martial Arts,Inflatable Gladiator Duels & Sumotournaments, no-bake baking, and arts &crafts.

We were able to reach a lot of people from ourtarget area. Kids made new friends. We were ableto take them out on day trips as well as have themtry loads of new activities. SOTO was amazing.

6) Volunteering

Volunteering Barnet, as part of the Barnet Together partnership, were requested tosource volunteers to support and enhance the delivery of the HAF programme. Thiswas beneficial to staff and children on the programme.

Volunteers bring expertise, interest in working with children and can act as anadditional pair of hands to support the smooth-running of the programme. This is anexcellent role, as many are interested in volunteering with children, supporting thisproject/cause and engaging with their local community.

The flexibility of the opportunity was also a positive part of the role, meaningvolunteers can give their time around their other commitments. Volunteering Barnetworked mainly with LBB Council and Young Barnet Foundation as a partner on thisproject, to develop a volunteer strategy and process. Barnet Together reach was fullyutilised to promote the role with the networks, Inclusion Barnet who supported us withDBS processing and confirmation.

7) Recommendations

YBF members delivered nutritional education across the borough providing a variety ofactivities to support children and young people’s knowledge on healthy eating throughoutthe programme. Members have requested that additional resources such as workshopsand training manuals. As they feel it would be beneficial for future delivery. Key campaignssuch as Change4Life resources should be used for future programmes.

Food provision was focused on healthy eating. Members have recommended that childrenand young people consume their meal as group with activity leaders as this encouragednew healthy eating habits.

Members requested that menu’s from YBF and LBB food partners be provided ahead oftime so activity leaders can plan sessions around the food being delivered.

Members acknowledged that whilst the food being delivered by LBB and YBF foodpartners was greatly appreciated, more child friendly options needed to be available.Possible tasting sessions would be useful for future programmes.

Food partners TAPF and GoDharmic worked tirelessly to ensure meals were delivered ontime. However, delivery was hindered at council sites due to the lack of information onexact staff contact details and the time spent looking for onsite leaders. Each partnerrecommends having an onsite phone number to ensure food is delivered quickly.

Each food partner worked with the council to include child friendly options and improvequality where needed. Future recommendations would be for tastings with children andyoung people.

The process for the LBB booking system caused several issues with registers not beingavailable and logins not being sent to members to allow enough time for assessment. Atraining session for YBF members to understand the management system would helpmembers navigate the website better. Feedback received;

Every time we updated it as a user the data would vanish as soon as the portal was updated fora different day. Luckily we kept our own registers as we would've had no way of historicallyseeing who attended.

We were not able to add to the register, so we had children who turned up some days but werenot booked on we had no way of logging this.

Unable to see the waiting list so when we were asked questions about it, we did not have theinformation. Which was could be irritating when we knew we had children on the waiting list andknew some children wouldn’t turn up.

The booking forms seemed to close very quickly and be inaccessible after the project whichhas meant the spreadsheet attached is not as completed as I would like it to have been.

SEND provision was dealt with on an ad hoc basis except for YBF members who have anexisting cohort and networks to SEND children and young people. The variety of trainingand for SEND provision needs to be increased.

Members have stated that a series of nutritional education, healthy eating and SENDprovision workshops would be the most beneficial for the programme. Membersrecommended the addition of fruit being delivered as a healthy snack boostedprovision for the programme.

More thought needs to be applied to this strand.

If personal budgets are not applied to support individuals to attend activities thenalternative funding needs to be earmarked.

Need an application process to access/apply for additional funding to provide 1-1support or small group support.

SEND

Locations of volunteering placement should be well in advance, to target volunteers in thepriority areas and will also allow the volunteers to be more prepared for the role.

Communication with LBB departments needs to on a regular scheduled basis which willallow the flow of information to be shared quickly and in advance of tight deadlines. Thiswill result in the onboarding of volunteers to be quick and efficient with time to completeall the relevant paperwork/training quickly.

Processes and next steps need to be in place before recruitment starts for themanagement of volunteer expectations.

Young Barnet Foundation worked closely in partnership with the council to secure and increaseHAF provision for Summer 2021, with a total of 23 members delivering across Barnet

The invaluable steering, working and project groups with the council allowed for a quickfeedback loop with YBF which allowed for quick turnaround of grant application

YBF carried out a total of 23 Quality Assurance inspections all members met the high standardsset in place in collaboration with LBB Family Services department

YBF secured training with Public Health and BELS to enable cross working adding valuabletraining to be delivered to providers. Both were pro-active in meeting the project brief

The YBF staff team followed efficient and agile project processes. Subsequently the team wasinstrumental in securing food partners for the project and ensured initial payments were madeon time to both charitable partners to meet project deadline

YBF through the Barnet Together collaboration sourced additional fruit snacks through theBarnet Food Supplies Hub to provide 7196 of individual fruit portions to LBB BACE and YBFmember providers. The additional fruit snack proved vital to supplement those children andyoung people suffering from holiday hunger

Attendance across Summer 2021 provision was steady, with a slight drop off at the beginningand end of summer. This reflected the national average attendance trends withparents/guardians choosing to take children and young people away on trips or spend timetogether face-to-face as a family or with friends

Attendance of CYP in receipt of FSM was a total of 71%, with a total of 17% of non-FSM. 11% ofthe total is unknown as YBF stated in its award criteria that families suffering from financialhardship could attend the HAF programme. It is widely acknowledged that families feelstigmatised by being identified as being in financial hardship so this could be the main reasonfor a small percentage of unknowns

Providers were given the flexibility to accommodate for children and young people known to beliving in families suffering financial hardship.

COVID restrictions meant that Members had contingency plans in place following governmentguidelines of bubbles. Members were quick to follow risk assessments and as a result, only oneYBF Member shut down provision throughout the summer

In the case of children not being able to attend due to COVID isolation, Members where possibledelivered fresh hot meals to children and young people’s homes going above and beyond tocombat holiday hunger

Members acknowledged that children and young people can be fussy or slow to try new healthyfood and that this area of work in the programme is essential for children and young people tomake the right choices

The HAF programme has been key to boosting holiday provision for children and young peoplein need across Barnet

Working with local groups has enabled greater flexibility to adapt to individual and group needsas it is based on local knowledge
