Bid document is for providing Backend Services (On Board & Off Board) for 'Om Anugrah Yatra' FTR

hansportation service starting from 26.02.2018. The Bid can be submitted by Empanelled IRCTC Service

Providers for Tourist Trains only. .

This bid document contains total 16 Pages including Financial Bid (Annexure 'D').

Bids submitted by non- empanelled firm shall be summariliy rejected without assigning any reason thereof.

Scope of Work

IRCTC, Regional Offrce, Lucknow is going to provide Backend Services to the devotees of "Sri Sri RaviShankar" in "Om Anugrah Yatra" FTR special Train program starting from Allahabad on 26.02.2018and ending at Lucknow on 01.03.2018. The Backend Services @oth Off-Board & On-Board) willinclude:- Transportation Serryices, Catering Services, House keeping Services, PA System etc. Theestimated work cost. of said work is approximately Rs.60,40,000/-. The details of Scope of Work forproviding these seruices is mentioned as below:-

A) CATERTNG SERVTCES

Catering Services ( On Board & Off-Board) has to be provided to the devotees travelling in AC Class Only(lst AC, 2nd AC, 3rd AC, & AC Chair Car). The total number of pax willbe 900 (Approximately). The

Menu of divine meals along with all the necessary information is attached with this tender document as

Annexure-A. Attention and care must be taken for preparation, storing,. packagiiip,,and serving of all fooditems in hygeinic condition. The Terms & Conditions for providing

The service provider will arrange his own cutlery crockery, equipment etc. for providing all services.

All the menu items as described above must be provided and no deviation from the menu is permitted.

Adequate trained & qualified Service/Cook Staff should be engaged for providing smooth catering

services. Two (Nos) of Service Staff per Coach (trained) in proper uniform with name badge should be

deputed for the entire tour for timely service. The successful bidder will be responsible for good conduct

and behaviour of his employee.

iv) Cleaning and housekdEping should be timely done after each services in train. Collection of garbage & itsproper disposal at regglar interval of time should be done.

v) The approximate strEngth of is 900 pax which may increase/decrease & IRCTC will inform accordingly.

vi) The successfull bidder shall be responsble for compliance of FSSAI Act 2006 or any other amendments

thereto.

vii) Monitoring of all Catering Services will be done by IRCTC. In case of any deficieny/discrepancy found

in the standard of Catering Services, IRCTC will penalize and IRCTC's decision will be final and

C. Housekeepine Staff: Total 22 staff for 22 coaches for proper cleaning of toilets and coaches withsufficient cleaning materials, Phynyl, Room Spray, Hand wash in each toilets and other cleaning equipments.

House keeping staff must be equipped with necessary house keeping material. Housekeeping staff is liable toclean the toilet in all respect.

D. P.A. Svstem: Public Address System with Battery bac\up/ Mega hailer speaker should be provided with 01

One Electrician must be capable for attending the electrical problem during run.

E. Coach & Bus Stickers: Adequate nos. of Stickers board indicating coach no. and train name for the

1. Selection of Service Provider will be based on competitive bidding (Financial Bid) amongst theempanelled list of service providers for the above segment, provided by North Zone.

2. The Limited Tender is not transferable. The operatols intending to quote are advised to study the Terms& Conditions carefully.

3. The itinerary will be finalized in advance or as operationally convenient and intimated for makingnecessary backend arrangements.

4. The final itinerary shall depend upon the approval of Train routing by Railway Authorities.5. The rate quoted for backend services should include the following services :

o Meal as per menu (Annexure A) and itinerary (Annexure B)o One (1) Ltr bottle of Rail neer per p:lx per boarding. i.o 23 Nos. non air-conditioned buses (with capacity of minimum 37 Pax) '05,Nos of Air Conditined

buses (with capacity of minimum 37 Pax) Govt. approved road,:transport in good condition - one seatper passenger in coach basis not exceeding carrying capacity of vehicle for sightseeing and transfers as

The Administration does not bind itself to accept the lowest or any quote or to assign any reason forrejection ofany or all the quotes.

13. The rate should be quoted for standard and quality services as mentioned in scope of work.14. The Rates quoted should be inclusive of all applicable taxes including GST. The service provider will

issue GST enabled tax invoice to IRCTC Ltd. Regional Office Lucknow.15. The quote should be made in terms of Indian rupees.

16. Quote should be in absolute terms without any alteration/over writing and should be specific for each

6. The catering services on train and at Gorakhpur should be done as per menu (Annexure A), itinerary(Annexure B) and scope of work.

7. The Service Provider must also €nsure proper service to the tourist during contingencies such as late

running of trains leading to additional catering service, accidents/derailments and first-aid & medical aidto be provided to tourists. Any additional cost incurred due to the above exigencies over and above listedservices will have to bear by the Service Provider, for which IRCTC will take a view for any additionalpayments on a case to case basis.

8. If any casualty takes place, Service Provider must ensure to provide proper medical facilities includingaffangements of ambulance, financial medical assistance at hospital and in case of death, arrangements ofsending dead body to their respective native place or make arrangements of cremation at the place as perrequest of relatives. Additional cost incurred due to above services will have to be incurred by the ServiceProvider, for which IRCTC will take a view for any additional payments on a case-to-case basis.

9. The Services Provider will also ensure that Transportation used for the passengers of 'Om AnugrahYatra' FTR Special Train should be authorized by CentraVState Govt. or local administration and thedrivers of the vehicle should have a valid license to drive and fulfilling all the norrns of Motor VehicleActs 1988.

10. The Service Provider will also ensure and assist in placement of 'Om Anugrah Yatra' FTR SDecialTrain / Rake at the respective destinations for onward journey by coordinating with the respective Station

will be charged and should be paid by Service Provider at existing policy of railways for luggage rates forthe entire journey.

19. The Service Provider is also required to deposit an amount i.e. 5%o of work value as Security Deposit withIRCTC, Regional Office Lucknow. The security Deposit will be refunded without interest by IRCTC at

the time of peaceful completion of license period as Service Provider of the'Om Anusrah Yatra'FTRSnecial Train after providing for settlement of all dues or arrears arising out of the use of rake/railwaypremises by the Service Provider.

20. IRCTC & Indian Railways will have no contractual ielationship/liability for the deficiency in services ifany on account of Service Provider on the The Service

Provider will be responsible for the succes able for any

deficiency of service under the Consumer Protection Laws.21. The liability of Indian Railways as carrier will be limited and governed by the Railway Act 1989 and

rules made there under.22. The Service Provider will indemnifu the railway administration/IRCTC for any loss or damage caused to

railway property/administration/IRCTC/any of the passengers by any act or omission/for any deficiencyin services on its part or on the part of its Managers/Supervisors/staff.

23. The Service Provider will ensure that the Pantry Car of 'Om Anusrah Yatra' FTR Snecial Train ismanaged by Trained Staff. The Backend Service Provider shall also be required to follow the instructionsrelating to hygiene, quality parameters for kitchen, PFA, food handling, cleanliness, packaging etc.

Service Provider should take requisite food license fiom Railway Authorities and all food handling staffshould be medically fit and having fitness certificate as per Railway norns from time to time. SuffcientNumber of fire extinghuser must be available in kitchen and with Pantry car manager and they must have

experienced the use of fire extinghuser during any frr.elabnormal condition.24. Service Provider will ensure:

(D Train Manager: Train Manager will be responsible as over all in-charge of services for off board

and onboard along with following activities:

a) He will ensure and assist in pldcement of 'Om Anusrah Yatra' FTR Special Train / Rake at the

respective station for onward journey, watering of coaches at halt and en-route stations and look aftercharging and maintenance of rake at halt station by coordinating with the respective Station

Superintendent/Master/Shunting staff etc.

b) To arrange and ensure PA system and operational gadgets with connectivity and speaker system in allthe coaches.

c) To ensure the suplly of Packaged Drinking Water 01 bottles (Rail Neer) per person per boarding toall passengers. i .

d) Laisioing with tour and train manager of IRCTC and Group leader travelling in train regarding allarrangement and other day to day information and their timely action.

e) Cleanliness of the coach

O Cleanliness of toiletsg) Knowledge of first aid.h) Watering of coaches at watering points during train journey.

i) Secure travelling at the destinations by any mode as included in the itinerary.j) Taking care of the passengers in the train.

(ii) Pantry Car Manager: He will be responsible for preparation, packaging and services of all meals

both on-board and off-board by doing following functions:a. To ensure both on-board/off-board catering arrangement as per Annexure A.b. Arrangements of trucks/road vehicles to transport food to serve the tourists if the trains are moved

away from the nominated railway stations to other stations for BPC, stabling due to non

availability of platforms at station lyard.c. Arrangement of water in pantry car and all coaches during the run and halt at stations point with

the help of TXR staffat station.(iii) Uniform: All the Tour managers, catering staff and housekeeping staff should be in uniform. The

uniform will be prescribed by IRCTC and Service Provider should supply the same to the staff at

their cost.(iD Coach Stickers: Coach Stickers and Bus stickers are to be provided and pasted on coaches and

buses at of Service Provider.25. The Servi ll ensure that no alcoholic drinks are consumed and no objectionable/prohibited

The IRCTC Officials will havel complimentary on the train for monitoring of services and will distribute

and collect the printed format of feedback forms from the tourists for the performance of the tour. The

grading in the tour will be a bench mark for rating the Services and adverse comments will also be a toolfor fine/ termination of the contract.The rate quoted is for the entire package and should be applicable to the itinerary irrespective of the

number of days/number of persons/services involved. Any extra services due to late running if any or

other circumstances/contingency will be borne by the $ervice Provider.

28. It is instructed to appointed service provider that after the completion of the tour, service provider willclear all its men and material from the train/rake. Failure of the same may be resulted into fine imposed

by railwayllRCTC authority.29. Jurisdiction for litigation, if any, shall be the Court of Law situated at Lucknow.

30. Termination clause:

faillneglect to carry out any instructions issued to him by IRCTC from time to time during the tourperiod shall be open and lawful for IRCTC to terminate the contract forthwith without assigning any

reasons and can get the work done by any persons(s) or through any other service provider at the riskand cost of the delinquent Service Provider and the delinquent Service Provider will have no right toclaim any compensation whatsoever on this account.

However in case of any change in the itinerary by the Railway Administration,

IRCTC shall consider the case of refund of any amount on merit.Penalty Clause - If any term & condition laid down by IRCTC is violated during running of this train forOff-board & On boriid.services, penalty will be imposed on Service Provider.

Important Notes:

I. The estimated work cost of said work is approximately Rs.60,40,000/-.II. The rates quoted shall be for the round trip tour package for the listed on-board & off-board

services as mentioned in the Scope of work and Terms & Conditions.III. The rates quoted should be inclusive of all applicable taxes and it should be separately

mentioned at the time of billing.IV. The rates quoted should be applicable to the itinerary irrespective of the number of

Days/number of persons/services involved. Any extra services due to late running or anycontingency if any will be bome by the Service Provider.

V. The rates quoted should be valid for a period of three months from the date of opening ofthe bids.

VI. It is stated that the criterion for finalization of the rates shall be guided by the fact offeasibility of running of this train. Looking into the responsibility of the rates andfinancial viability of the tour package, Ll, if necessary shall be called for negotiation onthe offered rates.

VII. It is mentioned that rate alone will not be a deciding factor for selecting the ServiceProvider. Decision shall be based on the overall credibility of the service provider evaluatedon the basis of above specified parameters, notwithstanding the above, IRCTC reserves theright to select the Service Provider for the above services without assigning any reasonsthereof.

VIII. Terms & Conditions of the license for welcome arangements on-board & off-board servicesmay please be referred.

IX. All arrangement should be done as per above itinerary subject to Train Order or anymodification like change in datel time of departure in program by Party/IRCTC. As TrainOrder issued by NE/f.{CR Railway regarding itinerary/ days will be final for all on-board & off-board arrangements.
