In its FIR, the Acaut had requested the author- ities to take cognizance of the tragedy against the culpable individuals and organisations namely the then minister for Roads and Bridges, the executive engineer (PWD), Dimapur division; the department of Roads and Bridges; the sand and gravel mafia in- cluding the contractors and the ‘concerned village council authorities’ for ille- gally allowing extraction of stones from the riverbeds. It has also demanded im- mediate arrest of the ac- cused persons. According to Eastern Mirror’s report on July 2017, the Acaut demanded that the Nagaland government pay adequate compensa- tion to the victims’ families, set up a ‘high powered inde- pendent inquiry committee comprising members of the public to probe the collapse of the bridge,’ and the chief minister to “immediately sack the then minister for Roads and Bridges.” The Acaut had termed the tragic and civic disaster as sheer negligence and corruption on the part of the PWD (R&B) depart- ment, the government of Nagaland, and the district administration’s failure to supervise. (Refer page-5 for details) Kohima Bureau Kohima, Jan. 20 (EMN): Two-time member of the Nagaland Legislative As- sembly with the Naga People's Front (NPF) rep- resenting the 14th South- ern Angami-I assembly constituency, Vikho-o Yhoshü is reported to have resigned from member- ship of the twelfth Naga- land Legislative Assembly (NLA) and the NPF on Jan. 20. When contacted, an NLA official confirmed that the MLA has put down his papers on Sat. Yhoshü was elected from stated constituency in 2008 and 2013 on NPF ticket. He was last holding the post of advisor (cabinet status) for Mechanical Engineer- ing and as chairman of the NSMDC. It was learnt that the politician had written to the chief minister as well resigning from ‘advi- sorship to the government of Nagaland.’ Sources close to Yhoshü have substantiated that he had resigned from the NLA as well as from the NPF party. However, they did not cite reasons. It is pre- sumed that he would be joining the recently regis- tered National Democratic Progressive Party. Bengaluru, Jan. 20 (PTI): Supreme Court Judge, Jus- tice J Chelameswar, today asked the youth to value the biggest public policy docu- ment - the Constitution of India- which was prepared by people who made great sacrifices for the country as freedom fighters. "The greatest public pol- icy is the Indian constitution itself and the centre which created it is the Constituent Assembly," Justice Chela- meswar said. He said the wide range of knowledge of each member of the constituent assembly and the great experience which the members of the constituent assembly had, enriched the constitutional document while creating a structure, giving clear guide- lines as to how the country's political future of the coun- try should be. Each set of words in the documents reflect their ex- perience and knowledge, he said. Justice Chelameswar was one of the four Supreme Court judges, who recently virtually revolted against the Chief Justice, raising a litany of problems, includ- ing assigning cases in the top court. He was addressing a gathering at the inaugu- ration of a department in an educational institution here. Justice Chelameswar said he was aware of the fact that the constitution was amended from time to time depending upon the demands of the time. Kolkata, Jan. 20 (IANS): The Employees Provident Fund Organisation (EPFO) is expecting to eliminate multiple account numbers of an individual, once the process of seeding Aad- haar is completed, an of- ficial said here on Friday. "Aadhaar seeding and bank account linking will help do away with mul- tiple provident fund ac- counts, once merger of accounts happens with the help of Aadhaar seed- ing," Additional Central PF Commissioner S.B. Sinha said. He also said that bank account linking would help members in managing PF accounts and in claim set- tlements. Since July last year, a Universal Account Number (UAN) generation requires mandatory Aadhaar seed- ing, bank details and mo- bile number. Sinha also said that for old account holders, seed- ing was being carried out. Regional PF Commis- sioner Navendu Rai said there were 26 lakh regular contributing members in West Bengal at present, but the number of PF accounts issued from the state was about 70 lakh. "On an average, one person has three PF ac- counts (in West Bengal) due to change in employment," he said on the sidelines of a programme organised by the Indian Chamber of Commerce (ICC). According to him, on- line submission of claims and settlements would also be possible in case of Aadhaar-seeded UAN holders. "An employee will not require transferring their PF account to the new em- ployer as with Aadhaar- seeded UAN numbers, transfer will happen auto- matically and seamlessly without any intervention of the member," Rai added. Washington, Jan. 20 (PTI): The US government officially shut- down on Saturday for the first time in five years after the Senate rejected a short-term spending bill to keep the federal govern- ment running, marking a chaotic end to Donald Trump's first year as president. The shutdown began at 12:01 am (local time) after a few Re- publicans joined Democrats in blocking the crucial measure would have provided short-term funding for the Pentagon and other federal agencies. Trump blamed the Demo- crats for the shutdown which comes exactly a year after he was sworn in as the 45th President of the United States. "Dems want a shutdown in order to help diminish the great success of the tax cuts, and what they are doing for our booming economy," he said. Despite last minute bipar- tisan meetings, the bill to fund the government until February 16 did not receive the required 60 votes. The Senate voted 50-48 to block the stopgap funding measure. The short-term spending bill was passed by the House on Thursday. This is part of the Democrats strategy to force President Trump and the Republicans to negotiate with them on illegal immigrants who are facing deportation. The effect of the shutdown would be felt most from Monday when the federal government employees would not be able to join for their work and be forced to stay at home without pay. It is estimated that more than 800,000 federal employees would be furloughed. Only the essential services would be open. The last time that a government shut- down happened was in 2013. Earlier in the day, the Of- fice of Management of Budget said it was preparing for "what we're calling the Schumer Shut- down". The Director of Office of Management of Budget Mick Mulvaney told reporters that efforts were being made to have the government shutdown less impactful than it was in 2013. "We're going to manage the shutdown differently. We are not going to weaponize it. We're not going to try and hurt people, especially people having to work for this federal government. But we still need Congress to appro- priate the funds," he said. Military will still go to work, the border will still be patrolled, fire folks will still be fighting the fires and the parks will be open. But in each of these cases people will not be paid, Mulvaney said. Fanny and Freddy will be open, the post office will be open, the TSA will be open, but again all of these people will be working for nothing, which is simply not fair, he said. US Postal Services would be working. The last government shutdown lasted for 16 days in October 2013. The previous shutdown before that was for 21 days that ended on January 6, 1996 However, this is for the first time in recent history that a shutdown has taken place when both the House and the Senate as well as the White House is controlled by the same party. "This is completely unfair and uncompassionate for my Democratic colleagues to fili- buster government funding, harm our troops, and jeopard- ise health coverage for nine mil- lion children because extreme elements of their base want illegal immigration to crowd out every other priority," Senate Majority Leader Mitch McCon- nell said. He argued that immigration reform needed to be handled separately from the spending bill. Trump has cancelled his scheduled weekend trip to Mar-a- Lago in Florida. How- ever, he would continue with his trip to Davos to attend the World Economic Forum meeting next week. "Democrats can't shut down the booming Trump economy. Are they now so desperate they'll shut down the government in- stead?" said White House Press Secretary Sarah Sanders and described it as a "Schumer shut- down". Democratic Senator Chuck Schumer is the Senate Minority Leader. "Senate Democrats own the Schumer Shutdown. Tonight, they put politics above our na- tional security, military families, vulnerable children, and our country's ability to serve all Americans," Sanders said. "We will not negotiate the status of unlawful immigrants while Democrats hold our law- ful citizens hostage over their reckless demands. This is the behaviour of obstructionist los- ers, not legislators," Sanders said in a statement. "When Democrats start pay- ing our armed forces and first responders we will reopen nego- tiations on immigration reform. During this politically manu- factured Schumer Shutdown, the President and his Adminis- tration will fight for and protect the American people," the White House said. Earlier, Trump held a last- minute meeting with Schumer to avert a government shut- down. "We had a long and detailed meeting. We discussed all of the major outstanding issues, we made some progress, but we still have a good number of disagree- ments. The discussions will con- tinue," Schumer said soon after his meeting with Trump. Dimapur, Jan. 20 (EMN): Five districts in Nagaland Mokokchung, Tuensang, Mon, Zunheboto and Longleng will be experi- encing frequent power-rationing in the coming, according to a statement from the department of Power. “This is to inform that the 5 districts under Mokokchung transmission division namely: Mokokchung, Tuensang, Mon, Zunheboto and Longleng may experience frequent unscheduled load shedding as Kohima load centre is being fed from PGCIL, Mokokchung due to the fire that broke out at Power Grid Corporation of India Limited (PGCIL), Government of India at Nagarjan, Dimapur on 15th Janu- ary causing damage to cables in one of the power panels. “As Mokokchung and Kohima load centres are restricted to draw only 50MW from PGCIL, Mokokchung during the shutdown period of Doyang Hydro Electric Project which is from 7:30pm to 4:00pm everyday; power availability has been con- straint,” reasoned a press release from the establishment of Mokokchung transmis- sion division on Sat. “It may be mentioned that Kohima load centre was being fed from PGCIL, Dimapur before the incident. As such, the five districts under Mokokchung transmission division may experience more load shedding hours than usual. This arrangement will be in place till the damaged panels are restored. Therefore, all affected consumers are requested to kindly bear with the inconvenience”, the statement read. Dimapur, Jan. 20 (EMN): The Janata Dal (U) has re- iterated its alliance with the now-hardly-existing Democratic Alliance of Na- galand in the run-up to the Nagaland assembly elections. A press statement from the JD (U) on Sat. stated that the party was com- mitted to contesting the assembly elections ‘in a meaningful way’. “The party is in the process of consulting all the concern political par- ties and groups to finalist the alliance. The state party leaders and some regional outfit will meet the party President Nitish Kumar in Delhi on 27th of Jan for fi- nal decision,” it informed. Eastern Mirror Desk Dimapur, Jan. 20: Despite putting up a brave public front, the Congress party in Nagaland continues to suffer setbacks–a trend that has been plaguing the grand old party for decades in Nagaland. The latest blow to hit the Nagaland Pradesh Pradesh Committee (NPCC) arrived from its veteran leader, and former chief minister KL Chishi. Citing ‘trust deficit,’ the Congress veteran on Sat. announced his resig- Eastern Mirror Desk Dimapur, Jan. 20: On the evening of Jul. 11 2017, four persons including a minor boy were killed when the aged bridge over Chathe River at 4th Mile in Dimapur collapsed. In this connection two es- tablishments namely the Acaut of Nagaland and the Diphupar Village Council had registered separate First Information Reports (FIR) with the Diphupar Police Station the same day. Six months since the tragic tragedy, and the con- sequent registration of FIR, the authorities in concern are yet to act on the dual police complaints. The investigating of- ficer of Diphupar police station told Eastern Mirror on Sat. that the case was yet to be processed and have been stalled as per direction from the ‘high- er authority.’ The officer also pointed out that the Diphupar police had filed a suo moto case in this connection, as soon as the incident had occurred. Further details could not be obtained as the po- lice officers involved in the case could not be reached nation from the NPCC–and the Indian National Con- gress, by extension–with immediate effect. Sources close to Chishi suggested that he was most likely to join a national party.

Dimapur, Jan. 20 (EMN): Five districts in Nagaland Mokokchung, Tuensang, Mon, Zunheboto and Longleng will be experi-encing frequent power-rationing in the coming, according to a statement from the department of Power.

“This is to inform that the 5 districts under Mokokchung transmission division namely: Mokokchung, Tuensang, Mon, Zunheboto and Longleng may experience frequent unscheduled load shedding as Kohima load centre is being fed from PGCIL, Mokokchung due to the fire that broke out at Power Grid Corporation of India Limited (PGCIL), Government of India at Nagarjan, Dimapur on 15th Janu-ary causing damage to cables in one of the power panels.

“As Mokokchung and Kohima load

centres are restricted to draw only 50MW from PGCIL, Mokokchung during the shutdown period of Doyang Hydro Electric Project which is from 7:30pm to 4:00pm everyday; power availability has been con-straint,” reasoned a press release from the establishment of Mokokchung transmis-sion division on Sat.

“It may be mentioned that Kohima load centre was being fed from PGCIL, Dimapur before the incident. As such, the five districts under Mokokchung transmission division may experience more load shedding hours than usual. This arrangement will be in place till the damaged panels are restored. Therefore, all affected consumers are requested to kindly bear with the inconvenience”, the statement read.

Dimapur, Jan. 20 (EMN): The Janata Dal (U) has re-iterated its alliance with the now-hardly-existing Democratic Alliance of Na-galand in the run-up to the Nagaland assembly elections.

In this connection two es-tablishments namely the Acaut of Nagaland and the Diphupar Village Council had registered separate First Information Reports (FIR) with the Diphupar Police Station the same day.

Six months since the tragic tragedy, and the con-sequent registration of FIR, the authorities in concern are yet to act on the dual police complaints.

The investigating of-ficer of Diphupar police station told Eastern Mirror on Sat. that the case was yet to be processed and have been stalled as per direction from the ‘high-er authority.’ The officer also pointed out that the Diphupar police had filed a suo moto case in this connection, as soon as the incident had occurred.

Dimapur, Jan. 20 (EMN): The chief elec-toral officer (CEO) of Nagaland Abhijit Sinha has issued a circular informing that a meeting with representatives of all the print and electronic media in Nagaland will be held at the conference hall of the deputy commissioner of Kohima on Jan. 22 at 1 p.m.

The meeting has been called with regard to the provision of section 127 A of the RP Act 1951 instructions of ECI on advertise-ment and paid news and the guideline issued by ECI, PCI and NBSA on media related matters concerning election.

Delivering the presi-dential address at the pro-gramme, KPC president Xavier Rutsa shared in brief the history of the club. He said the KPC was formed in

2001 by few members of the fourth estate and it became the oldest Press Club in the state. The KPC, which humbly began with a small number of members, has evolved into a strong body with 56 registered members from both print and elec-tronic media today, Rutsa said. He acknowledged the pioneers of the club and all the members for rendering their active support and cooperation to the fraternity on all occasions, the press release updates.

During the programme, senior members of the club, Oken Jeet Sandham and Narain B Sagar delivered brief speeches and shared

Dimapur, Jan. 20 (EMN): The district election of-ficer of Mokokchung dis-trict Sachin Jaiswal has issued an order directing all licensed arms holders to deposit their arms and am-munitions to their respec-tive police station within a period of seven days.

The officer, also dep-uty commissioner of the district, said in the order

that the prevailing law and order situation had been reviewed and examined minutely in view of the an-nouncement of election to the 13th State Legislative Assembly elections. It is necessary to keep all the li-censed arms in safe custody of police stations to ensure maintenance of law and order during election in the district, the order stated.

However, any indi-vidual wishing to appeal against this order may sub-mit written justification for retaining licensed arms to the deputy commissioner during all office working days.

The deposited arms and ammunitions may be withdrawn one week after the declaration of the elec-tion result.

Dimapur, Jan. 20 (EMN): The District Election Officer and Deputy Commissioner, Peren Sarangi, on Jan. 19 apprised the Election Expenditure Monitoring Commit-tee about their duties which should start within 72 hours of announcement of the election. Updates from DPRO stated on Sat.

DEO made a special reference of all election related issues and complaints which will be coordinated by a control room set up for the purpose.

Sarangi also reminded the members that as a govern-ment servant everyone is bound by duties and added that everyone is deputed to Election Commission till the com-pletion of the process. She also requested the members to be thorough with their own assigned duties.

Dimapur, Jan. 20 (EMN): The Lotha Students’ Un-ion (LSU) and the Wokha Circle Students’ Union (WCSU) have condemned the inhuman and barbaric act meted towards one of its member, Renbit-hung Yanthan, a student of Bailey Baptist College Wokha son of Etsorhomo Yanthan on Jan. 18 at GA colony in Wokha.

The two unions while condemning, appealed to the law enforcing agen-cies to book the culprits evolved in the incident at the earliest and award befitting punishment as per the law of the land. A press release was jointly appended by LSU and WCSU presidents.

Also, the Humtso Vil-lage Yanthan Ekhung (HVYE) and the Yan-than Hungjantaren Okho (YHO) have condemned the barbaric and inhuman act meted out to Etsorho-mo Yanthan and his family on Jan. 18.

The organization al-leged that during the scuf-fle, ‘Tumchobemo Kikon took out a pistol and shoot three times in the head, neck and chest grievously injuring Renbithung Yan-than son of Etsorhomo Yanthan.’

While condemning such inhuman act HVYE and YHO have urged upon the law enforcing agencies to take the matter seriously and arrest all the culprits at the earliest and serve stringent punishment as per the law.

Dimapur, Jan. 20 (EMN): Dimapur district authorities have arrested two members of the NSCN (IM) stated to be attached with the armed faction’s “crime cell,” in connection with kidnapping a businessman from the city. The Dimapur police’s public relations establishment is-sued a press release on Sat. informing about the arrest.

The police said that in-formation was received at East Police Station on Jan. 19 about a businessman who was reportedly abducted from his shop at MP Road by some unknown individu-als, suspected to be under-ground cadres.

“Dimapur police verified the spot and after verifica-tion revealed that one Mr. Subash Kumar Jain (45 yrs)

proprietor of Amar Agency (garment shop) was report-edly missing from his shop at around 1230 hrs and no one could provide any informa-tion about victim or miscre-ants,” the police stated.

The authorities then ex-amined CCTV footage in a few locations during which one ‘suspected vehicle’ with the registration AS01-9353 (Maruti Swift) was identi-fied.

‘Accordingly the vehi-cle’s particulars were passed to various agencies under Dimapur commissionerate who were on surveillance duty in various market / places. While conducting search and enquiry, at about 1700 hrs the noted suspect vehicle was intercepted near Aoyimiti village junction

along with two NSCN (IM) cadres namely Toki Achumi (23) a “rajapeyu”; Khetoho Jakhalu (23) a “khapur,” both presently attached to one Khekuto Jakhalu, “secy. crime cell (LO) NSCN (IM),” the police stated in the press release.

The two accused were arrested and produced at the East Police Station along with the seized vehicle, the updates informed.

“The arrested accused stated that they had already released the victim Mr. Sub-ash Kumar Jain from Purana Bazar area, and voluntar-ily accepted their involve-ment in the crime. In this connection a case has been registered at East PS and further investigation is on,” the police added.

Dimapur, Jan. 20 (EMN): A co-ordina-tion meeting for implementation of Model Code of Conduct (MCC) for Wokha district was held on Jan. 20 in the deputy commissioner’s conference hall.

The meeting was held with election expenditure monitoring cell, Election Expenditure monitoring control room and call centre, assistant expenditure observers, video surveillance team, video viewing team, accounting team, flying squads, static surveillance team and media certifi-cation, and monitoring Cell.

Dimapur, Jan. 20 (EMN): The first meeting of the dis-trict-level standing commit-tee (DLSC) for the Model Code of Conduct and Ex-penditure Monitoring was held with various repre-sentatives from political parties and nongovernmen-tal organizations’ on Jan. 20 in the DC’s conference hall at Kohima town. The IPR gave updates about the meeting on Sat.

The discussions re-volved around activities set for the 13th Nagaland Leg-

islative Assembly elections in Kohima district.

Presiding over the meet-ing, the district election officer (DEO) of Kohima Rajesh Soundararajan said that the meeting was con-vened to discuss various election-related issues and assignments.

The DEO requested the members to used ‘su-vidha,’ which is an online permission management portal where candidates can apply for permission for meetings, rallies along

with a No Objection Cer-tificate (or NOC) from the authorities.

Soundararajan appealed to the candidates to open a separate dedicated bank account for the election expenditure monitoring at least one day prior to the date of nomination. He re-quested all the political par-ties to support and coopera-tion ‘as it is a constitutional duty of everyone to conduct free and fair election.’

Our CorrespondentWokha, Jan. 20 (EMN): Monitoring cum-Vigilance Committee (McVC) under the banner of Lotha Hoho, for the ongoing work at Wokha-Merapani road (widening and blacktop-ping), inspected the works at helipad on January 19 after learning that the works were not as per the guidelines.

The committee had a meeting at Sivasagar on November 21 last at the office of the DGM (P), NHIDCL, which was at-tended by members of the Lotha Hoho and McVC with Fakrul Islam, NHIDCL DGM (P) and Rupam Deka, Manager (P) NHIDCL. In the meet-ing NHIDCL had assured to deployed engineers for proper quality monitoring on daily basis as per the de-mand of the McVC at the earliest.

The committee stated that the works continued without any action as per the assurance whereas the Wokha-Merapani road is approaching to an end with major and final works including the installing of hume pipes.

The committee alleged that cutting and widening of the road was not done except for cleaning along-side the road. The com-mittee which met the work in charge at the site had directed to carry out the measurements and works criteria as per guidelines.

The committee has also urged the company and contractor for a joint sitting at the earliest on or before January 31. The commit-tee further decided tak-ing action to the extent of stopping the project if the company and the contrac-tor fail to comply with their demands.

Eastern Mirror Desk Dimapur, Jan. 20: The Indian Institute of Hard-ware Technology (IIHT) in Dimapur organized an an-nual job fair with the theme ‘job for all.’ The event was held on Jan. 19 and the 20th at the institution’s centre at Dhobinullah in Dimapur. The job fair was a recruitment platform for job seekers, companies, and recruiters.

More than 150 job op-portunities from more than 20 vendors and companies from various sectors in the field of marketing, real es-tate marketing, hardware and networking, account-ant, civil engineering, retail executive sales manager, banking etc., conducted the interviews this year.

The centre’s director, Kaushik Deb, called em-ployment the main focus for any society because “to give the best education or training only to the stu-dents is not enough.”

“The system has to provide platform to the students to implement and explore their skill in a pro-fessional field,” he said.

It was informed that activity was conducted to assess job seekers in find-ing a suitable job and re-cruiters to gain more em-ployees for their company. Another attraction for the youth was also the salary packages which started in the range INR 12,000-50,000.

The fair’s objective was designed to help un-employed youth explore the job market and to se-cure employment. It also provided recruiters with opportunities to hire fresh candidates, those with de-grees; employers also found benefit by having new addi-tions to their teams.
