INSTRUCTIONS FOR EXECUTIVE ENGINEER

The Executive Engineer shall attend to the following points before issue oftenders:-

Requisite blanks marked EE in the NIT should be frlled in by the ExecutiveEngineer.

2. The tender documents shall be properly sealed by the Executive Engineer.

Any fype of Office Order references in the Correction Slips and CrossReferences shall not appear in the tenders.

The available drawings related to the work shall be shown to the tenderers fortheir study and understanding the scope of work covered by this NIT.

Any discrepancy in the NIT may be brought to the notice of the NITapproving authority.

Before issue of tenders any fresh Correction Slips issued in respect of CPWDSpecifrcations & DSR 2016 may be incorporated in the tender document withprior approval ofNIT approving authority.

Executive Engineer may retain either Clause-31 or Clause-31(A) regardingsupplying water to the contractor and should delete one of the Sub-Clauses

before entering into agreement.

The Executive Engineer may delete I add arry Special Condition/ParticularSpecification, which he considers necessary as per requirement of site/ orwork with prior approval of NIT approving authority.

'J SUBJECT: DNIT for Repair and Maintenance of Public Health Services to Doctor'sToilet and Pantry in CCU, Level-V, Block C under GMCH, Sector-32,Chandigarh.

Ch. To: Annual Maintenance and Running of Public Health Services (Sanitarylnstallation) of Block A, B, C, D & L in Govt. Medical College andHospital Sector-32, Ghandigarh for the period from 01.04.2020 to31.03.2021.

TERMS AND CONDITIONS :-

1. The quantity can be increased or decreased. No claim from the contractor will be entertained onthis account.

2. If there is any mistake on account of typing, comparison or over sighting that can be rectified atany time

3. The work will be executed as per CPWD Specification.

4. Income Tax @2% shall be deducted or any other statutory taxes will also be deducted from thecontractor's bill.

5. The rates shall be inclusive of all taxes and duties and other statutory taxes which will be

deducted from the contractor's bill.6. The undersigned reserves the right to reject any or all the tenders without assigning any reason.

7. The equipment shall be Guaranteed for a period One Year and the certificate of genuinity ofmaterial shall also be submitted by the agency along with the material.

8. The Executive Engineer reserves the right to delete any item of the DNIT and no objection willbe entertained from the contractor on this account.

9. The contractor will have to submit the Completion Plan on the completion of work otherwisehe will have to pay amount as specified in the DNIT/ Agreement.

10. The work shall be guaranteed for One years for any defect in respect of Sanitary Installation/

Water Supply/ Drainage Work and Contractor shall submit a Guarantee Bond as per profbrma

in DNIT &. 2.5% of cost of these items would be retained as Security deposit which will be

released after Guarantee period if performance of the items found satisfactory. If any, defect is

noticed during Guarantee Period the contractor should rectify it within seven days failing

which same will be got done from other agency at risk and cost of contractor. However, the

security can be released in full if bank guarantee of equivalent amount is produced. (Deposited

with the department).

1 1. The contractor will ensure no damage is done to building structure or any other services on

account of P.H. work being executed by him and in case of any damages the contractor will

rectify the same at his cost within three days failing which same will be rectified by the

department at risk and cost of contractor.

12. The contractor shall strictly comply with the provisions of the Contract Labour (Regulations &

Abolition) Act, 1970 and rules made there under as extended by the Contract Labour

(Regulation and Abolition) Rules, 1974.

13. The contractor shall make his own arrangement of water for drilling/construction purposes in

case contractual agency take temporary water connection from Municipal Corporation,

Chandigarh then recovery of water charges @ 15% shall be made in the bills.

14. GST as applicable will be deducted from the contractor as per Govt. rules.

15. Cess as applicable will be deducted from the bill of the contractor.

16. Income Tax as applicable will be deducted from the bill of the contractor.

17. The rates quoted by the contractor shall be inclusive of all Taxes and duties as perprovisions,

specification and conditions of DNIT.

18. The Engineer-in-charge reseryes right to choose of the approved makes.

19. The contract shall be cancelled by the Engineer-in-oharge at any time without any advance

notice and no claim will be entertained from the contractor.

20. All disputes will be settled at Chandigarh and the decision of the Engineer-in-charge will be

final.

21. The quoted rates shall be valid for 75 days from the date of opening of Technical Bid.

22. The contractor/firm shall be responsible for watch and ward of machinery/equipment till

handing over to the department including lost of material during that period due to theft, fire,

riots or by all means.

23. The conditional tenders are liable to be rejected.

24. The safety measure code may also be followed up strictly and ensure to provide the safety

equipment to the labourer by the contractor during the course of execution of work.

25. The make of item will be considered as mentioned in the DNIT items/ as per attached approvedmake list and as per entire satisfaction of EIC, and the same may be implemented if theextra/substitute item will be executed at site or any make not taken in the DNIT items.

26. The contractor/firm should be provided the material as per approved DNIT technical

specifications/ terms and conditions.

27. In case the make of material left inadvertently to be mentioned in the approved make to be used

at site, then the make should be as being used in the execution of different works. If the make

of material is not in the list of approved make then the ISI marked should be used and the same

should be got approved from the EIC.

28. Only one common o/o age above or below the ratel amount mentioned in the DNIT shall be

quoted by the bidder for all items. Any other item of DSR 201 8 if required to be executed shallbe paid based on DSR 2018 prevailing market rates *0/o (Plus/ Minus percentage) quoted bythe bidder. Similar rate for extra NSR items got executed shall be adjusted by applying thequoted Yo age on the approved analysis of rates for the respective item.
