1. Executive Summary:“Community Mobilization to Protest Domestic Violence (CMCMPDV)”- is a 3years project proposal of THANGAPARA HORIZON LIBRARY (THL) has beenformulated through a participatory process involving the grassrootslevel stakeholder groups, staff members of THL. Organization expected toimplement the project for the duration of 5 years starting from August01, 2007 to which is expected to complete by September 30, 2012. THL is a non-government voluntary organization (NGO) has been workingfor the rural poor and disadvantaged people in D.Dinajpur District thatestablished in 2000. THL realized that proper education, massiveawareness, social mobilization and women empowerment are very prior tobring positive changes in our society. Considering the situation that,generally, women and children are extremely victimised in many ways andforms and they are the victims of dual exploitation both by poverty andgender discrimination. Rich & influential people always take chances toexploit women physically, mentally and economically by giving low wagesas maidservant. At the family level women are fully denied from theirrights what a human being entitled. The literacy rate of is also verypoor; especially women in remote and tribal areas belonged illiterate.Women and girls are the victims of early marriage, polygamy, divorces,dowry, rapping and many other kinds of physical torture as well asdomestic violence due to economical deprivation along with influence ofreligious bound and prejudice of the society. THL realized thatestablishment of gender equity; human rights especially for the women

and children are so required for a developed society where people willleave peace and tranquillity. It optimistically believes that thepresent situation regarding the maltreatment of rights, unequaldistribution and viewpoint must be faked away if we are undertaking suchtype of timely and appropriate measurement.

Domestic violence is a widespread problem in West Bengal in India.Actual extent is difficult to measure. Researchers believe that theextent of violence between intimate partners is higher than reportsindicate. Data based on official documents, such as police or hospitalrecords, tend to underestimate the extent of violence because manyinstances of abuse are never reported. Surveys of individuals generallyproduce higher estimates of violence than official records, but they arealso assumed to underestimate the actual extent of domestic violence.For a variety of reasons, respondents may fail to report violence thatoccurs with an intimate partner. In male dominated society in Gaibandha,the expression from wives’ group: It’s unbearable for human; husbands beat them whenever they will, wherever they want to; while a husbandbeats his wife, other inmates seem to enjoy, sometimes they even incitethe husband to assault”.

Women and children's safety is secondary to the safety and honor of theperpetrators. Most important negative force encouraging/enhancing theviolence against women is the prevailing belief of considering theviolence as a 'family mater', not as a crime. But if we consider eachcase of violence, we will find that the violence in the family circle isalso a crime in general. In the family circle, women are not consideredas individual human being, they are considered as someone's mother,someone's daughter or wife. There are extra burdens and bindings ofresponsibilities and nevertheless they are considered as sole bearer ofmoral. The result of the failure to recognize the rights of the women isthat we are installing right insensitive programs where women aretreated as objects and on 'charity' of this male dominated society. Sothe services, we are providing couldn't fulfill the requirements of awoman holistically and impact is being inferred from her to the futuregeneration.

Under such circumstances, THL, a non-government organization (NGO)wanted to come close to the poor people with particular emphasis to enddomestic violence at their family and society level. The proposedproject is proposed to implement with an aim to eradicate domesticviolence through Community Mobilization to Protest Domestic Violence(CMPDV). Our expected achievements by the end of the year of 2012 are

The project will be implemented in 9 areas including 3 Panchait and amunicipality under Ghangarampur Block of D.Dinajpur district. Thetargeted 8 Panchait are fully rural areas where the rate of earlymarriage, polygamy, dowry, suicide and divorce is very high than othersPanchait of this Block. Besides, those Panchait are also flood proneareas. Moreover a large part of the total population on those Panchaitisvery poor. The project will directly cover 65320 people including male,female, children and community people.

The project has designed as a campaign programme along with projectrelated regular supportive activities that will be implemented thoughround the project duration. A total of 15 campaigns along with massiveawareness and socialization process related activities will beimplemented within the project duration. Almost in particular time aftereach four months campaign will be held in a particular place and theduration of each campaign programmes will be held within 3-10 days inthis way the project will end through extended and highlighted campaignprogramme. The total programme has designed on cultural methods andmessage dissemination in order to make aware the targeted people aboutDV issues. The total staffs of the project are 30 persons including aproject manager, a monitoring officer, an accountant and 9 fieldtrainers will work independently for this project and 18 youthvolunteers will work as social mobilizers for the effectiveimplementation of the project. Besides, Executive Director and ProjectDirector of THL will also assist partially by giving some times forsmooth management and implementation of this project.

Background of THL:THANGAPARA HORIZON LIBRARY (THL)was unfolded as a local based voluntaryorganization in 1998. From then THL has been operating differentdevelopment programmes for the deprived and neglected poor ofGhangarampur Blockunder D.Dinajpurdistrict with the collaboration ofGovernment. Early in 1998, a young team intentionally desire to servethemselves for the better development of poor men and women by sharingtheir suffering and pains through massive social mobilization andawareness. In this way it is originated with an aim to create overalldevelopment through active participation of the community people and it

is always emphasised for the empowerment of the poor, especially womento active them by raising their voice to ensure equal rights.Frequent flood, river erosions, cyclone, drought and intensive cold wavebrought huge sorrows and sufferings almost in every year. Moreover womenin the community are mostly neglected and dominated by theircounterpart, as they are helplessness and vulnerable. They are victimsof early marriage, polygamy, divorce, dowry, rapping, physical torturingalong with influence of religious bindings and prejudices of society.Considering the situation, THL comes to take initiatives towardsdevelopment undertaking effective and needful initiative forimplementation. In the inception, THL has organized the poor, destituteand neglected women first, then provided various human developments,technical skill development training along with adequate assistance tobuild the capacities of poor women for enabling them self-reliant.Experience on Gender Issue:THANGAPARA HORIZON LIBRARY (THL)has been operating in GhangarampurBlockof D.Dinajpurdistrict covering a large part of population towardsdevelopment ensuring participation and involvement of women and menequally. Organization believe that women empowerment, especially womenparticipation at every stage is very essential. At present, Gender andDevelopment issue has planned as cross cutting component under the coreprogramme of Gender, Justice and Governance and it has been continuing asprincipal focus within the organization. The project has planned with anaim to create public awareness on the issues like domestic violence,gender discriminations, identify the areas of violence, identify LegalAid service provider institutions and make women defendant to protectviolence against women etc.

During the outset of this year, THL has surveyed the targeted areas bydeveloping questionnaire by the side of disseminating Gender Concept andDomestic Violence issue among the targeted communities. It has beenimplementing its innovative education learning programs by involving thewhole family members namely Saisab Bikash Kendra (SBK). SBK is thelearning center where the children would be able to learn about how tobehave with others, how to talk, how to assist family, how to maintainpersonal health and hygiene, and others different development awarenesstips of common life. Through this project, we found that instead oftextual reading and cramming, the learning process has played a positiveimpact over the family. By working with the family we found domesticviolence is another major problem in the families who belonged to poor,minority and disaster affected people. THL worked for gender equality byensuring equal participation of men and women through creating improvedgender relation. Gradually, “Gender Based Empowerment of the Rural Poor(GBERP)” is another crucial programme that implemented covering theperiod July 1999–June2002 with the objective to develop gender

relationship between men and women in the community and reducing genderdisparity as well as establishes gender equality at the community andorganization level.

NOVIB, The Netherlands and Oxfam-GB are the major donors of THL thathave been funding to different development programme since 1995. Roxyprograms, Anonda Schools, Gana Pathsala, Steps Towards Development(STD), local contribution for message and information dissemination, etchave been supporting through different development projects to THL toimplement different programmes/project with joint collaboration. As a

3. Justification of Intervention:THANGAPARA HORIZON LIBRARY (THL)is gender sensitive organization thatbelieves women empowerment is very essential for overall development. Italso believes that gender discrimination and domestic violence ispossible by changing the attitude or approach of all individuals under asociety. It also believes adolescent boys and girls can also take a partto protest domestic violence. The nature of violence against women inGhangarampur Blockunder D.Dinajpurdistrict is like high level ofdiscrimination in decision making, culture, education, assemble and needalong with illicit deception, illegal separation, early marriage, dowry,tortures, rape even cruel killing by husband or others male person. Domestic violence is physically or emotionally harmful acts betweenhusbands and wives or between other individuals in intimaterelationships. It includes violence that occurs in dating and courtshiprelationships, between former spouses. Abuse between intimate partnerscan take in many forms. It may include emotional or verbal abuse, denialof access to resources, land or money, restraint of normal activities orfreedom (including isolation from friends and family), sexual coercionor assault, threats to kill or to harm, and physical intimidation orattacks. In extreme cases, domestic violence causes the death of apartner.

Research findings of ‘Nari Pakkha’ also reveal that most of the acts ofviolence against women are carried out by family members and knownpersons. Percentage of acts of violence against women carried out by thevery much-unknown persons is less counted. A survey report shows thatthe percentage of women who reported being sexually abused by their

husbands surpass the percentage (54%) of the women reporting sexualabuse, including sexual harassment by non-relatives (32%).

Children are affected in many ways. For pregnant women, both the stressassociated with abuse and the experience of violence during pregnancyresult in miscarriage, or lead to the birth of a low-birth weight orinjured child. Children, who witness violence, are at a higher risk fora whole range of emotional and behavioral problems, including anxiety,depression, poor school performance, low self-esteem, disobedience,nightmares and physical health complaints.

It is a fact that in Bangladesh women are under-represented ineverywhere in every decision making processes starting from individual,household, community and the state. This is due to a number of factors,such as:

Lack of awareness and ignorance of the women about theirrights, which is mainly attributed to poor informationdissemination.

The society is a male dominated structure. Women, in general,lack self-esteem/confidence in the political arena becausegovernment structures are traditionally not gender sensitive.Government institutions have a long tradition of not consulting andcommunicating with women in civil society.

Violence and intimidation of women in private and publicspheres contribute to the silence of women.

It is known that government relies largely on women to obtainthe vote of the majority, however promises in terms of delivery ofservices to women have not been effective. This has led women tothe feeling of disillusion and resulted in less interest ingovernmental and political affairs.

In most cases, women are not organized around their rights.Those who are organized are often weak. This is mainly attributedto the fact that they have double jobs: paid and unpaid. They don'thave time to concentrate on politics, which usually entails nopayment for women.

THL believes domestic violence is principal hindrance in the path ofdevelopment. It has targeted in those areas where the prevalence ofdomestic violence is very high. For example during last two years 57incidents of suicide, 16 rape case, 21-25 divorce case have occurred.It is also the major obstruction in growing up of mental maturation ofthe people. So therefore THL is committed to stop domestic violence fromthe family, community as well as from the society level together withthe local people and administration. This is possible by the soleparticipation and involvement both of male and female at the community

people. Organization would like to take to implement the project forfive years so that a significant level of positive changes in relationto domestic violence can achieved by the end of project duration.

4. Project Description

Introduction:THANGAPARA HORIZON LIBRARY (THL)has designed the project “CommunityMobilization to Protest Domestic Violence” with the objective to reducethe rate of domestic violence from family to society level in itstargeted areas under D.Dinajpurdistrict during May 2007 to April 2012.Before taking the project the situation of women folk surrounding thetargeted areas was very pitiable and dishonourable. Women had to facevarious types of physical, economical, mental and even illicit sensualtortures from their counterparts in family and society level. And maleparts always wanted to dominate and dictate to their female part verystrictly so that they could not able to refuse to go beyond from theircapacity. As a result, by the side of early marriage, dowry, polygamy,divorce, rape- domestic violence holds a significant places in thefamily and society level. Most of the people including women and mentake the issues of domestic violence as completely private and theycould not allow to interference by others. To change the traditional ideas and beliefs, THANGAPARA HORIZON LIBRARY(THL)has taken the project “Community Mobilization to Protest DomesticViolence (CMCMPDV)” as a respected challenge by the cordial assistanceof Oxfam-GB. After every four months of the year, organization hasadopted Campaign programme to protest domestic violence as well as toraise the issue of domestic violence as a criminal offence from familyand society level.

CMPDV is a family approach project where all family members would bebenefited, however strengthening women skills are the main target of the

project. The entire community of the working areas (approximately 32,000persons) will be benefited through this project to bring out positivechanges in their domestic atmospheres. The project will be emphasized tocover the underprivileged households along with civil society in theproject circle.

Primary stakeholders will be: 8100 women, which include 270 women leaders from 8100 families

The secondary stakeholder will be: 8100 spouses of selected families will the included in 270

Spouse Forum 16200 children will be included 540 Sobuj Forum will be formed 45000 households including male, female and children will be

benefited by the project 2500 social leaders and different professionals (school teacher,

imam, kazi), Gram Sarker, Panchait Parishad and its standingcommittee, different Government line departments and itsofficials at Blockand District level (Women and ChildrenAffairs, Police, Social Service etc), NGOs, CBOs working in thearea, legal aid committee, advocates and police department.

THL will be work in most of the villages under each Panchait coveringall the population under those Panchaits. In this respect organizationwill consider the socio-economic status and the incidents of DV.Besides, THL will give more attention to the poor and disaster-affectedhouseholds in the targeted working areas. The total villages under thosePanchaitis 169 and in municipality the following communities will bedirectly involved into the project intervention. CAMPAIGN ACTIVITY

Campaign programmes will be designed by series of cultural eventsincluding drama, folk song, video, jarigan presentation with DVmessages. Students counselling, sports, debate competition, articlewriting competition will also be designed within the campaign programme.Besides, under each campaign programmes series of innovative andattractive activities will be measured under a total 15 CAMPAIGNprogramme.

CORE ACTIVITY Staff RecruitmentOrganization will recruit 30 staff members to operate the projectincluding a project manager, a monitoring officer, an accountant and 9field trainers will work independently for this project and 18 youthvolunteers will work as social mobilizers for the effectiveimplementation of the project.

Staff OrientationAfter recruitment, organization will provide an orientation course forall the staff members so that they would be able to perform their roleand responsibilities for the project.

Project Inception metingProject will organize 10-inception meetings in one municipality and 8Panchaitlevel to launch the project as well as to inform the civilsociety about the project concepts.

Skill transfer training for staff membersAfter successful of orientation course, organization will also provideskill transfer training to the project’s staff members on differentrights based and behavioural change communication approach in relationto the project concepts.Formation of Family Club (FC)Project will formed 270 Family Club (FC) incorporating 8100 households.

Family Club Leader SelectionAfter forming Family Club, Project will select 270 potential leadersfrom those club who will be lead the club.

Training to the FC LeadersProject will provide leadership development training to 270 FC leadersso that they would be capable to lead their club.

Formation of Spouse Form as change agentProject will formed 270 Spouse Forum incorporating above mentioned thosehouseholds. Each forum will be consists of 30 members. They willdirectly work for dissemination of DV issue.

Formation of Sabuj Forum for adolescent group Project will formed 540 Sobuj Forum covering 16200 children from abovementioned households as social change agent for domestic violenceissues.

Training and orientation to Spouse Forum, Sabuj Forum and CMPDVC group membersOrganization will provide training human rights including women human,children and fundamental rights and domestic violence issues of thecitizens in relation to the project concepts.

Regular meeting of FC, Social Forum, Sabuj Forum FC will meet monthly to discuss about different scheduled social issuesincluding women human, children and fundamental rights and domesticviolence and they will identify the hidden cause of the DV.

IEC materials delivery among the FC, Social Forum, Sabuj Forum Organization will delivers IEC materials to the FC, Social Forum, SabujForum for continuing their scheduled activities.

Formation of Central Cultural Group (CCG)Project will formed another Central Cultural Group (CCG) consists ofcultural people who will be worked as message and informationdistributor through their presentation.

Script development on DV issues for theatre and folk song presentationProject will be developed script and others documentaries for theCentral Cultural Group (CCG) for their perspective shows andpresentation.

Bi-monthly Meeting with cultural group on project activitiesProject will organize Bi-monthly Meeting with cultural group on project activities in a regular basis.Billboards, street boards installation3 billboards and 90 street boards containing the message of domesticviolence issues will be displayed within the working areas.

Banner demonstrationProject will demonstrate 50 banners containing DV issue related messagesat different focus places within the project areas.

Rickshaw paintings, posters, sticker publicationProject will be delivered rickshaw paintings containing the message ofdomestic violence issues will be displayed within the working areas.Besides, posters and stickers will also be published to recognize theissue as criminal offence.

Twice monthly cultural programmeProject will organize cultural programmes at different places highlighting the DV messages twice monthly throughout the project cycle.School Programme of Sobuj ForumProject will organize different types of school programmes includingcompetition, wall magazine, and blackboard with messages meeting withteachers representatives to highlight the project issues.

CAMPAIGN ACTIVITY

The project is designed as campaign programme along with some supportingregular activities to eliminate domestic violence and genderdiscriminations from society by changing belief, attitude and behaviourof people. During each year of the project period 3 campaigns will bearranged. To make the campaign productive, presentable and popular staffof the project will perform campaign carefully with participation alllevel of stakeholders and change agents by which information of domesticviolence and gender discrimination can easily to reach to public.

5. Project Management:

Advisory Group: Considering the sensitivity and nature of CMPDV project, an AdvisoryGroup will be established to guide (not direct) project interventions.The advisory group will also be an instrument to enhance co-ordinationamong organizations working on violence in the D.Dinajpurarea. The groupconsists of helpful community leaders/Advisors, committed societalleaders who believe for women advancement. Moreover, the advisory groupwill be an occasion to lobby for political support by the governmentinstitutions through existing networks. The advisory group will meetquarterly. It will review progress, discuss and advise and will supportthe project in times of difficulties.

Family Club: 8100 households will be included into the family club mainstreamingand among them 270 FC will be formed.

10. Project organogram:

The total staffs of the project are 30 persons including a projectmanager, a monitoring officer, an accountant and 9 field trainers willwork independently for this project and 18 youth volunteers will work associal mobilizers for the effective implementation of the project.Besides, Executive Director and Project Director of THL will also assistpartially by giving some times for smooth management and implementationof this project.

Monitoring and evaluation procedure:

Monitoring System is very significant section of an organization, whichprovides large assist to successful implementation of programme andproject. It also includes innovative ideas in the strategies and policesof project implementation. THL always emphasizes for proper monitoringand evaluation. Since its inception, THL has been following a MonitoringSystem by an efficient Monitoring Cell consists of 7 staff, who are

responsible for observing the process and progress of project andprogrammes components. The staff of Monitoring Cell works independentlyand segregated their duties from other sections of the organization.Notable all staff of Monitoring Cell are not accountable to ManagementTeam but to Project Director of the organization. This Cell directlyvisits the activities of different project and programme and keeps allthe records and documents in details. In addition, this Cell regularlyprovides necessary feedback to the Management Team and senior staff ofthe organization. Under the project, staff will have collectedcontinuously all feedback from the working community. Project stafforganized weekly meeting with feed and progress and will submit reportto concerned programme manager. For evaluation, different type ofquestioners and case study has been chosen according to the indicatorsof this project. Besides, Management Team and Project Director of the organization hasvisited surprisingly to oversee the total situation of the project. Theyhave supported directly to Monitoring Cell for frequent monitoring ofthe project. Monitoring team of THL has monitoring scheduled plan tooversee and activity goes through a process and creates a series ofresults in course of time. Monitoring Cell has made different comprehensive report ensuringavailability of relevant and reliable data/information as the first stepof the process. In addition, Project Monitoring and Evaluation systemat present, the mid-level managers along with the assistance of otherstaff under same programme perform the task of existing MIS activitiesof individual programme. Some time root level staffs get involvement indata collection to meet certain needs. Management members sit in discussion meeting on the feedback report ofMonitoring Cell in a regular basis, formally and informally, to reviewprogress and take necessary actions to execute project smoothly.Accordingly, for implementing the management decision, the head of theeach programme meet in discussion meeting with the staff under him.
