Chair Dodwell called the meeting to order at 6:00 pm. A voice roll call was taken for attendance with the following results: Committee Members in Attendance: Chair Katie Dodwell Council Member Dave Bertolino Council Member Larry Brost Council Member Lauren Edens

Approval of Minutes – October 22, 2019 Meeting

The minutes of the meeting of October 22, 2019 were submitted for approval. Council Member Edens motioned for approval as amended of the October meeting minutes, and Council Member Bertolino seconded the motion. A voice vote was taken with unanimous favorable support, excepting abstention from Council Member Brost. Therefore, Chair Dodwell declared the motion passed.

III. Public Comment(s) None IV. Discussion Item(s) Ready For Action A. Business Discussion: Wildwood Workspaces

Kevin Grossnicklaus, owner of Wildwood Workspaces presented the Committee his new tech-focused co-working space, as well as reviewing his software development firm, ArchitectNow. Workspaces hosts both dedicated (16) and hot (25) desk types. Discussion included marketing strategies, types of customers, and the issue of lack of internet access if his staff would like to work at home (in the City).

B. Equestrian Community Discussion Council Member Jordan introduced three equine community residents/business owners to discuss opportunities for increased community involvement. Equine Assisted Therapy explained their programs and events, and their desire for City support and inclusion of the equine businesses in City events. They requested their program and events be noted on City social media. Dr. Stuart Robson, Fox Creek Veterinary, spoke in appreciation of his great experience with Planning the in building of his business. He advised the Committee to increase public awareness of parks, trails and uniqueness of the City. He suggested family oriented equine based events. Resident, Missie Nicholls, provided ideas of equine related events noting that tack swaps are ideal for inclusion of all equine disciplines. Council Member Edens motioned for Council Member Jordan to continue her efforts in evaluating potential events to engage the equine community within the City. Council Member Bertolino seconded the motion. A voice vote was taken with unanimous favorable support. Therefore, Chair Dodwell declared the motion passed.

C. Tree Replacement Plan

Council Member Bertolino proposed the engagement of the City’s business community and residents participating in the upcoming replacement of 1,300 ash trees utilizing a donation program via an applicable, catchy marketing theme. He also requested the potential of City pricing be made available to residents. Council Member Jordan motioned for Council Member Bertolino to present a draft of a donation program to underwrite the upcoming replacement of ash trees within the City for Committee consideration at the January 2020 meeting. Council Member Dodwell seconded the motion. A voice vote was taken with unanimous favorable support. Therefore, Chair Dowell declared the motion passed.

D. Meeting Frequency

City Administrator Anselm requested the Committee’s input for meeting frequency for inclusion in the City Council Work Session discussion of committees and meetings.

The Committee noted that many action items are currently in place requiring monthly follow-up/action, and therefore, will continue with monthly meetings at this time.

E. December Meeting Date

Economic Development Manager Jacquin requested the Committee’s decision on a December meeting date due to the current schedule of it falling on Christmas Eve.

Council Member Edens motioned for cancellation of the December, 2019 meeting. Council Member Bertolino seconded the motion. A voice vote was taken with unanimous favorable support. Therefore, Chair Dodwell declared the motion passed.

Economic Development Manager Jacquin provided the Committee his current report of the City’s Economic Development activities to include New Business Activity, Business Visitation Activity, Events and Other Updates.

B. Wildwood/WBA Holiday Event Programming

Economic Development Manger Jacquin provided the schedule of special events hosted by the Wildwood Business Association and West St Louis County Chamber of Commerce to include the

Wildwood Tree Lighting and Winter Fest, the Chamber’s Annual Holiday Party and the WBA Christmas Party.

C. RFP for Economic Impact Study of Main Street Extension Economic Development Manager Jacquin provided the RFP for development of an Economic Impact Study for the Main Street Extension, which was sent to five local firms. The results of such will be discussed at the January, 2020 meeting.

D. Cultural Community Hub: Future Meeting Discussion

Economic Development Manager Jacquin introduced a concept presented to him for a new community and cultural center in the Town Center. In such, he provided the biography of Mr. Bert VanderMark, one of the two residents initiating this proposal.

E. “Love My City” T-Shirts

Council Member Edens proposed the created of “Love My City” tee shirts to be sold or given at City events. An initial cost estimate from Pillsbury Marketing for such was also provided. Discussion included need for further concept definition, funding options, sponsorship opportunity for City vendors, and product design. The Committee requested that Council Member Edens work with City staff member, Kathy Arnett to further develop product graphic design and Economic Development Manager Jacquin to research the vendor sponsorship potential. Both results will be presented for Committee consideration at the January, 2020 meeting.

Co-Founders are Wildwood Residents, Bert VanderMark with a MFA formal degree from the Royal Academy of Fine Arts in The Hague, the Netherlands, and Samantha Ballowe, program organizer and multi workshop Instructor and grant writer.

Abide’s creation was driven by a desire to serve and be part of ‘the solution’ in Wildwood for a community cultural learning center. Abide’s interior design is a contemporary creative setting offering a wide variety of custom workshops; community roundtables; artistic educational programs; senior adult classes, shuttle and cultural community and St. Louis events for all ages.

Telling your story

This is a custom workshop to include Art and Writing sessions for anyone dealing with trauma related issues, accidents, isolation or personal loss. Others included may consist of Police, Fire Fighters, Veterans and spouses of those helping loved ones affected during and after deployment.

This type of step-by-step workshop will consist of two instructor(s) collaboration. Students will participate in an art sketching first half session, followed by a second half session of a short essay writing time leading to interpretation and expression of each of the art created.

Visual Parables A celebration - Seeing is believing!

This faith based workshop combines the sharing of powerful Christian parables in an artistic session promoting the understanding and importance of visual communication, equipping the participants to understand and embrace the language of visual communication in the context of their Life/Faith management. The focus will be on restoring a more solid, spiritual vision (not world media data) with encouragement to them to cultivate a more positive, solid victorious perspective to contribute to their community, families, and their next generation.

the City’s Proposed Main Street Extension Background In November 2019, at the direction of this Committee, City Administrator Sam Anselm and I issued a Request for Proposals (RFP) from economic development and planning firms capable and qualified to conduct an economic impact study for the proposed Main Street extension via the existing, private, Crestview Drive. This extension would connect two (2) existing phases and one (1) planned phase into one new complete Main Street corridor, thus facilitating in the continued commercial growth of this portion of Wildwood Town Center. This extension is anticipated to generate an additional economic impact to the City of Wildwood and neighboring areas, as it will generate new tax revenue to the City (direct and indirect), create new jobs and generate additional traffic to Main Street. Responding firms were asked to provide a proposal which would identify work required to conduct necessary research and provide a completed economic impact study to this Committee. The desired tasks or activities include in the scope of work are intended to include discussions with real estate professionals, market analyses of the type of development that could be anticipated at this location, conceptual planning for new development scenarios, calculating an analysis of the new tax revenues to the City (direct and indirect) and developing a cost/benefit summary reflecting the costs of construction for the Main Street extension. At the deadline for submittal on December 20th, eight (8) responses had been received from the following firms:

Next Steps City Administrator Sam Anselm and I have closely reviewed the eight (8) submittals and would like the Committee’s consensus on three (3) of the firms, so that we can schedule interviews

and further discuss their methodologies for this project. The interviews would be scheduled with staff and all available Committee members. Based upon the responses, and the quality of work on similar projects, we are recommending interviews be scheduled with Development Strategies, The Montrose Group and RKG Associates, Inc. Once the Committee Members gain consensus on the top two (2) or three (3) firms to be interviewed, we will arrange the schedule. The selected firm must possess direct and extensive experience in economic impact studies, land use planning and public-private partnership programs. Submittals are welcome from companies competent and capable of meeting the requirements of this Request for Proposals (RFP). The redevelopment of this approximate 20-acre area, bounded by Eatherton Rd., Highway 100, Market Ave., and the proposed Main Street extension, would generally follow the alignment of the existing, private, Crestview Drive. Providing this proposed Main Street extension would also facilitate a connection between Highway 109 and Taylor Rd., thereby encouraging additional development along this corridor and reducing the need to access Highway 100. The City is now interested in gaining an understanding of the economic benefit to the City of Wildwood that could be derived from the construction of the proposed Main Street extension.

The City developed its new Main Street in 2006, as part of the Wildwood Town Center project by the Koman Group. Main Street is intended to be the primary downtown corridor for Wildwood Town Center, to serve the City’s “Downtown” areas and additional developments in Town Center. Main Street currently exists in two segments:

1) From the intersection of Taylor Rd., west in front of Walgreen’s, Benedetto’s/Table Three, the B&B Theater and the Wildwood Hotel, to its terminus at Market Ave., in front of Wildwood City Hall; and,

2) From its new intersection with Eatherton Rd., west through the new Main Street Crossing subdivision by Payne Family Homes, to its terminus at the new Main Street roundabout at Highway 109, now under construction with the Missouri Department of Transportation (MoDOT).

The missing segment of this new Main Street Corridor is aligned with the existing, private Crestview Drive. 10 single-family dwellings are positioned on Crestview Drive, as are two (2) properties (representing six (6) acres) purchased by the City in 2018 for a new “Village Green”, immediately west of City Hall. The 35 acres surrounding Crestview Drive are designated as “Downtown” District in the City’s Town Center Regulating Plan (2019). The City’s Town Center Development Manual (2009) states that “this design/land use district is the most urban permitted within the Town Center Area. It is intended to be a walkable, mixed-use downtown for Wildwood and surrounding communities, which can be active at least eighteen (18) hours a day and seven (7) days a week. The intent is to create intensive development within a traditional street and block system, and not to permit isolated individual structures surrounded by parking lots”. Permitted land uses in this area may include “multiple-story buildings, hotels, offices, retail stores, restaurants and entertainment uses constructed within a street and block system. Garage parking is encouraged. Condominium and rental apartment buildings are permitted, but ground floors are limited to commercial uses only”. Connecting Crestview Drive to Main Street would connect all three phases of this street into one new complete Main Street corridor in Wildwood Town Center and facilitate in the continued commercial growth of this portion of Town Center. Additionally, the City Council’s 5-Year Strategic Goals and Objectives (2015-2019) instruct the City to “Expand Town Center infrastructure” and “Complete Main Street Extension”, as part of Objective #1 (“Encourage Development of Town Center”) and Goal #1 (“Promote and Facilitate Development of the Town Center”). The extension of this Main Street corridor is anticipated to generate an additional economic impact to the City of Wildwood and neighboring areas, as it will generate new tax revenue to the City (direct and indirect), create new jobs and generate additional traffic to Main Street. Desired Qualifications As directed by the City, the selected firm shall carry out all activities required to conduct necessary research and provide a completed economic impact study to the City’s Economic Development Committee of City Council. These activities should minimally include discussions with real estate professionals, market analyses of the type of development that could be anticipated at this location, conceptual planning for new development scenarios, calculating an analysis of the new tax revenues to the City (direct and indirect) and developing a cost/benefit summary reflecting the costs of construction for the Main Street extension. This information will then be presented to the Economic Development Committee of the City Council for consideration and direction.

Tasks will include, but are not limited to, the following: 1. Interview two (2) real estate professionals to gain direct input regarding the level of development that

may be feasible at this location, as facilitated by the Main Street extension. 2. Market analysis of the type of new development that could be anticipated in the 20-acre redevelopment

area, and the allocation of land uses that could be expected (retail, entertainment, office, hospitality, mixed-use, residential and similar), as recommended by the City’s Town Center Regulating Plan.

3. Conceptual planning for three (3) possible development scenarios at this location, accommodating different land use mixes to be developed, based on the market analysis completed in #2., above.

4. Calculation of immediate tax revenues generated to the City, based on each of the three (3) development scenarios identified in #3, above, including sales taxes (via the St. Louis County sales tax “pool” system and the City’s capital improvements sales tax), gross receipts utility taxes, business license fees, etc.

5. Estimate of new full-time and part-time jobs to be created, including any contracted positions for construction of the new development, and any associated economic impact associated with these jobs.

6. Impact that the new development of this area will have on the City’s traffic network, including estimated new annual average daily traffic (AADT) counts for the Main Street extension.

7. Estimate of need for increased public safety (police, fire, EMT) to properly protect any new development facilitated by the Main Street extension.

8. Calculation of indirect economic impact to be generated to the City via the Main Street Extension, using available IMPLAN modeling tools and/or RIMS/II multipliers.

9. Estimate of any revenue which may be generated to the City using public-private partnership programs available to the City, such as Community Improvement Districts (CID), Transportation Development Districts (TDD) and similar.

10. Cost-benefit analysis of associated construction costs for the new Main Street extension, including acquisition of the private Crestview Drive roadway (a parcel of ground), acquisition of property fronting Crestview Drive and the construction of a widened roadway, similar to the existing Main Street, which would be weighed against the potential economic benefit to the City of Wildwood from the proposed new development at this location.

11. Development of a report documenting the findings and conclusions prepared by the selected firm. 12. Presentation of the final report to the City’s Economic Development Committee of City Council. Requirements of Selected Firm:

1. Provide a proposal in accordance with this Request for Proposals (RFP) that meets all of its stated

requirements. 2. Develop a reasonable timeline for the completion of the contract, along with a defensible budget for

this effort. 3. Meet established timelines for products and deliverables, as set forth in the approved contract between

it and the City of Wildwood. 4. Engage necessary sub-consultants to complete the defined tasks, as set forth herein, and/or within the

contract between the consultant and the City of Wildwood. 5. Report any issues or inconsistencies that are discovered, as the project is undertaken and completed to

the Economic Development Committee of City Council for resolution. 6. Provide periodic updates on the status of the contract and related costs to ensure overruns are

minimized. 7. Act professionally and courteously toward all participants in this process.

8. Supply the necessary items to provide public presentations to the selected groups, including handouts, reports, and other similar items.

The selected firm must possess direct and extensive prior experience, and be qualified, in economic impact studies, land use planning and public-private partnership programs. Instructions for Preparing Responses to this Request

General Provisions

Any contract awarded as a result of this Request for Proposals (RFP) will be awarded without discrimination on race, color, religion, age, sex, sexual orientation, or national origin. Prospective firms shall assure the City that they will comply with the Americans with Disability Act (ADA) of 1990, which prohibits discrimination on the basis of disability, as well as all applicable regulations and guidelines pursuant to the ADA (42 U.S.C. 12101 et seq.).

Submission of Qualifications Provide three (3) copies suitable for photocopying of submittals, or an equivalent quantity of information on a flash drive or via e-mail. Submittals should contain the following information:

1. One (1) page letter of interest, which should minimally include a brief description of the firm’s qualifications, the primary contact for this project, and clearly identify the professional services the firm can provide in this regard.

2. A profile of the firm, including the number of employees, location, and relevant experience working on similar projects in the last two (2) years.

3. Describe the firm’s experience with local governments or other public agencies in the completion of similar projects.

4. A summary of project descriptions for similar efforts performed by the firm within the last two (2) years. Provide name of client (include contact information), description of services provided, key personnel, year the project was completed, and estimated and final costs.

5. Disclose any material agreements, relationships, or employment your firm or team members have with any other projects that may create a conflict of interest or the appearance thereof.

6. In a separate sealed envelope, please provide an estimate of costs for the anticipated and identified services, which are set forth herein.

Selection Process and Criteria

Process and Criteria The City’s Economic Development Committee of City Council will evaluate all responses to this Request for Proposals (RFP). From this review, the Committee will select a firm considered qualified for this type of work/project. The Committee may contact any or all respondents to clarify submitted information. Firms will be notified in writing, whether or not they have been selected for this project. Upon identification of a project, the City will contact the selected firm. The basis for evaluating firms shall include: the ability to undertake projects; references; demonstrated experience; overall competence in

services to be provided by the firm; experience of key personnel and staffing capability; workload and record meeting deadlines; the nature, quality, and relevance of recently completed projects of a like type; and the willingness to meet all City, County, and State requirements for this type of work; and costs.

Important Considerations The City reserves the right, at its sole discretion, to act on the following: 1.) reject any or all submittals when, in its opinion, it is determined to be in the public interest to do so; 2.) waive minor informalities of the submittal process; 3.) cancel, revise, or extend solicitation; 4.) request additional information, which the City deems necessary; and 5.) extract, combine, or delete elements of individual submittals of qualifications and to negotiate jointly or separately with individual firms with respect to any or all elements of the request. The Request for Proposals (RFP) does not oblige the City to pay any costs incurred by any respondent in the submission of statements of proposals or in making necessary studies or design for the preparation thereof, or for procuring or contracting for the services to be furnished under this Request for Proposals. MEMORANDUM To: Economic Development Committee Members From: Julian M.D. Jacquin, Economic Development Manager Date: January 28, 2020 Re: Council Member Jordan: Potential Equestrian Events in 2020 Background At its meeting on November 26, Council Member Jordan invited three representatives from the Wildwood equestrian community to attend our meeting, including:

- Equine-Assisted Therapy (LuLu Bogolin, Executive Director); - Fox Creek Veterinary Hospital (Dr. Stuart Robson, Owner); and, - Missie Nicholls and Council Member Jon Bopp.

The Committee discussed the City’s past and present relationship with its equine-based businesses and the City’s equestrian community. As a result of that discussion, the Committee agreed to use its social media and E-Newsletter communication platforms to help promote upcoming events and activities at its equine-based businesses (such as the “Boots in the Barn” Open House at Equine-Assisted Therapy) and partner with local business organizations such as the Wildwood Business Association and West St. Louis County Chamber of Commerce. The Committee also expressed sincere interest to re-engage this community with potential new equestrian events in Wildwood. Based on input provided by Dr. Robson and Ms. Nicholls, two events were proposed:

1. A “Tack Swap” in April 2020, potentially on the upper level of the City’s parking garage, offering an opportunity for people in the equestrian community to buy and sell their used equestrian items; and,

2. A “Fun Ride” in Fall 2020, offering a guided horse tour and/or obstacle course at Greensfelder County Park or Dr. Edmund A. Babler Memorial State Park.

Next Steps Council Member Jordan, Council Member Dodwell, City Administrator Sam Anselm and I had a discussion on January 24 to review next steps towards hosting these events. An update regarding this new programming will be presented at the January Committee meeting, with a request for the Committee’s endorsement for the same. MEMORANDUM To: Economic Development Committee Members From: Julian M.D. Jacquin, Economic Development Manager Date: January 28, 2020 Re: Council Member Edens: “Love My City” T-Shirts Background At its meeting on November 26, the Committee requested that Council Member Edens work with City Team Members to develop product design and research vendor sponsorship potential for a “Love My City” Wildwood T-shirt and present an updated concept at the January meeting. In response, City Administrator Sam Anselm, Assistant Director of Planning & Parks Kathy Arnett, Planner Travis Newberry and I have worked over the last month to research and compile cost estimates for this request. Design After speaking with our City Team Members, it was recommended that we consider creating a custom design in honor of the City’s 25th Anniversary. This would allow us to create one universal design for all shirts and distribute them in honor of the City’s “quadranscentennial”. We would also be able to use the finished logo/design in other messaging, such as the City’s social media accounts and E-Newsletter. Cost Estimates Ms. Arnett solicited cost estimates from three design firms to develop the graphics needed for this t-shirt, including:

1. Angela Stahling 2. Mincoff Studio 3. Promotions Pronto

I had previously provided estimates for printing costs to this Committee from Pillsbury Marketing, but that did not include necessary design work. Ms. Arnett did receive the attached pricing estimates back for design work from Angela Stahling and Mincoff Studio. Ms. Stahling estimated approx. $400 in design, or less depending on time. Ms. Mincoff

estimated $900 - $1,900 based on hourly work required and if the shirt design is front-only or front/back. As provided at the November meeting, Pillsbury Marketing offers printing of custom design t-shirts from $6.52/ea for 96 shirts to $4.29/ea for 504 shirts. At these rates, 100 custom t-shirts would cost $652 in printing and $400-$1,000 in design. We would need to sell 100 t-shirts at approx. $16.50/ea in order to break even on our costs. We would make approx. $350 in profit if we sold 100 shirts at $20/ea instead. Alternative Idea/Crowdsourcing In our discussion with other City Team Members, I presented an idea to “crowdsource” the logo design for this concept. Similar to crowdfunding platforms (Kickstarter and GoFundMe), crowdsourcing allows the City to post our request for a logo design to an internet website and solicit design options from 50-100 designers across the world. The City receives full copyright ownership of the designs, once submitted. Crowdspring.com offers different tiers of pricing (from $299 - $1,199 offering additional designs, more established designers, etc.). For this request, I would recommend either the Silver tier ($299) or Gold ($499). Each of these tiers includes a financial award to the designer whose logo is selected for use by the City. We could post our request, compile all submitted designs, internally identify our finalists and post the options to the City website and social media for voting by our residents. Other Products City Team Members also believed that it would be appreciated to allow residents to purchase other products with this logo design, instead of just t-shirts. We researched internet websites such as Teespring and Redbubble, which allow you to post a logo design and the customer can purchase shirts, hats, totes, coffee mugs, phone cases, etc. with that finished design posted to the product. The City is paid a portion of each sale, which would then be used to re-pay the City for its expense to crowdsource the logo design and capture additional revenue to use towards other City expenses, as desired. Next Steps City Team Members are recommending that we use Crowdspring.com to crowdsource the logo design for the City’s 25th Anniversary at $299 or $499 and then post the design to Teespring.com so that residents can purchase a variety of products with that logo. 1. Milk & Honey closed their doors at 101 Plaza Dr. on January 11, 2020 and will soon be announcing the location of their newly relocated retail space in Wildwood Town Center.

2. CrossFit Wildwood has expanded their use within their freestanding building at 16966 Manchester Rd. to incorporate new heart monitored circuit training and is expected to launch this new concept in their expanded space on January 27, 2020.

3. Patterson Family Farms opened inside The Miller Haus on December 29, 2019. These two businesses hosted a Grand Reopening and One Year Celebration at The Miller Haus on January 25, 2020.

4. St. Louis Community College at Wildwood has begun work to renovate six (6) classrooms on the third floor of this building into new Registered Nurse (RN) classrooms and will open these rooms to new students in Fall 2020. The College expects this program to sell out immediately upon enrollment.

5. Anthology Senior Living is hosting a Grand Reopening and Rebranding event for Anthology of Wildwood (formerly Stonecrest of Wildwood) with the West County Chamber on January 30, 2020.

6. Lindell Bank announced earlier this month that they have acquired Rockwood Bank, including the Wildwood branch at 2620 Highway 109. This branch is intended to be reflagged in Spring 2020.

7. Letty Lou’s posted photos showing the current status of their rebuild earlier this month, following the devastating fire at this business in October 2019. Letty Lou’s is rebuilding and hoping for a Grand Reopening in Spring 2020.

10. A new tenant is finalizing lease terms for the former Table Three restaurant space at 16765 Main St. and is hoping to open at this new location in May 2020.

11. Tea Tree Health and Therapy opened a new behavioral health services office at 2634 Highway 109 in the Westridge Office Centre in December 2019.

12. KAI Design & Build has announced that it plans to suspend construction of the new Prime Place mixed-use development at 16700 Main St. until Fall 2020. The developer will be attending a future meeting of the Planning & Zoning Commission to request an increase in the total number of residential units.

13. The historic building at 16962 Manchester Rd. (the original City Hall, most recently tenanted by Imogene’s Tea Room) is now under contract to a new interested buy. The sale hasn’t closed yet, and information regarding the new user is not yet public.

14. A new restaurant concept is considering a location in Wildwood and is reviewing available sites, including new build opportunities and the former freestanding Jack in the Box property.

15. Koman Properties renovated the interior of the remaining 1,300 sq. ft. retail space at 16751 Main St. in Wildwood Town Center Building “D” in December 2019, to “white box” this space for new tenants.

16. Two developers presented preliminary concept plans for new multi-family developments to the City’s Development & Zoning Review Committee in January, including the 4.9-acre site south of the Wildwood Family YMCA and the 5-acre site at Manchester/Taylor in front of the Villages of Cherry Hills.

17. Manager is working with several businesses interested in filling remaining retail space in Town Center.

The Porch and Zick’s Great Outdoors tied for “Most Favorite Snowman”, and Seabaugh Furniture was named “Most Creative Snowman” by West Newsmagazine. Over $2,000 in cash prizes were awarded.

4. City Team Members met with representatives of the Rockwood School District to discuss their interest and participation in a potential “Phase 1” of the proposed public sanitary sewer extension to serve this area of the Pond Historic District.
