The Director’s Column Some Words from Our Editor Dear Colleagues, We are quite happy and proud to start our ninth year with two very special issues fully dedicated to the amazing collection of Mr. David Chiong. As many of you already know, his collection is currently considered the best in the world about El Salvador with several awards won at international philatelic exhibitions, including two Large Golds FIP and two Golds FIP. You have already read in a past issue about how I became “virtually” acquainted with this collection thru my correspondence with the late Abraham Luspo, who for several years helped Mr. Chiong organize it. In this instance, we are deeply thankful to Brian Moorhouse, who walked the extra and several additional miles to help us obtain 300dpi scans of the major items of this collection for the Handbook, and thus, made these highlights issues possible. In this number we will present the highlights from the 1867 to the 1879 issues, and the next one will focus on the 1880s and Seebeck issues. We hope you like these two issues as much as we did in preparing it, and again we would like to remind you that your active collaboration will allow us to maintain an informative journal that is useful to your collecting endeavors. The El Salvador Collection of David G. Chiong

In the following pages you will see the highlights of the best existing collection of El Salvador in the world and one of the finest ever assembled. What could be a better introduction to this philatelic feast to the eyes than to reproduce Mr. Chiong’s introduction to his collection from his philatelic website (http://mr.elsalvador.iwarp.com/index.html ): “Dear Friends: My interest on El Salvador started in 1992 when I was able to acquire from another Filipino collector a very comprehensive collection of proofs of the 1890 - 1899 Seebeck issues.

While in Brazil for the 1993 World Philatelic Exhibition I met Brian Moorehouse, a British dealer, who I later found out to be the best dealer on Latin and South America. Brian gave me a first hand education on El Salvador; it's history and its people. I was immediately attracted to the country even before Brian educated me on its philatelic aspects. Brazil is a country where the surroundings and beautiful women could literally envelope you but it was El Salvador that romanced me. Perhaps my entry into El Salvador was pre-destined. With Brian's help I collected El Salvador silently. About

1865 La Union to Lima. Datelined April 25, postage paid with Great Britain 6d adhesive. Cancelled in Panama with May 10 “C35” duplex. Received Lima, May 16. Only known outbound mail franked with Great Britain adhesive.

a year or so later I acquired several major covers of the 1867 First Volcano and 1874 "Contra Sello" issues which have not seen by the public for several decades. My friends and dealers became aware of my new interest after the Singapore 1994 International Philatelic Exhibition where my five frame collection was awarded a gold medal. Those that have exhibited competitively are aware of the great difficulty in expanding a five frame collection to eight frames. In my case luck seemed to be with me always as even before the 1994 exhibit more important pieces came out in the market. With two large gold medals in world competition coupled with my postal stationery collection many of my friends have been telling me that I now have the best collection of El Salvador. Putting up the best collection in whatever country and collecting category that I am presently in to or perhaps will be collecting in the future is not my primary intention on why I am in this hobby. Philately has given me the extra time and energy that did not seem to exist before. It has greatly expanded my circle of friends. I became a student of history on the countries that I

collected. Of all the benefits that philately has given me one in particular stand above the rest. This hobby of ours has afforded me together with my wife and children to spend quality time together. We have made it a point whenever possible to attend exhibits together. I sincerely hope you will enjoy viewing the stamps and covers of El Salvador......perhaps with the same intensity of pleasure that I obtained in collecting them. I need to thank Brian for making all this possible. I obtained the Seebeck proofs as small pieces of art. Brian made me realized that there has to be something more than what i thought it to be. 1869 New York to La Libertad. 1 Real x 2 and 4 reales used to pay Inland Delivery charges of 6r for 1 ½ oz weight or at 2r per ½ Oz. Manuscript “6” dues marking covered by 4 reales Volcano issue. One of two known inbound mail from the US with the 1867 first issue (Illustration at 75%).

1877 La Libertad to Bordeaux, France. Administración General de Correos official mail with July 12 cds, Via Panama, July 17, and London, August 14. Received Bordeaux, August 15, and taxed “17” (deci). 2 Reales single outbound rate with ½ penalty for late posting. Only known combination franking of ½ real first issue and 2 reales “contra sello” (Illustration at 75%).

1876 London to Santa Ana. ½ real block of 8 paying 4 reales postage due for inland delivery computed at 2r per ½ Oz for total of 4r for 1 oz weight. Largest recorded ½ real multiple on cover (Illustration at 75%).

1878 San Vicente to Paris, France. ½ r x 4 for 2r single outbound rate with blue frame “FRANCO” ties alongside December 20 cds. Via Panama, January 4. Taxed “16” (deci) in Paris (Illustration at 75%).

1878 San Salvador to Paris, France. Pair of 4 reales and 2 reales for 10 reales quintuple outbound rate. December 22 datestamp. Boxed-in “FRANCO” ties. Taxed “80” (deci) in Paris (Illustration at 75%).

1876 La Libertad to Genoa, Italy. April 12 datestamp, 2 reales for single outbound rate, via Panama and London. Genoa May 20 cds on 2L/30c Italy Postage Dues for “23” (deci) postal charges (Illustration at 75%).

1879 Issue One Centavo 25-stamp pane, 1885 seventh printing. In Green and shades on fine-grain paper with dull gum. Produced by first three strips of fifteen different engravings and repeating the last two strips to complete the pane. Seventh Printing Characteristics: The 15 engravings identical to Rows A, B, C of the 1881 Second Printing, with position 14 having the inverted “V” for “A” in “UNIVERSAL”.

Two Centavos, Second Printing. In Dark Rose on medium grain paper. Produced by repeating the first strip of five engravings five times to complete the pane. Second printing characteristics on reconstructed pane: Type 1: No horizon on left side of volcano Type 2: White horizontal line on the left side touching the 4th star and extending to the white inner oval. Type 3: Simulated wave on water in six lines and leaning to the left Type 4: Nail mark on right side of stamp frame Type 5: Missing 12 pearls beside the right frame.

Ten Centavos, 25 stamp pane. Only one printing in black on thick paper. Produced by repeating one engraved strip five times to complete the pane of 25 stamps. Printing characteristics: Type 1: Dropped numeral “1” Type 2: Top and side panels with special backgrounds Type 3: Space between “L” and “R” very wide Type 4: Left top panel with special background Type 5: Raised “V” of “CENTAVOS”

Twenty Centavos, 25 stamp pane. Only one printing in violet on thick paper. Produced by repeating one engraved strip five times to complete the pane of 25 stamps. Printing Characteristics: Type 1: Narrow space between “N” – “P” of “UNION” and “POSTAL” Type 2: Narrow space between “R” – “U” of “REPUBLICA UNION” and “A” – “D” of “REPUBLICA DEL” Type 3: Open curls without ornament balls. Large letter “C”. The curl touches frame at bottom. Type 4: Raised “V” in “SALVADOR” Type 5: Closed curl without ornament balls.

Position 3 of bottom strip of 3 with “V” instead of “A” error in “SALVADOR” (Type 5). Largest recorded usage of 1c issue. (Illustration at 75%).

1889 San Salvador to New York. 1c x 2 (types 11 & 12) and 20c issue for 22c double outbound rate. With May 18 magenta ties. Type 12 with inverted “V” for “A” in “REPUBLICA”. Addressed to N.F. Seebeck, Esq., Secretary, Hamilton Bank Note Eng. && Ptg. Coy. (Illustration at 75%).

New Issues Service Collectors interested in having all recent issues of El Salvador can subscribe to our New Issues Service. The general conditions are as follows:

a. The Society will provide the members subscribed to the "New Issues Service" all the stamps issued by El Salvador from the date of the subscription onwards until the collector requests the end of the service or leaves the Society.

b. The stamps will be sold at face value + 10% commission to the Society in order to cover administrative costs.

c. Shipping costs will be based on current postal rates to the country of residence of the collector. In order to save on shipping costs, the new issues will be sent every three months in a single package.

d. In order to subscribe to the New Issues Service, members will have to send US$30 in cash or check from US or Salvadorian banks made payable to

Pierre Cahen (checks from other countries are not accepted), along with the new issue service agreement filled out and signed ( New Issues Service.doc or New Issues Service.pdf ) to the following address:

The payment is a deposit in the Society which is debited every time a new issue is purchased or sent to the collector. Every member will receive a statement of his deposit along with each New Issues package. When the deposit reaches a level of US$5 or less, the Society will request a further advance to increase the deposit.

e. Members may cancel the New Issues Services by sending a letter or an e-mail to [email protected] at least a month in advance from the date they wish to end the service
