Item 6A – Approval of 38.14 Contracting Rates for 2021-2022

BE IT RESOLVED by the Chippewa Valley Technical College District Board that the hourly rate for contracts with business and industry under Section 38.14(3) of the Wisconsin Statutes beginning June 1, 2021, be approved as presented.
Item 6B – Approval of Student Fees for 2021-2022
Motion by __________, seconded by __________, that the following resolution be adopted:
BE IT RESOLVED that the Chippewa Valley Technical College District Board approves the 2021-2022 student fees as presented.
Item 6C – Approval of Shared Facility Agreement
Motion by __________, seconded by __________, that the following resolution be adopted:
BE IT RESOLVED that the Chippewa Valley Technical College District Board approves the First Amendment to the Shared Facility Agreement between CVTC and the City of Eau Claire, originally dated December 22, 1997.

Item 6D – Approval of Contract Renewals for Vice Presidents, Management, and Faculty
Motion by __________, seconded by __________, that the following resolution be adopted:
BE IT RESOLVED by the Chippewa Valley Technical College District Board that the vice presidents on the attached list who were employed during 2020-2021 and who are eligible for re-employment be issued a two-year contract for the 2021-2022 and 2022-2023 fiscal years as recommended, and
BE IT RESOLVED by the Chippewa Valley Technical College District Board that the management team members on the attached list who were employed during 2020-2021 and who are eligible for re-employment in 2021-2022 be issued contracts for the 2021-2022 year as recommended, and
BE IT RESOLVED by the Chippewa Valley Technical College District Board that the faculty on the attached list, who were employed during 2020-2021 and who are eligible and meet the Faculty Quality Assurance System criteria for re-employment in 2021-2022, be issued contracts for the 2021-2022 fiscal year as recommended.

ITEM 5A – MINUTES
REGULAR MEETING OF THE CHIPPEWA VALLEY TECHNICAL COLLEGE DISTRICT BOARD
Virtual Meeting
March 25, 2021
The meeting was called to order at 5:32 pm by Chairperson Paul Bauer. He indicated this was an open meeting with notices mailed to the news media and other interested parties and posted at the Chippewa Valley Technical College campuses/centers in Chippewa Falls, Eau Claire, Menomonie, River Falls, and Neillsville on March 18, 2021.
1. Roll Call: Present: Paul Bauer, Erin Garney, Ramona Mathews, Mike Noreen, Russell Ratsch, Paul Schley and Justin Zoromski. Absent: Colleen Bates and Tim Benedict.
Also Present: Bruce Barker, Lauren Sullivan, Kirk Moist, Margo Keys, Tom Lange, Karen Kohler, Joni Geroux, Claire Roder, Shana Schmidt, Jennifer Anderegg, Alisa Schley, Jessica Schwartz, Justin Baker, Jeff Sullivan, and Luwa Adegoke.
2. Motion by Mr. Zoromski, seconded by Ms. Mathews, to approve the agenda as presented. Ayes: All. Nays: None. Motion carried.
3. Ms. Schley introduced Luwa Adegoke. Ms. Adegoke shared that participation at Student Association meetings has been positive, and some clubs remain active through the challenges of the pandemic. Their focusing on recruitment and elections for a new Student Association officer team. Since most students are remote, they are redesigning the recruitment process, and hope to elect two strong leaders this in May. One activity that has remained successful in engaging students this year was the Student Leadership Academy. This is the fifth semester the academy has been offered and the third semester it has been completely virtual with live online classes. 14 students are currently participating from various program areas. The academy provides all students an opportunity to enhance their leadership skills, and the feedback from previous cohorts have been overwhelmingly positive.
Justin Baker, Supply Chain and Business Management Instructor, provided an update on the supply chain management program. He shared it is a two-year associate degree program with 36 students currently enrolled. Some of the career paths in industries for graduates include consumer packaged goods, retail, wholesale distribution, healthcare, automotive, consumer electronics and energy.

Financial Report: Payroll Direct Deposit in the amount of $1,789,437.66; Accounts Payable Checks in the amount of $2,970,225.98; Refunds in the amount of $3,150,073.76; Bank Transfers in the amount of $1,948,441.67; and Direct Deposit Travel in the amount of $8,253.11 drawn on the Chippewa Valley Technical College District for the various amounts, and the Financial Reports for February 2021 as presented.
Eleven (11) contracts for services are approved as recommended and presented on the attached list. Ayes: All. Nays: None. Motion carried.
6. Action Items A. Mr. Barker reviewed the history of the CVTC mission and vision statements. Ms.
Schmidt reviewed the process and responses for gathering input and suggestions for changes. Motion by Mr. Ratsch, seconded by Ms. Mathews, that the following resolution be adopted:
BE IT RESOLVED by the Chippewa Valley Technical College District Board that the following mission and vision be adopted:
Mission: CVTC delivers innovative, applied, and flexible education that supports a diverse community of learners, improves the lives of students, and adds value to our communities.
Vision: CVTC is a dynamic partner, empowering students, employers, and communities to learn and succeed.
Ayes: All. Nays: None. Motion carried.
B. Mr. Moist reviewed the auditing services with the Board. He shared the background of procuring auditing services and that WTCS colleges use a joint RFP process. The College received four proposals, and the evaluation criteria includes responsiveness to the RFP, audit bid cost summary, relevant experience, and qualifications of the firm. The results indicated the College is recommending Wipfli, LLP. Motion by Dr. Schley, seconded by Mr. Zoromski, that the following resolution be adopted:
BE IT RESOLVED by the Chippewa Valley Technical College District Board authorizes administration to contract for auditing services with the firm of Wipfli, LLP, for fiscal years 2021, 2022, 2023, 2024, and 2025. Ayes: All. Nays: None. Motion carried.

7. Board Chairperson’s Report A. Mr. Barker shared the results of the Board appointment hearing. Mike Noreen
was appointed as the employee member, Paul Schley as the employer member, and Greg Doverspike as the School District Administrator member.
B. The Boards Association Spring Conference is scheduled virtually for April 16, 2021. Any Board members interested in attending to let Ms. Sullivan know.
C. The April Board meeting is scheduled for April 22. The Board will move the meeting to April 29 and will be offered both in person and virtually.
D. Mr. Bauer asked for any nominations for the Boards Association Officer positions. The Board would like to nominate Mona Mathews.
8. President’s Report A. Ms. Roder shared the Financial Aid office awarded over 22 million dollars in
federal and state financial aid. Aid categories remain steady across the report. Federal Pell grants and Federal unsubsidized loans combined constituted 14.7 million of total awarded dollars (66%). The 2017 official Cohort Default Rate (CDR) for CVTC was 9.8%, a decrease from 10.3%, continuing the downward trend. CVTC remains in the lower quartile in the WTCS as well as below the WTCS system average.
B. Mr. Barker shared the general purpose revenue (GPR) grant summary with the Board. He shared a coronavirus relief funding overview from spring 2020 to future projected funding.
C. Mr. Barker shared tuition has increased.
D. Mr. Barked gave an Outcome Based Funding update.
E. CVTC is hosting virtual River Falls Visioning Sessions with business partners, CVTC employees, and the public. The sessions are for listening and planning for future use of the Moody’s property.
F. Mr. Barker reported on the following: • There is positive support from legislature for position paper 36.31 • Indianhead Technical College is proposing to change their name to
Northwood Technical College in fall 2021 • CVTC was showcased at the WTCS state Board meeting on March 17
9. Mr. Bauer reminded the Board to complete the Plus/Delta Evaluation
