The 64th Railway Week National Award function was held at Mumbai on 30th July 2019, in which 133 individual awardees were felicitated for their

exemplary performance and contribution to the Indian Railways. South Eastern Railway was conferred the prestigious Govind Vallabh Pant Shield for overall efficiency and 20 shields were awarded to different Zones and Production Units for their outstanding performance. Railway Minister, Shri Piyush Goyal, has launched Commando for Railway Security (CORAS) of Indian Railways and also unveiled new Establishment Manual for Railway Protection Force in New Delhi.

In order to boost Railway connectivity, Cabinet Committee on Economic Affairs has given approval for constructing 3rd Railway line between Allahabad and Mughalsarai and a new Railway line between Sahjanwa and Dohrighat in Uttar Pradesh. Inspired by Prime Minister’s Clarion call in his Independence Day speech, Indian Railways have decided to enforce ban on single use plastic material from 2nd October, 2019. Indian Railways first Printing Press Heritage Gallery was recently inaugurated at Mahalakshmi in Mumbai.

Indian Railways paid tribute and obeisance to the armed force personnels who took part and lost their lives for the Nation in the Kargil War in 1999. To commemorate 20th year of Kargil War Diwas, 218 train coaches were wrapped in the “colour of volour” depicting the saga of bravery and sacrifice of the soldiers. Water special trains were run by Indian Railways to Chennai to tie over acute water shortage.

Mumbai Division of Central Railway has recently introduced digital payment of catering services across all stations through net banking, debit/credit cards and various online payment valets. Special drive “NO BILL, NO PAYMENT” was conducted to promote the use of digital payment for catering services. With a view to ensure safety of passengers in Indian Railways, a massive drive “Operation Thirst” has been initiated to stop selling unauthorized spurious water bottles in station premises.

Shri Vijay Kumar, IRAS, has taken over as Financial Commissioner, Railway Board on 14.08.2019. This issue also brings special focus on Indian Railways Institute of Transport Management. ¥

Shri Piyush Goyal Launches CORAS of Indian Railways

Piyush Goyal launched CORAS (Commando for Railway Security) of Indian Railways and new esta-blishment manual for Railway Pro-tection Force. Chairman, Railway Board, Shri Vinod Kumar Yadav, other Railway Board Members, DG, RPF, Shri Arun Kumar, General Manager, Northern Railway, Shri T.P. Singh, along with senior Railway officials were present on the occasion. Speaking on the occasion, Minister of Railways and Commerce & Industry, Shri Piyush Goyal said, “Today we are committed to deve-lop India as a Clean India, Healthy India, Prosperous and Secure India. Keeping in mind the threat from disruptive forces, induction of CORAS was planned in Railway Protection Force. CORAS team will be provided best, most modern equipment and world class training.

Lauding the efforts of RPF soldier Shivcharan Gurjar, who rescued eight lives in flood stricken areas of Gujarat, Shri Goyal appreciated the commendable work of RPF soldiers. Shri Goyal urged the people to crack down on touts and imme-diately inform the authorities so the menace of ticket touting may be eliminated permanently.”

Shri Goyal announced that a new state of the art commando training centre to beestablished in Jagadhri, Haryana. Shri Goyal added that a new network of CCTV cameras at every station will be set up to en-hance the security of Railway pas s-

engers. The link of these cameras will be given to the local stations, GRP, RPF, Divisional office and to the Minister’s office. Shri Goyal also congratulated RPF officers and each soldier for extending security to passengers and Railway property in far-flung areas round the clock.

Shri Goyal thanked Prime Minister Shri Narendra Modi for taking the concern about the safety of train passengers. Launch of CORAS is an important step in this direction. Shri Goyal also conveyed his greetings to the Nation on Independence Day and Rakshabandhan.

Speaking on the occasion, Chairman, Railway Board, Shri Vinod Kumar Yadav said, “CORAS, a special Railway Unit is a result of detailed policy formulation. Railway Protection Force is always involved in protecting Railway passengers and Railway property in far and inaccessible threat prone areas. To meet the challenges to Railway security, CORAS, a separate Commando Unit of RPF has been established. This special unit is given world class training and best facilities. This special unit will be able to meet any challenging situation.”

Speaking on the occasion, Director General, Railway Protection Force, Shri Arun Kumar said, “Railway plays an important role in connecting nook and corner of the country. To tackle the threats to Railway passengers or establishments, a special task force having trained manpower was required. Railway is currently carrying out projects, which are strategically and economically important. Commissioning of CORAS will address challenges to these ongoing projects as well as

Bhabha Theatre (NCPA), Mumbai on 30 July, 2019.

construction of 150 km long 3rd railway line between Allahabad - Mughalsarai (now Pt. Deen Dayal Upadhyaya Jn.) zz Project will help cope up with

Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval to construct a 3rd railway line between Allahabad - Mughalsarai (now Pt. Deen Dayal Upadhyaya Jn.) (Length 150 km) with an estimated cost of ` 2649.44 crore. The project will be completed by 2023-24 and will be executed by Construction Organization of North Central. The project will help cope up with the future traffic and remove capacity constraints. At present number of passenger and

goods trains in this section are far more than its capacity, resulting in heavy dete ntion to trains. This project will enhance capacity, reduce detention and cater for future growth of traffic. Construction of approved third Line between Allahabad and Mughalsarai will also ease traffic congestion at Chheoki, Naini and improve the punctuality of goods and passenger trains on vital route connecting National capital. This project will also generate direct employment during construction for about 36 lakh mandays. ¥

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval to construct a new railway line

between Sahjanwa and Dohrighat (81.17 Km) with an estimated cost of ` 1319.75 crore.The project will be completed by 2023-24 and will be executed by Construction Organization of North Eastern Railway.

The project area is densely populated, economically backward and is deficient in road transport facilities. The proposed project will provide rail facility to the people of the area falling under the project line and will help in growth of small-scale industries in the area. This project will also generate direct employment during con struction for about 19.48 lakh mandays.

Alignment from Sahjanwa to Dohrighat lies mostly in Gorakhpur district and very small area in Mau district in Uttar Pradesh. Indara-Dohrighat gauge conversion has already been sanctioned and this approval for new line for Dohrighat- Sahjanwa will complete the missing link and provide an alternate route avoiding Gorakhpur. After completion of this connectivity, alternate route con necting Chhapra to Lucknow avoiding congestion at Gorakhpur will be available. Hence, this project is needed for better socio-economic development of the hinterland of this backward area with the help of rail transport. ¥

NCR has also taken many initiatives on digitisation of procu rement and auction and most of the processes are paper less bringing speed and transparency.

During the meeting a web based App “North Central Railway Sales Delivery management System “was also launched which will facilitate hassle free delivery of sold scrap material after auction in transparent manner. GM Shri Rajiv Chaudhry in his address said that Shri Pathak guidance will help NCR in better material management and thanked him for coming to NCR despite his hectic schedule. NCR has made

procurement goods of more than ` 25 crores in 18-19 from GeM. Shri Pathak complemented NCR on initiatives taken on material management. He said that his association to Prayag raj goes back to 1975 when he joined MNREC and shared his memories of his initial career in Allahabad Division (then part of NR) and his tenure during form ation of NCR. He

emphasised that safety is paramount for us and all our effort to improve safety in train ope ration must reach to grass root level. He also lauded efforts of NCR in improving pun ctuality and urged the team NCR to further act upon. He said that real benefit of IT can be achieved when need of rechecking our processes are minimal. He said that if we are convinced that something is good then we should not hold back just because it is difficult. Earlier Shri Pathak had done a detailed review meeting of Stores dep a-rtment of North Central Railway. Meeting ended with vote of thanks from PCMM Shri P.N. Pandey. In afternoon Shri Pathak Member and other Officers participated in plantation. ¥

Indian Railways’ 1st Printing Press Heritage Gallery by Western Railway Inaugurated at Mahalaxmi

Well known for pioneering in so many first achievements

on Indian Railways, Western Railway has once again been the pioneer to implement an innovative concept by setting up Indian Railway's 1st of its kind Printing Press heritage gallery at Mahalaxmi in Mumbai. This unique heritage gallery was inaugurated by Shri V.P. Pathak, the then Member (Materials Management) of Railway Board during his recent Mumbai visit.

Western Railway Mahalaxmi General Stores Depot (GSD) is the first in Indian Railways to portray a Heritage Gallery of the Printing and allied machines used in the Western Railway Printing press since 1948, which are still in working condition. The GSD Mahalaxmi is spread across 12,171 sq. meter area. The Depot itself a British Era single storied building made with Black stone having interiors made with wood, has its own beauty and uniqueness.

This concept of a Heritage gallery of Western Railway Printing Press is the brain child of Shri J. P. Pandey, Principal Chief Materials Manager

of Western Railway. It was underhis guidance and farsightedness that this concept was entrusted in the hands of Deputy Materials Manager of GSD Mahalaxmi who has the control of Western Railway Printing Press.The Printing Press came into existence in the year 1912 under the Greater Indian Peninsular Railway (GIP) Bombay, as the railway needed stationery and tickets to run the Railways. In the year 1953 the Press was shifted to GSD Mahalaxmi at Western Railway. In 1969, 90,000 sq. feet multi-storied building was specially constructed to house this press at Shakti Mills Lane in Mahalaxmi. High speed Letterpress rotary machines were imported. These machines were tailor made to the requirement of security and safety

features of Western Railway. The cost incurred for the

machines, along with the building was ` 47.18 lakh.

This building was inaugurated by the then Mayor of Mumbai along with General Manager of Western Railway on 24 September, 1969.

Parcel way bills and Railway Receipts for all zonal railways of India, along with Stationery and Money Value items required for Western Railway were printed at this press. The capacity of the press was approximately 3-3.25 lakhs DFCI per day.

Western Railway printing press was declared closed on 31 July, 2018, after serving for 48 years and 10 months in the new building and a total of 106 years right from the British Era. ¥

Shri Krishna Das complimented the SCR authorities for maintaining high standards of cleanliness at Kacheguda, Hyderabad and Secun-derabad Railway Stations. He also stated that status of the cleanliness at railway stations is matching the ideals of Swachh Bharat programme initiated by the Prime Minister Shri Narendra Modi. The committee members suggested on provision of scanners at Secunderabad Parcel office to ensure safety and baby

feeding rooms at Hyderabad Railway station, provision of more lady constables to strengthen the security at the stations.

Shri Gajanan Mallya detailed the committee on various development activities related to Passenger ame-nities over the zone such as pro-vision of escalators, lifts, heigh-tening of platforms, im pro ving light en ing in the stations, provision of free Wi-fi in all the stations and maintenance of highest cleanliness standards on SCR. SCR focused on Swachh Rail-Swachh Bharat mi-

ssion to ensure passenger friendly trains. He also stated that SCR is 100% LED lit zone and saving around 7 crore per year. The zone has provided free Wi-fi facility at 200 plus and planning to provide Wi-fi facility to 700 stations in the current year. The zone is focusing on New line projects, doubling and tripling to provide more passenger services. Indian Railways to Enforce Ban on Single Use Plastic Material

Taking a cue from the Prime Minister Shri Narendra Modi’s

clarion call in his Independence Day speech to eliminate single use plastic in the country from 2nd October, 2019, Indian Railways has once again risen to the occasion to shield the environment from the menace of plastic. Ministry of Railways has directed all Railway units to enforce ban on single use plastic material, with less than 50 micron thickness from 2 October, 2019. Emphasis is on making necessary arrangements to mini-

mize generation of plastic waste and its eco-friendly disposal.

In this regard, Ministry of Railways has issued a circular stating the following instructions are to be enforced: w.e.f. 2 October, 2019: (a) Ban on single use plastic material, (b) All railway vendors to avoid use of plastic carry bags, (c) Staff should reduce, reuse and refuse plastic products and to use inexpensive reusable bags to reduce plastic footprint, (d) IRCTC to implement return of plastic drinking water bottles as part of

Extended Producer Responsibility, (e) Plastic Bottle crushing machines to be provided expeditiously. Strict enforcement of these instructions is to be from 2 October, 2019, to give enough time to all concerned to prepare for “Plastic Free Rail-way”. Ministry of Railways has also instructed its Railway units that a pledge can be administered on 2 October, 2019 to cut use of plastics. Also, Information, Edu cation & Communication (IEC) measures are to be adapted to create awareness among railway users. ¥

New Financial Commissioner (Railways), Railway Board

Shri Vijay Kumar, IRAS (1982) has been appointed as Financial

Commissioner (Railways) and Ex-Officio Secretary to the Government of India w.e.f. 14 August, 2019. Prior to this also, he was looking after the post of FC (Railways) since 1st March, 2019 as an additional charge to additional Member (Budget). Presently, he is also Managing Director of Indian Railway Finance Corporation since 26th July, 2018. Shri Kumar holds Masters of Science degree from

Patna University. He has also completed PGDFM from NMIMS, Mumbai. He has participated in various training programmes in India and abroad like at ISB Hyderabad, University of Toronto, Canada, Carnegie Mellon University, Pittsburg, USA and University of Maryland, Washington DC. Shri Kumar carried with him rich and varied experience in Finance & Accounting for a period

spanning more than thirty five (35) years in Indian Railways. He has worked in various zones of Railways in various capacities like Principal Financial Adviser in South Eastern Railway, Kolkata, East Coast

Railway, Bhubaneswar and FA&CAO in Eastern, East Central and South Eastern Railways before being posted as Additional Member (Budget), Railway Board. ¥

E-Ticket Facility in Indian Railways

Online ticketing through Indian Railway Catering and Tourism

Corporation (IRCTC) website was started in 2002 by introducing the concept of i-ticket where the ticket was booked through IRCTC website and the physical ticket was delivered through courier at the address given by the passenger. Subsequently in 2005, e-ticketing was introduced wherein passenger was required to take a print-out of the Electronic Reservation Slip (ERS) and carry one of the prescribed proofs of identity in original for undertaking travel subject to appearance of name in the reservation chart. At present, passengers who have booked e-tickets can either take a print-out of the Electronic Reservation Slip (ERS) or can display the Virtual Reservation Message (VRM)/Short Message Service (SMS) sent by IRCTC containing all vital details.

The waiting list position of trains is monitored on regular basis and to cater to additional rush during peak periods special trains are run and load of existing trains are augmented subject to operational feasibility. The current provisions/schemes aim at reducing uncertainty regarding confirmation of ticket and provide reserved accommodation to the extent possible. This is an on-going and continuous process.

In case the status of an e-ticket continues to remain fully waitlisted even after the preparation of first reservation chart, then the names of all such passengers booked on that Passenger Name Record (PNR) are dropped from the reservation chart. The due refund of fare is credited directly to the account from which booking transaction is done in such cases. Due to the auto-refund facility for fully waitlisted e-tickets, such passengers are saved from the botheration of taking refund from the Railway reservation counters. ¥

In order to enhance passenger convenience, a tool to predict the pro bability of waitlisted ticket getting confirmed at the time of booking as well as during PNR enquiry of waitlisted ticket has been integrated with IRCTC web-site. Further, with a view to pro-viding confirmed accommo dation to waiting list passengers and to ensure optimal utilization of avail-able accommodation, a scheme known as Alternate Train Acco-mmo dation (ATAS) known as “VIKALP” has been introduced to cover all types of trains on all se-ctors. The scheme aims at providing waiting list passengers acco mmodation in alternate train having vacant accommodation. For this facility, waiting list passenger

Cleanliness of Toilets and Wash Rooms in Railways

Maintenance of cleanliness of toilets and wash rooms of

trains and station areas is a continuous process and all efforts are being made to improve their condition and cleanliness.

Some of the major initiatives taken by Indian Railways towards improvement in condition and cleanliness of toilets in trains and at Railway stations are as follows:zz Cleaning of coaches including

toilets of trains is done at both ends including mechanized cleaning.zz On Board Housekeeping Service

(OBHS) has been provided in nearly 1080 pairs of trains including Rajdhani, Shatabdi and other

important long distance Mail/Express trains for cleaning of coach toilets, doorways, aisles and passenger compartments during the run of the trains.zz ‘Coach Mitra’ service has been

provided in around 1040 pairs of OBHS trains as a single window interface to register coach related requirements of passengers such as cleaning, disinfestation, linen, train lighting, air conditioning and watering of coaches.zz Clean Train Station (CTS)

scheme has also been prescribed for limited mechanized cleaning attention to identified trains including cleaning of toilets during

their scheduled stoppages enroute at nominated stations.zz Indian Railways is proliferating

bio-toilets on its coaching stock so that no human waste is discharged from coaches on to the track. Nearly 2,05,000 bio-toilets have been fitted on around 56,700 coaches.zz Provision of dustbins with bio-

toilets in coaches.zz Integrated mechanised cleaning

contracts at stations including cleaning of toilets.zz Separate toilets for men and

women are provided as per norms at all NSG-1, NSG-2, NSG-3, NSG-4, NSG-5, NSG-6, SG-1, SG-2 and SG-3 category railway stations.

However, upgradation of ame-nities at stations including toilets is a continuous and on-going process and 2894 toilets were constructed/ improved in the past four years, and further, construction/ impro-vement works in this regard are being undertaken depending upon need, volume of the passenger traffic and priority subject to availability of funds. zz Operation of public toilets, both

deluxe and normal, with ladies and gents units, is also being done through Public Private Partnership (PPP) model on ‘Pay and Use’ basis. Zonal Railways have been autho-rized regarding operation and mainte nance, including cleanliness of these ‘Pay and Use’ toilets through contracts.zz Special Cleanliness Campaign

under Swachh Bharat Abhiyan was launched on Indian Railways on 2nd October, 2014. Regular intensive campaigns / awareness drives have been organised since then over the Indian Railways with the sole

objective to achieve significant and sustainable improvements in cleanliness standards of railway stations and trains.zz Regular checks are conducted at

officers and supervisors levels, and corrective action is taken wherever any deficiency is noticed.zz Enforcement of Indian Railway

(Penalties for activities affecting cleanliness at railway premises) Rules, 2012.

Complaints/Grievances are regi-stered under the heads ‘Cleanliness at Stations’ and ‘Cleanliness in Coaches’ which include cleanliness of toilets.

Railways had conducted last third party survey regarding cleanliness at 407 major Railway Stations in the country including cleanliness of toilets in 2018. A third party train cleanliness survey on 209 pairs of trains was also carried out in 2018 to assess the Swachhata parameters of the running trains including cleanliness of toilets.

with zonal railways for necessary improvements. Production Units (PUs) have been advised to fit vacuum assisted flushing system along with Bio–toilets in all newly manufactured Linke Hofmann Busch (LHB) AC coaches.

Vacuum flushing system toilet substantially reduces the requirement of water for flushing, while ensuring effective / proper flushing of faecal matter from the pans. Hence, it ensures proper flushing with less water. ¥

Steps Taken to Prevent E-Ticketing Touts in Indian Railways

During rush period like festivals, summer vacations, holidays

etc. when demand exceeds availa-bility, some instances of attempt to misuse reservation system do come to notice. However, in order to pre-vent the activities of unscru pulous elements including touts, several checks have been deployed by Indian Railway Catering and Tourism Corporation (IRCTC) including the following:zz Creation of only one IRCTC User

ID on a given mobile number and email ID.zz Setting a limit of booking 6

Railway tickets by an individual user in a month. This limit has been revised to 12 Railway tickets in a month for those individual users who have linked their IRCTC user ID with their respective Aadhaar number and ensured that at least one of the passengers in the passenger list is verifiable through Aadhaar.

zz Checking of User IDs on daily basis and deactivation of those IDs found using malpractices like fast booking of tickets. Around 1.26 lakh user IDs have been deactivated from 1 April, 2018 to 31 May, 2019.zz Checking of Tatkal tickets booked

in first minute for frivolous users on daily basis and cance llation/release of such tickets on suspicion.zz Only one booking in one user

login session except for return/ onward journey between 800 and 1200 hours.zz Checks applied on minimum

time required to enter the passe-nger details and displayed CAPTCHA at the time of e-ticket booking by users.zz Restriction on authorized agents

of IRCTC for booking tickets during first fifteen minutes of opening of Advance Reservation Period (ARP) booking and Tatkal booking.

Regular checks are conducted in mass contact areas such as Passenger

Reservation System (PRS) centres, booking offices, platforms, trains etc. to prevent unauthorized ticketing activities including the use of scripting software. Such checks are also intensified during peak period like festivals, holidays etc. The number of touts arrested along with number of e-tickets recovered from them during the last two years is as under:-

Unauthorized carrying on of business of procuring and supplying of railway tickets is a punishable offence under Section 143 of the Railways Act, 1989. The persons found involved in such illegal activities are punished as per extant legal provisions laid down in Section 143 of the Railways Act, 1989. ¥

passengers carried and 5% in freight traffic in 2018-19 as com-pared to the previous year. Indian Railways have taken many mea-sures to increase its share which includes the following:

modes like net-banking, credit/debit cards, e-wallets, Unified Pay-ment Interface (UPI)/Bharat Inter-face for Money (BHIM) to enhance passenger conveniencezz Introduction of Alternate Train

Accommodation Scheme (ATAS) known as VIKALP to provide con-firmed accommodation to wait-listed passengers and also to ensure optimal utilization of available accommodation.zz Offering of 10% discount in basic

fare on vacant berths/seats booked after preparation of first reservation charts.zz Offering of graded discount in

flexi fare trains and Humsafar trains, where class-wise occupancy is less than 60%, 4 days prior to scheduled departure of the train.zz To facilitate second class pa-

ssengers, sleeper class coaches ru-nning underutilized have been de-reserved on a particular section as second class unreserved on second class fare as well as sleeper class unreserved.zz In case of AC-III tier coaches

running vacant during day time over a particular section, the power has been delegated to Zonal Rail-ways to declare such AC-III tier

zz Ministry of Railways has sanctioned two Dedicated Freight Corridors (DFC) at the total cost of `81,459 crore, Eastern DFC (1856 kms) is having approx. 50% loan support from World Bank and the Sonnagar-Dankuni section (538 kms) is to be implemented through Public Private Partnership (PPP) and Western DFC (1504 kms) substantially funded through soft loan from Japan International Coo-pe ration Agency (JICA). Out of total estimated cost of `81,459 crore, `52,347 crore are being provided through loans from World Bank and JICA. The DFC project would help in segregation of freight and passenger services, decongestion of existing routes, improvement in efficiency of the passenger services, higher transportation output with faster transit time due to increase in average speed of trains. Running of planned double stack container trains and heavy haul trains will fu-r ther augment to the carrying capa-city and thus help increase Rail-way’s market-share in freight se g ment and also help in reducing the unit cost of freight trans-portation.zz A High Speed Rail Project has

been sanctioned between Mumbai and Ahmedabad, which is being implemented with Japanese technical and financial assistance of 81% of estimated total project cost `1,08,000 crore. The total length of the Project is 508 kms and having 12 stations. The maximum design speed will be 350 kmph and operating speed will be 320 kmph. The project is likely to be completed by 2023.

Further Ministry of Railways has issued a policy framework for par-ticipative models in 2012 for attracting investments in rail connectivity and capacity augme-

ntation projects from sea ports, large mines, logistic parks and other industries/industrial clusters. Under participative models, 11 projects of `4000 crore have been

implemented, 12 projects of `20877 crore are under impleme ntation and 7 projects of `13046 crore have been granted in-principle approval by Ministry of Railways. ¥

Increasing Speed of Premium Trains

Speeds of train services operating on Indian Railways, including

those of Rajdhani and Shatabdi Express services are dependent inter-alia on factors such as maximum permissible speed of the section, type of coaches, capacity utilization of sections enroute, signalling and interlocking systems, etc. At present, all the Rajdhani and Shatabdi Express services are being operated at the maximum permissible speeds of the sections enroute. Speeding up of express trains, including Rajdhani and Shatabdi Express services, is a constant endeavour and continuous process on Indian Railways.

In its constant endeavour to provide more comfortable and safer journeys to the travelling passengers, Indian Railways operate almost all Rajdhani and Shatabdi Express services with

LHB rakes which have better speed potential and safety features. The superior design of LHB rakes provides enhanced safety in case of derailment or accidents. Besides, systems are in place to ensure that train coaches are given stipulated maintenance schedules and unsafe coaches are not allowed in passenger train service. Railways are Implementing Automatic Train Protection (ATP) Systems in selected sections. These systems have the facility of displaying movement authority in front of the Loco Pilot in the cab. This helps Loco Pilot to run the train confidently even during impaired visibility. The types of ATP systems working and those in- progress are:-zz Train Protection and Warning

System: Train Protection and Warning System(TPWS) based on

European Technology ETCS Level-1 has been provided on 345 RKMs (Route Kilo Meters) on Indian Railways.zz Auxiliary Warning System

(AWS): An ATP called Auxiliary Warning System (AWS) is presently functional on 413 RKMs in the Mumbai suburban sections of Central Railway (289 RKMs) and Western Railway (124RKMS).zz Train Collision Avoidance System

(TCAS): TCAS is an Automatic Train Protection System being developed in association with 3 Indian manufacturers. The system has been installed on Lingampalli-Vikrabad-Wadi, Vikrabad-Bidar section (250 RKMs) on SCR. Product of all the 3 firms has been approved by RDSO for developmental orders for speeds up to 110 kmph in Absolute Block Sections. ¥

Availability of Quality Food at Stations and in Trains

To provide quality and hygienic food to passengers, a new

Catering Policy has been issued on 27th February 2017 vide which Indian Railway Catering and Tourism Corporation Limited (IRCTC) has been mandated to carry out unbundling of catering services by creating a distinction between food preparation and food distribution on trains. For this purpose, meals for trains are to be sourced from kitchens owned, operated and managed by IRCTC. To ensure hygienic and good quality food to passengers, following me-as ures have been taken by Railways:zz To upgrade quality of food

preparation, IRCTC has upgraded 46 Kitchen Units in the last two years. To ensure centralized monitoring of the kitchen activities, CCTVs have been installed in 38 Kitchen Units. Sharing of live streaming of the Kitchen Units

through website of IRCTC has been made operational.zz To ensure compliance of Food

Safety Norms, Food Safety and Standards Authority of India (FSSAI) certification from Designated Food Safety Officers of each catering unit has been made mandatory. Food Safety Supervisors have been deployed at Kitchen Units to monitor food safety and hygienic practices. Food samples collected by Food Safety Officers/Supervisors are sent to the nominated accredited Laboratories under Food Safety & Standard Act for analysis and testing. Penalties are imposed in cases of detection of unsatisfactory food samples.zz Examination of quality of food,

hygiene and cleanliness in Pantry Cars and Kitchen Units is done through Third Party Audit. Customer satisfaction survey is also conducted through Third Party

Agencies.zz Regular and surprise inspections

are conducted by Railway officials including Food Safety Officers.zz In addition to above, to ensure

hygienic and good quality food to passengers, following measures have also been initiated by Railways:

zJ System of printing QR code and other details like name of kitchen, date of packaging etc. on food packets has been initiated.

zJ Introduction of Ready to Eat (RTE) Meals.

zJ Provision of E-Catering services in trains.

based complaints redressal.In its endeavour to provide

quality and hygienic food to the passengers, Railways have institutionalized a mechanism for monitoring of quality, hygiene and sale of catering items at notified

rates through regular inspections at various levels. The prescribed tariff of catering items has already been notified for both mobile and static catering units on Indian Railways. The notified menu and tariff are displayed prominently for

information of passengers and is also available on websites of IRCTC/Indian Railways, in Trains at a Glance, Pantry Cars etc. “No Bill- The food is for FREE” campaign has also been launched by Indian Railways. ¥

Maintenance of Coaches

Repair and improvement in coaches is a continuous process

on Indian Railways (IR). The various steps taken by IR in this regard are:-zz The coaches running on IR are

given periodic stipulated mainte-nance schedules during which required repairs are attended to.zz Systems are in place in order to

ensure that passenger coaches that have completed their prescribed service life or are unfit for service, are not allowed in train service over IR.zz IR also undertakes Mid-Life

Rehabilitation (MLR) of conventional Integral Coach Factory (ICF) type Mainline coaches, that are in service for 12-15 years, in a programmed manner. Extensive body repairs, bogie repairs, wheel overhauling, trimming of berths, water tank repairs, painting etc. are done on

these coaches.The various steps taken by IR to

induct / replace existing coaches with new / improved version coaches are:-zz With a view to provide safer and

more comfortable journey to the travelling passengers, it has been decided to proliferate/induct modern Linke Hofmann Busch (LHB) coaches and convert trains operating with conventional ICF type coaches by LHB coaches, in a phased manner. To this end, Production Units of IR are producing only LHB coaches from 2018-19 onwards and presently, 411 pairs of trains on IR are being operated with LHB coaches. Recently, state-of-the-art Train-set Vande Bharat service has also been introduced between New Delhi – Varanasi.zz IR had launched Project Utkrisht

in April 2018 in order to improve

the condition of coaches running in Mail / Express trains. Upgradation of 640 rakes of Mail / Express trains has been taken up under Project Utkrisht for improvement in patronized train services. On Board cleanliness, coach interiors, toilets, exterior etc. in train coaches will improve under Project Utkrisht. The coaches will also be painted with a new vibrant colour scheme. Work in more than 135 rakes has already been completed under Project Utkrisht.zz IR had launched Project Swarn

in May 2017 with the objective of significantly improving the passenger experience across multiple dimensions, which include coach interiors, toilets, onboard cleanliness, staff behaviour, linen, etc. in premium Rajdhani and Shatabdi train services. Work in 58 out of 67 rakes has already been completed. ¥

Railway Connectivity in Northeast Getting Full ThrustA Report from PR Deptt., Northeast Frontier Railway

As per Vision Document 2020, Government has planned to

connect all State Capitals of North Eastern States by 2020 except Sikkim in which case, new line work has been sanctioned up to Rangpo in first phase. The capitals of Assam, Arunachal Pradesh and Tripura States have been connected by Broad Gauge (BG) rail network.

Great emphasis has been given by Central Government during last 5 years towards quick execution of infrastructure and safety projects and funding to the infrastructure projects has increased considerably. The average annual expenditure in New Line/Gauge Conversion/ Doubling infrastructure projects during 2014-19 was ` 25,894 crore per year as against ` 11,527 crore per year during 2009-14 which is around 125% more than during 2009-14. The average allotment per year for North Eastern States was ` 2121 crore per year from 2009-14. However, it increased 161% to ` 5531 crore per year for this region during 2014-19.

In Arunachal Pradesh, a BG railway line was commissioned in February, 2015 up to Naharlagun (suburban city of Itanagar) and first Broad Gauge (BG) train was flagged off by Prime Minister on 20 February, 2015 from Naharlagun (Itanagar) to New Delhi. Long pending and delayed work of Bogibeel Bridge on Brahmaputra river was completed in 2018 leading to further reduction of travel distance from Dibrugarh to Naharlagun (Itanagar) by 705 km (via Guwahati).

First BG trial train to the State of Tripura (Agartala) was received by Minister of State of Railways on 13 January, 2016 and first BG passenger train (long distance) was int ro duced to Delhi on 31 July, 2016.

In some States, the progress of new line projects of Capital conne-ctivity has been affected mainly due to delay in land acquisition and law

& order issues. All these Capital connectivity projects being in hilly terrain of Himalayas involve large number of tunnels and major bridges including very tall bridges in a very challenging geological environment.

Works of new BG lines have been taken up by Railway by its own fund to connect the remaining Capitals of North Eastern States i.e. Meghalaya (Shillong), Manipur (Imphal), Nagaland (Kohima), Mizoram (Aizawl) and Sikkim (Gangtok). Details with present status of these projects are as under:

Manipur: The project of BG line connectivity from Jiribam to Imphal (110.62 km) in Manipur State was sanctioned in 2003-04. The latest anticipated cost of the project is ` 13,809 crore and expenditure of ` 6,969.49 crore has been incurred on the project up to 31 March, 2019.

The section from Jiribam to Van-gaichungpao (12 km) was commi-ssioned in March, 2017 and works from Vangaichungpao-Tupul-Imphal (98.62 km) have been taken up throughout the length. The work of land acquisition has been completed in 102.62 km length of the project and work of acquisition of balance land of 8 km length has been taken up. Target date for completion is 3 years after complete land is handed over to the Railways.

Mizoram :The project of BG line connectivity from Bhairabi to Sairang (51.38 km) (suburban city of Aizawl, the Capital city of Mizoram) in Mizoram was sanctioned in 2008-09. The latest anticipated cost of the project is ` 4,968 crore and the land could be made available in 2014-15 and work speeded up from 2015-16 & the expenditure of ` 1,958.09 crore has been incurred on the project up to 31 March, 2019.

The construction work has been taken up throughout the length of project and 80% tunneling work has been completed and the work

on 6 tall bridges has been taken up. For complete commissioning of the project, the work of acquisition of balance 53.90 Hectare of land has been taken up. Target date for completion for complete project is 2 years after complete land is handed over to Railways.

Nagaland: The project of BG line connectivity from Dimapur (Dhansiri)-Zubza (Kohima) (82.50 km) (suburban city of Kohima, the Capital city of Nagaland) in Naga-land was sanctioned in 2006-07.The latest anticipated cost of the project is ` 3,000 crore and the work speeded up from September, 2018 and the expenditure of ` 626.67 crore has been incurred on the project up to 31 March, 2019.

The construction work has been taken up throughout the length of project. For complete commission of the project, the work of acquiring balance land in 6 km length has been taken up (ownership dispu-tes). Target date for completion for complete project is 3 years after complete land is handed over to Railways.

Meghalaya: Two projects of BG line have been taken up for Capital connectivity of Meghalaya.i) New BG line from Tetelia –

Byrnihat (21.50 km) in Meghalaya was sanctioned in 2006-07. The latest anticipated cost of the project is ` 1532 crore and the work speeded up from 2014-15; 10 km length of the project falling in Assam State from Tetelia to Kamalajari got completed in October, 2018 and expenditure of ` 515.82 crore has been incurred up to 31 March, 2019. Some organizations are stating that railway con-nectivity may lead to influx of outsiders and this has led to some local resistance to this project. Now, the issue has been taken up for early resolution. Target date for completion not fixed, as the same would be decided, once the complete land

Chennai Division of Southern Railway

got its third Utkrist rake in Train No 16101/16102 Chennai Egmore – Kollam – Chennai Egmore Express which was intro duced on 28 June, 2019 from Chennai Egmore. The train has 14 upgraded Utkrisht coaches inclu ding Two 3-Tier AC Coaches, 8 Sleeper Class Coaches, Two General Second Class Coaches and Two Luggage cum Brake Vans. This rake will be primarily maintained at Tambaram coaching Depot. For this rake, the coaches have been up graded at Perambur Carriage Work shop, Perambur Loco workshop and Golden rock work shop, Ponmalai.

The First Utkrisht service of Train No. 16181/16182 Chennai Egmore - Sengottai Silabmbu Express was started on 13 February, 2019 from Chennai Egmore and the second train service 22657/22658 Tambaram-Nagercoil Tri-weekly Express was started on 8 May, 2019 with upgraded Utkrisht coaches. The third Utkrisht rake of Chennai Division is Train No 16101/16102 Chennai Egmore–Kollam–Chennai Egmore Express which was started on 28 June, 2019 from Chennai Egmore. The fourth Utkrisht rake of Chennai Division would be that of Train No.16021/16022 Puratchi Thalaivar Dr MG Ramachandran Central Railway Station–Mysuru Kaveri Express likely during the

first week of July 2019.Utkrisht coaches are

environment-friendly 'green coaches' developed as a part of Utkrisht Project of Indian Railways, the coaches have many unique provisions. All coaches of this rake are fitted with energy efficient LED tube lights, panel of LED lights in doorway and gangway, provision of dustbins in the toilets, stickers with 'Go Green' messages, provision of integrated basin-cum-dustbins in AC coaches.

The toilets in this train have been provided a hybrid design of bio toilet system. Toilet has the advantages of less water consumption, no chocking of the system, complete sealing of odour and is maintenance friendly, with Epoxy flooring for better aesthetics and longer lifespan. It ensures proper floor level with slope to stop water stagnating on the floor. Eco friendly Bio-tanks have been fitted in all Utkrisht coaches with ventilation system for fresh air circulation in wash rooms. A separate stainless steel dustbin for toilets is placed for all the coaches.

There is an auto janitor system

to spray air freshener every few minutes automatically and health faucets have been provided in all lavatories for its ease of use for hygiene. Hydrophobic coating has been done on wash basins, wall protectors and squatting

pans. Double charging point has been provided in all reserved coaches. These coaches are provided with Fire Extinguisher and with anti-theft Mechanism for passenger safety. Panel replacement has been done in the doorway and gangway area. The upholstery of the coach seats is redone to give a new look. Vinyl sticker wrapping has been used in Coach entrance panels to give aesthetically pleasing look and good finishing. The provision of Braille signage for berth numbers and information stickers has been provided in these coaches. The rakes have also been given a new colour scheme on the exterior beige and maroon. Exteriors of these coaches have been painted with high quality PU-Paint for pro-te ction of inner surface from fre-quent corr osion and keep the coach looking new for long time. A layer of anti-graffiti paint has been ap-plied on the top of the PU-paint to give a bright and reflective finish. High quality reflective vinyl, sti-ckers have been used for coach information indication and desti na-tion stickers are used in lieu of sten cilling with paint in this rake. ¥

However, the project is suffering for a long time as the Government

of West Bengal has not given encu-mbrance free land (77.78 Hectare forest land after cutting of trees) to Railway due to which, even the timely finalization of tenders is getting affected. The issue is being consistently chased with Govern-ment of West Bengal. Target date for completion for complete project is 3 years after complete physical possession of land given to Railways. ¥

Free High-Speed Wi-Fi Provided by SCR Being Used by more than 10 Lakh Rail Passengers in a Month

Taking forward the Digital India Mission, Indian

Railways and Rail Tel Corporation of India Ltd, a subsidiary of Indian Railways, has formulated a plan to implement digital initiatives on its entire rail network. As part of this, Free High speed Wi-Fi facility is being provided to benefit the rail users at stations. Starting with Mumbai Central in January 2016, provision of free Wi-Fi named RailWire is extended as much to 1600 major and minor railway stations of Indian Railways within 2 years 4 months duration. It is estimated that 20,000 users everyday are first time users of the internet over Indian Railways. Shri Gajanan Mallya, General Manager/SCR opined that, in the present scenario, the use of smart phone & internet has increased enormously with revolutionary change in Technology and therefore free high-speed Wi-Fi will surely help the passengers in all ways like entertainment, information, know-ledge, communi cation and skills. Generally, Railway stations are mass contact areas and providing this facility will help in ease out the waiting time of passengers at stations, he added.

General Manager advised the officers and staff of SCR to coordi-nate with Rail Tel corporation and also instructed the railway officials to chalk out the plans to extend the facility to all railway stations (except halt stations) over the zone within this current financial year as mentioned in the 100 days action plan given by Ministry of Railways.

At present on South Central Railway, a total of 207 stations have been provided with Wi-Fi facility which includes 36 major stations (A1 & A category) and 171 minor stations (B, C, D, E category). With this, Provision of free Wi-Fi is

successfully completed in all A1, A, B, C, D category stations & some of ‘E’ category stations. Provision of free high speed Wi-Fi is nearing completion in another 76 ‘E’ categorystations, while work is in fast progress for provision of the same in remaining stations i.e., 291 ‘E’ category stations over SCR. With this all stations of SCR (except ‘F’ category stations) will have free high speed Wi-Fi facility.

A user friendly high speed free Wi-Fi facility provided at railway stations across SCR network is ga-ining popularity day by day. In the month of May 2019, the total user logins were more than 10 lakh in 207 stations over SCR consuming more than 40 Terra bytes data. Sec-u nderabad Railway station registers highest number of user and data consumption in SCR and is in 4th position amongst 1600+ stations across India in terms of unique users. Apart from this, Hyderabad, Vijayawada, Tirupati, Guntakal are some of the stations which recorded significantly high numbers of users. The numbers speak volume about the fact that despite of having easy access to mobile internet, public Wi-Fi is still a preferred choice of the Rail users while at railway stations.

Free Wi-Fi services to rail users are being provided under ‘Rail Wire’ brand- the retail Broadband initiative of Rail Tel. Designed to

offer the best Internet expe-rience to users, Rail Wire Wi-Fi is acce ssible by any user who has a smart phone with working mobile conne ction for KYC considerations. To use the Wi-Fi the user has to switch on the Wi-Fi mode in the smart phone and select the Rail Wire Wi-Fi network. Rail Wire homepage network automatically appears on the smart phone and prompts to enter mobile number. The user will get one-time

password (OTP) in form of SMS in the form of message box which has to be entered in the home page of Rail Wire. After entering OTP, users will be able to access high speed internet & can start internet browsing.

The free high speed Wi-Fi facility provided at small railway stations in rural areas is benefitting the outsiders apart from rail users. For instance the free high speed Wi-Fi facility provided at small remote railway station Gollapalli, in Telangana State of SCR jurisdiction is helping in enhancing the skills and knowledge of students studying in the Government school within the vicinity of station.

Usage statistics show significant pent up demand for connectivity, amongst train commuters in stations covered by the station Wi-Fi project who have used the service. With unconstrained, free high-speed Wi-Fi connectivity, an average user consumes 343 MB in an average 30-minute data session. This is much higher than what we observe on an average 3G connection in the country which is currently around 30MB per user per day. The efforts of Indian Railways in general and SCR in particular in extending the free High speed Wi-Fi facility at railway stations is being appre-ciated by all sections of the rail users.

majors, drastic improvement in waste management system, material conservation, supply chain management, reduction in green house gases and other various project under GreenCo rating system, a detailed audit was got done by M/s CII Godrej Green Building Council assessment team in May 2019.• During assessment, it has been found that Modern Coach Factory, Lalganj; Raebareli has met all the requirements in accordance with GreenCo, Green Company Rating System and is being rated “GreenCo Platinum”, as per GreenCo Version 2.0 Guideline by M/S CII-Godrej GBC.• Modern Coach Factory, Raebareli also has the distinction of being the First GreenCo Platinum Rated Railway Unit, amongst Indian Railway’s production facilities and workshops.• Excellent leadership from the top, the commitment from the team to “Go Green” and the commendable efforts put in throughout the process is highly appreciated. 7. MCF Raebareli have installed Indian Railway’s Biggest Solar Power Plant of Capacity 3 MW with Project Cost - 22.86Cr.

8. MCF has reduce 44% Per Coach Total CO2 Eq. Emission in last three years.

9. Due to elimination of garnet blasting 99% reduction in paint shop generated waste achieved.

10. Due to procurement of bigger assembly in returnable stand 60 % reduction in wood packing in, last three years achieved.

11. With use of e-tendering and other paperless system, there has been specific reduction of 54% in Paper consumption.

12. Product stewardship with Development of SMART COACH results predictive maintenance, infotainment and advanced passenger amenities, (passenger information and coach computing unit),

13. Introduction of BIO- Vacuum toilets for coaches will be saving almost 68 % of the water in flushing.

14. MCF developed new Painting process - Wet on Wet Painting reduced process time by half and thus able to produce 1425 coaches from shop capacity of 750 . Also stopping use of LPG will reduce CO2 emission.

15. MCF introduced CRF components in single piece, reducing the tolerances to ±2mm,Reducing welding joints 6-7 nos. Thus reducing welding to 35 % achieved . Thus reducing carbon emission, material conservation and improved resource utilization.

16. Process innovation with modification of spot welding fixture & Robotic programming with reversed direction resulted increased production from one sidewall to 2 sidewall/shift and elimination of Turning activity eliminate. cost saving 3 Lacs/day.

Central Railway Registers an Increase of 21% in Ticket Checking Earnings in July-2019

Central Railway in its endeavor to provide better services to

bonafide rail users and also to curb the menace of ticketless travel, has regularly conducted intensive campaign against ticketless and irregular travel.

Senior Officers are closely monitoring the revenue loss due to ticketless travel and such other irregularities.

During the month of July-2019, Central Railway has earned ` 11.76 crore as against ` 9.72 crore in July-2018, thereby showing an increase of 21.00%.

During the month July-2019, 2.56 lakh cases of ticketless/irregular travel including un-booked luggage were detected as against 2.32 lakh cases in July-2018 thereby showing an increase of 10.34%.

During the period April 2019 to July-2019 a total of 14.57 lakh cases ticketless/irregular travel and un-booked luggage were detected as against 13.17 lakh cases in the corresponding period last year thereby showing an increase of 10.55%.

The earnings realized from such

ticketless / irregular travel during the period from April 2019 to July-2019 registered ` 78.74 crore as compared to earnings of ` 69.07 crore registered during the corresponding period of last year showing an increase of 14.00%

During the month of July-2019, 206 cases of transfer of reserved journey tickets were detected and ` 1.91 lakh recovered as penalty.

Central Railway appeals to the passengers to travel with proper and valid railway tickets in order to avoid inconvenience and travel with dignity. ¥

A high level safety review meeting by Railway Board

held at NCR HQ. At the outset Chief Safety Officer NCR Shri S. K. Kashyap welcomed Principal Executive Director Safety, Railway Board Shri Naresh Chandra Goyal and Shri Rajiv Chaudhry, General Manager, North Central Railway by pre senting them plants. Chief Safety Officer made a pre sentation on safety statistics of NCR viz a viz last year. All 4 con-sequential acci dent cases of NCR were discussed in detail and all aspects like cause, responsibility, recomme ndation to avoid such cases in future were covered.

CSO presented that seven safety drives were launched in current year by NCR to counsel staff and improve upon systems to achieve target of zero accident. Two important areas i.e. Fire cases in power cars of LHB trains and Signal passing at danger prevention means were discussed in great detail. Shri Chaudhry emphasised that besides existing fire detection cum suppression system, efforts must also be made to incorporate auto fire suppression systems.

A High Level Safety Review Meeting by Railway Board Held at NCR HQ

CSO suggested that clean gas based fire extinguisher needs to be installed in coaches. Innovations done by NCR to reduce SPAD were also presented. Unique efforts like Gross Happiness Index which allows crew to rate running rooms on scale of 1 to 10, online web based Loco inspector inspection and crew rating system, 25 monitoring list of important items etc were presented.

Physical demo of DUET, a droid with remote operation and view ing facility was presented which is developed by Agra Division for under gear examination of trains. Further first ever Hot box detector and Hanging part detection system installed by Allahabad Division near Chunar station were presented to RB team consisting of PED S/Shri

Goyal, Shri T P Agrawal, and Shri Vinay Kumar Nama. GM said that NCR should process for patent of DUET.

On this occasion a safety application “Smart Application for Ensuring Train Safety - Safety” was also launched. This comprehensive web based application will help in better

monitoring of safety related parameters, reporting of unusual etc. thus improved safety in train operation. This app available in google play store allows anyone to send any hazard, unsafe condition with geotagged photograph so as corrective action is taken immediately. Shri Goyal suggested that app should have more video, animation content related to safety to make it more user friendly. Meeting was attended by all PHODs of NCR , CHODs of NCR and Sr DSOs from division. While talking about the support from Railway Board, CSO requested that trains coming from outside with open doors needs to be controlled and he also requested for early finalization of three pending enquires with CRS and NIA. ¥

At the outset DGM/G, Shri Anshoo Pandey welcomed two eminent speakers of this workshop from MNIT Prayagraj, Dr. Anil Kumar Singh and Dr. Mayank Pandey.

He has also been associated with the project for simulating the movement of crowd of pilgrims during Kumbh 2019 at Prayagraj, awarded by North Central Railway (NCR), and is also providing consultancy to Larsen & Toubro (L&T), India on Video Analytics based Crowd Mana-gement. The other speaker Dr. Mayank Pandey obtained his MTech from IIT Kharagpur and PhD degree from MNNIT/Allahabad. He is currently working as Associate Professor in the Department of CSE, Motilal Nehru National Institute of Technology Allahabad, India.

In his address Shri Rajiv Chaudhry high lighted importance of using data analytical tools in decision making in all field of

working. Shri Chaudhry also sug-gested that railway is a large source of data and MNIT students can associate in data analysis projects with railway which will be beneficial to railways and great learning experience for students .

Both speakers presented in detail about different type of data, their analysis tools available and latest developments in this field.

Theme of workshop was Big data which is high in volume, fast, info rmation on assets and pro-cessing of information to get cost effective solutions. As per an approximation 175 Zera Bites of information shall be available globaly by 2025 and unless correct analysis of available data is done, de cision making shall not be precise. Railways uses data analysis in almost all field like train ope-ration, reservations, main tenance, projects execution etc.

This work shop was aimed towards improving skills as how to make our data ana lysis more useful to provide better services to passe-ngers with same resources as well as to understand needs for future development. ¥

Review Meeting through Video Conference Held in NCR HQ

On 13 August, 2019, a review meeting with divisions chaired

by General Manager, North Central Railway, Shri Rajiv Chaudhry held through video conference. Meeting was attended by all the Principal Heads of Departments, while Divisional Railway Managers and team of branch officers from all three divisions joined through video link. At the outset General Manager complemented all three division for achieving best ever punctuality in last 5 years on 12 August, 2019 and stressed to keep on striving to improve running of trains.

During the meeting need for use of technology in counseling of front line safety staff was felt and General Manager advised divisions and those in Headquarter to suggest technological tools to ensure counseling with provision of assessment of counseled staff. Work of non Interlocking at Tundla yard was discussed in detail,

General Manager directed that all requisite me-asures to complete this work in time must be taken. Many important issues related to safety, punctuality and infrastructure development were discussed in the video conference. General Manager expressed satisfaction on position of reply on references from MPs & MLAs and directed all concerned for timely reply of reference from public representatives.

Before video conference a demonstration on different type of fire extinguishers was arranged at Head quarter Subedarganj attended by General Manager Shri Rajiv Chaudhry and Principal Heads of all Dep artments of NCR. In the demonstration different designs of fire ex tinguisher - powder, water mist, clear gas etc were dem-

onstrated and its actual efficacy tested on controlled fire created at site. Advantages /limitations of different design of fire extinguishers were also explained.

North Central Railway is mulling over many improved option of fire extinguishers so as additional layer of safety is provided over already laid down norms of fire protection for coaches, station, service buildings etc. NCR is already in process of providing fire alarm system for its entire fleet of AC coaches and cover all Non AC coaches with fire extinguishers. ¥

and its surrounding installations like signals, OHE, platforms etc are inspected from the rear window of an inspection car attached to a moving train. During the inspection, important parameters like cleanliness and overall condition of stations falling en-route, riding quality of the train-especially on points and crossings, improvement in Track Geometry Index (TGI), Condition of level crossing gates en-route etc were observed by the General Manager/North Central Railway.

During inspection Shri Chaudhry said “Bolted type drain covers pro-vided in Allahabad Yards are good in design, it facilitates visibility & cleaning accessibility both, however developmental efforts may be made

for use of pressed scrap plastic material for designing similar sort of yard drain covers.”

Shri Rajiv Chaudhry directed the officers to develop widening plans of Niranjan Bridge for two additional lines and portals for this area yard and Over Head Electricals. While passing through Allahabad Chheoki station, he directed to have bifurcation for a public FOB portion on New FOB at station.

He also desired that Allahabad Chheokimela passenger enclosure extension plan to connect Platform Number-1 should be executed quickly.

In order to monitor the real time situation and execution of projects General Manager desired that division should have a running contract for Drone Survey to take care of regular requirement items, like need based Level Crossing area aerial survey, Bridges survey, construction deve-lo pment site survey etc.

He said with the closure of level crossings by construction of Limited Height Subways/Road Under Bridges/Road Over Bridges, we will be missing the vigilant eyes of gatemen, so there will be need to install more Hanging Part Detection System on the lines of one functional at Chunar of Allahabad Division. ¥

On 10 July, 2019 General Manager/NCR, while

appreciating excellent performance of Loco Pilots of all the three divisions of North Central Railway in the field of electrical energy regeneration in 3-phase electric locos running over NCR has sanctioned individual cash award for 9 of them.

It is worth mentioning that 3-phase Locomotives have a unique useful facility of converting mechanical energy of the trains into electrical energy during braking which otherwise would have gone wasted. Loco Pilots have been encouraged to maximise use

of this facility available in these locomotives. As a result, energy regeneration to the tune of 14.6% of total energy consumed by these locomotives has been achieved over NCR. A record saving of about 2.0 crore units of energy by way of energy regeneration has been achieved during 2019-20 (May to

June) over NCR which is Highest over Indian Railways.

He won Gold medal contesting in the 75 to 80 category kg in fight

67 th All Indian Railway Table Tennis Championship Held

The 67th All Indian Railway Table Tennis Championship was

inaugurated by the General Manager / N.F. Railway Shri Sanjive Roy at the NFRSA Indoor Stadium, Maligaon on 3 July, 2019. While welcoming all the participants, General Manager hoped that such All India events would help in further sharpening the skills of players so that they could excel in International competitions. SCR Apprehended 4012 Persons for Littering - Over ` 8 lakh Realized as Penalty

South Central Railway has been taken the issue of providing

clean and hygienic conditions both in trains as well as at stations on top priority. In this process on Board Housekeeping services are provided in all the important trains, at stations dustbins are provided at every possible place where littering is likely to take place. Frequent announcements are made soliciting public cooperation in maintaining hygiene and cleanliness at station premises at regular interval thro-ugh public addressed system.

On the principle of ‘Spoiler pays’ South Central Railway has apprehended 4012 persons who have affected the cleanliness at station as well as in trains and realized an amount of ` 8,02,400 in the first quarter of the current financial year from April to June on South Central Railway Zone. Secunderabad Division fined 1248 persons and realized an amount of ` 2,49,600 and Vijayawada Division fined 674 persons and realized an amount of ` 1,34, 800 and Guntakal Division fined 528 persons and

realized an amount of ` 1,05,600 and Hyderabad Division fined 824 persons and realized an amount of ` 1,64,800 and Guntur Division fined 167 persons and realized an amount of ` 33,400 and Nanded Division fined 571 persons and realized ` 1,14,200. Acting on the directives of the Minister of Railways who has accorded highest priority for cleanliness of the railway stations and trains on Indian Railways, SCR has made initiatives to prevent activities affecting cleanliness. ¥

64th DRUCC Meeting Held at Hyderabad Division

64th Divisional Railway Users Consultative

Committee Meeting (DRUCC) of Hyderabad Division, South Central Railway held on 19 July, 2019 at Divisional Railway Manager’s Conference Hall, Hyderabad Bhavan, Secunderabad chaired by Shri N.S.R. Prasad, Chairman & Divisional Railway Manager, Hyderabad Division. Shri Hem Singh Banoth, Additional Divisional Railway Manager/Operations, Shri P.V. Sai Prasad, Additional Divisional Railway Manager/Infra, Shri Venkanna. B. Secretary & Senior Divisional Commercial Manager and other Branch Officers of Hyderabad Division were present in the meeting. This is the Fourth meeting of the current Committee.

Shri N.S.R. Prasad, highlighted the financial performance of the division for the financial year 2018-2019 and 2019-2020 (till June‘19) and various development activities and passenger amenities/facilities taken up over the Division were appraised to the Members.

Shri Venkanna gave a detailed presentation on the division’s over all profile followed by updated information regarding passenger amenities completed such as exte-nsion of cover over sheds, extension

highlighted to the Members and requested them to spread the message to the rail users to avoid long queues at booking co unters and also save paper apart from 5% dis count on tickets. A poster was un-veiled by Divi sional Railway Manager and officers along

with the Members seeking the co-operation of Senior citizens to opt for giving up 50% or 100% concession facility. The Members expressed their ha ppiness over the develop mental acti vities under-taken by the divi sion and appreciated the efforts made for meeting most of their earlier demands and getting various works sanctioned.

They repre sented for change in timings of DEMU trains on Malkajgiri - Bolarum section, introduction of new Duronto/Garibrath trains, incre asing the frequency of non-daily trains, providing additional sto ppage of trains, extension of trains and various other issues. The Chairman assured the Members that their suggestions/represe ntations would be examined meti cu lously duly following the guide lines/norms in force, keeping the demand from the passengers in view and action would be taken acco rdingly. ¥

SCR Targets to Achieve 128 Million Tonnes of Freight Loading

South Central Railway has recorded highest ever freight

loading of 122.6 Million Tonnes during the previous financial year 2018-19 and targets to achieve 128 million tonnes during the current financial year, said Shri Gajanan Mallya, General Manager, SCR. He participated and held discussions with the important freight customers in a meeting to discuss on the advantages of using the new line between Obulavaripalle and Krish na patnam. Authorities from Krish napatnam port, Jindal steel, repre sentatives from various Cement, Power and Fertilizers have

attended the meeting.The General Manager empha-

sized on the advantage of using new line for discharging the cargo from the Krishnapatnam port to hinterland industrial areas of cement clusters located around Eraguntla area and Jindal steel plant near Bellary. Various custo-mers like Jindal, Ultratech have

expressed keen interest in taking maximum benefits from the new line. Jindal steel informed that they have a plan in doubling the production of steel in next five years for which the new line will be very useful.

Digha Station Acquires Coveted ISO 14001 : 2015 Certification for ECO-Smart Station

Railway has been certified as ISO 14001:2015 for the scope of providing passenger ame nities in clean and green envi-ronment including sanitation thro ughout the railway station premises.

The Railway Board has identified 37 major stations across the cou-ntry to be developed as 'Eco smart' stations and Digha Railway Station is one of them.

The efforts to attain ISO certification were made possible by close coordination of different depa rt ments ensuring an Enviro-nment Management System was set in place with tasks to make the st-

Various initiatives included se-tting up a waste management cell, declaring the premises a 'no plastic' zone, a new mechanised cleaning contract for the premises with waste segregation and disposal

with help of municipal authorities, water and energy audits, public meet ings for sug-gestions and awareness, eme rgency prepared-ness and mockdrills and a grievance redressal system through the newly launched website of the station. Further impro vements in the pipeline include plan-

tation of trees in an area of 15,000 sq feet with help of forest depart-ment next to station area, setting up of new bio-toilets and conversion of existing toilets into eco-friendly ones, a Combined Treatment Plant (CTP) for treatment of water among others. These are expected to be co-mpleted by the last week of July. ¥

Manager’s Office of Western Railway at Ahmedabad, three del-egates from the Japanese company Sanken Kogyo Corporation Pvt. Ltd. and a team of Indian Port Rail & Ropeway Corporation Ltd. partici-pated in various activities. A presentation on ‘Track Maintenance on Indian Railways’ was shown to the delegation and the divisional officers. The delegation also visited to observe the track maintenance site at Sabarmati PWay Depot and Khodiyar Yard. The delegates took keen understanding of the track maintenance system and its

modalities by Indian Railways. It is worth mentioning that the High Speed Rail Project between Mumbai and Ahmedabadis presently under progress. The meeting was organised to understand in depth the key aspects of the proposed High Speed Rail Project between Mumbai and Ahmedabad, especially

Free Health Check-Up Camps Organised for Metro Commuters at All Metro Stations

On the occasion of Dr. B. C. Roy’s birthday observed as Doctor’s

Day, Metro Railway in association with Rotary International District 3291 organised Free Health Check-Up Camps at all the 24 Metro stations for its commuters on 1 July, 2019.

Doctors of reputed City Hospitals were present in these camps and

checked Blood Sugar, Blood pressure, Body Mass Index (BMI), Eye and general health of commuters in these camps.

Western Railway’s Jagjivan Ram Hospital Performed a High Risk ASD Procedure to Avoid Open Heart Surgery in a Child

Western Railway's Jagjivan Ram Hospital is leaving no

stone unturned in its efforts to offer timely &lifesaving procedures to its patients. There have been several instances where, because of dedi-cated efforts by the team of doctors & specialists, JRH has successfully managed various complicated and extremely difficult cases with high mortality & morbidity. In another such instance, for the first time in the history of Western Railway’s Jagjivan Ram Hospital, a rare and complicated congenital cardiac intervention was done in a 9-year old child. The team of doctors opted for this procedure after doing a detailed evaluation. The child Master Abhay Raj Kumar Ram was suffering from a big hole in the inte-ratrial septum, medically known as Atrial Septal Defect (ASD) for which he was suffering from repeated re-spiratory tract infection and pal-pitations sincechildhood. He was thoroughly evaluated by cardio-logist Dr. Shishir Kumar Roul at

Jagjivan Ram Hospital who found that the child had a big ASD with dilation of right side of heart and pul monary arteries. The doctors had two options with them, one was surgically and another was device closure. The Percutaneous Device Closure procedure was con-si dered better over surgical, even though seeing the difficulty in the case looking at his age and the ana-tomy of the lesion. The decision to go ahead with the procedure was established after detailed evalu-ation. On 20 July, 2019, a very high risk Percutaneous ASD device

closure procedure was performed under general anesthesia with 14 mm septal occluder successfully by cardiologists Dr. Milind Phadke, Dr. M.V. Reddy, Dr. Shishir Kumar Roul, Anaesthesiologist Dr. Subhranshu Kumar and the cardiac team in CVTS department under the valu able gui-dance of Dr. Vilas Gunda-Principal Chief Medical Director of Western Rly., Dr. Hafeezunnisa-Medical Director of Jagjivan Ram Hospital. Inauguration of e-Office Working at RDSO

RDSO has introduced e-office system for dealing with offi cial

working. The imple mentation of e-office will in troduce more efficiency, account ability and transparency in the office working. The intro duction of e-office was initiated by Shri Virendra Kumar, Director General, RDSO for use in all the directorates of RDSO. The system has been implemented as a part of digital initiatives taken by the Indian Railways and will promote green way of working, substantially reduce the cons-umption of paper and result in significant cost savings. It is a bid to ensure all files on e-office can move seamlessly across offices.

e-Office offers an environment of continuous process improvement by digitally facilitating tracking and monitoring. This results in identifying issues or bottlenecks in the processes, thereby, enabling better functioning of any directorate.

During the inauguration, Director General, RDSO congra-tulated the team of RDSO and

RailTel for completing all the preparations for commencement of e-office. He advised all senior officers to use e-office and to promote use of this digital platform by all other officers and staff as well. “Save Water’’ Campaign Conducted

Among Metro Commuters

A “Save Water” campaign was conducted on 4 July at Kalighat

station to make Metro co m muters aware about the evils of wastage of water and its consequent crisis. Officers and staff of RPF Kalighat Post as well as station staff with the help of colourful ban ners and posters conducted this ca mpaign and requested Metro com muters to make efforts to save water. ¥

On 9 July, 2019 at around 18.22 hrs, a lady commuter suddenly

started feeling unwell in a Dum Dum bound Metro. She was about to de-board at Gitanjali Station. Immediately after receiving the message from the Motorman, the Central Control alerted the Station Superintendent of Gitnajali Station.

The Station Superintendent along with other staff immediately rushed to the UP platform with a wheelchair to help her and provided all assistance to stabilize her and her six–month old baby. Thereafter, she was sent to Tapan Sinha Me-morial Hospital of Metro Railway. She was released from the hospital after preliminary treatment. ¥

The first set of convex mirror has been installed at the driving

Motorman’s end on both UP and DN platforms of Park Street Metro Station on 24 July, 2019. This mir ror will enable the driving Motor man of a Metro to see the boarding of co-mmuters in the first four coaches before starting the Metro. The con-ducting Motorman will ob serve the boarding of passengers in the last four coaches from his cab. Similar mirrors will be installed in all the 24 Metro stations within a month. ¥

Inauguration of Vendor Lounge at RDSO

As directed by CRB, during his visit to RDSO

on 16 March, 2019, vendor lounge has been com-missioned on 30 May, 2019 on the ground floor of Abhikalp Bhawan of RDSO as per the com mitment given to Railway Board. The basic objective of this vendor lounge is to provide opportunity to various firms at one place to solve their queries and to provide information of various aspects raised in this direction by RDSO so that the representative of the firms may be well aware of the functioning of different directorates of RDSO. Proper mechanism to

provide a single point window for appo intment with PEDs/EDs has also been started from 17 June, 2019. An online vendor appoi-ntment portal has been put in place for quick redressal of their queries. All registration are being done online only. This has resulted in

reduction of registration of vendor time from 725 to 134 days.

Vendor Lounge is equipped with modern facilities such as internet services, photo copier machine, coffee dis pensing machine, refri gerator, comfortable sofa’s and modular fur niture’s, LED

TV etc. A receptionist will be available in vendor lounge who will work as single point coordinator for fixing appointment with PEDs/EDs. Now all industry visitors coming to RDSO will have a good time to relax and do their routine work. ¥

Shri Anil Kumar Agarwal, Addl.Member, Electrical Ms. Manju Gupta, Addl. Member, Traffic Shri Anurag, Addl. Member, Signal Shri Rajeev Sharma & Principal Executive Directors/ Executive Directors of Railway Board and other senior officers of RDSO have attended the meeting. Director General, RDSO Shri Virendra Kumar has chaired the meeting. Professors and Scientists from IIT/Kanpur, IIT/Kharagpur, IIT/Roorkee, IIT/Madras, IIT/BHU, DRDO, SAIL, BHEL, BEL and industry head from SIEMENS and HARSCO have also participated in this meeting. On the onset of the meeting, Director

General/ RDSO welcomed the participants and gave intro ductory address giving brief of the projects being carried out by RDSO. A presentation was made by Shri S.K. Singh, Executive Director (Research) in which brief of the RDSO & various safety related projects being taken up by RDSO and new projects proposed to be undertaken by Indian Railways were discussed. Members of Railway Board have appreciated the work done by RDSO and emphasized to take with Academia and indu stries new safety related projects like Condition of Monitoring of Assets, OHE Monitoring, Fog Vision, Reduction in Rail Fractures, Rail Joint Fractures, broken Rail Detection System, Use of Artificial Intelligence, Improvement in the design of LHB wheel, Fire detection and separation System, Increase Axle Load and speeds of freight trains etc. The delegates from DRDO, SAIL, BHEL, BEL, IITs and industries also gave presentation of the new techno-logies related to the Railways and intend to initiate joint R&D in collaboration with RDSO. RWF Achieves Quantum Jump in Production

The production of wheel sets in the first quarter of 2019-20 has

gone up significantly by 109% from 6151 wheel sets in April-June 2018 to 12838 in April to June 2019. Average wheel sets assembled per day has gone up from 88 in April 2018 to 176 in April 2019. Cast wheels and forged axles production has also increased by 11% and 8% respectively.

RWF has achieved best ever daily out turn of 402 wheel sets assembly on 11 June, 2019.

Kolkata Metro. The coaches fitted with RWF cast wheels were manufactured at Integral Coach

Factory, Perambur. The wheels have been now put into service after vigorous. ¥

Blood Donation Camp Held at Oak Grove School

Indian Medical Association, Dehradun held a blood donation

camp at Oak Grove School on On 18 July, 2019.The blood donation camp was inaugurated jointly by Shri J.P Pandey, Principal, Oak Grove School and Dr. Heena Dhobal, Additional Divsional Medical Officer, Oak Grove School hospital, Jharipani. In the blood donation camp 51 persons of teaching and non teaching staff registered themselves to donate blood. Speaking on the occasion Shri J.P. Pandey, Principal Oak Grove School stated that IMA Blood Bank of Uttarakhand is a non profit organi zation with a world class infra structure, using Bar codes, robotic machines and fully integrated ERP software.

He further added that IMA Blood Bank of Uttarakhand has a mission that no needy patient should ever die due to lack of safe and quality blood in Dehradun and its surro-unding areas. Therefore, we went one step ahead and held a blood donation camp in the school pre-mises to save the lives of needy persons. Dr. Heena Dhobal, A.

D.M.O, Oak Grove Railway Health unit said that the blood can be donated by any volunteer, a person from among us, who makes the choice to donate blood. When you donate blood, you join a very select group, currently only 0.8 out of every 100 people in India donate blood. You have the power to make a difference in someone's life. All you have to do is to make a contribution. Every donation helps to save 3-4 lives, your contribution can help bring comfort to those in need. Dr. Swati Nagjot, Medical Officer, IMA, Dehradun said that IMA Blood Bank provides free

blood com ponents to poor patients, Thalasse mics, Hemophiliacs and to people suffering from sickle cell diseases, besides providing many more subsidies. On an average, the Blood Bank issues free Blood Components worth ` 15,000 on a daily basis. She further added that during blood donation camp near about 4000 unit of blood unit collected per month from the different college of Dehradun. Ms. Bharti Sharma, Promoter and teacher of Indian Medical Asso-ciation, tells about the importance of blood donation by a healthy person. ¥

Recently, I travelled by Shatabdi Express between Pune and

Secunderabad. That was my second journey by this train in last 5 years. That time she was running with old ICF coaches. I would like here to share my experiences and observa-tions of the recent journey by this Shatabdi.

First of all I would like to intro-duce about Pune-Secu nderabad Shatabdi Express. This train was started on 14 November 2011. This is the longest Shatabdi Express on diesel traction. It is also the fastest Shatabdi Express on Indian Railways on the same traction. This the only Shatabdi Express belongs to the Central Railway zone. This train connects cultural capital of Maharashtra–Pune to the sister city of the capital of Telangana-Secun-derabad. Both cities are also well-known for IT hubs located there. The Shatabdi covers the distance of 597 kilometres in 8 and half hours. She leaves Pune early in the morning and returns at same night. She runs every day except Tuesdays.

As I reached the platform around 05:00 hrs, I saw train was already standing there. Then I entered 12025 Pune Secunderabad Shatabdi Express with excitement because I was going to fulfill my dream of travelling by this train, when she would have been allotted LHB coaches. From the very first sight I started realizing the changes taken place in this train in last five years. Old ICF rake has been replaced with state-of-the-art Linke Hoffmann Busch (LHB) coaches. I observed that the coach was neatly maintained from inside and it was also clean. When I looked out, I spotted that water bottles, snacks, newspapers etc. were being loaded in the coaches.

The Shatabdi left Pune Jn. sharp at 05:50 hrs. That day state-of-the-art 4500 hp WDP-4D loco was the ‘workhorse’ of our Shatabdi. Having reached the Advanced Starter Signal of Pune Jn. the Shatabdi started

picking up. Few minutes later, water bottles and newspapers were given to all passengers. Outside, I spotted so many trains were running hurriedly towards Pune. I was engaged in watching all these happening in and out of the train. Meanwhile, RPF jawans started patrolling in the train. They were with us till Secun derabad. Now it was time to have a tea. Each one of the passengers were served a tea kit and hot water in Thermos. But suddenly, the Shatabdi started running slowly. I was curious to know the reason and was looking out of the window. In a moment I understood that the development work was going at an intermediate station and therefore, it was necessary to the Shatabdi to cross it slowly. As soon as we crossed that station, the Shatabdi picked up again.

Around 08:00 hrs when the train was running on the banks of Ujani reservoir’s back water, breakfast was served to us. The quality of the breakfast was good. While having breakfast I was looking at fishermen in reservoir who were engaged in fishing.

I was travelling on this route after five years. I was there fore curious to get acquainted with each and everything, the progress of various works going on this route. During the entire journey I noticed that the various works of

doubling, electrification, station develo pment etc. were under way on various locations. Doubling of most of the line is well in progress here. Though this is one of the important route of the Golden Quadrilateral i.e. Mumbai-Chennai route, it could not received proper attention. As a result it remained most under developed route of the Quadri lateral. Hence, I was pleased to see all of these developmental activities taking place there and hope the doubling of this entire route would be commissioned soon.

Some time later the Shatabdi stopped on the loop line at Dhavalas station (around 88 kilometres before Solapur) around 8 o’clock. The 11027 Mumbai-Chennai Mail was also waiting on another loop line. These trains were detained there because next block section was single-lined and occupied by 11014 Coimbatore-Lokmanya Tilak (T) exp. This thing showed the necessity of the doubling of this important route.

Around 09:15 hrs, the Shatabdi made her first commercial halt at Solapur. After that a on-board house-keeping person came and cleaned all the snacks tables. Some time later one of them came to me and requested to fill the feedback form. Around 10:30 hrs the Shatabdi crossed the first station of the State of Karnataka–Kulali and few minutes later we made the second commercial halt of our journey at Gulbarga. Now Shatabdi again started running with full speed to reach at Wadi Jn. on time. Meanwhile, bread-sticks, tomato soup were served to us. We reached

Wadi Jn. right time at 11:27 hrs. Within minutes crew of our Shatabdi was changed and the train started further journey.

At 12:00 noon lunch was served. I noticed improvement in the quality of the food being served on-board this Shatabdi. Everything served for lunch was tasty. After lunch, ice cream was also served. I was seeing nature’s beauty from the window while having lunch. It was monsoon and due to the rain

there was greenery everywhere. The nature had beautified the entire landscape. Meanwhile, the Shatabdi was galloping towards her destination making very short commercial halts at Tandur and Vikarabad Jn. At Begumpet Shatabdi made one more commercial halt–just before Secunderabad, where most of the passengers alighted. Finally the Shatabdi ran along bank of the famous Hussein Sagar Lake of Hyderabad and reached her

destination. I alighted at Secun-derabad with satisfaction.

During entire journey I witnessed so many changes taken place in and out of this train in last few years; from coaches to Staff ’s attitude, on-board House-keeping service, quality of food and from development works at on-route stations to the doubling and electrification of the route. All of these things made me satisfied. And I had a memorable journey. ¥

was established at Lucknow in 1999 as a Centralized Training Institute to impart training to Indian Railway Traffic Service (IRTS) officers selected through Civil Services Examination. The Institute was also entrusted the responsibility of conducting academic courses in Transportation Business for In-service Traffic officers and multi-disciplinary courses for all Railway officers.

The Foundation Stone of the Institute’s Infrastructure was laid by the then Prime Minister of India Shri Atal Bihari Vajpayee on 31st January, 2001 and the inauguration of the Infrastructure was also done by the then Prime Minister of India Shri Atal Bihari Vajpayee on 21st May, 2003.

The Institute has been nominated by Railway Board as Centralized Training Institute for conducting courses on Disaster Management for all Railway officers. At the behest of Railway Board Safety Management course has been introduced for CSOs, ADRMs & SAG officers to be conducted every month for quick coverage.

Similarly, under the instructions of Environment & Housekeeping Directorate of Railway Board, the Institute is also conducting special course for Railway Officers of all departments on “Environment & Housekeeping Management”.

Initially, the Institute started functioning in RDSO campus and moved into its sprawling 72 acre campus on 21st May, 2003. IRTS officers of 2002 examination batch were the first batch of officers to undergo professional training at the Institute.

Apart from professional training of IRTS Officer Trainees the Institute covers courses on

Transport Management, Transport Planning, Information & Technology in Transportation Business, Logistics & Supply Chain Management, Services Marketing, Big Data, Data Analytics & Artificial Intelligence, Customer Care, Claims, Crowd & Media Management, Tender & Contract Management, Vigilance, Right to Information, Human Resource Development, Communication Skills, etc.. Appreciation courses for Probationary officers of all other Railway services are also conducted in related areas of Transportation.

Paid courses for PSUs & private organizations and courses for railway officers from foreign countries are also conducted at IRITM.

Contributions & Achievements of the Institute in the field of training are as follows:A. As compared to 19 training

courses conducted in year 2016, record 67 courses were con-ducted in year 2017, which is higher by 252.63%. Similarly, record 82 courses were conducted in year 2018, which is

22.38% higher than courses conducted in year 2017.

B. 1594 officers were trained in year 2017, a record, as compared to 574 officers trained in year 2016, which is higher by 177.70%. Again in 2018, a record number of 1668 officers were trained as compared to year 2017, which is higher by 4.64%.

C. Record 7124 trainee days were generated in year 2017 as compared to 2658 in year 2016, which shows an increase by 168.02%. In year 2018, 7882 trainee days were generated, which is 10.64% higher than the year 2017.

Under the Paris Climate Conference 2015 (COP21), India is committed to reduce carbon footprints by 33% by 2030. IRITM is already on job to contribute to

the challenge through a large number of initiatives undertaken in the campus towards preserving Bio-diversity and strengthening the environment.

Green CampusThe campus is being made more

green by undertaking large scale plantation by planting saplings of fruit bearing and other shady trees. Banana, Guava, Mango, Papaya, Karaunda, Lychee, Lemon, Naseberry and other fruit bearing trees have been planted on large scale. It also helps maintain the flora, fauna natural lifecycle.

Large scale plantation of Peepal, Banyan, Neem, Pakar, Gular, etc. are being done on regular basis.

The green campus takes care of campus oxygen requirement and has a abundant surplus for the adjacent localities.

Water Management IRITM has developed water

bodies through which ground water is being regularly recharged. This takes care of not only the requirements of IRITM but also generates a minimum surplus of more than 100 times to our annual consumption.

How to Value “Valued Customers” of Indian Railways

In India, the major thrust in transport infrastructure can be

traced back to the era even before the Mauryan Empire called as ‘Uttar Patha’ which was considered as one of Asia’s oldest and longest major roads. This was considered essential for serving the Co mm-ercial as well as the Administrative requirements of the Empires.

Originating in Chittagong in present Bangladesh and termi-nating in Kabul in present Afgha-nistan it ran across North India passing through Howrah, Banaras, Delhi, Amritsar, Lahore and to Peshawar, basically connecting Eastern India to Central Asia. Major significance of this route came up during Sher Shah Suri’s rule, and later during the British Empire metalled road construction was programmed and the road rechristened as the Grand Trunk Road extending from Calcutta to Peshawar. A Public Works Depart-ment and College of Civil Engi-neering (1847- 1854) was established to train and employ staff to perform the work and in future maintain it and the other roads. Later this college was renamed as Thomason College of Civil Engineering (1854-1947), University of Roorkee (1947-2001) and finally the Indian Institute of Technology (2001).

THOMSON, the first Locomotive started work in India on 22.12.1851 to help construction of the Ganges Canal - Solani Aquaduct Railway to transport construction material.

Earlier, the first Railway impre-ssion came up with the Red Hills Railway (Rail Road) constructed in 1836 and opened in 1837 & the Godavari Dam construction Railway in 1845. In addition to Road, Rail Tra nsport got introduced to contribute in the journey of growth, deve lopment, integration & administration.

In earlier days, an extra passenger in Upper and Reserved classes was unthinkable but even with passage of time and upgra-dation of technology it is regular to witness around 25% to 50% extra passengers in Upper/Reserved classes. Unreserved class condition is Traumatic by overcrowding generally beyond 100%.

In Freight segment assurance of Rake availability on Demand is a far fetched promise given to Freight Customers. Speed of Freight trains remain very low.

In Parcel segment again the constraints of availability of capacity & non-flexibility in tariff/policy has led to almost total migration of this sector witnessing boundless growth for other modes.

The possible solution is increase in capacity by doubling, tripling, quadrupleting, new lines, etc. but the likely gestation period of completing such project works is long on account of issues of land ac-qui sition, forest clearance, rehabi-litation, etc., heavy capital investment/arrangement, limita-tion of construction resources and carrying out the works along with running of normal train operation.

The dignity of our ‘Valued Customers’ is compromised. Indian Railways has been very sensitive towards the well being of transportation of livestock . Several Circulars have been issued from time to time restricting the number of livestock for transportation in

Since that day the Indian Railways has progressed leaps & bounds and the Network far spread out connecting all regions & places in the country. Carrying 8438 million Passengers, 1223 million tonnes of Freight and 5188 tonnes of Parcel in 2018-19 we boast of carrying passengers more than the total population of Australia, daily. But is this situation worthy of taking pride !

The coaches remain over crowded to the level it was couple of decades back. Regular inve-stments & especially heavy inve-stments in the current decade have not been successful in providing

In the same amount of floor space carrying Passengers, the number of various livestock is not only restricted but in addition loading can only be done after comfortable & healthy travel is ensured through certificates from concerned authorities. Animal Rights promoters/activists are also concerned for maintaining the well being of these Animals during transportation & act as watchdogs.

Human Rights Promoters/Activists are nowhere to be seen when it comes to passenger travel in Train. Any day, in any Train & on all patronized routes, the General Compartment can be seen overflowing/overcrowded with around 200-300 passengers, occupying even the Toilets. It is high time that the sensitivity has to be extended to our ‘Valued Passenger Custo mers’. Indian Railways is Duty Bound.

80’s decade, conceptualized on Allahabad division-BG (then with NR) & Sonepur/Samastipur divisions-MG (then with NER) but could not push ahead maybe due to incorrect appreciation & non-availability of compatible Infrastructure.

In Passenger segment, run additional Long Haul Passenger Trains by clubbing 2-Trains on the same route with common Originating/Terminating points on all patronized routes, and shall be an acceptable model to the statement that there is capacity constraint to run additional Trains as now only one train shall be operating in place of two trains. One train at a time can be run between two stations. It can run as a single Loco motive or Locomotive with certain number of coaches/wagons and defined as one train. In passenger segment, the longest service permitted currently is Locomotive + 24 Coaches + VPU/RA.

With the huge size of Indian demography con stituting more than 125 Crore popu lation with health, education & employment oppo rtunities spread all over, the need to travel short and long distances are immense & growing. Railway also provides faster, cheaper, comfortable, safe and environment friendly travel compared to any other transport mode. Safety figures 2018-19 of road in India reflect 400 accidents per day with around 1,50,000 deaths every year as compared to Railways which is only 59 number

of accidents with fatality figures at 37 only in 2018-19. Due to the above, Rail travel is a preferred mode but capacity constraint of running additional trains and inhuman conditions of travel perforce shifted Passenger segment towards Road or Airways. This trend

has to be checked immediately. Running of long haul passenger

services is a solution which will take care of many issues pertaining to Train operations. It is suggested that well patronized originating/terminating desti nations should be provided with passenger services end to end having 48-coaches. For this, the requirement shall be of providing maintenance facilities at originating and destination stations, com patible length platforms, long loops to accommodate 48- coach pa ssenger services at intermediate stations specially for crew changing, watering & pro viding other passenger platform/on board services. The originating and terminating destinations should be developed at nearby locations to the existing ones (satellite sta tions) as existing junctions/impo rtant stations have space constraints, and between the originating / term i nating desti nations the minimum nu mber of long loop stations esse ntial to be provided. Admini stration may decide for more number of such long loops, if required & keeping availability of fund in mind.

In this arrangement, with two train length passenger train service, the number of trains on patronized routes shall reduce creating capacity to run additional trains, run newer train services, provide need based maintenance blocks without disrupting normal services & ensure better train safety.

But is This Situation Worthy of Taking Pride !

To fulfil Customer aspirations the immediate remedy can be found out in the concept of Long Haul Pass enger, Freight & Parcel Trains. The concept, which on Indian Railways dates back to the early

In order to ensure safe train operation Ministry of Railways has given top priority to safety on Indian Railways. After the accident at Khatoli station of Delhi division of Northern Railway, Indian Railways has gone in a big way for replacement of the over-aged tracks, changing broken/fractured rails and installing state-of-the-art systems for detection of broken rails. The other vulnerable areas have also been identified which are prone to accidents. Establi-shing as a mission area, all unmanned level crossings have been eliminated by providing

taken to ensure the mitigation so that the systems work, deficiencies are removed and asset reliability is improved. This scheme has paid high dividends and the safety scenario has improved tremendously. The feedback received is being monitored in every zone at CSO level. A record of deficiencies overcome is also being kept and is shared with the divisions and system improvements are being suggested to strengthen the safety environment.

There is lot of emphasis on mitigating the unusual working/abnormalities observed by the running staff while working the train. System has been established to give the feedback of the deficiencies overcome and action taken by the field staff through the lobbies. As a result of which the running staff are being motivated to ensure the safe train operation and running to the potential so that the objectives of punctuality and productivity are achieved.

A lot of initiatives are also being taken to control the cases of Signal Passing at Danger (SPAD). The unproductive periods, pre-departure detentions, providing sleep worthy facilities in the running room, the day-to-day

limited height subways, connecting with the manned gates or by manning the gates. As a result of which, in future there will be no accidents on unmanned level crossing gates.

Indian Railways have introduced Voluntarily Reporting System in which any of the staff or officer of Indian Railways can report the deficiencies, the violation of rules and unsafe working taking place to DRMs, GMs and Railway Board officials. The identity will be kept secret and corrective action will be

issues related to sanction of leave, payment of dues, allowances from time to time and welfare are being monitored as a system. Relocation of combined lobbies as near as running rooms has also being resorted to. Caution order copies are being given to both loco pilots and assistant loco pilots. The computerized caution orders with bigger font size are being issued.

The driving cabs have been widened and made eco-friendly so that the loco pilots feel comfortable and relaxed. Focused counseling is being given by the use of audio visual aids and objective questions regarding the rules safety circulars and departmental operating instru-ctions. Loco staff are also adequately guided by the termination boards of different lengths of trains like sub urban trains, short load and full load coaching and goods trains. Right placement of various caution indicators is also being ensured by

acting upon the feedback received from running staff. The running staff have also been provided with hand books containing the location of various signals, gate signals, combined signals and the home signals having calling on signals with/without location boards.

On High density routes the over-aged electro mechanical signaling systems are being replaced by electronic interlocking systems. In this way train operation system is moving towards centralized system from cabin working system. The whole station section has been track circuited by means of conventional track circuiting and axle counters. As compare to the earlier systems of cabin working, end panels, central panels, the reliability of assets have improved tremendously and there is less requirement of maintenance in the form of disconnections and reconnections. The conventional

track circuiting has in addition also help to detect rail fractures, weld fractures stock rail breakages and switch expansion joint stock rail breakages in the track circuited zones. In the MACLS territory, all conventional signal bulbs including shunt signals have been replaced by LED bulbs.

The alertness of line staff working in open line departments, i.e. engineering, TRD, carriage and wagon, loco running, traffic station masters have played a great role in enhancing safety. The alertness has been appreciated and awarded at various levels, i.e. Divisional, Headquarters and Railway Board level. Timely monetary awards and appreciation letters help in motivating the staff at large and to the staff who have shown exemplary alertness and saved accidents and preventing loss of human life and loss to railway property. Acts of exemplary alertness and perfo-rmance should be given adequate publicity among staff and on Indian Railways so that others can be encouraged to perform better.

The adoption of technology has also helped in improving the safety scenario and minimal loss of human lives in case the accidents. Indian Railways have taken a policy deci-sion that in future only LHB coaches will be manufactured in the railway workshops. Presently 431 rakes of LHB coaches are running on Indian Railways and in future all rakes will be replaced by LHB coaches.

The advent of Big Data and Artificial intelligence has transformed the way industries look at Information technology and its applicability to the processes. Previously the benefits of IT were assessed in terms of efficiency and data visibility. The expectation from IT was to get the process out-put faster with consistency and traceability. The advent of Big Data enabled Artificial Intelligence capability has set the expectation from IT services to a completely new dimension. IT is supposed to become decision enabler and also decision taker. Figure 1 above traces the IT value realization map. Typically, we see three distinct phases of IT value realization. First phase was the phase of activity automation where companies implemented solutions which

implemented tools to automate activities of the processes. This was the time when AS400 based imple-mentations took place. This was also the time when lot of companies implemented mail systems for internal commu nica tions and eliminated the paper based files. This helped in auto mation however it also led to creation of silos. That was when ERP solutions came and companies implemented them to create one integrated view of the business processes. This started big ERP implementation and creation of single databases for business processes. Over a period of last 15 to 20 years and over multiple rounds of implementation and

customization of ERP solutions companies started facing the problem of behemoth data sets and creation of multiple data ware-houses. This is when new technologies evolved to manage huge sets of data with speed that was never possible. This new capability was also able to process variety of data sets. The historical evolution happened with eme-rgence of new technology and capabilities. Figure 2 explains the emerging technology and resultant capabilities.

Conclusion“Data is the new Diesel”. Big

corporations all over the world are powering their strategy based on data driven insights. It is important that we also have a proactive policy towards Data. Large corporations have created a proactive strategy towards data and how to leverage data for ushering in to the era of new generation. So far Indian Railways has done fantastic in terms

of use of technology to enable user access to its services. Passenger reservation system is marvelous example of how technology can create super lative user experience. It is one of the busiest e-commerce platforms of the world and it runs super efficiently. National Train enquiry system has made train travel easy with reduced hassles. These are only those usages which are visible to the users. It is the use of technology in its operations which can have maximum impact as depicted in Fig. 14 on its bottom-

line by increasing the asset utilization. The adoption of tech-nology on maintenance of assets has also been on the rise but much more is desired. For Indian Railways to make use of these powerful tools, it’s imperative that it works on an Information technology mission mode where right prioritization is done, projects identified and a roadmap drawn with clearly specified timelines. Big Data and its use can be one of the key success factors in taking Indian Railways to the next level of growth. ¥

Train operations are dynamic and complex. In order to run a

train even for a kilometers, it needs coordinated effort of railway staff and use of existing infrastructure of dedicated track, right loco motive to haul the train & signaling system. The train operations have moved from flag waving and whistling to entirely computer based train movements. This change is a continuous process and is based on technological inputs it keeps on evolving.

Train operations are about all those activities through which railways earn revenue. This consists of : 1. Train movement 2. Maintenance of infrastructure, and 3. Commercial earnings.

The train operations starts with identification of potential revenue earning inputs to railways either in the form of passenger transport or goods movement. Next part is the creation of system of working which brings order and clarity in how the trains should be run safely. The tools for this are General and Subsidiary Rules, Block Working Manuals and at a station, Station Working Rules. At present in most of sections, the ABSOLUTE BLOCK system of working is being followed for dispatching trains from one station to another station and at a time only one train can enter the block section between two stations.

Next is planning of entire activities from beginning to the end for running of each train. In case of coaching trains it is timetabling and identification of paths. The path is defined as the time gap available to run a train between two points. Coaching trains follow time tabled timings so their running between the stations, arrival and departure at particular station are all pre-defined and advertised to the public.

Goods trains are run in the time

gaps between the coaching trains. The goods operations are dynamic, unpredictable and change day by day, season and vary from year to year. The market demand of particular commodity at a place changes from place to place and is very dynamic. Such change in demands make these operations complex and affects larger Railway ecosystem. For example there is demand for sugar in southern part of India most of loaders wish to load sugar in goods trains to that direction. So if more number of Sugar rakes reaches destination in sequence, it will create problem leading to poor release of rakes, holding up of loaded rakes in section waiting for release and create mobility problems to run time tabled coaching trains on time. To avoid this the Railway Board, Zonal headquarters, and divisions constantly monitor the loading of particular commodity imposes quotas, restrictions to maintain fair balance between loading and mobility.

As the trains run day and night, therefore, a 24X7 working of Railway system is needed and is enabled by CONTROL OFFICE. In the control office Operating department plans and coordinates the train movements. All other departments – Commercial, RPF, Mechanical, electrical, Civil, S&T support and deliver in resolving the various issues arising in train running from time to time. In control office section controllers are actually monitor and guide the dispatch of trains between the stations, under their directions trains move from one station to another.

The train running involves movement of steel wheels on guided rails, moving mechanical parts of rolling stock, therefore, the wear and tear is high. It needs

constant attention, maintenance and zero compromise on safety. So there should be a cushion or time for such activities be tween train running which revitalizes the system then only it gives predictable output. For this maintenance, blocks for Civil, electrical and S&T depa-rtments and various maintenance schedules for rolling stock to be are planned.

For improving train operations, the customer and passenger satisfaction is important. In addition to punctual running of coaching trains and timely delivery of goods, the regular marketing of passenger and freight services, regulating fares and pricing policies are equally important.

Indian Railways has graduated from piecemeal movement to rake movements. We are progressing towards uniguage and electrified route kilmeterage to provide seamless train operation. In order to improve punctuality, self propelled EMUs, DMUs, MEMUs, T18, Vande Bharat as well as brakedown & maintenance vehicles are being pressed into operations. More and more chord lines by-passes are being added to improve mobility. We are also thinking in terms of first and last mile connectivity so as to compete with road transport and single window service to the customers. This will also help in invigorating the railway system, overcoming high cost of operations and also meeting the challenge of subsidized coaching operaions on Indian Railways.

The challenges have been met and Indian Railways are ready to meet the future challenges. Indian Railways are gearing up to lead from front and take the challenges in positive ways to tread our path to new heights and success stories. ¥

Indian Railways : Need to Balance between Social Obligations and Financial Viability

IR is the 4th biggest Rail Network in the world after USA, China

& Russia. It runs 22000 trains daily which carry 23 million passengers and 3.3 million tonnes of goods. It’s aptly called the National Tran-sporter which provides the cheapest mode of transportation to the poorest section of the society. The unique socio-economic sce-nario of the country is also reflected in this gigantic organisation.

Fares are highly subsidised, wait lists are endless and general co aches are severely overcrowded. Unre served passenger traffic constitutes almost 80% of coaching traffic but it hardly contributes 20% in coaching earnings. Hence fare revision is a must. IR is giving 53 types of concessions in coaching segment. In 2013-14 cost of coaching earning was Paise 65.51 whereas earning was merely Paise 31.53 ie lesser than 50% of the cost only could be recovered. The aggregate loss in coaching segment was amounting to ` 34,298 crore. Safe, punctual, faster and Cleaner Trains are a must to give the real thrust to it. Rationalization of Flexi fare scheme is a desirable step. Concession policy may be reviewed. MST policy also needs to be re-stricted to the economically weaker section only. Except for nation building, education related acti-vities, widows of martyrs etc other concessions may be reviewed. Misuse of concessions is another issue which needs to be tackled stringently.

Coal makes almost 50% of the entire freight basket. But Short lead freight & Sub Urban passenger segment is going down. Safety per-fo rmance has improved significantly but still a simple human failure can cause big disaster. We still need to build a failsafe system. TPWS (Train Protection and Warning System),

TCAS (Train Collision Avoidance System) and other such devices need to be innovated/invented and universally implemented in IR. Training of running staff needs to be regularly improved and updated. Simulation devices being procured now can make positive difference in this regard.

Capacity Creation needs to be focused upon. Infrastructure needs immediate up gradation and improvements. Line capacity is over utilised. The traffic is not evenly distributed. The Golden Quadrilateral & its diagonals form 16% of RKM of IR but carrying 52% of Passenger and 58% of freight traffic. It is expected that DFCs will almost double the average speed of goods trains from 26 to 65 kmph. Also it is expected to reduce the unit cost of freight trains by 35-40%. Hence DFCs need to be completed early and feeder routes also to be developed to make it more effective. Also IR needs to develop Multimodal Logistics parks to expand and diversify it’s freight basket. Goods sheds’ conditions must be improved and better stocking, storing and other customer friendly services need to be provided. Doubling, Tripling, Electrification must to be kept on faster track. IR must enhance Speed, hauling capacity, carrying capacity and plan more time tabled goods trains, longhauls of goods and coaching trains, mixed trains etc to enhance our freight earnings. Planning and execution gap needs to be reduced. Fruits of doubling and electrification cannot be materialised as long as single line and non-electrified patches keep coming in between. Newly laid track shall not be kept waiting for months together for speed relaxations. PSRs & TSRs also need to be worked upon on priority. IR

may review the maintenance schedules of rolling stocks and longer cycle may be permitted to improve the overall utilisation. CC Rakes can be permitted for universal examination. More TXR batches can reduce the maintenance time. Better hauling capacity needs to be reflected in average speed. Inter Sectional Running Time needs revision since long. Freight Time Table which is discontinued since 1980s, may be reintroduced for better planning and running of goods train. Loco pilots need to be motivated to run as per MPS and more cautious while decelerating and accelerating the speed of the loco. Freight policies need to be further liberalised to accommodate the local demand scenario at divisional level.

IR has a beautiful mix of various departments where each one is assigned with some specific task. But sometimes it leads to lack of co ordination inside the organisation. Hence all departments must strive towards common organisation goal and perform as a team.Outsourcing of various activities is now a common scenario in IR. But quality is being compromised sometimes. Construction related contracts can have a guarantee clause to ensure durable asset creation. Quality monitoring is a must in static and mobile catering, cleaning at stations and in trains, primary, secondary and OEM maintenance of trains, upkeep and management of linen etc to maintain the desired standards of the services.

NFR remains the biggest unexplored area which is yet to pay the dividends despite major policy changes in this regard. This kind of flexibility remains unheard in the history of IR. IR has earned ̀ 204.10 crore and ` 223.53 crore during financial years 2017-18 and 2018-

The reliability of goods stock is being improved by conducting CC (Close Circuit) examination rakes and running them with twin pipe. The twin pipe running has reduced the cases of severe brake binding and there by improvement in speeds and hours on run. The

replacement of four wheelers brake vans with eight wheeler brake vans has also improved the train operations, speeds and movability.

Indian Railways have also taken policy decisions to eliminate all manned level crossing gates by

year 2025, electrification of all route kilometers of all quadrilateral routes and introduction of more and more VANDE BHARAT rakes so that no reversal of locos. All these initiatives have and will go in future and in a long way in enhancing the safe train operation. ¥

19 respectively from Non-Fare Revenue which is hardly 5% of overall earnings. Whereas plans are to earn almost ` 39000 crore by 2028. Hence IR must gear up with better commercial and marketing aptitude to increase it’s Non Fare Earnings. Bangalore division could successfully award Rail Display Network contract for entire division worth ` 51 Crore. Palakkad division has done successful Out of Home contract, SER has done “Branding on Wheels” on 300 BOXN wagons, Guntur did PF Branding, HYD div brought inflatable theatre, massage chairs at KCG, Mumbai( WR) launched on board shopping, got vertical garden at Churchgate station ...these are just a few examples in this direction. Still so much has to be done by utilising the immense

potential of vast assets of IR through this policy.

Stations can be earmarked in Core and Non Core areas and full commercialisation of the later can be done. Reserve class tickets can be barcoded and coach doors can be equipped with barcode readers. It will not only save manpower but can also prevent unauthorised vendors, anti social elements etc. IR may market vacant berths, popu-larize less popular trains, encourage frequent travellers. Cleanliness may be publicised as a Mutual Responsibility. Outsourced activities must be followed by effective and continuous supervision.

IR is one of the biggest employers in the world having 1.3 million on its roll. Many dedicated and tale-nted souls are behind this enormous

organisation. IR also needs to ensure that each and every employee is committed to the organisation and fulfils his/her task diligently and honestly to maintain their productivity. Hence regular screening of unproductive manpower is required. Financial Incentives for sincere, dedicated & hard working employees may be planned to encourage good workers. 360 degree performance review may be implemented to have better assessment of IR Employees.

IR is a giant organisation. No single measure can do wonders. But strategically thoughtful planning, dedicated teamwork and constant efforts will definitely bring desired changes and IR can experience a more beautiful and better tomorrow. JAI HIND ¥
