ORT Albania Democracy Network Program Quarterly Progress Report

July - September 1999

I. GRANTS PROGRAM

ORT has awarded 81 grants to Albanian NGOs since June 1995 totaling approximately $900,000. The Demnet strategy focuses on strengthening NGO institutional capacity as well as the ability to engage in public policy-oriented activities in the four priority sectors. The following is a summary of the current grantees:

Democracy Sector Grants

DEM-026 Albanian Center for Economic Research: "Improving Municipality Services: Developing and Implementing a Local Level Anti­Corruption Action Plan" (MG-$S,OOO) Start Date: 01101199 End Date: 06130199

ORT gave a grant to ACER earlier this year to address the pervasive problem of corruption at the local government level. On September 20, 1999, ACER conducted a public debate called the "Ethic Code of Public Officials" in Tirana. The debate was attended by 30 people consisting of representatives from the Parliament, the Chief of the Human Resource Department in the Council of Ministers, as well as Directors from Human Resource Departments in government institutions, local government experts, NGOs and journalists. The event was also attended by Mr. Joe Pastic, USAID Program Officer and Mr. Antonio Iskandar, Deputy Chief of Party for the USAlDlPublic Administration Program in Albania (PAPA).

The debate focused on the necessity to design a code of ethics for civil servants as a component of public administration reform; the content of the draft code prepared by ACER in order to find ways to review, improve and to introduce andlor approve it by governmental and judicial agencies. The debate was organized into two sessions: "A Code of Ethics for Civil Servants" and "A Code of Ethics for Principles of Civil Servants".

The first session was focused on public administration reform; shortages and the necessity for improving the legal framework in this area; non-ethical behavior of civil servants and reasons of the corruption phenomenon of public officials; remitting procedures of central government officials behavior, etc. The second session was focused on more concrete elements regarding the

. draft code of ethics for civil servants prepared by ACER, and the need of its harmonization in relation to other laws.

Various speakers presented current situations in each government institution. All participants stressed the necessity of approval for a code of ethics for public officials. ACER will continue to participate with other interested institutions to improve the Draft Ethic Code and to find ways for its approval by the respective governmental structures as a guideline to every public official.

DEM- 028 Institute for Contemporary Studies: "Efficient, Non-discriminatory and Transparent Public Procurement Law" ($4,960) Start Date: 06110199 End Date: 11130199

The Institute for Contemporary Studies (ISB) was awarded a grant in June 1999. The first action was the formation of a working team composed of 1SB experts. Team leader-Artan Hoxha, Public Administration Expert - Fatbardh Kadilli, Public Financial Expert - Dritan Shano, as well as three short-term experts.

The main goal in the first few months was to identify the formal and informal rules in the decision making process in the procurement of goods and services with public funds. The working team analyzed the existing legal framework, rules and procedures issued by the authorities such as the National Procurement Agency, Ministries and local govenunents. The team has identified some key problems which seem to be related to the inefficiencies in the system as well the opportunistic behavior by members of public organizations.

The identification of such problems led to the decision to prepare a questionnaire for further investigation. The questionnaires were used to conduct interviews with public officials, businessmen and experts in the field. The questionnaires have produced some main outcomes such as the opinion of different officials regarding the main problems of the procurement system as well as their ideas for solutions. 1SB will conduct 30 face-to-face interviews using the questionnaire.

In the coming months the teams work will focus on the following: completion of the interviews; preparation of the draft research report; setting up an extended team; discussions on the report and feedback; and round table discussions of the outcome of the project.

Economic Growth Grants

ECON-009 Albanian Consumers Association: "Cooperation of ACA with the Local and Central Government on Implementation of Consumer Protection Law and Other Laws Strengthening Consumers Rights" (DAG-S30,000) Start Date: 01101199 End Date: 12131199

The mid-term evaluation of this grant was conducted in July 1999. Performance indicators were identified and agreed to by both parties as key measures of the success of the project. In regards to the Consumer Law, ACA operates in 12 prefectures, 6 more then originally planned. In Tirana, ACA has carried out training to encourage cooperation with local govenunent as well as to build the capacity of consumers to deal with the market economy. The Tirana region covers four municipalities and 24 conununes. The association has 184 groups of consumers with 18,200 members.

Specifically, ACA's training topics have been:

Outside of Tirana, ACA has conducted training in: Elbason, Fier and Vlora.

During the first six months of the project, ACA proposed 10 additional articles regarding food and drug laws as well as other laws. These articles have been taken into consideration and approved by the government.

The association has undertaken a variety of programs such as:

Promoting the Consumer law on the national level, Recruitment campaign for new members, How to write a complaint letter, How to select a product, Request to the government to translate products' labels (90% of all food products in Albania are imported), How to welcome Kosovar refugees, and Information for refugees regarding accornmodations, living conditions, personal hygiene and stress.

ACA has made over 100 recommendations for the improvement and change oflaws such as the food law, drug law and veterinary law. Many expired food products and drugs have been blocked from the market by the intervention of ACA.

Thirteen people have been trained in four different municipalities. Coordinators of the centers cannot offer counseling services until they have received 250 training hours. The Executive Director and the Finance Officer of ACA visit each center on a monthly basis to ensure implementation of the projects activities.

The Research Council, as part of the Consumers Institute, has reviewed 12 different reports submitted by ACA, for example, the toothpaste and cosmetics report. ACA has raised the issue of dioxin. The report was presented to the Ministry of Health with a proposal to establish special testing facilities.

Additionally, ACA worked with the Ministry of Health and the Ministry of Agriculture in regards to pesticides and the health hazards. Through the support of both Ministries, pesticides were destroyed. During the first half of the ORT grant, policy campaigns were organized by ACA in: "Consumers Law" presented on a national basis in 12 regions with over 300 participants, and "Consumers Rights".

Through ACA, the Ministry of Education has created a new curriculum in the middle schools. The efforts began with the hiring of an Education Coordinator in February 1999. The Coordinator works with grades two-eight in 32 schools in the Tirana district. The Coordinator has trained seven groups of teachers and provided materials on different subjects to design one­hour weekly lessons.

The Ministry of Education supports the curriculum, and will extend the program to all middle schools throughout Albania as well as into Kosovo.

ECON-Oll National Union of Albanian Farmers: "Promoting Policies in Support of Agricultural Development" ($25,289) Start Date: 02126199 End Date: 02126100

During this quarter, the National Union of Albanian Farmers (NUAF) conducted training meetings with members of NUAF in every county, commune, district and region as well as meetings with the Board of Directors ofNUAF and local and national government agencies.

NUAF has organized activities throughout Albania in 258 counties, 158 districts and 30 regions. Every month NUAF organizes meetings with different members from various parts of Albania. The main purpose of the training has been to educate farmers in law issues. Areas that are covered in the education training are as follows:

What are land taxes and what they mean for the farmers. What are the criteria for implementing the laws. What the EST European countries experiences are in regards to this law (Macedonia.

Bulgaria, Poland). What Western countries experiences are in regards to the law. Ways in which to manage and administer incomes Uses of incomes Relations between local and central governments How incomes will influence the farmers' life conditions What will be the benefits for the farmers and their families.

As a result, fanners are more aware of the importance of the land taxes, and their direct influence on every day life. NUAF has established good working relations with the Agriculture and Food Ministry, as well as with the judicial office. Discussions focus on alternatives to land taxes as well as trying to influence them as much as possible to convince them of the fanners' rights. NUAF has continuously kept in contact with scientific institutions such as the Land Studying Institute to help define land classification criteria. NUAF will continue to organize training meetings with fanners to exchange necessary information.

The improvement of Land Tax Laws is a long and difficult process. It is necessary for NUAF to continue to push to achieve its objectives. NUAF is strongly committed to accomplish these objectives because it knows the farmers are willing to contribute and play an active role in this area. In September-October 1999, NUAF will work to develop the Draft n and will work in cooperation with the Agriculture Ministry's Judicial Office, Land Studying Institute, Judicial Group, Legislation Work-Group ofNUAF, local governments and the agriculture departments.

In October 1999, NUAF in cooperation with the Agriculture and Food Commission and Finance and Economy Commissions, will conduct a Public Hearing about the improvement of the Land Tax Law.

During the month of August, ORT signed the Memorandum of Understanding with the four selected organizations as listed above. This Memorandum will cover the first two months of the Program and in November, ORT will sign the Sub agreement that will cover the duration of the grant period. The grantee budget and work plan will be determined during the first two months to be included in the formal Subagreement.

As the ORT partner in NGO Development and Sustainability Strategy, ANTTARC developed and delivered organizational development training and technical assistance to ORT's four IDG recipients. Early in the quarter, on-site organizational training and technical assistance needs assessment protocol,· instrumentation, work plan, and timelines were developed; a list of potential additional board members was compiled, and necessary changes in the NGOs' legal statutes were identified. In addition, plans and preparations were made for the IDGs' Boards of Directors NGO Development, Leadership, and Strategic Planning retreat, including development of training retreat agenda and curricula, training manuals, and logistical arrangements.

A needs assessment instrument was carefully designed to assess present, mid-term, and long­term operational capacity of the NGOs, evaluate their project implementation, monitoring, and reporting capacity, and identify needs that could be addressed through the IDG Program. The instrument reflected lessons learned during the development and use of the assessment instrument during the IDG selection phase. A detailed work plan for the IDG Program was developed including objectives, activities, expected results, tentative timelines, and monitoring. The lawyers provided by ICNL worked with training consultants and organizations' board members and executive directors to review the NGOs' statutes and legal status, identify needed changes, and subsequently complete the changes.

On-Site Needs Assessment

During the first week of September, after the Memorandum of Understanding between the ORT and four NGOs was signed, ANTTARC training consultants conducted on-site needs assessments of the four NGOs employing the protocol and instrument developed in advance. In order to ensure effectiveness and efficacy, one training consultant was assigned to each organization, with the entire ANTTARC staff serving as support. Assessment visits were preceded by a careful review of all materials related to the NGOs including application forms and other documents, interview notes, and the first on-site assessment reports.

The assessment team was comprised of the assigned training consultant, a second training consultant, the program director, and the local ORT organizational development advisor. Assessment teams focused on identification of any changes that had happened in the organizations since the last on-site assessment visit conducted in May 1999, including the present legal and financial status. The instrument proved to be very effective and efficient. Upon completion of the assessments, needs related to training and technical assistance, board restructuring and staffing, legal statutes and registration, operational systems, and needed fmancial support were identified.

Training and technical assistance needs were generally the same among the four organizations, and included strategic planning, public relations strategic plan and materials, cross-sector collaboration and fundraising strategic plans, policies and procedures, by-laws, financial management, personnel management, etc. These organizational development elements were either non-existent or at a nascent stage. ADRF was at a more advanced stage because of its relationship with its founder, OXF AM. The Boards of all four NGOs needed to be restructured, to add new members and ensure diversity. Three organizations--DENA, RDAE, RDAT--needed

to recruit new staff in order to carry out the IDG Program and ADRF was in the process of hiring a new executive director.

On Site Technical Assistance

Needs assessment visits were followed by continuous on site-technical assistance that focused on development of operational budgets and baseline reports, board restructuring, staffing, and development of institutional capacity elements.

Board Recruitment

Based on identified limitations of existing boards, a rigorous process of board restructuring was completed. The goal was to create independent and diverse boards of directors. Specific objectives of this process included assessment of current boards, identification of potential board members, and recruitment of new board members. The existing boards were assessed including review of board composition and evaluation of each board member against criteria developed by training consultants in close collaboration with the NGOs. Based on assessment results, plans for recruitment of new board members were developed and candidates for new potential board members were identified. The new board profile included at least ten members representing various sectors and areas of expertise.

New board members were recruited following a rigorous procedure. Their CVs were carefully screened and the best candidates were informally interviewed. Each candidate was evaluated according to established criteria and contribution he/she would bring to the organization. Training consultants, board chairpersons, and executive directors were significantly involved in this process. Recommendations were made to the boards and ultimately approved. Upon completion of the process the boards of directors of the four organizations were restructured with new board members who met the established criteria and represented various sectors and areas of expertise. It was the first time that these organizations recruited new board members according to standardized rigorous procedures.

Board of Directors NGO Development, Leadership, and Strategic Planning Retreat

Twenty-eight board members from four organizations participated in the NGO Development, Leadership, and Strategic Planning Retreat that was held in Ohrid, Macedonia from September 25 through October 3, 1999. The purpose of the training retreat was to increase board members' roles and responsibilities. The retreat objectives included: understanding international NGO standards and NGO roles, principles of policy governance and basic NGO board responsibilities, organizational and board structure, board's role in strategic planning, relationship between the board and executive director; board accountability; organizational assessment; board's role in budgeting and financial management; and development of bylaws and strategic plans for cross­sector collaboration, fundraising, and public relations.

Retreat Preparation

Extensive preparations and logistical arrangements were necessary, including visas and travel. Participants were informed in advance about the retreat agenda and logistics. The retreat site was intended to provide a work environment conducive for participants to focus on development of their organizations away from their daily responsibilities and distractions. Board members and training consultants traveled together by bus to Ohrid where they had the opportunity to get to know each other. This helped to enhance their relationships and receptiveness. The agenda and training manual were developed taking into consideration the NGOs' needs and specifics of the activities especially related to group composition and intended results.

The manual combined theory and practice and included sections on the NGO Development and Sustainability Strategy; NGOs and their boards; boards' role in strategic planning, cross-sector collaboration, public relations, fundraising, and revenue generation; relationships between the board and executive director; board accountability; organizational assessment; financial management; board bylaws; and organizational structure. Detailed session plans were developed in advance including session objectives, timing, methodology, and reference and resource lists. In order to measure progress, pre-post evaluation and satisfaction surveys were developed. Experience gained from the participation in or conduct of previous training retreats was very helpful for the successful completion of retreat preparations. ANTTARC's resource library-­which proved to be very resourceful--was used extensively by training consultants to prepare the curricula and manual.

Achievements

The retreat was conducted through a combination of training and practical experience. Board members, with technical assistance provided by ANTI ARC training consultants, were not only trained in organizational development, but also worked to produce numerous operating systems and documents for their organizations including mission and vision statements; goals and objectives; public relations, cross-sector collaboration, and fundraising strategic plans; action plan for financial management system; action plan for recruiting and retaining the executive director; position description and employment contract of the executive director; performance evaluation policy and procedure for the executive director; board bylaws; organizational chart; organizationallboard structure; and board member position description (see Attachments). By developing these documents themselves, their sense of ownership and commitment to implement them upon return to their organization was increased.

Different methods were used to achieve training retreat objectives including warm up and teambuilding exercises, brainstorming, group discussions, lectures, small group work, presentations, etc. Small group work proved to be very effective, primarily because it ensured total participation, enabled participants' understanding of issues in the context of their specific organization, and enabled them to identify directions for their future work. Sessions were facilitated by the training consultant responsible for conducting the specific session assisted by training consultants assigned to their respective NGO who worked with their respective organizations during the entire retreat. This also helped to strengthen the working relationships

between training consultants and board members. The training manual was provided to participants in advance, and together with ANTTARC's catalogue, was used extensively by participants in plenary session discussions as well as in working groups.

During the introduction, the NGO Development and Sustainability Strategy was introduced to participants by ORT's organizational development advisors. Special attention was paid to the IDG Program component and the role of the boards of the four organizations in successfully accomplishing this component.

The session on NGOs was intended to enable participants to understand international NGO standards and govern their organization according to them. The specific objectives of this session included: understanding differences between private, governmental, and non­governmental organizations; understanding the NGOs role in community; and identifying goals of the Albanian NGO sector for the future. International NGO standards were first introduced to the total group, with participants breaking out into small groups where each group worked on two or three standards. A representative from each group presented the product of their group to larger group. Presentations were followed by discussions where all participants took part actively. The same method was used to identify strengths and weaknesses of the Albanian NGO sector.

The session on NGO Boards was intended to enable board members to understand the role of boards in non-governmental organizations. Specific objectives included: understanding NGO boards, understanding basic principles of policy governance, understanding basic responsibilities of NGO boards; understanding board member's role in fundraising, understanding board chairperson's role, and enhancing board meeting effectiveness. Discussions on these topics in the plenary session were followed by work in small groups and presentation of their product to other groups. By the end of this session, participants were able to explain board members' responsibilities.

The strategic planning session was intended to enable board members to develop an organizational strategic plan. The specific objectives of this session included understanding the role and process of strategic planning, development of mission and vision statements, and development of short-, mid-and long-tenn goals and objectives. The role and process of strategic planning was extensively elaborated. Emphasis was given to the role of strategic planning as an effective management tool that assists the organization to be successful and strategic planning as a process needed for the organization to set establish priorities essential to accomplishing its mission in response to a rapidly changing environment.

A major objective of the strategic planning session was that participants developed mission and vision statements for their respective organizations. All participants were actively involved in the plenary session discussions on the importance of mission and vision statements. Participants then split into small groups, based on organization, to develop mission and vision statements for their organizations. Their product was presented to other groups. Presentations were followed by discussions where all trainees participated actively. Using the same method and based on the critical issue approach, participants developed short-, mid-, and long-tenn goals and objectives. Careful attention was paid to SWOT analysis, which was not previously familiar to participants.

During the session on public relations, participants were introduced to tools and techniques used to promote organizations, increase public awareness, and market services. They were also introduced to different methods and communication instruments used to send messages to different audiences. fu small groups, participants developed strategic plans for public relations for their respective organizations, which were then presented to the other groups. Presentations were followed by discussions where all board members participated actively.

During the fundraising and revenue generation session, participants were introduced to different types of fundraising and revenue generation strategies and techniques. fu small groups, they developed fundraising strategic plans for their respective organizations, which were then presented to other groups. Presentations were followed by discussions where board members of the different organizations shared their experience and ideas.

The session on relationships between board and executive director intended to enable board members to clarify roles and responsibilities of the board and executive director. Specific objectives of this session included: identifying key steps in leadership transition; understanding board's role in finding and retaining the executive director; understanding assessment of the executive director by the board; understanding board members' reluctance to assess the executive director; and identifying assessment types and criteria. Divided into four groups, board members of each organization developed a recruitment plan, position description and employment contract, and performance evaluation policies and procedures for the executive director.

The session on board accountability had the specific objectives of identifying ten ways through which boards maintain accountability, understanding the roles of board and executive director, and identifying five major obstacles to board's carrying out its responsibilities.

The session on organizational assessment enabled board members to understand their role in assessing the performance of the organization. Specific objectives for this session included understanding the importance of organizational assessment, identifying what should be assessed, and understanding time and methods for organizational assessment.

The session on financial management included objectives: understanding the role of board in monitoring, oversight, and auditing of the organization; development of financial rules and objectives; understanding the budgeting process; understanding ORT's financial management and reporting requirements. The session was a combination of lectures, discussions, and small group work. Each organization developed a financial management action plan. ORT's financial officer introduced portions of this session related specifically to ORT's requirements.

Specific objectives of the session on board bylaws included: understanding the role and importance of board bylaws; understanding bylaws structure; and development of board bylaws. Bylaws and their importance in governing the organization were introduced. Board members shared their experiences in drafting different regulations and emphasized articles that should be included in bylaws. fu small working groups, participants developed draft bylaws for each organization to be reviewed by ICNL legal experts.

Brainstonning and practical exercises were used to help participants. understand the organizational structure, organizational chart and hierarchy, reporting, and relationships between various departments. Board members developed organizational charts and identified board composition in terms of age, gender, geography, area of expertise, and sector. Participants also identified policies and procedures for recruitment of new board members and developed board member position descriptions. Board members also began working on establishment of board committees and election of board officers that would be finalized during ANTIARC's post­retreat follow up.

Results

Analysis of pre-post evaluation forms indicated that most of the participants had never participated in an intensive retreat. At the beginning of the retreat, participants were somewhat acquainted with the role, goals, objectives, strengths, and weaknesses of Albanian NGO sector, but they had relatively limited knowledge on international NGO standards. Almost all were unfamiliar with the process of development of mission and vision statements, strategic fundraising, and public relations. They were totally unfamiliar with board bylaws.

At the end of the retreat, responses showed the following: the highest level of understanding and increased competence for the topic of board roles and responsibilities, increased understanding of the NGO Development and Sustainability Strategy, and good understanding of the process of setting short-, mid-, and long-term goals and objectives, development of vision and mission statements; and legal issues related to the organizational statute.

Board members found their participation in the training retreat to be very helpful. They responded that all topics were very fruitful and impressive especially fundraising, public relations, international NGO standards, board's roles and responsibilities, and the relationship between board and the executive director. Small group and plenary discussions were especially appreciated. Several respondents underlined that they wanted to spend more time on board bylaws, organizational structure, strategic planning, and financial management.

A five-point Likert scale (I-totally unsatisfactory, 5-totally satisfactory) was used to measure participants' satisfaction level. Participants rated facilities and accommodations 4, retreat organization and administration 4.6, and the retreat in general 4.7. Training consultants' presentation and responsiveness were rated respectively 4.6 and 4.5 and documents produced 4.6. They also wrote comments such as: " ... deeply impressed by the preparedness, politeness, and communication skills of ANTTARC staff'; " ... totally satisfied with the documents produced and the training consultants' assistance"; " ... retreat was very well organized"; " ... better than expected"; " ... very useful for our professional growth."

The retreat was also very much appreciated afterwards. In a letter sent to ANTTARC's executive director and ORT's organizational development advisor, ADRF President of the Board emphasized: " Participation in this retreat was a valuable experience for all ADRF board members and important for their professional development related to NGO issues... The way the retreat was organized, combining theory and practice ... was very fruitful. Particular interest was expressed for all topics included in your manual because it constituted a contemporary approach

regarding work with NGOs... Congratulations for excellent retreat results." The RDAT Executive Director among others wrote: A ... thank you for the excellent organization of the retreat... Board members benefited very much from such a great seminar.. Obviously their role regarding the development and sustainability of Tirana Foundation will be much higher than before. The RDAE Executive Director emphasized: "All our board members that participated in the training retreat...express maximum thanks and evaluation... They found the training very useful and they highly appreciated it. The gap in their knowledge ... now is really reduced". (See Attachments)

Post Board Retreat Follow Up

Irmnediately after return from Ohrid, training consultants began providing on-site technical assistance for finalizing and implementing items developed during the retreat which included formatting and editing all documents developed in Ohrid ( see Attachments), developing a staff recruitment plan and budget proposal (see Attachment), and reviewing statute and bylaws.

The recruitment plan consisted of identification of additional employee positions needed, preparation of recruitment criteria, preparation and publication of employee position announcements, collection of applications, selection and recruitment of finalists (see Attachments). Employment positions of one full-time program assistant and part-time financial manager were identified for RDAE and RDAT. Employment positions of full-time program assistant and financial manager was identified for DENA. RDAE and DENA published announcements in one main newspaper for three consecutive days. RDAE published announcements in the local newspaper (see Attachments). Also, RDAT advertised the employment position announcements at the Tirana Chamber of Commerce.

Based on results of needs assessment visits, budget proposals were developed for DENA, RDAE, and RDAT. Budgets for operational expenses were developed jointly by the NGO executive directors of three organizations and ANTTARC training consultants. ICNL lawyers, training consultants, presidents of boards, and executive directors worked together in reviewing statutes of four organizations and necessary changes were identified. At the same time, they started working to reflect these changes in board bylaws.

III. TECHNICAL ASSISTANCE AND TRAINING

Interaction Forum

On September 16-17 1999, ORT Democracy Network Program organized in Tirana, Albania the first "Interaction Forum". The goal of the Forum was to facilitate greater interaction between international and Albanian NGOs. More specifically, the objectives of the Forum were to identify the needs of the Albanian NGOs by sector; and, initiate working relationships between Albanian and international NGOs, by identifying some concrete forms of cooperation.

The idea of the Forum was conceived during the Kosovo refugee crisis in 1999. A large percentage of the nearly 200 international NGOs who arrived in Albania to assist with the influx

of Kosovar refugees sought local NGOs as partners in the delivery of their services yet struggled to find qualified organizations. Similarly, efforts to coordinate the efforts of NGOs, both international and local, often resulted in uneven representation by international groups. Albanian NGOs commented on the lack of contact they had with international NGOs and vice versa.

While many of the humanitarian aid organizations have left Albania, a significant number remain who want to make the transition from provision of humanitarian aid to refugees to development work with Albanian communities. And, as before, these groups would appreciate finding local NGOs to partner in the implementation of their programs as well as strengthen their capacity.

After drafting and circulating a "concept paper", ORT organized a small group to provide feedback and to refine the draft. This group, an equal balance of international and Albanian NGO represented, consisted of: Women's Center, Foundation for the Reconciliation of Disputes, Albanian Youth Council, OSCE, Humanitarian Information Centre, UNHCR Community Services. When the original plan for a one-day event grew into two days, OSCE and UNHCR offered to join in a cost-sharing arrangement with ORT to host the event. UNHCR agreed to fund approx. 50 percent of the Fomm's expenses.

ORT had extensive meetings with donors to present the Fomm's idea and personally invite them to the Fomm. The Fomm brought together donors, local and international NGOs, for the first time since the crisis, and it was crucial to hold individual meetings with them.

A group of eight facilitators was hired to facilitate the discussions in the Fomm's small-working groups. ANTTARC had four training consultants as part of the facilitators group. ORT held two briefing sessions about the format and objectives of the Fomm, as well as the facilitation process in the small working-groups and the reporting format. Careful emphasis was given to attract media attention through announcements and press releases.

The Fomm consisted of 154 attendees, representing 85 Albanian NGOs, 29 international NGOs, 20 Donor Organizations and 5 govemment representatives. The Fomm format was a combination of panel discussions and sector working groups. Panel presenters were comprised of govemment representatives (Minister of Labor), donor organizations (USAID Director, UNDO, World Bank and Open Society Foundation) and Albanian and international NGOs. Working Groups were broken into sectors (Democracy, Economic, Environmental and Social). Panel discussions and Sector Working Groups focused on current needs and recommended changes within the NGO sector in Albania.

Overall, participants, including panel members, felt that the following areas need to be addressed to enable the Albanian NGO sector to move forward in the future:

NEEDS:

• Social needs are great especially for youth/children, • The rural areas, where 70% of the population live, need greater attention by NGOs and

donors. Albanian NGOs need to create branches in remote areas, • The Government and NGOs need to come together to support each other,

• Many projects were created during the Kosovo crisis. When the refugees left, so did the NGOs. A vacuum was created and is strongly felt,

• Media training is greatly needed to develop long lasting, positive relationships, • Support from foreigners needs to be focused on long-term assistance rather then short term

"quick fixes", • Training, training and more training: Assistance to NGOs from donors needs to be focused on

training (proposal writing, financial management, organizational capacities, strategic planning, high NGO standards, etc.) in order to create self-support and sustainability,

• NGO laws and legislation need to be created, • Creation of volunteer policies, • Assistance in creating income generating activities, • Exchange and dissemination of information regarding NGOs is greatly needed to bring about

awareness within the commuuity, the government and to the NGOs themselves, and • Information Centers need to be established to assist NGOs in searching for donors outside of

Albania as well as create a network in which Albanian NGOs can support each other.

An "Information Comer" was open during both days at the Forum. All participants were invited to display their promotional materials and one-two page summaries of their organization's activity, in English. The "Information Comer" was highly appreciated by the participants as a innovative idea and concrete form to share information and to learn about each-other.

ORT provided a comprehensive list of the participating organizations with detailed contact information. It was the first time such an updated list of local and international NGOs was produced. Many international organizations expressed surprised to see so many Albanian NGOs. Before the Forum some even thought that an NGO sector does not exist in Albania. ORT is planing to develop the list into a formal NGO directory.

Both Albanian and international NGOs leamed many lessons from the recent Kosovo emergency crisis. Many Albanian NGOs were caught off guard and were not prepared to react to the crisis on a timely basis. International NGOs coming into Albauia were not focused on developing organizational capacities of Albanian NGOs but on responding to the crisis at hand. International NGOs were criticized for not wanting to cooperate with Albanian NGOs. International NGOs responded that there was a lack of information available to them regarding Albanian NGOs and their areas of expertise.

The Forum had wide coverage by the state and private media, both electrouic and printed. Several press releases, interviews and articles were published in newspapers and a 30 ruinute radio program about the Forum was aired over the next two days.

Round-table discussions are planned in the future to keep the commuuication flowing between Albanian and international NGOs. ORT DemNet has planned for two follow-up projects in November and December 1999. The response from participants was overwhelming. A great number of attendees remarked that this was a much-needed forum and provided the opportuuityto "clear the air" about past issues (see: Summary Evaluation Form). New relationships were formed between NGOs. It is envisioned that with continued networking and follow-up, Albauian

and international NGOs can mutually benefit in the future through continued sharing of resources and experiences.

After the Forum, ORT-issued a second press release about the conclusions of the Forum. It was sent to the local media, local and international NGO, government institutions and ORT partners outside the country. The press release and sununary report were also published in Women Centre and Albanian NGO Forum publication (total 2,000 copies) and CRCA electronic publication (208 addresses).

Technical Assistance in the Drafting and Review of the NGO Law

During this quarter ORT continued to monitor the status of the NGO draft-law. In Augnst, ORT and ICNL concerned about the slow government progress in discussing the draft-law organized several meetings with Ministry of Justice, Council of Ministers and the draft law working-group. All of the government representatives present expressed their support of the draft, and promised to include the draft in the agenda of Council of Ministers by end of August. The common understanding was that draft will be amended with a couple of articles by the Ministry of Justice to allow its compatibility with the Civil Code.

In September, unexpectedly, the deadline to discuss the draft was postponed for the fifth time until the end of December 1999. At present, the government is asking the Ministry of Justice to review all Albanian Codes including the Civil Code as well. The government does not want to proceed with the draft law, until the review package is completed.

ORT called two meetings of the draft law working-group to discuss the current situation and the possible solutions. An ICNL consultant will visit Albania, and Demnet will organize a meeting with representatives from the Albanian Parliament, Council of Ministers, Ministry of Justice, donor agencies and NGO draft-law working-group. The meeting will take place in October 1999 to discuss the status of the draft and reasonslburdens that are preventing the draft law from moving forward, and the group will develop a strategic plan on how to push it forward.

ORT/uSAID Survey of Albania

During the last quarter, ORT published the Albanian-language version of the survey book and plauned to have a book release, but due to the Kosovo crisis it was temporarily postponed. ORT decided to include a presentation on the release of the survey book during the Interaction Forum. The two ORT staff, Lori Jenkins and Kalia Musha, gave a presentation about the drafting and administration process of the survey, statistical method data analysis and results. The book is expected to provide some directions to Albanian NGOs for their programming and policy initiatives.

At both the Interaction Forum and prior distribution, ORT has provided more than 150 copies of the Albanian-language version and about 300 copies of the English one. ORT has received very positive feedback from donors, Albanian politicians and government officials through telephones calls and formal letters.

NGO Media and Public Relations Training

The ORT Democracy Network Program in cooperation with IREX, a USAID-funded program working in the media sector, organized on September 21-23, the training on NGO Media and Public Relations. It was designed as a three-day training with lectures combined with small­working discussions.

The training participants were a mixed group consisting of 16 NGO representatives responsible for media and public relations and five local govemment officials, responsible for public relations in the municipality. ORT worked with PAPAJUSAID to identify the local govemment officials who could benefit out ofthis training and were open to the public and NGOs.

Some ofthe topics covered in the training were:

~ Purpose of the Public Relations ~ Utilizing Media to Reach Organizational Goals ~ Effective Communication Through Relationships. ~ Preparing Your Organizational Message ~ Reviewing Your Organization and Your PR goals ~ Strategic Public Information Planning ~ Determining the Proper Voice ~ Building a Comprehensive Message ~ Prioritizing Your Message ~ Managing Your Ongoing Public Information Campaign ~ Internal Media & Communication within Your Organization ~ Public Image Through Controlled&Uncontrolled Media ~ Ways How to Get Appropriate Media Attention ~ Developing Public Service Announcements ~ How to Write Press Releases.

During the three days the participants worked in four small working-groups (health & environment, municipalities, women's NGOs, rural) to design a media campaign on a group issue, to develop Public Service Announcements for their group and get prepared for an interview and press conference. As a conclusion to the training, some videos of Public Service Announcements from the US were shown. Also, NGO representatives played their public announcements which will discussed in the big group.

By the end of this training the participants were able to prepare their organizational messages, answering the questions such as: what is the purpose of your organization, what service do you provide, who uses those services, what is good about your organization and what do you need to improve, what message are you trying to communicate. They were able to determine the proper voice in the given message, as well prioritizing the most important things that the organization should express in the message. Additional written and visual information, like posters,

announcements, handouts were given to the participants on the support of their future public relation work.

A key component of the NGO Media and Public Relations training was a series of follow-up meetings with individual workshop participants. The purpose of these meetings was to offer personalized discussions of specific NGO challenges, problems etc. which might not have found an appropriate forum in a workshop setting. The NGOs have been encouraged in each of these meetings to discuss their own programs and the opportunities for utilizing public relations concepts in those programs. Ten of the NGOs participating in the workshop found time in their schedules to participate in these follow-up visits.

One of the lessons learned is that more time should be dedicated to on-site assistance. The trainer should spend more time to identifY the NGOs needs in tenns of a media and public relation strategy. The trainer should also assist the NGOs to devlop a media campaign as part of their policy advocacy campaign, when it is appropriate. Also, an Albanian co-trainer would improve the quality and practicality aspect of the training. This is one of the recommendations made by the participants as well.

At the end of the training an evaluation fonn was distributed to collect the participants' opinion about the training and their suggestions for improvement. Overall evaluation about the training was really good. Participants found it useful especially topics like" Developing Public Service Announcements" which are quite new concepts in Albania, "Building a Comprehensive Message", "Building Relationship with Media", "Dealing with the Bad News". More infonnation can be found to the summary evaluation fonn, attached to this report.

ORT is planing to organize other series of similar training combined with tailored technical assistance with other NGO groups.

NGO Management Handbook

During this quarter ORT published its handbook "NGO Management - A Manual for Albania" released at the Interaction Forum (a summary on the drafting process and manual content is provided in the last quarterly report.) The manual was produced in I 00 English copies and 200 copies in Albanian language. ORT plans to update the manual from time to time to reflect the changes in the NGO sector and legal framework. A questionnaire was distributed along with the manual to solicit suggestions from NGOs and individuals that will use the manual.

ORT distributed 200 copies at the book release event. Demand for the manual continues to grow, particularly from NGOs outside of Tirana After the release ORT, had to print an additional 100 copies in English. Some donors reqesting copies expressed a willingness to purchase the manual. ORT will charge a small fee to support the publication of additional copies of the manual.

In the future, ORT plans to work with ICNL to add sections related to legal implications for NGO capacitycbuilding.

ORT Publication "On the Road to Success"

ORT issued its first publication of "On the Road to Success" in September. This publication will be issued bimonthly, in English and Albanian language, and will highlight some of the ORT NOO success stories.

The first issue presents some of the ORT successes in terms of technical assistance, grant programs and pUblications. It also gives a short background of ORT Democracy Network Program in Albania. ORT has distributed more than 300 copies of the first issue. Copies were sent to local NGOs, government institutions, parliament, donors and media. This publication wiII be a tool not to simply publicize ORT successes, but also to promote the NGO sector as a whole, considering the current weak relationship between the NOO and media sector.

ORT has received several letters and phone calls regarding the publication from NOOs and deputies of the Parliament. They all congratulate ORT for its support and contribution to the NOO sector. ORT is still thinking about ways how to improve the publication. The second issue will also include a section on different NOO events in and/or out the country and general information about the NOO activities.

FURTHER ORGANIZATIONAL DEVELOPMENT OF ANTTARC

Participation in Training of Trainers Program

Two ANTTARC training consultants, participated in a Training of Trainers (TOT) program provided by the USAID/ORT Democracy Network Program In Partnership with the American ORT, conducted in Bosnia from July 5-16, 1999. TOT specific objectives included: understanding NOOs role in a civil society; using training and consulting techniques; improving process skills; development of models, strategies, and tools for designing, implementing and evaluating the Leadership Certificate Program. The TOT program included six two-day modules on topics related to NOO management such as: NGO governance; training standards; social skills; fundraising; organizational development; advocacy and policy. Participation of ANTTARC staff members in this program was beneficial not only for participant's professional development, but also for enhancement of ANTTARC's institutional capacity.

Advanced Training in Project Management

From August 15- September 20, 1999, one of ANTTARC's training consultants participated in a five week advanced international training program in project management, organized by Project Styrning ABC a Swedish consulting company specialized in project management and experienced in training of project managers and administrators and sponsored by Swedish International Development Cooperation Agency (SIDA). The purpose of the training program was to strengthen participants' capacity to guide a project to a successful completion. Main topics addressed during this program included: project management and administration focusing

on project phases and basic concepts, administration, goal setting, planning of time, resources, and costs, organization, follow-up and cost control; project management skills focusing on management skills and situational leadership, communication, delegation of work, project management situations, project team work; and special topics focusing on women in project management, project appraisal and feasibility studies, international procurement, and project financing. The program also included a project management game including planning, evaluation, and project presentation and study visits to ABB Stal, Swedish Environmental Protection Agency, and Public Roads Administration. Participation of the training consultant in this training program helped increase ANTTARC's institutional capacity related to project management and project management training and technical assistance. Employing knowledge and skills gained during the program, she will begin developing and delivering project management training and technical assistance to Albanian NGOs

Performance Evaluation Policy and Protocol Revision

Taking into consideration lessons learned by the application of ANTTARC's eXIStIng performance evaluation policy and procedures, training consultants worked on improvement of the protocol, instrumentation, and policies and procedures. Past experience reflected the need for simplification of existing and procedures in order to increase effectiveness.

Marketing and Public Relations Activities

Extensive efforts were made to ensure full coverage of ANTTARC' s activities in the media, Albanian as well as foreign. Coverage of the Board training retreat was provided on the news of ALBA TV, a private Albanian TV station, and MTN, a private Macedonian TV station. Also, the Albanian national radio emitted a detailed report on the Board training retreat. An article on the board training retreat was published in Albania newspaper. Albania newspaper also published a full-page article on the national survey conducted by ORT during 1997-1998. (See Attachments)

NGO Development, Leadership, and Strategic Planning Retreat for the Kosovo Youth Council and the Albanian Youth Council

ANTT ARC conducted a Retreat on Organizational Development of the National Kosovo Youth Council and Training on Organizational Development of the Albanian Youth Council from June 30 - July 4, 1999. Program participants consisted of 15 representatives of the National Kosovo Youth Council and 13 representatives of the Albanian Youth Council.

The program was designed to provide participants with knowledge and skills needed to establish an organization or restructure it according to international standards. Specific objectives of the retreat included: understanding of international NGO standards; development of mission and vision statements; development of organizational chart; development of statute and identification of steps toward registration; development of public relations materials; development of strategic plans; development of financial management system and action plan; understanding bylaws; and development of a policies and procedures manual.

The retreat lasted five days and required rigorous efforts on behalf of participants and training consultants. At the end of the retreat, participants from the Kosovo Youth Council had a better understanding of the role of NGOs and International NGO Standards. They also developed several operating systems and documents necessary and important for their organization including: mission and vision statements; a draft statute; the organizational chart; position descriptions and employee contracts; reporting procedures; short-term and mid-term goals and objectives; public relations materials including the organization's logo, letterhead, fax cover sheet, an outline of the press kit, introductory letter to donors; and a set of policies and procedures including personnel, administrative, financial, and transportation policies.

Bosnia DemNet Staff

During July 1999, two ANTTARC training consultants assisted with program documentation and reporting of a Training of Trainers (TOT) program conducted by the USAID Bill Democracy Network Program In Partnership with American ORT.

ORT Bill Democracy Network Program Staff Retreat

From July 26 - August 02, 1999 ANTTARC designed and conducted in Tirana an eight-day retreat on NGO Development, Leadership, and Strategic Planning for the ORTIUSAID Bosnia and Herzegovina Democracy Network Program staff Fourteen Bosnian staff members, including the regional advisor and American project director participated in the program. In addition to ANTTARC training consultants, Deborah Valencia of American ORT and Carrie Gruen10h of DemNet Hungary provided support.

The program was designed to provide participants with knowledge and skills needed to strengthen the organization according to international NGO standards. Training agenda and curriculum was developed based on the organizational and staff needs. Specific objectives were carefully developed. The fmal curricula took into consideration the fact that the participants had limited understanding of issues related to organizational development. Based on the curricula developed, the consulting team prepared a detailed agenda and manual for the retreat.

The retreat required rigorous efforts on behalf of participants and training consultants. During the retreat, sessions conducted were as follows: international NGO standards; NGO board of directors; strategic planning; statute and organizational chart; reporting procedures; strategic public relations campaign; employee performance evaluation; monitoring and evaluation; fundraising and revenue generation; financial management; policies and procedures manual; internal operating systems; and consulting skills. A one-day internship was also conducted at two Albanian NGOs: the Albanian Disability Rights Foundation and the Women's Center. The purpose of the internship was to allow the Bosnian staff opportunity to gain on-site experience in conducting organizational assessments, which they would be responsible for once returning to Bosnia.

By the end of the retreat the participants were able to increase their understanding of international NGO standards. They developed various materials for their organization including: mission and vision statements; draft statute; organizational chart; position descriptions and employment

contracts; reporting procedures; short-tenn and mid-tenn goals and objectives; public relations materials including the organization's logo, letterhead, fax cover sheet, an outline of the press kit, introductory letter to donors; and a set of policies and procedures including, personnel, administrative, financial, and transportation.

Pre-post evaluation was conducted at the beginning and end of the training program to measure progress in knowledge and skills. Pre-post evaluation showed that participants' knowledge was significantly improved and skills substantially developed.

CARE Training Session on Strategic Planning

A Strategic Planning Training Session was conducted from September 1 O-ll, 1999 in Kosovo, with the participation of 11 local staff members of CARE International-Kosovo. Participants represented headquarters as well as field offices. In addition, they represented different staff positions such as Program Development Officer, Office Manager, Fleet Manager, Administrator, Organizer, Field Officer, Assistant Field Officer, Warehouse Supervisor, Warehouse Manager, and Record Keeper. The training session was conducted at the CARE premises in Pristina.

The purpose of the training session was to provide participants with a theoretical framework on strategic planning and enhance their skills related to development of mission and vision statements, goals and objectives, and action plans and tirnelines. The training session's specific objectives included: understanding the role of strategic planning; understanding the process of strategic planning; understanding the process of development of vision and mission statements; understanding SWOT analyses; analyzing internal organizational strengths and weaknesses and identify critical issues; developing short-, mid-, and long-tenn objectives and action plans.

Comprehensive preparations were made for the training session. The training program was tailored based on identified needs reflected in the specific objectives. Also, specific conditions of Kosovo were taken into consideration. A training manual was prepared in both Albanian and English. Aiming at participatory sessions, not just theory, case studies and other practical examples of mission and vision statements, goals and objectives, action plans and tirnelines, etc. were included in the manual.

The training session was delivered by a team of two ANTI ARC training consultants who are highly experienced in strategic planning. The training manual was provided to participants in advance together with ANTTARC's catalogue that were used throughout the training process by participants during the total group discussions or work in small groups. Training was conducted combining theory and practice. Different methods were used to achieve the retreat objectives including brainstorming, total group discussion, lectures, small group work, and presentation. During the training, the training consultants facilitated the development of mission and vision statements, goals and objectives, work plans, and tirnelines by participants using CARE International-Kosovo as an example.

Pre-post evaluation was conducted at the beginning and end of the training session aiming at evaluating the level of improvement in knowledge and skills. Pre-post evaluation showed that participants' knowledge on the role and process of strategic planning, development of mission

and vision statements, development of SWOT analysis, development of goals and objectives, and development of action plans and time1ines was overwhelmingly improved. Participants also responded that their skills were substantially developed. A satisfaction survey focusing on training facilities, organization and administration of training, and training consultants' performance, i.e., knowledge, preparedness, responsiveness, written materials provided, etc.--was also conducted at the end of the training session.

A five-point Likert scale--from l(unsatisfactory) to 5 (totally satisfactory)--was used to measure the participants' satisfaction level with the above-mentioned elements. Participants rated training facilities 3.75, organization and administration of training 4.3, training consultants' performance 4.6. Pre-post evaluation and satisfaction survey served as a good source to identify training needs of CARE Intemational-Kosovo staff that could be met in the future.

I. PURPOSE

The purpose of this Memorandum of Understanding (MOU) is to enter into an agreement on behalf of SUbrecipient's Name to build institutional and leadership capacity through ORT's "NGO Development and Sustainability Program".

A. Background

The Democracy Network Project is a project of the United States Agency for International Development (USAlD) designed to develop and strengthen the community of public policy­oriented NGOs in Central and Eastern European Countries in four priority sectors: (I) democracy, (ii) the environment, (iii) economic growth, and (iv) social safety nets. ORT is the implementing organization which will carry out these development activities in Albania by providing technical assistance, training, and financial support.

ORT will provide a grant to the Subrecipient to finance both organizational development training and technical assistance and institutional costs. A select group ofNGOs was identified through an open, competitive application process. Four, including the Subrecipient, were chosen to participate in ORT's Program.

ORT's implementing partner in this program is the Albanian National Training and Technical Assistance Resource Center. ANTIARC will develop and provide all training and technical assistance throughout the duration of the grant. Under this MOU, the ANTIARC will be the primary provider of training and technical assistance to the Subrecipient.

The Subrecipient's description.

B. MOU Description

ANTI ARC will develop and implement the following activities:

On-site assessment conducted by ANTI ARC, Legal review and revision of statutes and legal status, Assess structure and status of existing Board of Directors, Recruit new Board members, Development through Board training retreat Post-board retreat follow-up to implement systems and procedures developed during the retreat, Develop budget and prioritize institutional cost, Assessment and requirement of additional staff.

II. RESPONSIBILITIES

A. ORT's Responsibilities

The specific responsibilities ofORT are as follows:

Manage financial grant,

Provide guidance and approval of systems and procedures for disbursement and control of all cash advances and liquidation reports,

Approval of systems and procedures for monitoring and evaluating activities including site visits and reviews,

Perform ongoing monitoring through periodic site visits and approval of implementation plans as well as through established reporting requirements in order to ensure compliance with the Subagreement to be signed within two months,

Conduct a final evaluation at the end of the Subproject.

B. Subrecipient's Responsibilities

The specific responsibilities of the Subrecipient are as follows:

Ensure full availability and participation of designated board and staff members for all MOU activities including all training and organizational development training and technical assistance components.

The Subrecipient and ANTI ARC will jointly develop and submit a budget, workplan, timelines and indicators to be detailed in the forthcoming subagreement.

C. ANTTARC's Responsibilities

The specific responsibilities of ANTI ARC are as follows:

ANTI ARC will work directly with the Subrecipient to develop and deliver all training and technical assistance components of the NGO Development and Sustainability Program.

III. BUDGET

The grant funds will be disbursed to ANTI ARC for all NGO Development and Sustainability Program expenses.

IV. EFFECTIVE PERIOD

The MOU is intended to be a preliminary agreement outlining responsibilities of each party. The effective date of this MOU is , and the estimated completion date of this MOU is . A formal subagreement will be issued within two months.

V. MONITORING AND EVALUATION

A. Baseline Report

Within the first two months, the ANTI ARC will conduct a second on-site assessment in order to collect baseline data to develop indicators which will be used to measure the progress of the

Subrecipient throughout the grant period. The Subrecipient and ANTI ARC will jointly prepare the baseline report for submission to ORT within 60 days.

B. Activity Report

The Subrecipient is required to submit quarterly progress reports ( enter quarters) within 10 days of the end of each quarter to ORT. ANTTARC will assist the Subrecipient in the preparation of the quarterly reports. A final report is required within 30 days ofthe completion of the grant.

C. Financial Report

The Subrecepient is required to submit monthly financial reports beginning month three of the grant period. All expenses incurred during the retreats will be documented and reported with assistance from the ANTI ARC.

VI. MEMORANDUM OF UNDERSTANDING REOUIREMENTS

A. Request for Cash Advance

The Subrecipient and the ANTIARC will jointly sign a "Request for Cash Advance" to be submitted to ORT.

VII. PUBLICITY AND PUBLICATIONS

The Subrecipient must send ORT copies of any press reports (including tapes for radio coverage and video for TV) related to the MOU activities and copies of any publication or research produced in the course of the MOU. The Subrecipient must state that support came from USAID through the ORT Democracy Network Program.

VIII. TERMINATION

If it is determined that the Subrecipient has failed to comply with the terms and conditions of this MOU, ORT may terminate the MOU at anytime. If financial assistance from the US Government is terminated at any time or for any reasons, it may become necessary to cease the MOU before the activities have been completed.

The Interaction Forum will be held at lhe "Tirana International" Hotel, on September 16-17, 1999. A Welcome ReceptioniDinner will be held for all forum pmicipants in lhe Humarutarian Information Center at lhe Pyramid building, lhe evening of lhe 16th.

The ORT Democracy Network ProgrMll, as a component of USAID since June 1995, is designed to strengihen and support lhe community of Albaruan non-governmental organizations lhrough grants, training and technical assistance. This ORT's initiative is pm of its technical assistance progrMll aiming to strengihen lhe institutional capacity of Albaruan civil society sector.

The goal oflhe Forum is to facilitate greater interaction between international and Albaruan NGOs. More specifically, lhe objectives oflhe Forum Me to identifY lhe needs oflhe Albaruan NGOs by sector; and, initiate working relationships between Albaruan and international NGOs, by identifYing some concrete forms of cooperation.

The idea of the Forum was conceived during lhe refugee crisis. Many international NGOs arrived in Albarua and struggled to find local NGOs to pMtner in lheir service delivery. Efforts to coordinate the work of NGOs, bolh international and local, often resulted in lopsided representation by international groups. At lhe SMlle time, Albanian NGOs commented on their willingness to get involved, but being left out of lhe process.

While many international NGOs have left Albarua, a significant number remain who are making lhe transition from humarutarian aid to development work. And, as before, lhese groups would appreciate local NGOs to pMtner in the implementation oflheir pro~ as well as strengihen local capacity.

The Forum participants will include more than 80 Albaruan NGOs, 30 international orgaruzations, 20 national and international donors operating in Albarua and representatives of local government. Media will be also invited.

INTERACTION FORUM BRIEFING NOTES

Briefing Notes for the Participants in the Interaction Forum

The following covers all final arrangements concerning your participation in the Interaction Forum, which will be held in Tirana at the Tirana International Hotel, "Balsha" Hall, from September 16-17, 1999.

Venue The Interaction Forum will be held at the Tirana International Hotel, Tirana, Albania Tel: 34185 or 34447; Fax.:34 188

Transportation The sponsors will reimburse all travel costs for outside Tirana participants. The participants should present to the ORT staff the travel ticket.

Accommodation o RT has made reservation for all participants from outside Tirana, details of which you will receive at the ORT office, on Wednesday, September 15, 1999, between 15:00-17:00. The cost of your accommodation will be covered by the sponsors. This includes sleeping accommodation for two nights (September 15 and 16), breakfast at your hotel each morning, lunch and dinner on the first forum day, and lunch on the second day. The per diem for the participants from outside Tirana for the dinner of September 15, will be paid at the ORT office, on Wednesday 15, 1999. Please note that sponsors will not reimburse taxi expenses or other expenses, such as telephone or minibar. Each participant must pay directly to the hotel upon departure.

Registration We will begin registration for all forum participants at 9:00, on Thursday, September 16, 1999. We request that all participants register no later than 10:00, on Thursday. At registration you will receive a forum packet, which will include a conference notebook, a name badge (which we request would be worn at all times in the forum area), list of invitees and other forum documents.

Information Corner All participants are invited to display their promotional materials and 1-2 page summary of their organization activity, in English. This "Infonnation Comer" will be during both days of the forum. Please, provide enough copies for people who want to pick up your infonnation.

Welcome Reception A Welcome ReceptioniDinner will be held for all conference participants in the Humanitarian Infonnation Center, at the Pyramid Building, beginning at 19:00, on Thursday, September 16, 1999. At the reception we will have guest speakers from Albanian and international NGOs. We look forward to seeing you there.

Language The languages for the Conference will be Albanian and English. Simultaneous translation will be provided between these languages.

2. How did you like the welcome dinner on the first day? Please comment. Comments:

• The food was good, But I was expecting some presentations. As far as I kuow nothing happened. Not well organized, was more like a "hopsnack" real.

• Yes, it was well organized but the place was very limited and hot. • Very good, many assortments, free to choose, excellent service • Not enough participation. • The welcome dinner was something special. It was a logic continuation of the forenoon

activities. Interesting presentations, and it helped to increase the contacts. • I don't know. I didn't participated. • Yes, but the participation of donors' representatives was needed. • I didn't participated. • Not present. • Yes, very much. • Yes, it was well-organized. Have the possibility to meet people from other organizations and

Comments:

• Useful, can be ever more next time. Maybe some information board including pictures on the wall (each NGO), each NGO can make hislher own visual presentations.

• It was very useful, but probably an additional desk would be needed. • Very useful • Useful. We took information from all the participants. Some editions were old. • It has a good information. • Very useful and very interesting. • Very useful as an informative resource about other NGOs' and donors' activities. • The information corner was very useful. For our association it was the first time being

involved in this kind of all-round information. • Yes. There were important and actual questions. • The information comer was very useful for the local associations and this was a good

expenence. • Very good. • Very useful- got information about organizations and resources I didn't know before. • Very useful - got information about different NGOs working at similar fields of my

of the organizations. • The interaction can exist only by informing, and information exchange. The information

comer in the forum contributed in this direction.

4. Did the small working-groups and plenary sessions adequately addresses the overall Forum theme? Why and Why not?

Comments:

• Yes, a stork is made. I do think it is just a start to get to know each-other. I strongly advice to continue it to follow-up sessions.

• Because facilitating was not properly done to orient and focus enough the discussions. • Partly, because more attention should have been paid to the sectorial approach (needs for

sector), more focus to the priorities • So, so. The facilitators tried to make come out the conclusion they expected to, and they did

not considered as much as they should the auditor opinion. .. Yes. • Yes, I think that the interaction topic has been addressed successfully in the small working

groups and in plenary sessions. • The general topic has been addressed properly. The standard way of the problems layout

made possible that the provision of a standard information. • They were useful in generating discussion. • Yes, they did - facilitators oriented very good the participants' discussions, heard the selected

subjects.

• Yes. • Yes, the topic was addressed properly. The rules in the working groups sessions worked

well, and helped the discussion process. • Yes. Although fmding solutions is difficult. • The working group sessions was developed seriously and with high competence by the

experts or the respective fields. • Very interesting. The raised problems about the government and the donors could be sent to

them as produced reports. Publish the information in media and in TV. • Completely. • Yes, but there were not enough interest by the big donors in the Environment group. • Very nice job in working groups and in plenary sessions. • Yes. The Interaction Forum's goal is to establish, improve the cooperation and collaboration

between NOGS, donors as well identification of the barriers for realizing this collaboration. Expressing clear ideas will affect positively the strengthening of this collaboration.

• Yes the problems were addressed properly, but donors were missing at the environment group.

• The topics were addressed properly, but there were some long conversations in the working group sessions.

information they were interested in. • We think that the general theme of the forum in the working group and in plenary sessions

are not ready for this type of analytical approach. The reporter for social service group reported a total different conclusion to what was discussed. Total waste of time.

given. - I am very pleasant with the work performed by the facilitators, especially from the working groups. Democracy was more interesting. In general, I tried to adopt my experience with the other organizations' experience

• Experience- collaboration-conversation between International and national NGOs , and donors as well.

• Find the ways for the coordination between the NGOs and donors, between the NGOs and he government.

• We expect more help from in-country donors ans well as from donors out of the country. • Information about local NGOs and international NGOs. • Information about the position, vision and what they do expect by the partnership • Exchange experience with other NGOs. • Information about the donors, International NGOs that operates in Albania and establish

relations with them. • Exchange information and opinions on roles and activities of local and international NGOs

and other relationship between them. • Know more deeply the NGO needs. It could become more clear to the state and donors

representatives. • The comprehension ofthe partnership and how is it accomplished a real partnership. • We expected from this forum that donors express clearly and precisely about the project they

fund.

• Yes. • Everything new and interesting in its topics. • Strengthen relations between Albanian NGOs, the International organizations and donors. • Now we know the NGOs that operate in Albania and their achievements. • More concrete reflexiveness. • I think that established new relations, which will serve in our work. I had the chance to

submit two projects for funding and now I am waiting for their approval. • Get and exchange information. • More representation from the government in order to have their response about the raised

issues. • Follow up the meaning the realization of suggestions. Suggestions should be published. • Knowing donors of different fields which belongs to associations and creation of partnership.

• The chance to get to understand Albanian needs - esp. information. • Knowing the situation of other associations. • Albanian NGOs more committed to real partnership with international NGOs , with good

will to common contribution rather than with a tendency of just receiving funds from these organization.

• Interaction between local and international NGOs. • It was what we missed. • Information, relation and partnership • Increase the cooperation and the partnership not only with Albanian NGOs but either 'vith

the International organizations and institutions. • Make known the activity of our organization at other Albanian NGOs, Donors and

International NGOs. I would like to put some contacts with other organizations in order to begin a partnership in the future.

7. Did the Forum meet your expectations?

Comments:

• We benefited more then we expected, but in the same time we gave our contribution that I personally think that could be appreciated.

• The Forum was a necessity- I hope the forum will not interrupt this initiative and will play its role.

• Useful- I hope the forum will not interrupt this initiative, but it will play its role. • Mostly, yes. • We created free conversations, faith, we got information about donors requirements and put

contacts for cooperation. • Generally, yes. • I had hoped the NGOs would be better able to analysis their situation and come up with

• Working meeting should be more frequent in order to exchange some experience. • Information between the national NGOs. • Information between organizations inside the country. • Coordination with organizations and donors. • Training and workshops. • We would wish that this forum to be extended in future seminars where we could give our

contribution and we could get information about issues where we are interested in. • More have to be done to help and support the NGOs especially the NGOs of the aged people,

he most vulnerable contingent of the population. • Distribute forum materials in all the organizations, basically to those which didn't

participated in the forum. • Organization of a follow-up training to reevaluate the situation and to see how is it worked

after the forum, basically the promises and recommendations. • Assistance for realization of the most important recommendations.

• I think that in the future special activities of Albanian and International NGOs as well as donors, occur according to the similarities (environment, health, democracy etc.).

• Training sessions for local NGOs on: Donor expectations/requirements for funding; International NGOs expectations/requirements for partnership.

• Separated activities for three levels according to the sector (democracy, social safety net etc.) • Recommendations which were results of the NGO needs, to be presented be considered

seriously by the state institutions and donors as well. Forum can play the role of an intermediator. Activities of different types can be organized in the three levels according to the sectors: democracy, social safety net etc.

• Could have more participation from the donors and International NGOs. We think that the activities that will follow up the forum could be the development of common project between Albanian and International NGO based on the mutual collaboration and understanding.

Comments: Good, but very noisy. The facilitators were very prepared, I mean those of environment group, especially Mihallaq. Fair, A1jana and Anila helped us for the problems we needed assistance. It could come better in small rooms.

General comments and suggestions*

• The interaction government-NGO is weak. • It was not made evident this fact. • The state is intermediate for the donations. We do not know instruments and project in order

that the NGOs could benefit with transparency. • I appreciate as a high level activity the Interaction Forum organized by ORT. I suggest that

other similar activities to be developed in the future as a necessity for the NGO integration. My congratulations for the Interaction Forum!

• Association of blood donors feels as a necessity its commitment in different activities. • A place far away from the center could make possible the a better following process of the

training. • The hall could be divided with walls in order to facilitate the working groups process. • First steps done in this interaction forum for the development and strengthening of the

partnership between Albanian and International NGOs, and donors as well, continue in the future with concrete steps.

Road to Success". The ORT Albanian Democracy Network Program was created in 1995 as a component of The United States Agency for International Development (USAID). The program was designed to strengthen and support the cornmunity of Albanian non­governmental organizations through technical assistance, training and fmancial grants to develop and strengthen the capacity of public policy oriented NGOs in four priority I

sectors: democracy, environment, economy, and social safety net.

As of September 1999, ORT has supported the institutional

I development and public policy oriented-activities of 53 NGOs with 81 grants totaling over USD 900,000 as well as providing formal training and technical assistance to over 700 NGO representatives with workshops in Policy Advocacy; Financial Management; Legislative Drafting Techniques; Project Implementation; and Independent Research in Support of Democratic Development.

The fIrst issue of "On The Road to Success", highlights some of the ORT NGO success stories to date.

Constitution:

ORT DemNet has played a very important role in engaging the NGOs and public in drafting an approval process of a new constitution. ORT DemNet organized and funded 4 NGO Forums with 50 NGOs at each event, public hearings and 7 regional round tables with the Parliamentary drafting commission. As a result of the input by NGO's and the public, 25% of the provisions of the draft constitution were changed based on their recommendations.

Technical Assistance in the Drafting and Review of the NGOLaw:

ORT and the International Center for Not-For ProfIt Law have played an active supportive role in the development of a new NGO legislation in Albania. The DemNet Program signifIcantly contributed to the efforts of forming an NGO-govemment working group, 2 public hearings, NGO sector strategy meetings and publications on the legislative initiatives in the NGO law. The fmal NGO draft law is with the Council of Ministers. Their decision is required for the draft to be discussed by Albanian Parliament. According to the ICNL consultants, the fmal draft law is considered to be one of the most precise in the Balkans and addresses both Albanian and International NGOs. ORT is currently following up with a

lobbying strategy in anticipation of changes that will be made by the Council ofMinisters. Organizations or persons interested in receiving a copy of the draft law are asked to contact ORT in Tirana at (355-42) 47601.

GRANTS:

Ombudsman Institute from the Institute of Contemporary Study:

The overall institutional efforts for the protection of human and individual

i rights in Albania comprises of the ISB Project, an Ombudsman in Albania. The democratic development in Albania requires an Ombudsman institution set up as an independent institution for the protection of human rights from acts or non-acts of the public adurinistration. The need for such an institution arises due to the low level of services rendered by the public adurinistration, abuse of power and the low level of social awareness regarding human rights.

Mediation Law from the Foundation for Reconciliation of Disputes:

The Foundation for Reconciliation of Disputes published its training material in a book called "A Training Manual for Mediators". The manual answers the requests of mediators trained

through the ORT DemNet funded subproject for a methodical guide for mediators as they work to address conflicts at the community level. The manual examines the draft Law on Mediation, which already has been approved by the Parliament. Other intemational organizations have been involved in the drafting process including the Council of Europe. The manual will serve as a resource to guide mediators in the field as they attempt to promote conflict resolution and reduce violence in the life of Albanian communities.

Center of Testimonies on Crime and Genocide Against the Kosovar Albanians:

The ORT funded "Center for the Collection of Evidence on Crimes and Genocide Against Albanians in Kosovo" was established on the initiative of eight different Albanian NGOs thatORThad previously worked with:

The Center, which was fonned with the facilitation of ORT. focused on the collection of evidence of war crimes against Kosovar refugees. More specifically. the objectives of the Center were to:

increase public awareness of the atrocities assist the International Crime Tribunal

• identify human rights violations obtain and document testimonies

In total, 20 activists from the eight NGOs were involved. Their activities began with a training workshop conducted with representatives of the Hague Tribunal. Eleven trips were conducted to meet directly with Kosovar refugees located around Albania. The 20 activists were divided into five groups, with one person appointed coordinator. Nine reports containing approxementaly 200 testimonies were collected. The interviews were processed, typewritten, translated and posted on the

I INTERNET. Copies were distributed to local and international Human Rights organizations, Albanian and international NGOs and donor organizations. When the Center completed the ORT Grant, the members of the coalition formed a new NGO, "Peace Though Law Center".

PUBLICATIONS:

Albania's Road To Democracv:

ORT recently published the Albanian language version of the book "Albania '5 Road to Democracy". The publication is based off of the results of a national survey conducted in the fall of 1997. Respondents to the survey were selected to equally represent every region in Albania. Over 1500 Albanians responded to the more then 800 question covering demographics, political, economic, and social life in Albania from 1991-1997. 400 copies were printed in English and 250 in Albanian. Copies of the book are to be distributed in both languages to Albanian NGOs, International NGOs and foreigu donors at the "NGO Interaction Forum" in Tirana on September 16-17, 1999.

NGO Management Handbook:

September 1999

As a follow up to its "Financial Management" training, ORT compiled information from a variety of sources to produce the "NGO Management Handbook", a 90+ page book which not only gives information regarding budgeting, modern accounting systems and huntan resource management, but also gives some record keeping and reporting sample formats. The handbook is based on international NGO standards and is desigued for use by NGO finance officers and executive directors. ORT will update the handbook on an on-going basis to keep abreast of new management techniques. ORT will distribute this handbook in both English and Albanian at the "NGO Interaction Forum" in Tirana on September 16-17, 1999.

Interaction Forum

MAJKO IGNORES THE NGO-s

The Albanian NGOs has done yesterday their first step toward the collaboration between themselves, other International NGOs currently operating in Albania and different donors. Gathered in a Forum defined as the Interaction Forum they have done their first effort toward the coordination of their actions. In this forum, which will be over today, participate more then 95 Albanian NGOs, 35 International NGOs and around 20 donors, established and operating in Albania Although, a limited number of Albanian NGOs participate in the Forum, Juliana Hoxha the Director of ORT !Democracy Network Program accepts that it has been followed a selection process for the NGOs that could participate in the Forum, whose number is roughly 400. This selection, has been done not only referring to the NGO address book, but to their activity level as well. According to Valentina Leskaj, Executive Director of the Family Planning Association, it is necessary to take in consideration the in-country capacities, making in this wayan appeal for attention by donors side as well as their inclusion in the NGOs' activities. Beside that, the Albanian NGOs are asking for their involvement in the government programs. But in the yesterday meeting have been missing some of the Government representatives invited to participate in the Forum. The Prime Minister Pandeli Majko has not been seen in the Forum hall. He should give a greeting speech for the Forum participants. According to the organizers of this activity until a day before they had a positive response, at least for the participation of one of the cabinet consultants, but neither the Prime Minister, nor the consultant has been present. There was missing the Mayor of Tirana, Albert Brojka, because of his visit in USA as part of a delegation from the Albanian opposition. The Minister ofLabor and Social Affairs Kadri Rrapi did participated in the Forum. However in the Forum participated many donors, as well, which can provide financial resources for the Albanian NGOs. Among them show up USAlD, World Bank, OSCE, UNHCR, VNDP, Soros Foundation and Council of Europe.

ORT and Democracy in Albania

Juliana Hoxha is the Director of ORT Democracy Network Program in Albania

Blerina Cizmja- Something about yourself. What is your profession and how long have you been working as the director ofthis program?

Juliana Hoxha: I am graduated in Tirana University, Faculty of History and Philology, but I never exercised my profession. I have always worked in civil sector and for four years with ORT DemNet. The program previously was run by an American Director. I was appointed as the director of this program a couple of months ago.

What is ORT, the sectors that it sustains and the financial resources?

- ORT! Democracy Network Program has been established since 1995 in Albania. It is designed with the intention to support the development of the Albanian NGOs, strengthen their capacity in four priority sectors; Democracy, Environment, Social Safety and Economic Growth. ORT offers technical assistance, training and fmancial support for the NGOs activities that are public policy oriented, such as law recommendations, relations with media and business sector etc. ORT Program is financed by USAID.

- When and why came out the idea to held this forum?

- The idea came out during the Kosovo crisis, when in Albania were established more than 150 International organizations. In this conditions the need for partnership with Albanian NGOs was evident, but there were missing methods to realize it. Now that many from these organizations had planned to stay in Albania it is the time to find the ways to partner.

- So, do you think that this forum is a necessity?

- Yes. It is a necessity to make the partnership as much as possible successful. We are bringing together the NGOs and the donor organizations to create a clear idea about the problems and the areas of collaboration.

- Your job concludes with the role of intermediate?

- No. During the crisis ORT has played an active role in the partnership. In the future we will work in this sector through grants, training and technical assistance.

- Who will you proceed in your work to identify the needs of Albanian NGOs, referring to their growing number?

- We plan to distribute the infonnation provided by the forum within 10 days as a produced report either for those NGOs that didn't participated in the Forum. So, in this way the Forum would become a weapon for the NGOs and this could be a good occasion for them.

- Finally, what are your plans for the future?

- The agreement between ORT and USAID tenninates on June 2000. We have planned to collaborate for other two years with the same focus.

Qendra do te pergatise raporte 6 javore te cilat do te hidhen ne Internet si dhe do tu shperndahen institucioneve te ndrysbme qeveritare dhe joqeveritare brenda dhe jashte vendit.

- Organization and management of a Press Conference and the practices in general; - working groups; - working groups and reporting of the working group results; - conversation ( giving arguments); - press release and press conference introduction; - Building a comprehensive Message; - I mostly liked that part of the training where 3 points of the second issue on "Determining the proper voice" were explained; - I found more interesting the following issues: build relations with media; ways to attract the media attention; developing public services announcements; press releases and personal interviews; working groups and develop PSAs.

6. Recommendations on probable changes of this training course (materials, methods, time).

Recommendations:

• More time for the working groups; • The presence of an Albanianjoumalist to tell about his own experience in order to help/assist

in PSA writing; • Know better the Albanian reality in the PR area; • Leave more space to the trainees to explain the difficulties and their experience; • The methods to be illustrated in video recorder or cassette player; • The explanation should be more complete, more realistic; • Design a training program in the concrete conditions of public relations and with media; • More individual work; • A better balance between the time limits for the working groups and the materials that should

be prepared; • Is it possible to make it better? • More practice; • I think that it should be more concrete and practical.

• Actually, we will use it in the public awareness campaigns in the field of public health education;

• My staff members will be infonned about this training and the infonnation we received here; • I would use it where I could have more opportunity; • We will try to transmit this infonnation to all the organization; • This information will be used to improve the communication with governmental bodies and

• The American experience regarding PR is too advanced referring to the Albanian experience, despite the fact that everybody is interested to know the most advanced experiences;

• Media representatives were missing in the auditor; • The translation English-Albanian and vice-versa took away the attention and take too much

time as well, I would suggest simultaneous translation; • More concrete examples, more illustration; • Participation ofjoumalists, representatives of the best sold newspapers in order to learn from

their experience how do they proceed, how does it happen that they could give not precise information, etc;

• The materials should be more precise and shorter, but I think that the training reached its objectives. If it could be developed with some more illustrative materials and some games it could be more attractive;

• The translator should be more active, because he didn't get any interest, especially his low voice, with no any intonation. He stayed all the time sit down and he didn't look at all very dedicated and serious. I think that the translator should improve or should be changed;

• I think that should be developed more training in other fields; • I would suggest that these topics should be developed further on, other for the

implementation of the know ledges in the work, or for the improvements if need be, thank you!

• Adopt the used materials with the Albanian reality; • Maintain these standards; • Use more examples;

Qellimi i Rregullores se Brendshme:

RreguIlolja e brendeshme pennban rregullat e shkruara te rendesishme, qe sherbejne per drejtimin e F ARZH-it. Kjo rregullore e brendeshme mundeson Fondacionin:

• te marre vendime te reja • te perballoje sfida te reja • t'i pershtatet ndryshimeve te brendshme te organizates • te rregulloje menyren se si e realizon organizata misionin e saj • te siguroje drejtesine e vendimeve te bordit dhe mbrojuen kunder akuzave ligjore.

Rregullolja e brendshme mund te zgjerohet me amendamente te uera sipas nevojes, dhe layen tre funksione layesore:

Se pari, rregullolj a e brendshme percakton strukturen.

~ Detyrat e drejtuesve dhe anetareve te bordit, ~ Indentifikimin e komiteteve te perhershem te bordit, dhe ~ Menyren si zgjidhen anetaret e bordit).

Se dyti, rreguIlolja e brendshme percakton te drejtat e pjesemarresve ne strukture, sir,: jane te drejtat e anetareve qe te njoftohen per mbledhjet, te drejtat e anetareve te bordit ose drejtuesve qe u kerkohet te Jargohen nga kjo detyre

Se treti, rregullolja e brendshme percakton procedurat me anen e te cilave mund te ushtrohen te drejtat, fonnen e caktuar per njoftimet e mbledhjeve.

Emri dhe VendndodJifa.

Organizata do te njihet emrin Fondacioni: Agjensia Rajona1e e Zhvillimit E1basan, e ne menyre te shkurtuar FARZH-E1basan. Zyra e FARZH-it do te jete ne qytetin e E1basanit, me adrese: Lagja Hekurudha, Prane Pal1atit 107/4, E1basan. Territori qe i eshte caktuar F ARZH -it per te vepruar perfshin rrethet e prefektures se E1basanit.

Qiillimi i organizates.

Qellimi i F ARZH-it eshte mbeshtelja e zhvillimit te biznesit te vogel dhe te mesem, inkurajimi i iniciativave per zhvillimin ekonomiko-strategjik te rajonit, zgjerimi i bashkepunimit me donatoret dhe krijimi i partneritetit ndermjet pushtetit loka1 e qendror dhe subjekteve pub1ike e private.

FARZH-i eshte organizate pa qellim fitimi, dhe e ardhura neto e saj nuk shkon as teresisht dhe as pjeserisht ne interes te anetareve, punonjesve ose individeve te ljere. Ajo do til perdoret per zgjerimin e kapaciteteve funksionale te organizates. F ARZH-i nuk perfshihet ne veprimtari politike ne dobi te kandidateve te partive te ndryshme po1itike. Ofrimi i sherbimeve nga F ARZH-i eshte pjese e programit dhe misionit te tij.

Mbledhja vjetore e organizates.

Mb1edhja vjetore e organizates duhet te mbahet brenda 60 ditesh nga data 1 janar e ydo viti, ne nje kohe dhe vend te percaktuar nga Bordi i Drejtoreve.

Neni4

Zyrtaret e Organizates.

Zyrtaret e organizates jane zyrtaret e Bordit te Drejtoreve pergjegjesite e te ci1eve jane permendur ne Nenin 5.

Neni5

Bordi i Drejtoreve.

Te gjitha prob1emet dhe yeshtjet e organizates duhet te drejtohen nga Bord i Drejtoreve te saj. Bordi i Drejtoreve duhet te perbehet te pakten nga 11 anetare te zgjedhur ne perputhje me dispozitat e parashikuar ne paragrafin 3 te ketij Neni. Bordi i Drejtoreve duhet te perbehet nga profesioniste dhe njohes te prob1emeve qe trajton organizata, perfaqesues te komuniteteve te ci1eve u sherbehet, eksperte financiare, juriste dhe perfaqesues te medias

dhe te pushtetit lokalv. Anetaret e bordit duhet te jene mbi 18 vjey dhe duhet te kene deshire qe te dedikojne kohe dhe perpjekje per te layer pergjegjesite ndaj organizates.

Kryesia e Bordit perbehet nga Kryetari dhe Sekretari i Bordit

Ne mbledhjen e zakonshme te Bordit te Drejtoreve qe i paraprin Mbledhjes Vjetore te organizates, Kryesia e Bordit duhet t'i paraqesin Bordit te Drejtoreve nje liste me emra per te mbushur vendet bosh te Bordit.

Perkohesisht, ne rast vendi bosh, Bordi i Drejtoreve mund te caktoje nje individ qe te layeje detyrat e zyrtarit apo drejtorit gjate periudhes se mungeses apo gjate kohes qe vendi eshte bosh.

<;:do anetar bordi me 3 ose me shume mungesa te njepasnjeshme pa ndonje aresye bindese mund te njoftohet nga Kryetari qe per aresye mungesash eshte shkarkuar nga detyra si anetar Bordi, dhe nje anetar i ri caktohet sipas parashikimeve te paragrafit 4 te ketij neni.

Quorumi. Mbledhjet mbahen kur me shume se 50% e anetareve te hordit jane te pranishem dhe procesi i votimit konsiderobet i vlefsbem me 50+1 vota te anetareve te bordit.

Detyrat e Bordit tif Drejtoreve

Bordi i Drejtoreve eshte organ vendimor i organizates dhe ka per detyre te miratoje strategjine e organizates, tejape direktivat e pergjithshme te punes se saj, te kontrolloje dhe te mbikqyre organizaten, dhe te gjitha organizmat ndihmese te saj. Qe te ndihmohet ne administrimin e detyrave dhe pergjegjesive te veta, Bordi i Drejtoreve cakton Kryetarin e Bordit. Ne rast se sjellja e Kryetarit cenon misionin dhe etiken e organizates Kryetari mund te pezullohet deri ne perfundimin e hetimeve dhe marrjen e rekomandimeve nga ekspertet. Ne ~do rast kontrollin e drejteperdrejte mbi zgjedhjen dhe shkarkimin e Kryetarit e ka vetem Bordi i Drejtoreve te organizates.

Kryetari drejton ne menyre aktive aktivitetet dhe ~eshtjet e organizates sipas pershkrimit te pergjegjesive te pergatitura nga Bordi i Drejtoreve dhe layen detyra te tjera qe mund t'i caktoben here pas here nga Bordi.

Kryetari pergjigjet para Bordit te Drejtoreve dhe raporton rregullisbt para tij.

Bordi i Drejtoreve ka pushtet te siguroje adrninistrimin e drejte te donacioneve qe i jepen organizates, sipas kushteve dhe afateve, persa kohe qe keto kushte nuk jane ne kundershtim me qellimin e Organizates.

Neni7

Mbledhjet e Bordit te Drejtoreve

Bordi i drejtoreve takohet nje here ne 2 muaj per yeshtje te zakonshme qe kane te bejne me aktivitetin e organizates. Rendi i dites se ketyre mbledhjeve percaktohet nga Kryetari por duhet te perfshije te pakten pikat e meposhteme:

a. Miratimin e shenimeve te mbledhjes se meparshme b. Raportet e Komisioneve te Bordit c. Raportin e Kryetarit te Bordit

Mbledhje te veyanta mund te mbahen me kerkesen e Kryetarit, ose te dy anetareve te bordit.

Njoftimet per mbledhje te rregullta behen me shkrim dhe anetaret e bordit njoftohen te pakten 5 dite perpara dates se mbledhjes.

Te gjitba mbledhjet e Bordit behen ne vendin dhe kohen e caktuar nga te pranishmit.

Njoftimet per mbledhjet ne te cilat planifikohen te behen ndryshime te Rregullores se Brendshme duhet te behen me shkrim 10 dite perpara mbledhjes. Asnje nga dispozitat e meposhteme nnk duhet te interpretohet si fakt qe pengon anetaret e Bordit te Drejtoreve te kundershtoje njoftimin apo te mos marre pjese ne mbledhje.

Ne qofte se nnk parashikohet ndryshe ne Statutin e organizates dhe ne kete Rregullore, te gjitba mbledhjet e Organizates, te Bordit te saj dhe te Komisioneve duhet te drejtohen sipas rregullave te zakonshme te mbledhjeve.

Neni8

Drejtuesit e Bordit te Drejtoreve

Drejtuesit e Bordit jane Kryetari dhe Sekretari.Bordi i Drejtoreve i zgjedh keta drejtues nga rradhet e anetareve te tij ne mbledhjen e zakonshme qe i paraprin Mbledhjes vjetore te organizates. Mbledhja e Bordit te Drejtoreve zgjedh kryetarin e bordit kur dy te tretat e anetareve jane te pranishem. Fituesi zgjidhet me votim Ie fshehte, me 2/3 e votave dhe kur kjo nnk arrihet procedura e votimit vazhdon.

Drejtuesit e Bordit te Drejtoreve zgjidhen per nje afat 2 vjetesh. Afati sherbimit te nje drejtuesi ne Bord filion diten e Mbledhjes Vjetore te organizates. Drejtuesit e Bordit nnk mund te zgjidhen per me shume se dy mandate rradhazi.

Kryetari i Bordit te Drejtoreve drejton te gjitha mbledhjet dhe kryen pergjegjesite e zakonshme te nje Kryetari Bordi (shih ne seksionin e Kryetarit te Bordit) si dhe detyra te

tjera qe mund t'i ngarkoje here pas here Bordi i Drejtoreve, te cilat nuk jane ne kundershtim me kompetencat dhe qellimet e kesaj organizate te percaktuara ne Statutin e saj.

Sekretari duhet te siguroje qe mbahet e gjithe korespondenca, dhe te Jayeje detyra te tjera te caktuara nga Bordi i Drejtoreve.

Til gjitha dokumentet duhet te mbahen per nje periudhe kohe qe perputhet me kerkesat profesionale, administrative dhe ligjore te rregullave dhe ligjeve ne fuqi te shtetit.

Komitetet e Perhershiim dhe te Perkohshiim

Kryetari, sekretari, dhe personi qe merret me problemet financiare perbejne Komitetin Drejtues. Ky Komitet Drejtues takohet sipas udhezimeve te Bordit te Drejtoreve dhe merret me ato yeshtje qe i ngarkon Bordi i Drejtoreve.

Kryetari i Bordit te Drejtoreve krijon komitete te perhershem, cakton Jayetaret e tyre dhe percakton detyrat e komiteteve. Kryetaret e komiteteve te perhershem zgjidhen per nje afat I vjeyar, me te drejte rizgjedhjeje. Til gjitha komitetet mblidhen me kerkesen e Jayetareve te tyre. Komitetet e perhershem jane:

~ Komiteti i Organizim-Personelit dhe Vleresimit ~ Komiteti i Finance-Revizionimit dhe Sigurimit te Fondeve, ~ Komiteti i Marredhenieve Pub like, Programeve dhe Aktiviteteve.

Neni 10

Til gjithe anetaret e Bordit te Drejtoreve i sherbejne misionit te organizates ne menyre vullnetare dhe nuk shperblehen per kontributin ne kohe ose per punet qe vene ne dispozicion te organizates.

Konjlikti i Interesave

Anetaret e Bordit te Drejtoreve nuk mund te angazhohen ne aktivitete apo transaksione qe kane konflikt material me detyrat dhe detyrimet e tyre ndaj organizates, per sa kohe qe jane ne kete detyre.

Drejtoret nuk duhet te Jayejne aktivitete private qe i vendosin ata ne pozita favorizuese si rezultat i marredhenies se tyre me Bordin e Drejtoreve te organizates.

<;do lloj dualiteti interesash apo konflikt per nje drejtor duhet bere e ditur anetareve te tjere te Bordit dhe duhet dokumentuar nepennjet nje pro<;edure \jetore te miratuar nga Bordi i Drejtoreve.

<;do drejtor qe ka nje konflikt interesash apo dualitet lidhur me nje <;eshge nuk duhet perfshire ne numrin votuesve ne mbledhje, edhe ne rast se lejohet me ligj. Shenimet e mbledhjes duhet te pasqyrojne deklaraten, abstenimin nga vota dhe gjendjen e quorumit.

Neni12

Amendamentet e Rregullores se Brendeshme

Amendamentet e propozuara i dorezohen me shkrim Kryetarit apo ndonje anetari te Bordit te Drejtoreve. Keto amendamente shpemdahen dhe lexohen ne dy mbledhje te njepasnjeshme te Bordit. Amendamentet e propozuara njoftohen me shkrim perpara sejciles mbledhje. Per aprovimin e ketyre amendamenteve kerkohet 2/3 e numrit te personave te pranishem. Nuk lejohet votimi me delegim.

Shkrirja

ShkriIja e organizates ndodh kur perfundon misioni i saj, ose ne rastet kur me gjithe perpjekjet e mundeshme organizata nuk mund te zhvilloje normalisht aktivitetin e saj. Ne kete rast i lihet ne kompetence Bordit Drejtues dhe Drejtorit Egzekutiv per te vendosur mbi ecurine e metejshme.

Kontratat, (:eqet, Depozitat, dhe Revizioni Vjetor.

Kontratat. Bordi i Drejtoreve mund te autorizoje ndonje nga zyrtaret te lidhin kontrata apo te zbatojne dhe levrojne ndonje instrument ne emer dhe per llogari te organizates, dhe ky autoritet mund te jete i pergjithshem ose mund te kufizohet ne raste te ve<;anta.

<;eqet dhe Urdherpagesat. Te gjitha <;eqet, terheqjet e parave apo urdherpagesat, letrat me vlere apo deshmi te tjera detyrimesh te leshuara ne emer te organizates finnosen nga drejtuesit e Bordit te Drejtoreve apo Drejtorit Ekzekutiv me vendim te Bordit te Drejtoreve.

Dhurata. Bordi i Drejtoreve mund te pranoje per organizaten kontribute, dhurata, pajisje qe i sherbejne qellimit te pergjithshem apo ndonje qellimi specifik te organizates.

Dokumentet dhe Regjistrat e Llogarise

Organizata mban libra dhe regjistra te rregullt lIogarie dhe shenime te mbledhjeve te anetareve te Bordit te Drejtoreve dhe komiteteve te Bordit, dhe duhet te mbaje ne zyren e organizates nje regjister me emrat dhe adresat e an15tareve me t15 drejt15 vote. Te gjitha dokumentet dhe regjistrat e organizates mund te inspektohen nga ¢o anetar i rregullt, sipas proyedurave te miratuara nga Bordi i Drej tor15ve.

Permbledhje

Si anetar i Bordit te Drejtoreve te "Organizates" njoh pergjegjesine per te siguruar integritetin dhe qendrushrnerine finaneiare afat-gjate te organizates. Per te foreuar rritjen ne vijim dhe jeten e organizates pranoj qe shumellojshrneria e burimeve te te ardhurave eshte thelbesore dhe personalisht do te kontriboj me talentin dhe burimet e nevojshrne drejt ketij rezultati perfundimtar. Veyanerisht, pajtohem me keto:

Pergjegjesite e Pergjithshme

Per Sherbimet

• Te marr pjese dhe te jem teresisht i pergatitur per takimet e bordit qe mbahen dy here ne vit, si dhe per takimet e posayme.

• Te sherbej me deshire dhe entuziazem ne pozita udheheqesie dhe ne komitetet e eaktuara, kur kerkohet nje gje e tille.

• Te ruaj sensin e humorit.

• T'i bindem rregullave te dokumentaeionit qeverises dhe detyres per te qene 1

kujdesshem dhe i ndershem me organizaten.

• Te sherbej deri ne fund te mandatit tim, ose deri sa te zgjidhet dhe te kualifikohet nje pasardhes.

• (Te sherbej te pakten 18 muaj, me rizgjedhje ydo vit.)

Per Politikat

• Te marr pjese ne hartimin dhe pereaktimin e politikave neperrnjet te eilave kryhet puna e organizates.

• Ttl sugjeroj problemet e duhura ne rendin e dites per mbledbjet e bordit qe jane te lidbura me politikat dbe te pyes pyetjet e domosdoshme, nderkohe qe do te mbeshtes vendimet e shumices per yeshtjet e vendosura nga Bordi.

Per Planifikimin (yeshtjet strategjike)

• Ttl ndihmoj per sigurimin e nje planifikimi efektiv te organizates nepermjet shqyrtimit, kritikes dbe aprovimit te buxheteve vjetore dbe planeve te punes, si dbe planeve afat-gjata.

• Ttl kern njohurite e duhura per mjedisin global ne te cilin funksionon organizata jone.

• Ttl jap ndihmesen time ne interpretimin e komunitetit te cilit i sherbejme duke majtur fushen tone te interesit (te sjell pervojen time dbe kur duhet, te kerkoj keshille nga kontaktet qe kam)

• Te identifikoj kur ndryshojne interesat e anetareve dbe te siguroj investimet e tyre.

Per Financen

• Te ndihmoj ne sigurimin e integritetit dbe qendrushmerise financiare afat-gjate te organizates.

• Ttl pershtas shqyrtimin e buxhetit vjetor te ndare ne tremujore.

• Ttl siguroj qe kryhet revizionim periodik i financave.

• Te shoh dbe te kuptoj deklaratat financiare si dhe te jap ndihmesen time qe Bordi te permbushe pergjejgjesine e vet te besushmerise.

Per ZhviUimin (grumbullimin e fondeve, thithjen e burimeve - mund te jete kohe, donacione ne natyre, etj.)

• Te kontriboj per sigurimin e burimeve te pershtatshem qe permbushin me efektivitet nevojat aktuale dhe zgjidbjen financiare afat-gjate.

• Te kontriboj dbe te kultivoj burime te shumellojshme financimi dhe burime te tjera te nevojshme.

• Te kerkoj mundesi per veprimtari bashkepunuese me organizaten time, te cilat mund te gjenerojne burime.

• Ie inkuraroj dhe te mbeshtes manaxhimin me qellim qe te kete risk te llogaritur dhe te ushtroj kontrollin e duhur kur investohen aktive ne hartimin e veprimtarive (te siguroj qe fondet e organizates jane te mbrojtura. Risku i kufizuar siguron sherbimin ne interes te klienteve ne te ardhmen).

• Te respektoj pergjegjesine qe kosto duhet te balancohet me perkushtimin afat-gjate ndaj perpjekjeve per te grumbulluar te ardhura (te pranoj qe eshte e domosdoshme te investohet ne qendrushmerine, dhe qe grumbullimi i fondeve dhe zhvillimi ka kosto te caktuar).

• Ie jap ndihmesen time ne perpjekjet per te identifikuar anetare te rinj dhe per te mbajtur anetaret aktuale qe paguajne.

• Te ndihmoj ne sigurimin e asistences financiare ne lidhje me personelin nepermjet gmmbullimit te fondeve nga individe te tjere, fondacione dhe korporata biznesi (per mbeshte~e financiare te drejtperdrejte dhe lloje te tjera ndihmese).

• Ie marr pjese aktive ne veprimtarite per gmmbullim fondesh qe ndermerr organizata dhe veprimtari te ngjasbme te aprovuara nga Bordi me synimin e permiresimit te imazhit dhe te te ardhurave.

Per Programet

• Te marr pjese ne percaktimin eprogrameve dhe sherbimeve prioritare te organizates dhe ne monitorimin e cilesise dhe efektivitetit te kostos se tyre.

• Ie kontriboj ne sigurimin qe programet dhe sherbimet e propozuara dhe aktuale jane ne perputhje me rnisionin, qellimet dhe mjetet financiare te organizates.

• Ie perqendrohem ne qellimin final te organizates.

• Ie inkurajoj pjesemanje ne programe dhe perdorim te sherbimeve.

• Ie percaktoj prioritetet ne program, te ofroj mbikqytje financiare dhe te siguroj qe burimet jane disponibel dhe trajtojne prioritetet e programit.

Per Vleresimin

• Ie marr pjese ne caktimin e Drejtorit Egzekutiv, mbeshte~en e punes se tij dhe monitorimin e saj.

• T'i ofroj keshilla Drejtorit Egzekutiv sa here shihet e domosdoshme.

• Te siguroj autorizim dhe rishikim qe fuqizon Drejtorin Egzekutiv ne udheheqesi kur eshte e nevojshme.

Per Integritetin

• Te ruaj pavaresine dhe objektivitetin dhe te sherbej me sens etik dhe integritet personal.

• Te shmang madje edhe shfaqjen e konfliktit te interesit qe mund te turperoje ose te shkaktoje detyrime ligjore per Bordin e organizates.

• Te zbuloj ne kohe s:do konflikt potencial te Bordit te Drejtoreve.

Per Rekrutimin

• Te sugjeroj kandidate te mundshem per Bordin ose organizaten te cilet jane individe me arritje te shquara dhe qe mund t'i sjellin punes se Bordit dhe organizates kontribut te rendesishem.

• Te sugjeroj kandidate te mundshem per pozicionet e anetareve te Bordit.

• Te marr pjese ne zgjedhjet e Bordit.

Per Vleresiminin e Punes se Bordit

• Te marr pjese ne vleresimet periodike te Bordit per punen e tij dhe te rekomandoj permiresime ne sf era te tilla si perberja, organizimi, kohe-zgjatja e sherbimit, marredheniet me personelin dhe pergjejgesite.
