By joining the NABEEA, the Institution

looks forward to further strengthening its

cooperation with other Asian members,

and contributing to the accomplishment

of the NABEEA’s goals and objectives for

the benefi t of all its members and the

advancement of engineering education

Women in engineeringEvery year, 23 June marks the International

Women in Engineering Day. This is

a day for raising the profi le of women

in engineering and inspiring future

generations of female engineering talent

to enter the profession. To celebrate this

important event and encourage more

young ladies to consider engineering as

a career, the HKIE Task Force on Women in

Engineering organised two events in June

2019.

The seminar on "Women in Engineering

Workplace" was held on 14 June 2019

to address the gender challenge in the

engineering workplace, and to promote

a respectful and inclusive culture for

women engineers in Hong Kong. The Task

Force also co-organised the “Workshop on

International Women in Engineering Day”

on 22 June 2019 along with the Institution

of Civil Engineers (Hong Kong Branch)

to help develop a platform to share the

outstanding achievements of women

engineers in Hong Kong.

The two events were well-received by

HKIE members from various disciplines,

engineering students and counterparts in

the industry. More details of these events

will be reported in the next issue of the

Journal.

Hong Kong hotel in Kowloon East. The

IEAM is an annual one-week working

meeting aiming to provide a phenomenal

experience for International Engineering

Alliance (IEA) members on reaching

international benchmark standards for

engineering education and expected

competence for engineering practice

through the series of Educational Accords

and Competence Agreements.

As the host organisation, the Institution

was pleased to receive more than

180 delegates from 34 countries and

regions. The occasion was graced by the

presence of The Honourable Matthew

K C Cheung, Chief Secretary for

Administration of the HKSAR at the

Opening Ceremony as our Guest of

Honour.

The Seoul Accord General Meeting

(SAGM) 2019 was also hosted by the

Institution, and held concurrently as a part

of the IEAM 2019. More than 30 delegates

from 15 countries and regions attended

the meeting. We are pleased to report

that our Vice President, Ir Dr Yuen

Pak-leung, was elected as the Deputy

Chair of the Seoul Accord during the

meeting.

Details of the meetings will be reported in

the next issue of the Journal.

Joining the Network of Accreditation Bodies for Engineering Education in Asia as a full memberWe are pleased to report that the

Institution was admitted to the Network

of Accreditation Bodies for Engineering

Education in Asia (NABEEA) as a full

member in NABEEA’s Council Meeting

which took place in Hong Kong on

10 June 2019.

The NABEEA is a network of respective

accreditation bodies in Asia established

in 2007 with the aim of engaging in

mutual capacity building to achieve

harmonisation of the accreditation

systems at the fundamental level in the

region. It also provides support to facilitate

its members to become signatories of the

Washington Accord.

Currently, the NABEEA has nine full

was held on 18 June 2019 at the Jockey

Club Auditorium in The Hong Kong

Polytechnic University (PolyU). This year,

we have enthusiastic participation from

members and there were 3,751 members

casting their votes at either of the voting

centres of the HKIE Headquarters and the

PolyU, representing approximately 25% of

the members eligible to vote.

The results of the election of the new Vice

President, the incumbent Vice Presidents

and Elected Ordinary Members (EOM)

are available on the website at

http://www.hkie.org.hk. We welcome the

new Council Members to the new Session.

Our President, Ir Ringo S M Yu, who was

re-elected by the outgoing Council,

revealed that the theme for the Session

would be “Knowledge Transfer • Our

Commitment for the Future”. You are

invited to read the cover story, which

gives an account of our President, and to

join us at the Presidential Address/Dinner

on 20 September 2019, when he will unveil

details of his plan for the year ahead.

International Engineering Alliance Meetings 2019 and the Seoul Accord General Meeting 2019The International Engineering Alliance

Meetings (IEAM) 2019 was held on

Commencement of Stage I works for relocation of the Sha Tin Sewage Treatment Works to cavernsThe Drainage Services Department signed contract no

DC/2018/05 for around HK$811 million with China State Joint

Venture on 22 February 2019. The 35-month works contract,

which commenced on 28 February 2019, covers the Stage I

works for the relocation of Sha Tin Sewage Treatment Works to

caverns.

The Stage I works comprises site preparation works at the main

access tunnel portal area including construction of the relevant

retaining structures; construction of about 350 m of the main

access tunnel leading to the proposed cavern complex at Nui

Po Shan; construction of about 500 m of the access road leading

to the proposed ventilation shaft; and ancillary works. The

completion of the project can release 28 hectares of land for the

long-term development of the Sha Tin and Ma On Shan regions.

Towngas renewable energy project won more industrial awards in 2019In 2018, the Towngas’ combined heat and power (CHP) system

at the Tai Po Nethersole Hospital received the Asia Pacific Rim

Regional Energy Project of the Year Award from the Association

of Energy Engineer.

In 2019, the project continued to win awards. On 29 April, it

received a Bronze Award at the Hong Kong Green Innovations

Awards, led by the Environmental Campaign Committee

alongside the Environmental Protection Department, in

recognition of its innovative, green ideas for reducing emissions

and saving energy costs.

On 16 May, the project was selected for the “5th Year Best

Project Award”, organised by the Institution of Mechanical

Engineers Hong Kong Branch. This award recognised that the

CHP system has achieved an excellent total energy utilisation of

87%.

As the first project of its kind in Hong Kong, the CHP system

utilises landfill gas from the Northeast New Territories Landfill site

as its main fuel, generating electricity, steam and hot water for

disinfection, laundry, space heating and other purposes at the

hospital, thus embracing the green concept of turning waste

into energy.

With an approximate 38 years of

experience under his belt, Ir Ringo

S M Yu, the HKIE President for

Session 2019/2020 is dedicated

to nurturing young engineering

professionals in the industry.

Joining the HKIE as a Graduate

Member in 1985, Ir Yu has always

been seeing engineering as his

lifelong career. His unbridled love

of engineering started at a young

age when he was exposed to the

fascinating scenes of witnessing

the kaleidoscope of building works

evolving every day.

He summons the remembrance

of his childhood and reckons that

he is destined to be an engineer.

“When I was six, my father brought

me to a wood furniture making

factory on ‘Lo Pan Patron’s Day’,

a festival that holds the tradition

of sharing meals with everyone.

At that time, my father gave me

a bowl and told me to ask for

a meal from the workers with a firm

belief that having the meal given

by the factory workers would cast

fate on my later life working in

the construction or engineering

industry. The construction and

engineering industry was blooming

at the same time.”

Received his secondary school

education in St Joseph’s College in

Hong Kong, Ir Yu left his hometown

in pursuit of his tertiary education at

Vanier College in 1976. As he was

relatively weak at Chemistry and

Electricity, he then studied at McGill

University to obtain the Bachelor

of Civil Engineering and Applied

Performing Kung Fu in 1979

Ir Yu with his brothers in 1971

Mechanics Bachelor Degree in

Montreal, Canada, in 1982. He is

a Registered Professional Engineer

in Civil, Geotechnical and Structural

Disciplines after some years of

practice in the engineering field.

Specialises in civil engineering work

in Hong Kong, Ir Yu has worked for

consultants and a construction

company, Barbican Construction

Co Ltd as an Executive Director. In

1995, Ir Yu gave up his prestigious

position in Barbican Construction

and started up his own company,

Fraser Construction Co Ltd.

Shaping the landscape of the profession with HKIEContributing to the industry as

an active member in various

committees of the HKIE for more

than ten years, Ir Yu has witnessed

the changes in the industry in this

fast-changing metropolis. He points

out that the engineering industry

is becoming much more complex

comparing to 1982, the time when

he started his career as a graduate

engineer. “Advanced techniques

and excellent professional

knowledge, which were taken

references from foreign avant-garde

Kong’s standard in engineering,”

he adds.

In the beginning, Ir Yu was in

charge of organising activities

such as technical talks, seminars,

annual dinners as well as site visits

for young engineers.

Ir Yu’s passion for contributing to the

industry and practitioners has been

ever blooming since he embarked

on his journey with the HKIE. He

stresses that serving the HKIE has

broadened his horizon as he

organises a bounty of exhilarating

events, including overseas

expeditions. Through working with

overseas specialists, it not only

helps to shape the landscape of

the city’s engineering industry,

but also boosts Ir Yu’s professional

knowledge and expands his social

network whilst sharing prospects

on social contribution with other

professionals from diverse fields,

from architects to government

officials. For more, “it cultivates

me to put myself into the shoes of

different stakeholders,” says Ir Yu.

“I am very happy to transfer

my knowledge to the next

generations,” says Ir Yu, “one of

the very remarkable works is the

HKIE President's Protégé Scheme

2018/2019. In the Scheme, ten

emerging young talents had

been selected.” The Scheme was

brimming with an exclusive array

of tasks to sharpen the competitive

edge of the young professionals.

Selected engineers gained

valuable insights from shadowing

the President of the HKIE and by

organising activities in schools

to arouse youngsters’ interests in

engineering.

To unleash the potential of the

selected engineers in the HKIE

President’s Protégé Scheme,

the HKIE President's Protégés

Club (HKIE-PPC) was established

in 2010, gathering Protégés

selected by the Presidents each

year. Committed to promoting

engineering profession to the

public, HKIE-PPC supports the HKIE

particularly regarding the theme

of the Institution of the Session and

organises peer learning seminars,

visits, and other activities for the

benefit of Protégés.

Ir Yu’s dedication has led him

to his reputable position in the

field. In addition to growing his

own business, he is committed

to involving in diversified society

issues and shaping the society by

sharing his professional viewpoints

whilst participating in a wide

range of events and committee’s

meetings organised by different

organisations.

HKIE Session 2019/2020 highlights The HKIE plays the role as an

enabler to boost professional

excellence for the engineering

industry. Meanwhile, the Institution

promotes engineering to the young

talents to beckon them to join the

profession. Themed on ‘Knowledge

Transfer • Our Commitment for the

Future’, Ir Yu says, “This year, we

will continue to inspire engineering

professionals, the public and the

next generation. We are looking

forward to witnessing a fruitful year

as the Institution will collaborate

with more prestigious parties and

provide more awe-inspiring events

for engineers.”

The HKIE aims to achieve transfer

of knowledge, skills and abilities

through organising educational

events, such as lectures; training;

seminars; technical visits;

workshops; and more, to support

knowledge sharing among

members as well as knowledge

transfer from experts in other fields.

“Take the younger generation

as an example, they have often

been said to be poor in their

English proficiency. Engineers are

particularly stereotyped as having

relatively weak communication

skills. Therefore, despite providing

engineering related training

and events, we are providing

technical writing and presentation

training for them.” says Ir Yu, “For

those who have newly joined this

profession, senior engineers will

position themselves as the young

professionals’ mentors and teach

them the essentials which are

required when one first enters the

profession. Senior engineers will

also direct the younger generation

to the right track along their early

career paths, so young engineers

will not have to face as many

obstacles as the seniors once

faced.”

The Institution also conducts

a pilot run for the accreditation

of Master of Science Programmes

under engineering fields; and joins

hands with other institutions in

organising regional conferences

for professionals in promoting

innovation and technology in the

engineering profession. One of

the exciting regional conferences

is the Shanghai and Hong Kong

Symposium on Science and

Technology 2019 to be held on

27-28 September 2019, jointly

organised by the Institution and the

Shanghai Association for Science

and Technology.

Engineering extravaganza: the HKIE Engineer Cadet Club Programme in Session 2019/2020With the goal of promoting

engineering and nurturing

future competent engineers,

the Institution continues the HKIE

Engineer Cadet Club Programme

in Session 2019/2020 which has

been launched since June 2018.

Aimed at extending to more

schools, including a number of

primary schools, the Institution

has developed a new set of STEM

educational kits for primary and

secondary school students.

The current Session as well features

more promotional and publicity

activities comparing to the

previous editions, showcasing the

contribution and stories of unsung

engineering heroes behind the

wholesome engineering projects

in Hong Kong. The Institution firmly

believes that the public and

students’ interests and knowledge

of engineering, as well as

awareness about the contributions

of the engineering industry on their

daily lives, will be aroused.

The HKIE encourages young

members to engage with the

Institution by participating in

meaningful activities such as

the HKIE Engineer Cadet Club

Programme to facilitate their

interaction and sharing of the

profession with the younger

generation. With the support of

young members, the Institution is

in the hope that students’ interests

in engineering and skills in STEM

learning will be aroused through

participating in these activities.

Ir Yu’s notes Installed as the President of the

Institution in September 2018,

Ir Yu was on tenterhooks. Ir Yu

not only added ideas of his own

to the plans made along the

theme of Session 2018/2019: “New

Perspectives New Momentum”,

but he has also created bountiful

activities in Session 2019/2020 in the

hope of shaping the profession’s

landscape.

Ir Yu points out that he upholds

the responsibility to nurture young

engineers and attract more teens

to take engineering as the major

in their studies, thus entering the

industry. “Taking the President’s role

in the Institution demands a lot of

hard work and dedication, but I am

committed to trying my best, and

investing more resources and time

to transfer knowledge and create

a better future for the profession,”

he emphasises.

Contributing to the engineering profession through community servicesAs his own business has been

running on track since 2000, Ir Yu

is very actively involved in many

voluntary public services and

contributes much of his time.

Wanting to pay back to society

at large with his profession, he

provides expert advice to the

engineering profession and the

construction industry.

Not to mention his involvement in

serving the Hong Kong community

in different public bodies, including

the HKIE, Engineers Registration

Board, Construction Industry

Council, Hong Kong Construction

Association, Construction Workers

Registration Board and Employee

Compensation Assistance Fund

Board. He has been honoured with

more than a handful of awards

for his devotion to serving the

community.

have been used, and protective

measures have been adopted to

prevent dust and noise nuisance on

site,” he stresses. “Technology is one

of the keys to obtaining a greener

environment. Technology not only

helps to advance the industry, but

also helps to gain new knowledge

on improving or protecting the

environmental condition.”

Facing the emerging trends of the Greater Bay Area and the Belt and Road aheadUnder the impetus of the planning

and development of the

Guangdong-Hong Kong-Macao

Greater Bay Area and the Belt and

Road, there is a visible increase

in the demand for engineering

professionals. Ir Yu believes that

the trends have provided a lot of

opportunities for the profession.

While the population of the Greater

Bay Area is ten times more than

that of Hong Kong, Ir Yu sees it as

a new hidden gem for Hong Kong’s

market which has been known

as the epitome of professional

services and boundless innovation

internationally.

“However, to compete for the

market in the PRC, engineering

professionals in Hong Kong need

to be able to amplify their own

strength, market values and culture.

The knowledge on differentiating

the law of diverse region is equally

important,” says Ir Yu.

In addition to the HKSAR

government’s huge investment on

infrastructure in these ten years, the

HKIE is nurturing future professionals

to withstand new challenges by

joining hands with organisations in

the Mainland to organise visits for

young professionals to observe and

investigate the Greater Bay Area

and to have a better understanding

on the different cultures. “It is surely

an intriguing experience for our

young talents,” says Ir Yu.

Working with numerous construction

workers, Ir Yu deeply understands

the challenges that frontline

workers are encountering. One of

his significant community services

is that he supports funding to help

those construction workers and

their families who have suffered

from fatal accidents.

He has aligned with a number of

associations to support construction

workers that suffered from fatal

accidents. Ir Yu and representatives

of these associations visit the

homes of the injured workers and

hand them generous benevolent

assistance, which is care and

humanity in addition to money.

Ir Yu and the representatives are

eager to see if there are other

things that they can help. “It is very

upsetting to see what the injured

workers are facing. However, I am

glad to have the chance to help

construction workers who are in

need,” says Ir Yu.

Serving the Construction Industry

Council as Member from 2015 to

2019, Ir Yu transfers knowledge

and directs the engineering

professionals on topics include

cutting-edge technology, safety

measurements and robotic trends,

in the hope of influencing and

empowering the profession.

In addition to nurturing the new

generation and transferring

knowledge, Ir Yu reckons that

environmental issues should also be

under the spotlight. “Environmental

issues were neglected in the

industry previously. I am happy

to see that, in recent years, the

amount of wastes has been

decreasing, for more and more

environmental-friendly materials

Unbridled passion for the engineering professionWorking in the engineering industry

for decades, Ir Yu’s passion for

engineering is what keeps the

buoyancy of his spirit. Aware of his

responsibility as a corporate citizen,

Ir Yu is committed to serving the

community and takes advantage

of his high position in the industry to

help people in need. When Ir Yu, as

the founder of Fraser Construction

Co Ltd hands over the reins, he

now spends about 70-80% of his

time on community services.

In line with his philosophy of “fulfilling

the standard and responsibility of

myself and others’”, Ir Yu promises

to carry on with his contribution

to society and the engineering

profession, representing the HKIE

and the engineering profession.

“Never give up” is what Ir Yu says to

new practitioners. He is a believer

that courage is what helps

engineers to go the extra mile in

their careers. Knowing what new

practitioners face at the junior

stage in their career, Ir Yu says,

“I will try my best to encourage

them and share my own

experiences.”

To connect with the younger

generation, Ir Yu keeps his words

concise yet meaningful to fit in

the communication styles of the

younger generation. Moreover,

he has mastered a variety of

social media platforms in order to

communicate with them.

Balancing his work and personal lifeBearing massive responsibilities,

Ir Yu embraces the contemporary

concept of work-life balance. To

restore the balance from his hectic

life, Ir Yu loves to indulge in the

immersive fun of sports, including

hiking which can help to release his

stress with the unparalleled beauty

of nature.

As a golf lover, he plays golf two

to three times per month. “I enjoy

playing golf and developing skills

involved for golfing. It is also

a great time for me to mingle with

my friends or business partners,”

he says.

Ir Yu’s passion for football has been

enlightened since he was young.

Although he now has a lack of

time in playing football, he always

treasures the joyful football

moments from his childhood.

“Priding as a member of my

secondary school’s football

team, our team took home the

champion of the Inter-Secondary

School Football Match and for two

consecutive years without losing

a match,” says Ir Yu, “I had

a happy secondary school life,

thanks to our teachers who were

missionaries from Ireland. Our

teachers taught us to work hard,

play hard. Our teachers’ philosophy

of education was all about self-

inspiring and learning with fun. This

certainly has influenced me on the

way of nurturing future leaders of

the engineering profession.”

To balance his work;

entertainment; social contribution;

and his relationship with his family,

Ir Yu reckons being well planned

at all times is the key to good

time management. Despite

his tight schedule, Ir Yu always

spares his weekends for his family.

“Indulging in an incredible array

of scrumptious dim sum with my

mother; hiking with my children;

and shopping with wife mark my

lovely weekends,” says Ir Yu with

a smile on his face.

“I always want more time with my

children,” adds Ir Yu, “I never put

pressure on my children. I want

them to be free and be able to

pursue their own dream careers.”

We introduced ISO 45001 (the Standard) to you in 2015.

After two years of delay, the Standard was fi nally published on 12 March 2018 as ISO 45001:2018, occupational health and safety management systems - requirements with guidance for use.

Based on the common elements found in the ISO’s management system standards, such as ISO 9001 and 14001, the Standard uses a simple plan-do-check-act (PDCA) model to provide a framework for organisations of all sizes and industries to minimise the risk of harm through a robust and effective set of processes for improving work safety.

As ISO 45001 is now released, companies currently holding OHSAS 18001 certifi cation must migrate to the new standard by March 2021 when OHSAS 18001 will be withdrawn. To prepare for the migration, you should note the key changes of ISO 45001 over OHSAS 18001:

• ISO 45001 is process-based, while OHSAS 18001 is procedure-based

• ISO 45001 considers both risk and opportunities that

may impact (either positively or negatively) the ability of the management system to deliver its intended results, including enhanced health and safety at the workplace, while OHSAS 18001 deals exclusively with risk

• ISO 45001 introduces new clauses for systematic determination and monitoring of the business context external and internal issue

• ISO 45001 introduces enhanced focus on needs and expectations for workers and other interested parties

• ISO 45001 has stronger emphasis on leadership and top management commitment to actively engage and take accountability for the effectiveness of the management system

• ISO 45001 considers procurement including outsourced processes, and contractors

• ISO 45001 strengthened focus on objectives as drivers for improvements and performance evaluation

These points represent a signifi cant shift in the way safety and health management is perceived. Safety and health are no longer treated as a “stand alone”, but must be viewed within the perspective of running a sound and sustainable organisation. Although the two standards differ in their approach, a management system established in accordance with OHSAS 18001 will be a solid platform for migrating to ISO 45001 because most of the basic tools are the same.

was successfully held on 17 May 2019

at the Hong Kong Club. More than

300 members, awardees and guests

attended. The Reception provided

an excellent opportunity for our new

Representatives and to celebrate their

achievements with their friends and

families.

The event started with a warm welcome

Members of the HKIE President’s

Protégé of Session 2018/2019 organised

a spaghetti bridge building

competition - STRUGHETTI on 28 April

2019 at The Hong Kong University of

Science and Technology.

STRUGHETTI is designed to stimulate

the innovative thinking of engineering

students and develop their engineering

mindset. In this competition,

50 engineering students formed 5 groups

and competed against each other to

build a 1 m long bridge using spaghetti.

The students’ efforts were scored on fi ve

criteria, including design effectiveness,

innovation, feasibility, bridge weight

and sustained load capacity. Prizes

were awarded to the top three teams.

opportunities for engineering students

to put their theoretical knowledge

acquired from lectures to the test in

small-scale engineering design tasks.

From small beginnings in classrooms, to

designing tomorrow’s greatest pieces of

infrastructure, STRUGHETTI offers university

students a “real-world” experience of

what they can look forward to as future

seminar at The Hong Kong Polytechnic

University on 8 May 2019. A full house of

constructed to relieve the congested

traffi c growth between east-west on the

North shore of Hong Kong Island.

Ir Leung first briefed the participants on

the background of the CWB project

and outlined the major challenges such

as to tunnel underneath the existing

Cross Harbour Tunnel (CHT). Ir Leung

then shared in detail that the 50 m span

trinocular mined tunnel underneath

the CHT was constructed by the drill

and break method. In order to minimise

the impact to any sensitive receiver,

protective and contingency measures,

including additional steel weight to the

CHT portal, standby dewatering and

recharging system and compressive

instrumental monitoring, had been

adopted.

Ir Leung emphasised the importance of

the engineer’s judgement by comparing

the differences between the mapped

Q-values and estimated Q-values of the

region surrounding the works area. He

also advised further studies should be

put forward to increase the accuracy of

pre-construction assessment results.

Finally, Ir Leung concluded that the true

concept of the New Austrian Tunnelling

Method approach in the execution,

design and supervision of the works

was to understand the “observational

method” and to react cooperatively

on resolving any problems by applying

a “design-as-you-go approach”.

The essential keys for the successful

completion of the mined tunnel project

were the proper selection of plant,

comprehensive instrumentation, the

provision of precautionary measures

and reacting cooperatively to resolve

problems.

The seminar was well-received and

ended with a fruitful question-and-

for his informative

presentation.

The 32nd Annual General Meeting

of the CA Division was held on 3 May

2019 at the HKIE Headquarters. Ir Alain

Tang, Chairman for Session 2018/2019,

presented the Chairman’s Report to

members and highlighted the significant

events held in the Session including

the annual symposium, the Paper

Competition, the Mainland delegation

and the annual dinner.

Secretary for Session 2018/2019,

Yiu, the Honorary Treasurer for Session

The CA, EV Divisions and the AMC were

greatly honoured to have Ir Prof Chak

K Chan, Dean of School of Energy and

Environment and Chair Professor of

Atmospheric Environment (SEE) of City

University of Hong Kong (CityU), as the

speaker at the captioned seminar held

at the HKIE Headquarters in the evening

of 8 May 2019.

The seminar was chaired by Ir C S Leung,

Deputy Chairman of the CA Division for

Session 2018/2019. Two rooms were filled

with members, academics, engineers,

officials, industry practitioners and

students of various disciplines including

environmental, automation, energy and

chemical.

At the beginning of the seminar, Prof

Chan briefly described the formation

of particulate matter (PM). He then

elaborated on the fact that PM

air pollution imposes severe health

problems on humans, degrades visibility

in cities and adversely impacts the

global climate. He noted that over

1.3 million people in the PRC had

already died most likely as a result of

serious air pollution. However, Prof Chan

believed that government officials of

both the PRC and Hong Kong had been

endeavouring to tackle PM issues.

Prof Chan also shared the results of his

studies using aerosol mass spectrometry

on the characteristics of submicron PM

and their sources at urban roadsides in

Hong Kong.

Total non-refractory PM at the

roadside vastly dominated by organic

constituents with primary organic

aerosol from cooking and traffic was

found to be dominant. Findings of

the studies were corroborated by

additional measurements including

wind rose analysis, traffic data,

elemental carbon/organic carbon

data and gas phase species.

Prof Chan also briefly mentioned

measurements of on-road emissions,

that is carbon monoxide, hydrocarbons

and nitrogen oxides from heavy-duty

buses and cars taken in Gothenburg,

Sweden.

Afterwards, Ir C S Leung expressed his

appreciation for the well-prepared and

professional presentation. The seminar

concluded with a question-and-answer

session. Ir Francis Leung, Past Chairman

of the CA Division and some participants

demonstrated their interest in knowing

more about the measurement and

control of emissions of particulate

organic matters.

Finally, Ir C S Leung presented

a certificate of appreciation to

Prof Chan on behalf of the CA,

EV Divisions and AMC. Ir Prof Louis Lock,

Council Member of the HKIE for Session

2018/2019, joined the subsequent

gathering for further dialogue at Maxims.

Zhuhai Yunzhou Intelligent Technology

Ltd hosted the visit, which took place

on 16 March 2019, by showcasing the

different types of unmanned boats in

their workshop.

Their unmanned ships could provide

a wide range of services including

marine supervision, emergency rescue,

oceanic mapping and survey, military

activities, and environmental monitoring

ship. The 2 m-long environmental

monitoring, for example, runs

automatically on water surface to

conduct water sampling, takes instant

measurements of key parameters such

as pH, chemical oxygen demand and

ammonia, and transmits the collected

data back to the base of operations for

back-end analysis.

The PRC Government is currently using

this easy-to-transport boat to monitor

river and seawater quality in order to

formulate a water quality distribution

map and reveal any illegal discharge

into open waters by ultrasonic and

pollution source detection technology.

The tour ended with a demonstration of

the smart water monitoring system in the

Control Centre. This real-time monitoring

platform allows data collected by the

unmanned boats operating along the

rivers and lakes, to be accessed by the

government and public through an

online system.

The system can improve the accuracy

of data and communications between

government departments during

case investigations. With the further

development of artificial intelligence,

it is hoped that a smart environmental

monitoring network could be built with

unmanned devices from water to the

sky, to better serve people's lives.

會員首先到達位於珠海的廚餘全面轉化系統試驗工場。此試驗工場是由香港生產力促進局(生產力局)和聯誼工程有限公司聯合興建。根據生產力局首席顧問馬耀華博士介紹,整套廚餘轉化技術分為三個步驟。第一步是將收集得來的廚餘輸送至生產力局自行研發的前處理系統,將不可分解的垃圾分隔出來,並將有用的物質研磨成均勻的漿液。第二步是通過第一段生物反應器,利用水解酸化菌將有機物質分解,產生三種可回收產品,包括可用作生產生物柴油的浮油、

用作生產沼氣的有機酸營養液和用於生產環保魚糧的固體殘餘物。第三步是將營養液輸入第二段生物反應器,藉甲烷菌將有機酸轉化為沼氣。以上廚餘轉化過程中使用過的污水在經過淨化後可循環再用。

隨後馬博士引領會員作實地考察,包括前處理系統、生物反應器、沼氣儲存系統等試驗裝置。馬博士解釋:「由於營養液的有機酸含量高,有利生產高純度沼氣,當中甲烷含量高達70%以上」。會員對前處理系統的使

用,可回收產物的生產及應用等方面十分感興趣,經過熱烈的討論後,結束是次考察團行程。

Annual symposium cum Fire Engineering Excellence Award 2019By Ir Thomas CHUNG

The FE Division jointly organised the

captioned symposium with The Hong

Kong Polytechnic University on 31 May

2019.

The Symposium themed “Excellence in

fire engineering” was the premier fire

engineering meeting in Hong Kong and

provided a golden opportunity to bring

fire professionals together to exchange

their experience and knowledge of fire

engineering designs with renowned

speakers from Australia, the PRC and

local experts.

The Symposium covered a number of

topics including staircase pressurisation

systems, fire safety in industrial buildings,

fire proofing and fire protection of

building materials and structures,

smoke control in high-rise buildings,

and application of fire engineering

approach for adaptive re-use of

heritage buildings.

Following the Symposium, the Fire

Engineering Excellence Award 2019

was held to recognise fire professionals

who have demonstrated excellent

performance in fire engineering projects

and related research. The judging

panel consisted of representatives

from government authorities, the HKIE

President and academics. After their

evaluation, the results were as follows:

To publicise the achievements of fire

engineering professionals, a special

edition of the Sing Tao Daily was

produced on 31 May 2019. The Grand

Award winners presented their work

during the afternoon session.

To further promote fire engineering,

engineering students from different

universities were invited to take part in

an essay competition by summarising

one of the presentation papers. In

the process, they had to analyse the

merits and possible development of

fire engineering approaches in solving

future engineering problems.

The competition also considered the

core competency areas of applying

engineering knowledge, developing

technical solutions, managing

engineering work and upkeeping

professional acumen, recently

emphasised by the Institution to students

during the early part of their careers in

engineering.

Drainage Services Department (DSD),

gave an in-depth presentation of the

solar farm at the Siu Ho Wan Sewage

Treatment Works.

The farm is Hong Kong’s largest

solar farm and comprises more than

The EG Division jointly organised this

visit with the Institution of Gas Engineers

and Managers (IGEM) - Far East District

Section on 27 April 2019.

The visit started with seminars by

Prof Shao Minhua and Mr Qing Chen,

followed by visits to the fuel cell and

redox flow battery (RFB) laboratories.

Prof Shao is an Associate Professor in the

Department of Chemical and Biological

Engineering of The Hong Kong University

of Science and Technology (HKUST).

He is also the Associate Director of the

HKUST Energy Institute and the Director

of the Sustainable Energy Engineering

Undergraduate Programme. Mr Qing is

with the Department of Chemistry and

the Department of Mechanical and

Aerospace Engineering of the HKUST.

The seminars focused on the research

and development of fuel cell and

flow battery technology and its latest

applications. Prof Shao explained the

principles of the different types of fuel

cells in the market, its applications and

performances, and highlighted some

real-life cases of fuel cell applications

such as electric vehicles, aircraft

and even space shuttle. He also

presented a forecast of fuel cell usage

in the future. Mr Qing gave a detailed

presentation on the principles of RFB,

its history, development, performance

considerations and applications.

After the seminars, the participants

visited the fuel cell and RFB laboratories,

where they saw the advanced fuel cell

test station, the computer monitoring

and simulation platform for fuel cells, as

well as working models of RFBs. The visit

ended with closing remarks by Ir Steven

N K Chan and Ir Patrick Y P Ng of the

EG Division and Ir Charles Chan of the

IGEM.

We would like to thank Prof Shao and

Mr Qing for sharing their knowledge with

the participants.

Geotechnical

Ir Ho discussed three major innovative

design elements of the solar farm.

Firstly, all PV panels were fixed on

prefabricated concrete blocks, which

provide flexibility in relocating the

whole or part of the system for future

development. Secondly, the DSD

introduced an intelligent direct-current

combiner box for part of the solar farm

as a pilot trial, which allows the plant

operators to effectively locate any

faulty PV panels in the solar farm. Finally,

the Solar Farm Monitoring Room which

has a centralised monitoring system for

the operating staff to display information

in multi-media formats. Throughout the

visit, all participants enjoyed panoramic

views of the solar farm and acquired

an in-depth understanding of the PV

system.

All participants were then led to the

Organic Resources Recovery Centre

in O∙PARK1, where Dr Samuel H K Chui,

Assistant Director of Waste Infrastructure

Planning in the Environmental Protection

Department (EPD), explained that

O∙PARK1 is a self-sustainable food waste

recycling facility that uses advanced

anaerobic digestion and composting

technologies to convert food waste into

biogas for power generation.

Apart from generating heat and power

for internal use, O∙PARK1 can generate

an estimated 14 million kWh of surplus

electricity, an equivalent of the energy

consumption of about 3,000 households.

During the visit, the participants

acquired an in-depth understanding of

the self-sustainable food waste recycling

facility.

The EG Division would like to express

their sincere thanks to DSD and EPD for

the generous hospitality and for making

this technical visit a success.

The GE Division organised the captioned

visit on 23 February 2019. The project

involves the construction of rock-socket

mini-piles and shear mini-piles as the

pile caps to retrofit barrier-free access

facilities for six existing footbridges

and two existing subways in the New

Territories, including North District, Sha

Tin District, Tai Po District and Yuen Long

District.

Ir C Y Yung, the representative of

the resident site staff from Mannings

(Asia) Consultants Ltd, gave a brief

presentation regarding the foundation

design of the lift structure. Rock

socketed mini-piles and shear mini-piles

are constructed to support the whole

structure. It is the most effective way to

adopt mini-piles as the foundation of

a lift structure in order to tackle the

limited site area. They are also the

most cost-effective method with less

machinery and manpower required

for the entire operation.

After the presentation, Ir Yung

guided the participants to one of the

construction sites in Fanling. Upon

arrival, it was clear that the limited

site access and congested working

space were the biggest challenges.

different government departments to

obtain consent for the transportation

of the plant, tools and material that

of SAP Hong Kong Co Ltd, discussed

the latest developments in resource

management technology being applied

to product design, manufacturing and

delivery.

A management system equipped with

internet of things devices installed in

materials/products can capture their

status and relay it back to

a management control centre. With the

real time status of materials/products

instantly available, appropriate

reactions can then be triggered for

improving performance without delay.

As a result, resource utilisation and

efficiency can be improved.

The seminar attracted over 40

members and they learned

a lot about how the latest

technology can improve

process efficiency.

The LT Division organised a technical

visit to Hongkong International Terminals

Ltd (HIT) in Terminal 4 in the afternoon

of 31 May 2019. The visit was divided

into two sessions and led by Mr Dominic

Delgado, Assistant Manager of Group

Corporate Affairs of Hutchison Ports.

During the first part of the visit,

Mr Delgado introduced the business

scope of Hutchison Ports, briefed

the participants on the recent

developments at the Kwai Tsing

Terminals, and explained the new

technology being adopted at HIT's

Terminal 9 North and Terminal 6.

With the remote-controlled rubber-tyred

gantry cranes, operators can now work

in an office environment instead of high

up in a crane cabin. This transformation

has greatly improved the working

Mr Delgado also explained that HIT had

formed the Hong Kong Seaport Alliance

with three other container terminal

operators at the Kwai Tsing container

terminals on 1 April 2019. The alliance

consists of HIT, Modern Terminals Ltd,

COSCO-HIT Terminals (Hong Kong) Ltd

and Asia Container Terminals Ltd. The

four alliance members have become

“terminal neutral” by sharing berths,

cranes and yards. With the combined

terminal facilities, the alliance offers

a total of 23 berths and is capable of

accommodating eight mega-vessels

over 18,000 TEUs simultaneously. As

a result, inter-terminal trucking will

be significantly reduced and even

eliminated altogether in some cases.

This will bring greater efficiency and cost

savings to the shipping lines.

and vessel operations, together with

overall operation monitoring, equipment

utilisation, productivity and cost

As a thunderstorm signal was hoisted in

the afternoon, the site tour to the yard

terminal was cancelled. The visit ended

with a closing ceremony in which

representatives from the LT Division

expressed their gratitude and presented

a souvenir to Mr Delgado as a token of

appreciation.

Manufacturing & Industrial

The major theme of the Young Engineers

Programme (YEP) this year was cyber-

physical systems (CPS) for industrial and

manufacturing applications. The YEP

was well supported by the ASM Pacific

Technology (ASMPT) Group, which

arranged manufacturing factory visits

and provided mentorship for four project

teams from The Chinese University of

Hong Kong (CUHK), The Hong Kong

Polytechnic University (PolyU), The

Hong Kong University of Science and

Technology (HKUST) and The University of

Hong Kong (HKU).

Each team identified operational

problems during the ASMPT factory

visits. Then, they proposed solutions to

tackle the problems in order to enhance

operational efficiency at an affordable

cost by integrating the internet of things

(IoT) and CPS technologies, including

radio-frequency identification (RFID),

QR codes, automatic-guided vehicles

(AGV), robots, computer vision and

augmented reality (AR) glasses.

A final presentation was conducted

on 14 April 2019, and solutions were

presented to the judging committee

chaired by Mr K M Lo, Vice President

of Production and Operations at the

ASMPT Group.

Firstly, the HKUST team presented

a solution for monitoring tooling

operations and inventory using the

integration of image recognition and

RFID technologies. Secondly, the

CUHK team presented an IoT-enabled

tooling kiosk system for managing

tooling operation. Thirdly, the HKU team

presented a solution that adopted RFID

technology to manage tool inventory

and computer vision to capture tooling

operation data for predictive tooling

maintenance and replacement via

data analytics. Finally, the PolyU team

presented a centralised warehouse

system for enhancing the AMSPT

warehouse operation efficiency with an

integration of AGV, robots and operators

with AR glasses.

The HKUST team was the Champion,

whereas the PolyU and HKU teams were

first runners-up and the CUHK was second

runner-up. But regardless of these ranking,

all the teams were champions because

they gained valuable experience in

solving genuine industrial problems outside

classroom by using

their engineering

knowledge.

In the end, the YEP

was concluded

with a certificate

presentation.

event of the MI Division this year and

was held on 25 April 2019 at Hong Kong

Science Park. The event was jointly

organised with Hong Kong Science and

industrialisation of Hong Kong.

Ir Dr H L Yiu, Head of Advanced

Manufacturing of the HKSTP, mentioned

the re-industrialisation opportunities

in Hong Kong and elaborated on

the IE 2.0 Projects of the Advanced

Manufacturing Centre in the Tseung

Kwan O Industrial Estate. He added that

the re-industrialisation of Hong Kong

should be driven by innovation and

technology.

Ir Dr Eric Liu, Deputy Executive Director

of the Vocational Training Council (VTC),

shared his experience of nurturing talent

for Industry 4.0 from a vocational and

professional education and training

perspective. Technology enhanced

learning is an effective use of emerging

techniques and technologies to

the PolyU, shared his experience on how

to revolutionise business with Industry 4.0

and highlighted the support for university

students.

a welcome session at Yangjiang Nuclear

Power Station (YNPS) and a presentation

on the history of the station. Participants

were invited into an exhibition hall to

view the displays on the principles of

nuclear power, the construction of

YNPS, scale models of the station and its

reactor cooling system.

YNPS consists of six nuclear power

generation units with a total installed

capacity of 6,516 MW, about three

times the capacity of the Daya Bay

Nuclear Power Station. All six units have

adopted the Generation-II pressurised

of these six units began in 2008 to 2013.

Five units entered commercial operation

between 2014 and 2018, and Unit 6 is

M310 design, with slight improvements in

rated capacity and various engineering

features. In contrast, the ACPR-1000

reactors implemented in

YNPS’s Units 5 and 6 hold

full Chinese intellectual

property rights, and aim

to meet the safety criteria

of a Generation-III nuclear

reactor. This means an

overall improvement in

safety with a significant

reduction in the likelihood

of reactor core damage

radioactive release. It was also the first

Chinese reactor to have an indigenous

digital control system.

As Unit 6 was still under construction

during the visit, participants had the rare

opportunity of visiting the interior of its

0.9 m thick containment building, which

holds key equipment for the primary

cooling system of the reactor.

The containment building is the third

and final barrier to contain radioactive

release from the reactor in the event of

a severe nuclear accident. By looking

at various plant equipment and safety

measures which keep the power station

running properly, we are confident that

the era of safe, reliable, economical

and environmental-friendly power

generation will arrive soon.

A group of 22 visitors from the NE Division

visited the Nuclear Reactor Simulation

Laboratory in City University of Hong

Kong (CityU) on 16 March 2019.

The group was warmly welcomed by

Ir Dr B L Luk of CityU. He began with a

brief introduction of the operational

principles of nuclear power plants,

nuclear power development in the PRC,

the training criteria for nuclear plant

operators, the medical applications

of nuclear technology and the career

opportunities for nuclear engineering

graduates in Hong Kong.

He then introduced the operation of

the pressurised water reactor (PWR),

and the in-house generic PWR reactor

simulator and simulation software for

severe nuclear accidents and the

associated atmospheric radiological

dispersion.

Ir Dr Luk simulated the behaviour of the

PWR in various accident scenarios, using

a modular accident analysis program.

The simulator serves as a useful tool

for both research and educational

purposes in the university.

The scenarios included a loss of

coolant accident and the loss of all

on-site and off-site alternating current

power. There was also an explanation

on the development of some key

plant parameters and its significance

throughout these accidents. The

environmental effects on Hong Kong

during a nuclear plant accident were

also demonstrated.

With the integral use of the simulator

and the software, information on plant

operating conditions, the possible

outcome of an accident on plant

safety and integrity, the consequential

radiological dispersion particularly in

severe plant events and its effect on the

environment under various circumstances

could be demonstrated.

of electrical and mechanical (E&M)

talent development in Hong Kong and

continued to examine the development

of closer collaboration between industry

and academic institutions for various

accredited programmes. It finally

introduced the latest initiative for

a part-time dual Master’s programme

between The Hong Kong University

of Science and Technology, the

University of Strathclyde and the CLP

Power Academy in areas related to

future power system operation and

management.

It is beyond doubt that the continuing

development of Hong Kong’s economy

requires a steady supply of talented

engineers. The major infrastructure

introduced by Ir Poon is the first of its

kind in tertiary education. It will make

available an opportunity for aspiring

engineers to equip themselves with an

understanding of the latest technologies

such as artificial intelligence, data

analytics and internet of things,

and their application in the energy

industry.

To help everyone keep up to date with

the latest uses of digital technologies for

greener, smarter and more customer-

oriented energy services in the

community, the SSC organised a visit to

SmartHub@CLP in the CLP Shamshuipo

Centre on 1 June 2019. The Hub was

officially inaugurated on 29 April 2019.

Around 30 HKIE members and safety

professionals from different industries

joined the visit.

At the beginning of the visit,

a 270-degree video projection was

presented, giving a futuristic impression

of how a smart city might look in the

near future. Following the video, the

participants enjoyed a smart tour to

six themed zones displaying the latest

technologies in smart grid, smart

environment, smart living, smart business,

smart mobility and smart education.

One of the highlights of the visit was the

application of interactive multimedia

and virtual reality (VR) technologies to

carry out industrial training related to

safety in the workplaces. VR was used

to simulate various real-life situations

to enable trainees to master the key

training elements more easily in a safe

training environment before carrying out

their real jobs.

Throughout the visit, participants

appreciated the effort and contributions

of CLP in promoting digital technologies

to achieve a greener and smarter city.

The captioned visit was jointly organised

by the YMC and the HKIE Continuing

Profession Development Committee on

8 April 2019 to the Hong Kong Productivity

Council (HKPC), an organisation

established to promote productivity

excellence and help to reindustrialise

Hong Kong empowered by Industry 4.0

and Enterprise 4.0 with focus on research

and development, internet of things,

big data analytics, artificial intelligence,

robotic technology development and

digital manufacturing.

The visit started with a talk introducing

the concept of Industry 4.0 which

includes value chain, product life

cycles, collaboration and data. Working

in partnership with the Fraunhofer

Institute for Production Technology, the

HKPC offers official training as a certified

organisation.

Instead of focusing on automation and

robotics, Industry 4.0 provides real-time

control and monitoring using the internet

and data. However, this approach

requires collaboration between input

and sensors, protocols and standards,

bit transfers and energy consumption,

data management, data analysis,

output and an actuator. In order to

transfer companies into Enterprise 4.0

industry, company mindset, organisation

and strategy should be adapted to

the new approach. In the near future,

blockchain technology and 5G networks

can be integrated into industrial settings

to further increase the power of Industry

4.0.

After the talk, the participants visited the

HKPC Inno Space and their workshop.

With support from the government,

Inno Space is equipped with a lot of

advanced equipment in a wide variety

of areas. Apart from advanced digital

manufacturing techniques such as 3D

printing, computer numerical control

and laser cutting, traditional methods

such as spraying, casting and milling are

also included in the workshop.

The workshop at Inno Space provides

great flexibility for members to develop

their products.

investment are the key drivers of any

city’s development. Innovation creates

new technology and better solutions

to tackle social and environmental

challenges, and infrastructure provides

the essential facilities to serve the

basic needs of society and enable

the access of information. While

innovation and infrastructure support

the development of each other, they

require a strong ecosystem to support

Under the theme of “Innovation •

Infrastructure • Investment”, the YMC

and the HKIE Continuing Professional

Development Committee jointly

organised a year-long study that

included a review of the current

status in Hong Kong in order to make

recommendations for the future.

By organising a range of local seminars

and visits, and a nine-day trip to Israel,

the study aimed to explore how Hong

Kong could be developed into a smart

and innovative city by investigating the

potential of introducing new technology

and a startup ecosystem.

To this end, a group of young engineers

from diverse backgrounds visited

a total of 15 organisations in Israel. At

the government level, they visited the

Ministry of Economy and Industry and

the Israel Innovation Authority to discuss

various policies and the government

roles in supporting entrepreneurship and

foreign investment.

In the private sector, they visited the

Sorek desalination plant, Stratasys Ltd

and the Centre for Israeli Innovation

to appreciate Israeli seawater reverse

osmosis desalination, 3D printing

medical prototyping and other state-of-

art technology.

The participants went to two start-up

platforms, The Floor and Contech, to

exchange information about fintech

and construction development in Hong

Kong and Israel. We also visited the

Yissum Research Development Co of

the Hebrew University of Jerusalem,

Grove Ventures and a number of

start-ups to investigate the roles of

technology transfer, private investment

The tournament was held on 11 May

2019 at the same venue as last year,

the A and C courses of the Phoenix

Hill Golf Club in Dongguan. Last

year’s champion, the Mechanical

and Electrical Golfers Society (MEGS)

organised the tournament, and

61 players including some leisure players

and guests signed up.

The gross stroke play format from

the blue tee (red tee for ladies) was

adopted. In this format, the total score

of the best eight players in each team

(maximum 12 players) counts. Five

teams participated, including the MEGS,

the MTRC Metro Golf Club (MTRC), the

CLP Golf Interest Group (CLPGIG), the

PWD Golfing Society (PWDGS) and the

HKIE Golf Society (HKIEGS).

The weather was fine, but a bit hot with

a slight breeze. The condition of the

fairway was good, while the greens

were a bit slow. Nonetheless, the players

thoroughly enjoyed the tournament,

together with the after buffet and lucky

draw!

The prize presentation ceremony was

held at the Clubhouse. The MEGS

retained their title with a total of 703

strokes, an improvement over last year’s

719 strokes. We also did well and picked

up the 1st runner-up prize with a total of

721 strokes. In addition to the 1st runner

up trophy, Ir Ian Chung also won the

best back nine with a score of 38. On

the day, one of the players from the

CLPGIG got a hole in one and another

close to the pin. He also got

a commendation from the Club.

The HKIEGS would like to express our

thanks to the MTRC, the CLPGIG, the

MEGS and the PWDGS for co-organising

the event. We would also like to thank

those who played so valiantly for our

team. Our team spirit can clearly be

seen in the picture!

President's Protégés Club

The President’s Protégé Club organised

two workshops for students participated

in this year’s Engineering Exploration

Programme on 6 and 27 April 2019

respectively.

On 6 April 2019, the workshop attracted

over 60 students, teachers, team leaders

and tutors who are members of the

HKIE volunteered to help the students in

developing their designs to address the

targeted community issues.

The workshop started with an inspiring

sharing session by COMMA (起動社),

a local voluntary group initiated by

two professional architects

working to improve the living

conditions and environment

for Hong Kong’s grassroot

citizens, especially those living

in cramped subdivided flats.

Engineering Exploration Programme 2019 - visit to Pak Kau College and role play workshopBy Ir Julia CHEN

The second part of the workshop

featured a presentation followed

by a campus tour guided by recent

graduates of Pak Kau College, who were

also the winners of the “Your School,

Dream Green” Competition organised

by the HKIE President’s Protégé Scheme

2015/2016. Representatives from Pak

Kau College not only shared their

designs and installations to improve

campus sustainability, but also, and

more importantly, the difficulties they

overcame in the process. This provided

a valuable peer learning opportunity for

this year’s participants to improve the

practicality of their engineering designs.

On 27 April 2019, a role play workshop

was successfully held, during which

a heated topic on “Uber legalisation” was

fiercely debated among the participants.

This workshop aimed to provoke the

comprehensive thinking of students

through rational analysis of heated topics

in the field of engineering.

Students were guided to understand

the key debatable issues on the topic,

followed by a role play exercise for

students to debate from the perspective

of different stakeholders in society. In

preparation for the implementation of

engineering proposals in the community,

this workshop could give more

insights to students on how to

address concerns and reach

a consensus among

stakeholders.

梁醫師接着分享中醫治療中風後遺症的方法,主要包括針灸、推拿與中藥的綜合治療法,中醫亦會因應個人體質而作出調理,預防中風康復者再次中風。此外,梁醫師亦親身示範各種穴位按摩保健法及介紹多種相

關的健食療配方。最後,他忠告與會者建立健康飲食模式,降低患上心臟病及中風的機會。

講座引起與會者熱烈回應,會員們踴躍提問,梁醫師逐一詳細解答。

人,參觀了位於觀塘海濱道SML大廈4樓的一新美術館舉辦的丹青夢國畫展覽,並由楊春棠館長親自導賞。

楊館長表示,一新美術館乃一間非牟利民間博物館,向公眾免費開放,以保育、教育和活化文化,提升港人的生活質素為宗旨。其英文名「Sun Museum」的由來,則源自館主孫少文博士的姓氏。

是次展覽題為丹青夢,展期由2019年4月12

日至7月13日。展品精選自館主孫博士「一濤居」的私人珍藏,包括清初名家八大山人、石濤等;二十世紀初的高劍父、高奇峰、徐悲鴻、齊白石、張大千等;近代則有饒宗頤、

楊善深、趙少昂等名家真迹,可謂琳瑯滿目。楊館長用心詳細解釋數幅畫作的構圖、畫意及筆法,例如石濤的《笤溪詩意圖》,他以浪漫的筆法,具創意地將現實景物,在山水畫中加工及重新安排景物的布局,以呈現他想像中的意境。還有張大千以大膽的潑墨和潑彩方法,創作出《青綠山水》和

《墨荷》。至於花鳥畫,楊館長介紹了張大千和齊白石合作的《雙雞芭蕉》,展現出兩位大師各具特色的風格。展館亦擺放了二十世紀上半葉的作品,反映當時社會動蕩及民不聊生。畫作當中的魚鷹、雄雞、奔馬等,更流露出作者以藝術救國的希望。

當導賞完結時,各參觀者都意會到中國畫其實是寫意畫,以藝術傳遞訊息,讓人陶醉於畫中美夢。

Online CPD Logbook for Members of the HKIEThe online CPD logbook service is now in operation to provide

solely for members of the HKIE to record their personal CPD

activities. Members are invited to enter the Member Login

area of our website to access to this online free-of-charge CPD

logbook for keeping a systemic record of their CPD participation.

For trainees who are under the formal training schemes of the

HKIE, they will remain to be required to record their CPD

activities in the Record of CPD with endorsement by their

Engineering Supervisors.

Update on SARTOR3 (Standards and Routes to Registration 3) and UK-SPEC (The UK Standard for Professional Engineering Competence)The Engineering Council (UK) implemented the SARTOR3

system from 1999. Accredited MEng degrees or accredited

BEng degrees plus matching sections are required to satisfy

the academic requirements for Chartered Engineers in the UK.

The HKIE is a signatory to the Washington Accord and the HKIE

recognises the accredited MEng or accredited BEng degrees

plus matching sections of the Engineering Council (UK) from first

intake year 1999 as satisfying the academic requirements for

Member of the HKIE.

The SARTOR3 system has been replaced by the UK-SPEC since

1 March 2004 and the updated academic requirements for

Chartered Engineers (CEng) Registration are as follows:

(i) An accredited integrated MEng degree; or

(ii) An accredited Bachelors degree with honours in

engineering or technology plus either an appropriate

Masters degree accredited or approved by a professional

engineering institution; or

(iii) An accredited Bachelors degree with honours in

engineering or technology plus appropriate further learning

to Masters level.

In line with these changes, the HKIE shall accept graduates from

the UK as satisfying the academic requirements for Member of

the Institution if they could provide document proof from the

Engineering Council (UK) that they have satisfied the academic

requirements ie either (i), (ii) or (iii) for Chartered Engineers

(CEng) Registration.

Mandatory Basic Safety Training under the Factories and Industrial Undertakings Ordinance, Cap 59Corporate Membership has satisfied the Commissioner for

Labour in respect of section 6BA(4), Cap 59 since 1998 on the

understanding that Corporate Members have undertaken a

minimum units in the Continuing Professional Development

(CPD) programmes, which include updates on occupational

health and safety legislation. On the basis that Corporate

Members will continuously update their knowledge in

occupational safety and health through CPD, Corporate

Members of the HKIE do not need to take mandatory basic

safety training before entering construction sites.

Please note that the HKIE is required to provide such CPD

records concerning the recognition of the Corporate Members’

training for the purpose of section 6BA, Cap 59 upon the

request of the Labour Department.

Members may refer to the online references of safety training

from relevant statutory bodies, including the Occupational

Safety & Health Council (http://online.oshc.org.hk/elearning/

learner/elearning_c.htm) and Construction Industry Council

(http://www.cic.hk/eng/main/safety-corner/).

Policy on ReinstatementCorporate Members and Associate Members who have been

removed from the membership roll (due to resignation or striking

off by Council resolution) for more than seven years will be

required to submit fresh applications should they wish to re-join

the Institution. All other grades of members who have been

removed from the membership roll (due to resignation or

striking off by Council resolution) for more than three years

will be required to submit fresh applications should they wish

to re-join the Institution. Subject to the above, the current

payment scale for reinstatement of membership other than

for non-resident members, is a reinstatement fee of HK$400

(for administration purpose), plus all arrears in subscription. The

arrears in subscription shall be subject to a maximum of three

years’ subscriptions prior to the application for reinstatement of

membership.

Non-resident members who apply for the reinstatement of

membership as non-resident members shall only be required

to pay a reinstatement fee of HK$400; all arrears in subscription

shall be waived. All other requirements for reinstatement of

membership shall remain unchanged.

Commencing 1 January 2019, competence-based approach

to Continuing Professional Development (CPD) activities will be

fully implemented as part of CPD requirements for Corporate

Members. Corporate Members are required to undertake, out

of the 30 hours per year, at least 5 hours each for two areas of

CPD activities, namely “Technical Matters” (TM) and “Broader

Areas of Studies” (BAS).

Corporate Members are required to complete and return an

annual CPD Declaration Form together with the membership

subscription advice to the Institution. A random checking,

usually 1% sampling, on all Corporate Members, will be

conducted on an annual basis. Members who are selected for

checking will be asked to submit their evidences of CPD.

The following actions shall be taken in case of non-compliance:

1. Corporate Members who fail to comply with the CPD

requirement in the fi rst year selected for sampling will be

asked to submit their records again in the following year;

2. Warning letters will be issued to Corporate Members who

fail to comply in two consecutive years. The HKIE Continuing

Professional Development Committee (CPDC) will also

follow up with those Corporate Members on the reasons of

non-compliance;

3. Corporate Members who fail to comply with the CPD

requirements in the third consecutive year may be invited to

an interview with the HKIE CPDC Representative(s);

4. Corporate Members who fail to comply with the CPD

requirements for the 4th consecutive year will have their

names published in Hong Kong Engineer.

For application to Corporate Membership, candidates under formal training route (Scheme “A”) must have undertaken a minimum average of 45 hours (7.5 days) per year calculated from the commencement date of Scheme “A”, up to the time of the Professional Assessment. For general experience route, candidates must meet a minimum average of 45 hours per year for the six years immediately prior to their application for Professional Assessment. For mature route, candidates must have undertaken an average of 45 hours (7.5 days) per year of relevant extra developmental updating for the three years immediately prior to their application for Professional Assessment.

Received the petition letter from the construction industry

Together with the Chairman of the

Finance Committee and The Hon

Abraham L H Shek, I received a petition

letter from the representatives of the

construction industry on 10 May 2019.

We listened to their concerns over

filibustering in the LegCo. They

complained that the slow approval of

public works projects has affected the

industry and workers’ livelihood, and

strongly expressed that filibustering

disrupts LegCo’s normal operations and

jeopardises social order, and it should

be stopped.

On 17 May 2019, the Finance Committee

(FC) approved a funding request of

HK$6.8 billion for the construction of the

Immigration Headquarters in Area 67,

Tseung Kwan O.

Visited Heung Yuen Wai Highway and attended the Heung Yuen Wai Highway opening ceremony

On 21 May 2019, together with some

other LegCo Members, I visited the

Heung Yuen Wai Highway, connecting

the Liantang/Heung Yuen Wai Boundary

Control Point with the Fanling Highway

to learn about the latest progress of

the construction and preparation work

for the commissioning of the highway.

Members first visited the 4.8 km long

Lung Shan Tunnel, the longest

land-based road tunnel in Hong Kong,

and had a briefing on the construction

of the Heung Yuen Wai Highway and

Lung Shan Tunnel as well as the traffic

arrangements upon their commissioning.

On 26 May 2019, I attended the Heung

Yuen Wai Highway opening ceremony

and joined other officiating guests on

the stage.

Funding proposals approved in the PWSC and the FC in May

On 14 May 2019, the Public Works

Subcommittee (PWSC) approved

a funding request of HK$0.389 billion

to carry out the third package of the

construction of public infrastructure

works to support the early phases of

West Kowloon Cultural District (WKCD)

development especially the Artist

Square Development Area and

HK$17.47 billion to carry out the remaining

works of the Integrated Basement (IB)

in Zone 2 of WKCD. Another funding

request of HK$0.77 billion was approved

to carry out the design and construction

of the first stage of desalination plant at

Tseung Kwan O.

On 17 May 2019, the PWSC approved an

allocation of HK$4.27 billion to provide

an additional District Cooling System

at the Kai Tak Development to meet

an increase in the projected cooling

demand.

On 25 May 2019, the PWSC passed

a funding request of HK$0.55 billion to

conduct studies related to the phased

reclamation for the formation of artificial

islands in the central waters between

the Hong Kong Island and Lantau (the

Central Waters) to alleviate the acute

shortage of land.

Bills Committee on Franchised Taxi Services Bill

The Franchised Taxi Services Bill was

published in the Gazette on 26 April

2019 and introduced into the Legislative

Council on 8 May 2019. The Bill seeks

to establish a new regulatory regime

to confer on the Chief Executive the

powers to grant and administer the

franchises for franchised taxi service in

Hong Kong. I joined the Bills Committee

in June.

Durability and Cracking:

Cracking Corrosion Solved!

The Eastern District Hospital High-Temperature Salt Water

Cooling Tower (1987) was protected against chloride

corrosion of structural steel by the specification and use of

the Cementaid HPI, Everdure Caltite System for the entire

structure, including the roof.

In normal, plain concrete structures, the

concrete absorbs moisture and dissolved salts.

This saturates the concrete and provides the

electrolyte for the formation of the galvanic

cells on which corrosion depends. The

structural steel corrodes, along with any metal

pipe projections, fixtures and fittings. The

expansive nature of the corrosion process

causes the surrounding concrete to crack,

leading to further and faster corrosion.

Cracking in the cover zone completely bypasses the protection

intended by the cover concrete. Cracking is the major driver of

corrosion and deterioration of structural concrete, it is

responsible for the dramatically-shortened service life of these

structures - from the design life of 70 or 100 years to the actual

service life of typically 12 to 15 years, at which time corrosion

repairs must be commenced. (The ACI defines service life as

“time to first spall”)

Structural concrete protected by the Cementaid HPI, Everdure Caltite System, will not absorb moisture or

dissolved salts - ever. Consequently, concrete remains internally DRY, the galvanic cells on which

corrosion depends cannot form, and reinforcing steel is protected - permanently. Even corrosion of the

exposed sections of pipe projections and fixtures, etc., is halted where the projection enters the protected

concrete. No expansive corrosion reactions can occur to crack the concrete or lead to accelerated

deterioration. Similarly, cracking in the cover zone cannot affect the durability of the structure, because

the steel remains encased in permanently - DRY, high-resistivity Caltite conerete.

The durability performance of Cementaid Everdure Caltite System concrete

has been independently verified through the 55-year history of use

(since 1960) in structures in the field in the full range of exposure conditions.
