It is observed that Branches are not following the guidelines of Handing over / Taking over the Charge ofthe branch while Handing / Taking orrer the charge of the Branch and many irregularities viz. Time Bared Documents , Non-updation of LAD due date register, Insurance due date register, IncomPlete Loan documents, lnegularities of Internal Audit etc. are persisting at the branch level are not being pointed out at the time of handing/taking over the charge ofthe Branch. As a result, iflegularities of serious nature are remained unattended at the Branch level. It has felt necessary to review the whole process ofHanding over / Taking over the charge ofthe branches by the Incoming and Out going Branch Managers. We advise that following procedure is to be followed while handing over / taking over the charge ofthe'brench by the outgoing/incoming Branch Manager. 1. The Out going / Incoming Branch Manager will generally comply with the checklist as per Annexure-A. 2. The,,Advefse Feature Report " as per format appended herewith at Annexure-B is to bc submitted duly signed by the Incoming Branch Manager and countersigned by the Outgoing Branch Manager. 3. The Outgoing and Incoming Branch Manager witl submit the above report at (2) to the Regional Oflice along with the certificate as per format appended herewith at Anllexure-C. In following exceptional circumstancas following procedure is to be followed. (i) when a Branch Manager is required to hand over charge to the next senior most officer and proceed to another assignment immediately due to various leasons. The new Manager to report to concerned Regional Office the factual position affer physical verification/perusal of relevaff documents/files as stipulated for a normal take over ia the enclosed prescribed format. All the concerned are advised to take a careful note ofthe same and scrupulously adhere the above guidelines and ensure strict compliance. Regional Oflices are advised to maintain the record ofthe Handing/Taking Over the charge ofthe branches of their region and keep a track ofthe same and take required remedial measureV steps if any and ensure that all the irregularities pointed out in the "Adverse Feature Report" are rectified immediately after taking over the charge by the Incoming Branch Manager. Re : Handing over / Taking over the charge by Branch Managers :- Procedure.

It is observed that Branches are not following the guidelines of Handing over / Taking over the Charge ofthebranch while Handing / Taking orrer the charge of the Branch and many irregularities viz. Time BaredDocuments , Non-updation of LAD due date register, Insurance due date register, IncomPlete Loan documents,

CHECK LIST FOR HANDING OVER/TAKING OVER CHARGE OF THE BRA}ICH

Wrile the steps to be taken will largely depend on the size of the Branch business compositionand problems faced, the incoming/ outgoing Managers will generally comply with thefollowing:

I. ITEMS TO BE PHYSICALLY HANDED OVER VERIFIED/TAKEN OVER:

l. Branch Premises key set

2. Guard keys ofStrong room/Cash Safe.

3. Master keys ofsafe deposit lockers (wherever applicable)

4. Furniture & Fixtures as per FASSET in Finacle.

5. Copy of License issued by Reserve Bank of India to open the Branch.

6. Certificate of Registration ofBranch under Local Shops & Establishment Act.7. Safe Custody Receipts in respect of duplicate keys and back up of important data of the

Branch.

8. Keys ofthe Bank's vehicle (ifany) alongwith the Registration/lnsurance papers.

9. Lease Deed of Branch Premises.

10. Vigilance Iiles, documents and staff personal files and files related to Disciplinary actioncontemplated/initiated/ Fraud cases.

11. Confidential records of Officers and other staff as well as EPRF or personal serviceinventory records, etc.

12. confirmation that all the EPRF reports of officers of the Branch for the previous year hasbeen submitted to appropriate authority.

13. Files relating to pending fraud cases.

14. Custody of records pertaining to passwords used to operate computers.

15. Custody ofaccount opening forms/cards.

[6. Custody of memorandum registers maintained for transfer ol old outstanding entries toHead Office in respect of following accounts :-
