From the Desk of the Principal

Fakir Chand College has a 68-year history of meeting the challenges of dissemination of higher education in a setting which is primarily rural and socio-economically constrained. From a humble but dedicated beginning it has grown into an institution which offers a host of subjects at Undergraduate and Postgraduate levels, and stands as a beacon of knowledge for a generation that is becoming increasingly keen about higher education.

The Undergraduate Section is the flagship of the Institution which has grown steadily, adding Honours courses in various subjects at regular intervals, each time with an eye to the learning needs of the young generation of the area. A large segment of the student body being first generation learners, Fakir Chand College has been singularly successful in emphasizing the value of higher education and raising awareness among parents to get their wards educated. Particularly noticeable is the steadily increasing number of girl students in the College. The College thereby fulfils a socially relevant role as well.

Postgraduate studies being the next obvious level of achievement for the youth of the area, the Institution has set up Postgraduate departments in five disciplines over the last 11 years. This, going by many standards, is something of an achievement.

Since inception, the motto of the Institution has been 'Light, More Light', and it has held fast to the objectives of developing and empowering boys and girls through education, and fostering talent and ability through various extracurricular activities. These objectives are kept well in mind and ably supported by the teaching faculty and the non-teaching staff. Every student entering the portals of this College is welcome and we look forward to another year of academic achievement for students, teachers and all stakeholders of this Institution.

VISION

The Institution envisions the real emancipation of human beings by developing the inner faculties of the students and by making them believe in themselves. MISSION

The mission of the College is “Light, More Light”, inspired by the Peace Mantra Asato ma Sadgamaya, tamaso ma jyotirgamaya (From ignorance, lead me to truth; from darkness, lead me to light), that is, to impart knowledge to every individual, irrespective of his/her, religious or economic status. It aims to disseminate knowledge to the remotest corner of the district and to the poorest of the poor. A holistic approach constitutes the watchword of the Institution’s endeavor to make higher education available to diverse sections of Indian society. Students here are motivated not only to strive for intellectual excellence, but to also equip themselves to meet the challenges posed by modern society. HISTORY

Fakir Chand College in Diamond Harbour, in the deep south of West Bengal, is the fruition of the vision of one man to bring higher education facilities to the people of this area. For vast stretches around Diamond Harbour, there were no colleges before independence. The academically inclined would have to travel to Kolkata. This was a difficult proposition, physically and financially for many. The setting up of the college was envisioned as far back as 1925, but it was possible to set it up only in 1948, when Calcutta University planned a de-centralisation of higher education. Jagadish Chandra Halder, local businessman, set up Fakir Chand College in the memory of his father. A beginning was made with Intermediate Courses in Arts and Science. In the 1955-56 academic year, Undergraduate Courses in Arts were introduced. The years from 1958 to 1966 were vital years when Undergraduate Courses in Science and Commerce, and the B.Ed. Course were introduced under the able leadership of Principal A. C. Roy.

The College now has 15 Honours Courses in Arts, Science and Commerce, a Teacher Training Course and Postgraduate Courses in Education, Bengali, Modern History, Commerce and Mathematics. An eye remains on the economic and social exigencies in the introduction and conduct of courses. At F.C.College, academics is not just books and examination. It is about developing a healthy attitude towards life.

LOCATION

Fakir Chand College is located at Diamond Harbour in the district of South-24 Parganas of West Bengal, which is the gateway to the South-Eastern interiors of the state of West Bengal. Geographically, the College is situated about 60 kms away from Kolkata, and close to the Sunderbans, where a large section of residents are from underprivileged communities with pronounced economic backwardness. Fakir Chand College has remained a cornerstone of education in this remote corner of West Bengal. The Institution boasts of a 68-year old heritage imparting education to largest number of students in the district. The salubrious climate and scenic beauty of the place located at the confluence of the River Hooghly and the Bay of Bengal provide an ideal ambience conducive to the pursuit of higher education. Public transport arrangements are capable of meeting the needs of the students.

ADMINISTRATION

The top management of the Institution including the Head of the Institution, the Governing Body and the Bursar works in tandem with the Teaching and Non-Teaching Staff, students, as well as Government, University and Local Body representatives. Departmental Heads are allowed considerable leeway in implementing policy decisions. Members of Teaching and Non-Teaching Staff join hands as Conveners and members of various committees to implement quality plans and policies. A decentralized administration works wonders in successful completion of tasks, as UG departments function competently under Departmental Heads. Students are trained and involved in College administration to groom them into responsible citizens. The administrative work of the Institution is facilitated through computerization, including completely online student admission.

FACULTY MEMBERS

Presently 63 whole-time teachers, 45 State Aided College Teachers (SACT) provide their highly motivated, scholarly and entrepreneurial services to the College. Many of our faculty members have research experience of international standards and have already obtained Ph.D. and M. Phil. degrees while several others are pursuing their research degrees. The faculty members of the Institution contribute extremely valuable peer-reviewed research and academic publications. Teachers are invited to take classes in other national institutions and are also associated with various specialized academic programmes. Some members of the faculty also have travelled abroad with prestigious fellowships. The teachers also periodically undertake UGC sponsored research programs and attend seminars, symposia etc. in their constant effort toward academic up- gradation and upliftment. Teachers are kept abreast of students' feedback with regard to class lectures. Continued interaction and guidance of the teachers have made the teaching-learning process most effective leading to a consistently high success rate.

POST GRADUATE SECTION

The Post-Graduate Section is affiliated to the University of Calcutta and was introduced in 2005 with the M.A./M.Sc. course in Education. Later, in 2008, the Section expanded by introducing the M.A. course in Bengali. The expansion work is still continuing and as a result M.A. in Modern History, M.Com. and M.Sc. in Mathematics have started in 2012, 2013 and 2015 respectively. M.A./M.Sc. in different subjects are in the pipeline. Details about the Section are available in separate prospectus published annually from the Section and also on the college website.

B.Ed. SECTION

A distinguishing feature of the College is its B.Ed. Section, affiliated to the Calcutta University, NAAC accredited & NCTE recognized. Details about the Section are available in a separate prospectus published annually from the Section and also on the college website.

IGNOU

Indira Gandhi National Open University has opened a Study Centre at the College from Academic Session 2014-15. Enrolment of students is done for the Bachelor Degree Programme (BDP) for all allowed subjects, M.A. in English, M.A. in History, M.Com., M.C.A, B.C.A., PG Diploma in Higher Education, PG Diploma in Environment & Sustainable Development and Certificate in IT courses.

NSOU

Netaji Subhas Open University, has opened a study centre at the college since April, 1998. Enrolment of students for the Distance Education Programmes of the NSOU are done for the Bachelor Degree Programme (BDP; Bengali Honours and History Honours only), M.A. in all allowed subjects, M.Sc. in Mathematics, M.Com., Certificate /Diploma / PG Diploma / BLIS / MLIS and MSW Courses.

CERTIFICATE COURSES

The College is running two subsidized add-on Certificate Courses since 2015, one in Spoken English and the other in Music (Rabindra Sangeet) open to all students of the college.

SPOKEN ENGLISH:

The Certificate Course in Spoken English is of three months duration. It is being subsidized and run by the College as a collaboration between Fakir Chand College, Diamond Harbour and the Institute of English, Calcutta (sponsored by the State Government) under a Memorandum of Understanding (MOU) signed between the said esteemed institutions.

MUSIC:

The Certificate Course on Rabindra Sangeet is also of three months duration and is run by the newly established Department of Music of the College.

PROGRAMMES OFFERED

The college provides an atmosphere where the students can be initiated into Higher Education.

It offers Undergraduate Honours and General Course Degrees in many subjects; Post Graduation Degrees in Education, Bengali, History, Mathematics and Commerce; and need-based training for better employability through a B.Ed. Section. The Institution being affiliated to the University of Calcutta is to abide by the curriculum framed by the parent university. The Post Graduate Section enjoys course-specific autonomy. The subject-teaching is imparted through interactive class-room teaching, e-learning, projects, field-surveys, educational tours etc.

Open University Undergraduate and Postgraduate Degree Courses are offered by the Institution through centers of Netaji Subhas Open University and Indira Gandhi National Open University.

Certificate Courses in Spoken English and Music are also offered by the Institution.

The College has an Internal Quality Assurance Cell (IQAC) constituted as per the NAAC-guidelines. The Cell regularly monitors several academic, financial and infrastructural aspects of the College. The IQAC plays a pivotal role in designing quality plans and facilitates infrastructural development of the institution and intellectual development of the staff members and the students.

The College has a Grievance Redressal and Sexual Harassment Cell where students and employees can record their grievances. The Cell promptly takes proper care of the complaints, and based on the gravity of the situation, it refers the complaint to the higher authority i.e. the Principal or the Governing Body.

The College also has a separate Women's Cell for creating awareness amongst students and employees about issues and problems related to women.

As an integral part of the guidance service the college also has a Career Counselling/Placement Cell. This Cell liaises with several organizations and coordinates with the students and corresponding departments regarding employment opportunities. It functions in order to support the students in developing soft skills and communication ability. These skills will equip them for on-job-training in add-on or vocational courses and, at the same time, enable them to take the challenges of the highly competitive world. A Career Corner has recently been started in the College campus by the District Employment Exchange, Diamond Harbour, under the Directorate of Employment, Govt. of West Bengal.

The College has an SC/ST Cell, which reviews existing and new facilities offered by the Government/College for the SC/ST students from time to time and creates awareness. The Cell also supervises the seat reservation status at the time of admission. The College administration effectively arranges timely disbursement of SC/ST scholarship funds received from the Government.

CO-CURRICULAR ACTIVITIES

The College has N.C.C. (under the 20th

Bengal Battalion) and N.S.S. (affiliated to the University of Calcutta) wings both in full swing.

Our students may take up N.C.C. as one of the co-curricular programmes under the guidance of a Professor of the College who is also a Commissioned Officer of the Army of Lieutenant rank, having undergone training in the PRCN (NCC) .

They may also participate in the N.S.S. programmes as a part of their co-curricular activity under the able guidance of programme officers. Our college was the District Headquarters of NSS under the University of Calcutta. In the 2010-2011 sessions, the student of our college have been adjudged as “The Best Volunteer”, the college has been adjudged as “The Best Headquarter” and our programme has been adjudged as “The Best Special Camping Programme”.

The College is affiliated to the Sports Board of the University of Calcutta. Our college has its own outdoor and indoor games and sports facilities along with a large playground and well-equipped Students' Common Rooms. Annual Sports of all the sections of the College are organized in this playground regularly with enthusiastic participation of students, teachers and non-teaching staff members. Our students have been participating in the Inter- College Sports Meet for many years and have made us proud with admirable performance. The College achieved the distinction of winning the Inter- district College Knockout Football Championship in the years 2004 & 2005 consecutively and also became 1

st runner-up in the year 2006. The Intra-

district Athletic Meet and Football Championship for the year 2006 was organised by our college in which our students have achieved the honour of winning the championship title in Athletics. In the year 2008, our College won Champion's Trophy in both of the 9

th Inter Non-Government College District Football Championship and the 9

th Inter Non-

Government College District Athletics Meet (Women). In 2012 and 2016 our college stood 1st runner-up

in the Inter-College Football Championship organized by the Dept. of Sports & Youth Welfare, Govt. of W.B. In 2013, 2014 and 2015 as well students of the College secured several District-level sports prizes.

Students are engaged in a number of useful co-curricular activities like organizing seminars, blood donation camps, publishing magazines and wall magazines, organizing sports and cultural events, celebrating a number of events in commemoration of various landmark events. In many departments, educational excursions are undertaken every year to help students acquire practical knowledge in their respective fields, although it is not mandatory in the syllabi. In 2009-10, our students won 1

st prize in the

“District level Youth Parliament Competition”, the 1st

runner-up prize in the State level in “Mock Parliament” category and the 1

st prize in the District level in “Parliamentary Quiz” event. In 2010-2011

also our students won the 1st

Youth Parliament Competition and in 2007-2008 won the 1st

Prize in the District level Youth Parliament Competition. In 2012, our college stood 3

rd in a quiz competition organized by the Dept. of Parliamentary

Affairs, Govt. of W.B. Department of Computer Science and Electronics organize intra college and inter college tech-fest TECHNOVA each year. In this event, students participate in coding, gaming and hardware development competitions. In Feb, 2020, students of Zoology Dept. participated in Biodiversity walk organized by ANUBHAV. More than 150 colleges took part in that event. Students of Physics Dept. participated in Celebration of National Science Day organized by Indian Association for the Cultivation of Science.

The Library of Fakir Chand College is divided into three broad sections. The Undergraduate Section Library, the Postgraduate Section Library and the B.ED Section library. All the three branches are enriched with a good number of books and reading materials of all subjects acc to respective syllabus. It also has a good collection of current magazines and journals. The UG Section Library is further divided into two sections- the Arts Library and the Science/Commerce Library. Teachers and students get ample place, opportunity and environment for

reading and borrowing books/journals within the framework of college rules and regulations. 8AM to 4PM is the normal working hour of the library. The College Library has membership in N-LIST (INFLIBNET) & DELNET.

The Science Faculty of the college possesses well-equipped laboratories of admirable standard. Computers, technically advanced instruments, live samples, microscopes etc. are readily available to the students to facilitate their learning process more scientifically under the guidance of a group of extremely efficient and student-friendly teachers.

There are a number of financial assistance schemes for economically backward/ academically bright

students of the college. The schemes include:

• Students’ Aid Fund for poor and meritorious students;

• Free studentship for economically backward students;

• Stipends and concessions for meritorious students from economically backward families and also

for Scheduled Caste and Scheduled Tribe students (as per Government rules);

• National scholarships and national loan scholarships (as sanctioned by the Central Government);

• Scholarships for the wards of school teachers (as sanctioned by the Government of West Bengal);

• Scholarships for the wards of dock labourers and 'Bidi Shramiks' (from the Labour Welfare

Board as sanctioned by the Department of Labour, Government of West Bengal).

There are some memorial prizes/scholarships also, which are awarded every year to the students for their

laudable University results. The West Bengal College Employees' Union (F.C. College Unit)

scholarships are awarded to seven deserving candidates securing highest marks in B.A., B.Sc. and

B.Com. Part III Hons. & General Examinations and in B.Ed. Final Examination of the University of

Calcutta. Moreover, another fund has been created (Students' Welfare Fund) by Prof. Gopal Banerjee,

former Vice- Principal of the College, from which eight scholarships are awarded to the students

securing highest marks in B.A., B.Sc. and B.Com. (Hons.), B.A. (Hons.) in Bengali and in B.Ed. final

examinations of the University of Calcutta.

➢ “Prof. Anjana Roy Choudhury Memorial Scholarships” for both girl and boy students securing highest

marks in Mathematics Honours in B.Sc. Final Examination of the University of Calcutta.

➢ “Dr. Shibaprasad Halder Memorial Scholarship” for the most meritorious student of the College.

“Sabitri Devi Smriti Puraskar” for the topper in Bengali Honours Final Examination (Part-III) of the

University of Calcutta.

➢ “Prafulla Nalini Devi & Satish Chandra Mukherjee Smriti Puraskar” for the students securing highest

First-Aid Boxes are kept in the Boys' and Girls' Common Rooms, Staffroom, Office Section and NSS Room. The NSS Room also keeps a Weighing Machine and B.P. Measurement Machine handy. Besides this, every laboratory-based department arranges first-aid facilities for students working in the lab in case of any incident.

Moreover, our College has a membership at the Students' Health Home under the University of Calcutta. Students in need of medical care get access to medical facilities and specialised treatment under this scheme. All students are encouraged to become member of the Student’s Health Home situated in Kolkata for any serious and emergency situation. For this purpose a fund is raised by collecting the ‘students’ health home fee' as a part of the admission fee.

Arrangements with a local Nursing Home for quick medical care and admission, along with guaranteed Ambulance service are in place. A local doctor on call is available twenty-four hours a day.

Provision of separate Sick Rooms for students and staff-members on UG and PG campuses is present.

The college has two separate Common Rooms, one for boys and the other for girls, constructed with financial assistance from the MLA & MPLAD funds. Both rooms are equipped with necessary amenities like, a number of newspapers and magazines, various indoor game facilities, etc. A building has been constructed taking assistance from the MPLAD fund where the Students' Canteen and Common Rooms are located. The Canteen caters to the needs of all students and members of the staff at subsidised prices

The College has a Students' Union, whose General Secretary and all Class Representatives are elected every year through a well-formulated and well-organised election process as stipulated by Calcutta University. The Students' Union is responsible for organizing various cultural and youth programmes in the College.

The College has an Alumni Association whose members are always extending their support and assistance for the all-round development of the College. The Association meets annually and organizes various humanitarian and social work programmes.

ACCREDITATION BY NAAC

The National Policy in Education (1986) has laid special emphasis on upholding the quality of higher

education in India. To address the issues of quality, the National Policy on Education (1986) and the Plan of

Action (POA-1992) advocated the establishment of an independent national accreditation body.

Consequently, the NATIONAL ASSESSMENT AND ACCREDITATION COUNCIL (NAAC) was

established in 1994 with its headquarters at Bangalore. It is an autonomous body established by the University

Grants Commission (UGC) to assess and accredit institutions of higher education in the country.

As per the regulations of the UGC, each and every higher education institution has to be accredited by

the NAAC in order to remain recognized by the Commission and to continue receiving financial grants.

Therefore, it is of utmost importance that the College takes necessary steps, plans and arranges its various

activities throughout the year, regular and special both, in such a fashion that suits the goal of the National

Policy on Education.

Our College took its first initiative to get accredited by NAAC in the year 2007 (Cycle-1). It required

an enormous effort to plan and arrange various information and data on the College activities in the necessary

format. Obviously, this could not be accomplished without pain over a long period before the Self Study

Report (SSR) was prepared and sent to the NAAC for preliminary evaluation. After preliminary evaluation,

the peer team from NAAC came over here and validated the SSR over a three-day visit. In 2007, our college

was graded “B+” by the NAAC.

After the end of the validity of accreditation, the College had to proceed for its Cycle-2

accreditation or reaccreditation. In November 2016, the NAAC peer team, under the chairmanship of Prof.

Sunil Kumar Gupta, Prof. K. P. Subba Rao and Prof. T. C. Kara respectively as member coordinator and

member, visited the College and validated the SSR during a three day visit. In this cycle our college has

achieved a grade of “B++” which indicates a definite improvement relative to the previous instance. Our

relentless effort for improvement and development has paid off in a significant way keeping open the

scopes for further upgrade in all aspects at the same time.
