PAUL HARRIS 1868 - 1947
Paul P. Harris, a lawyer, was the founder of the world’s first and most international service club.
The second of six children, he grew up in the care of paternal grandparents in Wallingford, Vermont.
He worked as a reporter, stock agent, business teacher, actor and cowboy and traveled in the US and Europe selling marble and granite. He received an LLB from the University of Iowa and an honorary LLD from the University of Vermont.
In 1896, Paul went to Chicago to practise law. One evening he visited the suburban home of a professional friend. His friend introduced him to various tradesmen in their stores. It was here that Paul conceived the idea of a club that would recapture some of the friendly spirit amongst businessmen in small communities.
On February 23, 1905, Paul Harris formed the first club with three other businessmen. Silvester Schiele, a coal merchant, Gustavus Loehr, a mining engineer and Hiram Shorey, a merchant tailor.
He named the new club ‘Rotary’ because members met in rotation at their various places of business. Club membership grew rapidly, and convinced that Rotary could be an important service movement in other cities, Paul worked to establish new clubs at home and abroad.
Paul was also prominent in other civic and professional work. He served as the first chairman of the board of the National Easter Seal Society for Crippled Children and Adults in the US and the International Society for Crippled Children.
He was on the boards of the Bar Associations of Chicago and America. He was decorated by many international governments, as well as by the Boy Scouts Association for distinguished service to youth.
Paul maintained his law office for most of his life, but spent much of his time traveling and speaking at Rotary functions. He married Jean Thompson, but died childless. When he passed away on 27 January, 1947 his dream had grown from an informal meeting of four to some 6000 clubs.

WALTER DRUMMOND 1890-1930
Walter Drummond a Hamilton born Architect, is widely credited with bringing Rotary to Australia.
Whilst in America in 1913, Walter visited the R.I. headquarters in Chicago and met Secretary Chesley Perry to inquire about the possibility of establishing Rotary in Australia; he subsequently met Paul Harris who was excited that an Australian was interested in establishing Rotary in Australia.
World War 1 intervened and in 1921 Walter renewed contacts, and R.I appointed two Canadian Commissioners to Charter clubs in Australia and N.Z.
Melbourne was the first club established in Australia in April 1921, and Walter whom the Melbourne club felt was not of sufficient seniority was appointed “Rotary Secretary” and in September he gained full membership of the club.
Walter married Clarice Davey, and they had one child, he died aged 40 in 1930.
His grandson Peter Schroder is a Past President of the Hamilton club.
District 9780 can be proud of Walter’s role in establishing Rotary in Australia.

THE FOUR WAY TEST
One of the most widely printed and quoted Statements of business ethics in the world is the Rotary “Four Way Test.”
It was quoted by Rotarian Hubert J. Taylor in 1932 when he was asked to take charge of the Chicago-based Club Aluminium Company, which was facing bankruptcy.
Taylor looked for a way to save the struggling company mired in depression-caused financial difficulties. He drew up a 24 - word code of ethics for all employees to follow in their business and professional lives.
The Four Way Test became the guide for sales, production, advertising and all relations with dealers and customers, and the survival of the company was credited to this simple philosophy.
Herb Taylor became President of Rotary International during 1954-55.
The Four Way Test was adopted by Rotary International and has been translated into more than 100 languages and published in thousands of ways.
The message should be known and followed by all Rotarians.
“Of the things we think, say or do:
· Is it the TRUTH?
· Is it FAIR to all concerned?
· Will it build GOODWILL and BETTER FRIENDSHIPS?
· Will it be BENEFICIAL to all concerned?”

Ray Klinginsmith is an attorney in Kirksville, Missouri, USA, who now works primarily in the areas of commercial and corporate law, real estate, and estate planning. He retired in August 1995 as general counsel and professor of business administration for Truman State University (formerly Northeast Missouri State University) in Kirksville after 22 years of service. During his tenure at the university, he also served as dean of administration for five years during the university’s transition to a liberal arts and sciences institution. Since his retirement from the university, he served a four-year term (2001-04) as a county commissioner for Adair County.
Ray has served as a director of the Macon Atlanta State Bank in Macon, Missouri, since1971, and he was one of the initial trustees for the Missouri Family Trust, which was created by the Missouri legislature in 1989. He has been the president of Chariton Valley Association for Handicapped Citizens since its organization in 1982, and he was accorded the 1988 Parent/Caretaker Award by the Missouri Planning Council for Developmental Disabilities. He is a former member of the executive board for the Great Rivers Council of the Boy Scouts of America and the holder of its Silver Beaver Award for adult volunteers. He is a member of the First United Methodist Church in Kirksville and a former lay speaker for the church.
A Rotarian since 1961, Ray has served Rotary as district governor, chair of the 1998 Council on Legislation in New Delhi and the 2008 Los Angeles Convention Committee. He was a member of the RI Board of Directors for 1985-87 and chaired its executive committee in 1986-87. Ray joined The Rotary Foundation Trustees in 2002, serving as vice chair in 2005-06, and was a member of the Future Vision Committee from 2005 to 2008.He is a Major Donor and a recipient of the Foundation’s Citation for Meritorious Service and Distinguished Service Award.
Ray’s wife, Judie, is a former elementary school teacher in Macon and Kirksville and a former consultant for the child development assistant program at the Kirksville Area Vocational Center. Ray and Judie have two children, Leigh and Kurt, and three grandchildren, Morgan, Grant, and Sydney Perkins.

Stuart has enjoyed a successful and varied business career. He was CEO of New Zealand’s largest agricultural supply co operative for 20 years until 2004. He is now self employed as a business mentor and a director of a number of companies across many different sectors including manufacturing, wine, health, power generation, retail and forestry.
Adrienne was, until 2009, a teacher providing support for children aged 11 to 15 with learning and behavioral needs.
Stuart came into Rotary following selection as a team member on Group Study Exchange. He went to Nigeria in 1987 as a member of the team from District 9980. Much earlier, in 1971, he won a Rotary Youth Leadership award and attended District 9920 RYLA that year.
He subsequently joined the Dunedin Rotary Club in 1987. He was club President in 1994/95 and District Governor in District 9980 in 1999/2000.
He was involved with the GSE programme as District chair in 1991-1993 and Adrienne is currently a member of the District GSE committee. Stuart has been a member of the Management Committee for RDU, our regional magazine, for the past five years.
He has also been a training leader at International Assembly twice (2003, 2004) and remains a member of his District’s training team.
In 2005 he was awarded the Citation of Meritorious Service from the Rotary Foundation following three years as Foundation chair for the District.
Stuart and Adrienne have hosted five Rotary Youth Exchange students and are very supportive of Rotary Youth programmes.
They have two sons and a daughter – all pursuing successful business and professional careers – and the family has recently welcomed two daughters in law into the fold. Adrienne is also a Rotarian and was Cromwell club President in 2008/09.
Leisure time is spent with family and, in the finest New Zealand traditions, enjoying good food, wine, gardening, travel, rugby and cricket.

Jessie Harman (Andrew)
Jessie Harman is a member of the Rotary Club of
Wendouree Breakfast. She joined the club in 1998,
and since that time has occupied many positions,
including President, Secretary, Club Service Director
and Bulletin Editor.
She has had continued involvement at District Level.
She was Chair of District 9780 Membership
Committee for three years, and a member of the
District Science Education Committee also for the
same period. She was also Assistant Governor,
Membership and Services from 2008-2010.
In her working life Jessie is a Lecturer in Marketing
at the University of Ballarat. Prior to joining the
University she worked in various general
management and marketing roles in the government,
private and community sectors. Jessie is married to
Andrew, a licensed land surveyor and partner with
TGM Group, consulting engineers, surveyors and
town planners. Jessie and Andrew have three
children, Claire (20), Georgia (18) and James (10).
Jessie’s first experience with Rotary was as a
participant of RYLA in 1988, sponsored by the
Rotary Club of Kings Meadows.
Jessie Harman is a member of the Rotary Club of Wendouree Breakfast. She joined the club in 1998, and since that time has occupied many positions, including President, Secretary, Club Service Director and Bulletin Editor. She has also been a Youth Exchange Counselor on several occasions.
Jessie has also been active at District Level. Over the past five years she has taken on the roles of Assistant Governor, Membership and Services, Chair of the District Membership Committee and member of the District Science Education Committee. She was also Chair of the D9780 Conference Committee for the 2009 District Conference.
In her working life Jessie is Director of Commercial Services at the University of Ballarat. Prior to joining the University she worked in various general management and human resource roles in the government, private and community sectors in Tasmania and Victoria. Jessie is married to Andrew, a licensed Land Surveyor and Director with TGM Group, a medium sized firm of consulting engineers, surveyors and town planners. Jessie and Andrew have three children, Claire (20), Georgia (18) and James (11).
Jessie’s first experience with Rotary was as a participant of RYLA in 1988, sponsored by the Rotary Club of Kings Meadows, Tasmania.

DISTRICT GOVERNOR 2011 - 2012 Brian Trenery (Jenny)
Brian was born and raised in Geelong, Victoria, was educated at Chanel College and began employment with the Geelong and District Ambulance Service. After moving to Warrnambool in 1970, Brian continued employment within the ambulance service, gaining promotions through positions in communications, training and education, administration and management, finally reaching the position of District Superintendent. Upon leaving the Ambulance Service in 1994, Brian continued his involvement in the health industry with a contract to write a
paper to establish a University Department of Rural Health, Manager of Alcohol and Drug Services, and finally Aged Care Assessment Service. During these times and for a bit of fun, Brian began driving tourist coaches that allowed him to see much of Australia.
Throughout his life, Brian has been involved in his community, serving on School Councils, Community Road Safety Councils, hobby groups, and Scouting.
Brian and Jenny married in 1972 and have two sons and two Grandsons.
Brian was invited to join the Rotary Club of Warrnambool in 1991 and since then, has served as Outbound Student Exchange Counselor, Club Secretary for three years, Club President in 1996-97, and several Directorships on the Board. He has been recognized by his Club as a Paul Harris Fellow, Four Avenues of Service Citation and the Cliff Dochterman Award. Brian has also served the District as GSE Team Leader, Conference Secretary, Chairman G.S.E Sub-committee, Assistant Governor, and District Secretary.
In retirement, Brian continues to drive coaches and enjoys interests in model railways, genealogy, scouting, travel and photography.
Jenny is a registered nurse who trained at the Geelong Hospital. Upon moving to Warrnambool in 1972, continued nursing in Warrnambool before working in pathology and later with Red Cross Blood Service. Jenny is also now retired and enjoys walking, scrapbooking, photography, travelling and involvement with family.
DISTRICT GOVERNOR 2011 - 2012 Brian Trenery (Jenny)
Brian was born and raised in Geelong, Victoria, was educated at Chanel College and began employment with the Geelong and District Ambulance Service. After moving to Warrnambool in 1970, Brian continued employment within the ambulance service, gaining promotions through positions in communications, training and education,
administration and management, finally reaching the position of District Superintendent. Upon leaving the Ambulance Service in 1994, Brian continued his involvement in the health industry with a contract to write a paper to establish a University Department of Rural Health, Manager of Alcohol and Drug Services, and finally Aged Care Assessment Service. During these times and for a bit of fun, Brian began driving tourist coaches that allowed him to see much of Australia. DISTRICT GOVERNOR 2012 - 2013 Helen Trigg (Richard)
Helen Trigg is a member of The Rotary Club of Ocean Grove. Helen joined the club in 2001 and since that time has held many positions including President. Helen is also involved at District level. Helen was Assistant Governor Clubs for group 9, a position she has held for the past 3 years, and a member of the District Science Education Committee.
Helen was recognised by her club as a Paul Harris Fellow in 2009.
In her professional life Helen is a trained Dental Nurse but for the last 10 years has been a Funeral Director and is currently a Pre Planned Funeral Consultant for Kings Australia.
Helen is married to Richard who joined Rotary in 1991 and is also a member of the Rotary Club of Ocean Grove. He is a past president and a Paul Harris Fellow.
Richard is the Corporate Services Director at Golden Plains Shire Council.
Helen and Richard have two married sons and four grandchildren.
For the last 20 years Helen and Richard have been involved with the Australian Naval Cadets.

Brief History of Development
On 15 September, 1927, District 65 was established covering all of Australia, and the Rotary Clubs of Geelong (chartered 19 October, 1925) and Ballarat (15 December, 1925) were part of it. The District Governor, Fred Birks, was from the Rotary Club of Sydney, and held office for two years, 1927-28 and 1928-29. During this period, the Rotary Clubs of Mount Gambier, Horsham, Ararat & Warrnambool were chartered.
From 1930-31, a second district (76) was created, with our area remaining part of District 65. Successive DGs came from the Rotary Clubs of Melbourne, Hobart, Perth, Ballarat (Alfred J Pittard), Melbourne (Angus Mitchell), Adelaide, Bendigo, and Hobart. The Rotary Clubs of Warracknabeal, Colac, Hamilton and Swan Hill were chartered.
Australia’s third district, 56, came with the 1938-1939 year, though District 65 remained for our area. Angus Mitchell was DG again in 1938-39, followed by Rotarians from Colac (Louis O C Bayer), Unley (Walter Simms), Perth (Gordon Hislop for two years), Hobart (Burgess Watt for two years), and Warrnambool (Horace I Holmes). Not surprisingly, given that these were the years of World War 2, Portland was the only one of our current clubs chartered in this period.
For 1946-1947, a fourth District, 64, was formed, and Holmes continued on to become its first DG. He was followed by members of the Rotary Clubs of Perth, Perth (same person). 1949-1950 brought a complete re-organisation and re-numbering, with our area falling into District 33, its first DG being Reginald R Etherington of Mildura. Following District Governors came from Perth, Adelaide, Colac (Alan F Drayton), Ballarat (Leslie F North), Unley, Hamilton (John L Kneebone), and Horsham (Stewart F Brown).
Our ancestral path changed again in 1957-1958, with another re-organisation and re-numbering, our area being split between Districts 250 and 280. The history of the District Governors and District numbers is set out on pages 22 and 23 of this Directory.
The 1960s were the major growth period, with 15 of the present 59 Clubs being chartered in this era, followed by nine in the 1950s, seven in the 1970s and two more during the 2005 / 2006 Rotary year. The most recent Club in the District, Swan Hill Sunrise, was chartered in 2010.

ASSISTANT GOVERNORS’ DUTIES, RESPONSIBILITIES AND EXPECTATIONS FOR 2010– 2011
Assistant Governors - Clubs are appointed to assist the District Governor. They provide Club Presidents with advice and assistance and liaise between the District Governor, Assistant Governors – Clubs and Services, the District Committees and other Club Presidents.
1. District Leadership Training Seminar
Attend a training seminar with the District Governor, fellow assistant Governors, District Chairman and other relevant persons, to discuss and train for the role to be undertaken.
2. President Elect Training Seminar (PETS)
Assistant Governors are required to attend to assist and act as Discussion Group leaders.
3. District Assembly
Assistant Governors are required to attend to assist the Governor Elect.
4. Groups, Zones, Regions
Clubs in the District are organised in 10 GROUPS with an Assistant Governor responsible for each Group. Groups are placed in ZONES as follows:
A (Groups 1,2) B (Groups 3,4) C (Groups 5,6) D (Groups 7,8) E (Groups 9,10)
Club Groupings for REGIONS are: Western (Groups 1,5,6) Northern (Groups 2,3,4,7) South Eastern (Groups 8,9,10)
5. Meetings with Group Presidents
Between PETS and District Assembly, convene a meeting of the Presidents of the Clubs in your group to review PETS, assist with preparation for District Assembly and the year as President. Special attention is to be given to Club Plans and Objectives for inclusion in "Planning Guide for Effective Rotary Clubs", to Club Officers and their duties, and to the Club Calendar.
Following District Assembly and prior to 30th June, convene a further meeting of Presidents to review Assembly and to ensure that all is in order for the Club Change-over and assumption of responsibility.

During the year, carry out a meeting with the Club President and the Board of Directors; periodically, meet informally with the Group Presidents to disseminate information and discuss activities. These meetings might usefully be held just prior to the District Management Meetings to collect information for reporting or just after such meetings to pass on information.
6. District Governor's Official Visit
Clubs should extend an invitation to the Assistant Governor and Partner to be present for the District Governor's Official Visit to the Club, and cover the meal costs on this occasion.
7. Reporting to the District Governor
Following any significant event, such as the meetings specified in 5 above, AG's-Club should report to the District Governor by telephone, facsimile or email, any matter about which the Governor should be aware.
8. District Management Meetings
Joint quarterly meetings of Assistant Governors - Club and Services will be held to review progress in all District activities.
These meetings have been set for:
Sunday 8 August 2010 at AraratSunday 7 November 2010 at AraratSunday 13 February 2011 at AraratSunday 15 May 2011 at Ararat
9. Other Matters
Assistant Governors will be invited to meet with Boards and complete the Memo of Official Visit.
On occasions the Assistant Governor may be requested to represent the District Governor at Club or District activities.
The Assistant Governors - Club may be requested by the District Governor to follow up particular matters with specific Clubs.
Provide advice and assistance to the District Governor Elect as requested, with regard to next year's Assistant Governors, Committee Members and similar.
As requested, assist the District Governor in any other way that may be needed as the year progresses.

Duties, responsibilities and expectations for 2010 – 2011As a means of coordinating the roles and functions of the various District Committees, each Committee has been placed in one of five groups of common interest under the coordinating role of an Assistant Governor – Services.

1. Rotary International Public Relations Award
The Rotary International Public Relations Award recognises Rotary Clubs that have generated increased awareness and understanding of Rotary through outstanding media coverage or public relations efforts.
Nominations close with the District Public Relations Committee 15th May 2011.
2. Significant Achievement Award
The Significant Achievement Award is a presidential recognition program designed to give district recognition to club activity which addresses a significant problem or need.

3. The Four Avenues of Service Citation for Individual Rotarians
The Four Avenues of Service Citation is awarded by Rotary Clubs to recognize the “grass roots” efforts of individual Rotarians.
4. Rotary International Service Above Self Award
The RI. Service Above Self Award, Rotary International’s highest honour, is given to individual Rotarians who have rendered significant humanitarian Rotary service which embodies Rotary’s motto “Service Above Self”.
5. RI Membership and Development and Extension Award
The annual RI. Membership Development and Extension Award Program includes incentives for membership growth in existing clubs, retention of current members and the establishment of new clubs. There are four awards.

6. Presidential Citation
Presidential Citation will recognise those Rotary Clubs that distinguish themselves in demonstrating their commitment to Rotary’s future by meeting the achievements outlined in the 2010 –2011 Presidential Citation Program. (900A 07EN)

THE ROYCE ABBEY AWARDS PROGRAM
Royce’s home club, Essendon has launched a recognition program for which it hopes to attract support from all Rotary Clubs in Australian Districts. Awardees receive a Royce Abbey Award badge and a framed certificate, signed by Royce, the District Governor and the participating Club President.
The award by a Club to one of its members:
• Acknowledges new members in their early years ofmembership for their enthusiasm and commitment to Rotary
• Recognisesandhonours thedistinguishedserviceofPastRotary International President, Royce Abbey, AODCM
• EncouragescontributionstotheRotaryFoundationthroughthe Royce and Jean Abbey Endowment Fund which sponsors International Agricultural Scholarships in developing countries.
For each award, the Rotary Club is encouraged to contribute to the Royce and Jean Abbey Endowment Fund the amount of $1,000. The fund has already made available, through The Rotary Foundation, many scholarships valued at US$10,000 each have been awarded since 2001. This great hands-on program provides opportunities to young men and women in developing countries with excellent long term benefits on returning to their home country.

PAUL HARRIS FELLOW RECOGNITION
The presentation of a Paul Harris Fellow recognition is always an occasion for public attention. It recognises that a gift of US$1,000 will fund projects and programs to improve and invigorate the lives of people around the world and enhance international friendship and understanding.
The presentation should be made publicly so that Rotarians will realise what their Foundation is doing and how it is supported. A Club meeting, a District Conference or during the visit of the District Governor are all appropriate occasions for such an event.
