7. Describe how your proposed survivor services align with the ACTProgram’s objectives as stated above. (10 points)

Proposed survivors services Cooperative Efforts to Protect of Human-trafficking(CEPH)has been designed following the objectives of Actions for CombatingTrafficking-in-Persons (ACT) Program. Organizational objectives of GDBC are inaccordance with the intervention of ACT Programs while organizationalstrategy is community development empowering disadvantaged women, men andchildren ensuring community participation in problem identification,analysis, planning, implementation, monitoring and evaluationestablishing effective network/linkage with different GOs/NGOs forcollective issues as well as invoicing awareness, knowledge and skillthrough appropriate education and training. GDBC has been implementingprojects namely Advocacy on Reproductive Health/Gender/HIV/AIDS throughYouth Club, Disable Development Program, Gender and Child RightDevelopment by Change Makers and especially Relieve (A program on DrugPrevention) are very inline with the objectives of ACT Program.

The objectives of the proposed project CEPH will also followed byexpanding public awareness and participation in prevention efforts andcrime reduction; offering viable economic alternatives; building capacityof government institutions to identify and prosecute perpetrators to stoptrafficking and elimination of social and gender biases.

8. Describe the specific survivors services you intend to provide. How didyou decide these services were the most needed/appropriate? (10 points)

GDBC will provide the services for survivors include awareness and voiceraising, prevention, protection, interdiction measurement oftrafficking; rehabilitation of victims of trafficking, availingalternative livelihoods options for the survivors. Specific servicesthat organization will-

We have conducted several interviews to identify the most neededinitiatives for the survivors by sharing and exchanging views withrepresentatives of governmental law enforcement institution, borderguards, civil society, drug users, criminal gangs and NGOs worked on thesame issues. In addition we have organized sharing meeting with YouthClub, Change Makers and thematic groups in order to identify needs ofthe survivors. We have organized a daylong workshop with senior staffmembers to identify and specify priority needs of the survivors.

9. Which target groups of survivors will you serve (children, women, men,inside and/or outside of shelters, survivors or labor trafficking, sextrafficking, internal trafficking, etc.)? And how will you identify,rescue, or otherwise reach out to survivors to assist them in accessingservices? (10 points)GDBC will target groups of Survivors irrespective of sex, age, religionand race. Target Groups are includes children, women and men inside andoutside of shelters, survivors of labor and sex trafficking. We have conducted several interviews with community leaders, lawenforcement representatives, elected bodies, health service providers,tobacco and drug users, youth club, like minded NGOs and CSOs leaders toidentify survivors. Organization will form required numbers of StandupAction Committee (SAC) by incorporating youth, local elected bodies, lawenforcement representative, CSOs and NGOs leaders. In this respect, SACwill be strengthening by providing relevant training and orientationcourses. To operating rescue of Survivors, organization will playcrucial role through these groups motivating community people and lawenforcement actors to take prompt responses to rescue survivors.Organization will employ continuous lobbying and advocacy with GoB andothers service delivery institutions. However, after rescuing survivors,SAC will send them to organization for required treatment and nursing.Depending on situation, CEPH project team will plan according to theneed of the survivors. In case of intensive harms or injuries, the CEPHproject team will organize all requirements to get improved treatment.

10. Describe the linkages you intend to set up/use to support a holisticapproach to service provision? Which partners will provide whatservices for what compensation/share of budget? (10 points)We intend to set up Standup Action Committee (SAC), Anti-traffickingMovement Group (AMG) as direct actor to stop trafficking. AMG will workcollectively with Youth Club and Change Makers to support a holisticapproach. Both committees will work voluntarily. Project will alsointend to a develop linkage with governmental and nongovernmental healthservice providers, law enforcement institution through effectiveadvocacy and lobbying. All of bodies will work self interestingly butminimum remuneration will be offered as honorary basis. Besides, Projectwill bear all actual costs which will be spent by the partners.

11. Describe how the services you propose will extend the type(s) ofservices available or otherwise provide enhanced or increased serviceoptions (including for all forms of trafficking and/or both in and outof shelter) in line with ACT Program goals? (10 points)The project will work to restore survivor services, pulling away fromthe current shelter model and moving toward a more integrated panoramaof services made available both inside and outside of shelters throughclinics, drop-in facilities, and within communities. Survivors shouldbe at the forefront as decision-makers in defining service needs and

channels. Skills assessment, personal preferences, and commercialfeasibility should guide vocational training programs and job placementassistance. Building collaborative partnerships between serviceproviders, law enforcement institution through advocacy and lobbying.Survivors will be encouraged to share their bitter experiences as wellas to undertake alternative and sustainable livelihoods options.CEPHwill make sensitized all stakeholders of the project to respects thesurvivor’s right to privacy, and protecting survivor confidentiality.After rescuing survivors, SAC will send them to organization forrequired treatment and nursing. CEPHteam will prepare case study ofsurvivors and preserve confidentially. In case of intensive harms orinjuries, the project team will organize all requirements for improvedhigh level treatment. In this case, organization will also be undertakenjudicial measurement on behalf of the survivors to ensure punishment ofthe criminals. CEPHwill also stocked primary essential medicines.CEPHstaff will motivate SAC, AMG frequently organization regular meetingto keep them activated to protect human trafficking in the northern partof Bangladesh.

14. Describe the specific survivor need(s) you intend to address through your project and what you hope to achieve. How did you identify the priority needs?

Organization intends to address the viable initiatives for combating humantrafficking especially at northern part of Bangladesh. In this connection theproject intends to avail alternative institutional life for the survivors, whichwill be followed to expand and enhance comprehensive services for survivors.Specific survivor needs that we intend to address are stated as bellows

1. Massive Awareness and Consensus building2. Provide victim assistance and rescue 3. Social protections including shelter and other basic needs such as medical

care, education, psychological counseling, and financial assistance; 4. Provide special needs during the re-integration process 5. Mediation with families of victims; 6. Provide alternative livelihoods options for vulnerable survivors7. Networking and Mobilization

To identify the most needed initiatives, we have conducted 40 interviewsindividually and shared and exchanged views with 60 representatives fromgovernmental law enforcement institution, border guards, civil society, drugusers, criminal gangs, CSOs, youth club, CBOs, NGOs elaborately through 5opinion sharing discussion meeting worked on the same issues. We have organizeda daylong workshop with senior staff members to identify and specify priorityneeds of the survivors.

15. What internal and/or external factors or risks need to be considered in order to achieve intended impact? How did you assess risk factors?

At the cross-border level, victims are transported and transferred todestinations further away such as India, Pakistan and Middle Eastern countries,by using illegal acts and processes which culminate in the most corrosive formsof human rights violations and a life of unspeakable agony and torture. Bothinternal and cross-border trafficking exists in Bangladesh. In the case ofinternal trafficking, women and children are often taken away from their homes onfalse promises of a better life with good employment or by using various othercriminal acts and means by the traffickers who sell them to brothels. It ismainly people from rural areas with minimal survival options and those who sufferthe worst from discriminatory sociocultural practices who are lured or deceivedwith promises of a better life and more lucrative job opportunities in cities.Need of more primary information regarding the process of trafficking so as todesign intervention strategies. Harassment in the process of rescuing from policecustody; Difficulties in dealing with pimps and ‘godfathers’, because they aremore powerful and try to get victims out of prison on bail Lack of space andfacilities in rehabilitation centers. Rescued girls and children do not like tostay there and, at times, try to escape from centers and Lack of skilledpersonnel to provide psychological support & counseling.

16. What makes you confident that you can overcome any obstacles and achievedesired impact?

According to Winrock International approaches, PAUP will provide survivors’services through these agents effectively to attain benchmark output of theProgram. Services includes rescue, repatriation, accommodation and food, medicalservices, psychosocial counseling, legal advice and lawyer services, basiceducation, life skills and empowerment mentoring, vocational and job training,livelihoods ‘seed’ money to start small business activities, and reintegrationassistance in communities. Organization will be followed the revamp survivorservices, pulling away from the current shelter model and moving toward a moreintegrated panorama of services made available both inside and outside ofshelters through clinics, drop-in facilities, and within communities.Organization will see Survivors as forefront to take decision in defining serviceneeds and channels including skills assessment, personal preferences, andcommercial feasibility. Organization will be provided feasible vocationaltraining programs and job placement assistance by the cordial negotiation withWinrock. Massive awareness will be created by the change agents and effectiveadvocacy will be adopted for partnership cooperation with service providers.Organization is committed to make aware the community people for not takingnegatively Trafficking, Story and Survivors but respects. Organization continueslikely respect the right to privacy and to protect survivor confidentiality.17. Briefly describe the objectives you hope to achieve – such as expandingservice options, improving quality of services, providing services for a widerrange of beneficiaries, etc. Be sure your objectives are specific, measurable, achievable, andrealistic enough that impact can be seen during the span of the grant.

Dinajpur is an ancient town of Bangladesh which is origin and transit for womenand children trafficked for the purposes of sexual exploitation, involuntarydomestic servitude, and debt bondage. Estimated by Human rights groups inBangladesh about 3-5 thousands women and girls are being trafficked annually toIndia, Pakistan, Bahrain, Kuwait, and the United Arab Emirates (UAE). Significantnumber of women and girls are trafficked through Bangladesh from Burma to India.Women and children from rural areas in Bangladesh are trafficked to cities andtowns in the northern part of Bangladesh for commercial sexual exploitation anddomestic work. Notable that small numbers of Bangladeshi boys are also beingtrafficked into the Middle East and forced for slavery and begging. PAUP would like to models by offering a complete array of service options for thesurvivors through this project. These are the following objectives of theproject: 1. Expand significant level of public awareness and increase participation at

least 45% in prevention efforts and crime reduction by the end of the project;2. To sensitize and activate 60% law enforcement governmental institutions,

service provider to prosecute perpetrators by the end of the project.3. To raise voice to stop trafficking 60% survivor’s trained for institutional

life to survive by end of project.4. 40% of the total target people got economical supports for alternative

livelihoods 5. 75% people have become sensitized and 60% people practiced to respect

survivors 18. Looking at the range of needs for various survivors of trafficking (inlight of the expanded definition of trafficking), who will you serve and how willyou balance serving in-depth needs of individual beneficiaries versus serving awide range of beneficiaries? Project will develop criteria by sharing and negotiation with Standup ActionCommittee (SAC), Anti-trafficking Movement Group (AMG). Organization will collect

baseline data and information from different sources including relevantgovernmental law enforcement institution, and non-governmental organizationsespecially who have worked recent years with the issue anti-trafficking sector.After getting data and information sample basis quantitative survey at the riskprone and vulnerable areas will be conducted by the organization and village wiseFocus will be shared with the data and information. Organization will developdata base information for the project primarily. Secondly, organization will besensitized tobacco related gangs and groups and drug users to get the informationabout trafficking. Organization will settle regular secret watchers into thecriminals groups and drug users to get information of trafficking. Lastlyorganization will conduct required Focus Group Discussion (FGDs) incorporatingcommunity leaders, law enforcement representatives, elected bodies, healthservice providers, tobacco and drug users, youth club, like minded NGOs and CSOsleaders to identify refined data and information about human trafficking. Theproject will use the criterion to serve required services. The focuses of theproject efforts is to improve the life standard of the existing child, girls andwomen irrespective of labor, prostitutes, who are in crude survival pressure. Theproject will provide them various facilities like, health care services throughregular medical check-up by expertise physician and through drop in center. Theproject also provides the essential drug assistance to them. The target group areempowering through the psychological support by regular individual and groupCounseling session, motivational training session, recreational visits, peeraccompanies and responsible adult guidance.19. What specific services will you provide? Specifically delineate each serviceyou propose to provide. (Specify those you provide and those you provide througha partner.)PAUP will provide services to stop human trafficking within the working areas. These are the following activities will be done by the cordial assistance of Winrock International. 1. Massive Awareness through individual counseling CEPHproject will create massive awareness through community mobilization by theactive involvement of Standup Action Committee (SAC), Anti-trafficking MovementGroup (AMG). Individual counseling will be offered according to the needs ofsurvivors. Posters and leaflet will be published and video show on traffickingwill be celebrated to create massive awareness. 2. Provide victim assistance and rescue CEPHproject will provide instant supports for the victims of trafficking. Tooperating rescue of Survivors, organization will play crucial role through thesegroups motivating community people and law enforcement actors to take promptresponses to rescue survivors from trafficking. Organization will employcontinuous lobbying and advocacy with GoB and others service deliveryinstitutions. 3. Social protections After rescuing organization will arrange safe shelter and will also arrangerequired foods for the survivors. The project will serve primary health care,psychological counseling for encouragement. In case of heavy injuries referralservices will be provided to the specific survivors. In case of repatriation andhelplessness, project will provide financial assistance to the survivors. 4. Capacity Building Support Project will provide viable and feasible capacity building supports includingtechnical training, orientation, counseling to make them productive according totheir self-interest. Need analysis will be conducted among the targetedbeneficiaries.

5. Provide re-integration supports In case of reintegration, supports will be provided according to the need ofsurvivors. Organization with its project team along with SAC and AMG, willprovide need based financial supports to undertake desired enterprise or othersprofession.6. Mediation with families of victimsIn case of difficulties with families of survivors, organization will mediatefamilkuy members and make them understand about the rights of the survivors. 7. Provide alternative livelihoods options for vulnerable survivorsThe project will provide need based financial supports after getting relevanttraining supports to undertake alternative livelihoods options to survivethrough desired enterprise or others profession.8. Networking and AdvocacyNetworking and advocacy with relevant service oriented government and non-government institution to make responsive towards survivors. Organization willinvolve the local government including upazila and district administration bynegotiation and cooperation for better implementation of the project.

9. Monitoring Monitoring tools will be developed by the project staff members and regularmonitoring will be continued through routine monitoring to diagnose of theproject’s quantitative and qualitative will be measured.

10. ReportingReporting is an integral part of project. Monthly progress report will bedeveloped and preserved. Quarterly and Annual progress report will be produceddepending the implemented activities towards achieve the goal and objective ofthe project. 20. What geographic area/areas will you serve and how were areas determined? What services will be available in each area served?PAUP will cover 3 upazilas under Dinajpur Distriict. We have determined thefollowing upazilas as these are located at the border areas in the northern partof Bangladesh and are being used as trafficking channel through Bangla Hili toIndia Hili. In addition, based on opinion sharing discussion, interviews andconsultation (which we have said earlier) with community people, local lawenforcement instruction, service delivery organization, change agents and youthclub. Besides, analyzing the present situation which is very much vulnerable tohuman trafficking, we have determined the following areas to implement the CEPHproject.

The services will be available in these areas are includes 3 upazila level thanaBorder Gaurds, BDR from which we will get law and security supports, upazilabased hospitals, union based community clinic from which we will get primarymedical care, instant treatment and medicine for the survivors. Besides, theproject will be favored to establish drop in centers, shelters for the survivors.21. What are some of the shortfalls in current service provision that you wish toaddress/improve and how will you do that? Be specific. Examine target groups ofsurvivors, types of services, service locations, etc.As we observe, there are many shortfalls in current service provision includinglack of response and sometimes indifferent in providing services for thesurvivors. Corruption also takes place among the police, border guards and others

law enforcement people in favour of traffickers and black smugglers. In thisrespect, organization will form Standup Action Committee (SAC), Anti-traffickingMovement Group (AMG) as direct actor to stop trafficking. AMG will workcollectively with Youth Club and Change Makers to support a holistic approach.Both committees will work voluntarily. Project will also intend to a developlinkage with governmental and nongovernmental health service providers, lawenforcement institution through effective advocacy and lobbying. All of bodieswill work self interestingly but minimum remuneration will be offered as honorarybasis. Besides, Project will bear all actual costs which will be spent by thepartners.

22. Who are your local partners and collaborators? Why have you chosen them? (Please attach any letters of agreement on collaboration or mutual support.)As Local Partners Standup Action Committee (SAC), Anti-trafficking Movement Group(AMG) will play collaborative role with the project NICH. We have chosen them onthe basis of our previous experiences piloting the initiatives. An agreement willmade with each SAC and AMG commit tees containing terms of reference and key rolein favor of survivors. PAUP will coordinate them as and when required. They willbe paid some honorarium. Besides, PAUP has improved relationship with localgovernment, upazila and district administration different service deliveryinstitution will be influenced over to take the role and responsibilities aswhen required. 23. Describe if and how you will involve survivors of trafficking in decision-making. What role will they play and at what level?The project will work to restore survivor services, pulling away from the currentshelter model and moving toward a more integrated panorama of services madeavailable both inside and outside of shelters through clinics, drop-infacilities, and within communities. Survivors should be at the forefront asdecision-makers in defining service needs and channels. Skills assessment,personal preferences, and commercial feasibility should guide vocational trainingprograms and job placement assistance. Building collaborative partnershipsbetween service providers, law enforcement institution through advocacy andlobbying. Survivors will be encouraged to share their bitter experiences as wellas to undertake alternative and sustainable livelihoods options. CEPH will makesensitized all stakeholders of the project to respects the survivor’s right toprivacy, and protecting survivor confidentiality.After rescuing survivors, SAC will send them to organization for requiredtreatment and nursing. CEPH team will prepare case study of survivors andpreserve confidentially. In case of intensive harms or injuries, the project teamwill organize all requirements for improved high level treatment. In this case,organization will also be undertaken judicial measurement on behalf of thesurvivors to ensure punishment of the criminals. CEPH will also stocked primaryessential medicines. CEPH staff will motivate SAC, AMG frequently organizationregular meeting to keep them activated to protect human trafficking in thenorthern part of Bangladesh.

24. Specifically delineate the volume and scale of each service (i.e. forvocational training, what is the duration, list of optional topics, etc.) andthe number of survivors you aim to provide each service (i.e. rescue 100survivors; vocational training 80 survivors, etc.).

The project will rescue 200 survivors and will provide vocational training to 100survivors including male and female which would be 7 daylong on tailoring, khathastitching, small entrepreneurship and trade. Survivors will identify their

alternative livelihoods options and they will decide what they would like to do.The project will also develop a training and capacity building plan to providethe services for the vulnerable survivors. 25. Summarize the main strategies you propose. Describe any methodology orstandards you will use to implement and monitor project activities. The following methods will be applied for the project.

Routine monitoring, progress monitoring and performance monitoring

Monitoring will be undertaken as a continuous activities (progress) designed toinform project staff and the participants on progress, problem and opportunitiesand follow the Participatory Monitoring and Evaluation (PME) system. The PMEsystem will encourage the staff and project participants to analyse, prioritise,evaluate and discuses the impact of the project. The PME process, furthermore,places the responsibility of monitoring and analysing project achievements at allimplementation levels involving project participants in freely discussions abouttheir degree of adoption of techniques, their opinion on the quality oftechniques and training methods. Formal monitoring reports will be prepared on amonthly basis by the staff using a pre-designed format. In addition, the staffwill keep more informal detailed dairy on project activities and progress. Thesewill include, besides the more obvious and traditional information, the attitudesof individuals, local wisdom, social networks, changes in attitudes etc.

26. Describe the main activities proposed and how you will monitor the success at each step. If you have other ongoing or planned advocacy activities, howwill you incorporate activities under this grant to strengthen, complement, or expand activities?

Above all we will incorporate learning andexperiences that we have gathered from our previous implemented projects.Organization has been presently implementing Strengthening of Local GovernmentProject (SLGP) by the support of Village Education Resource Center (VERC),Awareness activities on child rights & Gender relation Development by thefinancial supports of CARE-Bangladesh, Youth Development Department Advocacy onReproductive Health / Gender/HIV/AIDS through youth club, Center for Disabilityin Development (CDD), Gender and Child Rights Forum Gender and Child RightDevelopment by Plan Bangladesh and PROTIBAD (A program on preventing Eve-teasing)supported by Canadian International Development Agency (CIDA). From the projectswe have already incorporated in our application. We will match some activitiesand approaches this grant to strengthen, complement, or expand activities. Wehave Youth Group, Change Agent and village development committee who will bethe project’s actors who are presently implementing the similar activities.

27. What are the main obstacles to the success and sustainability of yourproject? How do you propose to overcome these obstacles? (For example:staff training, outreach to survivors, balancing depth of services againstnumber of people served, etc.)

The General Committee is the highest body of the organization consists of 21members among them 11 members are female and 10 members are male. The members ofthe general committee meet once in a year for the yearly planning of theorganization. The duration of the committee is three years. The generalcommittee elects the Executive Committee of the organization that consists ofSeven (07) members and also duration of three (03) years. The members of EC meetquarterly for the quarterly planning, formulation of the strategy and theprogress of the program of the organization. Beside, the Director of theOrganization is accountable to EC and also is the Member Secretary of the ECcommittee.

36. Does your organization have previous experience in providing services forsurvivors of human trafficking? If yes, please describe briefly, includingresults or outcomes of previous efforts.-No37. List the specific resources your group can offer to the project as a match (minimum 20% of total). What is the value of those resources and how did you calculate or estimate that value?Executive Director will provide partial time to monitor and supervision of theproject. He will provide one third of his total Time and will never take anycompensation. Besides, Program Management Team of organization also provide sometime for effective implementation of the project. In addition to thatorganization will utilize its Training Venue with needed equipments for Trainingpurpose. The project also will be utilized computers, printers and otheraccessories when needed. However, organization will overtake all others expensesfor reporting and documentation. Organization will contribute 20% of total sum ofthe project by providing above mentioned human resources along with trainingmaterials and printing and electronic materials.38.
