Mir said that such statements would surely harm the commu- nal harmony in JK as the statement hurt the senti- ments of people. “I believe the statement he has made was totally distortion of facts and unfortunately the statement has been given by a CM whose party is rul- ing almost every state of the country at present,” he said. National Conference (NC) General Secretary, Ali Muhammad has said that the Chief Minister of Uttar Pradesh should focus on the situation of his own state as the communal situation there has never taken place in other states. “He is trying to divert the attention from his state. Kashmir is known for communal harmony and broth- erhood, people of Kashmir showed communal harmo- ny when people of Kashmir stood alert for the safety of Sikhs and Hindus and even ensured safety of minority with the toy weapons. Voting and counting for Phase-I of Panchayat Polls-2018 is scheduled be held on 17 November 2018. According to a spokesman of the office of Chief Electoral Officer, J&K, in Kashmir division, 713 nominations have been filed for 259 Sarpanch Halqas and 2383 nominations for 2021 Panch wards while in Jammu division, 1173 nominations have been filed for 288 Sarpanch Halqas and 4380 nomina- tions for 2130 Panch Wards going to polls in Phase-I. He said the last date for filing of nominations has been extended by four days in Gurez Block of dis- trict Bandipora in Kashmir division in view of the fresh snowfall in the area. Governor further also alleged that Jammu and Kashmir Governor is bringing bad name to Kashmir it's the corrupt officials who destroy the image of Kashmir. Malik told reporters "the politi- cians who are saying that the Governor is giving bad name to Kashmir, I must say that it is not me who is giving bad name but it is those corrupt official who are giving bad name to Kashmir". Governor said that he and the secretary of the bank have given direc- tions to the subordinate staff for ensuring smooth functioning of the bank. "Some youth and bank officials came to meet me at Raj Bhawan and told me about the irregularities in the recruitment process for the appointments made by the bank. But, whatever they told me was not the Gospel truth. Things will come to the fore only after an enquiry," he said Wednesday in his first media interaction in Jammu. "JK Bank is doing a great business. It is a won- derful institution and we will ensure it functions properly," he said. On corruption in Kashmir, the Governor said that some people have been distorting his statements by claiming that entire Kashmiri com- munity is corrupt. He said, "I have not defamed Kashmiris. Rather, those people are defaming the Kashmiris who are indulging in cor- ruption. I have seen two facets of Kashmir: the poor and the opulent and rich. I want to end this cul- ture to make every resi- dent of Kashmir happy and wealthy and it will be possible only after corrup- tion will come to an end." Singh took over as interim chief of the state police force on September 6 after his predecessor S P Vaid, caught in a verbal duel with the new Jammu and Kashmir administration, was shunted out and post- ed as transport commis- sioner. She said that self-deter-mination has long beenrecognised as the right ofpeoples of non-self-gov-erning colonies and trustterritories to independ-ence and self-government.

Pointing that there arestill 17 non-self governingterritories which are invarious stages of decoloni-sation, Tripathi said theinternational communitymust step up efforts toreach the conclusion ofthis long-drawn process.

She described Palestineas the "unfinished task" inthe realisation of the rightof people to self-determi-nation, saying India iscommitted to the cause ofthe people of Palestineand the country has sub-stantially scaled up bilat-eral development partner-ships and increased con-tribution to the UN Reliefand Works Agency forPalestine Refugees in theNear East (UNRWA).

On the issue of racism,Tripathi said despiteefforts made in combatingracism, racial discrimina-tion, xenophobia andrelated intolerance, thesepernicious ills continue topersist in different formsand manifestations.

"Rise of exclusionistideologies inciting dis-crimination and violence

threaten to subvert theglobalised economicorder and social cohe-sion," she said stressingthat there is need for com-prehensive legal andadministrative responsesto counter emerging chal-lenges.

She voiced India's con-cern over the alarmingrise in use of digital spacefor dissemination of racistand xenophobic materialas well as for recruitment,networking and fundrais-ing by groups espousingthese ideologies.

"We must acknowl-edge that racial equalityand freedom of expres-sion need not be pursuedin a zero-sum manner,"she said adding that pri-vate entities includingconventional and socialmedia and civil societyneed to develop andobserve codes of conductthat embody commitmentto racial equality and non-discrimination.

"Apropos our earlier press release regarding Tralencounter it is further informed that the dead bodies ofthe two militants were recovered from the site ofencounter along with arms and ammunition includingM4 and AK 47 rifles and other incriminating materials,"said a police spokesman. The slain militants have beenidentified as Showkat Ahmad Khan, resident ofHandoora Tral and Usman from Pakistan, he said,adding they were affiliated with JeM. The spokesmansaid the same group was involved in a "series of attacksand firing on the security forces' camp from a distancein recent times."

Commissioner FoodSafety Dr Abdul Kabir Dartoday flagged-off a rallyunder Swasth Bharat Yatrafrom Handwara here.

The rally comprisingstudent from various edu-cational institutions ofHandwara, prominent citi-zens, cycling enthusiasts,civil society members andother people passedthrough various marketsof the town to sensitizepeople about food safetymeasures.

The event was organ-ized by the Food SafetyDepartment Handwaraunder the aegis of theMinistry of Health andFamily Welfare,Government of India.

On the occasion,Commissioner said thatthe need of the hour is tocreate awareness about

healthy food choicesamong people, particular-ly youth to avoid non-communicable diseases.

He emphasized that

food safety has nowemerged a national con-cern, making it imperativeto follow the advice ofexperts and also dissemi-

nate the message of foodsafety across the villages.

Dr. Kabir said thatlifestyle has changed rap-idly owing to the econom-

ic affluence of people, withthe result "we have tochange our eating habitsfor healthy living."

He asked students tocultivate the habit of con-suming fresh and dryfruits as part of a balanceddiet for proper mentalhealth thereby helpingthemselves achieve betterresults in terms ofincreased concentrationand better temperament.

The participants laterpledged to eat right, eatsafe, eat healthy and eatfortified food besidesreducing intake of exces-sive sugar, salt and oils, amajor cause of manyavoidable diseases.

The function wasattended by ADCHandwara, Gulzar AhmadBhat, officers of subdivi-sion, officials of ACFSHandwara, students andother concerned.

Secretary Social Welfare Department, Dr. Farooq

Ahmad Lone today chaired a meeting of the officers of

Social Welfare, ICDS and ICPS department of

Baramulla, Kupwara and Bandipora at Dak Bungalow

Sopore.

The meeting aimed at thoroughly reviewing the

progress of the services provided by the departments.

The Secretary impressed upon the DSW Officers of

the three districts to ensure sanctioning of the extra quo-

tas allotted under old age and widow pension schemes

at an earliest. The PMMVY, Poshan Anhiyan and con-

struction of ICDS centres was also reviewed.

He impressed upon the officers of ICDS department

to ensure availability of nutrition at Anganwadi centres

on an immediate basis. The officers were directed to

ensure regular inspections of Anganwari centres.

The indicators of the Aspirational District pertaining

to the ICDS were also discussed during the meeting. The

meeting also discussed the achievements under ICPS for

the three districts.

The meeting was attended by District Program

Officer Baramulla, Director Planning A.G. Malik and

other concerned officers.

The DivisionalCommissioner Kashmir,Baseer Ahmad Khan todayflagged-off SAUBHAGYARaths from Sheri KashmirInternational ConventionCenter (SKICC) meant toprovide on-spot powerconnections to the left outhouseholds under the elec-trification scheme.

The SAUBHAGYARaths' shall move in eachdistrict for one month fromOctober 31 to November 30to rule out the possibility ofany household remainingun-electrified

According to the statusof SAUBHAGYA (SahajBijli Har Ghar Yojana)scheme in Kashmir divi-sion, the PDD has regular-ized 144360 illegal connec-tions with effect from 11October 2017.

Pertinently, the SAUB-

HAGYA scheme waslaunched in September2017 with the aim to elec-trify all households in thecountry.

The scheme was meantto provide free electricityconnections to belowpoverty line (BPL) house-holds and the beneficiariesfor free electricity connec-tions were identified as perthe Socio-Economic andCaste Census (SECC) 2011data.

It was said that a strate-gized action plan wasadopted for achieving centper cent electrification byproviding electric connec-tions to households requir-ing no additional infra-structure and by way ofextending the existing LTlines for the remaininghouseholds as well.

Further, various othermeans were also adoptedlike energizing locally cre-

ated LT networks throughDG sets for householdsrequiring the longer timefor grid connectivity toensure adherence to stipu-lated timelines and SolarStandalone off-grid solu-tions for households locat-ed in extremely remoteand inaccessible areas.

Besides, a large numberof camps were also organ-ized in different villagesacross the Kashmir divi-sion including those locat-ed in border areas by thedepartment during the lastone year for the maximumpublic outreach.

On-spot electricity con-nections were providedduring these camps andinnovative methods likedeveloping a mobile appfor conducting e-survey ofun-electrified households/e-registration of electricconnections were alsoadopted.

The 98th meeting ofBuilding OperationsControlling Authority(BOCA) of J&K Lakes andWaterways DevelopmentAuthority (LAWDA) washeld here today.

The meeting was heldunder the chairmanship ofVice Chairman, LAWDA,Dr Syed Abid RasheedShah during which 25cases were placed beforethe BOCA and 13 caseswere approved as per the

recommendations, NOCsof various departments.The meeting was attendedby Member SecretarySumera Shameem, ChiefTown Planner, Kashmir,Assistant CommissionerRevenue, Srinagar andother concerned. Someof the cases were rejectedon the basis of classifica-tion of land shown as AbiAwal. Few cases wererejected on the basis ofcontradictory land use asenvisaged in the MasterPlan in vogue.

VC LAWDA stressedfor timely holding of theBOCA meetings so as toclear maximum cases ofbuilding permission.

He also stressed uponthe general public not toresort to illegal construc-tions in and around waterbodies including Dal Lakeand Nigeen Lake. He saidno construction activity, ifany, within 200metrs fromthe lake or green beltshould come up and theviolator shall be dealt withstrictly under the law.

was held regarding thepossible skill develop-ment areas and optionskeeping in view the exist-ing education and techni-cal skills of the projectaffected persons.

Sudhmahadev, LattiUDHAMPUR, OCT -31: On the directionof District Development Commissioner,Udhampur, Ravinder Kumar, TehsildarChenani, Amit Verma conducted a daylong extensive tour of remote area ofSudhmahadev and Latti Tehsil, Chenaniof District Udhampur.

During the whirlwind tour, TehsildarChenani issued/distributed 60 miscella-neous type of category certificates vizRBA, SC, ST in Niabat , Sudhmahadevand Tehsil Latti as well so that peoplecan contest Panchayat elections reservedfor SC/ST candidates .

of AH Deptt KmrSRINAGAR, OCT 31: The activity of theAnimal Husbandry Department Kashmir on‘World Rabies Day’ has featured in therespected ‘Global Alliance for Rabies Control(GARC)’ website. GARC is the leading inter-national rabies non-profit organization.

Regarding the anti-rabies campaign inKashmir , the GARC website states that massawareness programmes regarding rabies elim-ination from the province through educationalseminars/sessions, events in different educa-tional institutions of the Kashmir valley wereorganised, reads the information on the web-site of the organizationwww.rabiesalliance.org.

“These different activities highlighted thepossibilities of rabies elimination throughmass awareness at grass root level targetingvulnerable sections of the society,” it reads.

The website also states that different com-petitions were organized and the winners andrunner-ups were felicitated on 28 September2018 by the chief Guest Dr. A. H. Samoon,Principal Secretary Animal, Sheep, Fisheriesand Transport department.

learnt that all such so called leaders

are preparing to join hurriyat to fight

unitedly for azaadi which they used

to do under the guise of politics.

However, Peoples Democratic Party

(PDP) said the attempts are being

made to erode the credibility of the

vital institutions of the state and pre-

pare ground for out of the way inter-

vention in Jammu and Kashmir. Dr

Mehboob Beg stated that deliberate

attempts with sinister motives are

being made to discredit the institu-

tions like Jammu and Kashmir Bank

and Public Service Commission of the

state. He added that besides that

doubts are being created in the minds

of people about the efficiency of the

administrative machinery of the state

which is one of the best in the country

and has been acclaimed as such. Beg

said that after a lot of struggle and

reforms, the credibility of these insti-

tutions has been built over the years

and there is need to unanimously foil

any such nefarious designs that are

aimed at undermining the importance

of such places.He added that for the

first time in the history of the state,

the PDP led government established a

full-fledged Public Service

Commission, appointing the best

members and the chairman with

proven integrity. Beg said the candi-

dates selected through the Public

Service Commission are selected

purely on the bases of merit and they

have been showing their acumen and

efficiency in the field.PDP leader

added that the JK Bank is at present

the target of the vested interests with

attempts being made to sabotage its

progress. “The fact known to one and

all is that the bank has the transparent

system of recruitment and PDP

denounces the attempts being made

to defame such institutions of the

state,” Beg said. On the other hand,

Mehbooba Mufti has sought the inter-

vention of Union Home Minister

With the Supreme Courtmaking it clear that Ayodhyacase will be heard only inJanuary 2019, since it is not apriority, it will be interestingto see what the Shiv Sena willdo with its plan to rake up theissue in the run-up to the LokSabha elections.

And will Sena chiefUddhav Thackeray’s rhetoricagainst the BJP — that if theBJP is unable to build theRam Temple, Shiv Sena willbuild it — hold good thistime around? I am sureUddhav knows the issue isnot about funds for construc-tion of the temple.

It is a legal and the politicallabyrinth, and he knows itonly too well.

Uddhav knows that con-struction of Ram temple inAyodhya has never been theSena’s responsibility — and itwill not be in the foreseeablefuture. These tactics, howev-er, are not new to the Sena.

In 1992, Uddhav’s fatherand Sena supremo BalThackeray was quick toannounce that he was “proudof the Shiv Sainiks who wereresponsible for bringing theBabri Masjid down.”

He knew very well that

Sainiks alone were notresponsible for bringing themosque down, but since noone was willing to accept theresponsibilty, he was quick totake credit.

Balasaheb knew very wellthat he and the Sainiks couldnot be implicated in any way.

He bacame the “HinduHriday Samrat” or the con-queror of the hearts of theHindus — a political imagethat suited his hard-line ofHindutva politics and wasmuch sought after in thosedays.

Over a quarter century

thence, Uddhav seems to bereplicating his father’smoves.

However is the situationthe same as it was in1992?While Bal Thackeray

attempted to take credit forBJP’s actions and ride theHindutva wave, Uddhav’scall of “Chalo Ayodhya”seems to be miscalculated.The Sainiks perhaps wantedto create a fracas ahead of theSupreme Court hearing.

In a hurry to ride themandir wave, Uddhav'sbirthday hoardings were putup outside Matoshree, giving

the 'chalo Ayodhya' call. With the government at

the Centre battling multipleconcerns including economicwoes, rising fuel prices, notmuch to show on “Make In

India” front and farmers’despair — Sena knew the BJPwould use the Ram Mandirissue to ride back to power.

The Supreme Court’srefusal to refer the Ayodhyacase to a larger bench andMohan Bhagwat calling for alaw to build the Ram temple,just ahead of Uddhav’sDussehra rally — further con-firmed the Sena's

assesment.Shiv Sena has late-ly been very critical of the BJPgovernment — not only inMaharashtra, but also at theCenter.

Sena, despite being part ofthe government, has beencalling it a complete failure.

The scenario was differenttwo years ago when BJP, win-ning one state election afteranother, did not care muchfor its coalition partner.

However, things are differ-ent now.

Despite Saamana (Sena’smouthpiece) lashing out atthe BJP on every issue, boththe parties understand itwould be impossible torepeat their 2014 figures of 42out of 48 seats if they don'tally with each other in theupcoming Lok Sabha elec-tions — especially now, as theCongress and NCP seem tobe heading towards forminga grand allinace with smallerparties.

Perhaps Ayodhya lookedas an easy way out forUddhav at that point.

However, in hindsight,Uddhav has to answerwhether his party will actual-ly build the Ram Mandir incase his political ally isunable to — BJP clearly can-not do so before the elections.

open defiance of the

channel, Union Minister of

State for Micro, Small and

Medium Enterprises

Giriraj Singh warning peo-

ple about Hindu senti-

ment, Ajit Doval warning

Indian voters that India

needs a stable government

(no prizes for guessing

which one) and Prime

Minister Narendra Modi

asking for donations from

the public via the

NamoApp.

How are all these seem-

ingly separate instances

related?

In all these instances, in

my view, there is an over-

stepping of boundaries

and assigned roles consid-

ered di rigeur earlier,

either by the dilution of

barriers between the per-

sonal and official, or sheer

defiance of court as in the

case of Amit Shah. Where

the Prime Minister's

appeals are concerned,

none has ever before in the

history of our country

solicited funds from the

public for the party he

belongs to.Even more of a

concern is the erosion of

walls between the armed

forces and politics as

evinced by frequent

appearances on television

channels by former ser-

vicemen with their aggres-

sively partisan stands, and

now, increasing instances

of senior army personnel

venting to the media.

General Bipin Rawat's

recent bellicose statements

on television - "I believe

there is a need for another

surgical strike" – is only

one such example.

As any military strate-

gist is aware, the whole

point of undercover

manouvres is that they are

undercover and not tom-

tommed about.

In the current climate of

aggressive sabre-rattling

with the BJP government

valourizing and making

political capital out of a

military operation, this is

hardly an innocuous state-

ment to make. The image

of the Army as a political-

ly neutral institution suf-

fered due to the appoint-

ment of its retired chief,

General VK Singh, as a

minister in a government

headed by the BJP, which

is known for its Hindutva

agenda and minority

bashing.

Though constitutional-

ly there might not be a

restriction for such an

appointment, it is a blow

to the confidence of

minorities, especially in

J&K and Assam (with a

sizable Muslim popula-

tion) where the Army is

often called on to assist

civil administration.

It is relevant to mention

here that Modi’s public

request for funds is appar-

ently a mere façade. The

BJP coffers are reportedly

overflowing. A special

scheme was introduced

last year for funding polit-

ical parties with anony-

mous secret donations by

corporates as Electoral

Bonds. The amendments

to Companies Act,

Representation of Peoples

Act and RBI Act bringing

in the Electoral Bond

Scheme were included in

the Finance Bill 2017 and

passed as a Money Bill

without voting in the

Rajya Sabha.The Electoral

Bond Scheme itself allows

for any amount of dona-

tions being made by com-

panies to political parties

via Electoral Bonds

whether they have profits

or not. The donations will

be tax-exempt for donor

and beneficiary. The infor-

mation cannot be divulged

by the Election

Commission, the IT Dept,

the Registrar of

Companies or under the

RTI Act.

Now, one is well aware

that corporates would pre-

fer to give donations to the

incumbent in power. The

public request is thus a

sentimental ploy to mar-

shal popular support and

emotional investment for

the 2019 general elections.

However, in constitu-

tional terms, the prime

minister is supposed to be

above politics and above

party. According to the

Constitution, the main

“executive” powers of the

government are vested in

the prime minister.

He/she is the head of gov-

ernment “without fear of

or favour” to any political

dispensation.

The highest post of the

nation was always sup-

posed to be one distinct

from the party he/she rep-

resents but our present

PM has apparently been

reduced to a 24x7 party

pracharak. Neither is he

seen as above partisanship

to corporate interests. The

first unpleasant note was

struck on 2 September

2016 when the country

awoke to full-page adver-

tisements splashed across

major newspapers in a

corporate advertising

campaign featuring the

If we are con-cerned about bureaucratscrossing the line, then con-sider the following: OnMay 17, 2018, the follow-ing letter was reportedlysent by the Department ofPersonnel and Training(DoPT) to all the min-istries. It reads:

“The Prime Minister’sOffice [PMO] has desiredto consider the followingsuggestion and necessaryaction on it for its imple-mentation from the currentyear itself — to examine ifservice allocation/cadreallocation to probationersselected on the basis oftheir civil services exami-nation be made after foun-dation course. Examine thefeasibility of giving dueweightage to the perform-ance in the foundationcourse and making serviceallocation as well as cadreallocation to All IndiaService officers based onthe combined scoreobtained in the civil serv-ice examination and thefoundation course.Provide comments/inputswithin a week so as toenable the Department totake further necessaryaction in this matter.”

At present,service/cadre allocation tothe Indian AdministrativeService (IAS) and otherCentral government serv-ices is strictly based on theranking in the civil servic-es examination conductedby the Union PublicService Commission(UPSC) whose credentials,in this context, are impec-cable. Of the over 10 lakhpersons who appear forthe civil services examina-tion every year, about1,000 are selected through

a rigorous three-tier sys-tem which comprises thepreliminary examination,the main examination andthe interview. By virtue ofthe sheer numbersinvolved, the entirerecruitment process istotally opaque, ruling outany subjectivity in theprocess. This is also thereason why the credibilityof the UPSC’s recruitmentprocess has never beenquestioned.

As is the norm, thosewho clear the civil servicesexamination conducted bythe Union Public ServiceCommission are allottedthe Indian AdministrativeService (IAS), Indian PoliceService (IPS), IndianForeign Service (IFS) andother central servicesbased on their UPSC examranks. After that, they aresent to LBSNAA for train-ing, which starts with a 15-week foundation coursebefore the recruits branchout to service-specifictraining programmes.

As per documentsreviewed by The IndianExpress, the PrimeMinister’s Office allegedlynow wants to alter thatprocess and allot servicesand cadres to candidatesonly after taking intoaccount how they fare inthe Foundation Course.This development does notaugur well for the coun-try’s bureaucratic machin-ery which is consideredthe administrative back-bone of India.

The cousin of Ahtisham, Junaid Ahmad while speak-ing to News agency Press Trust of Kashmir said""Ahtisham called his father on Sunday. When I askedhim what places he went to in Delhi, he said he will sendme the pictures on WhatsApp once he reached his hos-tel campus. That was the last time he spoke with familymembers when we called him again around 6pm, hisphone was switched off".

He added that Ahtisham is brilliant student he got474 marks in 10th class, he was so much interested inradiology. NChas distorted the history ofthe state to build a falsenarrative portraying theparty as secular and repre-sentative of the entire stateof J&K, according to apress release issued by theparty. While exposing thedual face of NC, Brig AnilGupta, StateSpokesperson of the party,said that NC is a partywhich believes in “exclu-sivity” rather than “inclu-sivity” and is the harbin-ger of communal politicsin the state. NC is befool-ing itself by self-assumedrepresentation of the peo-ple of entire state. The factis that NC represents theaspirations of Kashmirispeaking Sunni Muslimsand its entire politicsrevolves around safe-guarding their interests atthe cost of the aspirationsof rest of the majority pop-ulation of the State repre-sented by non-Kashmirispeaking Muslims likeGujjars, Paharis, Shinas,Shias and Punjabis, and

the people of Jammu &Ladakh. “When MirzaAfzal Beg was removed bythe party from Maharaja’sfirst popular Cabinet, theMaharaja appointed anon-Kashmiri speakingMuslim in his place as aminister. Sheikh was sofurious that he expelledthe newly appointed min-ister from NC. This expos-es the “inclusive” and“secular” credentials ofthe party,” stated BrigGupta.

Yogi has correctly quot-ed history. It is a knownfact that Kashmir was anancient Hindu kingdom. Itwas the arrival of Muslimkings in Valley in the 14thcentury that disturbed thecalm in Kashmir repre-sented by forcible conver-sions, destruction ofHindu temples and firstever exodus of KashmiriPandits. It was followedby equally cruel Mughalrule. It was the Sikh rulethat restored certainamount of sanity followedby the golden rule ofDogra dynasty led byMaharaja Gulab Singh.

However, after independ-ence NC distorted the his-tory books in the state tohighlight the Muslim eraand downgrade the Dograrule.

The seeds of commu-nalism were sown inKashmir by SheikhAbdullah and his col-leagues in 1931 followedby the “Quit Kashmir”movement. Forcibleexpulsion of Maharaja,when he was the legalhead of the state, bySheikh Abdullah andassuming all powers thusbecoming a self-appointedruler of J&K was the hallmark of communal mindset of the Sheikh and hisparty. Sheikh wanted tomake the state a “singleparty state” so that hecould become an autocrat-ic head of the state andhandover the state to hisheirs. The dynastic politicsof NC has been the great-est hindrance towards theholistic development ofthis state, said Brig Gupta.

Rather than question-ing BJP about its perform-ance, NC should first giveaccount of what it hasdone with the massivecentral funding receivedby it when in power. Howits leadership has acquiredwealth and propertiesmuch beyond their knownsources of income includ-ing accounts in some for-eign banks demanded thepress note.

asset of the people of Jammu, Kashmir and Ladakh, the KashmirEconomic Alliance Chairman Haji Muhammaad Yasin Khan onWednesday said that this financial institution should not be politi-cized. In a statement issued here today, Khan who also heads theKashmir Traders and Manufacturers Federation said for quitesome time efforts are being made to "politicize and demonize" J&KBank in one way or the other only to meet "nefarious designs ofsome vested interests".

"Some forces are hell bent to defame the bank as a part of thelarger conspiracy to deprive the people of Jammu and Kashmir oftheir assets by making drastic changes that may look good at theface of it but will have far reaching consequences," Khan said.

The KEA said it was encouraging that in the last few quartersthe bank has shown growth, when other such financial institutionshave been witnessing a fall in their assets across south Asianregion.

"At a time when we should appreciate our bank we' re joiningranks of those who want to defame it to meet their larger designsagainst the interests of this state," he said.

Asking the political setup, the civil society and the businesscommunity to rise to the occasion, Yasin Khan said safeguard ofthe J&K Bank and its interests should be basic priorities of everystate subject.

Duringhis interaction with SHOs,MHCs, I/C-CCTNS andother personnel, the DGPsought informationregarding the crime andregistration of FIRs, andrecord building at thePolice Station. He alsosought the first handinformation regarding themeasures for tackling dif-ferent situations. DGPimpressed for propercompilation of records inthe police stations andother offices and its digiti-zation. He stressed oncapacity building toensure proper handling oftechnology and its effi-cient usage. He said thatCCTNS is complete pack-age which includes crimeregistration, investigationas well as some publicservices on line.

At MR Gunj he advisedthe officers to protect andpreserve heritage buildingand records of historicalvalue.

The DGP directed the

officers and Jawans toensure people friendlyatmosphere while main-taining peace and orderand added that SOPs befollowed invariably inmost situations. Hestressed for strong actionagainst the peopleinvolved in differentsocial crimes. He empha-sised the need for cleanli-ness and sanitation in andaround police premises.

In the afternoon theDGP visited WomenPolice Station at Rambagh,SP South office, PoliceStations Shergarhi andSadder. Amid shutdown thousandsparticipated in funeral

prayers of slain militantSRINAGAR, OCT 31 : Amid the complete shutdown inthe area, thousands of people on Wednesday participat-ed in the funeral prayers of a local militant who waskilled along with his associate during an encounter withgovernment forces in Midoora village of Tral inPampore district of south Kashmir.

The two slain militants killed in an encounter wereidentified as Showkat Ahmed of Tral and anothernephew of JeM chief Masood Azhar.

Reports said that people in hoards thronged to thehouse of a local slain militant since early morning to paytheir condolences. People from various areas of the dis-trict have reached to Handoora to participate in thefuneral prayers of the slain militant, at least four roundsof funeral prayers were offered to them.

Earlier, reports suggest that multiple rounds of funer-al prayers were held. Later a group of militants alsoappeared in the funeral and offered some gunshots topay tributes to their slain associates.

Meanwhile, a complete shutdown is being observedin Tral Township to mourn the killings of Jaish mili-tants. Earlier Police said that the slain duo was involvedin a "series of attacks on the forces from a distance."

Man arrested for ATMfraud in Poonch

JAMMU,OCT 31: A man was arrested for allegedlywithdrawing money from another person's bankaccount after fraudulently getting possession of hisATM card in Jammu and Kashmir's Poonch district,police said Wednesday.Liyaqat Hussain of Kanuvyian village in the district wasarrested within 12 hours of receiving a complaint in con-nection with the incident, a police official said.Mohammad Aslam of Mamankote village of Chasana-Mahore lodged a written complaint Tuesday that whilewithdrawing money at an ATM in Poonch town,Hussain came there and managed to exchange his ATMcard. He withdrew Rs 38,000 from his account, the offi-cial said. Taking cognizance of the matter, he said a casewas registered and Hussain arrested with the help ofCCTV camera footage of the incident.The accused confessed the crime and the ATM card ofthe complainant along with the money was recoveredfrom his possession, he said.

JAMMU, OCT 31: Lt Gen Ranbir Singh, ArmyCommander, Northern Command, accompanied by theWhite Knight Corps Commander, Lt Gen Paramjit Singhvisited forward posts of Poonch and Naoshera Sector toreview the operational preparedness and the prevailingsecurity situation.

During the visit to the sectors, the Army Commanderwas briefed by the commanders on ground about thecurrent operational and prevailing security situationand the preparedness of the formations in dealing withthe same. The Army Commander was also briefed onthe actions being taken to ensure a robust counter infil-tration and counter terrorist grid to enable continuedpeace and stability in the region.

The Army Commander interacted with the soldiersand complimented them for their unwavering dedica-tion to duty, selfless devotion and high standard of pro-fessionalism. He was appreciative of the measures andstandard operating procedures instituted by the unitsand formations in their area of responsibility to min-imise the casualties due to cease fire violations and infil-tration bids. Kumar Singh said theSAUBHAGYA scheme,launched by PrimeMinister one year ago, hasmade headway towardsachieving its prime objec-tive that is to provide100% electrification to allhouseholds in across thecountry, in rural as well asurban areas.

Under the scheme, freeelectricity connections areprovided to poor house-holds enlisted/identifiedas per Socio EconomicCaste Census (SECC) 2011i.e. no fees/ securitydeposit chargeable fromsuch households and con-nections on payment of Rs500, recoverable in 10equal installments in sub-sequent electricity bills, fornon-poor rural house-holds (not included inSECC data), he added.Non-poor Urban house-holds were, however,

excluded from the scheme,the he added.

The DevelopmentCommissioner Power,Ajay Gupta informed thatout of 3,57,405 un-electri-fied households identifiedin the survey carried outby the PowerDevelopment Departmentalong with the help offield functionaries fromother Departments, a totalof 2,26,367 householdswere already proposedunder the ongoing`DeenDayalUpadhayaGram Jyoti Yojana -(DDUGJY)' and otherallied schemes, while theremaining 1,31,038 uncov-ered households were pro-posed under the ' SAUB-HAGYA ' scheme (3904Hhs through off-Gridmode) at total DPR cost ofRs 1033.03 Cr submitted toMinistry of Power (MoP),against which a prelimi-

nary amount of Rs 133.42Cr was granted.Subsequent amount of Rs875.03 Cr has also beenapproved by Governmentof India as an additionalamount for creation ofadditional infrastructureunder the scheme againstwhich Rs 223.13 Cr havebeen granted.

He further informedthat around 20,000 house-holds located in extremelyremote/inaccessible loca-tions requiring longer timefor grid connectivity toensure adherence to stipu-lated timelines, for them,various other means wereadopted like energizinglocally created LT net-works through DG setsand solar Standalone off-grid solutions.

He added that a largenumber of camps wereorganized in different vil-lages across the State,including those located inborder areas, by thedepartment during the lastone year for maximumpublic outreach. On-spotelectricity connectionswere provided duringthese camps. Innovativemethods by developingmobile app for conductinge-survey of un-electrifiedhouseholds-registration ofelectric connections werealso adopted.

SRINAGAR, OCT 31: The Jammu & KashmirScheduled Castes (SC), Scheduled Tribes (ST) andBackward Classes (BC) Development CorporationLimited disbursed loans to the tune of Rs 35.75 lakhamong 15 beneficiaries here today.

Corporation's Managing Director R. K. Bhatinformed that the loan amount was sanctioned and dis-bursed to 15 unemployed persons of target groupsincluding six beneficiaries of scheduled tribes, five ben-eficiaries of Safai Karamcharis, one beneficiary ofNotified National Minorities, and two beneficiariesunder Handicapped categories for establishing theirincome generating units.

Bhat said that the Corporation has made various sim-plifications in the loaning documentations and hasmade a tremendous improvement during last twomonths in the recovery of a loan from the willful chron-ic defaulters besides has issued 225 NDCs to the default-ers who have liquidated their outstanding dues.

Further, it was said that Corporation has alreadyoffered 'One Time Settlement' schemes to its defaultersto settle their dues amicably which is operational up toending December 2018.

The Managing Director asked the defaulters to availthe benefit of the 'One Time Settlement' scheme andclear their outstanding dues to avoid any legal action.

Illicit timber seized in Budgam

SRINAGAR, OCT 31: Acting on specific information, a

team of forest officials of Doodganga Range laid a Naka

and sized illicit timber on the intervening night of

October 30 and 31.

The party immediately tried to apprehend the smug-

glers who however assaulted the forest personnel with

sharp-edged weapons in which one forest official got

injured. The party was able to seize one horse and illicit

timber of 11.93 cfts. Reportedly, the timber has been

smuggled from bordering forests of Shopian Forest

Division.

The smugglers managed to escape from the spot

along with one horse taking advantage of darkness.

Illicit timber & seized horse has been brought down to

OB post-Budgam.

The identification of involved culprits is under inves-

tigation.

Apartfrom it, isolation orostracism from the familyand community is alsothere. No doubt theaccused have beenbrought to justice and thiscourt would also recom-mend compensation tothe victim but mostimportantly the victim hasevery right to receive thecompassion , support andjustice from the society inwhich she lives.

With these obser-vations Court orderedthat ordered that for thecommission of offence ofgang-rape punishableunder Section 376(D)RPC each of the con-vict namely MohammadAris and MohammedShakeel shall undergorigorous imprisonmentfor 25 years (Twentyfive) years and a fine ofRs. 50,000/-(fifty thou-sands). For the com-mission of offenceunder Section 363 RPCeach of the convictMohammad Aris andMohammed Shakeel shallundergo rigorous impris-onment for term of 03(three) years and afine of Rs .10,000/-. Indefault of payment of fineeach of the convictshall further under-go imprisonment forone year u/S 376(D)RPC and six month u/s363 RPC. Both the sen-tences shall run concur-rently.

In themeantime the com-plainant and his motherafter using the Lassiturned unconscious. Theaccused persons afterholding the arm ofcomplainant's sistertook her to their home.The complainant andhis mother later on at10.30 PM gained con-scious and found that hersister was not there. Thenhe narrated whole storyto his uncle. So he along-with uncle went to thehouse of accused no.lwhere they found accusedNo,1 and his sister lyingin a Cot in a nakedposition and as theyenter into the roomaccused was committingrape with his sister whowas crying. In the mean-time on noticing himand others accused No.1 run away afterjumped cut from thewindow and accusedmade noise upon which200 persons assembledthere. He put clothes onhis sister and brought tohis house.

a single rupee from theirprovident funds. Threemonths ago, 600 posts forthe SKC's were created bythe JMC and it also gave anotice for the filling ofform. Many deservingcandidates filled the formbut how even after 3months no progress hasbeen in this sphere.

Because of the lack oflabour the SKC's alreadyworking under JMC, areoverburdened. Rinku Gillrequested theCommissioner of JMC tokindly not to give any newtender to the contractorsuntil SKC's get theirmoney of provident fund.He also requested theCommissioner to fill thevacancies created by thedepartment as soon aspossible; otherwise theunion will have no optionrather than taking a strongaction.
