The District Disaster Preparedness and Response Plan, includes the facts and figures that have been collected from various formal and informal sources with a view to meeting the challenges during any Natural Disaster. Collection and classification of data are to be updated twice in May and November every year. The plan has been prepared with the following viewpoints. 1. Contingency Plan in a continuous process 2. All are not equal in a crisis situation 3. During relief measures social auditing ensures transparency 4. Involvement of Local Authority is must in the entire process. Sivasagar (previously spelled Sibsagar) is a town in the Sibsagar district in the state of Assam in India, about 360 kilometres (224 mi) north east of Guwahati. . It is the district headquarters of the Sivasagar district.

b. River System- The Brahmaputra flows from East to West along with the northern boundary which is at about 15 Km. from the Town. Other Rivers flowing throuh the District are- Desang, Darika, Dekhow, Mitang, Jhanji.

c. Demography:

In 2011, Sivasagar had population of 1,150,253 of which male and female were 589,454 and 560,799 respectively.

The initial provisional data suggest a density of 431 in 2011 compared to 377 of 2001.

Total area under Sivasagar district is of about 2,668 sq.km. Average literacy rate of Sivasagar in 2011 were 81.36 compared to 74.47 of 2001. If things are looked out at gender wise, male and female literacy were 86.75 and 75.69 respectively.

With regards to Sex Ratio in Sivasagar, it stood at 951 per 1000 male compared to 2001 census figure of 928. The average national sex ratio in India is 940 as per latest reports of Census 2011 Directorate. Description 2011 2001

d. Climate:

Sivasagar carries a pleasant weather throughout the year. The temperature generally ranges from 8° celsius in winter to 35° celsius during summer. The district is characterised by highly humid atmosphere and abounded rains .The regular rains of the summer generally prevent the prevalence of the hot weather. After the rainy season the cooler autumn start from October and real cold weather prevails from the end of November and continues till the middle of February. The winter season is followed by the season of occasional thunder storms from March to May. The Temperature begins to rise from the beginning of March and in July and August it reaches the maximum.

e. History:

Joysagar pukhuri in Sivasagar, ex Rangpur, was once the capital of the Ahom rulers who dominated Assam for more than 600 years. They ruled Assam virtually uninterrupted for 6 centuries until their kingdom fell to the Burmese in 1819, and their ruling class was all but wiped out. The province was liberated by the British in 1825 but, owing to the state of anarchy which prevailed in the province, it was completely annexed in 1826.

k. Agriculture:

Agriculture occupies a very important role in the economy of sivasagar and is the major source of income providing approximately 90% livelyhood to the rural population. Winter paddy which is very commonly known as Sali is widely cultivated throughout the district. During 2011-12, kharif crops were cultivated in 104340.73 hac. areas and Rabi crops were cultivated in 9500 hac. areas in the whole district. Total production of kharif crops were 648797.63 MT. and Rabi crops were 56711.355 MT. in that period.

5.Vulnerability Analysis:

1. The Embankment areas during flood seasons.

2. The Gas Stock Station of ONGC & Oil in different areas of the District. More over business Centers of Eastern Region Gail & ONGCL are also situated in Sivasagar.

3. The LPG & Thermal Power Project at Mibella and Lakwa seems more vulnerable area of the District.

4. Nazira, Simoluguri where ONGCL H.Q. of Railway Transportation is situated.

9. Role of Civil Defence in Disaster management, Sivasagar:

Role of Civil Defence in connection with the Disaster Management are:

1. Total 1895 nos of volunteers were trained up at various Civil Defence Services. An active volunteers list submitted to DM Depatrment.

2. A total no of 148 Civil Defence Volunteers were trained up at various advanced Disaster Management Courses at Central Training Institute Guwahati.

3. A Series of Disaster Management awareness training, exercise, mockdrill conducted at various places of Sivasagar district.

4. As per direction of the Director General of Civil Defence and Commandent General of Home Gourds, Beltola, Ghy, Assam, total 160 nos of volunteers will be trained up at various Civil Defence Services. The training has already been started.

5. As per direction of the Director General of Civil Defence and Commandent General of Home Gourds, Beltala, Guwahati, it is proposed to conduct Civil Defence Training Camps/exercise/demostraton and awareness campaign in connection with Disaster Management from the month of June 2012 involving enrollment of volunteers.

6. It is also proposed to train up all VDPs of the District. The training will be specially conducted for formation of QRT. A discussion has already been made with the Superintendent of Police in this regard.

11.Relief Camp:

The Zonal Officer, will appoint one relief camp I/C against each camp (preferably Govt. Officials) Relief Camp should be set up in govt. institutions/ public premises. 13.Relief materials & Distribution There of: :

The FCI, Sivasagar will maintain a reserve stock of 3000 qtls. of Rice and the President/Sec.,Chambers of Commerce, Sivasagar will maintain 200 qtls of Masur Dal, 100 qtls salt, 200 tins of Mastard Oil & Sufficient quantity of packing bags for making packets of Gratuitous Relief for air dropping with effect from 15th May/2012.

SDO © Nazira, SDO© Charaideo and Dy. Director of FCS & CA, Sivasagar are asked to issue instruction to Roller Flour Mills under their jurisdiction to keep rolling reserve stock of sufficient quantity of wheat bran from 15th May/2012 which can be used as cattle feed during flood. They will also issue necessary instruction to all petrol & Kerosene depot under their jurisdiction to keep sufficient reserve stock of P.O.L/H.S.D. and kerosene oil for flood relief operation.

The Dist. A.H. & V.O., Sivasagar is requested to deploy at least one of his officers with Addl. Zonal Officer in each Zone for smooth distribution of cattle feed.

Circle Officer of respective Revenue Circle and his authorized person will also be responsible for collection and transportation of relief materials to the different places under their jurisdiction.

The following Officers of FCA & CA, Sivasagar will observe/monitor work on issue of relief materials from FCI Godown, Sivasagar. The Officials deputed for the purpose are:

Sri L.C. Bori, Inspector, FCS & CA, Sivasagar is detailed for constant touch with FCI, Chamber of Commerce etc. regarding requirement of stock essential commodities.

14. Vehicle/Boats:

Sri L. N. Gogoi, ACS, ADC & CEO (Disaster Management), Sivasagar will arrange vehicles for relief works and he will contact various Govt. Deptts. P.O.L. required for requisitioned vehicles will be issued by ADC, CEO (Disaster Management). The records of vehicle and boat used during flood will be maintained separately by Relief Branch. In case of country boats, the Circle Officers are asked to give a detailed report of availability of country boats in their circle alongwith names and address of the owners and size of the boats etc.

Shri D.N. Morang, SDO (s), Sivasagar will coordinate with Shri L.N. Gogoi, ADC & CEO, DDMA, Sivasagar in respect of arrangement of vehicle and other logistic support.

IWT Deptt., Sivasagar in cooperation with Civil Defence, Sivasagar will check the the status of OBM at an interval of 15 days during the flood season.

The approximate requirement of vehicles / boats as conveyance for relief camp worked out as follows:-

Vehicle may be arranged locally, in case of emergency ONGCL, GAIL etc. may also be asked to provide vehicle. For motor boat, Inland Water Transport Department is requested to keep ready vessels for any emergent need. In case of heavy flood, Army boats may also be used by calling them for rescue operations.

15. Control Room: Control Room is set up at Disaster Management Deptt. w.e.f. 15/05/2012 having ph. No. 03772-221827.

16. Medical & Health Services:-

The Joint Director, Health Services, Sivasagar will make necessary arrangement for vaccination and other medical relief to the inmates to the relief Camps. The following course faction is to be taken by him:-

(1) Medical aid is to be provided immediately in the flood hit areas beside ensuring maintenances of hygienic condition in and around the flood relief camps and to provide preventive disinfectants etc.

(2) To provide medical facilities to the inmates of the relief camps. (3) Medicines ( i.e. anti-diarrhoeal, anti – malaria , Oral Rehydration Powers,

Water Purifier , Disinfectants and vaccines ) to prevent the spreading of contagious diseases & Epidemics like Cholera, Typhoid and others are to be stocked in sufficient quantities.

(4) The Medicines mentioned above should be stoked at district Medical Stores, the C.H.C.s , P.H.C.s and state Dispensaries . Stocks will be replenished from time to time as per demand of the local Medical Officers.

17. Animal Husbandry & Veterinary :-

The Dist. A.H. & Vety. Officer will take necessary steps for maintaining adequate stock of medicines & vaccines for flood relief. Medicines should also be adequately stocked in mofussil areas during the flood season. They shall distribute fodder / grain during flood in consultation with ADC & CEO (Disaster Management).

18. Vigilance :-

The Supdt. of Police, Sivasagar will take necessary arrangement for constant patrolling of embankments in the vulnerable areas and in case co-ordination with the W.R. Deptt. The Executive Engineer W.R. may shall requisition the service of Home Guard. The Supdt. of Police, Sivasagar is also look after the Law & Order situation of the Flood affected areas.

19. Agriculture Department :-

The Agriculture Department shall make provision for sufficient numbers of seedlings and raising of Community nursery for recouping the crop damages.

20. Army Assistance :-

Army Columns will be called for relief & rescue operations if situation so arises.

21. Co-ordination:

The whole Disaster Management operation will be co-ordinated by the Addl. Deputy Commissioner & CEO (Disaster Management Branch) of Deputy Commissioner’s Office, Sivasagar.

will submit their report of their Sub- Divisional control room. The SDM&HO i/c Sub- Division will be in connect

with Relief Officer or Circle Officer of Civil Authority daily for information of flood situation.

For SDM&HO i/e PHC’s: The SDM&HO of the PHC’s in their turn will divide the PHC in two or more Zones, each

zone will be under one Medical Officer. The Services of S.I. (PH), PHI, HA, Vaccinator, BEE Health Educator,

Computer, SMI, SI(M), SW(M)NMS, NMA,BCG team leader/ Tech., Opth, Asstt., SN, LHV, Lab, Asstt. ,LDA, UDA,

etc. will be utilizing top assist the Zonal Medical Officer. Moreover, the SDM&HO i/c PHCs are required to

submit the list and name of village under each zone and also the names of Medical Officer and other PM staffs

of zone – wise to the undersigned . A medical team of every PHC always keep in readiness with available

medicines & Ambulance to provide emergency services in their respective areas.
