15. The Traffic Units are managed by a lieutenant. Thereare 4 traffic-related squads in the Traffic Unit and theyare the Vehicular Crime squad, two Motor squads, a DUIMotor Squad, and the Special Events squad. The VehicularCrimes Squad is composed of police officers and civiliantraffic investigators responsible for investigatingtraffic collisions, hit and run investigations and allfatal vehicle accidents. The two motor squads handletraffic complaints and speed enforcement detailsutilizing radar on arterial roadways, school zones, andmanage traffic concerns at special events. They primarilywork day shifts and focus on reducing traffic accidentsat intersections with the highest traffic accident rates.The DUI Motor Squad works at night and coordinates DUIcheckpoints as part of the West Valley DUI Task Force.The DUI motor officers operate in a DUI van so they haveall equipment to process DUI arrestees.

Thevacancy rate for sworn positions have exceed levels forthe last 3 years due to a high turnover rate and ahiring freeze. The vacancy rate is continuing escalateas well. There are no staffing additions beingrequested this year for the need of resourceconservation and these economic conditions. Theeconomic slump has reduced government revenues anddrained police budgets forcing limitations on theability of the police to provide services and respondto community needs. 57.7 % of implemented or plannedcuts will come from personnel costs, including salariesand overtime. Some officer training programs havebecome suspended and some special units might becomediscontinued.

Immigration and Racial Profiling: Glendale’s Policeunion GLEA is endorsing an effort by the statelawmakers to give AZ some of the toughest immigrationlaws in the nation. Illegal Immigration is amisdemeanor under state law and law enforcement candetain individuals on suspicion of being in the countryillegally. This is going to promote racial profilingand prevent potential witnesses from coming forward orcooperating with police our of fear that they will bedeported. There are 15 year old girls being raped andhave not contacted police due to this fear.

Internal Investigations: A Glendale Police officer wasforced to resign after sending sexually explicit textmessages to teenage girls and sexually abusing them.The officer was off duty at a local high school texting5 female girls from ages 15 to 17 from his personalphone. There were about 3,600 text messages sent and

ever photos of himself sent as well. After admitting toan encounter with an under age 17 year old he finallyresigned during the investigations. Officers helpschools out with security and at the moment are notplanning on changing their security. The communitybelieve the officers should spend their budgets onworrying about crime and not immigrants.

18. The Glendale Police Department uses radio communications, canine, and air unit (helicopters). An office will clear over on a radio channel and all agencies can hear them from any city in Arizona. Main cities they use communications with are Peoria and Phoenix, AZ police departments. They may use the air units when a suspect is fleeing from a scene and the police radio in a chase. The canine unit may also help inlooking for a suspect that is fleeing from the scene. Canines may help with sniffing out scents.

19. A. The Glendale Police Department is currently nothiring. There recently was a recruitment period fromAug. 22, 2011 – Sept. 2, 2011. While in the academy thestarting is $23.57 per hour which annually equals$49,026. After graduating the academy the currentsalary is under review.

Applicants must have an Arizona Class Doperator’s license at the time of appointment  Waiver Process Upon appointment, qualified applicants will berequired to successfully pass the Arizona PeaceOfficer Standards and Training Boardqualification process. The waiver processconsists of a series of written exams and a threepart proficiency test which includes:

timed, pass/fail test. The test contains fourevents as follows: 500 yard run Scaling a 6’ chain link fence and a 6 ‘ solid

wood fence 99 yard obstacle course 165 lb. “dummy” drag C. Step 1 of the hiring process is the Written

Exam and consists of 168 questions and an applicant

must score a 70% in order to pass. An applicant isaloud 3 hours and 15 minutes to complete the exam.

Step 2 of the hiring process is the PhysicalAssessment Exam and consists of a 1.5 mile run in 14:59minutes; a minimum of 28 sit-ups in one minute and aminimum of 19 push-ups in a unlimited amount of time.If any portion of the physical assessment exam isfailed then they are eliminated from the testingprocess.

Step 3 of the hiring process is the Oral BoardInterview & Written Essay. Any applicant whosuccessfully completes step 1 and 2 are invited to anoral board interview. Candidates will be asked to writean essay during this portion of the process. This isthe first step in the employment process for lateralapplicants.

Step 4 of the hiring process is the BackgroundInterview and the applicants will be contacted by apolice department background investigator via email,mail, or phone to be scheduled for a backgroundinterview.

Step 5 of the hiring process is the BackgroundInvestigation and is ongoing and will progressthroughout the entire hiring process.

Step 6 of the hiring process is the PolygraphExamination which is a lie detector test administeredby a trained, professional examiner. The test willconfirm information noted on the applicant’s backgroundinvestigation packet.

Step 7 of the hiring process is the PhysicalAssessment Update. The most qualified applicants willbe expected to complete a physical assessment updateprior to receiving a conditional offer of employment.Applicant’s physical update scores will be evaluatedwith the expectation that the update scores will showan improvement from the initial physical assessmentscores.

Step 8 of the hiring process is the ExecutiveInterview, and applicants will be interviewed by a

selected member of the Glendale Police Department’sCommand Staff.

Step 9 of the hiring process is the Staff Reviewfir Conditional Offer. After successfully completingsteps 1-8 applicants may receive a conditional offerwith the police department. This is not the final joboffer and applicants still have to successfullycomplete the next two steps prior to receiving a finaloffer.

Step 10 of the hiring process is the PsychologicalTest, and applicants will be evaluated by a licensedpsychologist.

Step 11 of the hiring process is the MedicalExamination. Applicants will undergo a complete medicalexamination administered by an AZPOST certifiedphysician.

Step 12 of the hiring process is the Staff Reviewfor Final Offer of Employment. Upon successfulcompletion of the entire employment process applicantsmay receive a final offer of employment. All finalappointments will be made by the Chief of Police.

The average length of time to process a successfulapplicant is 3 to 5 month, however the hiring processcan take up to one year. Applicants are only valid forone year from the closing date of the recruitmentperiod.

The current chief started the process by applying for the open position after being a Lt. / Assistant chief in Lousville. After applying the is placed in the top 5 based on their prior history. The better your backround, the higher your chances get. The current chief had a Bachelors of Science Degree in Police Administration and a Master of Science Degree in Community Development. He was also on the FBI’s National Academy. After being in the top 5 the applicants went though a series of interviews. After the interviews the Mayor will hire the best applicant.
