12. Though the number of patients shown by the Dental College are as per DCI requirements on physical verification, patients could not be seen in the college. When the inspectors went to the Deptt. of Prosthodontics for checking the Casting & Ceramic Lab, there was not even a single patient in the Deptt.

13. There is no Lecturer room in the Deptt. of Orthodontics. 14. There is only one Dental Chair in the Faculty Clinic. 15. The Laboratory in common for U.G.’s & P.G.’s. 16. There is no separate sterilization room. It is common with

the laboratory. 17. Some of the books mentioned in the list could not be traced

in the Central Library. 18. There is no separate hostel facility for P.G.’s. It is common

with the U.G.’s. 19. There is no Warden room in the girl’s hostel. 20. The exam appearing P.G. Students have started only

17&18 fixed Orthodontics cases which is much less than the minimum number of 50 cases as per DCI requirement.

21. The Ethical Committee constituted by the College is not as per the guidelines specified by the Govt. There is no Basic Medical Scientist, No Legal Expert, No Ray person and No Social Scientist in the committee which is essential as per Govt. guidelines. Moreover, the registration of Ethics Committee with the Dept. of Health Research has not been furnished.

22. CCTV is not functional in Lecture Theatre & the clinic in the Dept. of Conservative Dentistry and Endodontics.

23. The Tobacco Cessation Center is located on the first floor and not on the ground floor (as specified in the Operational Guidelines 2018 for establishment of cessation centers in dental institutes. No equipments are available in the Tobacco Cessation Centre including printed patient records, computer, diagnostic instruments, Carbon Monooxide monitor, Television with DVD player, portable audio system etc.

24. Self Assessment Report (SAR) was not provided inspite of repeated reminders.

25. There is no segregation of Biomedical waste at the Department level.

2. Clinical Material: Inadequate clinical material.

Observations/Remarks of the Inspectors 1. The P.G. Clinic space is not adequate. There is insufficient

space between 2 dental chairs. Both UG & PG clinics do not have gas connection. PG clinic is not connected with central compressor. Each chair is connected with an individual compressor which is not as per norms. There are only 2 working plateforms in PG clinic instead of separate work station for every chair.

2. The Tobacco cessation centre is the department of Oral Pathology & Microbiology which is not as per norms. There is also deficiency of equipments.

3. In the Central Library the hard copies of back volumes are not complete as indicated in proforma.

4. Number of rooms earmarked for PG students in Hostel and details of room allotment for PG Students have not been provided.

5. Department area and map of Dept. have not been furnished.

6. AERB certification not provided for all x-ray machines. 7. Phantom head Lab. Is common for UG and PG and is

shared with Dept. of Conservative Dentistry.

Paedodontics and Preventive Dentistry with 2 seats 1. The dental college patient OPD case files is not

maintained and it lacks basic Dental/Medical History findings headings, dental examination headings and treatment plan headings.

2. The tobacco cessation center case files system is unorganized with systematic no follow up of patients. Most of the case files data entry are done by pencil.

3. The Biometric Attendance Machine is not in use/non functional. The faculty attendance Medical and dental could not be verified physically. The college authorities refused to give data citing COVID-19 protocols.

4. There is no separate PG Hostel for boys and girls in the campus. The PG’s care accommodation under graduate hostels of boys and girls and in both hostels the kitchen Mess is unhygienic, dirty with lacking in infrastructure for seating as per intake/admission and inhouse capacity of UG and PG Students.

5. In the college Central Library books related to speciality/others no new books/new Editions is purchased after starting of PG program and the college authorities failed to produce purchase bills/payment receipts inspite of frequent reminders.

6. The Central Library do not have a separate PG Reading Room. It is shared with UG Reading Room. The Library has only 04 functional computer stations for E-library facilities. The E-library facility was non-functional for 2021 International and national speciality Journals. The International and Nationals Journals 2021 for the speciality were not available on physical verification. The college authorities only showed purchase orders/payment receipts.

7. The 02 Dental Chairs Earmarked for faculty and one Dental Chair in Minor OT Pedo Dept was not fully functional and lacked proper maintenance in many aspects.

8. The Ethical Committee of the college is not registered in portal naitik.gov.in as per DCI circular DE-237-Act(Regulations-Ethics)2020/1121 dated28.07.2020. The college authorities are not follow-uping on regular basis for complete registration documentation which is raising ethics concern in Biomedical and Health Research Activities of the college.

9. The entire campus is not having Anti-Ragging display posters especially Helpline numbers of Anti Ragging Cell/Squads/Committee in prominent buildings, Reception Areas, Hostels.

10. Dr. Jasmin Kaur, Senior Lecturer in speciality of Paedodontics and Preventive Dentistry has produced residing address proof of place Barnala which is approximately 75 Kms from college.
