the Recruitment Rules 1983.

b) Possession of a valid driving licence for light and heavy motor vehicles. Photo copy

of the licence duly attested by a Gazetted Officer should be enclosed. Otherwise the

application will be rejected.

c) At least 4 years driving experience of light and heavy motor vehicles, provided that the be

in possession of valid driving license to that effect. The period of experience in light and

Heavy vehicles should be clearly indicated like ‘Light vehicle experience from

………….(date) to………….(date)’ and heavy vehicle experience from ………..(date) to

……………….(date) Latest experience certificate issued by a Gazetted Officer of a

Central/State government Office where the applicant has been working or by the Head of a

Registered Firm/Company/Agency/Institution should be enclosed. The driving Experience

Certificate should have been issued prior to three months of this notification. Photocopies of

Driving Experience Certificates duly attested by a Gazetted Officer should be enclosed. The

period of experience mentioned in the experience certificate should be within the period of

validity of the Driving Licence. Otherwise the application will be rejected.

d)Ability to read and write local languages and to make simple arithmetical calculations.

6. Disqualification:- a) A person who has entered into or contracted a marriage with a person having a

spouse living or

b) Who having a spouse living, has entered into or contracted a marriage with any

person will not be eligible for appointment to the said post. Provided that the Central Government may, if satisfied that such marriage is

permissible under the personal law applicable to such person and the other party to

the marriage and there are other grounds for so doing, exempt any person from the

operation of this rule.

7. Pattern and Syllabus for the Examination is as under:

A. Literacy Test

B. Driving Test( Trade Test)

I. The candidates will be subjected to a Literacy Test of the level of 8th

Class covering the

following subjects/topics.

(i) One paper consisting of Part-A (Arithmetic ) and Part –B (Kannada writing)

(ii) Multiple Choice Questions (MCQ) and Objective - of 1 Mark each

(iii) Duration of Examination : Written Test-90 Minutes

(iv) Part C-Kannada Reading Test-on completion of written test till the test is

completed for all the candidates.

II. Qualifying Marks in the Literacy test: The minimum qualifying marks in each part

40% marks for UR, 37% marks for OBC and 33% marks for SC/ST candidates in aggregate

IV. Short listing of candidates for Driving Test (Trade Test): Those who qualify

in the above Literacy Test will be called for the Driving Test on 1:5 basis as per

the total number of vacancies in each category i.e UR, SC, ST, OBC. The

applicant will be declared qualified in descending order of merit on the marks

secured by them in the Literacy Test for taking the Driving Test (Trade Test). The

date and venue of the test will be intimated to the short listed candidates . No

intimation will be sent in respect of other applicants those who do not short

listed.

V. The Maximum/Minimum marks in respect of Driving Test(Trade Test) are

fixed as follows:

Total Marks for Driving Test is 60 Minimum Qualifying Marks: UR-24, OBC-22 and SC/ST-20

8. Method of preparation of Final Selection List:

The final selection list in respect of each category will be prepared on the basis of total marks

scored in Literacy Test and Driving Test( Trade Test) by the candidates and subject to the

fulfilment of all other eligibility conditions mentioned in the notification.

9. Selection Process:

The marks obtained in Literacy Test and Driving Test( Trade Test) will be taken to draw

merit list and selection will be purely on merit basis i.e marks taken in Literacy Test &

Driving test. It is further stated that:

(a) if two or more candidates secure equal marks and they are standing in the last position in

the merit list, then the candidate senior in Age will be considered for selection.

(b) if two or more candidates secure equal marks and they are standing in the last position in

the merit list and their age are also the same, then selection will be made according to

alphabetical order of name.

10. After selection, the candidates have to produce required original testimonials in support of

age, educational qualification, in case of SC/ST/OBC candidates, community certificate in the

prescribed format issued by the Competent authority applicable in Central Government

services (certificates issued in the State Government format will not be considered) and in case

of serving Central Government/State Government servants, NOC issued by the competent

authority. etc. when called for by the concerned authorities The candidatures of candidates who

do not produce the required documents/ certificates in the prescribed formats/ who do not fulfil

any of the conditions will outrightly be rejected. Hence the candidates are advised to prepare all

the required documents before submission of application to the post of Time Scale Driver.

11. No Travelling allowance or other expenses will be paid or arrangements made for stay for

attending tests. Candidates have to born their own cost and make their own arrangements for

stay.

The Applicants belonging to different categories have to pay application fee and Examination Fee as

mentioned above and it should be deposited/paid in any Post Office under UCR in Karnataka Circle

for which candidate is applying and submit original receipt along with application. Candidate has to

check carefully whether name of candidate and the name of the post for which the candidate wants to

apply is clearly printed along with sl no on both the copies of receipt. In case of candidates residing

outside Karnataka, candidates have to enclose a Indian Postal Order of value of Rs 100/= OR

500/- as the case may be, in favour of Manager Mail Motor Service Bangalore. Details of fee

paid must be noted and receipt must be pasted in the respective space provided( column No 9) in the

application form.

Note .I: Applications received without application fee will be rejected.

Note II: Fee once paid shall not be refunded under any circumstances.

Note. III: Fee paid through any mode other than UCR/IPOs(candidates who are applying from

outside Karnataka) in Post Office will not be accepted.

13. How to apply: The applicants should apply only in the format prescribed by the

Department. Format of application will be displayed in the Office of Manager Mail Motor

Service Bangalore. Applications can be downloaded from www.karnatakapost.gov.in/Indiapost

website www.indiapost.gov.in. Application submitted in any other format will be outrightly

rejected. The candidates have to carefully read the eligibility conditions & follow the

instructions given .

14. Details of Enclosures:

a) All marks lists of education qualifications /TC

b) Proof for date of birth.

c) Cast certificate for OBC/SC/ST.

d) Two pass port size photographs [one to be pasted on the application in the place

provided and other to be pasted on format for Hall permit in the space provided.

e) Valid driving licence held (validity period with details of light/Heavy vehicle licence)

f) The above enclosures should be attested by a Gazette officer not below the rank of

Tahasildar.

15. Mode of despatch:

a)The Applications duly filled in along with original UCR receipt

issued by Post Office/IPO(in respect of outside Karnataka candidates) towards payment of

Application and Examination fee have to be sent to the Manager, Mail Motor Service,

Bangalore-560 052, through SPEED POST/REGD POST with AD only.

b)The Applications submitted other than Speed Post/REGD Post will not be accepted.

c) One envelope should contain application of one candidate only. Unsigned applications will be

totally rejected.

d) The envelope containing the application must be superscribed in bold letter as

“APPLICATION FOR THE POST OF TIME SCALE DRIVER”

Note:- I. All the required document and certificates of photocopies duly attested by a Gazetted

officer should be sent along with the application with UCR receipt/IPOs issued by Post Office

towards payment of Application and Examination fee.

Note. II Fee paid through any mode other than UCR/IPOs(candidates who are applying from outside

Karnataka) in Post Office will not be accepted.

16.The Applicants have to enclose a self-addressed envelope, size 9” X 4’ duly affixing a postage

stamp of Rs.17/- for local ( within Bangalore) candidates and Rs 40/- for outstation candidates

( Outside Bangalore candidates) along with the application for dispatching the Hall permits. If

self addressed envelope with the requisite stamp is not attached along with the application, hall

permit will not be dispatched.

17. Last date for booking of applications is 15/01/2015. Applications booked after due date

will be rejected.

18. Hall permits:- Hall permits to the eligible candidates will be issued by the Manager, Mail

Motor Service well in advance to the address furnished in the application. In case of non receipt of

Hall permits, candidates are advised to contact the office of the Manager Mail Motor Service

Bangalore -560052 at least 2 working days before the date of examination to obtain duplicate hall

permit.

19. The Literacy Test will be conducted on a common date for all

the candidates. The date of examination will be notified later. Admittance of the candidates to the

examination will be purely provisional and the candidature is liable to be cancelled if it is found at

any stage of selection that he/she did not satisfy the eligibility conditions in terms of age, education,

reservation being claimed and his candidature is liable to be cancelled forthwith.

20. Requirement to serve in Army postal Service:-Any person appointed to the posts as per the

notification shall be liable to serve in the Army postal Service in India or abroad, if required.

21. Power to relax:- Where the Central government is of the opinion that it is necessary or expedient

so to do, it may by order and for reasons to be recorded in writing, relax any of the provisions of these

rules with respect to any class or category of persons.

22. Savings; Nothing in these Rules shall affect reservations and other concessions required to be

provided for the schedules caste, the Schedules Tribes, other Backward Classes and other special

categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

Applicants may visit the Karnataka Post website www.karnatakapost.gov.in/Indiapost website

www.indiapost.gov.in on regular basis till the date of examination so that he/she gets last minute

update, if any, in schedule of examination / eligibility status/ venue status / other information related

to the Recruitment process.

INSTRUCTIONS TO THE CANDIDATES FOR FILLING UP OF APPLICATION FORM &

SUBMISSION OF APPLICATION

1. Affix latest identical passport size photographs on page No. 1(1st copy) and Page No. 4(2

copies) duly attested by a Gazetted Officer. 2. Original Certificates should not be submitted. Only attested copies should be sent along with

the applications. 3. One envelope should contain application of one candidate only. 4. The envelope containing the application must be super scribed in bold letter as ‘Application

for recruitment of T/S Driver-Direct Recruitment’’. The application should be reached on or before 15.01.2015 up to 17.30 hours.

5. The applications will be rejected at any stage of recruitment process for not having submitted in the official ;format/having incomplete information/wrong information/misrepresentation of facts/unsigned/without photograph/not accompanied by attested copies or required certificates and not paid the application fee and examination fee.

6. If a candidate has changed his/her name or dropped /added part of his/her name after middle standard/matriculation/SSLC/Hr. Secondary proof for the change of name such as affidavit, gazette notification etc. should be enclosed.

Note : (a) The term 'ordinarily’ used here will have the same meaning as in Section 20 of the Representation of

the People's Act, 1950. (b) The authorities competent to issue caste certificates are indicated below :

i) District Magistrate/ Additional District Magistrate/ Collector/ Deputy Commissioner/ Additional Deputy Commissioner/Deputy Collector/1st Class Stipendiary Magistrate /Sub Divisional Magistrate/Taluk Magistrate/Executive Magistrate/Extra Assistant Commissioner (not below the rank of First -Class Stipendiary Magistrate).

ii) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate. iii) Revenue Officer not below the rank of Tahasildar; and iv) Sub Divisional Officer of the area where the candidate and/or his/her family normally resides.
