C. RESEARCH SCHOLARS’ LAB

WORKSTATIONS WITH MOBILE PEDESTAL & KBPT The system is modular tile based open plan office system. It comprises of 52.4mm of panels as per thickness & The 52.4 mm panel has more elaborate and flexible construction offering various functional and decorative finishes as well as cable management capacity.. These panels have various finishes and no cable management ability. Listed below are the brief specifications of each sub-component of the product.

1. THE PANEL STRUCTURE:

1.1 UPRIGHTS& HORIZONTALS (FOR 52.4MM):

These uprights and horizontals shall be made of aluminum extrusion having material AL96063-T6 & have average wall thickness of 1.2 mm & powder coated with epoxy-polyester powder.

1.2 BOTTOMFRAME ASSEMBLY: Fabricated bottom frame for 52.4mm shall comprise of L- Channels made of 2mm thick CRCA steel (IS:513), formed plates of 3mm thick HR steel (IS:2062) & ERW steel tube of size 35x15x1.6mm in oval cross section (IS:7138) welded together. This shall be coated with average 50 to 60 micron thickness of epoxy powder coating. This shall be bolted to the uprights with M6 screws. 1.3 BLOCKS FOR 52.4MM: A block for 52.4mm panel’s thickness shall comprise of 38mm thick paper honeycomb with 3mm MDF on each sides and 0.6mm decorative laminate or fabric on both sides. Particle board framing shall be used on outer boundary of these blocks as well as intermediately at certain locations forming conduit for passing cables. These blocks will be located in the middle bands of the panels. 1.4 TILES FOR 52.4MM TOP TILES/INTERMEDIATE TILES/BOTTOM TILES

These tiles shall be slid in to the panels from top before fixing the top horizontal. These tiles shall be supported from top & bottom side with clips made from PP co polymer fitted in horizontal extrusion.

BOTTOM TILES: All bottom tiles shall be press fitted on to the assembly frame of the panel with the help of snap on clips made of nylon-66 and support clips made from PP polymer.

SPLIT TILES FOR 52.4MM THICK PANEL:

These tiles shall be used for offering two different finishes in single panel. Split tiles shall be offered in Fabric magnetic tiles, Whiteboard tiles, laminated tiles, Powder coated metal tiles, clear glass & back painted glass tiles.

1.4.1 TILE FINISHES:

FABRIC MAGNETIC TILES: Fabric magnetic tiles shall be fabric upholstered metal tiles in 0.6 mm thick G.I. Grade O as per IS: 277. The fabrics shall be upholstered with adhesives.

WHITE BOARD TILES: White board tiles shall be made of 8.0 mm thick particle board conforming to IS: 12823 laminated with 0.6mm thick white glossy high pressure laminate on outer side & 0.6mm backing laminate on inner surface and will be having all its edges with minimum 0.5 mm thick PVC edging.

GLASS TILES: The Glass tiles shall be4 mm thick toughened clear glass. It shall be fitted onto both sides of the panel using horizontal and vertical stiffeners made from 0.6 mm powder coated CRCA steel Grade D as per IS: 513. Glass tiles shall be offered in Split tile configuration only if the other split tile adjacent to it is not in glass finish.

1.5 END PANEL ... (OFF- MODULE FIXING): This panel shall be used to connect 52.4mm panel at the center of 52.4mm panel shall be connected to this end panel using screws through end trim extrusion of 52.4mm panel. The top and intermediate blocks for this panel shall be in Fabric or laminated finish and the bottom block can be in Fabric, Laminated or Metal finish only. 1.6 ALUMINUM EXTRUSIONS: The top trims and end trims for 52.4 mm shall be made from aluminum extrusion having material AL96063-T6. All kinds of extrusions for 52.4 mm shall have average wall thickness of 1.2 mm & having finish of powder coating. Top trim in 52.4mm thick panel shall be press fitted on the horizontal extrusion connector made from PP copolymer 3530 grade. End trim for 52.4mm thick panel shall be slide fitted with the help of end trim connector made from 2.0mm thick M.S. CRCA Grade D as per IS: 513. End trim for 22.8 mm thick panel shall slide with the help of end trim connector made from nylon-66. 2. STABILITY POST End stability post shall be fitted at the end of the free panel, to avoid movement of freestanding panels. The post shall be made in two parts. 1. The MS post which shall be grouted to the floor with Hilti make anchor bolts.

40 Seater (One Set)

2. A cover extrusion of aluminium alloy shall cover the grouted MS stability bracket. The top end of the extrusion shall be covered with a powder coated aluminum cap. 3. PANEL JOINERY POST: The panels shall be joined to each other directly with 180O joinery or with the help of post to form different layouts. The types available are 90° 2 way, 3 way & 4 way, 120° 2 way, 3way & fin post 2way, 3way & 4way. The panel joinery post shall be made up of aluminium extrusion having material AL-96063-T6. It shall have average wall thickness of 1.2mm. It shall be coated with 50 to 60 micron thickness of epoxy powder coating. These joineries will be covered with die cast caps of powder coated aluminium alloy ADC 12. All the caps shall be press fitted on the respective extrusions. 4. WORKTOPS: 4.1: WORKTOP 25 MM THICK PRELAMINATED (with PVC edge band): Work top shall be made of 25mm thick prelaminated particle board interior grade (As per IS: 12823). Bottom shall have a backing laminate of minimum 0.6mm thickness. All the edges of work surface shall be provided with machine pressed 2 mm thick PVC Edge band glued with hotmelt EVA glue. WORKTOP 25 MM THICK LAMINATED (with PVC edge band): Work top shall be made of 25mm thick Plain particle board of interior grade (As per IS: 12823) as a Substrate. The top shall be laminated with laminate of 0.6 mm thickness of approved shade as per IS: 2046-1995. Bottom shall have a backing laminate of 0.6 mm thickness. All the edges of work surface shall be provided with machine pressed 2 mm thick PVC edge band glued with hotmelt EVA glue.

Work top shall be mounted onto the partition panels for work stations by means of cantilever brackets made from 2.0 mm thick CRCA grade D steel as per IS:513-1994 duly pretreated and powder coated .

The work surface shall be provided with circular (grommet) cut out of Dia.65mm as per the requirement, for passing of wires. These cut outs shall be provided with ABS covers.

5. SIDE PANELS: Side panel or gable-ends shall be provided as an alternative support for the Worksurfaces. They can be offered in different types to suit the functionality of the component. FULL SIDE PANEL WITH BRACKET This side panel shall be in 25 mm thick PLT. It shall be mounted with the help of full gable end bracket (LH and RH options available) made from 1.2 mm thick M.S. CRCA Grade D as per IS: 513. Bottom tile can be removed if this side panel is used. BRACKETS: There are various brackets used for supporting and fixing together the components of the system. ANNEXURE – II

GENERAL TERMS AND CONDITIONS

1. Important Dates

(i) Last Date of Submission of Sealed Bids: 19th August, 2019, 03:00 P.M. in the Office of the Centre for Computational and Data Sciences, IIT Kharagpur.

(ii) Date of opening of the Technical Bids: 19th August, 2019, 04:00 P.M. in the Office of the Head, Centre for Computational and Data Sciences, IIT Kharagpur.

2. Tender Fee: An amount of Rs. 1000.00 (Rupees One Thousand only) as tender fee (non-refundable) is to

be paid. The payment shall be made by Demand Draft from any Nationalized Bank and paid in favour of “Indian

Institute of Technology Kharagpur”, payable at Kharagpur. Bids without Tender fee will not be accepted. This

should be enclosed with the Technical Bid document.

3. Earnest Money Deposit (EMD): An amount of Rs. 2,00,000.00 (Rupees TWO LAKH only) in the form of

Demand Draft be enclosed along with the Technical bid. The EMD shall be from any Nationalized Bank and to

be drawn in favour of “Indian Institute of Technology Kharagpur”, payable at Kharagpur. Any bid without EMD

will not be considered. This will be refunded to the unsuccessful vendors once the Purchase Order is issued.

The EMD of the bidder awarded with the contract will be refunded after completion of the total project and on

submission of Performance Bank Guarantee. No interest is payable on refunds. EMD shall be forfeited if the

selected vendor accepts the supply order, but is unable to execute the same as per the required quality. A bid

once submitted shall be the property of IIT Kharagpur and shall not be returned to the bidder at any time.

Note: IIT Kharagpur will give exemption for submission of tender fee and EMD who are registered with

MSME or Central Purchase Organization or Startups as recognized by DIPP as per revised rule 170 of

GFR - 2017 only. However, proper and valid document in this regard must be submitted by the bidders

in support of their claim.

4. Selection: Selection will be based on compliance to eligibility and statutory requirements and the price

components quoted by the bidder. The bidder may be required to give presentation. Demonstration on the

systems offered where vendor has installed and integrated similar solution may need to be arranged by the

bidder at their own cost.

5. Person signing: The persons attending the bid opening session should be delegated with appropriate letter

of authorization. Only two persons on behalf of each company will be allowed to participate in the Bid opening

session.

6. Conditional offers: Conditional bids will not be accepted on any ground and shall be rejected straightway.

If any clarification is required, the same should be obtained before submission of the bids.

7. Rejection of Bid: A bid submitted with false information will not only be rejected but the bidder may also be

debarred from participation in future tendering process. The Authority of IIT, Kharagpur reserves the right to

reject any or the entire tender bids received without assigning any reason thereof.

8. Canvassing: Canvassing in any form not only invites disqualification in this tender but may also result in

debarring the bidder from participation in the future tendering process.

9. Price: The price shall be quoted in Indian Rupees only on Turnkey Basis, on free delivery at site basis

as given in Annexure-VII. This shall be inclusive of all taxes under any circumstances, request for change of

address to issue the same will not be considered. The benefit of downward prices due to any kind of tax

revision should be given to IIT Kharagpur by the selected vendor.

10. Rate: The rates quoted must be inclusive of all charges, i.e., Duty, Packing & Forwarding charges, GST,

Freight charges and Insurance charges at IIT Kharagpur. All the charges like GST, Insurance, Handling

charges etc., if applicable, must be shown separately.

(i) In case of any increase/decrease in quantity of furniture, the corresponding costs will be

increased/decreased on prorate basis.

(ii) The bidders must submit their price bids in the format given in Annexure – VII.

11. Validity of Quotation: The validity of quotation should be 120 days from the date of opening of Price

bids. The benefit of downward prices (revision on account of budget/financial policy, tax revision etc) should

be provided by the selected OEM.

12. No extra cost: Materials such as pipe, bricks, sand, stone-chips, cement, paint, ply, wood etc. if required

for the installation of the above items and other fixation work will have to be supplied by the bidder free of cost.

13. Warranty / Guarantee: 5 years OEM warranty from the date of successful completion of the Work.

14. Extra Features: If the bidder provides any other extra features on the work which are not mentioned in

the tender product specifications, then that shall be highlighted in clear terms, with documentary

evidence/literature.

15. Delivery & Installation: The stores are required to be delivered at the Institute under the suppliers own

arrangement free of additional charges. The damage or loss in transit if any will be at the risk and cost of the

vendor. If the material or finished work is not found acceptable, the manufacturer shall arrange for the

replacement of materials required for re-executing the work as per contract. The items ordered must be

delivered, installed and commissioned within a period of 60 days from the date of issuing the purchase order

or availability of site whichever is later. The installation will be considered complete and warranty period will

commence only when all the components of hardware, software, etc. are installed, commissioned and are

working satisfactorily.

16. Consignee: All stores are to be consigned in the name of Head, Centre for Computational and Data

Sciences, IIT Kharagpur.

17. Past Performance of the Vendors will be judged at the time of Technical Evaluation. For more

clarification read Annexure-III.

18. The Institute does not bind itself to offer any explanation to those bidders whose technical bids have

not been found acceptable by the Technical Evaluation Committee of the Institute.

19. Quantity & Specification of Stores: As given in Annexure-I. The stores offered should be conformed

strictly to the specifications given. The Institute reserves the right to reject such bids, if found unacceptable on

these grounds.

20. Payment Terms: 90% Payment shall be made after successful completion of the installation duly certified

by the Head, Centre for Computational and Data Sciences, IIT Kharagpur. Balance 10% may be released

against submission of Performance Bank Guarantee to the tune of 10% of the total purchase order value. The

Performance Bank Guarantee shall be issued from any Nationalized Bank, validity of which shall be five (05)

years plus ninety (90) days drawn on any commercial bank from the date of installation. No

advance/mobilization support, is payable against supply of stores.

21. Liquidated Damage: In the event of failure to deliver the stores in the stipulated delivery date, liquidated

damages @ 1% per month or part thereof in respect of the value of stores will be deducted, subject to a

maximum of 5%; alternately the order will be cancelled and the undelivered stores purchased from elsewhere

at the risk and expense of the vendor.

22. Dispute: In case of dispute, the matter will be settled mutually, failing which the decision of the Director,

IIT Kharagpur shall be final and binding on the bidders.

23. Bidders should enclose the following documents with the technical bid document:

(i) Copy of the documents supplied in Govt. Organization, any IIT/NIT/UNIV./IIM/IISER or any

Institute of National Importance in India, for last 03 years. Detailed Name, Address/contact details of the

present and past clients, Purchase order and Customer satisfactory certificate.

(ii) Copy of Annual average turnover of Rs. 1000 lakh during the last three financial years

(iii) Copy of the Green Guard certification along with products certifications like; BIFMA level 2

conforms to ANSI/BIFMA e3-2014e Furniture Sustainability Standard issued by BIFMA. Other certificates

ISO 9001:2015, ISO 14001:2015, ISO 50001:2011, OHSAS 18001:2007 is mandatory to submit. All the

ISO certificates should be obtained from NABCB (central Govt.) accredited organization otherwise

certificates will not be accepted.

(iv) Solvency certificate minimum of Rs. 50 lakhs is required and is to be obtained after the tender

publication date from any scheduled bank as given in Annexure-VIII.

(v) Copy of Company Registration Certificate/Trade License.

(vi) Copy of PAN Card, GST registration certificate.

(vii) Authorization certificate from OEM if applicable.

(viii) Copy of Income Tax return for the last three years.

(ix) Copy of product literature of technical leaflet, wherever applicable for which the prices have been

quoted should invariably be enclosed.

(x) Signed copy of the tender document, with company seal, agreeing to the all terms & conditions of

the tender document.

(xi) Compliance List: The proposal be properly indexed and a compliance list against the technical

specifications should be provided.

24. Opening of Price Bids: The Price Bid(s) of only those vendor(s) who are found technically qualified will

be opened and the same will be opened before the technically qualified vendor(s). The date for opening of

price bids will be notified separately.

25. IMPORTANT

(i) A bid submitted with false information will not only be rejected but also the OEM/vendor will be debarred from participation in future tendering process.

(ii) The OEMs/Vendors need to submit a certificate during opening of technical bids that they are not currently debarred or blacklisted in IIT Kharagpur for any supplies, products or services, or at present in any national organization or educational institute/university.

(iii) In case of any dispute, the decision of the Director, IIT Kharagpur of this Institute shall be Final and binding on the bidders.

(v) In case the due date for submitting and opening tender happens to be a holiday, the same will be happened on the next working day. The timings will however remain unchanged. Please note that the Institute remains closed during Saturdays & Sundays.

(vi) If the material or finished work are not found acceptable, the Manufacturer shall arrange for the replacement of materials required for re-executing the work as per contract.

(vii) Inspection: Before dispatch of the materials, the Manufacturer will give sufficient advance notice of the date in writing on which the goods will be ready for inspection. The Manufacturer also shall provide the purchaser all necessary facilities including appliances, tools, materials will be dispatched. If due to any reasons, it is not possible on the part of the purchaser to visit the plant site of the Manufacturer for inspection of the items, the Manufacturer shall bring sample pieces of such items to site (IIT Kharagpur) to the Inspection the purchaser.

ANNEXURE - III

MINIMUM ELIGIBILITY CRITERIA:

(a) Bidder shall have a minimum 05(five) years of experience in supplying and installing of FURNITURE and FIXTURES in a government organization (at State/National/ International level) like any IIT/NIT/UNIV./IIM/IISER or any Institute of National Importance in India, for last 05 years as on tender submission deadline. Name, address/contact details, Purchase order and Customer satisfactory certificate to be provided as per the format in Annexure -V.

(b) The bidder must have a minimum annual average turnover of Rs. 1000 Lakh during the last three financial years. All bidders should submit copies of audited Statement of Accounts for those three years along with the Tender document.

(c) Manufacturer or Dealer should have the following certificates: BIFMA, Green Guard, ISO 9001:2015,

ISO 14001:2015, ISO 50001:2011, OHSAS 18001:2007. All the ISO certificates should be obtained from

NABCB (central Govt.) accredited organization otherwise certificates will not be accepted.

(d) Solvency certificate minimum of Rs. 50 lakhs is required and is to be obtained after the tender publication date from any scheduled bank.

(e) Proof of Registration of the bidder under relevant law, such as Companies Act, and / or Shops & Establishment Act or Trade License from appropriate authority etc.

(f) All bidders should submit along with their tender copies of PAN Card, GST Registration, Service Tax registration certificates.

(g) A certificate (Affidavit) to be signed by MD / CEO of the company that they haven’t been debarred or blacklisted for any services, supplies or products dealing in, by any organizations or educational Institute/ University or state/ central government and no criminal case/legal proceeding or industrial dispute is pending or contemplated against them.

(h) The bidder must submit copies of acknowledgement of Income Tax return for the last three financial years.

(i) Authorized Dealer should have the certified/valid dealer certificate.

(j) Catalogue is required for the quoted items.

(k) The products should be designed with ergonomics design practice.

(l) Manufacturer must have authorized service provider within West Bengal.

(m) Filled in declaration as per the Annexure –VII.

Bidders must submit the documentary proof in support of meeting the minimum

eligibility criteria. Simply an undertaking by the Bidder for any item of the criteria shall

not suffice the purpose. All the documentary proof must be listed on the letter head, to

be submitted with the Technical document.
