The Manual of Operations for the conduct of the DSPC is attached hereto. 3. A registration fee of One Hundred Pesos (PlOO) for all participants composed of School Paper Advisers and Journalists shall be collected and paid to the Division Cashier. SPAs are advised to fill out the attached template in three (3) copies before paying to the cashier to be distributed after payment to the following: 1 copy for the Cashier, 1 copy for the CID/EPS-in-Charge, and ] copy for the SPA/School. 4. 2017 Division Schools Press Conference (DSPC)

1. In preparation for the Regional and National Schools Press Conferences and in accordance to RA 7079 "Campus Jomnalism Act of 1991 ,"the Schools Division of Nueva Vizcaya annmmces the conduct of the 2017 Division Schools Press Conference on November 2-3, 2017 to be held at Bayombong Central School SPED Center, Bayombong I District. This year's conference is themed "Embracing ASEAN Integration: Campus Journalists' Role in Advancing Inclusive Education."

2. All individual events and collaborative publishing, including the Search for the Most Outstanding School Paper Advisers (MOSPA), Search for the Most Outstanding School Paper Journalists (MOSPJ), and Search for the Top 10 School Paper Publications. Broadcasting Competitions held at the Highlander Hotel in Solano, Nueva Vizcaya shall no longer be allowed to join any of the DSPC contests as they are already qualified to participate in the RSPC. Those journalists who placed second, third, fourth and so on during the TV and Radio Broadcasting Contests are still eligible to join any of the contests.

5. Expenses to be incurred during the 2017 DSPC such as meals and snacks of evaluators and facilitators, honoraria of evaluators and facilitators, decorations, tarpaulin, electric cmTent consmnption and conference materials shall be charged to the Division Trust Fund subject to proper auditing and accounting rules and regulations.

6. All SPAs and student journalists are advised to bring their packed snacks and meals. Once the student jomnalists have entered the contest venue, they will not be allowed anymore to contact or see their SPAs. Also, they are to bring their own laptops and printers for the collaborative publishing and cameras for the photojournalism competitions.

7. Wide dissemination of this memorandmn is desired.

GENERAL CONTEST GUIDELINES

JOURNALISM

The competition in the Individual Writing Contest is designed to showcase the competencies of campus journalists, demonstrate their holistic journalistic skills and proficiency through media exposure, immersion and press conferences, and promote free responsible journalism.

are allowed to compete in the various individual contests of the Division Schools Press Conference (DSPC}.

The following will be strictly implemented and complied with:

General 1. Should there be questions and assistance needed, the participants can only raise their

concerns to the assigned proctor. The proctor shall refer them to the concerned Education Program Supervisor (EPS) for appropriate response to their queries and concerns.

2. Contestants should not put any identifying mark on the contest entry or answer sheet. 3. Contestants who did not qualify in the TV and Radio Broadcasting competitions can still

join one (1) individual contest or as a member of the collaborative publishing contest. 4. The top ten winners per medium shall be recognized and the points they will garner will

be included in the computation of the overall scores. The top seven winners automatically become the division's entries to the RSPC. The eight, ninth and tenth placers shall serve as alternates in case anyone from the top seven winners cannot make it to the RSPC.

5. During the DSPC, while the contests are underway, ALL SPAs will be prohibited from entering the contest venue. The journalists are advised to bring their packed snacks and meals.

6. In all contests, there shall be a 20-minute orientation before the contest proper takes place.

7. Before leaving the contest venue, winners are advised to make necessary corrections on their names and fill out data needed for them to qualify to the RSPC. Failure to indicate needed information, such as title of publication, means replacement of contestants. This will be enforced since there is only limited time to prepare the documents.

8. Any violation of the stipulated guidelines will be grounds for disqualification of the participant.

9. The decision of the members of the Board of Judges in all contests shall be deemed final and irrevocable.

GENERAL GUIDELINES FOR THE INDIVIDUAL CONTESTS

1. Sports Writing/ a. The Division Technical Working Group (DTWG) shall orient and provide final

instructions to the campus journalists before the contest proper. A twenty­minute orientation will be done before the actual contest that shall include pre and post-game conferences.

b. A pre-game conference shall be conducted for the introduction of players, coaches, and tournament officials. Consequently, a post conference shall be held for further interview and data gathering.

c. Contestants shall be made to watch an actual game or a taped sports competition where they can gather appropriate data and/or interview officials and athletes before and after the game.

d. Contestants may be asked to write a news article, a feature or an editoriaL

2. Science and Technology Writing/ a. Contestants are expected to be well-versed in writing an article in news,

features or editorial format. b. Judges will determine the format of the article during the actual contest.

3. Copy Reading & Headline Writing a. The contestants shall use the standard copy reading symbols and follow directions given in the contest piece. b. The contestants will also provide two headlines for the article that they have

edited and include the appropriate printer's directions.

4. Editorial Cartooning/ a. Only pencils with erasers shall be used. The materials shall be provided by

the contestant. b. The cartoon must reflect the elements of editorial cartooning. c. The cartoon should be, at all times, compliant with the professional and ethical

standards of media.

5. Photojournalism/

a. Preparation: 1) Participants should be at the contest venue thirty (30) minutes before

the orientation. 2) The photojournalists are allowed to use any Digital Camera (point and

shoot only) with a maximum of 16 megapixels. Contestants who shall bring high-end cameras will not be permitted to join the photo shoot.

3) The student contestant should bring his own camera cable for uploading of pictures.

4) Cellular phones, extra digital cameras, extra storage card or any additional materials/equipment are not allowed in the contest area.

b. Memory Card Loading The contestants will load the storage card in front of the examiners/ proctors.

c. Photo Shoot

SCHOOL PAPER

1) After announcing the contest theme/topic, the first shot (control shot) by all contestants should be focused on one subject as determined by the examiner/proctor.

2) Every contestant is given one (1) hour to take pictures, which does not include the loading and unloading of the storage card in front of the examiners/proctors.

3) During the actual photo shooting, the advisers, trainers, and parents of the contestants are NOT allowed in the venue. Be reminded that this will lead to of the contestant.

4} The contestants are allowed to take Ten (10) photos, but only six (6) shots (including the control shot) will be submitted as official entries.

5) Five (5) best photos and control shot will be uploaded by the contestant to the DTWG assigned laptop/desktop for judging.

6} Captions per picture should be encoded by the contestant upon uploading of the photo to the laptop/desktop.

GENERAL GUIDELINES FOR THE GROUP CONTESTS

A. The group contest is open to Elementary and Secondary schools. B. The top ten (1 0) winners in each section per medium (English and Filipino) will be

announced. However, the points garnered by each publication shall be added only to Group Contest- Newspaper Category.

C. The decision of the members of the Board of Judges in all aspects of the contest shall be deemed final and irrevocable.

D. The School Paper shall be submitted in paper-based format (print) in six (6) copies on or before November 6, 2017 at the Division Office c/o Dr. Roger Sebastian for Filipino publications with CP No.: 09262749954 and Dr. Dindo John H. Moreno for English publications with CP No. 0917 3225568.

E. The different SECTIONS/ CATEGORIES to be judged for the group contests are as follows: 1. News Section/ Pahinang Ba!ita 2. Editorial Section/ Pahinang Editoryal 3. Feature Section/ Pahinang Lathalain 4. Sports Section/Pahinang Pampalakasan 5. Science and Technology/ Pahinang Agham at Teknolohiya 6. F. The technical specifications for both Elementary and Secondary levels are as follows: 1. No. of pages: minimum of 12 and maximum of 20

News Section - at least 3 Sports Section - at least 2 Feature Section - at least 3 Editorial Section - at least 2 Science and Technology Section - at least 2

G. Each Section will be judged according to the guidelines/criteria set for the section/category. H. After a thorough evaluation by a set of judges, the top ten entries for each medium shall be

sent to the region as entries of the division to the RSPC. L No school is allowed to submit its school paper entry(ies) directly to the Regional Office. J. Failure to comply with the set guidelines in evaluating school papers will be a ground for

disqualification.

COLLABORATIVE PUBLISHING CONTEST

A. The competition in collaborative publishing is designed to encourage teamwork among campus journalists and simulate the workplace of an editorial department in a publishing house.

B. The division shall choose one team for English and another for Filipino, both at the Elementary and Secondary levels. There shall be seven (7) members for each team.

C. All contestants are required to attend the orientation before the actual competition. D. Once the contest has started, members of each team shall no longer be allowed to go see

their respective advisers/coaches. E. A mini press conference will be held as basis for the actual writing of the editorial, feature

and news articles. Either a video of a sports event will be shown or coverage of an actual sports event shall be attended by the sports writers. Pictures of the mini press conference shall be taken by the photojournalists and editorial cartoons will be produced while the rest of the teams are doing write-ups, lay-outing and editing.

F. Sports writers and photo journalist must be ready to watch an actual game where they shall gather appropriate data and/or conduct interview before and after the game. A pre-game conference shall be conducted for the introduction of the players, coaches, and tournament officials. Consequently, a post conference shall be held for further interview and data gathering.

G. The team will be given two (2) hours for data gathering and writing and another two (2) hours for lay-outing and editing.

H. Each team will be required to bring a maximum of (4) laptops installed with either PAGEMAKER or IN DESIGN and Photoshop (for the secondary level) and Microsoft Publisher (for Elementary) for the lay-out of the group's final output. The laptops will be checked by the DTWG for any other official application and pre-written documents or references therein.

I. The host/ host district will provide a scanner for the editorial cartoon. J. Mobile phones and other electronic gadgets shall not be allowed except for digital camera

and laptops with disabled internet connection. K. Each group will be required to convert their output into pdf format, print and submit it to the

contest committee. The collaborative publishing team shall submit both hard and soft copies of their entries. They should ensure that no identifying marks about their school or district can be found on their output.

L. The output of the contest is an A4-size four-page publication. The output will be uploaded to the designated computer by the DSPC DTWG for judging.

M. The top ten teams shall be recognized and the points they will garner will be included in the determination of the overall scores. However, only the champion shall represent the SDO in the Regional Schools Press Conference.

N. The decision of the members of the Board of Judges shall be deemed final and irrevocable.

HOW TO COMPUTE FOR THE OVERALL SCORES (JOURNALISM)

1. The scores of each of the ten Top Performing Schools per level (elementary & secondary) shall be added to identify the Top Five Performing Schools of the DSPC. The sum of the scores of each school is ranked from highest to lowest.

2. The total scores of the Top Seven Schools in the secondary/elementary level is the sum of all the scores by each school in both group and individual contests. The sum of the scores of each school is ranked from highest to lowest.

Search for the Most Outstanding School Paper Advisers

Criteria 1. Length of Service and Performance Rating

a. Must have been a SPA for five years b. Must have at least VS performance rating for the last 3 years
