The Director’s Column Some Words from Our Editor Dear Colleagues, We believe this is a very relevant issue for several reasons. First of all, we are pleased to inform that we have set a target date for finishing the draft of the first part of the El Salvador Philatelic Handbook… YES, THE HANDBOOK… An idea some of us have had for more than 30 years and it seems that now we are very close from actually achieving it! Please check the Handbook report for more info… The second reason is that with this issue we complete FIVE years since we merged ACES with the El Salvador Philatelic Society and started publishing this on-line journal. We are quite satisfied with the results obtained so far, and we expect the following years to be even better, OBVIOUSLY WITH YOUR ACTIVE COLLABORATION! Third point is that the Handbook quest has caused us to collaborate with very well-known institutions and academies. One of these collaborations is with the Smithsonian Institution National Postal Museum in Washington DC, which has allowed us to reproduce items from their collections. The first example is the fantastic 4 real full sheet of the 1867 issue that is illustrated on the cover of this issue. More will come… I would also like to thank some members for their feedback and comments, we are encouraged by them. Joe Hahn has commented on the 50c on 1C black overprint article that appeared in our previous issue, and as I believe it is of interest to all of us, I am reproducing it here: “Re the 50c on 1 C black stamp. I agree that there can be little doubt that it was authorized. However, I think it should be considered as a "blocked" item. That is, it was only available to a select few and not the public at large. The cover, as you point out, is a philatelically inspired item but it did go through the mail. I don't know enough about the air-mail rates to know if it paid a correct rate or if it is overfranked. It was and still is not uncommon to add a funny item to a cover but pay the necessary rate with other stamps. If you look back at a previous article of mine in the journal you will see a cover with a stamp "red 6 on a 1903 issue" that shows the stamp went through the mail but it paid nothing as the other stamps really paid the necessary rate. I assume you know someone who could make this determination as to whether or not the stamp paid for anything.” [We will take a look at it] Please continue with your collaborations and comments!!! In Memoriam – Abraham Luspo. Guillermo Gallegos Back in its beginnings, ebay was a relatively “small” community where transactions were much less impersonal than they are now. Then, in some very special cases, you could even find persons on the other side of the world that shared your collecting interests and with whom you could start a nice collaborative relationship. That was my case with Abraham Luspo. In 1998, although I was born in El Salvador and had being a member of this Society for several years, I was still focused on improving my Germany collection and didn’t care that much for Salvadorian philately. For reasons not totally clear now, the only Salvadorian stamp that barely interested me was from the 400th Years of the Discovery of America (1892). So when I saw on ebay that somebody in the Philippines was selling a plate proof block of 4 of one of the values, I bought it mostly as a curio for my collection. However, in the e-mail exchange that followed the transaction I also asked out of curiosity what else did he have of El Salvador, and the reply was a revelation for me: “What I have in El Salvador: These are the extras from the DAVID CHIONG Collection of El Salvador – the best now in the world for 8-frames Traditional (2 large golds world FIP), 8 frames postal

stationery (2 Golds World FIP), 5 frames on the second issue alone and 8 frames on the Seebeck issue up to 1900.” This was the opening of a long e-mail in which he described the David Chiong collection and was the first of several e-mails in which he described Salvadorian philately in a way I would had never imagined: El Salvador was actually an exciting country to collect! Abraham’s e-mails encouraged me to start looking for more information, and eventually I started corresponding with other collectors, most notably Joe Hahn, with whom we have been doing this journal and hopefully soon the Handbook, for which Abraham also helped considerably by providing scans of David Chiong’s Collection. So, now, ten years later, when Joe & I reactivated the El Salvador collectors’ network to make the final push for the Handbook, we were saddened to hear that Abraham had passed away at the end of 2008. Although we never met personally, I will always remember Abraham, the 1892 plate proof, and all his e-mails that were a determinant for me to start collecting El Salvador.

His family has our deepest sympathy and we are really going to miss him.

El Salvador Handbook Report. Guillermo Gallegos After a long hiatus, we are very happy to give you a significant update on the Handbook project. Although we have a preliminary draft covering up to 1899, due to the extent of the material, we have decided to divide the Handbook in sections, and aim for publishing each section every subsequent year instead of trying to publish everything at once at an undetermined time in the future. Therefore, our objective is to finish the draft of the first section by the end of this year so we can have it published in early 2010. The first section will cover: Chapter 1: Prephilatelic postmarks. Chapter 2: 1867 Issue Chapter 3: 1874 Issue Chapter 4: 1879 Issue Chapter 5: First Stationery Issues (1883-1889) Chapter 6: 1887-1889 Issues

Joe and I are making to final push in the following months to obtain as much material and information as possible to include in the final version of this section. Therefore, we STRONGLY ENCOURAGE you to collaborate

with us by providing information or illustrations of interesting items you think could be included in the Handbook. Some areas we would especially appreciate your help with are the following:

• Prephilatelic items as we plan

to include at least one illustration of the use of each marking in the chapter.

• Covers of the 1867 & 1874 issues for the cover census.

• Any information or illustrations of 1887-88 private stationery not included in H&G or Ascher.

• Covers of the 1887-1889 issues.

• We gladly welcome any varieties, proofs, specimens, forgeries, etc. that you feel could be useful to report for addition to the Handbook!

Who’s Who on the Stamps of El Salvador: Roque Dalton The Who’s Who section contains a brief biography of a personality who has been honored on the stamps of El Salvador. Again, we would like to thank historian Carlos Cañas-Dinarte for allowing us to summarize his biography of Roque Dalton for El Salvador Filatélico – El Faro.

Roque Antonio Dalton Garcia

was born in San Salvador in the early hours of Tuesday May 14th, 1935. He was the natural son of the American Winall Agustin Dalton and the Salvadorian Maria Garcia Medrano. He studied at the schools Santa Teresita del Niño Jesus, Bautista, & Externado San Jose, from which he finished high school in 1952.

Dalton studied Law at the

Catholic University in Chile (1953), after which he returned to the National University of El Salvador (1954-1959). During these years he started his literary activities, the most important of which were the creation of the University Literary Circle and his collaboration in establishing the University Theater in 1956. The following year he travelled to Moscow as one of the Salvadorian representatives to the VI Youth Festival; during his return, he was

detained and interrogated several times in Lisbon, Barcelona, Caracas, and other cities including San Salvador. In 1957, he joined the Salvadorian Communist Party.

In the late 1950s, he wrote

several poems, some of which won awards in National Contests, and he also worked at the radio station YSKL as a journalist of the news program Mediodia (Midday), directed by Oswaldo Escobar Velado (see Year V, Number 3). Due to its criticism of the government, the program was soon censored, and the writers narrowly avoided jail. In 1959, Roque Dalton was accused of being one of the leaders of the riots caused by university students on December 13th, 1959, and was jailed. He was freed on January 8th, 1960, but was again jailed eight months later on August 25th accused of having explosives and communist literature. He was freed again on October 26th 1960 after the fall of the Lemus government.

Due to the political instability,

Dalton moved to Guatemala, then to Mexico, and finally to Havana, where he worked as a radio commentator for Radio Havana and the news agency Prensa Latina. He also won an honorary mention at the Casa Las Americas continental literary contest with his poem compilation “El Turno

del Ofendido” (The Turn of the Offended) in 1962.

Despite several death threats,

he returned clandestinely to El Salvador at the end of 1963. However, he was captured yet again and placed at the Cojutepeque jail, from which he escaped after the earthquake of May 3rd 1965. He returned to Havana, and then moved to Prague. During this time he won again the Casa de las Americas literary contest with his poem compilation “Taberna y Otros Lugares” (The Tavern & Other Places), and interviewed Miguel Marmol, a survivor of the 1932 revolt. The result of these conversations was the testimonial book “Miguel Marmol”, published in San Jose, Costa Rica in 1972 & translated to English in 1986.

Back in Habana, he worked as

a journalist until 1970, when he resigned in order to receive intense military training to join the guerrilla movements in Central America. At the end of 1973, he returned to El Salvador, with his face altered by plastic surgery and under a new identity – Julio Delfos Marin, to join the Ejercito Revolucionario del Pueblo (People’s Revolutionary Army), a clandestine organization.

In April 1975, this same organization captured him, put him on “trial”, and then under the orders of the leaders Domingo Mira and Joaquin Villalobos, executed him.

Although the details of his

murder are still very foggy and in possession of the participants in the event, the available information allows us to determine that Dalton died in San Salvador and then his body was abandoned in the volcanic terrain near the town of Quezaltepeque around May 10th, 1975. The ERP’s attempts to try to justify his execution were condemned by several Latin American intellectuals, including Julio Cortazar and Mario Benedetti, who later prepared Dalton’s first poetic anthology.

Dalton’s literary works have

been published in several countries, especially in El Salvador, Cuba, and Mexico, and his poems have been included in several compilations in Europe, the United States, and Latin America. He was proclaimed “Honorary Poet of the Republic” by the National Congress on December 11th, 1997.

The stamp in his honor was

issued as part of the “Salvadorian Writers” commemorative set in 2005.

The “Ecological” Cover. Cover sent from Austria during the first years of the XX Century

in the time of the Austro-Hungarian Empire, and then reused in El Salvador during 1926.

Now that reusing, saving, and other similar terms are in fashion, it is interesting to see that recycling was being practiced already in the first decades of the XX Century. What I am taking about is not the recycling of soda or beer cans but the reuse of postally cancelled envelope.

The envelope illustrated

above was originally sent from Austria in 1912 with Scott # 112, part

of the 1908 Hapsburg issue, and addressed to Herr Dr. Riedl. The “normal” use would be to open the envelope, read the letter contained within, probably answer to the sender, and keep the cover if the receiver was a collector. However, in this case the envelope was kept and reused by the same Dr. Riedl when he was staying at the Hostel Astoria in San Salvador on January 27th, 1926. The letter was sent by certified mail (# 1332) to Mr. E. Riedl at Portoroso, Italy, and arrived on transit at Torino on February 23rd, from where it was sent to Trieste, and then to its final destination on February 25th, 1926.

El Salvador 2009 Issues Manuel Menjivar Starting in this issue, we will provide a brief summary of the new stamps issued by El Salvador during the previous months. 150 Years of the Ministry of Foreign Relations (April 3rd, 2009)

On April 3rd, 2009, the Salvadorian Postal Service issued a $0.10 stamp commemorating the 150th Anniversary of the creation of the Ministry of Foreign relations. Although the Ministry was officially created on February 22nd, 1858, the

stamp commemorating this anniversary was issued almost one year after the 150th Anniversary. Supreme Electoral Tribunal – 2009 Presidential Elections (May 4th, 2009)

On May 4th, 2009, the second Salvadorian issue for 2009 was placed in circulation, this time honoring the Supreme Electoral Tribunal, the highest government institution responsible for the organization and transparency of any electoral processes in the country. According to the Philatelic Bulletin, the stamp also was intended to

publicize the Presidential Elections that took place on March 15th, 2009. We do not know why the stamp was issued some weeks later than the event it was intended to commemorate...

International Year of Astronomy (May 27th, 2009)

On May 27th, a commemorative issue honoring the International Year of Astronomy was placed in circulation by the Salvadorian Postal Service in collaboration with the Salvadorian Astronomy Society (ASTRO). With this issue, El Salvador is one of more than 130 countries commemorating this event declared by UNESCO. It is interesting to mention that one of the stamps depict the San Juan Talpa Observatory, which was inaugurated on February 8th, 2000 by ASTRO, and is one of the most important observation points in Central America. The other stamps

depict Galileo, a composition of the moons discovered by him, and a Meade Schmidt-Cassegrain 10 Telescope.

New Issues Service Collectors interested in having all recent issues of El Salvador can subscribe to our New Issues Service. The general conditions are as follows:

a. The Society will provide the members subscribed to the "New Issues Service" all the stamps issued by El Salvador from the date of the subscription onwards until the collector requests the end of the service or leaves the Society.

b. The stamps will be sold at face value + 10% commission to the Society in order to cover administrative costs.

c. Shipping costs will be based on current postal rates to the country of residence of the collector. In order to save on shipping costs, the new issues will be sent every three months in a single package.

d. In order to subscribe to the New Issues Service, members will have to send US$30 in cash or check from US or

Salvadorian banks made payable to Pierre Cahen (checks from other countries are not accepted), along with the new issue service agreement filled out and signed ( New Issues Service.doc or New Issues Service.pdf ) to the following address:

The payment is a deposit in the Society which is debited every time a new issue is purchased or sent to the collector. Every member will receive a statement of his deposit along with each New Issues package. 1891 11 cents postal envelope printing plate. One of 10 El Salvador printing plates auctioned in October 2007 by HR Harmer in the American Bank Note Company

Archives auction. These printing plates were manufactured in the 1890s by Hamilton Bank Note and remained in their facilities until it was absorbed by American Bank Note.

Afterwards, these printing plates were incorporated to ABN’s archives which were progressively auctioned from the 1990s to date.

Flowers ...on the Stamps of El Salvador (Part III) Guillermo Gallegos Because of the popularity of topical philately, this section will present in each number a short study about a specific topic that has appeared on the stamps of El Salvador.

2000 El Imposible Issue (90%)

On May 2000, a new issue honoring the biodiversity of the “El Imposible” National Park was placed in circulation. The issue was a 20 stamp sheet depicting different aspects of the National Park, especially with several examples of its flora & fauna.

Within this sheet, two stamps

depicted flower themes:

• 1 Colon: Cortez Blanco • 1 Colon: Flor de Encarnación

The stamps were printed by

offset at the General Direction of Graphic Services.

In 2003, a new set of stamps

depicting “Flowers & Insects” was issued on October 23rd. The issue was composed of eight designs in a se-tenant arrangement, five depicting insects and five flowers:

• 1.50C / US$ 0.17: Cortez Blanco (Tabebuia chrysantha)

• 1.50C / US$ 0.17: Ginger (Alpinia purpurata)

• 1.50C / US$ 0.17: San Andres (Tecoma stans)

• 1.50C / US$ 0.17: Maquilishuat (Tabebuia rosea)

• 1.50C / US$ 0.17: Granadilla (Passiflora edulis)

200,000 stamps were issued in

total, printed in sheets of 20 stamps by ACOASERGRAC de R.L. in offset. A souvenir sheet depicting a butterfly with a maquilishuat flower was also issued with the stamps:

That same year, another issue honoring endemic flora & fauna was issued on December 19th. One of the stamps depicted a small lizard called the “Nocturnal Scorpion of the Pacific” and the other had the Loroco flower as its central design:

400,000 stamps were printed in offset by ACOASERGRAC de R.L.

Another “Flora & Fauna” issue was placed in circulation in May 31st, 2006. This time ten stamps were issued, of which two of them depicted trees, one of them with flowers:

• 1.00C / US$ 0.11: Conacaste (Enterolobium cyclocarpum)

In total 500,000 stamps were
