Guidelines on the Provision of Support for the Enhancement of Farmers' Information and Technology Services (FITS) Centers under the Rice Competitiveness Enhancement Fund

(RCEF)

A. Description

The Rice Tariffication Law (RTL) or Republic Act 11203 took effect in March 2019. This is to promote food security by lowering the price of rice for the Filipino family. The law liberalizes the importation, exportation, and trading of rice, lifting for the purpose the quantitative import restriction on rice. It amends The Agricultural Tariffication Act or Republic Act 8178.

RTL aims to support domestic rice production as it mandates the National Food Authority (NFA) to source the emergency buffer stock solely from local farmers. It also provides funds for farmer education and mechanization to improve productivity. Under the law, a minimum of 35 percent tariff is imposed on rice imports and removes all import and trade licensing. Tariff revenues are earmarked for rice productivity improvement.

The law also creates the Rice Competitiveness Enhancement Fund (RCEF) which will benefit farmers with Php10 billion annual appropriation for the next six years. The fund is allocated to agencies under the Department of Agriculture (DA) and other government and government-owned institutions, as follows:

• Rice farm machinery and equipment (50%) - implemented by the Philippine Center for Postharvest Development and Mechanization (PHilMech)

• Rice seed development, propagation, and promotion (30%) - implemented by the Philippine Rice Research Institute (PhilRice)

• Expanded rice credit assistance (10%) - will be made available in the form of a credit facility with minimal interest rates and minimum collateral requirements to rice farmers and cooperatives to be managed equally by the Land Bank of the Philippines (LBP) and the Development Bank of the Philippines (DBP)

• Rice extension services (10%) - will be made available for extension services provided by the PHilMech, PhilRice, Agricultural Training Institute (ATI), and Technical Education and Skills Development Authority (TESDA)

All these components funded by rice tariff revenues are being implemented in an integrated manner for about two million farmers in !7 priority provinces identified for the program, as follows:

D. Funding Utilization

The Php145,000.00 budget for each identified city/municipal FITS Center shall be utilized as follows, subject to the usual accounting anauditing rules and regulations:

IEC materials can be flyers, brochures, posters, magazines, and guides related to RCEF and its components, rice farming technolo ies, and other relevant information. The selection of the barangays for this prOject shall be done by the city/municipal FITS Center through the conduct of an initial field validiation by the FITS Center Manager and/or FITS Center staff based on the criteria using a checklist (see Annex B).

The accomplished checklists shall be submitted by the city/municipal FITS Center as attachment with the endorsement for the barangay LGUs to the ATI-RTC.

F. Requirements for Submission

The selected city/municipal FITS Center shall submit the documentary requirements to the ATI-RTC for the establishment of the Barangay FITS Kiosk, as follows:

Upon successful validation of the docume ts, the RTC shall create a team that will conduct the field validation of the FITS Center and end rsed barangay LGUs using a checklist (see Annex C). The team composition shall be at the discr tion of the RTC. If the FITS Center and barangay LGUs have been validated to be compliant with e minimum requirements, the evaluation team shall recommend the proponents to the RTC Dir ctor for approval.

Upon approval of the request for enhan ement, the RTC, through the ISS, shall inform the city/municipal FITS Center. The RTC shal then prepare a Letter of Agreement (LOA) for the enhancement project to be signed by the concerned parties and duly notarized thereafter. A sample LOA is attached with this documen (see Annex D) for reference.

The RTC shall also facilitate the procurem•nt of the necessary materials for IEC display and/or ICT tools in time for the launching and offic'al turnover to the city/municipal FITS Center and the

selected barangay LGUs. The transfer and acknowledgement of these provisions to the beneficiaries shall be facilitated and documented by the RTC accordingly.

G. Monitoring Mechanism

For this enhancement project, the Barangay FITS Kiosks will be monitored based on the following:

• Number of copies of rice- and RCEF-related IEC materials distributed (per month); • Number of clients served with rice- or RCEF-related information and technology services

(per month); and/or • Developed/Translated IEC materials related to rice or RCEF (if any)

The barangay LGU is expected assign at least one staff who will supervise and assist the clients of the Barangay FITS Kiosk, as well as regularly monitor and provide the necessary accomplishment reports. The Barangay FITS Kiosk staff may use a logbook for client registration (walk-in or, if applicable, during field activities).

These reports shall be submitted to the city/municipal FITS Center every month for submission to and consolidation of the ATI-RTC. The template of these reports is attached with this document (see Annex E).

H. Responsibilities

Agricultural Training Institute - Information Services Division (ATI-ISD)

a. Monitor the overall implementation of the project;

b. Provide technical and other necessary support to the ATI-RTCs in implementing the project;

c. Develop, print, and reproduce necessary IEC and promotional materials;

d. Distribute rice- and RCEF-related IEC materials, including those from RCEF implementing agencies, through the ATI-RTCs; and

e. Ensure the availability of and provide technical support on e-Extension services, including e-Learning, to the ATI-RTCs.

Agricultural Training Institute - Regional Training Center (ATI-RTC)

a. Ensure the completeness of documentary submissions from the proponents;

b. Validate the compliance of the proponents with the minimum requirements;

c. Prepare and facilitate the signing of a Letter of Agreement, duly notarized, and other necessary documents for the project;

d. Facilitate the procurement and distribution of materials and services needed to the identified FITS Centers and Barangay FITS Kiosks;

e. Coordinate with ATI-ISD and other institutions in their area—such as the Partner Member Agency (PMA); DA bureaus, attached agencies, and regional field offices; and

state universities and colleges—for the provision of IEC materials to the FITS Centers and Barangay FITS Kiosks enhanced un. er RCEF;

f. Conduct capability-building and updating activities on RCEF services and rice technologies, such as briefings, se inars, training, if necessary, for FITS Center/Kiosk staff and/or the Magsasaka Siyenti to (MS);

g. Consolidate the monthly accomplis ment reports from the FITS Centers, to be submitted to ATI-ISD;

h. Consolidate the IEC materials developed/packaged by the FITS Center and Barangay FITS Kiosks;

i. Document best practices and succe s stories of the FITS Center and Barangay FITS Kiosks for publication in different platfor s; and

Formulate criteria and recognize the accomplishments of these FITS Centers and MS relative to the promotion of RCEF and rice farming as a whole.

f. Assist and supervise the Barangay ITS Kiosks in the implementation of the project;

g. Develop, translate, package, and • isseminate IEC materials related to rice and RCEF, including any best practices;

h. Support local rice farmers including the MS in adopting and promoting rice production practices and technologies;

i. Ensure the accessibility of FITS Cen er services during office hours to farmer-visitors and other stakeholders requesting for 'nformation, advisory, and other related services on rice and RCEF;

j. Promote the services of the FITS Canter and Barangay FITS Kiosks to targeted clients;

k. Gather IEC materials related to rice and RCEF from other institutions, for distribution to clients;

i. Support local rice farmers in adapting and promoting rice production practices and technologies;

Re: Enhancement of Farmers' Information and Technology Services (FITS) Center under the Rice

This letter will ratify our understanding conc rning the terms and conditions of project services to be provided for LGU-FITS Center- San Pablo City, aguna. These terms and conditions are as follows:

A. ATI RTC IV-A will be responsible for the f llowing duties:

• Provide materials and services needed • Coordinate with ATI-ISD and other insi

by FITS Center San Pablo City; itutions in their area—such as the Partner Member

Agency (PMA); DA bureaus, attached agencies, and regional field offices; and state universities and colleges—for the provision of IEC Inaterials to the FITS Centers and Barangay FITS Kiosks enhanced under RCEF;

• Conduct capability-building and updating activities on RCEF services and rice technologies, such as briefings, seminars, training, if necessary, for FITS Center/Kiosk staff and/or the Magsasaka Siyentista (MS); and

• Conduct monitoring and documentation of the project.

B. FITS Center San Pablo City, Laguna will h e the following duties:

• Institutionalize the promotion of RCEF and the DA's Rice Program as part of their services; • Provide complementary manpower for the delivery of rice- and RCEF-related information and

technology services to clients; • Conduct briefing/orientation for Bara gay FITS Kiosk staff regarding RCEF and other relevant

information, which can also be coordin ted with concerned agencies such as the ATI-RTC; • Assist and supervise the Barangay FIT Kiosks in the implementation of the project; • Develop, translate, package, and disse inate IEC materials related to rice and RCEF, including any

best practices; • Support local rice farmers including the MS in adopting and promoting rice production practices

and technologies; • Ensure the accessibility of FITS Cente services during office hours to farmer-visitors and other

stakeholders requesting for informatio , advisory, and other related services on rice and RCEF; • Promote the services of the FITS Cente and Barangay FITS Kiosks to targeted clients; • Gather IEC materials related to rice an RCEF from other institutions, for distribution to clients; • Ensure that the materials, supplies, an other provisions provided under the project are properly

used and/or maintained in good condi ion; and • Prepare and submit consolidated m nthly accomplishment reports of the FITS Center and

Barangay FITS Kiosks to the ATI-RTC.

C. The Barangay FITS Kiosks will have the fo lowing duties:

• Institutionalize the FITS Kiosk and the promotion of rice and RCEF in the barangay's services;

• Provide complementary manpower for the delivery of rice- and RCEF-related information and technology services to clients;

• Regularly coordinate with the city/municipal FITS Center concerning the implementation of the project;

• Participate in any RCEF-related activities conducted by the FITS Center for the Barangay FITS Kiosk staff;

• Maintain a record-keeping system (log book or any registration mechanism) for all FITS Kiosk visitors;

• Repackage or reproduce IEC materials related to rice and RCEF and distribute these to stakeholders in the barangay;

• Support local rice farmers in adopting and promoting rice production practices and technologies; • Ensure the accessibility of FITS Kiosk services during office hours to farmer-visitors and other

stakeholders requesting for informatiok-i, advisory, and other related services on rice and RCEF; • Promote the services of the Barangay PITS Kiosk to targeted clients; • Gather IEC materials related to rice and RCEF from other institutions, for distribution to clients; • Ensure that the materials, supplies, and other provisions provided under the project are properly

used and/or maintained in good condition; and • Prepare and submit monthly accomplishment reports to the city/municipal FITS Center.

This agreement will be binding for the period of two (2) years commencing on 2020. The FITS Center and Barangay FITS Kiosks will be accountable for the safety and proper use of the supplies, materials, and equipment provided by the project for the period as stated.

Acknowledgement Receipt of Equipment (ARE) will be issued to the FITS Manager or whoever will be assigned by the said accountable person. A Deed of Donation will be issued after the project duration.
